This paper aims at identifying the causal relationship between the reform of the cultural system and the upgrading of industrial structure, revealing the causal relationship between the reform of the cultural system and the upgrading of industrial structure, which is of great significance for promoting the reform of the cultural system and the upgrading of industrial structure. The impact of cultural administrative reform on industrial structure upgrading is empirically tested using panel data from 261 prefecture-level cities in China from 2001 to 2017. The double difference model and PSM-DID method are used. This includes conducting placebo tests and examining the robustness of empirical findings using other methods. The findings indicated that (1) the influence coefficient of the cultural administrative system reform on industrial structure upgrading is positive and passed the significance level test, indicating that the cultural administrative system reform significantly promoted industrial structure upgrading, and on average, it can improve the level of the urban industrial structure by 11.81 percent. (2) Theoretical analysis of the mechanism demonstrates that the innovation level acts as a link between cultural administrative system reform and industrial structure upgrading, implying that cultural administrative system reform promotes industrial structure upgrading by stimulating the innovation level of cultural enterprises. (3) The results of the heterogeneity analysis indicate that the influence of cultural administrative reform on industrial structure upgrading is highly regionally and economically differentiated. The higher the economic level of the local community, the more effective the promotion effect on industrial structure upgrading. The reform of the cultural administrative system has a greater impact on industrial structure upgrading in the eastern region than in the central and western regions. On the basis of the foregoing research findings, this paper makes some policy recommendations for releasing the overall system reform dividend based on the cultural system and promoting regional industrial structure upgrading. Distribution process is the core of logistics enterprise system. Efficient distribution process is the key for enterprises to improve logistics service level, gain competitive advantage, and win customers. In order to reduce the design error of the system and ensure the effective operation of the system, this paper establishes the system model and analyzes the properties of the model through the evaluation and analysis of various resources of the distribution system. The future development of intelligent logistics system is not only the key for logistics enterprises to win competition, but also a new measure to promote China's economic development. This is not only a typical NP hard problem, but also a major challenge for the rational and scientific development of the intelligent logistics industry. Based on the previous theoretical research results, this paper intends to explore the intelligent logistics distribution route selection scheme by using mathematical modeling methods such as particle swarm optimization, so as to provide new technologies and methods for logistics distribution operation and management decision-making. The results show that compared with the traditional genetic algorithm, the accuracy of the improved particle swarm optimization algorithm is improved by 10.36%. This method effectively improves the operation cycle and link efficiency and achieves the purpose of optimization. The improved particle swarm optimization algorithm proposed in this paper is not only more suitable and effective for enterprise decision makers to deal with subjective judgments in an imprecise environment. Venture capital syndication (VCS), an investment model, is gaining increasing attention. This paper uses a new perspective on knowledge transfer to explore the influence mechanism of knowledge heterogeneity in VCS on the innovation performance (IP) of entrepreneurial firms. We use firm-year panel data from the Shenzhen Stock Exchange for 2000–2017 and find that the knowledge heterogeneity of VCS includes, at least, management knowledge heterogeneity, investment knowledge heterogeneity, and technical knowledge heterogeneity. In particular, management knowledge heterogeneity and technical knowledge heterogeneity positively affect the IP of entrepreneurial firms. We further find that the intellectual capital (IC) of entrepreneurial firms mediates these positive relationships. Moreover, the equity concentration of VCS positively moderates the relationship between knowledge heterogeneity and IP and negatively moderates the relationship between knowledge heterogeneity and IC. This paper provides a new theoretical explanation of the relationship between VCS and IP of entrepreneurial firms from a knowledge transfer perspective and explores the impact paths of this relationship. This paper explores the influence mechanism of the marketization process and financial technology on corporate investment preference using panel data from 2013 to 2019 for China's A-share listed companies. The study finds that both the marketization process and FinTech can facilitate increased R&D innovation and foreign equity investment by companies but discourage investment in their fixed assets, and FinTech has a "U-shaped effect" on corporate R&D and innovation. At the same time, the marketization process and FinTech show different threshold effects on corporate investment preferences with government subsidies as the threshold variable. It is found that market-based processes in small-scale enterprises are better able to promote investment in innovative R&D by companies—the marketization process for large enterprises has a greater impact on outward equity investment in the heterogeneity analysis. From the perspective of the nature of property rights, it is found that the marketization process and FinTech have a greater impact on non-state enterprises. As a result, in an era of rapid FinTech development, this paper enriches the relevant research on the impact of the marketization process on corporate investment preferences, which has important practical significance for policy formulation and corporate future development. The traditional innovation model has been unable to adapt to high-speed development, so the role of the innovation ecosystem has become more important. In this paper, we introduce ecology into industrial innovation and construct the symbiotic model to study the symbiotic evolution process of the high-tech industrial innovation