This paper investigates multistage taxes on firms in a limited tax capacity economy. We characterize the optimal taxation of informal firms reinterpreting behavioral and mechanical effects. Our numerical exercises highlight the relationship between misreporting costs and the elasticities of reported revenues and costs. We explore a tax reform in Brazil with a survey of informal firms to estimate these elasticities (0.55 and 0.94, respectively), which imply smaller sheltering costs for input expenditures. The optimal multistage tax system includes (i) differential linear taxes across the production chain and (ii) a positive, but very small, tax refund rate. [ABSTRACT FROM AUTHOR]

4. Evaluating the innovation capability of cluster-based firms: a graph-theoretic approach.

Purpose: This paper aims to propose an assessment framework to evaluate companies' innovation capability in the context of industrial clusters. Design/methodology/approach: The assessment framework was built based on the Graph-Theoretic Approach (GTA) to measure the influence of the factors and sub-factors of innovation capabilities. To quantify the level of interdependence between factors and sub-factors of innovation capability Delphi method was adopted. The authors developed five case studies in firms from an Information and Communications Technology and Creative Economy cluster in Northeastern Brazil to test the framework's applicability. Findings: The results showed that identifying and evaluating the factors of innovation capability allows a larger understanding of what affects these capabilities to a greater or lesser extent and contributes to strategic decision-making. Research limitations/implications: The framework evaluates the innovation capability of each firm, not providing an index for the whole industrial cluster. Besides, the framework does not consider the innovations developed by the companies through the innovation's capabilities. As the Delphi technique was adopted to analyze the levels of influence or interdependence between factors and sub-factors of innovation capability, different experts may lead to different results. Practical implications: Among the managerial implications, the authors can highlight the innovation capability index as a practical performance measure to stimulate improvement initiatives regarding innovations in industrial clusters. Besides, as the proposed framework is generic, research organizations, public institutions and regional governments can adopt it to analyze innovation capabilities in cluster-based companies. Originality/value: Previous industrial cluster studies have concentrated on knowledge transfer as the main attribute influencing innovation capabilities. The literature also presents assessment frameworks focusing on qualitative analyses or innovation capabilities outcomes (patents and products). Enterprises around the world face significant challenges in an increasingly competitive and global economy. Given this scenario companies' survival depends on their ability to stay ahead in their markets and innovation is considered a pressing need, the key resource for achieving sustainable competitive advantage. Innovations, product and technology development, are transformed into reality through projects and are affected by the management model and the practice adopted in order to be decisive and support the achievement of the organization's goals. In this way, this paper proposed a conceptual maturity model which was developed for innovation project management through qualitative approach, interviews; and then, through quantitative research involving 162 specialists and project managers who work with innovations from many sectors subsequently, the concept's applicability was evaluated in the real environment of aerospace enterprises in the Brazilian ecosystem. 6. Critical analysis of the role of junior enterprises in the training of future professionals aligned with the SDG: an exploratory study considering Brazilian HEI.

Purpose: Junior enterprises have been gaining increasing attention in the Brazilian Higher Education Institutions. In addition, these companies are contributing to enhance the training of future professionals. Improvements in future professionals' training must consider education for sustainability. In this context, this paper aims to critically analyze the role of junior enterprises in the training of undergraduate students in line with the sustainable development goals (SDGs). Design/methodology/approach: To discuss the ways for junior enterprises to contribute to students' training with a higher alignment with sustainable development, it is necessary to know the routine of their activities well. Therefore, the strategy used in this research was to use the Delphi process with students who participated/participate in this kind of extracurricular activity in their institutions and are familiar with the SDGs disseminated by the United Nations. Findings: From the rounds of Delphi method debates, eight items were listed and presented an agreement greater than 50% of the participants. Illustratively, three of them are cited here: most participants understand that some current metrics used by junior enterprises require greater alignment with the SDGs; most participants agree that junior enterprises need to better monitor the results of their postexecution projects because in general beneficial impacts on sustainability are observed in the long term; and most of the participants understand that the actions developed by junior enterprises are aligned with corporate sustainability and conscious capitalism. Originality/value: The contribution of junior enterprises to the promotion of sustainability education is practically not addressed in the literature. The findings presented here, resulting from the Delphi process, can greatly contribute for junior enterprises to rethink their actions to better prepare future professionals to act toward sustainable development. 8. Supplier diversity for socially responsible purchasing: an empirical investigation in Brazil.

