In Nazi Germany (1933–45), reclaiming waste became an intrinsic component of the regime's economy as well as its ideological, racial, and expansionist ambitions. National Socialist interventions into waste streams began in 1934 with salvage campaigns. The state then brought urban waste policies and municipal waste services under its control, restructuring and 'Aryanising' the waste salvage trade. Moreover, both consumers and producers were prompted to collect and reprocess waste. Over time, the gradual expansion of the Nazi waste recovery policies and campaigns – here referred to as the 'Nazi waste exploitation regime' – brought forth a determined vision of a circular economy in which no waste whatsoever should escape its reclamation for the national community or Volksgemeinschaft. This article sketches the actors, structures, and objectives of this waste exploitation regime for the case of rags and paper and uncovers its entanglement with Nazi racist and genocidal ideology and expansionism. This paper examines new forms of study-abroad expertise on social media and their role in mediating Indian student mobility to Germany. Firstly, it explores how mutual-support Facebook and WhatsApp groups—used by prospective international students in India to support each other through the process of applying to German universities—have contributed to the emergence of new forms of education consultancy, offered by Indian students or graduates of German universities, whom I call 'Student Guides'. In addition, it shows how some Indians studying in Germany have started 'Study in Germany' YouTube channels, aimed at aspirant student migrants, and have become important 'study-abroad influencers'. The paper analyses how these new forms of study-abroad expertise offer prospective international students social and cultural capital important for successful student migration, apart from shaping their imaginative geographies of Germany, and embedding them in cultures of mobility. Furthermore, the paper highlights how these new forms of study-abroad expertise intersect with, and critique, a more 'traditional' study-abroad expert: the professional education consultant. Seemingly mundane bureaucratic papers – such as birth and marriage certificates – are official proof of legal identities and relations to kin, usually issued by the state of origin. For Syrians who have sought asylum in Germany, these documents are necessary during the asylum procedure and beyond, for certain bureaucratic procedures and the recording of crucial life events. Retracing the crafting of these documents in Syria, and their encounter with German bureaucracy, captures the depth of the entanglement between the Syrian and German citizenship regimes, as well as their discrepancies in relation to paperwork and legality. Drawing on ethnographic research with Syrians in Lebanon and in Germany, this article argues that the legal production of legality in Germany can only be achieved through legally ambiguous, if not so-called illegal, practices in Syria. Several studies have investigated the relationship between the energy performance of buildings and housing prices. First, this paper identifies a price premium for energy efficiency within the German rental market. Then, the indexed price differences and associated marginal benefits are compared with the marginal costs of energy retrofits. An extensive database of Germany's largest online platform for housing over a time span from 2016 to 2020 is used in a hedonic regression approach. In addition, to extract the marginal costs of energy consumption abatement, a dataset of 1048 rental units regarding green-retrofit measures is utilized. Although a significant green premium is identified in the rental market, the findings suggest that it is not high enough to compensate landlords for the money they have to spend to retrofit. The marginal costs exceed the marginal benefits by far. Furthermore, it is found that the German government's recent plans to split the carbon tax between landlords and tenants do not change this because the price per metric ton of carbon is insufficiently high. Limitations with respect to the data basis and consequently to the interpretation of the results exist. Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. As mentioned in official reports, the number of scholars migrating from countries with autocratic regimes or/and at war to neighborhoods or Europe is increasing due to continuing attacks on scientists and academic institutions in those countries. This paper studies this phenomenon through the analysis of the data collected through a research project involving interviews with 10 experts and 22 exiled scholars who fled their home countries to Germany after 2015. Within this context, the paper particularly focuses on the experiences of scholars, who were provided by academic humanitarian actors with scholarships/positions at universities or research institutes in Germany to continue their academic work in safety. The paper suggests defining the recently expanding supporting networks for at-risk scholars as 'academic humanitarianism', which refers to a domain of power and a regime of governing that emerged at the intersection of two social fields: higher education and humanitarianism. Analyzing their narratives on their academic experiences in Germany, the paper concludes that despite the target of academic humanitarian actors to integrate this superfluous population of academia into German higher education (GHE), the unintentional result is their 'inclusive-exclusion' due to conflicting social forces (re)producing epistemic and dispositional hierarchies that exist in German universities. In this paper, the authors discuss their experiences with ungrading at a small public university in the U.S. and a large public university in Germany. The courses described are Calculus 1 and a content course for pre-service secondary teachers of mathematics. The professors teach differently: one with lecture, the other with inquiry-based learning, and choose to use elements of ungrading in different ways. In one case, the professor lets students self-evaluate their homework, while in the other the professor uses a mix of specifications grading and ungrading for the final grade. We outline and compare our assessment approaches and discuss student performance and