ecosystem. This paper takes China's national high-tech industrial park as a case to study its symbiotic efficiency through empirical research, which uses a stochastic frontier analysis as a research method, constructs a complete index evaluation system, and analyzes the influencing factors. According to the results, we find that an environment conducive to the symbiotic efficiency has emerged, but development and efficiency of high-tech ecosystems in different regions of China are highly dispersed and unbalanced. There is room for improvement in symbiosis efficiency, but the difficulty is gradually increasing. Based on the evaluation of symbiotic efficiency of innovation ecosystem of high-tech industry and the consideration of influencing factors such as policy, economy, society, and technology, this paper puts forward the countermeasures of high-tech industry supporting regional economy. Based on the data of China's listed companies from 2007 to 2020 and the financial license of the China Banking and Insurance Regulatory Commission, this paper analyzes the influence of bank competition on enterprise innovation investment and its mechanism. It is found that bank competition can improve the enterprise innovation investment, which still holds true after endogenous treatment and robustness test. Further research demonstrates that bank competition plays a stronger role in enterprise innovation for non-state-owned enterprises and small-scale enterprises. The mechanism analysis shows that bank competition can promote enterprise innovation investment and enterprise financialization by easing financing constraints. Moreover, enterprise financialization has a crowding-out effect on enterprise innovation investment. Therefore, moderately intensifying bank competition, further improving the financial system, and deepening the financial marketization reform have profound effects on driving enterprise innovation and its high-quality development. As private businesses are an integral part of China's market economy, it is essential to foster their expansion in a positive manner. Even though some private enterprises have made significant strides in their ability to innovate independently, the majority of them have not yet established an effective endogenous mechanism of independent innovation, and their independent innovation capability and level are insufficient to meet the requirements of economic and social development in the new era. Therefore, it is essential to evaluate the innovation capacity of private businesses. Therefore, the first section of this paper examines the research on measuring enterprise productivity. Second, this paper employs a combination of endogenous dynamics to develop an endogenous dynamics mechanism that encourages innovation in private companies. In addition to employing the DEA model, this paper proposes an evaluation optimization mechanism for assessing the innovation capability of private enterprises in a Chinese province from 2015 to 2021. By constructing a model of the relationship between innovation and entrepreneurship education and college students' employability, this paper examines the impact of innovation and entrepreneurship education mode on college students' employment and entrepreneurship. At the same time, the model is tested by improving the random forest algorithm. The process of talent quality evaluation is to select talents with the best comprehensive quality based on various indicators of students' performance in school, which can be regarded as a classification problem of unbalanced data sets. Building a new development pattern based on the "double-cycle" is a major strategic plan of China. Under the background of the new development pattern of the "double-cycle" and the context of environmental constraints, this paper tries to explore the impact of marine economic development on marine cultural industry and marine innovation development, the extent of the impact of marine cultural industry on marine economic growth, and the internal relationship between them under the new development pattern of double circulation. In this paper, Fujian Province is taken as the research object to construct an indicator system of the marine culture development to reflect the living standard, employment level, and spiritual and cultural levels of people in the marine area, and the external influence of the marine economy and marine culture industry is taken as the indicator variable to measure the integrated development. The internal changes are regarded as the index to assess the integration level of the two, and the evaluation theoretical model of the dynamic evolution level of the marine economy and marine cultural industry is constructed. The vector autoregression model and impulse response function are used to study the interactive correlation between the growth of the marine economy and the development of the cultural industry. The results show the following: In the long run, there is a cointegration relationship between the marine culture industry and the gross ocean product (GOP), which is a long-term balanced and stable relationship. The carbon emission reduction potential of photothermal utilization of solar energy is outstanding, but the breakthrough of technology is closely related to the management of innovation and research in higher educational institutions. What factors affect such relationship is discussed in this paper. Based on the photothermal technology project data released by the National Natural Science Foundation of China (NSFC) and China education yearbook, this paper analyzes the variable relationship between the output of solar thermal technology innovation and industrial demand. Specifically, the negative binomial regression was constructed based on the technological project approval data. The results show that the input of scientific research resources has a key influence on the development of solar thermal technology, the establishment of technological projects or the subsequent patent application derived from technological projects. Based on the theoretical knowledge of technological innovation, this paper designs a sensor data value incubation model and a sensor data collection model to collect the original data on green innovation efficiency. In order to explore the spatial and temporal differentiation characteristics of China's provincial green innovation efficiency and the spatial spillover effect of China's provincial green innovation efficiency, the entropy weight TOPSIS model is adopted to measure the green innovation efficiency of China's 30 provinces (cities) from 2005 to 2021 and analyze its temporal