With the rapid proliferation of climate policies in both number and scope, there is an increasing demand for a global-level dataset that provides multi-indicator information on policy elements and their implementation contexts. To address this need, we developed the Global Climate Change Mitigation Policy Dataset (GCCMPD) using a semisupervised hybrid machine learning approach, drawing upon policy information from global, regional, and sector-specific sources. Differing from existing climate policy datasets, the GCCMPD covers a large range of policies, amounting to 73,625 policies of 216 entities. Through the integration of expert knowledge-based dictionary mapping, probability statistics methods, and advanced natural language processing technology, the GCCMPD offers detailed classification of multiple indicators and consistent information on sectoral policy instruments. This includes insights into objectives, target sectors, instruments, legal compulsion, administrative entities, etc. By aligning with the sector classification of the Intergovernmental Panel on Climate Change (IPCC) emission datasets, the GCCMPD serves to help policy-makers, researchers, and social organizations gain a deeper understanding of the similarities and distinctions among climate activities across countries, sectors, and entities. Political polarization of Americans' support for climate policies often impedes the adoption of new, urgently needed climate solutions. However, recent polls suggest that younger conservatives favor adopting pro-climate policies to a greater degree than older conservatives, resulting in less political polarization among younger Americans relative to older Americans. To better understand these patterns, we analyzed Americans' support for various climate policies from 1982–2020, across 16 waves of historical, nationally representative survey data from the American National Election Studies (total N = 29,467). Regression models consistently show that, since 2012, younger Americans have been less politically polarized than older Americans on support for climate policies. Before 2012 and on non-climate policy topics, we did not find consistent statistical evidence for political polarization varying with age. These findings can inform policy debates about climate change and offer hope to environmentalists and policymakers who seek to build broad consensus for climate action at the policy level. Background: Carbon (C) sink and stock are among the most important ecosystem services provided by forests in climate change mitigation policies. In this context, old-growth forests constitute an essential reference point for the development of close-to-nature silviculture, including C management techniques. Despite their small extent in Europe, temperate old-growth forests are assumed to be among the most prominent in terms of biomass and C stored. However, monitoring and reporting of C stocks is still poorly understood. To better understand the C stock amount and distribution in temperate old-growth forests, we estimated the C stock of two old-growth stands in the Dinaric Alps applying different assessment methods, including direct and indirect approaches (e.g., field measurements and allometric equations vs. IPCC standard methods). This paper presents the quantification and the distribution of C across the five main forest C pools (i.e., aboveground, belowground, deadwood, litter and soil) in the study areas and the differences between the applied methods. Results: We report a very prominent C stock in both study areas (507 Mg C ha− 1), concentrated in a few large trees (36% of C in 5% of trees). Moreover, we found significant differences in C stock estimation between direct and indirect methods. Indeed, the latter tended to underestimate or overestimate depending on the pool considered. Conclusions: Comparison of our results with previous studies and data collected in European forests highlights the prominence of temperate forests, among which the Dinaric Alps old-growth forests are the largest. These findings provide an important benchmark for the development of future approaches to the management of the European temperate forests. However, further and deeper research on C stock and fluxes in old-growth stands is of prime importance to understand the potential and limits of the climate mitigation role of forests. This paper presents an additive index on climate policy engagement at the municipal level, based on the three dimensions awareness, conception and implementation of climate change mitigation and adaptation. The distortion of the index is based on the self-perception and personal assessment of municipal decision-makers, which were collected and evaluated as part of a primary survey (postal survey). The index shows how strongly a municipality is committed to climate policy. Thus, it represents an extension of previous indices that either only consider climate mitigation or adaptation or are only based exclusively on secondary statistics. The second part of the paper describes the application of the index in three counties or 51 municipalities in Saxony, Saxony-Anhalt and Thuringia. The interpretation takes place in the context of structural characteristics of the municipalities concerned (number of inhabitants, share of votes of different parties, geographical location). The distribution of the index values shows a similar awareness in climate protection and climate change adaptation, but an increasing discrepancy in the implementation of adaptation-specific measures. Drought has a paramount impact on global agriculture and food security. However, the study on future cropland areas that can incur drought is inadequate. This paper uses input parameters from 7 CMIP6 models for 7 future scenarios (SSP1‐1.9, SSP1‐2.6, SSP4‐3.4, SSP2‐4.5, SSP4‐6.0, SSP3‐7.0, and SSP5‐8.5) to measure South Asian cropland exposure to drought and its underlying factors. Some defined epochs such as 2021–2040 (near‐term), 2041–2060 (mid‐term), 2081–2100 (long‐term), and 1995–2014 (reference period) are designed to explore diverse outlooks of the change. The Standardized Precipitation Evapotranspiration Index and the Run theory methods are applied to detect drought. Results indicate an intensified cropland (under SSP4‐3.4, SSP3‐7.0, and SSP5‐8.5) in the Indo‐Gangetic Plain region of South Asia, where mostly the variation occurs among scenarios and periods. Notably, the future cropland exposed to drought will increase in the 2021–2040, and 2041–2060 periods, but it intends to decline during the 2081–2100. Relatively, the exposed cropland will upturn highest by 49.2% (SSP3‐7.0) in the mid‐term period and decrease by −8.2% (SSP5‐8.5) in the end future. Spatially, distributed cropland in the central, south‐west, and portion of the northeast of South Asia are subjective to be exposed largely, but it can drop greatly across the eastern part by the end future. Importantly, the climate change effect plays a grounding role in future exposure change over the region during the near to mid‐term periods, while the cropland change effect is predominant in the long‐term perspectives. However, these findings signify the urgency of policymaking focusing on drought mitigation to ensure food security. Plain Language Summary: Estimating drought‐induced cropland exposure is the pivotal aspect of agricultural risk assessment for drought impacts. The purposes of this study are to explore (a) how much of the cropland area would be exposed to drought under SSP scenarios; and (b) the degree to which climate change and cropland change effects contribute to changes in exposure. In this regard, we conducted a multi‐model and multi‐scenario‐based analysis to reveal variations in the cropland area exposed to drought in South Asia. Among the seven scenario combinations, the highest percentage of cropland exposed to drought was found at 49.2% (SSP3‐7.0) in the mid‐term epoch (2041–2060). The climate change effect seems to be the key contributor in the near‐term to mid‐term period, whereas it is the cropland change effect long‐term. To reduce drought risk, we recommend focusing on strong climate change mitigation policy development in the near‐ and mid‐term periods at a global scale and strict land‐use management policy interventions in the long‐term period at the regional level. This study theorizes and empirically tests whether firms' decisions to join multi‐stakeholder initiatives, targeting climate mitigation, lead to improved environmental performance. We focus on firms' participations in the Science Based Targets initiative, a multi‐stakeholder initiative meant to support