The impact of climate change on human health was identified as a priority for the UN COP26 conference. In this article, we consider climate-induced changes to mortality risks and how to incorporate these formally in the policy appraisal process. In the United Kingdom (UK), the Value of Statistical Life (VSL) is used to monetarize the benefits of policies to reduce mortality risks but it remains an open, empirical question as to whether the current VSL (£2.14 million per fatality prevented, December 2021 values) for traffic accidents should be applied in other contexts without any modification and particularly for extreme weather event fatalities. Using a representative sample of the UK population, we aim to estimate and better understand the trade-offs people make when comparing mortality risks, drawing on psychological insights from construal level and regulatory focus theories. We design a stated preference survey using a relative valuation framework with nonmonetary, risk-risk trade-off questions between extreme weather event and traffic accident mortality risks. We find evidence of an extreme weather event risk premium of 1.2-1.6 (implying a climate-related VSL of £2.52-£3.41 million). We also find that participants who are psychologically close to climate change (based on construal level theory), weigh reducing extreme weather event mortality risks almost two times that of reducing traffic accident mortality risks., (© 2023 Battelle Memorial Institute. Climate change represents an urgent global threat. Without action, rising temperatures resulting from human activity will increasingly affect our health and wellbeing through changing patterns of disease, extreme weather events and availability of resources. Expedient decarbonisation of the UK economy is an ambitious goal to which we must all contribute.The NHS aims to be the world's first net-zero health service and reach carbon-neutral status by 2040. Dental services are particularly resource-intensive. Some dental anxiety management techniques have a disproportionately high impact on the environment relative to their usage. Inhalation sedation with nitrous oxide is one such example.Nitrous oxide is a greenhouse gas almost 300 times more potent than carbon dioxide, but its utility to facilitate dental treatment for anxious and vulnerable patients is well-documented. This paper investigates both the linear and nonlinear effects of climate risk shocks on wealth inequality in the UK using the local projections (LPs) method, based on high-frequency, i.e., monthly data. The linear results show that climate risk shocks lead to an increase in wealth inequality in the longer term. The nonlinear results present some evidence of heterogeneous responses of wealth inequality to climate risk variable shocks between high- and low-climate risk regimes. The findings highlight the disproportionate increased burden of climate change on households that are already experiencing poverty, particularly households in high-climate risk areas. An increase in the global mean sea level is predicted during the twenty-first century, as a consequence of global average rising temperature projections. In addition, changes in the strength of atmospheric cyclonic storms may alter the development of storm surges, exacerbating the risks to coastal communities. Based on the fact that the interest and range of papers on this topic are growing, this study aims to present the status of the global scientific production on studies that have correlated climate change and the impact of storm surges on the coastal zone leading to erosion and flooding (inundation) via a bibliometric analysis. We analyzed 429 papers published in journals between January 1991 and February 2021 from the Scopus database. Through the VOSviewer and Bibliometrix R package, we describe the most relevant countries, affiliations, journals, authors, and keywords. Our results demonstrate that there has been an exponential growth in the research topic and that authors from the USA and the United Kingdom are the most prolific. Among the 1454 authors found, ten researchers published at least five papers on the topic and obtained at least 453 citations in the period. The most represented journals were the Journal of Coastal Research, Climatic Change, and Natural Hazards. We also found and discuss the lack of standardization in the choice of keywords, of which climate change, storm surge, and sea-level rise are the most frequent. This paper examines discourses of bullying in international climate politics. Drawing on two cases, first the (social) media coverage which surrounded climate activist Greta Thunberg's visits to the UK in 2019, and second Thunberg's interactions with former US President Donald Trump, alongside a theoretical framework inspired by feminist geopolitics, the paper argues that discourses of bullying can be conceptualised as a series of figurations (the 'bully', the 'bullied', and the 'anti-bully') which reproduce individuated relations of power. Overall, the paper argues that individuating bullying discourses perpetuate a politics of white innocence which preserves petro-masculine power in international climate politics. To contest these unequal power dynamics, the paper argues for an anti-bullying politics grounded in collective, intersectional challenges to climate injustice. [ABSTRACT FROM AUTHOR]

The existing body of research into the environmental and socio-economic benefits of green infrastructure supports the case for it to be positioned as a form of critical infrastructure, particularly in urban settings. It is broadly recognized that extreme weather and climate change pose significant risks to critical infrastructure systems linked to the provision of services, including electricity, water, communications, and transport, and consequently risk assessments and associated adaptation strategies are common practice. However, although green infrastructure is also at risk from extreme weather and climate change, threatening the realization of benefits that it can deliver in urban settings, associated risks to green infrastructure are not widely understood or assessed in practice. This paper discusses the status of existing research on this topic and uses this as a foundation for a Greater Manchester (UK) case study that assesses the risk of low water availability to grassed areas, which represent a key element of the city-region's green infrastructure. In doing so, the paper demonstrates how risks linked to extreme weather and climate change can be assessed spatially to inform green infrastructure planning. In summary, this paper aims to raise awareness of extreme weather and climate change risk to urban green infrastructure, present an empirical case study and associated methodological approach on this topic, and ultimately support efforts to enhance the resilience of urban green infrastructure to extreme weather and climate change. The U.K. food system exhibits strong unsustainability indicators across multiple dimensions, both in terms of food and nutritional insecurity and in terms of adverse climate change, biodiversity, and physical resource impacts. These indices of an unsustainable and inequitable social metabolism are the result of capitalist agriculture and society in general and, more specifically, of neoliberal and austerity policies adopted with vigour since the global financial crisis. The causal, capitalistic, and, latterly, more neoliberal bases of the U.K. food system are delineated in the first