and spatial evolution characteristics. This paper uses an exploratory spatial data analysis method to prove the agglomeration phenomenon of China's provincial green innovation efficiency in the ground space. Finally, a spatial econometric model is introduced to study the impact of government R&D investment, green supervision, and green innovation efficiency on spatial spillover effects. The study found the following three conclusions: First, the efficiency of green innovation in China's provinces has been fluctuating in stages, and the overall trend has been increasing year by year. The overall efficiency of green innovation in China's provinces is low, and the overall development is uneven and uncoordinated. Second, from the results of the spatial autocorrelation test, there is a clear and positive spatial correlation between China's provincial green innovation efficiency and agglomeration in the geospatial space. Third, government R&D inputs and different types of green regulations have a significant impact on green innovation efficiency and have significant spatial spillover effects. Along from the eastern region to the central region, then to the northeast and western regions, the degree of effect on green innovation efficiency and the intensity of spatial spillover effects have gradually weakened. It is believed that the government should reduce R&D investment in the eastern region and increase green sewage charges. This paper makes a comprehensive description of the innovation ecosystem from three perspectives, the concept refinement of the innovation ecosystem, factor symbiosis, and system efficiency, since the traditional definition of innovation ecosystem is not sufficient to fully describe the innovation ecosystem. With grounded theory for reference, the concept of innovation ecosystem is reconstructed, and it is discovered that the conceptual model of innovation ecosystem is composed of main categories and subcategories. The main category is the innovation population and innovation habitat category in the innovation ecosystem, and the subcategory is the input and output activities of the innovation subjects in the innovation ecosystem. The concept refinement of the innovation ecosystem based on the Chinese scenario reflects the characteristics of the innovation ecosystem in a specific context. It has been found that, under the Chinese scenario, there is an asymmetric symbiotic relationship between populations and habitats in the innovation ecosystem. The input-output total factor productivity of the entire innovation ecosystem is in a state of decline, and this decline in total factor productivity is mainly due to the decline in technological change. This paper uses the data of China's A-share listed companies in Shanghai and Shenzhen stock markets from 2003 to 2014 and takes the pilot emission trading policy in 2007 for a quasinatural experiment to explore the role of the pilot emission trading policy in promoting enterprises' green technology innovation. The empirical research shows a Porter effect in the emission trading system in China. Specifically, first, the emission trading policy can significantly promote enterprises' green technology innovation in pilot areas. In addition, the incentive effect of emission trading policy on green technology innovation is significantly different due to the types of green patents. Second, the incentive effect of emission trading policy on enterprises' green technology innovation is different due to the nature and scale of enterprises. The incentive effect is greater in state-owned enterprises than in non-state-owned enterprises, and it is greater in large-scale enterprises than in small-scale enterprises. Finally, the incentive effect of emission trading policy on enterprises' green technology innovation has heterogeneity of regions. Technological innovation has an important impact on environmental pollution. In this paper, first, we analyze the influence mechanism of technological innovation on environmental pollution and then design the index system of technological innovation. Then, we use the entropy method to calculate the technological innovation level of different regions in China based on provincial panel data from 2004 to 2016. Finally, the panel vector autoregression model (PVAR) is adopted, and taking the discharge of sewage, solid waste, and exhaust gas as the research objects, the impact of technological innovation on them is empirically analyzed. The results show that China's technological innovation level is steadily improving, but there are significant differences in the impact of technological innovation on wastewater, waste gas, and solid waste. Specifically, technological innovation can contribute to an increase in wastewater and solid waste emissions. However, the impact of this technological innovation on them is not equal. Secondly, the impact of technological innovation on exhaust emissions is to inhibit exhaust emissions in the short term and promote exhaust emissions in the long term. Finally, there are clear differences between them in terms of the specific impact of changes in wastewater, solid waste, and exhaust emissions. Changes in wastewater discharges and solid waste generation are largely derived from their own effects, while the role of technological innovation is supportive and insignificant. The change in exhaust emissions is initially influenced by itself, but in the long run, the influence of technological innovation gradually increases and eventually exceeds its own influence. The insufficient innovation ability is the biggest bottleneck for the upgrading of creative industry in China. Thus, it is an important way to structure the good R&D innovative ecosystem around perfecting the innovative chain for improving the innovation ability of creative industry. This paper discusses the theoretical connotation of the R&D innovation ecosystem of creative industry, studies the spatial structure of the R&D innovation ecosystem, and proposes the fact that the innovative population of R&D innovation ecosystem in creative industry can be divided into original innovative population, technological innovation population, innovation service population, innovation input population, and system innovation population. The research on the demand, financing, and business model of R&D breakthrough innovation in China's industry cannot be separated from the analysis of the evolution stages of various industries, because different strategies need to be formulated at different stages of development, and it is very important to accurately grasp the stage of industrial development. By