'Tied visa' regimes are labour migration policies that condition migrants' visas on employment with a particular employer, thus restricting their access to the labour market. This article considers how, under such regimes, control by the state shapes control by employers, and investigates the resemblance between official migration control policies and private means of control and coercion, amounting to forced labour and trafficking. The discussion includes the theoretical analysis and empirical consideration of a case study: the Israeli tied visa regime, regulating migrant workers and Palestinian workers. The consideration of two groups of non‐citizen workers, subject to different but related regimes, enables a novel analysis of the coercive impact of common labour migration policies, and of the justifications offered for such policies. The Israeli Supreme Court demonstrated some commitment to constitutional principles protecting non‐citizens, but later withdrew from these principles and justified tied visas on the grounds that they serve the perceived public interest. International migration is arguably an important challenge and opportunity for the world today. In these two first decades of the 21st century, we are witnessing important changes in the direction of flows, the motivations of people on the move and the complex patterns of human migration. In addition, 2020 has brought an extraordinary and unexpected pandemic crisis, that has temporarily brought international migration to a standstill while further exacerbating inequalities and vulnerabilities of migrants and their families. This special issue finds its origins in the inaugural conference of the Canada Excellence Research Chair in Migration and Integration programme at Ryerson University in Toronto which took place in February 2020, while the COVID‐19 epidemic was being felt in China but was still believed to remain a regional and short‐lived challenge. As we developed our writing, COVID‐19 turned into a global pandemic pushing us also to rethink some of our considerations and arguments. The first set of papers aims to unsettle the main migration policy narratives and to critically engage with dominant views of international migration governance. The second set of papers focuses on the new complex realities of temporary migration, investigating critically policies and practices in different world regions, and how they compound vulnerabilities for migrants while failing to offer a sustainable way forward. This paper is an empirical study of what solidarity in a Western European healthcare system means today. Drawing upon empirical research on the 2015 refugee cohort's health needs and their health‐seeking behaviour, it unites claims from the literature on solidarity in the fields of migration and healthcare. I argue that the Austrian healthcare system not only is an example of 'civic solidarity' in the form of institutionalised obligations to citizens but that it also enacts political forms of solidarity and produces political inclusion for marginalised groups such as refugees. My findings show that being entitled to and accessing services in the healthcare system holds meaning beyond the provision of care: It enables to act autonomously, to build familiar relationships with Austrian institutions, inclusion via the personal electronic health card and to support others in the same solidaristic system. These insights can be used to raise awareness about the inclusional function of healthcare services among practitioners. They also show how solidarity‐based healthcare systems can be a motor for shaping positive relationships between immigrants and the host country, and point to additional modes of solidarity in the context of forced migration next to civil society and nonstate support structures. Introduction: Associations between structural inequalities and health are well established. However, there is limited work examining this link in relation to mental health, or that centres public perspectives. This study explores people's experience and sense‐making of inequality in their daily lives, with particular consideration of impacts on mental health. Methods: We conducted a peer research study. Participants had to live in one of two London Boroughs and have an interest in inequalities and mental health. Using social media, newsletters, local organisations and our peer researchers' contacts, we recruited 30 participants who took photos representing their experience of inequality and discussed them during semi‐structured interviews. Data were analysed using reflexive thematic analysis. Results: Three themes were identified in this study: (1) inequalities are unjust, multilayered and intertwined with mental health. Accounts demonstrated a deep understanding of inequalities and their link to mental health outcomes, describing inequalities as 'suffering' and 'not good for anyone'. Financial, housing, immigration and healthcare problems exacerbated poor mental health, with racism, gender‐based violence and job loss also contributing factors for both poor mental health and experiences of inequality; (2) inequalities exclude and have far‐reaching mental health consequences, impacting personal sense of belonging and perceived societal value and (3) moving forwards—addressing long‐standing inequality and poor public mental health necessitated coping and resilience strategies that are often unacknowledged and undervalued by support systems. Conclusion: Lived experience expertise was central in this study, creating an innovative methodological approach. To improve public mental health, we must address the everyday, painful structural inequalities experienced by many as commonplace and unfair. New policies and strategies must be found that involve communities, redistributing resources and power, building on a collective knowledge base, to coproduce actions combatting inequalities and improving population mental health. Lambeth Palace Library's primary function is to preserve the records of the Church of England, but there are ample opportunities for researchers to use these archives to better understand Britain's histories of citizenship, race relations, and migration in the twentieth century. Lambeth Palace Library (LPL) houses documents on projects on race relations undertaken by the British Council of Churches and the Church of England's Board of Social Responsibility's Race and Community Relations Committee, as well as Archbishop Michael Ramsey's correspondence from his tenure as Chair of the National Committee of Commonwealth Immigrants. These papers attest to the Church of England's significant role in urgent national debates on migrant rights and race equality, and the work of organisations representing the interests of Commonwealth migrants as they actively sought the support of church leaders in their campaigns. LPL collections reveal the important place British churches had in building networks, providing funding and supplying resources to support anti‐racist organisations, and the ways ideas of Britishness were contested in the 1960s and 1970s around the passage of the Commonwealth Immigrants Acts and Race Relations Acts. Papers in LPL collections can also be used to critically examine post‐imperial formations of Whiteness, xenophobia and the racialisation of British citizenship. [ABSTRACT FROM AUTHOR]

