This paper uses critical policy analysis to investigate how the concept of equity has been co-opted to promote a neoliberal agenda in education reforms in Manitoba. Early provincial reform documents contained a narrow definition of equity focused primarily on closing achievement gaps between Indigenous and non-Indigenous students. These reform documents were rejected by the public, in part due to concerns about equity. The Manitoba Education Action Plan was introduced in 2022, which more explicitly focused on achieving equity as part of the education reform process. However, the framing of equity in the Action Plan was narrow, emphasizing individualism rather than a more systemic pursuit of equity. While some recommended actions in the Action Plan have promoted a more inclusive and culturally responsive education system, other actions have advanced a neoliberal agenda focused on work-readiness and accountability, while actions to remove barriers to education have been undertaken with limited urgency. The Horse Racing Regulatory Modernization Act, otherwise known as Bill 31, was first introduced to the Manitoba Legislative Assembly in October 2020. This piece of legislation seeks to modernize the regulatory framework for thoroughbred and standardbred horse racing in the province. Its main goal is to switch the regulator for the horse racing industry from the Manitoba Horse Racing Commission (MHRC) to the Liquor, Gaming and Cannabis Authority (LGCA). On its surface, Bill 31 ran a smooth race and successfully crossed the finish line. It received positive support throughout the legislative process, and was granted Royal Assent on May 12, 2021. However, this paper, while examining the bill itself and the discussion that surrounded its journey, will also explore the story underlying this piece of legislation and the motivating factors that got it to the starting gate in the first place. To truly understand the purpose of this Bill and the impact of the amendments contained within - it is necessary to dive into the world of horse racing; survey the current status of the horse racing industry in Manitoba; explore the government's reliance on, and regulation of, gambling activities; and how regulations are made and regulators appointed. This paper seeks to highlight a number of concerns regarding the government's complicated relationship with horse racing. Subsequently, this paper will pose a few recommendations on how the government could take steps to improve the transparency and accountability in the legislation and regulation-making process - especially when it comes to handling gambling policy and regulating sports, like horse racing. In September of 2020, seven school divisions in Western Manitoba developed a remote learning program to support medically fragile families whose children could not return to classrooms. The coalition of these school divisions, known as the Westman Consortia Partnership (WCP), needed to investigate what beliefs, practices, and strategies were critical to this new rural remote learning program, hence the collaboration with researchers to answer that question. From action research perspectives, this paper unpacks opportunities and challenges researchers faced in pre-, peri-, and post-research contexts during the COVID-19 pandemic. Meteorological data are essential in precision agriculture in the Canadian Prairies and are often associated with spatiotemporal discontinuity and scarcity. Reanalysis data products aim to address this challenge and have recently gained popularity. The European Centre for Medium-Range Weather Forecasts' ERA5, and its high-resolution land component, ERA5-Land, are two reanalysis datasets that provide hourly estimates of many climate variables globally. This paper focuses on evaluating the performance of ERA5 and ERA5-Land over the Canadian prairies, utilizing data from 109 weather stations situated in southern Manitoba, Canada. Various variables are investigated at daily, monthly, and annual aggregation periods, including air temperature, ground temperature, soil water content, wind speed, precipitation, and evaporation. The datasets are evaluated regarding seasonal bias and spatial distribution of errors over the study area. Regression parameters are also presented to address the biases. Among the investigated variables, air temperature and wind speed exhibit the lowest errors. The evaluation further reveals an overall tendency to overpredict ground temperatures and precipitation while underpredicting evaporation. Based on these findings, the ERA5 and ERA5-Land datasets hold significant potential in applications such as climate-smart agriculture, energy demand analysis, assessing renewable energy resources, and facilitating sustainable urban development. The purpose of this paper was to unpack French-minority language teachers' perspectives on the impact of the pandemic on their teaching. In fall 2021, semistructured interviews were conducted virtually with 40 K-12 teachers of French as a minority language in Manitoba and Nova Scotia. While the pandemic has undoubtedly been challenging for language and literacy teachers, many have also developed adaptations and strategies. This paper focuses on those pedagogical accomplishments and teachers' self-reported moments of success. Despite the sweeping and deep-rooted impacts of problematic substance use throughout Canada, services remain under-resourced and overwhelmed. Innovative approaches are required if meaningful change is to occur. In this paper, we examine the incorporation of peer support into a novel, communitybased outreach withdrawal program which engages with participants where they are situated. Peer support is an evidence-based intervention utilized in a wide range of health care arenas. It employs lived experience as a skillset to address health care needs to complement other components in the therapeutic journey. In the context of an outreach withdrawal service, peer support holds potential to deconstruct the power dynamic that acts as a barrier in conventional withdrawal programs. Peer support promotes the concept of interdisciplinary care, while actively dismantling stigma. More research is required to evaluate outcomes, client satisfaction, and cost-effectiveness with regards to peer support interventions in community-based outreach detoxification programming. The enactment of the Education Modernization Act by the government of Manitoba in early 2021 proposed several structural changes to the governance and delivery of provincial education. The related documents had a strong emphasis on improving the achievement of all students, making them future-ready and strengthening parental involvement. But through a post-structural theoretical lens, in this paper we provide a critical analysis of Bill 64 showing how despite potentially relevant claims of equity and diversity promotion the government discourse is neither modern nor necessarily better, as it claims to be. Rather, the proposed Education Modernization Act reifies mainstream worldviews and ideas that have been proclaimed since the beginning of the 20th century and which are today empowered by a global neoliberal mindset. Background: The Qanuinngitsiarutiksait study aimed to develop detailed profiles of Inuit health service utilization in Manitoba, by Inuit living in Manitoba (approximately 1,500) and by Inuit from the Kivalliq region of Nunavut who travel to Manitoba to access care not available in Nunavut (approximately 16,000 per year).Methods: We used health administrative data routinely collected in Manitoba for all services provided and developed an algorithm to identify Inuit in the dataset. This paper focused on health services used by Inuit from the Kivalliq for prenatal care and birthing.Results: Our study found that approximately 80 percent of births to