introducing logistic curve equation, the breakthrough innovation of industrial R&D is divided into four stages: incubation stage, growth stage, evolution stage, and maturity stage, and the different characteristics of different stages of industry development are analyzed. Taking the breakthrough innovation of R&D in industry as an example, this paper uses the logistic empirical model based on factor analysis to study it. It is an unavoidable requirement of higher education to thoroughly refine the scientific concept of development and explore the innovative and entrepreneurial education of college students. Wide and effective creative and business literacy training for college students is an important means to reduce the fierce competition for jobs and an effective way to further build an innovative country. The purpose of this paper is to conduct an in-depth study on effective strategies to optimize creative and business literacy training for college students in the context of Internet+. This paper examines how to optimize college students' creative and business literacy training in the context of Internet+, explains the related concepts and development status of college students' creative and business literacy training, and discusses the value and practical significance of college students' creative and business literacy training as well as the current innovation of college students in China. Opportunities, challenges, and problems are encountered in entrepreneurship. Survey experiments were conducted. The results show that more than 83.6% of graduates have some idea about creative and business literacy training, but the satisfaction of college students with the current creative and business literacy training is only 58.2%. Innovative product design is the core problem of modern industry and the source power of enterprise development. With the continuous improvement of China's material level, product innovation design has changed from functional needs to emotional needs, and the product design method centered on users' emotional needs has attracted much attention. With the emergence of new technologies such as artificial intelligence and big data, the automation and intelligence of advanced algorithms and innovative design methods for online product decision driven by multimodal multimedia data in e-commerce have become inevitable trends in the field of product design, and it is a big challenge to improve the innovative design ability of products by using information technology. In order to solve this problem, based on the research of BP neural network technology, this paper puts forward an innovative product design method based on image-Kempi method. The color features of images are reconstructed and integrated, and then transferred to product modeling, so as to generate new products with both content image modeling features and style image color features, which brings visual inspiration to users. The results show that KENPI method combines the theories of Kansei engineering, convolutional neural network, and neural style transfer, and establishes a mapping model between product modeling elements and product semantics. Convolutional neural network and neural style transfer model are used to extract, reconstruct, and integrate the color features of style diagrams, and transfer them to product modeling to design new product images. By evaluating the image quality and comparing the product semantics before and after the migration, the validity and feasibility of the migration are verified. Based on BP neural network, a nonlinear mapping model between product attribute space and product semantic space is constructed, and the generalization ability of the model is evaluated, which verifies the feasibility and effectiveness of this method. Improving the coordination between technological innovation in high-tech industries and regional economic development is an important measure for all provinces (cities) to implement the innovation-driven development strategy. Based on the analysis of the mechanism of high-tech industrial technological innovation and regional economic development, this paper constructs the measurement index system of high-tech industrial technological innovation and regional economic development, and the chain network DEA model, entropy weight method, coupling coordination model, and exploratory spatial data analysis technology are comprehensively used to empirically analyze the technological innovation efficiency of high-tech industries, regional economic development level, and the coupling coordination relationship between them and the spatiotemporal evolution trend in 24 provinces (cities) of China from 2009 to 2018. The results show that (1) there are significant differences in the average level of technological innovation efficiency of high-tech industry in each stage, which is the most prominent in the technology research and development stage, followed by the industrialization stage, and finally in the technology transformation stage. (2) The degree of coupling and coordination between high-tech industrial technological innovation and regional economic development is increasing year by year, which is in the adaptation stage of high-tech industrial technological innovation and regional economic development. (3) From the perspective of spatial pattern, there is a positive spatial autocorrelation between the coupling coordination degree of high-tech industrial technological innovation and regional economic development. The number of provinces (cities) with low coupling coordination degree is much larger than that with high coupling coordination degree, showing a serious imbalance of regional heterogeneity and forming two spatial aggregation areas of "high-high" diffusion effect and "low-low" low-speed growth. The purpose of this paper is to study the innovative research on the new path of rural tourism development based on mobile communication. It is hoped that mobile communication technology will be used to analyze the development patterns of rural tourism in different regions and to explore new development paths. This article first describes the notion of rural tourism, makes a comparative analysis of the different development models of rural tourism at home and abroad around rural revitalization, and makes a corresponding discussion on China's rural tourism model. China's rural tourism includes city-based, scenic-based, historical and cultural-based, transportation-based, industrial economy-based, and folk-custom-based. This paper briefly introduces the main development process of mobile communication technology, analyzes the