This paper investigates the intra‐urban residential migration of workers in Melbourne and assesses the spatial effects of this dynamic on urban internal structure and spatial labour markets. Intra‐urban migration is an important category of internal migration that relocates human and social capital in urban areas, contributing to changes in urban residential and labour market structure. This paper fills the gap in internal migration literature by determining spatial residential movement dynamics through a spatial analysis of census‐based intra‐urban migration flow data. In addition to detailed migration flow analysis undertaken at a local scale, the paper contributes an improved economic data geography based on functional economic regions (FERs) that permits analysis of the intersection of worker migration flows with sub‐metropolitan labour markets. Our results show that intra‐urban migration results in a strong outward flow of workers in Melbourne, which primarily appears to be shaped by spatial housing markets. This process, in turn, contributes to the dispersion of labour markets in Melbourne, complicating policy aims concerning urban agglomeration and limiting urban spatial expansion. This paper reports the validation and psychometric properties of the Positive and Negative Perception of Immigrants Scale (PANPIS)—a new measure to assess positive and negative attitude towards immigrants. Across two studies (N = 956), the psychometric evidence of the PANPIS is presented. As expected, exploratory factor analysis suggested a two factors and 14‐item structure, which was ratified using a confirmatory factor analysis. Corroboration of the measure's robustness was provided by a multigroup‐CFA, which yielded evidence for the gender invariance of the measure (Study 1). Study 2 showed measurement invariance of the online version with respect to the paper‐and‐pencil version. Reliability, discriminant, and criterion validities were examined across Studies 1 and 2 showing satisfactory results for both paper‐and‐pencil and online versions, respectively. These results suggest that the PANPIS is a psychometrically sound measure having the distinctive characteristic to simultaneously investigate prejudice by capturing both positive and negative attitudes towards immigrants. This paper studies the history of contractual choice in coffee plantations of São Paulo, Brazil. It focuses on the consolidation of non‐captive labour markets in the early phases of the transition from slavery in the country, particularly in the 1840s–50s. Vis‐à‐vis the alternatives of fixed rents and fixed payments per time worked or piece rates, the paper examines the rationale for the adoption of sharecropping arrangements with European bonded labourers. New archival evidence suggests that sharecropping had no obvious productivity advantage over alternative labour–rental arrangements in this period, and that the adoption of sharecropping arrangements resulted from the positional advantage of its first proposers, who influenced later choices of contractual design. A credit‐labour tie‐up long outlived the original sharecropping arrangements, in turn allowing for the immigration of poor and credit‐constrained Europeans, paving the way to insert Brazil into the circuits of mass migration without promoting institutional reforms to attract non‐bonded immigrants. Court ethnographies have commonly relied on the physical presence of the ethnographers. This paper explores the opportunities and the challenges of conducting court ethnographies without this physical presence. Specifically, it examines what it means to conduct remote ethnographies of legal processes where neither the ethnographer nor the other hearing participants are physically co‐present. The sudden shift towards remote hearings in fieldwork conducted during the COVID‐19 pandemic presented an opportunity to compare in‐person and remote ethnographic methods. Through a case study of bail hearings in the immigration tribunal in the UK, this paper explores the value and challenges associated with conducting remote ethnographies and asks how they can help to shed light on the impact of absences in legal events. This qualitative study aims to contribute to our understanding of how second‐generation immigrants negotiate their multiple identities, and construct their feelings of belonging. We focus on second‐generation ethnic Kurds, a stateless ethnic group with a complex political and social history, who have seldom been investigated in a UK context. Drawing on data from interviews with 14 Kurds living in the UK, this paper outlines the tensions in Kurds' lived experiences of Kurdish and British identity; in particular, experiences of feeling "othered" and how this manifests in relation to their identities. We found that Kurds most commonly dealt with some of the tensions they experienced from not belonging or feeling like an "other" by constructing new identities with more permeable boundaries of belonging; in this study, this was achieved through a "place‐based" identity. In sum, this paper offers a novel contribution to discourses of belonging, by demonstrating how the nuances of belonging and its lived complexities manifest in the experiences of UK‐based second‐generation Kurds, and the resultant strategies that they adopt to navigate tensions. This paper aims to shed light on the mobility of people and relics in the seventh century. It will show that Emperor Heraclius strategically designed his movements and those of his household, citizens, and officials, as well as those of relics within and beyond the borders of Byzantium, in order to consolidate the empire and his position in it. These movements also allowed Heraclius to associate himself effectively with Old Testament, antique, and Byzantine exemplary models of leadership. Overall, this look at mobility in terms of political ideology and propaganda provides a more nuanced understanding of imperial leadership in seventh‐century Byzantium. [ABSTRACT FROM AUTHOR]