feedback. We also present some patterns relating to gender: in both cases, we observed that women students chose lower self-evaluations than men students. How do far-right actors and issues structure public debates and become mainstream over time? Previous research has shown that far-right actors are central actors in political conflicts in Western Europe, partly due to their dominance in struggles on cultural issues. The entrenchment of the far right substantially depends on their networks and public visibility. However, we still lack a long-term understanding of public debates about far-right actors and their discursive interconnections across issues. In this paper, we deliver the first longitudinal analysis of the evolution and structure of far-right discourse networks and the diffusion of far-right ideas in public debates since the 1990s. Methodologically, this paper innovates by combining discourse network analysis with automated text analysis to investigate how the relations between far-right actors and issues are represented in mass media. We analyze more than 500,000 newspaper articles in six different mass media outlets in Germany. The results show that far-right actors have gained more public visibility since the 1990s. The study demonstrates that the mass media debates have introduced and amplified cultural issues "owned" by the far right. Far-right discourse networks in mass media have grown, discursive interactions have intensified and discourse networks have become more centralized. Our results indicate that the discursive mainstreaming of the far right evolved in the context of the "refugee crisis" in 2015, and was linked to the AfD's institutional access. In times of economic crisis, academics, policy-makers, and pundits often debate the correct level and best use of government debt. This paper argues structural political and economic factors grant core economies more fiscal space than peripheral economies. While the federal governments of the US, Germany, and other core economies may easily issue and sell debt in private markets, smaller economies, both municipalities within countries, and countries in the global periphery, are more vulnerable to demand fluctuations. All economies may benefit from explicit commitments by monetary authorities to resume their historic roles as governments' banks, especially during crises. By highlighting present political constraints, monetary structures, and market factors that may inhibit governments' successful placement of bonds, this paper deepens present debate about the potential feasibility of functional finance to facilitate fiscal activity, even in unprecedented times. The context for this paper is a shift in the way citizens engage in democratic processes which has received increasing attention in the literature. Building on previously conducted research, this paper contributes to the conceptualisation of citizenship activities in terms of young people below the voting age from rural communities. Based on reviewing current research, seven emerging contexts that can assist with exploring young people's citizenship activities are proposed, namely unofficial, individual, glocal, sporadic, online, issues-based, and justice-oriented. These contexts were translated into a framework which is introduced and explored in this paper. To explore this framework, focus groups (n = 26) and a qualitative questionnaire (n = 106) were conducted with young people aged 13–16 from a secondary school in Germany. The proposed framework extends previous conceptualisations of emerging citizenship contexts by looking beyond citizen types and taxonomies to explore the spaces, modes, goals, and the frequency of participants' citizenship activities. Results indicate that the proposed framework was useful in exploring multiple emerging citizenship contexts. Focus group and questionnaire participants were particularly engaged in glocal, unofficial, sporadic, and issues-based contexts and to a lower degree in individual, online, and justice-oriented contexts. We explore the experiences of LGBT* ethnic minority entrepreneurs, their changing locations and their entrepreneurial activities. Using a unique mixed-method approach which collected empirical data from Germany and the Netherlands, the paper combines an ethnographic fieldwork of intersectional entrepreneurs, community activists and policy-makers with an original survey with LGBT* customers. Our findings contribute to understanding of intersectionality by revealing the role played by the contextualized embeddedness of intersectional entrepreneurs at the different geographic scales of supranational, national, regional and inter and intra-urban. While such embeddedness frames the challenges they face, it also provides opportunities for intersectional entrepreneurs. Using a multi-scalar perspective, this paper delivers a spatially contextual perspective of entrepreneurial diversity and provides a framework to analyse the complex issues and contexts with which intersectional entrepreneurs are both confronted and embedded within. This paper contributes to refining the spatial context of entrepreneurship which has gained attention in recent studies of entrepreneurship and regional development. The paper responds to a call for gender entrepreneurship scholars to contribute to understanding of intersectional entrepreneurship. Finally, this study goes beyond the binary view of female migrant entrepreneurship by adopting a more gender diverse lens which considers the experiences of LGBT* entrepreneurs from ethnic minorities. The paper explores how second-generation Turkish-German 'returnees' benefit from their "inbetweenness" in their ancestral homeland and initiate a process of re-inventing themselves as 'transcultural mediators'. A thematic-narrative analysis was undertaken on 43 in-depth interviews with second-generation Turkish-German 'return' migrants to Antalya who had acquired jobs in the tourism sector. The paper unpacks how this tourism hub provides "third spaces" distanced from prominent national and diasporic identities, and the ways in which these liberating spaces encourage the lifestyle-oriented, cosmopolitan second-generation 'returnees' to re-position themselves in their translocal social fields. The findings illustrate how the second generation, who formerly endured "being twice a