relationship between the current era of big data and mobile communication networks, and explores the importance of mobile communication technology at present. The experimental results of this paper show that in terms of income, tourists above 70,000 yuan account for 31.8%, and tourists below 20,000 yuan account for 8.7%, indicating that rural tourism is less affected by the annual income of tourists. Tourists with a single consumption of less than 500 yuan accounted for 8.2%, indicating that there are many types of rural tourism, and tourists can choose according to their own abilities. With the growth and development of Construction 4.0, new technologies such as BIM, Big Data, and the Internet of Things are commonly used. These digital technologies play a critical role in fostering firm innovation and also have a major impact on firm performance. Based on panel data of 33 listed construction firms in China's construction industry from 2015 to 2020, this paper uses regression analysis and mediation analysis methods to empirically examine the relationship between Construction 4.0, technological innovation capabilities, and firm performance. The results demonstrate that Construction 4.0 has a significant positive promotional effect on the firm performance, while technological innovation capabilities mediate between Construction 4.0 and the firm performance. Based on these findings, it is suggested that construction firms should pay attention to the new technologies brought by Construction 4.0, increase investment in research and development, actively cultivate technological innovation capabilities, and build technological innovation networks, so as to promote digital transformation of construction firms. This paper analyzes the impact of ecological innovation and green investment on carbon dioxide emission limitations by building a data analysis model. The results of the case analysis show that the impact of the green investment scale on Chinese carbon dioxide emission restrictions is an inverted U-shaped relationship. The scale of green investment, economic competition, and marketization of capital allocation has a negative impact on Chinese carbon dioxide emissions, while green investment and ecological innovation have a positive effect on the green and low-carbon development of the Chinese economy. Power transmission and transformation projects (PTTPs) under new energy grid connections are different from ordinary engineering construction projects. With large investment amounts, various supporting facilities, and high safety and quality requirements, PTTPs are vulnerable to the volatility of new energy power generation, climate, geological conditions, geopolitical environment, technological changes, and other kinds of uncertain factors. Therefore, the investment risk of PTTPs under new energy grid connection is particularly considerable in the project management. For the owner of PTTPs, adopting the engineering-procurement-construction (EPC) mode is an effective attempt to solve the project construction problems faced by the owners. Thus, this paper deeply excavates the key risk points of PTTPs in the initial investment phase under the EPC mode and constructs the novel risk evaluation index system from the perspectives of economy, management, policy, society, and environment. An assessment model is established based on triangle fuzzy number-hesitant fuzzy linguistic term sets (HFLTS-TFNs), the entropy method, and the fuzzy comprehensive evaluation method, which is used to evaluate the investment risk of PTTPs to provide reference for power grid corporations to control project risks. Finally, a case study in the Hexi Corridor region, Gansu Province, China, is illustrated to demonstrate the rationality of the decision model and find management risks are the most vital risk factors for PTTPs under EPC mode. In recent years, the number and scale of small, medium-sized, and micro enterprises have continued to increase, which is the main force to promote the development of China's national economy, the guarantee of China's rapid and stable economic development, and has a direct impact on social stability and people's livelihood. In China's economic growth, small, medium-sized, and micro businesses play a critical role. However, several limitations limit their current growth stage, preventing them from expanding their size, such as resource and environmental limits, an inappropriate industrial structure, and institutional issues, such as severe market rivalry. To address this issue, this paper develops a micro innovation service platform for small and medium-sized businesses, offers a variety of services to small and medium-sized businesses, fully realizes data sharing and transmission in all aspects using social perception and neural network algorithms, and effectively utilizes social attributes on mobile nodes to assist each node. Also, it investigates the impact of the innovation service platform for small and medium-sized micro firms in practice. After the construction of the innovation service platform for small and medium-sized micro enterprises in 2018, it analyzes the number of transaction projects of platform technology transfer, technology development, technical consultation, and technical services from 2018 to 2020 and analyzes the transaction volume of projects in four aspects. The results show that they have significantly improved, which plays an important role in realizing the transformation of achievements and improving the innovation ability of small and medium-sized micro enterprises in China. This paper tries to investigate the future development tendency of five typical industries in China and find out whether there exists a different innovation strategy preference between Chinese firms of low- and high-knowledge density industry in the background of low-carbon sustainable development. First, this paper finds that the innovation driven-based trend of industrial development is further accelerated in China. Firms in industries with high knowledge and technology density, such as specialized-supplier, scale-intensive, and science-based industries, are more likely to choose exploratory innovation strategy than exploitative innovation strategy. Firms in industries with low knowledge and technology density like service- and supplier-dominated industries are more likely to choose the exploitative innovation strategy. Second, results indicate that exploratory innovation can bring higher technological innovation performance than exploitative innovation. And the effect of the ambidextrous strategy is better than the single exploitative strategy in