This paper is based on an understanding of the global immigration control regime as one of legal violence. It analyses the specialist literature that reveals the existence of an economy of deportability, understood as the unequal distribution of the forms of state power in the lives and freedoms of non-nationals, with gender playing a preponderant role. Taking a gender perspective, a selection of texts from the past two decades are reviewed that analyse the deportation and anti-trafficking apparatus in Europe, the United States and South America. The literature corroborates the existence of a gendered economy of deportability that generates social suffering that, in different ways and to differing degrees, shapes the (im)migrant presence in the national order. 12. Clusters of rare disorders and congenital anomalies in South America.

Objective. To map geographic clusters of rare disorders and congenital anomalies reported in South America. Methods. Qualitative systematic review conducted in Medline/PubMed, Lilacs, and Scielo electronic databases to identify studies meeting eligibility criteria. The strategy resulted in 1 672 unique articles, from which 164 were selected for full reading by a pair of reviewers. Results. Fifty-five articles reported at least one cluster of genetic disorders or congenital anomalies in South American territory. From these papers, 122 clusters were identified, of which half (61) were related to autosomal recessive disorders. Sixty-five (53.3%) of the clusters were located in Brazil. Conclusions. The results of the review reinforce that rare diseases and congenital anomalies can occur in a non-random way in space, which is discussed in the perspective of the complex history of formation, social organization, and genetic structure of the South American population. Mapping clusters in population medical genetics can be an important public health tool, given that such places concentrate cases of rare diseases that frequently require multiprofessional, specialized care. Therefore, these results can support important agendas in public health related to rare diseases and congenital anomalies, such as health promotion and surveillance. [ABSTRACT FROM AUTHOR]

15. Nearctic Pleistocene ungulates from the Pampean region (Argentina) in the historical collections of Santiago Roth in Switzerland: an overview.

- Abstract
Nearctic ungulates such as artiodactyls, perissodactyls, and proboscideans arrived in South America during the Great American Biotic Interchange. Among them are camelids, cervids, tayassuids, equids, tapirids and gomphotherids. A historical collection of Nearctic ungulates from Pleistocene deposits of the Pampean region in Argentina is here studied and described. The collection consists of specimens collected by Santiago Roth in the nineteenth century and brought to Europe, where they are housed in the paleontological collections of the University of Zurich and the Natural History Museum of Geneva. Among the taxa reported here are Notiomastodon platensis,Lama guanicoe, Hemiauchenia paradoxa, Tayassu pecari, Morenelaphus sp., Hippidion cf. H. principale, Equus cf. E. neogeus, and other indeterminate gomphotherids, camelids, tayassuids, cervids, and equids. The exact stratigraphic position of these fossils collected more than 130 years ago is in many cases uncertain. The historical collection is still relevant for taxonomic studies and for offering new insights into palaeobiogeography and palaeobiology of mammalian fauna of the region during the Pleistocene. 18. Phylogenetics in Scyphostelma (Apocynaceae: Orthosiinae) and description of new species.

In the tropical Americas, the Orthosiinae (Apocynaceae) comprises plant species with small but intricate flowers and harbours a tremendous, still understudied diversity currently classified in four genera, Jobinia, Monsanima, Orthosia and Scyphostelma. In this study, we describe and illustrate four new species of Scyphostelma: S. bolivianum, S. gracile, S. rotorum and S. solomonii, based on specimens collected in Bolivia and Peru. Phylogenetic analysis places S. bolivianum and S. gracile in a clade with S. harlingii, a species from southern Ecuador and central Peru, together as sister clade to the rest of Scyphostelma. Due to the size of flowers and the long-filiform peduncles and pedicels, we consider the two new species S. rotorum and S. solomonii and the new combination S. erikseniae a part of the S. harlingii group, for which an identification key is presented. Furthermore, four species names are lectotypified and six new combinations in Scyphostelma are made: S. fasciculiflorum, S. jaramilloi, S. purpurascens, S. quitense, S. stenospira and S. unguiculatum. 21. Pandemia y desintegración regional: la COVID-19 y el retroceso de la comunidad de seguridad sudamericana

