The emergence of the Internet has brought revolutionary changes to modern information technology. The development of electronic communication information storage technology facilitates people to access information anytime and anywhere, effectively achieving resource sharing. However, traditional methods scatter communication information to all nodes, but neglect the extraction of electronic communication information association features, resulting in low information storage efficiency. This article analyzes the efficiency management of electronic communication information storage in multi-threaded networks and sets up a control experiment. Comparing the method proposed in this article with traditional methods, this study focuses on five aspects: information redundancy storage, information space utilization, productivity, data accuracy, and data transmission efficiency. It is concluded that the average information redundancy storage capacity of traditional electronic information storage methods is 8.35 x 107 T which is 6 x 107 T higher than using multi wire network electronic communication information storage methods. It indicates that traditional redundant information occupies a large amount of storage space, and its storage value exceeds the upper limit of electronic communication information storage. This means that the stored information may be overwritten by redundant information, resulting in the loss of stored information. The experimental results show that using the method proposed in this paper for electronic communication information storage results in a high distribution density of storage space and a significant improvement in information storage efficiency. Under Metaverse, security management of communication networks in digital cultural consumption has attracted more and more attention. As we know, security risks of communication networks caused by non-human factors are becoming weaker and weaker due to technology optimization. Meanwhile, players play significant and increasing role in communication networks. Taking mobile games as an example, this paper designed and applied the security management model to improve security management of communication networks in digital cultural consumption under Metaverse. The results show that: (1) The physiological, psychological, pathological, pharmacological, physical and psychosocial factors exert tremendous influence on communication networks. The psychosocial factors are more prominent. (2) There is security threshold in communication networks. It means that the security state can be entered if security threshold is crossed. This paper designs security threshold as the III level (5.5 ≤ P < 6.5). (3) This paper proposes 3E rules (That is, engineering, education, enforcement). It is beneficial to deal with security risks in communication networks. (4) After two security evaluations, the result is G2 = 6.70 > G1 = 5.01. A distributed network monitoring system has been designed and implemented for smart monitoring of complex indoor wireless environments to support management of wireless communications. In particular, it makes possible real-time monitoring and analysis in smart factories using commodity hardware and open-source software. The system collects data from distributed wireless receivers, aggregates the data in spatial cells and time bins, and computes space-time wireless metric data frames. A prototype monitoring system was implemented with two types of wireless interface sensors, packet-capture and spectral sensors, and automatic online data collection, indexing, aggregation and analysis. The current global economy is extremely competitive and it requires an efficient funding of public projects, especially when it comes to research and development. Project Management (PM) practices are intended to increase such an efficiency. The objective of this work is to explore the usage of PM methodologies and practices in projects funded by the European Union as part of the "Horizon2020" research framework program from 2014 to 2020. To this end, this research uses of a survey-based data retrieval to investigate the level of perceived PM maturity in Horizon 2020 projects. The results show that Project Managers involved in Horizon 2020 projects hold a high level of PM maturity, especially in the areas of cost management, communication and stakeholders management thus confirming that PM standards, which are imposed by the EU commission as a binding process, are effectively enforced. Large Capital Projects (LCPs) have a significant impact on the growth and development of local and international economies. Their failure stagnates progress, is not sustainable and cripples the economy and society in which they exist. This research study investigated the effective functioning of a Project Steering Committee (PSC) as a pivotal component to project management. Based on the findings of the literature review, the research model consists of four PSC function categories: (i) configuration, (ii) competency, (iii) decision authority, and (iv) communication. A 5-point Likert scale survey was used, and the results from 46 respondents within the South African industry was analyzed. The results concurred with previous studies that PSCs' knowledge of Structured Corporate and Project Governance is essential for the efficient functioning of a steering committee. Contrary to the expectations of experienced project practitioners, Communication Management ranked relatively low in importance. Whilst there was consensus on the ratings of the PSC competencies, the variance noted can be attributed to factors such as the project experience of participants, the type and location of the project, and the PSC construct in different organizations. This can indicate that there is no single PSC attribute, but a combination of technical and interpersonal skills, necessary for effective PSC functioning. Based on the results, it is recommended that the roles and responsibilities of the PSC are confirmed and understood by project stakeholders early in a project to ensure clear guidance and authority. Context: While progress has been made in the ability to measure the quality of hospice and specialty palliative care, there are notable gaps. A recent analysis conducted by Center for Medicare and Medicaid Services (CMS) revealed a paucity of patient-reported measures, particularly in palliative care domains such as symptom management and communication.Objectives and Methods: The research team, consisting of quality measure and survey developers, psychometricians, and palliative care clinicians, used established state-of-the art methods for developing and testing patient-reported measures. We applied a patient-centered, patient-engaged approach throughout the development and testing process. This sequential process included 1) an information gathering phase; 2) a pre-testing phase; 3) a testing phase; and 4) an endorsement phase.Results: To fill quality measure gaps identified during the information gathering phase, we selected two draft measures ("Feeling Heard and Understood" and "Receiving Desired Help for Pain") for testing with patients receiving palliative care in clinic-based settings. In the pre-testing phase, we used an iterative process of cognitive interviews to refine draft items and corresponding response options for the proposed measures. The alpha pilot test supported establishment of protocols for the national beta field test. Measures met conventional criteria for reliability, had strong face and construct validity, and there was diversity in program level scores. The measures received National Quality Forum (NQF) endorsement.Conclusions: These measures highlight the key role of patient voices in palliative care and fill a much-needed gap for patient-reported experience measures in our field. Managing a delusional patient is