industries with high knowledge and technology density like specialized-supplier, scale-intensive, and science-based industries. Third, this paper suggests that innovation strategy preference plays a mediating role between industry type and technology innovation and a moderating effect of knowledge management capacity between innovation strategy and firms' technology innovation. What is the interplay of high-tech industrial agglomeration and urban innovation? How does high-tech industrial agglomeration affect urban innovation? What are the heterogeneous effects of high-tech industry agglomeration on urban innovation in different conditions? To answer these questions, this paper analyzes the interrelationship between high-tech industry agglomeration and urban innovation based on panel data of China's Yangtze River Delta urban agglomeration from 2010 to 2019. We discuss the influence mechanism of high-tech industrial agglomeration on urban innovation by exploring the mediating effect of industrial structure optimization and the threshold effect of industrial attributes. The heterogeneous impact of high-tech industry agglomeration on urban innovation is also been further studied. We find that (1) the interaction relationship between high-tech industry agglomeration and urban innovation output is positive. (2) The advancement of industrial structure plays a positive intermediary role between high-tech industrial agglomeration and urban innovation output, while the rationalization of industrial structure shows a suppressing effect. (3) There are different threshold effects between capital intensity and technology intensity. The influence of high-tech agglomeration on urban innovation is positive only when the capital intensity exceeds 1.125. However, the influence is always positive in different levels of technology intensity, significantly. When the technology intensity is higher than 9.012E − 06, the degree and significance of this positive impact would decrease. Considering the reward and punishment mechanism of the management committee and the complexity of innovation path selection of high-tech and general enterprises, this paper constructs an evolutionary game model of independent innovation incentive mechanism in the National Independent Innovation Demonstration Zone of China. Meanwhile, the equilibrium points of the strategy selection are solved for the three. In addition, this paper adopts numerical simulation to analyze the influence of each decision variable on different players' strategic selections. The results show that (1) the initial willingness of the management committee, high-tech and general enterprises has different influences on each other, and these factors such as independent innovation cost, technology spillover coefficient, and patent royalty significantly affect the strategic selection of enterprises; (2) the reward and punishment mechanism of the management committee can enhance the innovation willingness of high-tech and general enterprises, in which these punitive measures can promote further the independent innovation of the two; (3) the greater the innovation subsidy provided by the management committee to high-tech enterprises, the heavier the punishment for general enterprises, and the better the effect of independent innovation incentives. Small- and medium-sized enterprises (SMEs) are important foundations to implement mass entrepreneurship and innovation and play an irreplaceable role in increasing employment, promoting economic growth, as well as scientific and technological innovations, and providing particularly social harmony and stability and imminently are strategic entities to the national economy and social development in underdeveloped regions. However, the low-efficiency financing of SMEs has gradually become a major factor that restricts the high-quality development of SMEs in the current conditions. In this paper, interest expenditure, gearing ratio, and the net debt ratio as input indicators and current asset turnover ratio, cost margin, and main business income as output indicators are used to conduct the DEA-BCC model. By utilizing the GEM-listed private enterprises between 2017 and 2020 in China, the nationwide financing efficiency of SMEs is firstly measured, and then the financing efficiencies of SMEs in economically developed regions and lagging regions are calculated separately. The comparison reveals that the financing efficiency of SMEs in economically underdeveloped regions is not only lower than the national average figure but also much lower than the financing efficiency level in economically developed regions, which is the result of the combined effect of internal and external factors that enterprises face. Further, this paper finds that unexpected public events, core technical personnel, and enterprise size have an impact on the financing efficiency of SMEs when running group testing. There is a significant IPO underpricing phenomenon in the stocks of high-tech companies on China Science and Technology Innovation Board (STAR Market). In order to analyze the causes of high IPO underpricing on STAR Market, from the perspective of investor behavior, this paper uses the Two-tier Stochastic Frontier Model to decompose IPO underpricing into two parts, the pricing impact of the primary market and the transaction impact of the secondary market, and then studies the differences of the impact of different markets on IPO underpricing. The results show the following: (1) the primary market pricing of most stocks, that is, the difference between the issuance price of stocks and the real value of stocks is small, which shows that the primary market pricing has a weak impact on the IPO underpricing of the STAR Market, which in turn shows that the implementation of the registration system has significantly improved the IPO pricing efficiency of the STAR Market; (2) the closing price of most stocks fell on debut, that is, the trading price of stocks is significantly higher than its real value, which shows that the blind optimism of investors in the secondary market and the irrationality of investor structure are the main factors leading to the IPO underpricing of the STAR Market; and (3) through the variance decomposition and the robustness test of grouping the industry to which the enterprise belongs, the year of listing, and issuance and the size of the enterprise, we find that in different years and different industries, the impact of investor behavior in the secondary market on IPO underpricing is significantly higher than that in the primary market. In addition, the IPO underpricing of enterprises is not