Despite this being the era of migration, no systematic theory of international migration has emerged, nor is there an academic or political agreement on ways in which migration is a 'gendered' process. Both theoretically and as inputs in the policy‐making process, gender‐blind approaches have actually rendered the gender dimension of migration more or less invisible. Through an in‐depth examination of the place of gender in the key theories of migration and relevant sources of data, the paper seeks to take stock of how these theories treat this dimension and investigate the cross‐sectional challenges in uncovering gender in international migration data. It, therefore, provides a critical review of both theory and data by shedding much‐needed light on their neglect of the gender aspects. Our findings based on a conceptual review of the literature and a case study based on Eurostat data on migration drivers demonstrate that migration theories and statistics typically equate gender with sex, which limits our ability to develop a comprehensive understanding of how complex gender dimensions shape the migration process. Moreover, given the extent to which existing data and theories overlook the intersectionality between the drivers of migration and diversity within migrant groups, this gap in knowledge presents an obstacle to gender‐responsive migration governance. In light of this, the paper discusses priorities for 'gendering' international migration research. We argue that in addition to improving accuracy and coverage of sex‐disaggregated statistics on international migration, both regular and irregular, it is crucial to develop quantitative as well as qualitative indicators to monitor the gender dimension in this area. Social determinants of health are a subject of growing interest, yet criticisms have emerged about the way determinants are conceptualized in nursing. A tendency to focus on readily observable living conditions and measurable demographic characteristics can divert attention, it has been said, from the less visible underlying processes which shape social life and health. To illustrate how the analytic perspective determines what becomes visible or invisible as a "determinant" in health, this paper presents a case exemplar. Drawing from news reports and research in real estate economics and urban policy analysis, it explores a single local infectious illness outbreak through a series of progressively more abstract units of inquiry, considering mechanisms of lending and debt financing, housing supply, property valuation, tax policy, change in the structure of the financial industry, and international patterns of migration and capital flow, among other factors, which contributed in various ways to creating unsafe living conditions. An analytic exercise calling attention to dynamism and complexity in social processes, the paper offers a political‐economy‐based approach that serves as a cautionary note against oversimplification in discussions of health causality. Has skilled immigration into the UK led to a reduction in the training of native‐born workers? To address this concern, this paper describes a theoretical model where immigration can affect the training of native‐born workers both positively and negatively, and where its effects may differ according to the characteristics of the migrant and of the training firm's sector. It then investigates this issue empirically using UK Labour Force Survey data from 1995 to 2018. At the aggregate level, there is a small positive association between skilled immigration and native training rates. However, a more disaggregated analysis finds that the relationship between immigration and native training depends on the skill level of the immigrant, the skill level of trainees, and the sector into which immigration occurs. In particular, traded goods sectors show a positive association between training of UK‐born workers and both unskilled and skilled immigration. In non‐traded high‐wage sectors, the association between skilled immigration and UK‐born training is negative. These findings highlight the importance of allowing for heterogeneous effects from immigration when formulating policy or when modelling immigration's effects across the wider economy. Although there are contesting perspectives on migration, there is little understanding of how narratives of various policy actors shape migration governance in West Africa. This paper relies on a desk‐review and qualitative data to examine the narratives that shape migration policy formulation and outcomes in West Africa. The findings indicate that while various stakeholders have been championing divergent narratives on migration, programmes that have been adopted by West African countries to manage migration have largely been based on the narratives of political elite and international development partners, although there were situations where these narratives were not supported by any strong evidence. While early views on the impacts of international migration portrayed it as a threat to socio‐economic development, more recent narratives have recognized the potential of migration to contribute to socio‐economic transformation. Consequently, various West African countries are developing policies to harness the benefits of immigration, emigration and return migration for socio‐economic development. [ABSTRACT FROM AUTHOR]