women from the Kivalliq region occur in Manitoba, primarily in Winnipeg. When perinatal care and birthing are combined, they constitute one third of all consults happening by Kivalliq residents in Manitoba. For scale, hospitalizations for childbirths to Kivalliq women about to only 5 percent of all childbirth-related hospitalizations in Manitoba.Conclusions: The practice of evacuating women from the Kivalliq for perinatal care and birthing is rooted in colonialism, rationalized as ensuring that women whose pregnancy is at high risk have access to specialized care not available in Nunavut. While defendable, this practice is costly, and does not provide Inuit women a choice as to where to birth. Attempts at relocating birthing to the north have proven complex to operationalize. Background: Good nutrition and access to healthy foods are essential for child growth and development. However, there are concerns that Canadian children do not have a healthy diet, which may be related to dietary choices as well as lack of access to healthy foods. The FANS (Food and Nutrition Security for Children and Youth) study examined the nutrition and food security status of youth in the province of Manitoba, Canada. This paper describes methods, dietary intakes, and body mass index for the FANS study. Methods: This cross-sectional study included 1587 Manitoba grade nine students who completed a self-administered web-based survey. Data was collected on demographic characteristics, dietary intake (24-h recall), food behaviors, food security, and self-report health indicators. Dietary data was compared to national dietary guidelines (Dietary Reference Intakes and Canada's Food Guide). Mean and median nutrient and food group intakes were calculated with corresponding measures of variability. Chi-square tests compared percentage of respondents not meeting key nutrients and food groups. Significant differences in percentage of total servings for each food group were determined by a Kruskal–Wallis test, and differences between different caloric groups were assessed using Dunn's test for post-hoc comparisons. Results: Half of study respondents were female (50.5%). Median energy intake was higher in males (2281 kcal) compared with females (1662 kcal), with macronutrient distribution of 52%, 16%, and 32% for carbohydrates, protein, and fats respectively. Most participants consumed inadequate fibre (94%), vitamin D (90%), and calcium (73%), while median sodium intakes exceeded recommendations for males but not females. A majority of participants did not meet Health Canada's recommendations for food group servings: Vegetables and Fruit (93%), Milk and Alternatives (74%), Meat and Alternatives (57%) and Grain Products (43%). Other Foods, including sugar sweetened beverages and juice, were consumed by most participants. Higher energy consumers had a greater proportion of food servings coming from Other Foods. 72.1% of students were classified as having a healthy weight and 25% were classified as overweight or obese. Conclusion: Poor dietary intakes and body mass index values indicate an urgent need for policy and program strategies to support healthy eating habits and food awareness in Manitoba youth. The authors have embarked on an extensive analysis of the open court principle, access to justice concerns, and how these have been impacted by the Manitoba courts' pandemic response measures. Due to the length of this analysis, it is divided into two parts, to be published as separate articles in the same Issue: Part A ("Setting the Stage") and Part B ("Drawing the Curtains in the House of Justice"). These papers are intended to be read in conjunction. In Part B, the authors apply the observations and recommendations of the federal Action Committee on Court Operations in Response to the Pandemic, discussed in Part A, to the pandemic-response approach taken in Manitoba to evaluate whether the measures achieved the access movement's objectives. Particular attention is paid to outcomes for individuals charged with murder, who are guaranteed the right to a jury trial under the Charter of Rights and Freedoms. The authors examine the various Practice Directions and Notices that were issued by the leaders of the court system to identify the subtle disregard for the Charter rights of these individuals. Aim: To identify the risk factors for optic nerve hypoplasia (ONH) and septo‐optic dysplasia (SOD). Method: A retrospective, population‐based study with case–control design was undertaken using the Population Research Data Repository at the Manitoba Center for Health Policy in Manitoba, Canada. Cases were 111 patients (63 males, 48 females; age range 1–35 years [mean 11 years 6 months, SD 7 years 2 months]) with ONH and SOD diagnosed from 1990 to 2019, matched to 555 unrelated population‐based controls (315 males, 240 females; age range 1–35 years [mean 11 years 6 months, SD 7 years 2 months]) on year of birth, sex, and area of residence. Additionally, 75 cases (46 males, 29 females; age range 2–35 years [mean 12 years 6 months, SD 7 years 2 months]) with ONH and SOD were matched one‐on‐one with sibling controls (40 males, 35 females; age range 0–33 years [mean 11 years 7 months, SD 7 years 10 months], the rest did not have siblings). Several antenatal maternal risk factors associated with ONH and SOD were tested for their association with case and control group membership using adjusted odds ratios (ORs) and 95% confidence intervals (CIs) from a multivariate conditional logistic regression model. The outcome was the risk of developing ONH and SOD. Results: Maternal age at conception (OR = 0.91, 95% CI = 0.86–0.96), primigravida (OR = 3.39, 95% CI = 1.92–6.01), and smoking (OR = 2.86, 95% CI = 1.61–5.05) were independently associated with ONH and SOD in the cohort matched to unrelated controls (p < 0.001). In the sibling cohort, smoking was an important risk factor (OR = 3.65, 95% CI = 1.2–11.1, p = 0.02). Interpretation: Unmodifiable and modifiable antenatal maternal risk factors are associated with ONH and SOD. Our investigation suggests that several risk factors reported in previous studies may have been due to confounding bias and that maternal smoking during pregnancy is the main modifiable risk factor associated with ONH and SOD. Toppling the statue of Queen Victoria in July 2021 did not end the reign of colonialist memory on the Manitoba Legislature's grounds, but simply marked the removal of its most accessible symbol. This paper examines the sculptural programme of the Legislative Assembly and how its engagement with the classical world glorifies the role of European settlers while erasing the contributions and experiences of Indigenous people. It details the exclusionary narrative told by these statues through the lens of ancient art and modern architectural history, tying Beaux-Arts architecture and the City Beautiful movement to the White supremacist classicizing aesthetics of the 1893 Chicago World's Fair. It argues that the imagery used on the Legislative Building was intended to recruit White settlers into a colonial and capitalist vision of Manitoba. More specifically, it examines the connections between images from antiquity and the idea of Manitoba as the centre of a powerful colonial enterprise, through an architectural nostalgia that distorted the realities of both the ancient past and the present. Using the ancient Roman practice of damnatio memoriae ("condemnation of memory"), this paper contends that statuary like that found on the Legislative Building offers a pretense of permanency and authority that has in reality been challenged as long as monuments have been used for this purpose. Ultimately it considers more dynamic forms of commemoration, such as the orange flags planted around the plinth where Queen Victoria once stood, and how communal memory