This paper deals with improving the feed-in tariff policy for green energy advancement in Ukraine's households based on assessing the economic efficiency of investment project implementation under the current state support mechanisms. This study was conducted for solar and wind power plants with different installed capacities. The Levelized Cost of Electricity and the payback period for such power plants were calculated considering the ongoing feed-in tariffs and discount rates determined by various equity and debt capital ratios. The results showed that the state support provides attractive payback periods for solar and wind power plants with an installed capacity of ≥30 kW. In comparison, 5 kW solar power plants and wind power plants with a capacity of up to 10 kW are not paid off during the power plants' lifecycle. It confirmed that the ongoing energy policy in Ukraine's residential sector is still designed to obtain profits by the owners of generating facilities by selling the excess electricity. In the meantime, its main goal—providing households energy independence—has been levelled. To resolve the issues caused by such a state support model, a methodical approach to improve the feed-in tariff calculation is proposed. In addition, recommendations for reconsidering other policy measures to ensure effective renewable energy development in the residential sector have been made. [ABSTRACT FROM AUTHOR]

The problem of rational use of energy resources, increasing the level of energy efficiency and energy security is a necessary condition for the harmonious economic and social development of Ukraine. Renewable energy is a global trend and one of the most promising energy industries in the world. "Green" energy is able to provide the energy needs of all mankind and therefore requires significant attention. Its environmental friendliness and cost-effectiveness speak for themselves, as a result, today all developed countries are taking a cue from the popularization and development of renewable energy, and Ukraine is no exception. Ukraine has significant potential in the field of renewable energy, as evidenced by the main indicators of capacity, production and consumption. It is worth noting the investment attractiveness of this industry. In the paper has been investigated the role of renewable energy sources in the energy balance of Ukraine.The process of carrying out was accompanied by the use of the following general scientific and special research methods, in particular: analysis, synthesis, comparison during the study of the world experience in the development of renewable energy and the determination of promising directions of development. development of renewable energy sources in Ukraine; comparative and retrospective analysis and abstraction to determine the main trends and features of the development of the renewable energy sector of Ukraine, as well as to assess the investment opportunities of entrepreneurship; mathematical modeling to justify the energy and economic efficiency of bioenergy development in Ukraine; economic and statistical - to assess the state of renewable energy in Ukraine; tabular and graphic - for visual display of statistical material and schematic display of theoretical and practical provisions of the study. The segmentation of renewable energy and the analysis of capacities made it possible to determine the main prospects and directions of investment in the industry, based on the example of world experience, and the role of investments for the development of this industry was determined. The growth of renewable energy facilities worldwide creates new challenges for sustainable regional development. Unregulated investment flows in the green energy sector cause disparities in the deployment of various renewable energy technologies, worsen the ability to balance national energy systems, etc. This article is the first comprehensive study that offers a methodology for multifactor modeling of investment flows in regional green energy deployment considering the priorities of national, regional, and local authorities within the sustainable development concept. The proposed methodological approaches help (1) determine the types of renewable energy technologies for priority development in the region, (2) select specific green energy projects to receive budgetary support on territories, and (3) form the optimal mechanism for budget financing distribution on regional development of renewable energy technologies. The modeling factors include natural conditions and resource base of a territory; its economically feasible renewable energy potential; the territory's energy needs; installed capacity and electricity generation of new green energy facilities; power plants' life cycle duration, the investment amount, etc. The model approbation on the example of household solar and wind power plants in the Sumy region, Ukraine, has shown the need to significantly increase financial support for renewable energy projects, primarily due to the region's energy deficit. Calculations revealed that the interest-free loan share for both technologies should be 2.843 and 2.844 times higher than the basic share of lending (20%). For the 30-kW solar power plant project, the indicator should be 64.67% instead of the basic one of 56.86% for home solar energy facilities. Thus, the methodological approaches presented in the article are new tools that allow territorial authorities to purposefully shape and manage investment flows in the renewable energy sector to ensure sustainable energy development of regions worldwide. Biogas production is a promising area for the development of alternative energy sources in Ukraine and in the world. The aim of this study is to investigate the possibilities of implementing individual biogas digesters in rural households in Ukraine and to determine the energy, economic and environmental benefits of biogas production from organic waste. As part of the study, an analysis of the main characteristics of households in Ukraine was carried out and the prerequisites for organising biogas production by households were determined. Household incomes were analysed, and it was determined that the costs of housing and communal services tend to grow. It was determined that the price of natural gas for the population over the past years has increased by almost 10 times, and thus replacing natural gas with biogas becomes especially relevant. The positive economic and environmental factors of using individual biogas plants in rural areas were characterised, and the theoretically possible potential of biogas production from household waste in Ukraine was calculated. Following this, a number of government measures to promote the proliferation of individual biogas plants were proposed. The economic benefits from the use of biogas were determined, including energy autonomy, the possibility of using organic fertilisers, and additional profit from the sale of surplus products. The ecological effect of using individual biogas plants will include the possibility of recycling organic waste and waste water, thus improving the hygiene situation for individual users. Individual biogas digesters constitute a promising direction in Ukraine in terms of energy (production of biogas) and ecological areas (household waste management and production of organic fertilisers). At present, the sector of individual biogas production from biowaste is not widely spread in Ukraine, due to the lack of state support and insufficient awareness among rural residents about the benefits of biogas technology. In this research we determined the economic efficiency of the construction and operation of an individual biogas plant. Considering the average price of natural gas in Ukraine (229.9 USD per 1000 m3), the use of a biogas plant would save 144.1 USD annually on the purchase of natural gas. Given that the cost of building an individual biogas digester is 825.6 USD, its payback period would be 4.7 years. [ABSTRACT FROM AUTHOR]