Much of intra‐Asian labour migration is regulated on the basis of governing tools that aim at managing cross‐border movement of workers on a strictly temporary, employer‐tied basis. The key elements involved in the operationalization of strictly temporary migration are recruitment, remittances and return; these three 'Rs' are also central to global policy discussions around the migration‐development nexus. The core premise of this paper is that this strict framework results in a particular form of migrant precarity which in turn shapes migrant transnationality, leaving migrants with severely circumscribed labour agency. This leads to the argument that temporary migration paradigm as practiced in much of Asia constitutes involuntary transnationalism. The paper ends by arguing that based on proactive migrant rights activism, the involuntary character of transnationalism is being challenged by bringing a different set of 'Rs' into the discussion derived from global social policy and global justice perspectives: regulation, redistribution and rights. Numerous studies in the field of international migration focus on utilizing migrant networks in migration process, outlining their role in the choice of destination country as well as in the job search process. However, relatively few of the studies discuss migrant networks' role in the choice of a specific location within destination cities. This paper contributes to this research area by providing additional insights into the motives behind choosing place of residence by immigrants in contemporary European cities. In our paper, we use data of a tailor‐made survey of 610 Polish immigrants, who emigrated from Poland to the UK shortly after 2004, that is, after opening of the British labour market for Polish citizens. Our study results reveal that propensity towards living in the Polish neighbourhood is inversely correlated with migrants' English language proficiency. Moreover, we discover that networking within the Polish diaspora is to a large extent limited to family and close acquaintances, which most likely results from the limited generalized trust towards other Poles. Based on our study results, we argue that settling in geographical proximity of migrant's ethnic group is likely to maintain its relevance in the contemporary cities, especially in case of immigrants with poor destination language skills. Drawing from an ethnographic study with mixed‐status siblings who relocated from the United States to Mexico, I argue that access to U.S. papers continues to shape young people's educational lives beyond U.S. borders. Findings illustrate how U.S. passport privileges as well as young people's crossing of national, institutional, and linguistic borders shape how they navigate their migration and educational experiences within and across the transnational contexts of their lives. Contextual entrepreneurship and mixed embeddedness approach alike emphasize the importance of the political‐institutional embeddedness next to social embeddedness along with further contexts for migrant entrepreneurship, yet the aspect of international migration policies as an important institutional framework has been somewhat neglected. This paper introduces the case of political‐institutional embeddedness of migrant entrepreneurship in Japan from an international migration policy perspective, discussing embeddedness of migrant entrepreneurs and their support institutions from a multi‐scalar perspective. By analysing the migration policy context of migrant entrepreneurship at different policy levels, that is, national, regional and urban scales, it demonstrates the analytical value of differentiating policies along these scales and also their inter‐connectedness, conceptually proposing the inter‐ and trans‐scalarity of these policy contexts. By bringing issues of migration regimes and particularly the East Asian developmental state as a lens to analyse migrant entrepreneurship, it brings further approaches in comparatively analysing different entrepreneurial contexts for future research. Transnational families have long used migration as a strategy for upward social mobility. However, migration projects are increasingly complex and often do not involve a single move from one country to another. Drawing on qualitative interviews, this paper explores how Latin American families negotiate different stages of their migration from Latin America to Spain to the UK. The paper demonstrates how families negotiate within the opportunity structures afforded to them to achieve physical and social mobility. These opportunities are structured by different legal regimes and the way that immigration, citizenship and labour market policies are implemented. The initial migration from Latin America to Spain had enabled Latin American families to gain economic stability and EU citizenship, but at the cost of a period of family separation. However, faced with the financial crisis, some families opted for onward migration to the UK, a process that resulted in families becoming "re‐transnationalised." [ABSTRACT FROM AUTHOR]

This paper contributes to the literature on multiple migrations by using qualitative data to address two questions. First, why do some migrants engage in multiple moves that may include returns or re‐migrations? Second, how do migrants frame these multiple migrations? The paper focuses on the paths of Colombians and Ecuadorians in Spain as they reacted to the 2008 economic crisis, which severely affected their employment options. The crisis started a new migratory cycle in Spain, with significant numbers of migrants who returned to countries of origin or migrated onward. This paper argues that precarious incorporations leave migrants susceptible to economic shocks and push many to move again. New migrations are often a constant search for stability that is marked by precarity and mediated by economic resources, gendered expectations and generational attachments. [ABSTRACT FROM AUTHOR]

In this paper, I explore how the diverse labour migration practices of people who challenge their state's restrictive policies produce a form of stigma that extends from people to the places where they reside. Drawing on the findings of Participatory Action Research (PAR) conducted in Nepal, I demonstrate how people residing in one such place attempt to undo stigma by adopting diverse practices amidst restrictive anti‐trafficking and migration policies. I reveal a novel practice of prospective labour migrants negotiating and receiving money from their choicest mobility facilitators to assist their unauthorised labour migration. This exchange of money potentially criminalises prospective labour migrants, their family members, unlicensed and licensed recruitment agents, community leaders, anti‐traffickers, government officials, hotel owners, transport service providers, and airport immigration officials as traffickers. Underscoring the collateral damage of anti‐trafficking in Nepal, I assert that the exchange of money to facilitate unauthorised migration expands the remit of criminalisation of citizens as "traffickers". International student migration (ISM) makes up an increasingly significant part of all international migration. Scholars have unpacked various aspects of this global mobility. While ISM scholarship has largely focused on a particular stream of migration—namely, student migration from the Global South to the Global North—recent studies have