can be more responsive and reflective of the people it represents. Significant challenges from changes in climate and land use face sustainable water use in the Canadian Prairies ecozone. The region has experienced significant warming since the mid-20th century, and continued warming of an additional 2 ∘ C by 2050 is expected. This paper aims to enhance understanding of climate controls on Prairie basin hydrology through numerical model experiments. It approaches this by developing a basin-classification-based virtual modelling framework for a portion of the Prairie region and applying the modelling framework to investigate the hydrological sensitivity of one Prairie basin class (High Elevation Grasslands) to changes in climate. High Elevation Grasslands dominate much of central and southern Alberta and parts of south-western Saskatchewan, with outliers in eastern Saskatchewan and western Manitoba. The experiments revealed that High Elevation Grassland snowpacks are highly sensitive to changes in climate but that this varies geographically. Spring maximum snow water equivalent in grasslands decreases 8 % ∘ C -1 of warming. Climate scenario simulations indicated that a 2 ∘ C increase in temperature requires at least an increase of 20 % in mean annual precipitation for there to be enough additional snowfall to compensate for enhanced melt losses. The sensitivity in runoff is less linear and varies substantially across the study domain: simulations using 6 ∘ C of warming, and a 30 % increase in mean annual precipitation yields simulated decreases in annual runoff of 40 % in climates of the western Prairie but 55 % increases in climates of eastern portions. These results can be used to identify those areas of the region that are most sensitive to climate change and highlight focus areas for monitoring and adaptation. The results also demonstrate how a basin classification-based virtual modelling framework can be applied to evaluate regional-scale impacts of climate change with relatively high spatial resolution in a robust, effective and efficient manner. To ensure that residents are equipped with the necessary skills for practice, competence-based medical education (CBME) represents a transformative change in postgraduate medical education, which is being progressively introduced across Canadian specialty residency programs. Successful implementation will require adjustments to curriculum, assessment, and evaluation, with careful attention to the unique needs in the local context, including resident and faculty development. This narrative review of the literature aimed to determine the potential barriers to the successful implementation of CBME and the strategies by which they can be addressed, with a specific consideration of the author's program in pediatrics in Manitoba. Eleven articles were identified with a specific focus on the implementation of CBME in the post-graduate setting, and 10 were included in the review after critical appraisal. Three key themes emerged from the articles: the value of broad stakeholder engagement and leadership, the importance of faculty and resident development, and the development of specific support systems for the educational curriculum. Different strategies were considered and contrasted for addressing these important themes. This review provides important insights and practical approaches to the barriers that should be useful as programs prepare for the implementation of CBME. [ABSTRACT FROM AUTHOR]

Pilot projects in the past that have experimented with a Guaranteed Basic Income (GBI) in Manitoba and Ontario, and a recent study of the feasibility of a GBI in British Columbia, indicate that provinces are not in an ideal position to successfully implement an affordable and effective GBI. However, a GBI implemented by the federal government, financed by eliminating the GST credit and lowering personal tax exemptions, could be both effective and affordable. It could also do so without requiring the elimination of those provincial social assistance programs that are more deeply targeted toward people’s needs. By using its revenue powers, the federal government could create more fiscal capacity for the provinces to provide other cash and in-kind social supports, allowing for greater provincial benefit targeting. The federal government’s centrality in designing and implementing tax structures and collecting tax revenue make it singularly suitable for administering and delivering a GBI. Financing the GBI by eliminating the modest GST credit and lowering the current basic personal income tax exemption could provide a significant reduction in the rate, depth and intensity of poverty in Canada, without imposing an excessive tax burden on Canadians. If provinces use the GBI as a replacement for certain less-targeted provincial social assistance income transfers, the freed-up payments and reduced caseloads could also allow provinces to target more effectively those needs not addressed by the GBI. The recent COVID-19 pandemic exposed longstanding gaps in Canada’s incomesupport frameworks, with lower-income workers facing exceptional economic vulnerability. At the same time, the Canadian Emergency Response Benefit proved edifying in terms of how to best design a basic-income program. In addition, the federal government’s experiences with the poverty-reducing impacts of the Canada Child Benefit, the Old Age Supplement and the Guaranteed Income Supplement have moved Canada closer than ever to a workable GBI. While it comes with additional costs, those costs will be less burdensome than many GBI skeptics might believe. They must also be put into perspective, by comparing them against the costs of current and, in many cases ineffective income transfers and, just as importantly, against the human cost of leaving more Canadians living in poverty. This paper presents a comprehensive analysis of e-waste collection and management trends across six Canadian provinces, focusing on e-waste collection rates, provincial stewardship model attributes, program strategies and budget allocations from 2013 to 2020. Temporal and regression analyses were conducted using data from Electronic Product Recycling Association reports. A group characterization based on geographical proximity is proposed, aiming to explore the potential outcomes of fostering collaboration among neighboring provinces. The analysis emphasizes the significant impact of stewardship model attributes on e-waste collection rates, with Quebec emerging as a standout case, showcasing a remarkable 61.5% surge in collection rates. Findings from group analysis reveal a positive correlation between per capita e-waste collection rate and the growth of businesses and collection sites in Western Canada (Group A - British Columbia, Saskatchewan, and Manitoba). This highlights the potential benefits of a coordinated waste management approach, emphasizing the importance of shared resources and collaborative policies. Saskatchewan and Manitoba allocated only 6.6% and 7.0% of their respective budgets to e-waste transfer and storage. British Columbia's observed steady decrease of e-waste collection rate. In Group A, stewards handled 2.18–13.95 tonnes of e-waste during the study period. The cost per tonne of e-waste tended to be lower when more e-waste is managed per steward, suggesting the potential benefits of an integrated e-waste collection and management system. Water governance and ecosystem function in the Canadian prairies are in a state of crisis. Compounding this crisis, and adding complexity, is the relationship between the water governance authority of the state with Canada's First Peoples. Meaningful engagement of Indigenous peoples in water governance is a necessary requisite to effective water management. This research characterizes the extent and depth of