Presently, Canadian drug policy has embraced the language of harm reduction, yet the implementation of policy and services does not reflect traditional harm reduction philosophy. The PC government’s 2018 remodeling of safe consumption sites in Ontario necessitates an analysis of the discursive elements present within the policy announcement. Applying the “What is the Problem Represented to be” (WPR) framework acknowledges the social and political context the policy process occurs in and illuminates how problems identified in a policy are representative of dominant cultural and social beliefs surrounding drug use.