Purpose: Based on a critical lens, this paper aims to empirically evaluate the adoption of programs to buy from minority suppliers (MS) and their outcomes in Brazil, considering a multi-stakeholder approach (buying companies, suppliers and third parties). Design/methodology/approach: The data were collected via an exploratory survey involving 109 buying companies and two case studies with 21 in-depth interviews. Findings: It was revealed that supplier diversity (SD) in Brazil is still developing, and is more rhetoric than a practice promoting real change. The current traditional procurement mindset, the role of third parties, and the focus on supplier selection, rather than on supplier development prevents a social impact that could reduce inequality between MS and their counterparts. Originality/value: Previous studies were focused on buying companies' perspective in advanced countries that have clear regulation for SD. By exploring the phenomenon in a country with great economic disparities and no regulation, and using a critical lens, this study highlights the difference between desired and effective implementation of social initiatives that promote inclusiveness. This paper analyses the influence of agglomeration and spatial sorting on wages in Brazilian cities. The empirical strategy is based on a two‐step estimation. The first step estimates a wage equation with the observed characteristics of workers and firms and location effects. The second step decomposes the location effects into employment density and fixed effects of firm and worker. We estimate an urban wage premium for a developing country with the simultaneous inclusion of worker and firm fixed effects, instrumental variables, and nighttime lights. We find agglomeration effects of 4.3–5.7%, which are larger than those obtained for developed countries. [ABSTRACT FROM AUTHOR]

12. Live large or die young: subsidized loans and firm survival in Brazil.

This paper assesses whether the receipt and financing conditions of subsidized loans from the Brazilian Development Bank (BNDES) affect the survival of firms between 2003 and 2014. Firms that ever obtain one of those subsidized loans from the BNDES have more employees, affiliates, experience, among other characteristics that are positively related to survival in the market. To address the firms' nonrandom selection into BNDES loans, I use a novel combination of duration analysis and selection model. The data show that without this correction, the exit risk reduction is overestimated by a factor of three. Notwithstanding, receiving a BNDES loan and experiencing lower interest rates, significantly reduce the exit risk. The results also indicate that the expansion of the BNDES' credit supply overly attracted low-quality firms into the market and into BNDES loans. [ABSTRACT FROM AUTHOR]