Indigenous engagement in watershed planning in the province of Manitoba, Canada, and examines the degree to which Indigenous rights are incorporated in that engagement. To do so, we analyze evidence of First Nation people's inclusion in water governance, planning, and management processes. We conducted latent and manifest content analyses of watershed plans to identify the themes and frequency of content related to First Nations and Métis engagement and triangulated results with key informant semi-structured interviews and document reviews of water governance policies and legislation. Overall, we find that Indigenous engagement in Manitoba water governance has increased over time but is still lacking adequate recognition and implementation of Aboriginal and Treaty rights. Indigenous traditional land uses, including hunting, fishing, sacred activities, and land-based education at the Red Sucker Lake First Nation (RSLFN) in Manitoba, Canada, are impacted by mining. The Red Sucker Lake First Nation (RSLFN) people want their territories' land and water to be protected for traditional uses, culture, and ecological integrity. Towards this goal, their Island Lake Tribal Council sought support for an Indigenous-protected and conserved area (IPCA) in their territory, outside of existing mining claims, but without success. The two-eyed seeing approach was adopted in this study. Traditional land use mapping and interviews were undertaken with 21 Indigenous people from the RSLFN, showing that many traditional land uses are concentrated on greenstone belts. The interviews revealed that mining exploration has resulted in large petroleum spills, noise distress, private property destruction, wildlife die-offs, and animal population declines. These issues negatively impact RSLFN's traditional land use practices, ecosystem integrity, and community health. Governments need to partner with Indigenous communities to reach their biodiversity targets, particularly considering northern Canada's peatlands, including those in the RSLFN territory, surpassing Amazon forests for carbon storage. The role of critical minerals in renewable energy and geopolitics has colonial governments undermining Indigenous rights, climate stabilization, and biodiversity to prioritize extractivism. Mining at the RSLFN has environmental impacts from exploration to decommissioning and after, as well as the massive infrastructure required that includes roads, hydro, and massive energy supplies, with a proposed multimedia national Northern Corridor to export RSLFN's resources and other resources to six ports. In recent years, changing environmental, developmental activity, government policies and laws, lifestyle changes and affordability dynamics have continued to threaten the self determination and food sovereignty of Indigenous peoples in the community. Their perspectives, teachings, and voices are rarely present in any scholarly work. Despite food security being a significant challenge among many First Nations communities on Turtle Island, there needs to be more empirical, community-based research that underscores the role of traditional food systems and associated values and teachings in Manitoban communities through an Indigenous lens. This research addresses that gap by building upon Indigenous perspectives and knowledges on the status and future directions of food security and sovereignty in Misko-ziibiing (Bloodvein River First Nation). Guided by Indigenous research protocol and using a qualitative research approach, ten in-depth interviews with Bloodvein River First Nation (BVR) and Winnipeg Elders were conducted. Data was also sourced through discussions with local council members, participant observation, and field visits during 2017. The fundamental values and traditional teachings associated with food sovereignty within the community are aligned with the spirit of sharing, including sharing ethics and protocols, social learning within the community, and intergenerational transmission. Enhanced intergenerational transmission of traditional teachings, education and language revitalization, and local leadership involvement can strengthen these social and cultural values to enhance Indigenous food security and sovereignty in Misko-ziibiing. This research identifies the knowledge and views of Elders, hunters, trappers and fishers, contributing to the current studies associated with traditional food systems and teachings. Strengthening social and cultural traditions and values is vital in working toward Indigenous food governance, sovereignty, and revitalization of their Indigenous food systems. In 2021, the government of Manitoba made their plans to reform public education overt with Bill 64. Although the legislation was withdrawn as a result of immense opposition from critically engaged Manitobans, the government did not abandon its neoliberal reform plans. Instead, the spectre of Bill 64 now lingers through a variety of new educational initiatives. In response, People for Public Education is working to keep the fight against the privatization of public education alive. Through consciousness raising and by constructing hopeful and imaginative visions of the future, this nascent community advocacy group strives to protect public education from the deleterious effects of neoliberalism. In this article, I reflexively interrogate and critically analyze the emergence, evolving objectives, values, and actions of People for Public Education for the purpose of inspiring future resistance against neoliberal education reforms. Goal: This study aimed to examine provincial differences in patient spending for cancer care and reductions in household spending including decisions to forego care in Canada. Methods: Nine-hundred and one patients with cancer, from twenty cancer centers across Canada, completed a self-administered questionnaire (P-SAFE version 7.2.4) (344 breast, 183 colorectal, 158 lung, and 216 prostate) measuring direct and indirect costs and spending changes. Results: Provincial variations showed a high mean out-of-pocket cost (OOPC) of CAD 938 (Alberta) and a low of CAD 280 (Manitoba). Differences were influenced by age and income. Income loss was highest for Alberta (CAD 2399) and lowest for Manitoba (CAD 1126). Travel costs were highest for Alberta (CAD 294) and lowest for British Columbia (CAD 67). Parking costs were highest for Ontario (CAD 103) and lowest for Manitoba (CAD 53). A total of 41% of patients reported reducing spending, but this increased to 52% for families earning

Background: Differential access to healthcare has contributed to a higher burden of illness and mortality among First Nations compared to other people in Canada. Throughout the Coronavirus Disease 2019 (COVID-19) pandemic, First Nations organizations in Manitoba partnered with public health and Manitoba government officials to ensure First Nations had early, equitable and culturally safe access to COVID-19 diagnostic testing and vaccination. In this study, we examined whether prioritizing First Nations for vaccination was associated with faster uptake of COVID-19 vaccines among First Nations versus All Other Manitobans (AOM). Methods and findings: In this retrospective cohort study, we used linked, whole-population administrative data from the Manitoba healthcare system (February 2020 to December 2021) to determine rates of COVID-19 diagnostic testing, infection, and vaccination, and used adjusted restricted mean survival time (RMST) models to test whether First Nations received their first and second vaccine doses more quickly than other Manitobans. The cohort comprised 114,816 First Nations (50.6% female) and 1,262,760 AOM (50.1% female). First Nations were younger (72.3% were age 0 to 39 years) compared to AOM (51% were age 0 to 39 years) and were overrepresented in the lowest 2 income