firms in setting greenhouse gas (GHG) emission reduction targets in line with the thresholds defined by the Paris Agreement in 2015. The study hypothesizes that participation reduces firm's concerns about uncertainty and encourages investments in timeous internal climate change activities. We used the coarsened exact matching methodology to create a matched sample of European and North American listed firms participating in the initiative and comparable, non‐participating firms over a 3‐year period from 2015 to 2017. The results showed that firms' participation led to lower levels of GHG emissions compared to similar non‐participating counterparts, especially when they committed to the initiative with the intention to follow the proposed indications. Engineering biology (EngBio) is a dynamic field that uses gene editing, synthesis, assembly, and engineering to design new or modified biological systems. EngBio applications could make a significant contribution to achieving net zero greenhouse gas emissions. Yet, policy support will be needed if EngBio is to fulfil its climate mitigation potential. What form should such policies take, and what EngBio applications should they target? This paper reviews EngBio's potential climate contributions to assist policymakers shape regulations and target resources and, in so doing, to facilitate democratic deliberation on desirable futures. Objectives: This paper investigates Thailand and Malaysia climate governance policy in practice within their multi-level governance structures. Thailand presents a unique case of a unitary state with a degree of deconcentration and decentralization, while Malaysia showcases a federal state with a high degree of centralization. Methodology: The paper collected and analyzed both primary and secondary data. Indepth interviews with government officials, NGOs, and international organizations were conducted online and onsite in Thailand and Malaysia from May 2022 to September 2023. Interview data was triangulated with secondary data from key national policy documents on climate change and related issues. This paper examines the contributions and hindrances of multi-level governance on climate governance and highlights some lessons learned from both countries. Results: It concludes that multi-level government systems provide opportunities for various stakeholders to engage in decision-making and create policy innovation. However, the administration of decision-making in these systems can be constrained by tensions within these systems, between tendencies towards the centralization of decision-making, and little engagement between subnational governments and local-level stakeholders. Conclusions: Overall, we assert that clear direction and guidance at the national level complemented by mechanisms that engage local stakeholders in administration and civil society is essential to achieve overarching climate action goals regardless of the administrative system. Climate change is a complex issue with significant scientific and socio-economic uncertainties, making it difficult to assess the effectiveness of climate policies. Dynamic Integrated Climate-Economy Models (DICE models) have been widely used to evaluate the impact of different climate policies. However, since climate change, long-term economic development, and their interactions are highly uncertain, an accurate assessment of investments in climate change mitigation requires appropriate consideration of climatic and economic uncertainties. Moreover, the results of these models are highly dependent on input parameters and assumptions, which can have significant uncertainties. To accurately assess the impact of climate policies, it is crucial to incorporate uncertainties into these models. In this paper, we explore the impact of parameter uncertainties on the evaluation of climate policies using DICE models. Our goal is to understand whether uncertainty significantly affects decision-making, particularly in global warming policy decisions. By integrating climatic and economic uncertainties into the DICE model, we seek to identify the cumulative impact of uncertainty on climate change. Overall, this paper aims to contribute to a better understanding of the challenges associated with evaluating climate policies using DICE models, and to inform the development of more effective policy measures to address the urgent challenge of climate change. Current post-carbon transition trajectories are primarily focused on external solutions, while citizens' inner lives and roles in collective transformation and system change processes are largely overlooked. To address this gap, this study aims to explore the potential role of citizens as active agents of change. Specifically, it examines how citizens perceive and address climate change, the factors that can empower and motivate them to act, and how they imagine future transformation pathways and their own role within them. Based on a combined SenseMaker and Grounded Theory methodology, we explore citizens' perspectives and discuss their implications for improving current approaches and discourses, such as lifestyle environmentalism and post-growth. Our findings provide important insights into the interplay between people's motivation, sense of agency, and social paradigms, with direct implications for policy and practice. They show that the materialistic growth paradigm under which most people act does not support motivation and engagement in sustainability transformations. Secondly, although intrinsic motivation, along with values such as care and community, increase engagement and transformation, they are seldom reflected in current policy approaches and discourses. Thirdly, a sense of agency is key for lasting individual and collective engagement. Put together, the results indicate that empowering individual and collective agency requires challenging current societal and systemic values that lie at the root of today's crises. Supporting conditions that allow the emergence of new social paradigms through targeted actions at individual, collective, and system levels is thus crucial to tackling climate change and meeting policy targets [ABSTRACT FROM AUTHOR]

There is a countermovement in motion that has obstructed the adoption of climate policies all over the world. In Europe, although some organizations have been identified, we know little about their influence. This research aims to analyse the role of climate action contrarian think tanks in the policymaking of the European Parliament (EP). To this end, a two-fold methodology is employed. Firstly, a survey of Members of the European Parliament (MEPs) was conducted in 2021, and this was followed by in-depth interviews with Accredited Parliamentary Assistants (APAs) related to climate issues. The results indicate almost no knowledge of these climate policy obstructionist think tanks among the surveyed MEPs and interviewed APAs. However, respondents believe that think tanks are generally used in policymaking. In fact, policymakers recognize the most prestigious European think tanks and often use them. Attributes such as visibility, good networking, quality content and transparency enable think tanks to have access to policymaking, although this would not seem to be the case for think tanks that oppose climate action in Europe. Results also describe policymakers' perceptions regarding the use of think tanks in general, which they see as useful tools in the elaboration of highly complex legislative dossiers in the EP. Proposals for slowing climate change by reflecting sunlight back to space, known as solar geoengineering (SG), are gaining traction in climate policy. Given SG's capacity to slow warming without reducing carbon emissions, prominent criticism suggests that it will enable fossil fueled business-as-usual. This assessment is not without merit, yet the primary funders of SG research do not emanate from fossil capital. We analyze sources of funding for SG research globally, finding close ties to mostly US financial and technological capital as well as a number of billionaire philanthropists. These corporate sectors and associated philanthropies comprise part of 'climate capital' – the fraction of the capitalist class nominally aligned with climate action. We argue that SG is being positioned as a tactic for enabling incremental, market-driven decarbonization, explore key institutions advocating this approach in US climate policy, and conclude that SG is poised to serve as a tool for class compromise between fossil and climate capital. Media representations of the future are a key component of climate change