stranger" in Germany and Turkey, undertake a process of transculturation in Antalya, and utilize their "transcultural capital" (i.e. bilingual skills, bi- multilingualism, translocal habitus) to perform different aspects of their multiple and hybrid identities, gain economic independence and build social relations. This paper examines the administrative category 'ungeklärte Staatsangehörigkeit' ('unclear nationality') and its implications for citizenship rights in Germany. An unclear nationality represents a de facto statelessness but does not concede the rights established for de jure stateless people. It impedes naturalization in Germany and complicates access to a travel document and settlement permit. The paper analyses the (re-)production of unclear nationality and traces its effects on the life of a woman born in Germany with an unclear nationality since birth. Her experiences disclose the difficulty of navigating the German bureaucratic system and its discretionary power. Her experiences also reveal how a state of limbo is perpetuated over generations, confining individuals in a territory whose bureaucratic apparatus views them as foreign. Unclear nationality thus functions as a technology of exclusion: by placing the person in a yet-to-be determined nationality, it interpellates them not as subjects of rights but objects of clarification. The Syrian refugee crisis posed enormous challenges for the child welfare system and immigration authorities in Germany. Based on qualitative interviews and publicly available data, this paper explores the responses of frontline workers to the surge in unaccompanied refugee minors (UAMs) during the crisis and how their actions were experienced by UAMs. Results illustrate how frontline coping strategies created effective barriers to UAMs being united with their families. The findings raise questions about the relationship between ambiguous policy goals, frontline practice and formal legislation in the context of the right to asylum and the best interests of the child. Non-compliance with EU environmental policy not only impedes Europeanization, but jeopardizes the protection of human health and the environment. However, research on failed policy implementation still applies traditional top-down or bottom-up approaches and disregards complex actor constellations and contextualization. The research in this paper applies a comprehensive multi-level governance (MLG) approach to overcome this gap and explain non-compliance with EU environmental policy. We conducted a qualitative analysis of non-compliance with the Air Quality Directive (2008/50/EC) within an MLG context, based on a case study in Germany. Our findings revealed a dynamic interplay of local government's lack of action, an absence of serious support and pressure from superordinate levels, business actors exerting influence across all levels, and media reporting contributing to misinformation, all of which contribute to non-compliance. At the same time, there was a lack of awareness of the negative effects of air pollution and thus a lack of public pressure to act. [ABSTRACT FROM AUTHOR]

The German government appointed an advisory committee to negotiate the design of a structural change prompted by energy and climate policy. The Coal Exit Commission was assigned with this complex mandate on how to end coal-fired power generation. Against many expectations, the Commission, comprised of stakeholders with competing interests, achieved a consensus outlining the coal exit in Germany by 2038. Considering that the result of this compromise serves as the basis for a major policy change, it is legitimate to ask if the final recommendations of the Coal Exit Commission were balanced, reliable and socially robust, and if the Commissions' advice satisfies the need for quality standards in negotiated multi-source policy advice? This paper investigates the Commission in that regard, while testing a framework for hybrid multi-source stakeholder advisory committees. The research shows broad compatibility with the framework. Simultaneously, this paper argues for additional factors such as the careful reflection of the composition of a hybrid advisory group, a precise, clear-cut mandate, development of trust between group members, independence of the adviser from the appointing authority. This paper introduces a theoretical perspective for the comparative analysis of the advocacy behavior of political parties and interest groups in legislative policy-making. It conceptualizes the policy-centered and group-centered statements of political actors as policy frames and constituency frames, respectively. In order to gauge the analytical leverage provided by policy and constituency frames, I will theorize the extent to which political parties and interest groups rely on these two types of frames respectively. The empirical relevance of both types of frames is assessed in two cases of legislative policy-making in Germany. Drawing on parliamentary debates, position papers presented in committee hearings, and press statements released by interest groups, I show, amongst others, that constituency frames play a significant role in these actors' advocacy. While the use of policy and constituency frames varies between radical and moderate parties, there are hardly any differences in their use between parties and interest groups. [ABSTRACT FROM AUTHOR]

This paper investigates the politics of refugee arrival and integration at urban level in Germany following the migration influx in summer 2015. How have cities redefined themselves? How have newcomers and residents with different subjectivities constructed their identity, social belonging, and justified their rights-claiming? What kind of changes can be observed in city's social spaces? Supported by critical geography, securitization, ethnographic approaches, the paper aims to identify the grey areas of the urban social spaces and presents two accounts centred on: (1) city as sites of bureaucratic politics, austerity urbanism and surveillance; (2) city as sites of sanctuary/solidarity practices. It argues that the refugees' arrival offers the chance for German cities to envision a social project through engaging a politics of 'bounding' which involves the re-framing of refugee displacement in relation to urban development by covering both the lived (camp) experiences of those on the move and local population's needs. The COVID-19 pandemic has affected how people go about their daily lives, often in various and substantial ways. This study aims to prospectively evaluate the changes in social participation during the COVID-19 pandemic in persons with a high risk for a severe COVID-19 course in Germany. A paper-pencil-based survey was conducted starting at March 2021. Participants filled out questionnaires at four time points based on their COVID-19 vaccination status: before COVID-19 vaccination, one month, six months and twelve months after COVID-19 vaccination. Social participation measures included the Pandemic Social Participation Questionnaire (PSP-Q) and the Index for measuring participation restrictions (IMET). Repeated measures ANOVA and paired t-test were used to test for changes between time-points. Repeated measures correlation was used to assess the relationship between social participation and local COVID-19 incidences. Data from 245 participants was analyzed before and one month after COVID-19 vaccination. In addition, data from 156 participants was analyzed at time points one, six and twelve months after COVID-19. PSP-Q and IMET scores changed significantly after participants received a COVID-19 vaccination. Between one month and twelve months after vaccination, social participation improved significantly measured by PSP-Q. Social participation was negatively correlated with regional COVID-19 incidences before and after COVID-19 vaccination. Social participation was positively correlated with COVID-19 incidences between one month and twelve months after COVID-19 vaccination. Social participation improved in persons with a high risk for a severe COVID-19 course during the pandemic. The local COVID-19 incidence showed a negative association with social participation only until the fall of 2021 when it was used as the sole metric to regulate COVID-19 protective measures. Although our data describes the trends in social participation, further studies are needed to identify the influencing factors for the observed increase in social participation. Given the push to strengthen European defence cooperation, the topic of whether a European strategic culture is emerging has become widely contested. Since convergence between member states is the key that would unlock the way to a European strategic culture, this paper examines how they perceive crucial aspects of strategic culture and in what aspects they have converged and diverged. This study selected Germany, Poland, and Ireland as cases of the EU-27 member states. It compared the three national strategic cultures in three aspects: strategic environment, cooperation patterns, and strategic goals and means, by conducting a computer-based content analysis of strategic documents and official speeches of high-level national policymakers between 2000 and 2020. This study found that despite the persistent divergence in strategic goals and means, the three countries have shown greater convergence in their perceptions of the strategic environment and that while their preferences on cooperation patterns are largely unchanged, they seem to be accepting the EU as a legitimate and favourable platform for security and defence cooperation. These findings suggest that the prospects for the emergence of a European strategic culture and further developments of the EU's Common Security and Defence Policy are both challenging and promising. This paper aims to discuss the influence of migration policy risk on market segmentation of housing and rental markets in the Euro Area. Policy risk is represented by the Migration Policy Uncertainty Index (MPUI) and Migration Fear Index (MFI) of Germany and the United Kingdom; in this study, whether these indexes influence the interaction between the housing and rental markets of the two countries and euro-area countries was examined. The empirical results showed that the influence of the United Kingdom's migration policy risk on the euro-area countries is higher than that of Germany. The United Kingdom's MPUI and MFI significantly contribute to the influence of the United Kingdom's housing market on other markets except for Belgium and Spain. Compared with housing market connectedness, the rental market connectedness is less influenced by migration policy risk and migration fear. This may be because variables related to short-term residence policies influence the rental market. The high policy risk is more likely to influence decisions related to long-term house purchase, but not those related to short-term residence. Finally, this study found that the higher the uncertainty of the migration policies of the United Kingdom and Germany is, the higher the house market segmentation is. [ABSTRACT FROM AUTHOR]

The global comparison of planning systems faces several theoretical and normative challenges. Against the background of ongoing debates on the comparability of emerging and existing ideas and practices of planning in the Global North and South, we propose a comparative approach based on field theory. Comparisons of planning systems often focus on the institutional dimension or are mere juxtapositions of cases studies. A comparison based on field theory is more appropriate for the comparative study of planning cultures as the approach allows to interpret planning as an emerging practice influenced (or not) by globalized or European knowledge communities. The two planning systems under scrutiny in this paper are Germany and Brazil. Germany presents a mature field of planning while Brazil's field of planning is emergent. This paper studies research interests, paradigmatic orientation and political involvement among roughly 700 full professors of economics at universities located in German-speaking countries. We collect biographical and institutional information on these professorships to derive indicators for research orientation, paradigmatic stance and political involvement. The main contribution of this paper is empirical; it documents the fairly homogeneous paradigmatic stance of German-speaking academic economics, analyzes the interplay between paradigmatic orientation and the policy process and contributes to a better understanding of the role of economic experts in German economic policymaking. Regarding the latter, we found that a highly