expanded this research to include more diverse case studies. ISM scholarship has also analysed education agents, who provide migration infrastructures and enable student mobility (or, in some cases, immobility). But the scholarship's characterisations of these agents remain somewhat limited: Studies focus largely on the oversized role agents play in student recruitment processes—that is, as those who enable initial mobility. This paper analyzes a unique case study—Indian medical students in Yerevan, Armenia—to unpack education agents' extensive, oftentimes problematic roles in structuring students' postmigration experiences. Studies on migration and education have examined homeland returns as part of family strategies around acquiring desired cultural capital. However, the impact of return migration and transnational mobility on homeland educational landscapes remains under‐researched. Using ethnographic data from Ghana, Senegal, the UK and the US, this paper shows how 'international' schools on the African continent have emerged as places where young transnational Africans can acquire cosmopolitan and Afropolitan competencies and outlooks. This paper seeks to broaden existing understandings of migrant worker flexibility drawing on the data from the two ethnographic studies of low-wage employers and Eastern European migrants in Scotland. It focuses on the temporal aspects of flexibility production in employment discourse and temporal expectations about flexible migrant workers. Our findings reveal double movement of interruption and remaking of temporal flexibility, which challenges directional expectations about time and unsettles the assumed connectivity between flexibility's temporal elements. Uncertainty and instability of migration and employment frameworks undermine the attempts of employers and migrants to manage time, to develop continuous portfolio careers and coherent temporal horizons. Furthermore, contested temporal expectations about flexible migrant workers create fragmented and fractured "flexiworkers" that do not fit within the existing temporal frameworks of signs, routines, and rhythms. The paper suggests re-orientation of flexibility debates beyond temporal measurement, outside familiar temporal structures, and towards redefinition of flexible worker identities. Migration‐information campaigns informing potential migrants about the risks of the journey and the harsh life conditions in the destination countries have emerged as prominent tools of migration management in the last decades. Despite their growing importance, little is known about their local implementation in countries of transit and origin as well as their influence on potential migrants' perceptions and experiences. The central objective of this paper is to understand how migration‐information campaigns are implemented on a local scale and how they shape the perception and discourses of migration in the region. We pursue a multi‐scalar analysis of international migration management policies and their outcomes in a specific place and link them with local migration aspirations. The paper is based on qualitative empirical research carried out in Harar, a medium‐sized city in the Harari regional state of Ethiopia. Drawing on interviews with government officials, NGOs, city dwellers, and return migrants, as well as the analysis of policy documents and scientific literature, we show how the local implementation of migration‐information campaigns shapes the local perceptions and discourses on migration within which migration aspirations are embedded. We found that information campaigns did not take into account the complexity and multifaceted nature of local socioeconomic and political conditions which reflects the discrepancy between policy discourses at large and people's perceptions. This paper outlines recent data collection tools and methodologies that the International Organization for Migration (IOM) has been using in order to gather information on human mobility as influenced by environmental factors and their impacts. It looks at alternative ways for collecting and analysing data in the face of methodological challenges related to the multicausality of movements, the voluntary/involuntary continuum in human (im)mobility decisions in the context of environmental and climate change, and the policy and epistemological imperative from viewing migration as an adaptation strategy. The paper finds that certain data collection approaches can be quickly deployed in rapid‐onset disasters as well as applied in contexts of gradual, slow‐onset environmental change to provide information useful for operational responses to immediate crises and/or for developing policies in response. This paper offers an unconventional approach to the migration‐development nexus by zooming in on the health sector. Although state strategies promoting nurse migration are widely studied, comprehension on how the state functions as a central actor in emigration is empirically deficient in accounting for the different development levels experienced by sending countries. Drawing from the literature on policy instrument choice, this paper examines how the Philippines as the leading nurse sending state in the world intervenes in the emigration of Filipino nurses and what are the effects of these interventions? Based on a key informant survey (N = 100), regression results show that the state's regulatory authority in the remittance market triggers the positive contribution of nurse remittances on health sector development. This paper concludes by discussing how the choice of policy instruments is a crucial decision point for nurse‐sending countries when maximizing the development impact of emigration on the health sector. Immigration is a central topic in public and public policy debates and will remain a critical issue in the foreseeable future. More specifically, US immigration policy mandates employers to treat temporary immigrant under the H2A visa program and domestic agricultural workers as perfect substitutes, requiring employers to pay the two types of workers the same wage. This paper investigates the effects of immigration and immigration amnesties on the shadow economy. We make use of an array of Italian immigration data and original shadow economy estimates for the years 1996–2006, comprising a panel of local‐level aggregate statistical information, and a microlevel survey of representative households. We find a robust and positive relationship between the presence of immigrants and the unobserved economic activity at the local level. Nevertheless, the impact of immigration on the Italian unofficial economy is relatively small in magnitude. We also exploit the discontinuity created by the implementation of the 2002 immigration amnesty, which increased the stock of documented migrants by almost 50%. According to our results, the Italian 2002 immigration policy only slightly weakens the link between immigration and the extent of the unobserved economic activity. [ABSTRACT FROM AUTHOR]