and energy policies. This study integrates media analysis with futures studies and focuses on the media framings and representations of futures related to key national-level energy and climate strategy documents. It utilizes qualitative content analysis of online news articles of Finland's national public broadcasting company committed to high-quality journalism. The results show that a more multifaceted coverage of climate action increased during the study period of 2015–2020, especially in terms of frames and future scenario archetypes, and indicate gradually widening awareness of climate risks. Current milk prices do not account for the emissions, environmental externalities, and the excessive resource use that occur during milk production. Imposing a "carbon tax on food" can be a very effective climate change mitigation policy and the ultimate distributional effect depends heavily on the way the tax is implemented. To offset the regressive financial effect, redistribution measures need to be designed and the financial welfare loss can serve as a first orientation for designing these redistribution measures. Current literature mainly uses estimated elasticities from empirical demand systems to approximate the welfare change which can lead to a substantial bias if the tax rate is sufficiently large. In contrast, we calculate the welfare change by using the Exact Consumer Welfare of a carbon tax on milk for selected emerging economies. We show that on average, consumers in upper‐middle‐income economies would face a financial welfare loss of 19.4–176.9 USD (in the value of 2017) measured by the compensating variation (CV), depending on the tax scenario. Among a set of 16 emerging economies, consumers in Argentina (ARG) and Türkiye (TUR) face the highest financial welfare losses. Bangladesh is extensively cited as one of the countries most at risk of the adverse effects of climate change. The coastal zone of this country is extremely vulnerable as people of these areas live in a highly dynamic estuarine setting and often face various climatic hazards. Against this backdrop, effective 'governance' is often cited as the key to properly implementing climate actions to build resilience. This study attempts to identify the governance dimensions of coastal community resilience and analyze the deficiencies that hamper their capacity to enhance resilience in the face of climate change. The findings of the study revealed some governance constraints in building community resilience to climate change. The study specifically identified that the resilience dimension is absent in the existing climate policy. In addition, the impact of weak institutions, corruption, accountability, and transparency challenges create obstacles to enhancing community resilience. Most importantly, coastal people still tend to lack a voice and representation in decision-making. Tropical cyclones (TCs) can adversely affect economic development for more than a decade. Yet, these long-term effects are not accounted for in current estimates of the social cost of carbon (SCC), a key metric informing climate policy on the societal costs of greenhouse gas emissions. We here derive temperature-dependent damage functions for 41 TC-affected countries to quantify the country-level SCC induced by the persistent growth effects of damaging TCs. We find that accounting for TC impacts substantially increases the global SCC by more than 20%; median global SCC increases from US$ 173 to US$ 212 per tonne of CO2 under a middle-of-the-road future emission and socioeconomic development scenario. This increase is mainly driven by the strongly TC-affected major greenhouse gas emitting countries India, USA, China, Taiwan, and Japan. This suggests that the benefits of climate policies could currently be substantially underestimated. Adequately accounting for the damages of extreme weather events in policy evaluation may therefore help to prevent a critical lack of climate action. The estimates of the societal costs of carbon currently used for policy evaluations may be too low due to an insufficient representation of tropical cyclone damage. After tentative efforts during the 1990s, the past two decades have seen a rapid increase in the number of greenhouse gas (GHG) emissions mitigation policies, initially in a few frontrunner countries and more recently spreading globally. Over the same period, GHG emissions have continued to rise, but the rate of growth has recently slowed. Are mitigation policies having an effect? To explore this question, we review and synthesize the empirical literature on the impact of mitigation policies on three key outcomes: GHG emissions, proximate emission drivers like energy intensity and land use, and low-carbon technologies. Our key contribution to the available literature lies in establishing an empirically based track record of climate action, focusing on methodologically sound ex post studies. We find that mitigation policies have had a discernible impact on emissions and multiple emission drivers. Most notably, they have led to reductions in energy use, declines in deforestation rates, as well as cost reductions and capacity expansions of low-carbon technologies in many instances. Furthermore, implemented policies to date are likely to have reduced global emissions by several billion tons of CO2eq per year compared to a world without mitigation policies. In the light of current ambitions on climate action falling short of what is required to limit global warming to the Paris temperature goals, we conclude that there is ample evidence of policy instruments with demonstrable impacts, but that efforts need to be hugely strengthened and expanded. California has large and diverse biomass resources and provides a pertinent example of how biomass use is changing and needs to change, in the face of climate mitigation policies. As in other areas of the world, California needs to optimize its use of biomass and waste to meet environmental and socioeconomic objectives. We used a systematic review to assess biomass use pathways in California and the associated impacts on climate and air quality. Biomass uses included the production of renewable fuels, electricity, biochar, compost, and other marketable products. For those biomass use pathways recently developed, information is available on the effects—usually beneficial—on greenhouse gas (GHG) emissions, and there is some, but less, published information on the effects on criteria pollutants. Our review identifies 34 biomass use pathways with beneficial impacts on either GHG or pollutant emissions, or both—the "good." These included combustion of forest biomass for power and conversion of livestock‐associated biomass to biogas by anaerobic digestion. The review identified 13 biomass use pathways with adverse impacts on GHG emissions, criteria pollutant emissions, or both—the "bad." Wildfires are an example of one out of eight pathways which were found to be bad for both climate and air quality, while only two biomass use pathways reduced GHG emissions relative to an identified counterfactual but had adverse air quality impacts. Issues of high interest for the "future" included land management to reduce fire risk, future policies for the dairy industries, and full life‐cycle analysis of biomass production and use. Climate change is a global emergency that necessitates urgent action from policymakers and the public. Public opinion plays a crucial role in shaping climate change policy, making it essential to understand how people perceive and respond to the issue. Studies on public opinion on climate change are emerging, but are lacking in examining linguistic aspects. The present study intends to conduct a linguistic analysis of public opinion news to identify public recommendations on climate change issues, by identifying themes in opinion news on climate change. The analysis focused on directive verbs and modal verbs, and examined how the general public linguistically expressed their recommendations. 