section of the paper. These bases are then detailed in terms of their impacts in exacerbating climate change, biodiversity (and resource) decline and loss, and food and nutritional insecurity. The political narratives and policy frameworks available to dissemble, mitigate, or, more rarely, to address (resolve) these impacts are then delineated. It is argued that the only policy framework available that strongly integrates food security (social equity) with ecological sustainability is political agroecology and an accompanying degrowth strategy. As the world embarks on a global mission to tackle climate change, reducing carbon represents a key challenge given the escalating global warming. The U.K. is among many other nations that are determined to decarbonise all sectors and strive to achieve a net zero carbon target by 2050. While much attention has been paid to improving performance and reducing carbon emissions in electrical machines, the current research landscape focuses mainly on the thermal and electromagnetic facets. Surprisingly, carbon emissions from the production stage, especially those related to raw material consumption, remain a largely unexplored area. This paper wishes to shed light on a neglected dimension by providing a comprehensive review of carbon emissions in the manufacture of electrical machines, thus contributing significantly to the wider discourse on carbon emission reduction by comparing the carbon emission values associated with various materials commonly used for the main components of these machines. A further case study is included to assess and explore the impact of material alterations on a synchronous machine, from a carbon emission perspective. A reliable material guide will provide engineers at the design stage with the critical insight needed to make informed material selection decisions, highlighting the critical role of carbon emission values beyond conventional thermal and electromagnetic considerations, achieving sustainable and environmentally conscious electrical machine design. With this paper we explore and discuss the priorities of and possible goal conflicts between authenticity and climate change in heritage gardens. How can climate change mitigation, adaptation, resilience, and cultural heritage conservation be combined in heritage gardens? Our study was guided by the following research question: How do gardeners negotiate climate change and authenticity in heritage gardens? From Rachel Carson's Silent Spring in the 1960s through to the 2002 report Gardening in the Global Greenhouse and the recent Gardening in a Changing World in 2022 mankind's impact on the environment and the emerging climate change has been the focus of increasing attention. By investigating and interviewing multiple gardeners our objective was to pinpoint common challenges, as well as what can be learned from one another within the field of gardening and heritage conservation. The case study method was adopted for this study, involving three head gardeners in the United Kingdom. Interviews were conducted with Joseph Atkin at Aberglasney Gardens, Claire Greenslade at Hestercombe Gardens, and Steve Lannin at Iford Manor about their expertise and knowledge. The gardeners expressed concern regarding climate change and the challenges it poses. The interviewees shared their experience with drought, reduced use of pesticides and herbicides, and the peat legislation in relation to their role as head gardeners. We argue that authenticity and the traditional gardening practised before the advent of power tools, plastic, peat issues, and uninformed transportation can be part of the solution to loss of biodiversity and climate change. In May 2019, the Climate Change Committee (CCC) recommended that the UK adopt a net-zero target, aiming to reduce its greenhouse gas emissions (GHG) by 100% from the 1990s baseline by 2050. The government accepted the recommendation, and the UK became the first major economy to establish a net-zero emissions law. To progress towards its climate objectives, the government took several initiatives, such as increasing its reliance on renewable energy sources and investing in climate mitigation technologies, which are commonly referred to as process eco-innovation. This study examines the impact of eco-innovation, process eco-innovation, renewable energy consumption, and economic growth on CO 2 emissions in the UK using data from 1988 to 2020. We used the ARDL bound test with an error correction model (ECM) to examine the long-run and short-run cointegration between the variables of concern. We found that eco-innovation, process eco-innovation, and renewable energy consumption have significant roles in mitigating CO 2 emissions, while economic growth contributes to environmental degradation in the UK. We also found that the effect of eco-innovation on CO 2 emissions abatement is stronger than that of process eco-innovation in the short and long-run. Our robustness tests have confirmed the accuracy of those findings. In addition, the results from the Toda-Yamamoto causality revealed a one-way causality from process eco-innovation to CO 2 , renewable energy to CO 2 , and eco-innovation to CO 2 emissions. Further, a bidirectional causality was found between GDP and CO 2 emissions. Kelp species function as important foundation organisms in coastal marine ecosystems where they provide biogenic habitat and ameliorate environmental conditions, often facilitating the development of diverse understorey assemblages. The structure of kelp forests is influenced by a variety of environmental factors, changes in which can result in profound shifts in ecological structure and functioning. Intense storm-induced wave action in particular, can severely impact kelp forest ecosystems. Given that storms are anticipated to increase in frequency and intensity in response to anthropogenic climate change, it is critical to understand their potential impacts on kelp forest ecosystems. During the 2021/22 northeast Atlantic storm season, the United Kingdom (UK) was subject to several intense storms, of which the first and most severe was Storm Arwen. Due to the unusual northerly wind direction, the greatest impacts of Storm Arwen were felt along the northeast coast of the UK where wind gusts exceeded 90 km/h, and inshore significant wave heights of 7.2 m and wave periods of 9.3 s were recorded. Here, we investigated temporal and spatial variation in the structure of L. hyperborea forests and associated understorey assemblages along the northeast coast of the UK over the 2021/22 storm season. We found significant changes in the cover, density, length, biomass, and age structure of L. hyperborea populations and the composition of understorey assemblages following the storm season, particularly at our most north facing site. Local actors have growing prominence in climate governance but key capacities and powers remain with national policymakers. Coordination between national and local climate action is therefore of increasing importance. Underappreciated in existing academic and policy literature, coordination between actors at different scales can be affected not only by politics and institutional arrangements, but also by methods of data analysis. Exploring two datasets of GHG emissions by local area in England-one of consumption-based emissions and the other of territorial emissions-this paper shows the potential for a data scaling problem known as the modifiable areal unit problem and its possible consequences