The article analyzes the development of a security community in South America and the impact that the coronavirus pandemic had on it. By using a constructivist methodology, the paper analyzes how the crisis of regionalism, the difficulty in defining common threats and the erosion of a collective identity hampered the maturation of the community. In this context, it is argued that the health crisis caused by COVID-19 gave rise to a securitization process that deepened the process of dismantling that community and was reflected in three indicators: 1) the proliferation of discourses that identify neighbors as a threat to safety and health; 2) a fortification of the borders; 3) an increase in the militarization of citizen security and other spheres of the public arena. It is concluded that this type of practice and discourse gives rise to a type of political community similar to an anarchic society, where states identify themselves as rivals rather than friends. El artículo analiza el desarrollo de una comunidad de seguridad en América del Sur y el impacto que tuvo sobre ella la pandemia provocada por el coronavirus. A partir de un enfoque constructivista, en la primera parte del trabajo se explica cómo la crisis del regionalismo, la dificultad para definir amenazas comunes y la erosión de la identidad colectiva atentaron contra la maduración de la comunidad de seguridad sudamericana. Sobre este escenario, se argumenta que la crisis sanitaria originada por la COVID-19 dio lugar a un movimiento de resecuritización que profundizó el retroceso de la comunidad y se manifestó en tres indicadores: 1) la proliferación de discursos que identifican a los vecinos como una amenaza a la seguridad y la salud; 2) la fortificación de las fronteras; 3) el incremento de la militarización de la seguridad ciudadana y otras esferas de la arena pública. Como conclusión, se sostiene que ese tipo de prácticas y discursos da lugar a un tipo de comunidad política parecida a una sociedad anárquica, en la que los Estados se identifican más como rivales que como amigos. O artigo analisa o desenvolvimento de uma comunidade de segurança na América do Sul e o impacto que a pandemia do coronavírus teve sobre ela. Usando um enfoque construtivista, na primeira parte do trabalho explica-se como a crise do multilateralismo, a dificuldade em definir ameaças comuns e a erosão da identidade coletiva ajudou ao retrocesso da comunidade. Neste contexto, argumentamos que a crise de saúde causada pelo Covid-19 deu origem a um movimento de ressecuritização que aprofundou o processo de desmantelamento dessa comunidade. Essa securitização também se manifestou em três fatores específicos: 1) a proliferação de discursos que identificam os vizinhos como uma ameaça à segurança e à saúde; 2) uma fortificação das fronteiras; e 3) aumento da militarização da segurança cidadã e de outras esferas da arena pública. Finalmente, concluímos que esse tipo de práticas e discursos dão origem a um tipo de comunidade política mais semelhante a uma sociedade anárquica, onde os estados se identificam como rivais e não como amigos.

Este trabajo propone una agenda de investigación para la Ciencia Política continental: el estudio de la institución vicepresidencial. El artículo revisa la escasa atención que esta institución ha tenido en la academia. Presenta una revisión bibliográfica del abordaje recibido en la Ciencia Política estadounidense y en América del Sur, desarrolla una mirada comparada de los distintos arreglos institucionales existentes en América del Sur y propone distintas líneas de investigación que podrían articularse y aportar significativamente a otros temas abordados por la Política Comparada continental. This paper proposes a research agenda for Political Science in South America: the study of the institution of the vice-presidency. The article points out the scarce academic attention that this institution has received. It presents a bibliographical review of the way the subject has been dealt with in Political Science in the United States and in South America, develops a comparative approach to the different institutional arrangements existing in South America, and proposes different lines of research that could be articulated and thus contribute significantly to other topics studied by Comparative Politics on the continental level. Este artigo propõe uma agenda de pesquisa para a ciência política continental: o estudo da instituição da vice-presidência. O artigo analisa a escassa atenção que essa instituição tem recebido na academia. Apresenta uma revisão de literatura da abordagem recebida na ciência política estadunidense e na América do Sul. Além disso, desenvolve uma perspectiva comparada sobre os diferentes arranjos institucionais existentes na América do Sul e propõe algumas linhas de pesquisa que poderiam se articular e contribuir significativamente para outros temas abordados pela política comparada latino-americana.