136 news articles from the New Straits Times Malaysia were analysed using a corpus-assisted discourse analysis approach. The findings revealed that the dominant themes are government action, followed by education and awareness, protecting natural resources, encouraging sustainable lifestyle, transitioning to renewable energy, and reducing greenhouse gas emissions. The public's overwhelming emphasis on government action, indicates a strong demand for policy restructuring and enactment to address climate change. While there is increasing awareness and interest in learning about climate change, the study raises concerns about the limited attention given to themes such as encouraging sustainable living, protecting natural resources, transitioning to renewable energy, and reducing greenhouse gas emissions, suggesting a need for further education and awareness campaigns to bridge these knowledge gaps and promote holistic climate action. Forest carbon sinks play an important role in climate change mitigation and adaptation. The Chinese government has demonstrated its proactive approach to addressing climate change by setting development targets for low-carbon transformation and making solemn commitments to peak carbon emissions before 2030 and to achieve carbon neutrality by 2060. In this article, the Chinese Government's Work Reports and Five-Year Plans are used to construct an index named China's Climate Change Policy Attention ( C C P A ), which reflects the government's emphasis on climate change and forestry in China. This article aims to examine the impact of C C P A , the adjusted Climate Policy Uncertainty ( C P U ) index from the U.S., and the Economic Policy Uncertainty ( E P U ) index from China on the Chinese forest carbon stocks ( F C S ) comprehensively. On this basis, we are interested in clarifying the channels by which C C P A promotes the growth of forest carbon sequestration in China. Specifically, panel data from 30 provinces in China from 2000 to 2017 are used for empirical analysis, and the following results are obtained: (1) The baseline regression indicates that C C P A significantly promotes the growth of F C S , while C P U or E P U inhibits its growth. (2) The interactive regression shows that the effect of C C P A on the growth of F C S can mitigate the inhibiting impact of C P U or E P U . (3) Mediation analysis documents that C C P A promotes F C S growth by increasing the forest tending area, expanding the existing forest area, increasing renewable energy consumption, and improving green investment. (4) Heterogeneity analysis reveals a clear differentiation in the effect of C C P A on F C S under different situations. Finally, policy implications are proposed based on the results. We utilize a coupled economy–agroecology–hydrology modeling framework to capture the cascading impacts of climate change mitigation policy on agriculture and the resulting water quality cobenefits. We analyze a policy that assigns a range of United States government’s social cost of carbon estimates ($51, $76, and $152/ton of CO2-equivalents) to fossil fuel–based CO2 emissions. This policy raises energy costs and, importantly for agriculture, boosts the price of nitrogen fertilizer production. At the highest carbon price, US carbon emissions are reduced by about 50%, and nitrogen fertilizer prices rise by about 90%, leading to an approximate 15% reduction in fertilizer applications for corn production across the Mississippi River Basin. Corn and soybean production declines by about 7%, increasing crop prices by 6%, while nitrate leaching declines by about 10%. Simulated nitrate export to the Gulf of Mexico decreases by 8%, ultimately shrinking the average midsummer area of the Gulf of Mexico hypoxic area by 3% and hypoxic volume by 4%. We also consider the additional benefits of restored wetlands to mitigate nitrogen loading to reduce hypoxia in the Gulf of Mexico and find a targeted wetland restoration scenario approximately doubles the effect of a low to moderate social cost of carbon. Wetland restoration alone exhibited spillover effects that increased nitrate leaching in other parts of the basin which were mitigated with the inclusion of the carbon policy. Air pollution in Thailand is regarded as a serious health threat, especially in the northern region. High levels of particulate matter (PM2.5 and PM10) are strongly linked to severe health consequences and mortality. This study analyzed the relationship between exposure to ambient concentrations of PM2.5 and PM10 by using data from the Pollution Control Department of Thailand and the burden of disease due to an increase in the ambient particulate matter concentrations in northern Thailand. This study was conducted using the Life Cycle Assessment methodology considering the human health damage impact category in the ReCiPe 2016 method. The results revealed that the annual average years of life lived with disability from ambient PM2.5 in northern Thailand is about 41,372 years, while from PM10 it is about 59,064 years per 100,000 population. The number of deaths from lung cancer and cardiopulmonary diseases caused by PM2.5 were approximately 0.04% and 0.06% of the population of northern Thailand, respectively. Deaths due to lung cancer and cardiopulmonary diseases caused by PM10, on the other hand, were approximately 0.06% and 0.08%, respectively. The findings expressed the actual severity of the impact of air pollution on human health. It can provide valuable insights for organizations in setting strategies to address air pollution. Organizations can build well-informed strategies and turn them into legal plans by exploiting the study's findings. This ensures that their efforts to tackle air pollution are successful, in accordance with regulations, and contribute to a healthier, more sustainable future guidelines on appropriate practices of air pollution act/policy linkage with climate change mitigation. As nations fail to meet their climate emission mitigation goals, the ambition gap is widening between international climate policy (enacted by the United Nations) and domestic climate policy (what nations propose and enact). A widely held but little verified conventional wisdom exists that nations over-promise internationally and under-deliver domestically. While little data exist to directly test this hypothesis, we documented this gap by constructing heuristic indexes of domestic and international climate policy performance, showing that nations tend to "lead with the international". We found that nations' domestic policies are not significant in explaining emissions, although their international policies are significant. We concluded that beyond identifying this gap, analysts must devise metrics to assess domestic climate policy across a range of issue areas, as domestic policies are the foundation of any global effort to manage climate change. In the United States, state governments have been the locus of action for addressing climate change. However, the lack of a holistic measure of state climate policy has prevented a comprehensive assessment of state policies' effectiveness. Here, we assemble information from 25 individual policies to develop an aggregate index of state climate policies from 2000-2020. The climate policy index highlights variation between states which is difficult to assess in single policy studies. Next, we examine the environmental and economic consequences of state climate policy. A standard-deviation increase in climate policy is associated with a 5% reduction in per-capita electricity-sector CO2 emissions and a 2% reduction in economy-wide CO2 emissions per capita. We do not find evidence that more stringent climate policy harms states' economies. Our results make clear the benefits of state climate policy, while showing that current state efforts are unlikelyto meet the US goal under the Paris Climate Accord. In the US, states vary in their efforts to address climate change. This paper studies early arguments in Sweden for combating climate change. We show how scientific results in relation to climate change entered the political sphere as part of the debate on energy in the 1970s, a process we propose to name energysation. We argue that the use of climate science by pro-nuclear political actors served as a way of maintaining a course set by a high-energy society while simultaneously trying to outmanoeuvre the growing environmental anti-nuclear and low-energy movement. When the pro-nuclear power side met with resistance, this led to a displacement of climate change knowledge away from the realm of the national political sphere and specific energy forms, a process we conceptualise as de-energysation. By highlighting conflicts and the political framings of climate change in the early years 1974-1983, we suggest that the history of these frames influences current delay in climate change mitigation and limits the range of actions and ways of addressing the ongoing climate emergency. Peatlands are significant to global efforts to combat climate change. However, to date, they have been a missing piece in the climate change mitigation policy puzzle in the European Union (EU). Taking a policy coherence perspective, we investigate how policies