for the efficacy and equity implications of climate action. While this analysis is conceptual and does not identify specific instances of the modifiable areal unit problem or its consequences, it calls attention to methods of data analysis as possible contributors to climate governance challenges. This study aims to examine how the climate affects the behaviour of the stock market. To achieve this, we have drawn on daily data from Jan 2005 to Jan 31, 2023 and several environmental factors (e.g., temperature, humidity, cloud cover and visibility) to account for extreme weather conditions using the 21-day moving average and its standard deviation. The empirical analysis has revealed three key findings regarding the impact of weather on the stock market's behaviour. First, various forms of extreme weather conditions consistently lead to influence stock behaviour. Second, results provide valuable insights into market behaviour and help investors to make more informed investment decisions. Third, the weather conditions have new information about the climate risk and investors should react to it swiftly in light of our findings. This article contributes to the literature on state capacity in financialized political economies by studying the market-based investment setting for the Thames Tideway Tunnel, a £4.2 billion sewer, built underneath central London to prevent raw sewage from spilling into the River Thames. Most analyses conclude that financial statecraft undermines state capacities, as it empowers finance and exposes states to uncontrollable risks. This article moves beyond these accounts by arguing that public policy officials engage with finance instrumentally, taking on risks to solve the governing challenges they face. It demonstrates that state action can build islands of state capacity with financial statecraft in fragmented policy environments. Based on expert interviews and documentary analysis, the article traces how the UK's Ministry of the Environment experimented with a policy instrument and used investment capacities from different levels of government, to implement the Thames Tideway Tunnel through institutional equity investment and share risks in the privatized and financialized environmental sector. The paper concludes that under the current conjuncture, financial statecraft will play an important role in addressing the climate crisis. Cement and concrete are essential for global development. However, cement manufacture is responsible for around 7–8% of global greenhouse gas emissions, with significant growth anticipated. Beyond efficiencies in cement manufacturing, other strategies for using less cement in construction through applying the principles of efficient design, circular economy and reuse also have the potential to reduce emissions. A further option is to move towards cements with different compositions and inherently lower embodied carbon dioxide. This paper focuses on these materials and the challenges to their widespread adoption, drawing mainly on applied research, trials and standardisation activities conducted in the UK and the EU. In addition to modification of standards, basic technical and practical information such as strength development curves, durability, site considerations and a shared broad body of evidence are key for specifiers to consider when using any new cement. The paper describes the role of standards and specifications and the underpinning information (applied research, published case studies and experience) essential in getting any new cement adopted. This paper seeks to explore how professionals in the financial sector understand the challenge that climate change presents to economy and society. It is a case study into how 'climate-related financial risk' is understood in a particular area of expertise – within the actuarial profession. There is an increasingly prominent claim among financial regulators that climate change should be considered as an issue of financial risk and stability; it is argued that this will drive capital towards green ends, and an orderly low carbon transition. Responding to this, actuaries are seeking to establish climate-related risk as part of their professional jurisdiction. Yet they are struggling to do so because of their relationship to the investment chain and because the tools they employ for risk management, mostly drawn from financial economics, are fundamentally failing to consider, quantify and financialise climate risks. Instead, the profession is moving toward scenario-based tools for managing climate-related uncertainty that incorporate narratives about policy interventions and market reaction. The roles digital media-technologies play in raising public issues relating to emerging technologies and their potential for engaging publics with science and policy assessments is a lively field of inquiry in Science and Technology Studies (STS). This paper presents an analysis of controversies over proposals for the large-scale removal of atmospheric carbon dioxide (CDR). The study combines a digital method (web-querying) with document analysis to map debates about two CDR approaches: bioenergy with carbon capture and storage (BECCS) and afforestation. In the first step, we locate actors using the web to engage with BECCS and afforestation and map their alignments in relation to competing framings of CDR. In a second step, we examine the devices deployed by UK-based actors to evidence and contest the feasibility of BECCS and afforestation. Our analysis shows that policy distinctions between "natural" and "engineered" CDR are used flexibly in practice and do not map neatly onto actor engagement with BECCS and afforestation. We highlight the predominance of cross-cutting techno-economic expertise and argue that framings of CDR as a solution to governing climate change may contribute to public disengagement from climate policy processes. Flood hazards present a significant risk to the UK, with homes, businesses and critical infrastructure exposed to a mixture of fluvial, surface water and coastal flooding. Climate change is expected to influence river flows, changing the frequency and magnitude of future flood events. Flood hazard assessments are used by decision-makers to implement policies and engineering interventions to reduce the impacts of these flood events. Probabilistic flood modelling can explore input and parameter uncertainties in flood models to fully quantify inundation uncertainty. However, probabilistic methods require large computational costs—limiting their application. This paper investigates a range of advanced uncertainty quantification methods (traditional Monte Carlo (FMC), Kriging and multi-fidelity Monte Carlo (MFMC)) to reduce the dichotomy between accuracy and costs. Results suggest that Kriging can reduce computational costs by 99.9% over FMC. The significantly increased efficiency has the potential to improve future policy and engineering decisions, reducing the impacts of future flood events. [ABSTRACT FROM AUTHOR]

