Purpose: Due to ongoing inequities in the social determinants of health and systemic barriers, homelessness continues to be a significant concern that disproportionately impacts racialized communities. Despite constituting a small proportion of the population, Black individuals are over-represented among people experiencing homelessness in many Canadian cities. However, although Black homelessness in Canada is a pressing issue, it has received limited attention in the academic literature. The purpose of this paper is to examine the reported prevalence of Black homelessness across Canada. Design/methodology/approach: By consulting enumerations from 61 designated communities that participated in the 2018 Nationally Coordinated Point-in-Time Count and two regional repositories – one for homeless counts supported by the government of British Columbia and another from the Rural Development Network – this paper reports on the scale and scope of Black homelessness across Canada. Findings: Significantly, these reports demonstrate that Black people are over-represented among those experiencing homelessness compared to local and national populations. These enumerations also demonstrate significant gaps in the reporting of Black homelessness and inadequate nuance in data collection methods, which limit the ability of respondents to describe their identity beyond "Black." Originality/value: This research provides an unprecedented examination of Black homelessness across Canada and concludes with recommendations to expand knowledge on this important and under-researched issue, provide suggestions for future iterations of homeless enumerations and facilitate the development of inclusive housing policy. How fires burn across British Columbia (BC), Canada is shaped by settler coloniality, timber capitalism, state forestry regimes, criminalization of burning, and Indigenous resistance. Despite the urgency of confronting the fire suppression paradox embedded in settler colonial fire management laws and practices, approaches to studying fire in Canada that foreground Indigenous law and de-center settler colonial governance is scarce. As political ecologists and geographers working and living in the context of unceded and ancestral lək̓ʷəŋən, W̱SÁNEĆ, xʷməθkʷəy̓əm, Sḵwx̱wú7mesh, səlilwətaɬ, and syilx territories, we engage with Indigenous feminist scholarship to expose how coloniality and gender intersect in attempts to erase Indigenous sovereignty to structure and naturalize provincial fire policy and its emplaced impacts on Indigenous legal orders. Our analysis contextualizes settler-colonial provincial fire management policy in the purview of Indigenous legal orders to foreground how racial-colonial and gendered politics are obscured when colonial fire and wildfire practices are naturalized. Revisiting key moments in the political development of fire suppression across so-called BC, we contend that the suppression paradox is embedded in and reproduces a colonial logic that widens existing social and economic gaps. These gaps are uniquely gendered, as settler coloniality operates upon patriarchal lines that have actively attempted to erase Indigenous women and Two-Spirit peoples, including the laws and legal authorities that they possess and practice. Considering the 1910 Fulton Commission, we highlight an example of how women and Indigenous people were excluded from the political decision-making structures that shaped colonial fire management practices in BC. These gendered and racialized exclusions bear directly on the exclusion of Indigenous women and gender-diverse folx, and Indigenous legal orders guided by matriarchal lines of fire knowledge. Little research has been carried out on young people transitioning out of care in Canada. The objective of this paper was to describe and comment on the services provided to youth leaving care systems in Canada, with a focus on the four provinces with the largest populations (Ontario, Quebec, British Columbia, and Alberta). The Quebec government offers only one limited-access transition program, which has just been extended to age 25. Ontario, British Columbia, and Alberta offer several transition programs, which include financial, education, and life skills components. In British Columbia, these offer support up to age 29. The 6 remaining provinces and the 3 territories offer support to a maximum age that ranges from 21 to 26. Most offer a general financial allowance, and some offer additional supports that can include a housing allowance, tuition waivers, and job training. British Columbia and Ontario offer the most supports, including medical assistance, tuition waivers, and mental health supports. Research is needed to find out which supports are most beneficial, and under which circumstances. [ABSTRACT FROM AUTHOR]