from different governance levels—that is, EU, member state, and regional levels—support and impede existing and new policies for climate-friendly peatland usage. We put a particular focus on incentive-based policy instruments, because such incentives are often advocated as promising policy instruments for supporting the transition to the sustainable management of peatlands. We selected the three peatland-rich EU countries Finland, Germany, and the Netherlands. Based on semi-structured interviews with 35 experts, we indicate a lack of horizontal policy coherence between agriculture, nature conservation, water management, forestry, energy, and climate policies in terms of climate change mitigation measures on peatlands. At the EU level, most prominently, the Common Agricultural Policy counteracts climate targets because direct payments currently encourage the unsustainable management of peatlands. At the national and subnational levels, water quality in Finland, nature conservation in Germany, and subsidence in the Netherlands were primary objectives of peatland relevant policies. Due to a lack of clear guidance on raising the groundwater table, the current incentive-based policy instruments are ineffective for reducing emissions. Despite its higher mitigation potential, potential incentive-based policies for rewetting encounter various regulatory barriers caused by the policy incoherence. We conclude that the transition to climate-friendly peatland usage requires coherent regulatory frameworks and incentive-based policies supporting rewetting. • We demonstrate the multi-sectoral and multi-level nature of peatland policies in the EU. • Agriculture, nature, water, and energy policies often impede horizontal coherence. • Conflicts between EU, national, and regional policies hinder vertical coherence. • Regulatory frameworks and incentive-based policies should be coherent. • Current incentive-based policy instruments are ineffective for emissions reduction. Corporate climate initiatives such as the Science-Based Targets initiative and RE100 have gained significant prominence in recent years, with considerable increases in membership and several ex-ante studies stating how they could bring substantive emissions reductions beyond national goals. However, studies evaluating their progress are scarce, raising questions on how members achieve targets and whether their contributions are genuinely additional. Here we assess these initiatives by disaggregating membership by sector and geographic region and then thoroughly evaluating their progress between 2015–2019 using public environmental data disclosed by 102 of their largest members by revenue. Our results show that the collective Scope 1 and 2 emissions of these companies have fallen by 35.6%, with companies generally on track or exceeding scenarios keeping global warming below 2 °C. However, most of these reductions are concentrated in a small number of intensive companies. Most members show little evidence of emission reductions within their operations, only achieving progress via renewable electricity purchases. We highlight how intermediate steps regarding data robustness and implementation of sustainability measures are lacking: 75% of public company data is independently verified at low levels of assurance, and 71% of renewable electricity is obtained through low-impact or undisclosed sourcing models. More companies are setting climate targets, but detailed evaluations remain scarce, raising questions on their effectiveness. Mountains are among the natural systems most affected by climate change, and mountain mammals are considered particularly imperiled, given their high degree of specialization to narrow tolerance bands of environmental conditions. Climate change mitigation policies, such as the Paris Agreement, are essential to stem climate change impacts on natural systems. But how significant is the Paris Agreement to the survival of mountain mammals? We investigated how alternative emission scenarios may determine change in the realized climatic niche of mountain carnivores and ungulates in 2050. We based our predictions of future change in species niches based on how species have responded to past environmental changes, focusing on the probabilities of niche shrink and niche stability. We found that achieving the Paris Agreement's commitments would substantially reduce climate instability for mountain species. Specifically, limiting global warming to below 1.5°C would reduce the probability of niche shrinkage by 4% compared with a high‐emission scenario. Globally, carnivores showed greater niche shrinkage than ungulates, whereas ungulates were more likely to shift their niches (i.e., face a level of climate change that allows adaptation). Twenty‐three species threatened by climate change according to the IUCN Red List had greater niche contraction than other species we analyzed (3% higher on average). We therefore argue that climate mitigation policies must be coupled with rapid species‐specific conservation intervention and sustainable land‐use policies to avoid high risk of loss of already vulnerable species. Climate change embodies the essence of a multilevel and cross-sectoral governance challenge where targets and actions are discussed, set, calibrated and implemented at different governmental levels and across different policy sectors. Thus, vertical policy integration and horizontal policy integration are key factors for effective climate actions. In the context of compound systems, Italy represents an EU Member State holding the status of a regional state facing the urgent need to respond to the current climate and energy crisis. To understand the challenges, obstacles, and opportunities of multilevel and cross-sectoral climate decision-making in Italy, this article analyses the distribution of powers in climate-related issues among different layers of government, the modes of cooperation, the role of the Constitutional Court in solving the intergovernmental conflicts, and the policy and legislative initiatives enacted. This contribution addresses the federal architecture of Belgium to understand its core functioning elements with regard to the country's climate change governance. For several historic, cultural and political reasons, Belgium bears a heavily decentralised institutional and organisational setup, which, however, provides for several drawbacks when addressing face-offs and cross-cutting policy issues such as climate change. The compartmentalised allocation of powers and the intergovernmental conflicts arising as a result of diverging political stances at different levels of government towards climate action have led to several policy failures. This paper will thus first outline the complex governance structure of the Belgian federal state. While doing so, it will also underscore key formal and informal features underpinning policymaking in Belgium, which are of utmost relevance for climate policy. Next, it will chart such governance structure within the specific context of climate action in Belgium. Last, it will display some examples of climate policy failures to unfold how different tenets of the Belgian system interplay with climate change planning and policy implementation. Communicating about actions to address climate change is critical to mobilize collective actions, and enact policies for climate change mitigation (prevention) and adaptation to climate change. The current study assessed factors associated with climate change action (CCA) communications in the US. Respondents were recruited through Prolific, an online survey research platform. The sample was restricted to the 599 respondents who reported that the issue of climate change was extremely or very important to them. Key outcome variables included (1) talking to family/friends about CCA, (2) texting/emailing family/friends about CCA, and (3) posting or sharing a post on social media about CCA. Multinomial logistic regression models examined correlates of CCA communications. Descriptive and injunctive social norms, barriers to CCA, and climate change distress were consistently significantly associated with engaging in the three CCA communication modalities in the prior month compared to never. This study's results suggest that talking with peers is the most common form of CCA communication, and is associated with social norms and distinct barriers to CCA. Organizations that address climate change should consider utilizing dialogical approaches to shift social norms related to CCA, and foster CCA communications and address barriers to CCA. Key message: The UNFCCC COP 27 in Sharm