asymmetric involvement of (under-represented) pluralist/heterodox perspectives relative to (over-represented) ordoliberal views in policy contexts is characteristic of economic policymaking in Germany. Russia's full-scale invasion of Ukraine, which started on February 24, 2022, has marked a turning point in Russian-Western relations. While liberal democratic societies' unanimous condemnation of that invasion was followed by unprecedented sanctions and a rupture of diplomatic and economic relations with Russia, some Western social and political actors supported, to some extent, the Russian rhetoric regarding the invasion of Ukraine. Consequentially, this paper not only reveals that Russian state discourses aimed to justify the invasion, it also identifies the selective dissemination of Russian state discourses by the AfD in Germany. Moreover, it compares the antagonistic discursive dynamics in the authoritarian pseudo-civil sphere and the similar discourses of the radical right in the democratic civil sphere, and examine their reception in Russia and Germany. Drawing on Multilayered Narrative Analysis, which relies on a combination of cultural sociological Civil Sphere Theory (CST) and mnemonic figurations developed in the historical sociology of Bernhard Giesen, this paper first describes the Russian state discourses intended to sacralize the Russian invasion of Ukraine. It then examines to what extent the populist radical right disseminated these in Germany, before analyzing and comparing the symbolic influence of such discourses in the Russian pseudo-civil and German civil spheres. This paper contributes to the political economy of low-carbon energy transitions by highlighting the importance of capital and coal devaluation in the destabilisation of incumbent energy regimes, which has been understudied by the energy transitions in social sciences literature. Empirically, it examines Germany's coal exit plan, the world's largest in terms of power capacity. By putting theories of capital devaluation into conversation with regulation theory, this study reveals the continuities between Germany's exit plan and its long tradition of delaying the devaluation of coal. This paper engages with relational political-economic approaches to analyse the German coal exit plan beyond the dualistic market vs policy-based interpretation, which has been promoted by the coal industry to capture compensation payments. Rather, it will be argued that this plan, which in its current form is based on generous financial compensations to coal companies, can be understood as a way to regulate the ongoing devaluation affecting the energy industry and manage a dual legitimation crisis affecting the federal government. This paper considers migrant parenting as a dynamic project that entails interactions between social class, migration experiences, individual and collective beliefs, and transnational attachments. Previous research has examined migrant parenting predominantly concerning children's social mobility in the immigration country by using the acculturation framework or by comparing migrants with non-migrants. Recently, research has accounted for child rearing in transnational families with an emphasis on gendered parenting and role reversal among parents who take care of their children from a distance. This paper analyses parenting orientations among settled migrants who maintain close connections to their country of origin. Findings from in-depth interviews with mothers from Poland with different class backgrounds who raise their children in Germany highlight their varying migration experiences and structural conditions for child rearing. The analyses show how these mothers engage in building successful migration projects for themselves and their children, albeit with very diverse socio-cultural and economic resources that shape their child rearing, navigating between support of children's accommodation, transnational connections and ethnic identities. Germany represents a new and unconventional actor in the field of energy foreign policy. Based on its reputation as an energy transition frontrunner, it is pursuing a soft power strategy aimed at promoting its Energiewende policy approach abroad. Germany's bilateral energy partnerships, this paper argues, represent the government's central policy instrument for this purpose. After a discussion of the German energy transition as a soft power resource, the paper provides an in-depth empirical analysis of Germany's bilateral energy partnerships. The paper argues that the partnerships have been deliberately designed as instruments for mobilizing the Energiewende narrative as soft power. Linking it to concepts in the soft power debate, it discusses the main channels through which the partnerships aim to boost the attractiveness of German policy solutions and persuade partners to consider their adoption. The paper deals with the conflicts associated with the so-called 'Dieselgate' affair. It explains the interaction of civil society, law firms and political actors which reshapes the legal systems in Europe. Once the federal government in Germany had decided that European car owners should not get any kind of financial compensation, a transnational coalition of consumer organizations and law firms successfully initiated a legal mobilization campaign to counteract the political decision. As a consequence, collective litigation rights were strengthened in Germany and at the European level. Theoretically, the paper refers to the literature on adversarial legalism. Whether this judicialized style of conflict resolution is spreading to Europe ('Eurolegalism') has been a hotly debated topic in political science. This paper investigates the role of strategic argumentation on behalf of certain focusing events in the discourse on Cultural Education in Germany. The idea of an education by culture was reflected in the policy programmes of the New Cultural Policy and Socioculture that connected cultural policy to a social agenda in the 1970s. In the last few decades, it has gained further importance through the development of educational and cultural governance. By analysing policy papers, journals and compendiums by associations as well as project descriptions, the research elucidates the main arguments that policy actors refer to in lobbying for Cultural