quintiles (81.6% versus 35.6% for AOM). The 2 groups had a similar burden of comorbidities (65.8% of First Nations had none and 6.3% had 3 or more; 65.9% of AOM had none and 6.0% had 3 or more) and existing mental disorders (36.9% of First Nations were diagnosed with a mood/anxiety disorder, psychosis, personality disorder, or substance use disorder versus 35.2% of AOM). First Nations had crude infection rates of up to 17.20 (95% CI 17.15 to 17.24) COVID-19 infections/1,000 person-months compared with up to 6.24 (95% CI 6.16 to 6.32) infections/1,000 person-months among AOM. First Nations had crude diagnostic testing rates of up to 103.19 (95% CI 103.06 to 103.32) diagnostic COVID-19 tests/1,000 person-months compared with up to 61.52 (95% CI 61.47 to 61.57) tests/1,000 person-months among AOM. Prioritizing First Nations to receive vaccines was associated with faster vaccine uptake among First Nations versus other Manitobans. After adjusting for age, sex, income, region of residence, mental health conditions, and comorbidities, we found that First Nations residents received their first vaccine dose an average of 15.5 (95% CI 14.9 to 16.0) days sooner and their second dose 13.9 (95% CI 13.3 to 14.5) days sooner than other Manitobans in the same age group. The study was limited by the discontinuation of population-based COVID-19 testing and data collection in December 2021. As well, it would have been valuable to have contextual data on potential barriers to COVID-19 testing or vaccination, including, for example, information on social and structural barriers faced by Indigenous and other racialized people, or the distrust Indigenous people may have in governments due to historical harms. Conclusion: In this study, we observed that the partnered COVID-19 response between First Nations and the Manitoba government, which oversaw creation and enactment of policies prioritizing First Nations for vaccines, was associated with vaccine acceptance and quick uptake among First Nations. This approach may serve as a useful framework for future public health efforts in Manitoba and other jurisdictions across Canada. First Nations organizations in Manitoba collaborated with the provincial government to develop and implement COVID-19 testing and vaccine administration strategies to improve access for First Nations people living in Manitoba. We wanted to know if First Nations-led efforts to improve access to COVID-19 protective measures were associated with higher COVID-19 testing rates, lower COVID-19 infection rates, and higher vaccination rates for First Nations people compared to other Manitobans. What did the researchers do and find?: We used a "Nations-based approach," meaning different Indigenous populations were not compared to one another in recognition of each population's unique characteristics. Instead, First Nations were compared to All Other Manitobans (AOM). We used whole-population data from the province of Manitoba to compare diagnostic testing, infection, and vaccination rates among Manitoba First Nations and AOM and examined how quickly vaccines were administered to each group once people were eligible to receive them. From this work, we found that while being prioritized, First Nations had higher testing rates, infection rates, and vaccination rates compared to AOM. As well, First Nations were vaccinated more quickly than AOM after becoming eligible for both first and second doses of the COVID-19 vaccine. What do these finding mean?: Our results suggest that First Nations-led advocacy and efforts to prioritize First Nations people for COVID-19 protective measures were associated with faster vaccine access and uptake by First Nations people and this may have prevented many severe illnesses and deaths. Availability of Indigenous identifiers through collaborative data sovereignty agreements has made this work possible, providing a clearer picture of the outcomes of First Nations' self-determination and public health sovereignty approaches. However, we did not have data on potential social and structural barriers to COVID-19 testing and vaccination faced by Indigenous and racialized people and this is an important area of future research. Various studies over the past 3 years have synthesized trends and impacts of the COVID-19 pandemic on Canada's national food system. However, less research has characterized the effects of COVID-19 within regional and provincial food system contexts. This article presents results from a scoping review of peerreviewed and grey literature published from March 2020 until end of March 2023 examining the impacts of the COVID-19 pandemic on food systems in the province of Manitoba, Canada. Findings are presented according to the categories of food security funding, policy, and programming; individual and household food security; and food systems. In each area we synthesize key findings and discuss their significance in relation to existing food systems scholarship and national trends. Using review results, we propose priority areas for research and practice to support equitable and resilient food systems in Manitoba, including: (1) undertaking evaluation of food system policies, programs, and funding implemented during the pandemic (2) enhancing food security monitoring for vulnerable populations (3) further exploring community experiences and responses to food security, and (4) examining opportunities for local food systems development. Pre-contact Indigenous Nations were vibrant with their own legal, government, and education systems. Indigenous education is community-led and grounded in the spiritual, emotional, physical and mental development of the child. Teachings are tied to the land following the natural cycles, and language is passed down through ceremony and time on the land. Following the creation of the Canadian state, Indigenous education systems were eroded, leaving detrimental impacts on communities and youth that are ongoing today. In recent decades, many communities have taken the initiative to restore community-led Indigenous education systems. The work presented here, ininiw kiskinomākēwin, was collectively built with both ininiwak and anishinabe Elders and educators from Northern Manitoba and can be adapted by other First Nations groups across Canada. Ininiw kiskinomākēwin conveys the pre-contact methods for ensuring children and youth grow and become healthy, contributing members of society, and includes teachings involving family, community, language, land, and spirit. The implementation of this work is ongoing; critical components related to building a local teacher workforce, engaging Elders, supporting parents and having access to the land will shape how we choose to educate current and future generations. The purpose of this article is to gain insight into the ways in which M'etis youth describe, understand, and express their identity and how this relates to their overall health and well-being. There has been a lack of opportunity for M'etis to identify and control depictions of themselves. As part of a larger intergener-ational digital storytelling research project, this research under-took a community-engaged, arts and strengths-based approach using semi-structured interviews and digital stories with M'etis from Manitoba, Saskatchewan, and Alberta to identify how they have come to understand what it means to be M'etis today in Canada. The long pursuit of university education in northern Canada has seen a variety of methods used to deliver higher education to northerners. One such approach, Inter Universities Services (IUS), has been supporting university course delivery in northern Manitoba since 1972-73. This article argues that IUS has evolved progressively over its fifty years from an initiative offering a disjointed set of university course options to become part of a