How does protest affect political speech? Protest is an important form of political claim-making, yet our understanding of its influence on how individual legislators communicate remains limited. Our paper thus extends a theoretical framework on protests as information about voter preferences, and evaluates it using crowd-sourced protest data from the 2017–2019 Fridays for Future protests in the UK. We combine these data with ~2.4m tweets from 553 legislators over this period and text data from ~150k parliamentary speech records. We find that local protests prompted MPs to speak more about the climate, but only online. These results demonstrate that protest can shape the timing and substance of political communication by individual elected representatives. They also highlight an important difference between legislators' offline and online speech, suggesting that more work is needed to understand how political strategies differ across these arenas. Climate change and the need for weather-resilient infrastructure is introducing new safety, performance and financial challenges and opportunities to regulators and those that are regulated. As the safety and economic regulator for railways in Great Britain, the Office of Rail and Road is required to protect the interests of rail users and funders by improving the safety, value and performance of railways, today and in the future. The approach to and understanding of climate change and weather resilience is developing; however, there is an expectation of infrastructure managers to make their asset types more resilient to climate change. This paper explores potential gaps in industry knowledge, what is 'good' practice, how to assess safety and efficiency and how to measure value. Understanding these questions will inform an approach. Regulatory experience suggests that a spectrum of practice exists, from more resilient business as usual to technology adoption. Regional variation has implications for funding, accountability and stakeholders. In this paper, the authors have collected examples across the spectrum; these have been grouped into four themes and an accessible model created to optimise decision making. The authors conclude that proactive value-driven approaches to weather resilience are possible but will require organisational adaptability and recognition that there is no 'one-size-fits-all' approach. The Pitt Review of the 2007 summer floods in the UK, published in 2008, commended the potential of natural flood management (NFM) for reducing flood risk. NFM is a nature‐based approach that has since gained substantial interest from both practitioners and academics. The review further highlighted the need for catchment‐based flood management (CBFM) to enhance resilience to flooding and climate change by incorporating NFM and wider nature‐based solutions into hard flood protection systems. Such integrated approaches are considered to be more sustainable and adaptable than the traditional hard‐engineered measures. More recently, the European Commission's European Green Deal also highlighted the need for greater use of nature‐based solutions including NFM for managing flood risk. Whilst there have been many attempts to quantify the effects of NFM through hydraulic and hydrological modelling, there is still no systematic review conducted for these modelling works. This review aims to summarise the current NFM modelling approaches, as well as discussing their key limitations related to data, model methods, and real‐world applications. This paper then goes further to highlight potential solutions to some of these challenges and provides guidance to assist modellers to improve future modelling and data collection process. Drawing upon motifs of death, mass extinction, and predictions of chaos and collapse, the UK-based Extinction Rebellion (XR) demarcates itself as a different kind of environmental movement precisely because it "tells the truth" (in XR's own words) about the climate crisis during a time of supposed false hope, denial, and delusion. In this paper, I analyze – through a critical discourse analysis (CDA) – how XR's postnatural visions shape (and limit) the movement's demands and proposals for change. My analysis reveals how XR's calls for action are guided by a sense of loss and mourning for a future after nature's end that are embedded with nostalgic undercurrents of a very particular mode of green nationalism. Across the globe, governments are developing policies and strategies to reduce carbon emissions to address climate change. Monitoring the impact of governments' carbon reduction policies can significantly enhance our ability to combat climate change and meet emissions reduction targets. One promising area in this regard is the role of artificial intelligence (AI) in carbon reduction policy and strategy monitoring. While researchers have explored applications of AI on data from various sources, including sensors, satellites, and social media, to identify areas for carbon emissions reduction, AI applications in tracking the effect of governments' carbon reduction plans have been limited. This study presents an AI framework based on long short-term memory (LSTM) and statistical process control (SPC) for the monitoring of variations in carbon emissions, using UK annual CO2 emission (per capita) data, covering a period between 1750 and 2021. This paper used LSTM to develop a surrogate model for the UK's carbon emissions characteristics and behaviours. As observed in our experiments, LSTM has better predictive abilities than ARIMA, Exponential Smoothing and feedforward artificial neural networks (ANN) in predicting CO2 emissions on a yearly prediction horizon. Using the deviation of the recorded emission data from the surrogate process, the variations and trends in these behaviours are then analysed using SPC, specifically Shewhart individual/moving range control charts. The result shows several assignable variations between the mid-1990s and 2021, which correlate with some notable UK government commitments to lower carbon emissions within this period. The framework presented in this paper can help identify periods of significant deviations from a country's normal CO2 emissions, which can potentially result from the government's carbon reduction policies or activities that can alter the amount of CO2 emissions. This paper demonstrates how climate scenario analysis can be used for forward-looking assessment of the risks and opportunities for financial institutions, using a case study for a UK defined benefit pension scheme. It uses a top-down modelling tool developed by Ortec Finance in partnership with Cambridge Econometrics to explore the possible impacts of three plausible (not extreme) climate pathways of the scheme's assets and liabilities. It finds that the funding risks are greater under all three climate pathways than under the climate-uninformed base scenario. In the absence of changes to the investment strategy or recovery plan, the time taken to reach full funding is increased by three to nine years. Given that most models currently used by actuaries do not make explicit adjustments for climate change, these modelled results suggest it is quite likely that pension schemes are systematically underestimating the funding risks they face. Objectives: The objective of this study was to survey the opinions of equine veterinary teams in the UK regarding the importance of sustainability issues, and current practices employed to promote sustainability. Study design: Online survey. Methods: The survey was distributed through various email veterinary listservs and social media sites, and was open to equine veterinary surgeons, veterinary nurses, veterinary students and practice administrators/managers. Results: A total of 374 responses were received. Seventy‐seven per cent of respondents considered sustainability issues to be extremely important or very important, but only 13% felt knowledgeable/well‐informed about practical ways of promoting