The shortage of reliable primary taxonomic data limits the description of biological taxa and the understanding of biodiver sity patterns and processes, complicating biogeographical, ecological, and evolutionary studies. This deficit creates a significant taxo nomic impediment to biodiversity research and conservation planning. The taxonomic impediment and the biodiversity crisis are widely recognized, highlighting the urgent need for reliable taxonomic data. Over the past decade, numerous countries worldwide have devoted considerable effort to Target 1 of the Global Strategy for Plant Conservation (GSPC), which called for the preparation of a working list of all known plant species by 2010 and an online world Flora by 2020. Brazil is a megadiverse country, home to more of the world’s known plant species than any other country. Despite that, Flora Brasiliensis, concluded in 1906, was the last comprehensive treatment of the Brazilian flora. The lack of accurate estimates of the number of species of algae, fungi, and plants occurring in Brazil contributes to the prevailing taxonomic impediment and delays progress towards the GSPC targets. Over the past 12 years, a legion of taxonomists motivated to meet Target 1 of the GSPC, worked together to gather and integrate knowledge on the algal, plant, and fungal diversity of Brazil. Overall, a team of about 980 taxonomists joined efforts in a highly collaborative project that used cybertaxonomy to prepare an updated Flora of Brazil, showing the power of scientific collaboration to reach ambitious goals. This paper presents an overview of the Brazilian Flora 2020 and provides taxonomic and spatial updates on the algae, fungi, and plants found in one of the world’s most biodiverse countries. We further identify collection gaps and summarize future goals that extend be yond 2020. Our results show that Brazil is home to 46,975 native species of algae, fungi, and plants, of which 19,669 are endemic to the country. The data compiled to date suggests that the Atlantic Rainforest might be the most diverse Brazilian domain for all plant groups except gymnosperms, which are most diverse in the Amazon. However, scientific knowledge of Brazilian diversity is still un equally distributed, with the Atlantic Rainforest and the Cerrado being the most intensively sampled and studied biomes in the coun try. In times of “scientific reductionism”, with botanical and mycological sciences suffering pervasive depreciation in recent decades, the first online Flora of Brazil 2020 significantly enhanced the quality and quantity of taxonomic data available for algae, fungi, and plants from Brazil. This project also made all the information freely available online, providing a firm foundation for future research and for the management, conservation, and sustainable use of the Brazilian funga and flora. Applying Unsupervised Machine Learning techniques to a set of nominal variables (based on the optimum currency area [OCA] theory and the Maastricht Treaty criteria) and industrial indicators (based on similar production patterns), this paper aims to identify potential candidates for a monetary integration in South America (SA). The main conclusion is that, according to the clustering of the nominal and industrial indicators, the countries in best position for a hypothetical monetary integration in SA are Chile, Colombia, and Perú (and Ecuador to a lesser extent); countries that are generally members of the same cluster. This group of economies, which belong to the Pacific Alliance, are in a better position to meet various criteria for regional monetary integration, such as nominal convergence and similar production patterns, Resumen Aplicando técnicas de Aprendizaje Automático no Supervisado para un conjunto de variables nominales (señaladas por la teoría de las áreas monetarias óptimas [OCA] y los criterios del Tratado de Maastricht) e indicadores industriales (basados en patrones de producción similares), este documento tiene como objetivo identificar candidatos potenciales para una integración en Sudamérica (SA). La principal conclusión es que, según el agrupamiento de los indicadores nominales e industriales, los países en mejor posición para una hipotética integración monetaria en SA son Chile, Colombia y Perú (y Ecuador en menor medida).