This paper asks whether welfare chauvinism applies to co‐ethnic migrants. Existing research on welfare chauvinism, the view that welfare provision should be restricted to native‐born citizens and that migrants should be excluded from provision, has largely focused on ethnic difference as a main motivation, but little attention is given to whether native‐born citizens discriminate among co‐ethnics. Using a choice‐based conjoint experiment and various framing interventions, this paper considers whether South Koreans discriminate against co‐ethnic migrants in providing social housing. It also considers whether public cost and recipient contribution requirements affect discrimination. We find that co‐ethnics are subject to welfare chauvinism, with applicants from more developed and culturally similar origins more preferred, but we do not find that the cost structure motivates discrimination based on origins. Migration inherently embodies uncertainty and dynamism, eluding precise conceptualization, definition and measurement. Embedded within intricate migration driver environments and shaped by the diverse agency of actors involved—prospective migrants, intermediaries and policymakers—migration defies easy prediction and effective policy response. This inherent complexity within international migration flows poses immediate and long‐term governance challenges. This paper delves into the impact of migration‐related uncertainty on European migration governance. We scrutinize how uncertainty shapes migration policy responses and investigate the roles of key actors in assessing and communicating various facets of migration‐related uncertainty. Employing illustrative cases—the Syrian refugee situation and environmentally induced migration—we uncover how uncertainty influences European migration governance and policymaking. Our study sheds light on the interplay between migration uncertainty and governance processes. Prior to COVID‐19, migrant journeys through the Mediterranean were often described with reference to the barriers posed within 'fortress Europe' or through registers which centre migrant's adeptness at navigating draconian immigration regimes. Between these two contexts, this paper explores how a public authority lens can assist in understanding the implications of COVID‐19 and associated vaccine bureaucracies. We draw on ethnographic research on the Italian‐French Alpine border and chart how 'vaccine populism'—perpetuated in nationalist political discourse as well as in the counter‐commentaries of resistance offered by solidarity networks—has specific implications for migrants' access to vaccines and health information. We argue that analyses attentive to the subtle nuances of state and local politics provide an important entry point to map multi‐scalar power dynamics which accompany universal health policies. Political debates about immigration provoke strong nationalistic pushback from citizens, constraining the policymaking capacity of states. This paper investigates to what extent labour market policies shape economically motivated preferential divides among European citizens. On the one hand, I concentrate on prospective job loss threats indicative of economic grievances and assess the impact of unemployment risk exposure on immigration policy attitudes. On the other hand, as the original contribution of the paper, I contend that, if such an economically motivated explanation holds, this relationship should vary based on the labour market institutions in each country. Multi‐level analyses of 16 European countries over a decade since 2002 reveal a remarkably robust relationship between unemployment risks and more restrictive immigration policy attitudes. Importantly, more protective employment regulations seem to have a dampening effect on the impact of job loss threats on immigration policy attitudes. Conversely, there are larger attitudinal divides between the risk‐exposed and the more secure workers in countries with generous and expansive unemployment compensation policies. Organizational interventions that draw on participatory processes to tap into the views of workers can benefit both the health of workers and their organizations. However, the frameworks used to develop participatory organizational interventions are often described in a generic, 'one‐size‐fits‐all' manner. Considering the specific needs of diverse groups such as migrants is important, given current migration rates globally. Using the literature of migrant voice, cross‐cultural management, organizational change and organizational intervention, this paper extends the research by applying theoretical insights into identify specific strategies that enable migrant workers to have a genuine voice in organizational interventions. The paper further contributes to the literature by proposing a participatory intervention framework that organizations can implement to maximize the voice of migrant workers and subsequently improve their well‐being. The directions of future organizational intervention research involving migrant workers and implications for integration policy, integration support systems and unionization are discussed. The present paper deals with forced migration experienced by subjects of the Byzantine Empire captured by foreign enemies in the context of warfare between the seventh and the tenth centuries. The focus of the first part is on the scenarios faced by individuals and groups when an enemy had taken control of a settlement or a larger territory. The second part discusses aspects of the role social status and gender played in the process of being taken over and then (possibly but not necessarily) held in captivity. Although one can trace similarities in the way captors treated their captives on different occasions, an overgeneralizing approach can prove misleading, distracting us from the dynamics of the consequences that war and abduction had on both the agency of the victor and the fate of the loser in the early Middle Ages. This article proposes a life‐course measure of the legal pattern that