13. Human competences for sustainable strategic management: evidence from Brazil.

Purpose: The purpose of this paper is to identify how human competences are associated with sustainable strategic management (SSM) within organisations. Design/methodology/approach: This is a qualitative study in two phases: first, a theoretical phase is developed, resulting in a proposal for the role of human competences in organisational sustainability; second, an empirical phase including instrumental case studies of two large, sustainability-oriented Brazilian companies. Data were obtained from interviews and companies' reports. The authors used Atlas.ti software to perform the thematic content analysis. Findings: Despite the importance of human competences in SSM, the authors find evidence that this concept has not been developed, even for companies with a consolidated position in sustainability. Human competences are a requirement for effective SSM. Research limitations/implications: Coexisting elements within an organisation, often referred to as elements of organisational and human behaviour, can influence the dynamics of the expected interrelationships between human competences and sustainability management, in addition to the influencing factors presented in this study. Originality/value: In general, studies advocate that the relationships among organisational competences, human competences and organisational strategies must be aligned and reinforced. This article sought to analyze the historical evolution, the composition, and the determinants of debt specialization of Brazilian firms traded on Brasil, Bolsa, Balcão (B3) from 2004 to 2019 in aggregate terms and in accordance with their financial constraints. This paper differs from the few studies on this topic carried out in Brazil and in other countries by promoting a discussion on the specialization of the debt structure in a context of financial constraints, as they are a relevant idiosyncrasy of emerging markets, such as in Brazil. The relevance of the study is to identify that debt specialization is a feature of only of financially constrained firms and not of the financially unconstrained ones. The impact of the study lies in a better understanding of why Brazilian firms are reducing their debt specialization, unlike other international evidences, such as the U.S. Descriptive statistics and regressions were estimated using the probit and tobit methods for 246 Brazilian firms between 2004 and 2019. The main result is that financial constrained firms are more likely to specialize their debt structure. Despite this propensity, these companies were the ones that most decreased their debt specialization between 2004 and 2019 (-27.77%), compared to the general sample (-27.5%) and unconstrained firms (-19.48%), revealing a behavior contrary to the U.S. scenario in which companies are increasingly specialists. This paper seeks to investigate the relationship between the level of debt structure heterogeneity and the cost of debt of publicly and privately held Brazilian companies in the period from 2020 to 2019. Debt structure heterogeneity is a relatively recent topic in the financial literature related to capital structure. As far as is known, the direct relationship between debt heterogeneity and the cost of debt has not yet been addressed in previous studies in the national and international literature. Research that broadens the knowledge regarding factors that attenuate the cost of debt is pertinent, especially in a context such as that of Brazil, in which high funding cost spreads end up compromising the economic viability of many projects and, consequently, the capacity for companies to generate value. The research results have impacts over the financial decision-making process, given the association identified between heterogeneity and debt cost, leading to reflections on the definition of a company's capital structure. Thus, it is closely related with firm value, whose maximization is the object of interest of managers and shareholders. Panel data regression models were estimated in which the dependent variable is represented by the cost of debt and the explanatory variables are represented by the heterogeneity level of companies' debt structure, which in turn is represented by two different proxies, aiming to give greater robustness to the results. The results are original and highlight the role of the debt structure in reducing the cost of debt. It is verified that the greater the debt heterogeneity, the lower companies' cost of debt. Objective: The objective of this study was to verify which of the profit definitions (gross profit, operating profit or net profit) performs better in explaining the future behavior of returns in the Brazilian market, and whether these results are maintained when forming portfolios combining profitability, book-to-market indexes and BrF_Score. Method: To this end, the Fama and MacBeth two-stage regressions, Hotelling's T2 test and Fama and French's three-factor model are used, in addition to the analysis of the excess returns of the portfolios built. The periodicity of the study is monthly, covering the period from January 2010 to June 2019, totaling 15,577 observations from 200 firms. Results: The results show that net income and operating income produce the profitability metrics with the greatest explanatory powers for one-month forward returns, and produce the portfolios with the highest excess returns compared to profitability metrics based on gross profit. Contributions: Therefore, the contribution of the paper was to show that net income explains future returns better in the Brazilian market, while in the American market, there is evidence that gross profit plays this role, and these differences are due to the different macroeconomic influences suffered by such markets. 17. Strategic Networks' Dynamics: Evidence of Member Firms' Retention and Departures in Brazil.

Strategic Networks (SNs) have emerged as a prevalent organizational form that offers synergistic benefits to participating firms. Despite their potential, SNs often experience member firms' departure, raising concerns about their long-term viability. This study explores the factors that influence firms' decisions to exit SNs by examining the interplay between network maturity, member firms' satisfaction, and their individual characteristics. Using data from 338 Brazilian firms involved in SNs, a cluster analysis was employed to identify distinct groups of firms based on shared attributes. The findings revealed a significant association between higher perceived maturity, greater satisfaction with SNs, and lower likelihood of departure. These results suggest that network leaders should prioritize cultivating a mature and satisfying SN environment to mitigate member exits. By identifying the critical distinctions between the remaining and departing firms, this study provides valuable insights for network managers seeking to strengthen the longevity and stability of their strategic partnerships. 18. Firms' political connections and performance in Brazil and Canada: an analysis of the effect of country institutional factors.