Education, and critically questions the role that is assigned to culture and cultural institutions. Smaller towns in rural regions are important anchors for regional development, but they are not usually considered particularly innovative and open to new ideas. This paper asks how the network of small and medium-sized towns, Cittaslow, could establish slowing down as something new in local development. Against the theoretical background of sociological innovation research, an analytical framework of social innovation is elaborated to analyse Cittaslow using four case studies: two German and two Italian towns. Based on fieldwork in the four towns, this paper shows that discourse and communication on slowing down, local projects labelled as slow and new cooperation structures go hand in hand. This leads to the conclusion that new ways of local development need a communicative umbrella under which projects and stakeholders come together. The paper furthermore demonstrates that the analytical framework, with its triad of semantics, pragmatics and grammar, is extremely helpful for analysing spatial development and has the potential to be adapted as a tool for policy strategies. Hindcasting of past levee failures enhances insights in the performance and vulnerability of levees. The scarcity of field evidence makes identifying the cause(s) of failure difficult. Under these circumstances, multiple scenarios and model choices are possible to characterise and to model the failure. This paper shows how probabilistic Bayesian techniques advance the procedure of hindcasting of levee failures. In the developed approach, a-priori levee information, and failure observations are systematically taken into account to determine the most likely scenario and the most representative model choices to characterise the failure most accurately. Observations, such as the slip surface, are taken into account in the probability estimates. The levee failure near Breitenhagen, Germany (2013) is used as a case study. The levee failed during river floods due the instability of the landside slope. The levee failure was most likely triggered by locally weak soil conditions and unexpected high water pressures due a connection between a pond on the riverside of the levee and the aquifer. These conditions were likely caused by the occurrence of a previous breach at this location. Marc Adelman's Stelen is a collection of 150 images of men posing at the Memorial to the Murdered Jews of Europe in Germany. Understanding the photographs that compromise Stelen involves tracking a number of shifts that have taken place across different fields: a change in the understanding of the role of the public memorial which has seen the construction of 'anti-memorials' or 'counter-monuments' such as the Memorial to the Murdered Jews of Europe; a turn towards participatory memory practices in museums and at memorial sites; digital photography and the impact of social media. In the first part of this paper, I explore how these trends intersect in order to give an account of the conditions of production of the photographs. Adelman has proposed that the photographs might be understood in relation to the role that the memory of the Holocaust plays in contemporary queer life. In the second part of this paper, I use Michael Rothberg's concept of Multidirectional Memory to consider Stelen as a counter-archive that offers a multidirectional articulation of grief. This paper analyses the impact of intangibles on firm-level productivity. Unlike previous studies we capture all dimensions of intangibles for both goods-producing and service industries. Based on data from the German part of the Community Innovation Survey (CIS) for the period 2006 to 2018, our results show that intangible capital investment is equal in size to investment in tangible capital since the early 2000s. We find a highly significant and positive relationship between intangible capital and output, with elasticities in line with previous findings for other large EU economies. This positive impact of intangibles on the firm-level productivity is driven by non-R&D intangibles, notably software & databases, training and advertising & marketing. While this finding holds for both goods and service sectors, we find that non-R&D intangibles impact firm-level productivity more strongly in the services. Hidradenitis suppurativa (HS) is a chronic inflammatory skin disease affecting approximately 1% of the population. The patient journey through the German health care system leads to high disease burden and substantial treatment costs. The EsmAiL study showed that an innovative, interprofessional, multimodal care-concept reduces disease activity and burden of HS compared to standard care. This paper examines the costs of treating HS in Germany and compares them with those of the innovative care concept implemented in EsmAiL. EsmAiL was a two-arm, multicenter, prospective randomized controlled trial including 553 adults with HS. The study was registered in the German Clinical Trials Registry (DRKS00022135). The control group (CG) remained in standard care, whereas the intervention group (IG) was referred to specialized so-called 'acne-inversa-centres (AiZ)' where patients were treated with a structured, interdisciplinary approach. The present paper analyses the treatment costs for a subpopulation based on health insurance cost data from the two largest German health insurers. Quality-Adjusted Life Years (QALY) was assessed based on Dermatology Life Quality Index (DLQI). Total annual treatment costs per patient were €3,966.07 in standard care (n = 89) and €3,974.37 in the innovative care (n = 93). The costs per additional QALY amounted to €12,698.72 in the IG. Given the conventional and established threshold of €22,600 to €33,900 per QALY, the innovative treatment in AiZ proved to be cost-effective. Treatment costs of HS are substantial and increase with disease severity. The new form of care is cost-effective and is expected to decrease costs in the long run. The terms 'fake news' and 'alternative facts' have lost their shock value in today's public discourse and seem to have become part of our normal political vocabulary. Fake news, mis- and disinformation are not a problem of a particular country but are found in politics around the world. In this paper, I look at how disinformation