sustainability in equine veterinary practice. Fifty‐six per cent of respondents stated that their organisations/practices had not introduced sustainability protocols. Over 50% of respondents considered that their organisations were dealing well with the issues of antimicrobial stewardship, anthelmintic stewardship and drug disposal, but less than 25% considered that their organisations were dealing well with fossil fuels, travel, disposable materials, responsible paper sourcing, water saving and communicating sustainability issues. Conclusions: Sustainability issues are considered important by the majority of equine veterinary practice teams in the UK, but there is a widespread lack of knowledge about practical ways of promoting sustainability. The UK is, like its peers in the EU, just under 80% dependent on fossil fuels. This figure has come down just over 10% since the 1970s, a period when the UK had major energy-intensive industries, most of which are now gone. The government is committed to achieving net zero for the electricity sector by 2035 on the pathway to net zero for the whole economy by 2050.. The Labour opposition has set 2030 as its electricity target. Setting out the scale of this challenge, this paper demonstrates how implausible the 2035 target is. On present policies there is little prospect that the 2035 target will be met (and virtually none for the Labour 2030 target). This paper reviews the multiple current policies and the capacity objectives and explores what would have to happen to meet the target. In order to effectively model the potential impacts of future climate change, there is a requirement for climate data inputs which (a) are of high spatial and temporal resolution, (b) explore a range of future climate change scenarios, (c) are consistent with historical observations in the historical period, and (d) provide an exploration of climate model uncertainty. This paper presents a suite of climate projections for the United Kingdom that conform to these requirements: CHESS-SCAPE. CHESS-SCAPE is a 1 km resolution dataset containing 11 near-surface meteorological variables that can be used to as input to many different impact models. The variables are available at several time resolutions, from daily to decadal means, for the years 1980–2080. It was derived from the state-of-the art regional climate projections in the United Kingdom Climate Projections 2018 (UKCP18) regional climate model (RCM) 12 km ensemble, downscaled to 1 km using a combination of physical and empirical methods to account for local topographic effects. CHESS-SCAPE has four ensemble members, which were chosen to span the range of temperature and precipitation change in the UKCP18 ensemble, representing the ensemble climate model uncertainty. CHESS-SCAPE consists of projections for four emissions scenarios, given by the Representative Concentration Pathways 2.6, 4.5, 6.0 and 8.5, which were derived from the UKCP18 RCM RCP8.5 scenarios using time shifting and pattern scaling. These correspond to UK annual warming projections of between 0.9–1.9 K for RCP2.6 up to 2.8–4.3 K for RCP8.5 between 1980–2000 and 2060–2080. Little change in annual precipitation is projected, but larger changes in seasonal precipitation are seen with some scenarios projecting large increases in precipitation in the winter (up to 22 %) and large decreases in the summer (up to - 39 %). All four RCP scenarios and ensemble members are also provided with bias correction, using the CHESS-met historical gridded dataset as a baseline. With high spatial and temporal resolution, an extensive range of warming scenarios and multiple ensemble members, CHESS-SCAPE provides a comprehensive data resource for modellers of climate change impacts in the UK. Purpose: This paper aims to evidence the perspectives of information professionals in the UK in relation to environmental sustainability and climate action to catalyse collaborative action. Design/methodology/approach: This study takes an interpretivist stance. Research into archive and record management literature was conducted to establish key themes on climate change within the information sector. These themes informed research questions included in a survey cascaded to UK archivists, conservators, records managers and cultural heritage professionals via national mailing lists. The results were then codified and analysed. The study had research ethics and data protection approval from University College London. Findings: Using professional ethics as a framework, this paper argues that climate action can protect records from the impact of climate change, ensuring future access. The information professionals surveyed were motivated by duties to preservation and access to mitigate the impact of the information sector on the environment. However, sector-specific climate action, such as introducing passive storage conditions or decreasing collection sizes, is limited by insufficient resources, organisational hierarchies and cultures, sector support and a perceived conflict with the duty to preservation. Originality/value: To date, there is a growing body of literature from other countries on archival practices and the natural environment. However, the UK in general and the records management sector in particular, have not yet fully engaged in the discussion. Tourism is an important and almost certainly increasing driver of anthropogenic climate change. However, intelligence on the total greenhouse gas emissions related to tourism trips – including travel to and from the destination – is limited, especially at sub-national destination scale. This paper uses an environmentally extended input-output approach to estimate the total greenhouse gas emissions consequent on inbound and domestic tourism trips in Wales, a region of the UK. We use the UN World Tourism Organisation (TSA) concept of visitors and trips to estimate the overall carbon footprint of tourism at around 3.4 megatons in 2019, 8.7% of total territorial emissions. We further compare these results with estimates for 2007 which suggests that there has been a modest reduction of under 2% per annum since 2007, but with significant data issues affecting comparability. Apparently slow progress in decarbonisation, including an increase in intercontinental visits to Wales over the period, suggest tourism here has not yet embarked upon a climate-responsible transformation. Climate change has highlighted the importance of thermal comfort and its health-related outcomes, particularly for the most vulnerable members of society living in social housing. Due to their vulnerable living conditions, low-income people are more exposed to negative outcomes of overheating and cold indoor temperatures in buildings. Previous studies suggest that there is a significant risk of overheating in retrofitted buildings both for the current and future weather scenarios. The UK government has introduced new building regulations to assess and limit the risk of overheating in new buildings; however, there is still a need to assess and improve conditions for existing and retrofitted properties. This study aims to evaluate the effect of retrofit strategies on thermal comfort and the risk of overheating in social housing under current and future climatic conditions. A typical case study building was simulated in DesignBuilder to assess thermal comfort conditions for upgraded building fabric to Part L of the UK building regulations and Passive House standards. The summer results were analyzed according to CIBSE TM59 while the Predicted Mean Vote index (PMV) was used for winter analysis. Findings revealed that the south-facing bedrooms are most exposed to overheating. Risk of overheating significantly increased for the future weather scenarios by up to 10 times while winter thermal comfort improved for the retrofitted scenarios. [ABSTRACT FROM AUTHOR]