In this paper, we report on research findings from a cross-sectional survey with 143 primarily Mexican migrant agricultural worker respondents in British Columbia (BC), Canada. Participants reported high rates of experiences of threats and violence by employers, limited faith in the follow-through of both Canadian and country-of-origin authorities when reporting concerns, and a unanimous lack of knowledge in how to file a claim of a legal matter (e.g., housing, human rights violation). Most participants also reported that they believed they would receive poorer health care in relation to their Canadian counterparts and that their privacy would not be protected. While certain indicators, such as knowledge of resources for transportation, translation, and legal advocacy were higher than previous research would suggest, most participants did not feel confident that more serious issues would be addressed if they sought help. Our results suggest migrant workers in BC report similar, or even higher, rates of experiences and expectations of poor social support, legal protection, and health care in comparison to prior research in this region and elsewhere. While further research would be required to confirm this hypothesis, the impact of COVID-19 on this population is undeniable. Our findings highlight the need for greater regional and provincial commitments to fund targeted services for migrant agricultural workers that address the unique barriers they face. Additionally, greater attention and funding must be dedicated to supporting this population to navigate and access services that already exist. Together, dedicated initiatives could make a major difference for this workforce. Federal investments in support services of this nature would ensure the sustainability of such efforts. In addition, reforms to temporary migrant agricultural programs, such as open work permits and immediate access to permanent residence, would better afford workers opportunities to access the rights and protections that are currently out of reach for many. The COVID‐19 pandemic has highlighted the importance of childcare to national economies in general and women's economic participation in particular, spurring renewed interest in childcare policy in many countries that have implemented lockdowns. This paper adopts a circle of care framework to analyzes how COVID‐19 has affected paid childcare, unpaid childcare and other paid work, and the relationship between these sectors. Analysis is grounded in the lived experiences of parents and childcare educators, documented through 16 semi‐structured interviews during the initial lockdown (March–June 2020) in British Columbia, Canada. Experiences from educators suggest their safety was not prioritized, and that their contributions were undervalued and went unrecognized. Mothers, who provided the majority of unpaid care, not only lost income due to care demands, but struggled to access necessities, with some reporting increased personal insecurity. Those attempting to work from home also experienced feelings of guilt and distress as they tried to manage the triple burden. Similarities of experiences across the circle of care suggest the COVID‐19 childcare policy response in BC Canada downloaded care responsibilities on to women without corresponding recognition or support, causing women to absorb the costs of care work, with potential long‐term negative effects on women's careers and well‐being, as well as on the resilience of the circle of care. Pandemic recovery and preparedness policies that aim to promote gender equality must consider all sectors of the circle of care and the relationships between them. [ABSTRACT FROM AUTHOR]

This paper explores the articulation and mobilization of competing notions of energy (in) justice and energy future visions in the struggle over the Trans Mountain pipeline expansion project (TMX) in British Columbia, Canada. The TMX is a controversial fossil fuel project because it leads to the appropriation of First Nations lands, gender violence, and the unequal distribution of the socio-environmental costs of tar sands operations. Despite these impacts, the Canadian state argues that the TMX contributes to economic growth, job creation, and increased tax revenues, thereby legitimizing tar sands expansion on Indigenous lands. Drawing upon literature on Indigenous climate/energy justice, we problematize conventional understandings of energy justice and energy futures by examining multiple, interconnected, and often neglected dimensions of justice in the TMX conflict. Through critical discourse analysis, this paper explores how First Nations opposing this pipeline mobilize different notions of justice to envision alternative energy futures. Our study shows how they challenge Canada's fossil fuel future vision by asserting jurisdiction over the lands crossed by the TMX and demanding the cancellation of this pipeline. Introduction: People living with HIV (PLWH) and/or who inject drugs may experience lower vaccine effectiveness (VE) against SARS‐CoV‐2 infection. Methods: A validated algorithm was applied to population‐based, linked administrative datasets in the British Columbia COVID‐19 Cohort (BCC19C) to ascertain HIV status and create a population of PLWH and matched HIV‐negative individuals. The study population was limited to individuals who received an RT‐PCR laboratory test for SARS‐CoV‐2 between 15 December 2020 and 21 November 2021 in BC, Canada. Any history of injection drug use (IDU) was ascertained using a validated administrative algorithm. We used a test‐negative study design (modified case−control analysis) and multivariable logistic regression to estimate adjusted VE by HIV status and history of IDU. Results: Our analysis included 2700 PLWH and a matched population of 375,043 HIV‐negative individuals, among whom there were 351 and 103,049 SARS‐CoV‐2 cases, respectively. The proportion of people with IDU history was much higher among PLWH compared to HIV‐negative individuals (40.7% vs. 4.3%). Overall VE during the first 6 months after second dose was lower among PLWH with IDU history (65.8%, 95% CI = 43.5–79.3) than PLWH with no IDU history (80.3%, 95% CI = 62.7–89.6), and VE was particularly low at 4–6 months (42.4%, 95% CI = −17.8 to 71.8 with IDU history vs. 64.0%; 95% CI = 15.7–84.7 without), although confidence intervals were wide. In contrast, overall VE was 88.6% (95% CI = 88.2–89.0) in the matched HIV‐negative population with no history of IDU and remained relatively high at 4–6 months after second dose (84.6%, 95% CI = 83.8–85.4). Despite different patterns of vaccine protection by HIV status and IDU history, peak estimates were similar (≥88%) across all populations. Conclusions: PLWH with a history of IDU may experience lower VE against COVID‐19 infection, although findings were limited by a small sample size. The lower VE at 4–6 months may have implications for booster dose prioritization for PLWH and people who inject drugs. Microplastics are a global contaminant of concern, but we have little information on the characteristics and bioavailability of these pollutants in western Canadian lakes. Here, we quantify and characterize microplastics in subsurface water and zooplankton from eight lakes in BC, Canada. By sampling water and zooplankton, we provide insight into the fraction of microplastics entering the food web. We found 0.607 ± 0.153 microplastics per litre in subsurface water, 0.01 ± 0.011 microplastics per copepod, and 0.02 ± 0.014 microplastics per Daphnia. Microplastic pollution was similar in all lakes sampled and showed no relationship with local population density. Fibers were the dominant morphology observed in all lakes, and Raman spectroscopy identified polyester as the dominant polymer found both in lakes and within zooplankton. Zooplankton generally ingested microplastics that were shorter than their body length and that fell on the smaller end of the range of available microplastics. The prominence of polyester fibers and PET films and fragments suggests that the likely sources of microplastics to these lakes are recreational activities and atmospheric deposition. Purpose: Evidence from systematic reviews suggests that adult immigrants living in areas of higher immigrant density (areas with a higher proportion of foreign-born residents) tend to experience fewer mental health problems—likely through less discrimination, greater access to culturally/linguistically appropriate services, and greater social support. Less is known about how such contexts are associated with mental health during childhood—a key period in the onset and development of many mental health challenges. This study examined associations between neighbourhood immigrant density and youth mental health conditions in British Columbia (BC; Canada). Methods: Census-derived neighbourhood characteristics were linked to medical records for youth present in ten of BC's largest school districts from age 5 through 19 over the study period (1995–2016; n = 138,090). Occurrence of physician assessed diagnoses of mood and/or anxiety disorders, attention deficit hyperactivity disorder (ADHD), and conduct disorder was inferred through International Classification of Diseases (ICD) diagnostic codes in universal public health insurance records. Multi-level logistic regression was used to model associations between neighbourhood characteristics and odds of diagnoses for each condition; models were stratified by generation status (first-generation: foreign-born; second-generation: Canadian-born to a foreign-born parent; non-immigrant). Results: Higher neighbourhood immigrant density was associated with lower odds of disorders among first-generation immigrant youth (e.g., adjusted odds of mood-anxiety disorders for those in neighbourhoods with the highest immigrant density were 0.67 times lower (95% CI: 0.49, 0.92) than those in neighbourhoods with the lowest immigrant density). Such protective associations generally extended to second-generation and non-immigrant youth, but were—for some disorders—stronger for first-generation than second-generation or non-immigrant youth. Conclusions: Findings suggest there may be protective mechanisms associated with higher neighbourhood immigrant density for mental health conditions in immigrant and non-immigrant youth. This article reports on the findings of a larger study that explored urban Indigenous providers' experiences with contracting in mental health and addictions care. The study was undertaken with seven Indigenous and one non-Indigenous non-profit organizations based in diverse large and mid-size cities (off reserve) in British Columbia, Canada. Indigenous and critical theoretical perspectives provided the lens for this ethnographic inquiry. In-depth interviews were the primary data source. Participants' narratives provide an account of the ideological embeddedness of contracting and how a New Public Management operates to perpetuate colonial power imbalances and structural barriers to culturally safe and equity-oriented care within urban Indigenous communities. Enforced winter inactivity affects life histories of cool-climate squamates in two ways: (1) a trade-off between oviparity and viviparity favoring the predominance of viviparity in cool climates; (2) reduction in frequency of reproduction in females. In this study we determined annual variation in reproductive traits