appears as a problem for democracy. Empirically, this paper explores dominant patterns of argumentation with a focus on the US, Germany and Czechia. I discuss the themes of media literacy, hybrid warfare and the emergence of fringe media. This paper argues that more attention needs to be paid to the affectual dimension of why people share fake news. Even though there is no easy solution for dealing with fake news, a first step is to stop denouncing people for believing in fake news and putting all our hope in media literacy. Many economies in the Western world have been through a regime shift towards fiscal austerity since the 1970s. Existing scholarship ascribes trends in austerity to globalisation or the influence of a new economic paradigm. This paper develops a different approach by stressing the strategic intervention of central banks in governments' fiscal decisions. It analyses archival documents from the German Federal Cabinet and the Bundesbank Council over more than two decades (1960–1981) and finds that the fiscal regime was shaped by changes in transnational institutions which the central bank used to strategically expand its institutional power within the larger macroeconomic framework. With the breakdown of the Bretton Woods system, the Bundesbank was able to greatly increase its power resources while the government's powers diminished. The Bundesbank used its new powers to strategically 'overreach' into the fiscal sphere and 'bargain' with the government to achieve fiscal reforms. By shedding light on the interactions of global legal and economic developments and the micro-level strategies of state actors, the paper proposes a more complex view of the role of the state and brings state-actor strategies into our understanding of the grand shifts in economic policymaking. Drawing on our experiences as researchers and educators in multiple national contexts, we argue for the necessity for conceptualizations of 'inclusion' that subsume both the discourse of equity and the material conditions of its enactment. In this paper, we look specifically at two groups engaged in enacting inclusion – novice teachers in the US and school principals in Germany. Using the theoretical frame of new materialisms, we read our data in each regional context diffractively to disclose the intra-activity between multiple human and non-human agents that constituted the phenomenon of inclusion (Barad 2008, "Posthumanist Performativity: Toward an Understanding of How Matter Comes to Matter." Since the 1970s, the existing historical building stock gained more value. Monument protection was gradually introduced in the urban planning process as were its methods and instruments. Approaches for an urban development based on the existing building stock were made in both former german countries, GDR (German Democratic Republic) and FGR (Federal Republic of Germany), even if the extent was different. Especially with the regeneration of the historical old towns in the GDR beginning in late 1989, early 1990, the preservation of urban architectural heritage formally became an integrated part of urban development strategies in united Germany. The adaption and development of instruments to protect and develop historical city centres is part of the research project 'Stadtwende', funded by the German Federal Ministry of Education and Research. Surveys based on the results of qualitative expert interviews and archive research show that the 'turn' (Wende) in 1989 had an impact on the development of a planning practice that took the existing building stock into account. With regard to recent trends the paper shows the historical genesis of the preservation of urban heritage in urban planning and asks to what extent it could support a resource-saving urban development today. Little is known about how, and through which characteristics, CEO effects DUI mode innovation activities in SMEs. Thus, we connect the DUI mode concept with business management research and use data from 40 qualitative interviews in German non-R&D-based, but innovative SMEs. Applying the upper echelon concept as an analytical framework our results show that the CEO acts as an important moderator and mediator between DUI learning mechanism and innovation performance. In particular CEO's values and cognitive base may help to increase innovation activities of the employees. Our paper is the first that empirically applies CEO's psychological attributes of the upper-echelons concept to DUI innovations in non-R&D SMEs. We have developed a new version of the upper echelons model as well as hypotheses gained from the qualitative data analysis that are ready to be tested with quantitative procedures to improve the upper echelons theory concerning DUI-led innovation processes in SMEs. The focus of this paper is the affective dimension of far-right discourses which we consider challenges for teaching. The rise of the far-right in many parts of the world has led to a growing body of work in the social sciences. However, as the topic has become the subject of academic scrutiny its controversial nature also demands a debate on teaching strategies and principles. Drawing on two courses on the political geography of the far-right taught at two German universities, we propose paying special attention to the affective potentials of far-right discourses and taking a normative anti-fascist approach to facilitate critical thinking, solidarity, and empathy in the classroom. Additionally, we also urge educators to pay close attention to emotions students might experience when analysing and discussing the far-right. This paper situates the case studies within the context of far-right mobilisations in Germany and describes the challenges of developing the syllabus and the teaching strategies. It concludes with data from a survey amongst students who attended the courses on the perception and emotional reaction towards the far-right showing that students are affected and potentially frustrated given the current success of the far-right but also see the need for counter action. Since the end of the Cold War, Germany has been considered a largely safe country. But increasing terrorism, the COVID-19 pandemic, the war in Ukraine, and national flood disasters with serious consequences have led to growing attention to civil protection issues in politics and