Several factors control the vulnerability of historic geostructures to climate change. These factors are both temporally and spatially variable depending on construction techniques and climatic conditions. This paper provides a review of both the historical construction practices on the UK transport network and recent developments in the understanding of climate change effects, allowing for an assessment of the impact of climate change on existing geostructures. Geostructures in the UK can be split between pre-regulation and post-regulation construction techniques. In general, highways were constructed after the implementation of modern regulations and are therefore less vulnerable to climate change due to formalisation of construction methods. In comparison, the performance of the railway network has shown to be inferior due to historic construction practices including poor or absent compaction, lack of consideration for foundations, or selection of fill materials. Recent findings have shown that the impacts of climate change are also a multiscale problem, influenced not only by regional geology but also the pore structure of soils and its evolution. While the research into these impacts is critical, the limitations of common methods employed to survey these structures and study the behaviour of their constituent materials requires consideration. Climate change is predicted to impact the distribution of many marine species. In the North-East Atlantic and elsewhere in the world, studies indicate that climate change is leading to poleward shifts in cetacean distribution. Here, strandings data collected in the British Isles from 1990 to 2020 were used to assess whether there is evidence of a shift in baleen whale distribution. Linear regression models were used to compare the number of strandings over time between six regions of the British Isles and, whilst the results indicate no significant change in the number of strandings in the most southerly region of the British Isles, there have been significant increases in more northern regions. Data related to stranded minke whales is the primary driver of these increases, with a number of potential variables affecting this trend, including observer effort. Appropriate adaptation planning is contingent upon information about the potential future impacts of climate change, and hydrological impact assessments are of particular importance. The UKSCAPE-G2G datasets were produced, as part of the Natural Environment Research Council (NERC) UK-SCAPE (UK Status, Change and Projections of the Environment) programme, to contribute to this information requirement. They use the Grid-to-Grid (G2G) national-scale hydrological model configured for both Great Britain and Northern Ireland (and the parts of the Republic of Ireland that drain to rivers in NI). Six separate datasets are provided, for two sets of driving data – one observation-based (1980–2011) and one climate-projection-based (1980–2080) – for both river flows and soil moisture on 1 km × 1 km grids across Great Britain and Northern Ireland. The river flow datasets include grids of monthly mean flow, annual maxima of daily mean flow, and annual minima of 7 d mean flow (m 3 s -1). The soil moisture datasets are grids of monthly mean soil moisture content (m water / m soil), which should be interpreted as depth-integrated values for the whole soil column. The climate-projection-based datasets are produced using data from the 12-member 12 km regional climate model ensemble of the latest UK climate projections (UKCP18), which uses RCP8.5 emissions. The production of the datasets is described, along with details of the file format and how the data should be used. Example maps are provided, as well as simple UK-wide analyses of the various outputs. These suggest potential future decreases in summer flows, annual minimum 7 d flows, and summer/autumn soil moisture, along with possible future increases in winter flows and annual maximum flows. References are given for published papers providing more detailed spatial analyses, and some further potential uses of the data are suggested. The datasets are listed in Table 1. The paper describes the strategy and components that have been put in place to build the UK's research and industrial base in Engineering Biology. The initial section of the paper provides a brief historical overview of the development of the field in the United Kingdom. This comprised, principally, a major report by the Royal Academy of Engineering and a strategic roadmap for synthetic biology, together with the establishment of six new synthetic biology research centres, a national centre for the industrial translation of synthetic biology and five biofoundries. The next section of the paper describes the UK government's policy for the field. Important elements of the implementation of the policy comprises people, Infrastructure, Business Environment and place. In this context, a number of important areas are addressed—including industrial translation; building an expert workforce and nucleating, incubating and accelerating a new engineering biology industry in the United Kingdom. The final portion of the paper addresses the author's view of the way forward. This comprises placing the development of the field, both nationally and internationally, in the context of the development of the Bioeconomy and Climate Change. The final section of the text addresses a specific strategic approach and the implications for the United Kingdom in relation to the development of its industrial base in Engineering Biology. Research into weather circulation changes over the UK for future climate has mainly focused on changes in the Summer and Winter seasons, with less analysis on seasonality and the transition seasons. Using the 30 Met Office weather patterns we examine the influence of climate change on seasonality through atmospheric circulation using a number of climate models. Changes in seasonality are important as they can have large impacts on many sectors including agriculture, energy and tourism. This paper finds a noticeable increase in Autumn over the UK in the frequency of drier summer-type regimes and a decrease in stormy winter types that emerge as early as the 2020s. The change in circulation signal once isolated from the overall signal is responsible for a 4–12% decrease in Autumn mean rainfall on average for England by the end of this century (where the values in the range are dependent on the emissions scenario). This change is projected over English regions that are already experiencing water stress, and with predictions of drier summers over the UK in future, this could further increase drought risk. The change in circulation in Autumn also moderates the large increase in the number of large-scale extreme daily rainfall events over the same regions predicted due to climate change. While this future circulation change is replicated across all the climate models used, large differences remain in the strength of the signal between models. The research project discussed in this paper is driven by the United Kingdom's (UK's) need to reduce operational energy and