in a cool-climate population of a viviparous lizard (Elgaria coerulea), as well as year-to-year patterns of breeding (versus skipping reproduction) of individual adult females. We collected reproductive data during a mark–recapture study in southeastern British Columbia, Canada. Gravid females were captured in the field and subsequently gave birth under seminatural conditions in the laboratory, whereupon the resulting newborns were measured. There were no differences in snout–vent length (SVL), relative tail length, or age of gravid females among years. Only head width, mass, and condition of newborns varied among years. Most litters consisted of >80% live young, and the proportion of live young in a litter increased with newborn condition and SVL. Litter size increased with maternal SVL, and mean newborn SVL was highest with medium-sized maternal relative tail length. Most females (87%) did not reproduce annually but had one or more years between reproductive events. There was no effect of year on whether a given female was reproductive, but larger females and females with intact tails were more likely to be pregnant in any year. The possible consequences of skipping reproduction in a given year include trading off immediate investment in offspring against increased growth in the current year and higher potential future reproductive output. Testing such hypotheses will be challenging but would contribute significantly to our understanding of the evolution of reproductive effort in both squamates in particular, and animals in general. Wildland fire is a common occurrence in western Canada, with record-setting area burned recorded in British Columbia (BC) in the past decade. Here, we used the unsupervised machine learning algorithm HDBSCAN to identify high-density clusters of both human- and lightning-caused wildfire ignitions in BC using data from 2006 to 2020. We found that human-caused ignition clusters tended to occur around population centres, First Nations communities, roads and valleys, and were more common in the southern half of the province, which is more populated. Lightning-ignition clusters were generally fewer in number and larger in size than human-caused fires for most hyperparameter settings. There were significant differences (X 2 = 1884.8, d.f. = 7, P -value <2.2 × 10−16) in fuels associated with lightning- versus human-caused ignition clusters, with human-ignition cluster fires being more often found within leafless aspen (D1) and ponderosas pine and Douglas fir (C7) fuel types. These high-density clusters highlight regions where the greatest densities of both lightning- and human-caused fires have occurred in the province, thereby identifying regions of potential interest to wildland fire managers, researchers and various communities and industries. This article considers the demonstrated lack of access to primary health services in remote Indigenous communities in British Columbia as a form of structural exclusion shaped by the history of settler colonialism. Drawing on collaborative research conducted with an Indigenous nursing organization, I link ethnographic case studies with historical research demonstrating how racially segregated health care developed within an assimilatory political mandate. I argue that access to and quality of care must be understood as two inter-related dimensions of health equity, which must be regarded by decision-makers as a key site for addressing the health disparities faced by Indigenous populations. In recent years, extreme weather has frequently occurred worldwide and caused significant disasters, including large-scale forest fires, rare heat waves, heavy rains, floods, and tornadoes. Those have caused unprecedented losses of human lives and property in some countries, affecting the livelihoods of many people. Climate change and natural disasters are the two hotspots of scientific research today, and there is a certain degree of correlation between the two. Although countries worldwide have long known about climate change and its threats to human existence and have been discussing countermeasures, they have still not been able to carry out concerted and practical actions. The study takes Canada as an example, and selects six representative provinces to evaluate the temporal change characteristics of extreme temperature at different sites. We use MATLAB software to perform multiple linear regression, linear fitting methods, and Pearson correlation analysis to analyze spatial changes and time-space trends. The method studies the relationship between the emergence of extreme weather and climate change and uses the evolutionary game theory to explore whether there is any contradiction between global warming and extreme local cold. The study found: (i) The maximum temperature of most provinces in Canada will be constantly higher, and the minimum temperature will be lower. Generally speaking, the average temperature of each year is slowly decreasing. (ii) The average temperature data of British Columbia (Eastern Pacific) and Quebec (West Atlantic) show that ocean temperature has a specific effect on land temperature in surrounding areas. (iii) Pearson correlation analysis shows that the emergence of extreme weather is closely related to climate change. (iv) The evolution path of the two-party game shows that global warming and the occurrence of extreme local cold are not contradictory.