El-Sheikh confirmed that climate policies too heavily rely on climate mitigation by forests rather than on de-fossilizing the energy system, to keep global warming within the safe 1.5 °C. Reliable mitigation by forests would imply healthy productive forests well adapted to climate change, and this is no longer the case. The current trend in loss of forest vitality shows that the adaptation of forests is urgently needed, but measures are being insufficiently adopted by foresters on the ground. In this letter, we wonder about the reasons for this inaction paralyzing climate-smart forestry and propose a way forward using a diversity-based no-regret approach in line with available knowledge. Afforestation and reduction of fossil fuel emissions are two major components of climate mitigation policies. However, their effects on the Earth's climate are different because a reduction of fossil fuel emissions directly alters the biogeochemical cycle of the climate system and modifies the physics of the atmosphere via its impact on radiation and the energy budget, while afforestation causes biophysical changes in addition to changes in the biogeochemical cycle. In this paper, we compare the climate and carbon cycle consequences of carbon removal by afforestation and an equivalent fossil fuel emission reduction using simulations from an intermediate complexity Earth system model. We performed two major sets of idealized simulations in which fossil fuel emissions follow extended Shared Socioeconomic Pathway (SSP) scenarios (SSP2-4.5, 3-7.0, and 5-8.5), and equal amounts of carbon are removed by afforestation in one set and by a reduction in fossil fuel emissions in another set. Our simulations show that the climate is cooler by 0.36, 0.47, and 0.42 ∘C in the long term (2471–2500) in the case of reduced fossil fuel emissions compared to the case with afforestation when the emissions follow the SSP2-4.5, SSP3-7.0, and SSP5-8.5 scenarios, respectively. The global mean surface temperature is cooler in the reduced fossil fuel emissions case compared to the afforestation case because the net biophysical effect of warming from afforestation partly offsets the biogeochemical cooling effect of afforestation. Thus, in terms of climate benefits, reducing fossil fuel emissions could be relatively more beneficial than afforestation for the same amount of carbon removed from the atmosphere. To meet climate policy goals, it will be necessary to deploy a series of low-carbon energy technologies, including nuclear power. The small modular reactor (SMR) can potentially support climate change mitigation and energy security issues. Small modular reactors (SMRs) are gaining popularity; however, one crucial debate is whether SMRs can compete economically with conventional nuclear reactors or not. From a commercial point of view, SMRs will be able to provide process heat in various industrial applications, replace older nuclear, natural gas, and coal power facilities, and serve smaller energy markets with less established infrastructure. Realizing these advantages would rely heavily on the near-term quick up-scaling of SMRs; this paper, then, examines and identifies some of the most hindering constraints and barriers for the quick deployment of SMR such as the technology choice, licensing, economy of scale and financing, public acceptance, supply chain, and proliferation. A clear identification of the evident and more hidden bottlenecks preventing a quick deployment is made putting in evidence areas in need of much deeper analysis than the one conducted by the SMR community so far. Environmental catastrophes, including the increased severity and frequency of climate extremes, can act as "windows of opportunities" that challenge citizens' mental models and motivate them to engage in reflective processes, challenging their pre-conceived ideas. Less well understood is whether experiencing changing weather conditions, common in mid-latitudes, can have a similar effect and increase the citizens' concerns about climate change and their willingness to accept more stringent climate policies. In this paper, we investigate the effects of changing seasonal temperature on the perceived seriousness of climate change and willingness to mitigate climate change. We use data from four yearly waves of a spatially explicit representative population survey in Germany and weather records from the postal code areas in which they live. To our knowledge, this study is the first analysis to link individual perceptions towards climate change and different mitigation options with seasonal temperature changes at specific locations in Europe. The analyzed perceptions were strongly influenced by socio-demographic characteristics and broader societal changes, as well as individual experiences of seasonal temperatures. The results show that experienced seasonal temperature change influences personal climate change concerns as well as the willingness to mitigate climate change, although with a weaker effect. The results indicate that it is the absolute temperature variation experienced that is important, rather than whether it is getting colder or warmer than usual. There is strong scientific evidence for the existence of the significant economic value of several climate-related co-benefits. However, these are seldom recognised in policy-making, and knowledge is still scarce on some co-benefit types and categories. To identify research needs and highlight policy-making opportunities, we propose a new framework and three-type-taxonomy of climate-related co-benefits. We define climate policy co-benefits, such as improved air quality, as 'Type 1'; co-benefits for climate objectives from policy-making in other fields, such as taxation, as 'Type 2'; and co-benefits from policies designed to achieve multiple objectives as 'Type 3'. In order to apply the framework and to analyse how co-benefits have been regarded in policy-making in a climate pioneering country, we also explore the case of Sweden. It is shown that several co-benefits exist, but that these are overlooked almost entirely in policy-making, constituting a bias against climate mitigation. In order to counteract this problem, the article presents a number of recommendations, including a call to researchers to identify and quantify additional co-benefits and to policy-makers on governance reforms, including the need to organise policy-making processes and set decision criteria that promote the consideration of co-benefits. This paper describes the macro-regional governance framework behind the climate adaptation policies that are currently in place in the Alpine area. Through this discussion, it specifically considers the implications of the regional governance of South Tyrol and Lombardy as case studies. Despite rising concern at the European level, there are still no specific guidelines in place for climate change governance at the macro-regional level. Macro-regions encompass multiple regions that have certain shared morphological characteristics. To address climate changes that occur here, they adopt optional larger-scale strategies without adequately considering territorial and governmental specificities at the regional level. Each individual region adopts specific climate adaptation strategies to deal with the challenges of the territories they govern, without considering the effects on their neighbours, decentralises climate policies to the lowest tiers of government, and encourages participation from individuals and non-governmental organisations. The Alpine macro-region is governed by three separate international/transnational institutions at the macro-regional level and is subject to different regulations from each of the 48 regions/autonomous provinces. One of these regions is Lombardy, which is particularly exposed to the effects of climate change due to having the highest values for land consumption and pollution in Italy. From the administrative point of view, it is an ordinary region, which means that it has the same legislative competences of the other Italian regions. South Tyrol is entirely mountainous. Being an autonomous province, it benefits from greater legislative autonomy than ordinary regions. Based on documental analysis of climate adaptation strategies, findings demonstrate that the preferred governance structure involves the presence of a coordinating institution (such as the province in South Tyrol or the region in Lombardy) that decides climate action, along with several other local institutions and stakeholders that have less decision-making power. Its preferred mechanism for addressing specific climate challenges is the definition of specific regulations and the draft of regional and mono-sectoral plans. These regulations do not relate strongly to wider-scale strategies at the macro-regional level, but are inspired by their principles and priorities. At both definition and implementation levels, the participation of local organisations is limited and not incentivised. Administratively, South Tyrol enjoys greater autonomy, whereas Lombardy must comply more closely with state regulations that limit its decision-making freedom. [ABSTRACT FROM AUTHOR]