carbon by promoting the adoption of the Active Building (AB) concept for UK building projects. The AB concept offers a practical solution to reducing the operational energy use and carbon emissions of buildings by using emerging technologies applied to architectural design; thus, helping the UK meet its decarbonisation targets and, consequently, helping to combat the global problem of climate change. The aim of the project was to design and implement an AB Protocol with an AB Toolkit, to provide a knowledge base and sustainable architectural design guidance to aid the design of ABs. The AB Toolkit was tested, evaluated, and refined by engaging with architectural designers in the UK through focus groups (FGs) that combined data collection with knowledge dissemination—a method which provided a contribution to the continuous professional development (CPD) of architectural designers in the UK, while aiding the research project. The FG data proved the original hypothesis that a whole host of measures are needed to support the adoption of the AB concept (as outlined in the AB Protocol), but that some design guidance was needed initially to enable the development of other supporting measures. Therefore, the main output of this research project was the development of a structured approach to enable architectural designers and other built-environment professionals to adopt the AB concept for the delivery of net zero operational energy buildings, supporting the aims of the SPECIFIC Innovation and Knowledge Centre, Swansea University, and the Active Building Centre (ABC). Following Greta Thunberg's school strike in Stockholm in August 2018 and the October 2018 'declaration of rebellion' by activists in the UK, 2019 saw several climate protest movements rise to public attention, including Fridays for Future (FFF), Extinction Rebellion (XR), and the US Sunrise Movement. What is striking about them is that they rather bluntly refer to science in their campaigns. In this paper, we present an in-depth and comparative study of how the new climate protest movements relate to scientific evidence. Employing a narrative analysis of different types of data (websites, press releases, and media coverage), we study the movements' understandings of 'the science' as well as of science's role in policy processes. We find that the movements in their initial phase predominantly rely on science for their legitimation and adopt a scientific worldview with very little 'green ambivalence'. This paper presents an analysis of the temporary variation of the area-orientated annual maximum daily rainfall (AMDR) with respect to the three spatial properties: location, size and shape of the region-of-interest (ROI) in Great Britain and Australia using two century-long datasets. The Maximum Likelihood and Bayesian Markov-Chain-Monte-Carlo methods are employed to quantify the time-varying frequency of AMDR, where a large proportion of the ROIs shows a non-decreasing level of most frequent AMDR. While the most frequent AMDR values generally decrease with larger-sized ROIs, their temporal variation that can be attributed to the climate change impact does not show the same dependency on the size. Climate change impact on ROI-orientated extreme rainfall is seen higher for rounded shapes although the ROI shape is not as significant as the other two spatial properties. Comparison of the AMDR at different return levels shows an underestimation by conventionally used stationary models in regions where a nonstationary (i.e., time-varying) model is preferred. The findings suggest an overhaul of the current storm design procedure in view of the impact of not only climate change but also spatial variation in natural processes. [ABSTRACT FROM AUTHOR]

Policies to reduce air travel demand, including in the tourism sector, are urgently required as air travel's climate impact keeps growing while low-carbon aviation remains a distant perspective. Policy options include flat rate taxes per flight, taxes on flight miles or emissions, or frequent flyer levies, yet little is known about how their distributional impacts compare. This paper examines the distributional effects of various air travel tax options for the UK, informed by an analysis of the distribution of (frequent) flights and associated emissions over income and other social characteristics. We find that 'frequent flights' are even more unequally distributed than all flights and that all taxes on air travel are distributionally neutral or progressive. The most progressive option is a 'frequent air miles tax' based on both the number of flights and emissions. At the same time, some social groups like recent migrants are relatively likely to be 'frequent flyers' even on lower incomes. Overall however, our results show that taxing air travel is far less regressive than taxing home energy or motor fuels. Taxes on air travel, while often portrayed as unfair in public discourses, therefore raise fewer fairness concerns than other types of carbon taxes. [ABSTRACT FROM AUTHOR]

This paper uses game theory to examine the efforts of public sector actors in the UK to integrate climate change interventions within development processes. Drawing on desk-based analysis and interviews, we identify instances where private-sector developers act strategically to exploit public-sector imperatives to deliver economic growth and housing. We find these imperatives constrained the agency of planners to effectively reconcile climate mitigation/adaptation objectives within wider priorities of economic growth. Yet, we identify instances whereby strategic planning frameworks, informal networks and bespoke development frameworks were effective means to build trust between actors and foster co-operation, better enabling development which meets climate change mitigation/adaptation objectives. In doing so, we illustrate the practical and theoretical value of game theory, whilst highlighting how careful use of strategic planning can support achieving climate change mitigation/adaptation objectives at a local scale. Flood events are the most commonly occurring natural disaster, with over 5 million properties at risk in the UK alone. Changes in the global climate are expected to increase the frequency and magnitude of flood events. Flood hazard assessments, using climate projections as input, guide policy decisions and engineering projects to reduce the impact of large return period events. Probabilistic flood modeling is required to take into account uncertainties in climate model projections. However, the dichotomous relationship between probabilistic modeling, computational cost and model resolution limits the applicability of such techniques. This paper examines improvements to traditional Monte Carlo methods using Latin hypercube sampling (LHS) and Multi‐level Monte Carlo (MLMC) to quantify the uncertainty in flood extent resulting from input hydrograph uncertainty. The results demonstrate that MLMC is a more efficient modeling strategy than current methods (i.e., traditional Monte Carlo) with high resolution outputs produced in less time than previously possible. The novel application of MLMC technique to three Scottish case studies, demonstrating a variety of river characteristics, domain sizes and computational costs, using a high resolution 5 m grid resulted in a 99.2% reduction in computational cost compared to traditional Monte Carlo methods and up to 2.3 times speedup over Latin Hypercube Sampling. Rising temperatures exacerbated by climate