society. Thereby the reduction of possible risks is closely linked to rescue forces being well trained and the population being adequately informed about how to behave during disasters. Thus, adult learning is central to reducing risks associated with disasters. This paper, therefore, examines what works are available from adult and continuing education research on disaster protection in Germany after the 2nd World War. The results of this first comprehensive scoping review in this field show that pedagogical issues in disaster risk reduction are addressed by various disciplines. Most of these are practice-oriented and aim for the development of pedagogical concepts. High-quality scientific works that are empirically based or oriented towards the development of theoretical foundations, are hardly to be found. Overall, this in-depth research thus reveals a large research gap in the field of adult pedagogical research on the area of disaster education in Germany. [ABSTRACT FROM AUTHOR]

This paper presents Hanseatic Youth Association (HJB) in Hamburg as case study in the history of social group work in Germany. During the Nazi era, youth groups of the Wandervogel movement of the 1920s were assimilated by the Hitler Youth, and democratic traditions were replaced by authoritarian approaches to group work that persisted for decades after the war. In 1947, Elisabeth Sülau revived participatory social group work in Hamburg when she founded the Hanseatic Youth Association (HJB), which grew from an initial group of seven girls to social clubs and friendship groups that served up to 400 children and young adults per year. Social group work in the HJB was based on democratic principles and situational equality for all members. Following the closure of the HJB in 1967, social group work was subsumed by a clinial professional model that distinguished between social education and therapeutic group work. The inclusion of the natural environment in the theory, education and practice of social work has increasingly become a matter of interest amongst scholars and social work educators. There is a large and increasing amount of literature on this topic. However, the inclusion of environmental issues in the curricula seems to be evolving very slowly to date. This paper examines 94 social work curricula in four European countries, and notes the presence of environmental issues in their content, by using term categories. Findings show that the natural environment is extremely under-represented in the education of social workers. The paper argues that social work curiccula need to undergo immediate reform on an international level. The discussion section includes suggestions on how the natural environment could be integrated into social work curricula. The first suggestion is to create new subjects with a direct reference to environmental issues and green social work. The second one is to include in existing subjects topics that will draw on environmental sociology and focus on the interconnections between social and environmental problems. [ABSTRACT FROM AUTHOR]

This paper uses data from PISA 2018 in Germany to explore how the students'chronotype (known as larks and owls) and their academic achievement is related to truancy. We used an adapted version of the Munich Chronotype Questionnaire (MCTQ) to measure the students' chronotype. The results demonstrate a correlation between the students' social jet lag, student achievement, and truancy. Classroom management is an emotionally demanding task for mathematics teachers, especially if students exhibit frequent discipline problems. Intense classroom conflicts can result in persistent latent emotional dispositions, such as fear or anger, that teachers are not directly aware of but that have a strong influence on their classroom management. However, little is known about the relationship between mathematics teachers' latent emotions and their classroom management strategies. This paper reports on findings from an exploratory, video-based single case study in an urban secondary school in Germany. One mathematics double lesson (95 minutes in total) was videotaped to conduct a depth-hermeneutical analysis of identified classroom management strategies and the corresponding latent teacher emotions. The results suggest that mathematics teachers use classroom management strategies not only to establish orderly lessons but also to regulate intense latent emotions that arise during classroom teaching. Innovation activities of firms tend to be highly persistent. Yet, little is still known about potential spatial contingencies affecting the degree of persistence. This paper analyses the influence of local knowledge spillovers on firms' persistence in innovation activities. Using a representative panel data set of firms in Germany from 2002 to 2016, complemented by detailed geographic information of patent activity over discrete distances to proxy local knowledge spillovers, we find that the local patenting activity positively moderates persistency in innovation activities. Estimations with different distance bands show that the strength of knowledge spillovers that contribute to innovation persistence attenuates with increasing distance and vanishes beyond 30 kilometres in manufacturing and beyond 20 kilometres in services. This study examines the availability of populist radical right voters for mainstream parties. Are there segments within the electorate of PRRPs that can be regained by (specific) established non-populist parties? Focusing on the German context, the paper analyzes the availability of AfD voters on the electoral market. We demonstrate that relatively low availability can be traced back to the voters' distance in issue positions, the strength of populist attitudes and the interplay of distance and populist attitudes. Strong populist attitudes decrease the role of issue proximity for the likelihood of winning (back) AfD voters. Accordingly, simple repositioning towards stricter immigration laws is not a substantively profitable strategy. Our results indicate that an AfD voter's willingness to vote for an established party varies across parties. Generally, the German populist radical right voter's availability for the mainstream parties are rather low, and we shall thus discuss the strategic implication of our findings. [ABSTRACT FROM AUTHOR]