coordinated, if unplanned, approach to university education in northern Manitoba. This article outlines the history of IUS, including origins, structure, issues, and key events, before looking to the future. Background: The Amaranthus genus contains at least 20 weedy and invasive species, including Amaranthus palmeri (palmer's amaranth) and Amaranthus tuberculatus (tall waterhemp), two species of regulatory concern in North America, impacting production and yield in crops like corn, soybean and cotton. Amaranthus tuberculatus is regulated in Canada with limited establishment, while current climate models predict a range expansion of A. palmeri impacting crop growing areas in Ontario, Quebec and Manitoba. Since many Amaranthus species are similar in their morphology, especially at the seed stage, this demands the development of additional methods that can efficiently aid in the detection and identification of these species. Protein biotyping using Matrix-Assisted Laser Desorption Ionization Time of Flight Mass Spectrometry (MALDI-TOF-MS) has been traditionally used to identify microorganism species, races and pathotypes. Major protein fractions extracted from an organism, ionized and run through a biotyper using mass spectrometry, result in protein spectra that represent a fingerprint at the species or lower taxonomic rank, providing an efficient molecular diagnostics method. Here we use a modified protein biotyping protocol to extract major protein fractions from seeds of the family Brassicaceae to test our protocol, and then implemented the standardized approach in seeds from Amaranthus species. We then created a database of Amaranthus protein spectra that can be used to test blind samples for a quick identification of species of concern. Results: We generated a protein spectra database with 16 Amaranthus species and several accessions per species, spanning target species of regulatory concern and species which are phylogenetically related or easily confused at the seed stage due to phenotypic plasticity. Testing of two Amaranthus blind sample seed sets against this database showed accuracies of 100% and 87%, respectively. Conclusions: Our method is highly efficient in identifying Amaranthus species of regulatory concern. The mismatches between our protein biotyping approach and phenotypic identification of seeds are due to absence of the species in the database or close phylogenetic relationship between the species. While A. palmeri cannot be distinguished from A. watsonii, there is evidence these two species have the same native range and are closely related. [ABSTRACT FROM AUTHOR]

Background: To develop effective public health policies, programs, and services tailored to the unique sexual health needs of migrant populations, it is essential to understand the myriad socio-ecological factors that influence their sexual health. This qualitative community-based participatory study aimed to explore factors influencing migrants' sexual health at different socio-ecological levels in a Canadian setting. Methods: Participants (n = 34) from African, Caribbean, Black; Latin American; South Asian; Middle Eastern, as well as East and Southeast Asian communities were recruited across Manitoba using printed flyers, community organizations, and social media. Individual interviews, conducted in English, French, Mandarin, Cantonese, Tagalog, Arabic, Swahili, and Tigrinya languages, explored questions relating to sexual health and experiences with service providers. Data were analyzed using reflexive thematic analysis and socio-ecological systems theory. Results: The study uncovered a range of individual, interpersonal, institutional, and socio-structural factors that affect the sexual health of migrants in Manitoba. Individual factors such as sexual health knowledge and testing practices, interpersonal factors like the type of sexual partnerships, institutional factors such as sexual health information needs, language, and service access barriers, and structural-level factors like gender norms and HIV stigma exerted a significant influence on the sexual health practices of study respondents. Sexual health awareness was influenced by various factors including length of time in Canada and involvement in community-based services. Study respondents identified issues related to access to HIV testing and sexual health information, as well as language barriers, racism in healthcare, and HIV stigma. Gender and social norms played a significant role in discouraging communication about sex and safer sex practices. Conclusions: The study highlights the complex interplay of factors that influence the sexual health of migrants, and the need for targeted sexual health awareness campaigns and provision of sexual health information in languages spoken by migrants. Public health interventions focused on improving the sexual health outcomes for migrants should consider the socio-ecological elements identified in this study. These findings can inform public health campaigns to increase access to services and address sexual health inequities among migrant communities in Canada. [ABSTRACT FROM AUTHOR]

We document community responses to the COVID-19 pandemic among Inuit living in the province of Manitoba, Canada. This study was conducted by the Manitoba Inuit Association and a Council of Inuit Elders, in partnership with researchers from the University of Manitoba. We present findings from 12 health services providers and decision-makers, collected in 2021.Although Public Health orders led to the closure of the Manitoba Inuit Association's doors to community events and drop-in activities, it also created opportunities for the creation of programming and events delivered virtually and through outreach. The pandemic exacerbated pre-existing health and social system's shortcomings (limited access to safe housing, food insecurity) and trauma-related tensions within the community. The Manitoba Inuit Association achieved unprecedented visibility with the provincial government, receiving bi-weekly reports of COVID-19 testing, results and vaccination rates for Inuit. We conclude that after over a decade of advocacy received with at best tepid enthusiasm by federal and provincial governments, the Manitoba Inuit Association was able effectively advocate for Inuit-centric programming, and respond to Inuit community's needs, bringing visibility to a community that had until then been largely invisible. Across Canada, the COVID-19 pandemic placed considerable stress on territorial and provincial healthcare systems. For Nunavut, the need to continue to provide access to critical care to its citizens meant that medical travel to provincial points of care (Edmonton, Winnipeg and Ottawa) had to continue through the pandemic. This complexity created challenges related to the need to keep Nunavut residents safe while accessing care, and to manage the risk of outbreaks in Nunavut resultant from patients returning home. A number of strategies were adopted to mitigate risk, including the expansion of virtual care, self-isolation requirements before returning from Winnipeg, and a level of cross-jurisdictional coordination previously unprecedented. Structural limitations in Nunavut however limited opportunities to expand virtual care, and to allow providers from Manitoba to access the Nunavut's electronic medical records of patients requiring follow up. Thus, known and long-standing issues exacerbated vulnerabilities within the Nunavut healthcare system. We conclude that addressing cross-jurisdictional issues would be well served by the development of a more formal Nunavut-Manitoba agreement (with similar agreements with Ontario and Alberta), outlining mutual obligations and accountabilities. Accurate estimation and regular monitoring of soil moisture is very important for many