accounts for the overall legal pattern over the lifetime of migration and explores the two main pathways to labour market outcomes: selecting into legal patterns associated with different levels of labour market outcomes and realising different labour market outcomes within each pattern. Results suggest that labour market outcomes depend on which legal patterns migrants end up with instead of what they realise within each pattern. Particularly, migrants with more human capital and better social capital select into legal patterns associated with better labour market outcomes, but they do not realise better labour market outcomes given the legal patterns they experienced. From the dynamic perspective, the economic integration of migrants depends on legal patterns. Migrants in legal patterns that initiate with temporary resident status experience economic integration over time. The growth rate is larger for the patterns that involve a transition in legal status. This paper makes important contributions to the literature. First, it identifies holistic legal patterns that account for the legal status over migrants' entire migration history. Second, it sheds light on the selection into different legal patterns and highlights selection as the major process in explaining migrants' labour market outcomes. Third, it shows how legal patterns, jointly shaped by initial legal status and legal transition, determine migrants' economic integration. Finally, the inclusion of temporary resident status, beyond the illegal–legal dichotomy, enriches our understanding of how liminal legality over the lifetime of migration shapes labour market outcomes. Beijing, Shanghai, Guangzhou, and Shenzhen, as the major metropolitan areas in China, offer good opportunities for economic and social mobility for in‐migrants. As such, these four locations have become the primary employment destinations for recent college graduates. Meanwhile, these cities have the most stringent hukou policies nationwide, which play a key role in the urban labour market segmentation between local residents and in‐migrants. Using three waves of data from a nationally representative survey, the China College Student Survey (2010, 2013, and 2015), this paper, for the first time, examined whether Beijing, Shanghai, Guangzhou, and Shenzhen have emerged as an 'upward social class escalator region' for young adults in China. After accounting for observed demographic and human capital characteristics and migrant selectivity, migrating into Beijing, Shanghai, Guangzhou and Shenzhen has been found to be positively associated with earnings attainment, and the economic benefit from relocation is greater than that experienced by migrants elsewhere in the system. However, in‐migrants to Beijing, Shanghai, Guangzhou, and Shenzhen have fewer opportunities to enter government organisations and public enterprises. These results cast doubt on the potential for Beijing, Shanghai, Guangzhou, and Shenzhen to act as escalators for individuals wishing to achieve all‐around upwards social mobility in China's urban labour market. The local hukou barrier may still be a salient factor in shaping migrants' labour market outcomes in China. This study contributes to existing knowledge on escalator theory by providing empirical evidence from an emerging market country, China. The COVID‐19 pandemic and Brexit were separate yet inter‐related developments which affected the British National Health Service (NHS). The UK's state‐funded health sector had historically relied on migrant labour and depended on a migration infrastructure designed to solve its nursing labour shortages. The analysis of primary qualitative and secondary quantitative data shows that the NHS migration infrastructure increased its orientation towards Asia to compensate for the effects of Brexit. The paper reveals how the persistent use of temporary visas along with conditional contractual arrangements has led to various exclusions for migrant nurses and midwives. These data also demonstrate how international travel restrictions associated with COVID‐19 created temporary obstacles for nurses' inflows. Alongside Brexit, this has also resulted in an increase in outflows amongst EU health workers. In this paper, we investigate to what extent highly educated skilled Greek migrants are attracted to global cities. With the use of a novel database, we find that highly educated Greek migrants are attracted more to cities indexed as global than to cities that are not indexed as global. Moreover, the more the international indexes that list a city as global, the greater the number of such migrants this city receives; that is, these migrants prefer to live in those global cities that are considered to have the most attributes to be classified as such. We provide information on which specific cities these migrants live in, thus filling a gap in the relevant literature. Our data further support a well‐documented argument that there is a mutual beneficial relationship between skilled migrants and global cities to the extent that global cities create a favourable socio‐economic environment that attracts highly skilled migrants. This paper examines network structure and composition in international migration diffusion. Using original data from a rural village in the Philippines, it combines social network analysis and descriptive approach to arrive at a set of propositions about why some initial migration lead to expansion while others do not. It argues that migration diffusion is attributed, in part, to the dispersed distribution and strategic position of pioneers in the network at the beginning, which allowed a seemingly even migration expansion as pioneers facilitated subsequent migration activities. Had the initial context fostered pioneer migration to transpire only among few families, and if pioneers were positioned less centrally, the outcome might have been a less extensive diffusion. Furthermore, the analysis shows that migration is more likely to diffuse among members of a family cluster and might cease to diffuse at the border of their inner social circles. This paper investigates the impact of migrant integration policies set by destination countries on migration from 202 origins to 27 destinations during the period 2010–2018. Employing a structural gravity methodology which features international and domestic (i.e., intra‐national) migration flows, it shows that migrant integration policies, on average, positively affect cross‐border migration relative to domestic migration. Moving from the 25th percentile to the median of the variable summarizing migrant integration policies increases cross‐border relative to domestic migration by one third. This paper investigates the effect of high‐skilled immigration on the wages of U.S.