change are a growing concern in the UK. This paper assesses the state of heat risk governance in the country through an analysis of the Adverse Weather and Health Plan (AWHP) launched in 2023, which replaces the former Heatwave Plan (HWP) for England — the prominent policy for addressing heatwaves in the UK. Through 17 semi-structured interviews with key stakeholders, the paper assesses the perceived effectiveness of the new plan in addressing heat risk. The findings demonstrate that AWHP has been positively received and is considered to have well-functioning institutional arrangements and strategies tailored to manage immediate heat risks. However, areas for improvement are identified: the need to enhance public communication and broaden the cross-sectoral understanding of heat impacts beyond the domain of 'health'. Further, the research reveals gaps in leadership, institutional structure, delineation of roles and responsibilities, and funding and resources for addressing long-term heat risk and preparedness in the UK. By considering the theoretical association between corporate transparency, information asymmetry and firm risk, this paper investigates the relationship between corporate carbon disclosure and firm risk in the UK context. Using a sample of FTSE350 firms with Carbon Disclosure Project based year-observations from 2007 to 2015, we find that enhanced voluntary carbon disclosure reduces a firm's total, systematic, and idiosyncratic risks. We also find that this negative association is driven mainly by carbon-intensive industries. Additional tests show that carbon disclosure was not a significant determinant of a firm's risk until after the global financial crisis of 2007–2008. Many communities around the world are facing increasing flood-induced damage to bridges due to climate change and rising urbanisation. It is thus crucial to understand how different bridge types suffer from flooding and how this may affect surrounding networks. Despite the large body of literature for seismic and hurricane taxonomies, few classifications exist for bridges at flood risk. In this work, existing global bridge classifications were reviewed in order to derive a bridge–flood taxonomy. The review revealed that existing studies mainly classify bridges according to the superstructure material, whereas subclasses consider superstructure and substructure components. A taxonomy of 20 attributes for riverine roadway bridges susceptible to flood hazards is proposed in this paper. Its applicability for three bridge datasets in the UK was verified. The results showed that the considered datasets have data for 13 attributes, which can be used to derive regional bridge classes. In general, the taxonomy is functional for standardising different bridge datasets and applying/developing damage models for given bridge portfolios of flood-prone countries. Future works could apply the taxonomy to additional bridge datasets within a network for risk assessments; the proposed taxonomy could also be extended to allow integration with functionality and restoration models. Recent extreme weather events have had severe impacts on UK crop yields, and so there is concern that a greater frequency of extremes could affect crop production in a changing climate. Here we investigate the impacts of future climate change on wheat, the most widely grown cereal crop globally, in a temperate country with currently favourable wheat-growing conditions. Historically, following the plateau of UK wheat yields since the 1990s, we find there has been a recent significant increase in wheat yield volatility, which is only partially explained by seasonal metrics of temperature and precipitation across key wheat growth stages (foundation, construction and production). We find climate impacts on wheat yields are strongest in years with compound weather extremes across multiple growth stages (e.g. frost and heavy rainfall). To assess how these conditions might evolve in the future, we analyse the latest 2.2 km UK Climate Projections (UKCP Local): on average, the foundation growth stage (broadly 1 October to 9 April) is likely to become warmer and wetter, while the construction (10 April to 10 June) and production (11 June to 26 July) stages are likely to become warmer and slightly drier. Statistical wheat yield projections, obtained by driving the regression model with UKCP Local simulations of precipitation and temperature for the UK's three main wheat-growing regions, indicate continued growth of crop yields in the coming decades. Significantly warmer projected winter night temperatures offset the negative impacts of increasing rainfall during the foundation stage, while warmer day temperatures and drier conditions are generally beneficial to yields in the production stage. This work suggests that on average, at the regional scale, climate change is likely to have more positive impacts on UK wheat yields than previously considered. Against this background of positive change, however, our work illustrates that wheat farming in the UK is likely to move outside of the climatic envelope that it has previously experienced, increasing the risk of unseen weather conditions such as intense local thunderstorms or prolonged droughts, which are beyond the scope of this paper. The complexity and uncertainty of climate change pose unique challenges to the development of corporate adaptation strategies. Climate adaptation requires organizations to rely on sensemaking to understand climate events, implications for their operations, and develop a response. Organizational heuristics can support sensemaking by simplifying decisions and reducing cognitive effort but also hinder it by creating bias and errors that lead to inefficient decisions. This paper analyzes how firms use organizational heuristics when making decisions on climate change by empirically investigating the adaptation responses of key infrastructure providers in the United Kingdom. Looking at selection, prioritization, procedural, and temporal heuristics, we examine how firms make sense of climate events and develop their responses accordingly. The analysis shows that while these rules‐of‐thumb are sensible in some instances, they can create biases, too, that may deflect responsibility or create a false sense of security leading to inefficient adaptation decisions. This paper reports on a quantitative study of prioritisation of biodiversity amongst small‐ to medium‐sized enterprise (SME) leaders. Existing research indicates that value orientation impacts propensity for pro‐environmental behaviours. However, as biodiversity loss remains inadequately addressed, this study employs the value‐belief‐norm framework to explore how leaders with strong biospheric and altruistic (collectively termed 'bigger‐than‐self') value orientations perceive their responsibility for biodiversity loss in comparison with climate change and, using an adaptation of the Global Reporting Initiative standards, how biodiversity is prioritised against other areas of environmental sustainability in their businesses. Surveying 61 SME leaders, primarily in the South‐West UK, it was found that biodiversity is often considered of low priority compared with factors such as energy, waste, materials and emissions. Analysis also indicates that these leaders feel less responsibility for biodiversity than for climate change demonstrating that, even where bigger‐than‐self values dominate, there is a need for higher prioritisation of biodiversity amongst SMEs.