Societal Impact Statement: Mixed species plantings present an attractive alternative to monoculture reforestation through their added benefits to biodiversity. Yet there is ambiguity in the use of the term 'biodiversity' in carbon and biodiversity markets, which may create perverse outcomes when designing schemes and projects. Here, we review how the concept of biodiversity is defined and applied in reforestation projects, and restoration more broadly. Improved transparency around the use of the term biodiversity is urgently needed to provide rigour in emerging market mechanisms, which seek to benefit the environment and people. Summary: Reforestation to capture and store atmospheric carbon is increasingly championed as a climate change mitigation policy response. Reforestation plantings have the potential to provide conservation co‐benefits when diverse mixtures of native species are planted, and there are growing attempts to monetise biodiversity benefits from carbon reforestation projects, particularly within emerging carbon markets. But what is meant by 'biodiverse' across different stakeholders and groups implementing and overseeing these projects and how do these perceptions compare with long‐standing scientific definitions? Here, we discuss approaches to, and definitions of, biodiversity in the context of reforestation for carbon sequestration. Our aim is to review how the concept of biodiversity is defined and applied among stakeholders (e.g., governments, carbon certifiers and farmers) and rights holders (i.e., First Nations people) engaging in reforestation, and to identify best‐practice methods for restoring biodiversity in these projects. We find that some stakeholders have a vague understanding of diversity across varying levels of biological organisation (genes to ecosystems). While most understand that biodiversity underpins ecosystem functions and services, many stakeholders may not appreciate the difficulties of restoring biodiversity akin to reference ecosystems. Consequently, biodiversity goals are rarely explicit, and project goals may never be achieved because the levels of restored biodiversity are inadequate to support functional ecosystems and desired ecosystem services. We suggest there is significant value in integrating biodiversity objectives into reforestation projects and setting specific restoration goals with transparent reporting outcomes will pave the way for ensuring reforestation projects have meaningful outcomes for biodiversity, and legitimate incentive payments for biodiversity and natural capital accounting. Climate action has been consolidated in cities through new social initiatives and institutional strategies. This article aims to contribute to understand social involvement in urban climate action and governance through a comparative analysis in two Spanish cities (Barcelona and Seville) guided by three research questions: 1) What spaces for collaboration with the administration and/or with other organizations for urban climate action and governance have been generated?; 2) What are the motivations and expectations of social organizations to get involved in these spaces?; and 3) To what extent active organizations in climate action collaborate (or not) with the administration for climate governance, and what limits do they perceive? This research combines a review of climate change policies and social initiatives, with interviews with key organizations in urban climate action to show the expansion and differentiation of the collaborative spaces for climate action and governance with the administration and with other organizations in both cities; and a variety of motivations for getting involved (or not) in those spaces. A better understanding of the limits and opportunities of the new public-civic partnerships is key to build rooted and transformative responses to the climate emergency. [ABSTRACT FROM AUTHOR]

Drought is an extreme climatic event that generates large impacts and losses in agriculture, causing the increase of global food insecurity and unsustainability of rural livelihoods. Based on this, the objective of this research was to conduct a systematic review of empirical studies that have reported the relationship between risk perception and adaptive strategies of farmers in the face of drought. For this reason, the review followed the guidelines and recommendations of the PRISMA statement. The databases consulted were Web of Science, Scopus and EBSCO. In total, 50 empirical studies, in Spanish and English, published between 2010 and 2021, that met the selection criteria were reviewed. The results highlight thdifferent factors influencingisk perception (years of experience, level of schooling, among others) and adaptation strategies (farm size, gender, access to credit, etc.). Finally, the effects of drought at the crop, livestock, personal and environmental levels were identified. In conclusion, we discuss its implications and limitations, highlighting the absence of studies in the Latin American region and in Spanish language. Future studies should be done with a place-based perspective, under which adaptive knowledge, beliefs, practices and actions can be recognized. Climates are formed throughout the world's life cycle and are vital for survival. Rapid changes in these climatic balances affect the maintenance of living beings and human life negatively, both directly and indirectly. Climate change is also an important variable that affects different sectors and organizational activities. One of the critical issues affected by climate change is water. In this context, there is a need for sustainable policies that will adapt to the new challenges emerging under climate change. This study aims to scrutinize the effect of climate change on Türkiye's water structure and resources in an effort to propose policy recommendations for long-term water management. To this end, the study examines the National Water Plan of Türkiye under traditional planning and/or management approaches (inactive, reactive, and preactive) and the proactive/interactive approach presented by Ackoff. The paper reveals that the National Water Plan of Türkiye consists of more strategies and policies with a reactive approach. Accordingly, it is recommended for Türkiye to give priority to "Proactive/Interactive" and/or "Preactive" strategies in climate change and sustainability. [ABSTRACT FROM AUTHOR]

There are two main ways to reduce anthropogenic GHG emissions: energy efficiency improvement and increase usage of renewable energy sources. Taking these two main ways into account, it is possible to analyze the main drivers of GHG emissions in the country and to make forecast of future GHG emissions based on historical trends. The Visegrad group (V4) countries, including Poland, Hungary, Slovakia, and Czech Republic were selected to provide comparative assessment of their GHG emission drivers and to evaluate effects of climate change mitigation policies in energy sector on GHG emission trends. The Kaya identity approach was applied allowing to perform simple multiplication. Kaya identity equation substitutes the factors with wellestablished and measurable quantities, which leave little space for ambiguity. The multiplying population size by GDP per capita, energy intensity, and carbon intensity of energy allows to get total GHG emissions in the country and define its energy efficiency or use of renewables are the main drivers of GHG emissions, including the effect of economic growth expressed by GDP per capita. Accurate estimation of emissions of greenhouse gases (GHGs) is required for making effective climate change mitigation policies at the national level. Among major sources, municipal solid waste (MSW) is an important source of GHGs, such as methane (CH4), generated during the anaerobic decomposition of organic matter. In Viet Nam, the emissions of GHGs are not well quantified, in particular from the MSW management system. In this study, we estimated emissions of GHGs from the MSW management system of Ho Chi Minh City (HCMC), considering the current