This study examines the link between the political connections and financial performance of companies in Brazil and Canada, taking into account the moderating role of their country institutional factors. The authors use a comparative analysis of the largest listed companies in the two countries between 2010 and 2017 inclusive. There were four main results: (a) no significant difference was noted in the number of politically connected firms, although Brazilian companies were more politically connected on average than Canadian companies; a significant difference was noted between Brazil and Canada in terms of the number of politically connected directors and executive officers; (b) a significant and positive link emerged in both countries between political connections and firm performance, as measured by ROIC and ROA; (c) distinguishing between the political connections of directors and those of officers, a more significant positive association with performance was noticed in the latter; (d) most important, a clear and significant moderating role played by their country institutional factors was not apparent in the relationship between firms' political connections and performance. These latter results are mainly due to the lack of significant difference between the two countries in the number of politically connected firms. Contrary to expectations (and those of previous studies examining multicountry samples), the same effects from corporate political connections were shown in both countries. The study makes two important contributions. First, political connections seem to have become stronger than governance and institutional mechanisms, when it comes to controlling the behaviour of big corporations. Political connections have become so important that they influence the firm's management structure, whatever the institutional context; they seem to transcend governance mechanisms. Second, this study is among the first to demonstrate the need for investigating political connections at different firm levels; it shows the specific effect of political connections through executive officers rather than only through boards of directors, as is usually done. 19. Are Brazilian innovation systems innovative? Regional and sectorial decompositions of triple-helix synergies.

A knowledge-based economy adds innovation as another dynamic to a political economy. Whereas a political economy is institutionalized -for example, in a nation state-the knowledge base is volatile although it leaves footprints behind by transforming the institutional layers. This transformation into new options can be measured as redundancy using the Triple-Helix indicator. The balance between historical entropy generation and the knowledge-based generation of options can be measured in terms of positive and negative contributions to the prevailing uncertainty. At what scale and in which sectors is synergy among geographical, technological, and organizational distributions of firms evident? Using mutual information in the three dimensions as an indicator, we analyse a dataset of more than 16 million firms in Brazil and compute synergy within and across states and sectors in this country in terms of bits of information. The results suggest that no synergy is generated at the national level. The political economy of the country has not (yet) been transformed into a national innovation system. At state level, synergies vary according to geographical levels and sectors due to the specifics of the states. Above-average values were found for some states in the South and Southeast Regions. Also, the political capital, Brasilia, has resulted to have no impact in the innovation system of Brazil. [ABSTRACT FROM AUTHOR]