affected by the size of enterprises. This shows that the behavior of investors in the secondary market has always been the main means to affect the IPO underpricing of the STAR Market. Sustained and stable external financing, affected by the financial environment, is a necessary condition to support the green technological innovation of enterprises. This paper focuses on the impact of bettering the financial environment of digital finance on enterprise green technological innovation, as well as the mediating role of financing costs and financial flexibility in this process. Using China's data on manufacturing enterprises listed in Shanghai and Shenzhen from 2011 to 2018, the hypotheses are tested. The result suggests the following: (a) digital finance effectively promotes enterprises to carry out green technological innovation, specifically, the coverage and depth of digital finance can promote enterprises' green technological innovation, but the degree of digitization has no significant impact; (b) digital finance improves the financial environment by making up the shortage of traditional financial system through reducing financing problems such as "financing difficulty," "matching difficulty," and "supervision difficulty," which make effective contributions to enterprise green technological innovation; (c) financing costs negatively mediate the relationship between digital finance and enterprise green technological innovation, while financial flexibility positively mediates the relationship. Overall, our findings shed light on the role digital finance plays in shaping corporate environmental behavior—and ultimately innovation in sustainability—in financing constraint setting. Cross-border e-commerce has greatly promoted the development of China's foreign trade, and the cross-border e-commerce comprehensive pilot area (CBECCPA, in brief) is the main form for promoting the development of cross-border e-commerce. The study aims to find out what factors and to what extent these factors affect the development of the CBECCPAs. Adopting the structural equation model analysis (AMOS) method and the data in 2017 of the 35 CBECCPAs set in the former three batches in China, the paper studies the effects of four main factors, including economic foundation, telecommunication network foundation, e-commerce logistics, and scientific and technological innovation, on the development of the CBECCPAs. The empirical results show that the economic foundation of the city where a CBECCPA locates has a vital impact, scientific and technological innovation has a quite important effect, e-commerce logistics has an important impact, and telecommunications network foundation has a slight influence on the development of CBECCPA. On the basis of empirically analysis results, it is suggested to strive to develop the cities' economy, increase investment in scientific and technological development, attach importance to scientific and technological innovation, and perfect the urban logistics system. Some suggestions are put forward, such as to make great efforts to develop the economy sustainably, to encourage to scientific and technological innovation, and to improve the logistics system. In the context of technological innovation promoting the long-term sustainable development of enterprises, how to better motivate senior executives to create greater value for an enterprise is being widely discussed. In particular, the COVID-19 outbreak has raised concerns about whether companies can deliver more value by holding large amounts of cash. However, although scholars have conducted a lot of research on topics such as innovation and firm value, how differentiated executive compensation incentives regulate the relationship between firm innovation and the value of cash holdings has hardly been explored. This paper selects the balanced panel data of 1470 A-share listed companies from 2012 to 2020 in China to explore the relationship between innovation investment, executive compensation, and the value of cash holdings. It is found that innovation investment has a positive impact on the value of the cash holdings. Based on Herzberg's hygiene motivational factors, different types of executive compensation may have a hygiene effect or a motivational effect, which is different. As a result, the moderating effect of executive compensation on innovation investment and the value of cash holdings are significantly different. Executive equity compensation and in-service consumption are motivational attributes. They have a positive moderating effect on innovation investment and the value of cash holdings. The moderating effect of executive monetary compensation on innovation investment and the value of cash holdings changes with the change in monetary compensation. When monetary compensation is lower than the threshold value, monetary compensation is reflected as a hygiene attribute, so it has no significant positive moderating effect on innovation investment and the value of cash holdings. When monetary compensation is higher than the threshold value, monetary compensation is reflected as a motivational attribute, so it has a significant positive moderating effect on innovation investment and the value of cash holdings. Based on the actual data of three systems from periods 2010 to 2020, we try to use entropy weight method to calculate index weights, use coupled coordination model to calculate coupling coordination degree of three systems, and use gray correlation analysis method to in-depth analysis interaction relationships between three systems. Under the research background of ecological environment protection and "double carbon" goal, this paper applies panel data on the logistics industry from 2010 to 2019 in 12 provinces of China's new western land-sea corridor to statically measure the logistics industry's technical efficiency after taking into account the impact of different environmental elements and to analyze the dynamics trends of total factor productivity in the logistics sector. It is measured by using the three-stage SBM model and the Malmquist–Luenberger productivity index, which considers undesirable output. The findings indicate the following: (1) In the context of "double carbon," the overall technical efficiency of the logistics sector in the new western land-sea corridor seems to be relatively low; however, the average technical efficiency of the logistics sector in the southern portion of the new western land-sea corridor does seem to be higher than that of the northern part. (2) The logistics industry's technical efficiency varies greatly by region, with locations near