‐born college graduates. Descriptive evidence suggests that workers with different college majors compete in separate labor markets. Because immigrants are more likely than natives to study Science, Technology, Engineering, and Mathematics (STEM), a standard labor market model predicts that the relative wages of native STEM majors should fall as skilled immigration increases. Using an IV strategy that leverages large changes in the cap of H‐1B visas and controls for major‐ and age‐specific unobservable characteristics, I find that workers most exposed to increased competition from immigration have lower wages than one would expect. A 10‐percentage point increase in a skill group's immigrant‐native ratio decreases their relative wages by 1 percent. Overall, I estimate that the STEM wage premium decreased 4 to 12 percentage points from 1990 to 2010 because of immigration. [ABSTRACT FROM AUTHOR]

Noncitizens seeking to make sense of US immigration systems encounter a labyrinth of information and deception. This paper is the first national study of scams targeting noncitizens seeking immigration legal services. I construct a county‐year database (N = 3135 over a four‐year time period, 2011–2014) across secondary data sources to analyze the correlates of immigration scam complaints submitted to the Federal Trade Commission (FTC). I find that welcoming counties have more immigration scam complaints, while counties with exclusionary contexts tend to have fewer complaints. The results do not suggest that scams are more prevalent in welcoming contexts, because the actual number of scams is unknown. Instead, we can conclude that noncitizens tend to come forward to report immigration scams in welcoming contexts of reception, even after accounting for exclusionary policies. A robust safety net proved the most reliable predictor of immigration scams reported to the FTC. The concentration of immigration attorneys, legal aid services, and language access was also positively associated with the number of FTC scam reports. Taken together, these results suggest that immigrant‐serving capacity and access to key services support noncitizens who report immigration scams, while hostility toward immigrants may deter them from exercising those same rights. This article focuses on international students from West Africa and their migration trajectories. Based on in‐depth interviews, we investigate the migration drivers and students' motivations to become international students. Building on the analytical framework of multinational stepwise migration, we also explore their aspirations, obstacles and coping strategies at different stages of their migratory paths. This study maintains that this form of international mobility is not solely driven by academic aspirations. We find that international student migration is an increasingly important part of larger mobility projects for West African students. The paper also relates to facilitators of migration, constrained opportunities in the home countries and restrictive mobility regimes that, in conjunction, have impacted the stepwise migration toward the Global North. To fulfil their broader mobility projects, African students often have to engage in complex stepwise migrations and face various struggles and drawbacks. Since the arrival of Christopher Columbus in the so‐called New World in 1492, hundreds of thousands of Spaniards settled in Central and South America. This paper assesses the skill selectivity of Spanish migrants who went to Hispanic America during the sixteenth to eighteenth centuries for the first time. The age‐heaping method is employed to estimate numeracy levels as a proxy for human capital. With a database of 33 929 individual observations, the findings show that Spaniards who left the country to settle in the Spanish territories were positively self‐selected. Additionally, differences are observed in the human capital of those who chose to settle in Mexico, who had a higher level of numeracy, than those who chose Peru. These differences might be due to the viceroyalty structure and educational institutions that encouraged the emigration of people with greater human capital to Mexico. Finally, when the level of numeracy of Spaniards in Hispanic America is compared with the numeracy of the total population, emigrants still had higher levels of human capital. [ABSTRACT FROM AUTHOR]

Considering the ongoing, record‐setting migration in the Global South, this paper explores the values, principles and ethical tensions of Venezuelan migrants in the informal economy of Colombia. We found that migrants frequently prefer to stay within the informal economy as a way of preserving their identities, values and principles, rather than adopting those of their new country. This choice sets up ethical tensions for the migrants and their host countries. Our analysis challenges the current policy goals of transitioning migrants from informal to formal economies as a mark of success and inclusion. Instead, we attempt to recognize the migrant voice and their agency capacity through our research using focus groups and applied thematic analysis (ATA) of popular music and narratives. Our findings broaden the understanding of why migrants choose to stay in the informal economy and challenge policy goals that focus on inclusion and integration of migrants into formal economy. This paper aims to examine the residential trajectories of immigrants that intersect rural areas in Sweden. It adds to the literature on new immigration destinations (NIDs) and addresses the need to include migration routes intersecting rural areas, immigrants’ secondary migration patterns and temporal dimensions of migration, as well as the multiplicity of migrants in such destinations. We examine whether NIDs have emerged in Sweden and immigrants’ subsequent internal mobility from such areas and its determinants. Employing sequence analysis to full-population register data, we identify typical migration pathways. According to the results, NIDs are an emerging phenomenon in rural and small-sized cities in Sweden. We find limited support for the Swedish discourse that the diverse groups of rural migrants leave soon after arrival; also, those leaving are not doing so for labour market–related reasons, nor are they heading for metropolitan areas.