agricultural, hydrological, or climatological applications. Our objective was to evaluate potential contributions of polarimetry to soil moisture estimation during crop growing cycles using RADARSAT-2 C-band images. The research focused on wheat field data collected during Soil Moisture Active Passive Validation Experiment (SMAPVEX12) conducted in 2012 in Manitoba (Canada). A sensitivity analysis was performed to select the most relevant non-polarimetric and polarimetric variables extracted from RADARSAT-2, and statistical models were developed to estimate soil moisture. In fine, three models were developed and validated: a non-polarimetric model based on cross-polarized backscattering coefficient σ H V 0 ; a polarimetric mixed model using six polarimetric and non-polarimetric retained variables after the sensitivity analysis; and a simplified polarimetric mixed model considering only the phase difference ( ϕ H H − V V ) and the co-polarized backscattering coefficient σ H H 0 . The validation reveals significant positive contributions of polarimetry. It shows that the non-polarimetric model has a much larger error (RMSE = 0.098 m3/m3) and explains only 19% of observed soil moisture variation compared to the polarimetric mixed model, which has an error of 0.087 m3/m3, with an explained variance of 44%. The simplified model has the lowest error (0.074 m3/m3) and explains 53.5% of soil moisture variation. [ABSTRACT FROM AUTHOR]

This study evaluated the effects of climate perturbations on snowmelt, soil moisture, and streamflow generation in small Canadian Prairies basins using a modelling approach based on classification of basin biophysical characteristics. Seven basin classes that encompass the entirety of the Prairies Ecozone in Canada were determined by cluster analysis of these characteristics. Individual semi-distributed virtual basin (VB) models representing these classes were parameterized in the Cold Regions Hydrological Model (CRHM) platform, which includes modules for snowmelt and sublimation, soil freezing and thawing, actual evapotranspiration (ET), soil moisture dynamics, groundwater recharge, and depressional storage dynamics including fill and spill runoff generation and variable connected areas. Precipitation (P) and temperature (T) perturbation scenarios covering the range of climate model predictions for the 21st century were used to evaluate climate sensitivity of hydrological processes in individual land cover and basin types across the Prairies Ecozone. Results indicated that snow accumulation in wetlands had a greater sensitivity to P and T than that in croplands and grasslands in all basin types. Wetland soil moisture was also more sensitive to T than the cropland and grassland soil moisture. Jointly influenced by land cover distribution and local climate, basin-average snow accumulation was more sensitive to T in the drier and grassland-characterized basins than in the wetter basins dominated by cropland, whilst basin-average soil moisture was most sensitive to T and P perturbations in basins typified by pothole depressions and broad river valleys. Annual streamflow had the greatest sensitivities to T and P in the dry and poorly connected Interior Grasslands (See Fig. 1) basins but the smallest in the wet and well-connected Southern Manitoba basins. The ability of P to compensate for warming-induced reductions in snow accumulation and streamflow was much higher in the wetter and cropland-dominated basins than in the drier and grassland-characterized basins, whilst decreases in cropland soil moisture induced by the maximum expected warming of 6 ∘ C could be fully offset by a P increase of 11 % in all basins. These results can be used to (1) identify locations which had the largest hydrological sensitivities to changing climate and (2) diagnose underlying processes responsible for hydrological responses to expected climate change. Variations of hydrological sensitivity in land cover and basin types suggest that different water management and adaptation methods are needed to address enhanced water stress due to expected climate change in different regions of the Prairies Ecozone. Background: The effects of the COVID-19 pandemic have been more pronounced for socially disadvantaged populations. We sought to determine how access to SARS-CoV-2 testing and the likelihood of testing positive for COVID-19 were associated with demographic factors, socioeconomic status (SES) and social determinants of health (SDH) in three Canadian provinces. Methods: An observational population-based cross-sectional study was conducted for the provinces of Ontario, Manitoba and New Brunswick between March 1, 2020 and April 27, 2021, using provincial health administrative data. After excluding residents of long-term care homes, those without current provincial health insurance and those who were tested for COVID-19 out of province, records from provincial healthcare administrative databases were reviewed for 16,900,661 healthcare users. Data was modelled separately for each province in accordance to a prespecified protocol and follow-up consultations among provincial statisticians and collaborators. We employed univariate and multivariate regression models to examine determinants of testing and test results. Results: After adjustment for other variables, female sex and urban residency were positively associated with testing, while female sex was negatively associated with test positivity. In New Brunswick and Ontario, individuals living in higher income areas were more likely to be tested, whereas in Manitoba higher income was negatively associated with both testing and positivity. High ethnocultural composition was associated with lower testing rates. Both high ethnocultural composition and high situational vulnerability increased the odds of testing positive for SARS-CoV-2. Discussion: We observed that multiple demographic, income and SDH factors were associated with SARS-CoV-2 testing and test positivity. Background: The COVID-19 pandemic (March 2020-May 2023) had a profound effect around the world with vulnerable people being particularly affected, including worsening existing health inequalities. This article explores the impact of the pandemic on health services for First Nations people living with HIV (FN-PWLE) in Manitoba, Canada. This study investigated perceptions of both health care providers and FN-PWLE through qualitative interviews occurring between July 2020 and February 2022 to understand their experience and identify lessons learned that could be translated into health system changes. Methods: Using a qualitative, participatory-action, intentional decolonizing approach for this study we included an Indigenous knowledge keeper and Indigenous research associates with lived experience as part of the study team. A total of twenty-five [25] in-depth semi-structured interviews were conducted with eleven healthcare providers (HCPs) and fourteen First Nation people with lived HIV experience (FN-PWLE). In total, 18/25 or 72% of the study participants self-identified as First Nation people. Results: The COVID-19 pandemic negatively impacted health services access for FN-PWLE, a) disrupted relationships between FN-PWLE and healthcare providers, b) disrupted access to testing, in-person appointments, and medications, and c) intersectional stigma was compounded. Though, the COVID-19 pandemic also led to positive effects, including the creation of innovative solutions for the health system overall. Conclusions: The COVID-19 pandemic exaggerated pre-existing barriers and facilitators for Manitoba FN-PWLE accessing and using the healthcare system. COVID-19 impacted health system facilitators such as relationships and supports, particularly for First Nation people who are structurally disadvantaged and needing more wrap-around care to address