central China having much higher technical efficiency than remote inland areas. (3) The fundamental reason for the improvement of technical efficiency in the logistics industry is pure technical efficiency, and the driving force behind the increase in total factor productivity is technological advancement. (4) Economic development, informatization development, industrial market scale, and import and export all have a substantial influence on the logistics industry's technical efficiency. Data mining (DM) is a method for analysing and learning from data in databases and data warehouses using artificial intelligence. They work better together to create a solid foundation for decision-making analysis of businesses or pertinent departments in many fields. The BP algorithm can cause the weight to converge to a specific number, but it cannot ensure that that value is the error plane's overall minimum. In order to correct the flaw that the BP neural network is prone to falling into local minima, the improved credible BP neural network used in this paper adopts the momentum factor. The findings demonstrate that there is little variation between the predicted value and the actual value achieved by applying the BP algorithm in the experimental group with order of magnitude standardised operation, and that this algorithm's error has been decreased by 7.38%. Based on the cooperative invention patent application data in 2002–2020, using the social network analysis method and Gephi 0.9.2 visualization to construct a patent cooperation network and knowledge network, this paper analyzes the overall characteristics and evolution law of the patent cooperation network in the advanced nonferrous metal industry. It is found that, first, the structure of the innovation network in China's advanced nonferrous metals industry is becoming more and more complex. The scale of the cooperation network and knowledge network is increasing, and the small world is obvious. Second, some innovation subjects, as key nodes, play the role of "bridge" and grasp the general direction of technology. The structure of the key nodes in the network has changed, and the cooperative innovation network of industry-university-research has gradually evolved from enterprise-led to university-led. Third, the number of technical categories has increased and the depth of technology has been enhanced in China's advanced nonferrous metal field. Hot technical fields are characterized by high intensity, wide range, and stable advancement. This paper makes a new attempt to identify the effectiveness of innovation factor allocation with a random forest method. This method avoids the evaluation bias of the relative effectiveness caused by the noneffective selection of production frontier in the nonparametric DEA method. It does not refer to other optimal subjects but shifts the focus to the judgment of its own effectiveness. In addition, it also gets rid of the constraints of the model and variables in the parameter SFA method, ensuring the reliability of the measurement results by resampling thousands of times. The data is collected from 30 provinces in China from 2009 to 2018. The findings show the innovation factor allocation in more than half of the provinces is not fully effective. It indicates that how to make use of innovation factor inputs to achieve the actual innovation output higher than own optimal levels is currently still in a period of exploration in China. To further improve innovation factor allocation efficiency, it deeply analyzes the impacts of innovation factor inputs and finds out the important innovation factor inputs. Furthermore, this study presents the nonlinear characteristics and optimal combination of important innovation factor inputs. According to this, it offers the detailed suggestions about how to adjust current important innovation factor inputs for each province in order to greatly enhance the effectiveness of innovation factor allocation in the future. Technological innovation is the source of generating new momentum. In the context of the financing constraints generally existing in China, it is particularly important to explore the impact of technological innovation investment on corporate financial risk, which also provides a risk identification perspective and development direction for enterprises. Based on the data of China's small and medium-sized listed companies from 2010 to 2019, and from the perspective of moderating effect of financing constraints, this paper uses multiple regression analysis method to test the impact mechanism of technological innovation investment on corporate financial risk and the moderating effect of financing constraints in both. The results show that technological innovation investment can significantly reduce corporate financial risk, while financing constraints can significantly improve the level of financial risk. Financing constraints play a moderating role in technological innovation investment and financial risk. Heterogeneity test found that, compared with large-scale enterprises, small-scale enterprises' technological innovation investment has a more significant impact on financial risk, and the moderating effect of financing constraints is also greater. Compared with private enterprises, state-owned enterprises' technological innovation investment has less impact on financial risk, and the moderating effect of financing constraints is not significant. To establish the evaluation index system of urbanization innovation level and ecological efficiency, the entropy method is applied to measure the comprehensive index of urbanization innovation level and ecological efficiency, the VAR model is established, and empirical measurement is used to study the internal relationship and dynamic development between urbanization innovation level and ecological efficiency. The empirical results show the following: (1) The overall development of the innovation level in 30 cities in China is uneven, there is a large gap between the urban innovation level in backwards areas and economically developed areas, and there is a certain coupling effect between the urban innovation level and ecological efficiency. (2) There is a long-term dynamic equilibrium relationship between the urban innovation level and ecological efficiency, which will exert certain pressure on the ecological environment in the process of urbanization. However, the continuous improvement of urbanization will have a positive impact on the improvement of the ecological environment. (3) The improvement of ecological efficiency will also promote the improvement of the urban innovation level.
