This article is dedicated to the absent presence and mnemonic remains of the socialist-era monuments in eastern Europe. Mnemonic remains is a metaphor I employ in this paper to direct our attention to the physical absence of monuments after their removal. But it also speaks of a monument's role in absentia , its continued existence in and its effects on the collective memory beyond its physical presence. The phenomenon, sporadically acknowledged but rarely subject of investigation in academic literature, is explored and illustrated through the lens of the removed V.I. Lenin monument in Riga. The absent monument, I contend, performs the function of a phantom monument, exerting mnemonic agency beyond its physical presence through its representational value for other memory projects. This is highlighted through the study of the proposed and completed, but never unveiled, monument to Konstantīns Čakste on the site of the former Lenin monument in Riga. [ABSTRACT FROM AUTHOR]

The present article outlines the conflict between the representative of the pro-Kremlin part of the Russian minority in Latvia and the local political community. The case will be presented in the broader context of the problems that emerge due to the constitutionalisation of new democratic communities after the fall of communism, the issues of the rule of law together, with questions of its unlimited inclusiveness. By discussing the case of Tatiana Zhdanok in a broad socio-political and historical context, it will be possible to reflect on Central European dilemmas concerning the values considered to be leading within the political community. Scholars have done a great deal to unpack the motivations sitting behind nationalists' appropriation of Holocaust-related memory laws in several eastern European and Baltic states. While these accounts have shed important light on memory politics, there remains much scope for further study. For example, several Eastern European and Baltic states have passed resolutions recognizing the Armenian genocide, as well. Furthermore, the existing literature does not provide any analytical tools to conceptualize the dynamic and complex processes giving rise to memory laws. This article broadens the memory laws scholarship through an original analysis of Latvia's Armenian genocide recognition resolution of 2021. The findings highlight how diverse actors support and pass memory laws through a process of constructivist memory politics. Constructivist memory politics involves the strategies political actors employ to change the salience or meaning of historical events in the creation and promotion of memory laws. Although the analysis focuses on a single case, it provides the analytical tools to reorient how scholars approach memory laws both in Europe and elsewhere. [ABSTRACT FROM AUTHOR]

This article is part of the special cluster, "Here to Stay: The Politics of History in Eastern Europe", guest-edited by Félix Krawatzek & George Soroka. The Western outskirts of the former Soviet Union suffered huge levels of destruction during World War II. It is for this reason that the memories of the war in countries such as Belarus and the Baltics have centered on the local opposition to the Nazi occupiers in an attempt to bring societies together after the war. This article compares how Latvia and Belarus have represented their involvement in World War II over time and undertakes an analysis of how young people today perceive of this aspect of their country's history. Of particular interest is the extent to which young people are prepared to admit the existence of collaboration and whether a persona of moral authority is able to shift how young people assess the need for critical engagement with history. To that end, the study relies on an original survey generated in early 2019, which also enquired into questions related to historical memory. I argue that young Belarusians are, on average, more prepared to acknowledge collaboration than young people in Latvia and that the involvement of a moral authority shifts assessments of history in a decisive way in Belarus only. The results for Latvia stress in particular the persistent divide relating to the country's two linguistic communities. [ABSTRACT FROM AUTHOR]