This article examines the challenges and best practices of innovation management in large companies in Brazil. The research is based on qualitative interviews with innovation leaders from multinational companies operating in Brazil. The findings reveal five categories related to management types, innovation drivers, and communicational dimensions. The study emphasizes the complexity of open innovation strategies and the necessity for new governance models, communication functions, and innovation drivers. The research contributes to the limited literature on open innovation in Brazil and provides insights into the challenges and practices among Brazilian managers in large companies. The article also discusses the adoption of agile frameworks to enhance autonomy, communication, and responsiveness in innovation processes, but notes obstacles such as management skepticism and resource limitations. It underscores the significance of organizational culture and knowledge sharing in promoting open innovation. The research includes interviews with innovation leaders from large companies in Brazil and covers various aspects of open innovation, including communication, leadership, and budget management. The article explores different types of innovation, such as goods, internal processes, services, business models, and software. The increase in cash holdings held by non-financial corporations in emerging economies in general, and Latin American in particular, has received less attention vis-à-vis their advanced economies' peers. Considering that cash holdings contain not only cash but also short-term, interest-bearing assets, we test whether the pursuit of financial revenues was one motive behind the decision to hold this type of asset as it is claimed in analyses of corporate financialization. We use a panel of listed non-financial firms from Argentina, Brazil, Chile, Mexico, and Peru between 1998 and 2018 to test this hypothesis. Sustainability reports are those in which a company discloses its social, environmental or governance performance, and stakeholders identify, in a materiality matrix, how these criteria can impact the company's financial, operational and reputational aspects. However, few studies adopt sustainability reports that follow international standards and are aligned with the 2030 Agenda, prioritizing their environmental indicators, based on the application of the Analytic Hierarchy Process (AHP). Thus, this article aimed to analyze whether the priorities identified in the materiality matrix correspond to the performance of environmental indicators, present in the sustainability reports of five wind energy companies in southern Brazil, year/base 2017, using Multicriteria Decision Analysis. In the methodological procedures, a quantitative approach was adopted, through the application of the (AHP). When evaluating the materiality matrix, in the decision-making process, it was found that 73.6% prioritized environmental issues are very important and had a tendency to conceive and develop means that integrate stakeholders with organizational priorities and impacts. So, it was possible to observe that the guidelines for the preparation of GRI-G4 sustainability reports were applied to all the reports reviewed. As for the 2030 Agenda, for the sustainable development of the five companies analyzed, four of them, did not list the SDGs in their report. There is, therefore, a concern not to attribute importance to material issues that may generate negative impacts for the organization. Besides, there is no tool in the reports that demonstrates or provides a quantitative assessment of impacts to a greater extent. [ABSTRACT FROM AUTHOR]

