Pacific Island workers contribute significantly to Australiaʼs agriculture and food security through the Seasonal Worker Programme (SWP). Previous studies show the economic benefits of the SWP to both Australian agro‐industries and Pacific workers. However, there are limited studies about the agricultural knowledge exchange that occurs via the circular migration enabled by the SWP, and the experiences of workers and employers as agricultural knowledge holders. With the SWP merged into the Pacific Australia Labour Mobility Scheme, there is an opportunity to help define how circular migration is both an economic and agricultural development policy. In this paper, we present findings from interviews with 63 workers (from Solomon Islands, Tonga, and Vanuatu) about agricultural knowledge and skills acquired and exchanged via SWP participation. We provide a discussion of opportunities for knowledge exchange in international labour mobility, and areas of future research in circular migration. [ABSTRACT FROM AUTHOR]

Popular political attitudes surveys have been conducted globally for several decades, but the Pacific region remains an exception. This paper presents the findings of the first Pacific Attitudes Survey (PAS), conducted in Samoa from December 2020‐January 2021. Drawing on a nationally representative sample of Samoans of voting‐age (n = 1319) the PAS gauges the attitudes of ordinary Samoans to their democracy, levels of popular trust in institutions, attitudes towards the role of government, and to women's participation in politics. Findings reveal high levels of support for democracy and trust in democratic institutions. At the same time, popular political attitudes highlight a distinct model of Samoan democracy, in which respect for modern democratic norms is tempered and entwined with deeper traditions of Samoan community and identity. The tectonic closure of the Central American Seaway (CAS) during the mid‐Miocene to mid‐Pliocene (∼16–3 Ma BP) is thought of as a key interval for the onset of the present‐day tropical Pacific oxygen minimum zone (OMZ). In this study we investigate the impact of an open CAS on the ocean circulation and the OMZ in the tropical Pacific. We perform a series of sensitivity experiments with the Kiel Climate Model, where we vary the CAS sill depth from shallow to deep. We find that the eastern tropical Pacific OMZ was less developed during the period of an open CAS. This is driven mainly by an enhanced eastward subsurface current that facilitated an increased oxygen supply from the western tropical Pacific. In addition, a small decrease in net marine primary production and subsequent weaker export of particulate organic carbon induced less subsurface oxygen consumption in the Eastern Equatorial Pacific. Plain Language Summary: Oxygen plays a fundamental role for aerobic life and cycling of biogeochemical properties in the ocean. When low rates of oxygen supply combine with high rates of biological oxygen consumption, oxygen minimum zones (OMZs) are generally formed in the ocean. Today the world's largest OMZ is found in the eastern tropical Pacific where the constriction and final closure of the Central American Seaway (CAS) from 16 to 3 Ma BP created specific characteristics of ocean circulation and biogeochemistry. Using simulations with a climate and a marine biogeochemistry model we investigate whether the CAS closure led to the emergence of today's tropical Pacific OMZ. We find that the eastern tropical Pacific OMZ was less developed and oxygen levels were overall higher in the subsurface Eastern Equatorial Pacific (EEP) when the CAS was open. This was driven mainly by an enhanced eastward subsurface current from the northwestern tropical Pacific. In addition, a small decrease in net marine primary production induced less subsurface oxygen consumption from remineralization of particulate organic matter in the EEP. The costs of sending remittances to Pacific small island developing states (SIDS) are among the highest in the world. Tackling this issue is crucial not only for economic and social development, but also for improving financial inclusion. This article analyses fintech adoption in remittance services, namely the adoption of alternative payment methods in transferring money by using the internet or mobile phones, in the Pacific. It introduces an original framework to assess the current landscape of fintech in the remittance sector and draws tailored policy recommendations. The framework is conceptualised through a ladder with five rungs: availability, accessibility, awareness, literacy and trust. Based on the ladder analysis, the authors observe the lack of basic digital infrastructure and digital platforms in many Pacific SIDS. Where the technological landscape is better developed, fintech services have established strong footholds, but there is a need for greater awareness to broaden its appeal and customer base. The benefits of fintech platforms are high, especially in the context of lower remittance costs which constitute an unduly large share of GDP in Pacific SIDS. The basic infrastructure needed to develop fintech services are equally important for the overall sustainable development of Pacific SIDS. The article observes fintech services in the Pacific are a means for financial inclusion of the unbanked, that can accelerate the economic and social development of the SIDS, and countries in the Pacific region are at different stages in their readiness for fintech adoption. Since the onset of the COVID‐19 pandemic, the Australian Government has been ambiguous in the way it has communicated the aid budget. On some occasions, it has sought to downplay increases in aid spending, while at other times it has sought to downplay cuts to aid spending. We draw on interviews with federal parliamentarians and key informants to understand these dynamics, in the context of obtaining their views on changes to Australia's post‐COVID‐19 aid policy. We find evidence that a new political consensus is forming around Australian aid. While this 'cautious consensus' countenances aid spending increases, motivated in part by humanitarian concerns but especially by anxiety about increasing Chinese influence in the region, these priorities are tempered by considerable concern about public backlash at a time of significant economic challenges for Australian citizens. Based on this evidence, we define the contours of an emerging 'cautious consensus' by showing how it will differ from the earlier 'golden consensus' era of Australian aid. [ABSTRACT FROM AUTHOR]