social determinants of health. Innovations during times of crisis, included novel ways to improve access to care and medications, illustrated how the health system can quickly provide solutions to long-standing barriers, especially for geographical barriers. Lessons learned from the COVID-19 pandemic should be considered for improvements to the health system's HIV cascade of care for FN-PWLE and other health system improvements for First Nations people with other chronic diseases and conditions. Finally, this study illustrates the value of qualitative and First Nation decolonizing research methods. Further studies are needed, working together with First Nations organizations and communities, to apply these recommendations and innovations to change health care and people's lives. This article examines the changing nature of Indigenous healthcare and policy in Manitoba focusing on two critical healthcare gaps in the province: the health transfer policy, a policy that continues to be counterproductive to Indigenous health and well-being; and the intended closure of Grandview's EMS station and its failure to consider First Nations and Métis perspectives and access to care. Drawing on over a decade of community-engaged research in the province, our research argues for the need to move beyond soft reconciliation efforts in Indigenous health to reinterpreting Canada's colonial history by recognizing Indigenous Peoples' hard rights to healthcare. Reconciliation should bring about changes to bureaucratic structures and challenge non-Indigenous peoples' values. Health system changes in Indigenous communities, without consultation, will continue to negatively impact community life and wellbeing. As a result of the colonization of Canada, Metis have faced many political and socioeconomic challenges, one of which is the lower educational achievement of Metis students vs other Canadian students. In this study, we examined whether full-time kindergarten (FTK) vs half-time kindergarten (HTK) was associated with improved educational outcomes for Metis students in Manitoba using linked, population-based administrative data from 1998/99-2012/13. The cohort included 271 FTK and 405 HTK Metis students. We used generalized linear models with binomial distribution to calculate predicted probabilities and risk ratios for the outcomes (assessments of numeracy and literacy in Grades 3, 7 and 8; student engagement in Grade 7; high school graduation). However, we observed no significant differences in outcomes between FTK and HTK students, suggesting that FTK is not sufficient to overcome the structural barriers to academic success Metis students may face. Microvertebrate assemblages of the Upper Cretaceous (late Cenomanian to mid- Turonian) Favel Formation of Manitoba are formally described for the first time. New vertebrate occurrences from the Favel Formation include the actinopterygians Caturidae indet., cf. Albulidae incertae sedis, Micropycnodon kansasensis, Pachyrhizodus minimus, Protosphyraena sp., Thryptodus loomisi, chondrichthyans Ischyrhiza cf. mira, I. texana, Ptychodus marginalis, P. occidentalis, and P. rhombodus, the avian cf. Ichthyornis sp., the reptile Testudines indet., and an unknown taxon referred to as Vertebrate A. Changes in faunal occurrences throughout the formation suggest an offshore open marine environment for the lower and middle horizons and nearshore marine for the upper horizon, represent ing mid- and late stages of the Greenhorn third-order marine cycle. This newly described diversity increases biogeographic affinities of the late Cenomanian to mid-Turonian vertebrate assemblages of Manitoba with central WIS localities in South Dakota and Kansas, providing additional support for a central vertebrate biogeographic subprovince during late Cenomanian to early Turonian times, as well as WIS localities further south in Texas decreasing the gradient of the north-south or central-south community boundary during early and mid-Turonian times. Introduction: Studying high resource users (HRUs) across jurisdictions is a challenge due to variation in data availability and health services coverage. In Canada, coverage for pharmaceuticals varies across provinces under a mix of public and private plans, which has implications for ascertaining HRUs. We examined sociodemographic and behavioural predictors of HRUs in the presence of different prescription drug coverages in the provinces of Manitoba and Ontario. Methods: Linked Canadian Community Health Surveys were used to create two cohorts of respondents from Ontario (n = 58,617, cycles 2005–2008) and Manitoba (n = 10,504, cycles 2007–2010). HRUs (top 5%) were identified by calculating health care utilization 5 years following interview date and computing all costs in the linked administrative databases, with three approaches used to include drug costs: (1) costs paid for by the provincial payer under age-based coverage; (2) costs paid for by the provincial payer under income-based coverage; (3) total costs regardless of the payer (publicly insured, privately insured, and out-of-pocket). Logistic regression estimated the association between sociodemographic, health, and behavioral predictors on HRU risk. Results: The strength of the association between age (≥ 80 vs. <30) and becoming an HRU were attenuated with the inclusion of broader drug data (age based: OR 37.29, CI: 30.08–46.24; income based: OR 27.34, CI: 18.53–40.33; all drug payees: OR 29.08, CI: 19.64–43.08). With broader drug coverage, the association between heavy smokers vs. non-smokers on odds of becoming an HRU strengthened (age based: OR 1.58, CI: 1.32–1.90; income based: OR 2.97, CI: 2.18–4.05; all drug payees: OR 3.12, CI: 2.29–4.25). Across the different drug coverage policies, there was persistence in higher odds of becoming an HRU in low income households vs. high income households and in those with a reported chronic condition vs. no chronic conditions. Conclusions: The study illustrates that jurisdictional differences in how HRUs are ascertained based on drug coverage policies can influence the relative importance of some behavioural risk factors on HRU status, but most observed associations with health and sociodemographic risk factors were persistent, demonstrating that predictive risk modelling of HRUs can occur effectively across jurisdictions, even with some differences in public drug coverage policies. Background: The purpose of this community-based study was to create and advance knowledge on the social impacts of COVID-19 on mental health of Two-Spirit, gay, bisexual, and queer (2SGBQ+) cisgender and transgender men in Manitoba, Canada. Methods: Participants (n = 20) from 2SGBQ + men's communities were recruited across Manitoba using printed flyers and social media. Individual interviews explored questions relating to the impacts of the COVID-19 pandemic on mental health, social isolation, and service access. Data were critically examined using thematic analysis and the social theory of biopolitics. Results: Key themes focused on COVID-19 pandemic's negative impacts on 2SGBQ + men's mental health, loss of safe queer public spaces, and exacerbated inequities. During the COVID-19 pandemic in Manitoba, 2SGBQ + men experienced a profound loss of social connections, community spaces, and social networks which are specific to their socio-sexual identities, thereby intensifying pre-existing mental health disparities. These findings show how COVID-19 restrictions have come to reinforce the value of close personal communities, families of choice, and social networks among 2SGBQ + men in Manitoba, Canada. Conclusions: This study supports the line of research on minority stress, biosociality, and place by highlighting some potential links between 2SGBQ + men's mental health and their social and physical environments.