Purpose: This research aims to evaluate the factors that influence logistics outsourcing, including the impact of logistics outsourcing on measuring companies' logistics performance. This research provides interactions among the various factors (constructs) such as "financial", "collaboration and process characteristics", "external influencer", and "logistics performance". Design/methodology/approach: To investigate the interaction between the constructs, structural equation modelling is proposed to understand what the relevant criteria are while outsourcing logistics. Data were acquired from surveys conducted with 129 managers from Brazilian companies in the industry sector. Findings: The factor "collaboration and process characteristics" is what most influences the "logistics performance" of companies, highlighting the importance of managing contractors; and the "financial" factor also contributes to the logistic outsourcing decision. Research limitations/implications: Some limitations of this study need to be clarified. First, the model could test the moderate and mediate aspects by using variables inspired on RBV and TCE. Second, the sample is relatively small and restricted to the Brazilian industries' case, although the results may be useful for other countries in the world. Third, the responses represent viewpoints of the people who work in the companies. To address this issue, the authors asked respondents to fill out the questionnaire from the perspective of the organisation. Practical implications: Most 3PL come from developed countries and find different requirements in Brazil. Then, this new knowledge may help 3L providers better understand the needs of the local or foreign companies that operate in the local market. The measurement model may also help to construct a new organisational process, as it sheds light on the main elements necessary for gathering logistics performance outcomes. Originality/value: To the best of the authors' knowledge, the literature lacks studies on the interaction among these logistics outsourcing constructs, mainly in emerging markets where significant growth opportunities have led to logistics activities being outsourced. The literature that examines the impact of these constructs on logistics performance is also limited. Purpose: This study aims to assess suppliers' learning from knowledge transfers with a global truck manufacturer, considering both source and supplier capacity, and the cultural proximity between the parties. Design/methodology/approach: A case study was conducted between two factories, one in Brazil and one in Germany. This study adopted a mixed-method sequential explanatory approach, which involves a quantitative phase followed by a qualitative one to provide a better understanding of the studied phenomenon. Quantitative data were collected from the automaker's suppliers in both countries and analyzed using factor and inferential analyses. Qualitative data were obtained from the automaker's purchasing executives, and from the company's suppliers in both countries. Content analysis was used to analyze data. Findings: Results suggest that both the source's disseminative capacity and suppliers' absorptive capacity had a positive effect on suppliers' learning during knowledge transfers. The study also found out that cultural proximity among parties positively moderates the relationship between suppliers' absorptive capacity and their learning. However, cultural proximity does not moderate the relationship between a source's disseminative capacity and supplier learning. Practical implications: This study's findings are important to foster knowledge transfers by developing absorptive and disseminative capabilities in the automakers industry, in which the implementation of interorganizational learning is quite challenging due to the large number of strategic providers. Originality/value: This study contributes to theoretical and conceptual consolidation of knowledge transfer, which includes cultural proximity among parties and the source's and supplier's disseminative and absorptive capacities, respectively. In response to high levels of car theft, insurance companies in São Paulo have developed new systems and technologies for tracking and recovering stolen vehicles. These interventions are driven by an insurance rationality that seeks to manage risk and ensure these companies' profitability. However, this article draws on the notion of technopolitics to argue that the tracking devices and other technologies mobilized in this way also exercise their own agency. They help to mediate and reorganize the power dynamics and relations between diverse actors who operate within São Paulo's stolen car market and vehicle recovery processes, presenting both challenges and opportunities for each as they pursue their respective aims. The notion of 'insurance technopolitics' emphasizes this conjunction between risk governance and the contingent, technologically mediated relationships and conflicts to which it may give rise. In competitive markets, such as electronic commerce, evaluations of base-level performance and benchmarking are fundamental for retailers focusing efforts. Hence, we propose a new and practical approach to measuring retailers' relative performance and benchmarking through a unique index that integrates digital, physical, and financial factors. We investigated 13 traditional retailers controlling 36 marketplaces (i.e., online platforms) in Brazil in 2020. The traffic to the marketplace, the companies' inventory, capital intensity (physical infrastructure), and gross margin were used in the slacks-based measure and data envelopment analysis (DEA) model, followed by a slacks-based measure super-efficiency model for the sensitivity analysis. Companies' relative performance is then determined, as well as thei customized targets for achieving efficiency. Three types of marketplaces are explored: pure (direct sales from suppliers to consumers for a fee), reselling (products purchased from suppliers and resold), and hybrid (both options direct and resale, depending on the product). Although data envelopment analysis has already been applied to examine retailers' performance, there are few extant applications to e-commerce. Our findings show that retailers who operate through specialized (normally reselling) marketplaces tend to be inefficient, and retailers prefer to manage one non-specialized (normally hybrid) marketplace and focus efforts on achieving efficiency instead of managing many marketplaces inefficiently. We estimate the causal real economic effects of a randomized anti-corruption crackdown on local governments in Brazil using rich micro-data on corruption and firms. After anti-corruption audits, municipalities experience an increase in the number of firms concentrated in sectors most dependent on government relationships and public procurement. Through the estimation of geographic spillovers and additional tests, we show that audits operate via both a direct detection effect as well as through indirect deterrence channels. Politically connected firms suffer after the audits. Our estimates indicate the anti-corruption program generates significant local multipliers which are consistent with the presence of a large corruption tax on government-dependent firms. This research aims to identify the critical factors that influence the formation and development of the interorganizational networks that have emerged within incubators of technology-based firms in Brazil. For this purpose, semi-structured interviews were conducted with startups form two networks of incubated companies (Education Network and Technology, Information and Knowledge Companies Network) and two incubators (Center of Innovation, Entrepreneurship and Technology — CIETEC — and Incubator of Technology-Based Companies of Itajubá — INCIT). As a result, this study found eight critical factors: Actions by entrepreneurs, leadership, shared spaces, facilitation, network management, financial and brokerage, which can be framed in four characteristics: heterogeneity of the firms, lack of cooperation, interactions and the actions of the incubator. As a contribution, this research allows reflection on the effectiveness of the incubator, in addition to highlighting the complementarity of networks in the incubation processes. The study analyses different models of incubated firm networks that have been little explored as an object of study in the incubation literature and networks and what is the role of the incubator in each of these models.