waste management practices. In HCMC, landfilling has been a common practice of solid waste management. About 85 percent of the total MSW generated in the city has been landfilled at two landfill sites. Our estimates show that landfilling was the significant source of GHGs in HCMC, with a net contribution of 781.05 kg CO2-equivalent (CO2-eq.) per tonne of MSW landfilled. From the whole MSW management system, the direct GHG emission was 768.61 (kg CO2-eq. per tonne of MSW) with avoided emissions of 72.47 (kg CO2-eq. per tonne of MSW) through composting and recycling of MSW. The net GHG emission from the MSW management system was 696.14 kg CO2-eq. per tonne of MSW (≈1.665 million tonnes of CO2-eq. per year). One of the motivations for securing cooperation among multiple states is the belief that the public will be more supportive of adopting costly climate policies if other countries do so, both because this makes it more likely that important sustainability goals will be reached and because those efforts resonate with widely held fairness norms. However, some recent research suggests that public approval of climate action is independent of the policy choices made by other countries. Here, we present two different experimental studies fielded in multiple countries showing that multilateralism significantly increases public approval of costly climate action. Multilateralism makes climate policy more appealing by improving effectiveness beliefs and the policy's perceived fairness. Pursuing climate action within a multilateral setting does not only promise improved policy impacts, but may also generate higher levels of public support. In February 2021, Winter Storm Uri swept across the central and eastern United States bringing extreme cold, widespread power outages, and rolling blackouts throughout Texas. This storm prompted climate change to emerge as a major topic of controversy and conversation with scientists and the public alike, and many began to think about the impacts of climate change. Risk communication experts have suggested prior disaster experience is a key mechanism of understanding how risk perceptions are shaped, and ultimately, on how individuals arrive at a judgment, evaluation, or attitude toward information and situations. Drawing from risk communication scholars, we examined the role of prior disaster experience, risk perceptions of climate change, and individual characteristics on its relationship with support for climate change mitigation policy. To do so, we sourced a Qualtrics public opinion panel of residents who lived in Texas during Winter Storm Uri (n = 486) to answer a series of questions related to prior disaster experience, their climate change risk perceptions, and their support of climate change mitigation policy. We conducted two hierarchical regression models to examine how prior disaster experience and climate change risk perceptions predicted support for policy. We found the inclusion of prior disaster experience provided a significant change in the respondents support for climate change mitigation policy. Although academic conversations in agricultural communications have started to explore the varying opinions of climate change, there is much more research needed in this area to fully explore the dynamic and complex phenomena of climate change. Enhancing the resilience of complex social‐ecological systems (SES) to climate change requires transformative changes. Yet, there are knowledge gaps on how best to achieve transformation. In this study, we present an approach for assessing governance performance in SES and identifying leverage points to ultimately enhance climate resilience. The approach combines three different methods including a capital approach framework, fuzzy cognitive mapping, and a leverage points analysis. Using a coastal case‐study in Algoa Bay, South Africa, the performance of governance processes contributing to different forms of capital is assessed. Subsequently, leverage points ‐ where a small shift may lead to transformative changes in the system as a whole ‐ are identified based on measures of centrality and performance. Results suggest that a range of leverage points can improve governance performance and therefore climate resilience in the case‐study. Leverage points include improving (a) support from the provincial government; (b) priority given to climate change in the integrated development plan; (c) frequency of collaborations; (d) participation in the implementation of climate action plans; (e) allocation of funding to climate change actions; (f) the overall level of preparedness in terms of staff with relevant expertise; (g) public awareness and understanding of climate change. The approach can also be used to analyze and model the relations and interactions between capitals. The study advances methodological and theoretical knowledge on the identification of leverage points for enabling transformations toward climate resilience and broader sustainability goals in SES. Enhancing the ability to persist and adapt to climate change requires transformative governance of social‐ecological systems. The approach aims to identify key processes, where a small intervention may improve overall performance for climate change adaptation, and therefore transformation. Intensifying climate change impacts can divert the economic resources away from emission reduction toward adaptation to reduce rising damages, jeopardizing temperature stabilization within safe levels. Indeed, the traditional static welfare‐maximizing climate policy design leads to a conflict between mitigation and adaptation, invalidating the recently established consistency of cost‐benefit analysis with the Paris Agreement's targets. Here, we show that this tension can be resolved by integrating multi‐objective optimization and feedback control in the Dynamic Integrated Climate Economy model to design self‐adaptive climate policies trading off welfare maximization with the Paris Agreement compliance. These policies allow adjusting against uncertainty as information on the socio‐climatic system accumulates, thus representing the policy‐making process more realistically. We show that, the costs being the same as in traditional methods, warming above 2°C and the probability of overshooting can be drastically reduced, emphasizing the need for integrating adaptation and mitigation strategies and the value of embracing a self‐adaptive, multi‐objective perspective. Plain Language Summary: Traditionally, computer models are used to study the timing and magnitude of greenhouse gases emissions reduction, adopting an economic perspective. Yet, some well‐known major issues affect such analyses. First, the decisions need to be taken in an uncertain context, that is, without exact knowledge about the future evolution of climate and economy. Second, these decisions should be contemplating multiple climate policy targets and objectives simultaneously. Third, decisions can be refined and adjusted as we gain more information about the economy, the climate, and their interactions. Finally, climate adaptation strategies, that is, actions and policies that can reduce a part of future climate impacts, are often overlooked as they are treated implicitly. While the models have been improved over time, these problems have never been examined all at once. In this work, we explicitly consider climate adaptation and jointly solve the above issues to show that mitigation and adaptation strategies can be adjusted flexibly to reduce conflicts between different climate policy objectives. Yet, to achieve good performance across the indicators examined, fast climate action is required. Climate change is one of the most important ethical issues of our time. Urban scholars and policymakers now recognise the need to address justice concerns associated with cities' responses to climate change. However, little empirical research has examined whether and how cities have integrated justice into climate mitigation planning. Here, we show that large cities in the US are increasingly attending to justice in their climate action plans and that the recognition of structural and historical injustices is becoming more common. We demonstrate that justice is articulated differently across mitigation sectors, uncover local characteristics that may impact cities' level of engagement with justice, and introduce four policy tools that pioneer cities have developed to operationalise just climate policies on the ground. More attention to justice in policy implementation and evaluation is needed as cities continue to move toward just urban transitions.