one of the most challenging situations experienced by dermatologists. This is exacerbated by the scarcity of psychodermatology training offered in residency and similar training programs. A few practical management tips can be easily employed in the initial visit to avoid an unsuccessful encounter. The Industrial Internet of Things (IIoT) plays a vital role in Industry 4.0, thanks to advanced wireless protocols like IEEE 802.15.4 Time-Slotted Channel Hopping (TSCH) and their incorporation in the IPv6 stack via 6TiSCH. These protocols rely on carefully constructed schedules generated by a Scheduling Function (SF). The Minimal Scheduling Function (MSF) serves as the standard SF established by the 6TiSCH WG, prescribing the management and adaptation of the communication schedule based on traffic patterns. However, MSF has a notable drawback in adapting to traffic variability and burstiness and fails to account for link quality when updating TSCH cells. To address these limitations, this paper introduces the Hybrid Proactive Scheduler with Adaptive Channel Selection (HPS). HPS calculates cell requirements by considering resource utilization, ETX (Expected Transmission Count), and buffer allocation. It incorporates a fast response mechanism for burst traffic, implemented through an autonomous scheduling mechanism. Additionally, HPS utilizes a whitelisting mechanism to select optimal communication channels. The proposed scheme is implemented in Contiki-ng and evaluated in both simulated environments and real-world testbed. Obtained results demonstrate the potential of HPS to significantly enhance reliability and reduce delays compared to state-of-the-art SFs. Specifically, HPS consistently demonstrates reliability levels surpassing 90% across diverse scenarios accompanied with a noticeable gain in latency and power consumption of approximately 70% and 25%, respectively. Emergencies are often accompanied by negative public opinion or even public opinion crises. To effectively deal with emergencies, negative opinion management should not be ignored; positive information seems to be a natural opinion control strategy, but its nature and applicability remain to be explored. Based on social judgment theory, the possible negative influence and the applicability of positive information are exposed conceptually. From an attitude-laden communication perspective, opinion evolution with mass communication is modeled. A Java-based Agent-based Modeling approach is applied to conduct extensive simulation experiments. Experiment data-based results indicate that both communication and attitude aspects of positive information are essential, and the strategy has its conditional applicability: under some conditions, the strategy is usually able to effectively achieve its expected effects; under other situations, it may not meet the expectation, or may even produce obviously negative effects; and non-positive information strategies and non-intervention are also management options. In the rapidly advancing landscape of machine learning, Federated Learning (FL) stands as a transformative paradigm, preserving data privacy and overcoming challenges in training models. Existing FL research has primarily concentrated on refining the learning process, often overlooking the critical aspect of minimizing communication costs, especially for clients with limited resources. This article introduces a groundbreaking approach, Explainable AI Empowered Resource Management for Enhanced Communication Efficiency in Hierarchical Federated Learning (XRM-HFL). XRM-HFL utilizes an explainable AI-driven resource management strategy, precisely predicting computational resource requirements. The hierarchical framework minimizes communication burdens by assigning communication with the cloud server to a designated Node Controller (NC) via edge aggregation. Empirical evaluations demonstrate that XRM-HFL outperforms prior methods, facilitating efficient communication, resource utilization, and faster convergence. The model exhibits notable decreases in intercommunication expenses, global costs, failure nodes, and execution time, along with an increase in resource utilization. Risk matrix, a tool for visualizing risk assessment results, is essential to facilitate the risk communication and risk management in risk-based decision-making processes related to new and unexplored socio-technical systems. The use of an appropriate risk matrix is discussed in the literature, but it is overlooked for emerging technologies such as Maritime Autonomous Surface Ships (MASS). In this study, a comprehensive framework for developing a risk matrix based on fuzzy Analytic Hierarchy Process (AHP) is proposed. In this framework, a linear function is defined where the risk index is treated as a response variable, while the probability and consequence indices are explanatory variables, with weights of these two indices representing their importance on given risk level. This significance is assessed by experts and quantified using AHP in interval type 2 fuzzy environment. A continuous risk diagram is then created and converted into a risk matrix that can be improved. To verify the feasibility of the proposed framework, a risk matrix is designed in the context of MASS grounding. The results show that the proposed approach is feasible. Building upon the communication privacy management theory, the research reveals the effect of self-disclosure on the identified mechanisms of perceived emotional value, performance expectancy, and privacy concerns, which in turn, influence customers' intention to compliment and complain via AI-enabled platforms. Findings from two quasi-experiments with 439 valid responses from U.S. customers suggest that customers are more likely to express their feelings when low self-disclosure AI technology is presented. The results suggest a prominent role of privacy concerns in mediating the effect of self-disclosure on customers' intention to compliment and complain. The effects of self-disclosure also channel through perceived emotional value and performance expectancy when customers want to leave a compliment. The moderating effect of reward timing was examined. The use of collaborative applications in which several individuals interact to solve a problem is an important strategy both in educational settings as well as professional environments. Virtual Reality (VR) technology, in particular, has acquired a predominant role in many industries. However, as the level of immersion and realism of the VR experience increases, so does the demand for computational resources, as rendering processes become increasingly intensive and can negatively affect other communication processes that are critical in collaborative environments. In this paper, we present a software framework based on multi-agent systems that enables the separation of rendering processes from internal data management tasks and communication processes between users, which are prevalent in collaborative virtual reality applications. Strategic communication, an intentional and purpose-driven communication aimed at achieving specific goals, is gaining traction in Nigeria. This paper examines the growth and development of strategic communication in Nigeria across three historical epochs. While previous studies on communication management in the country have been limited to the colonial era, this study traces the origin of strategic communication in Nigeria from the precolonial era to the present day. Despite the Western-centric view of strategic communication, this study highlights the various communication strategies, such as rhetoric, symbolography, town-criers, Roko, Ewi, proverbs, idiophones, and music, that were utilized in precolonial times. The arrival of colonialists only modernized the process and introduced new mediums of communication. Modern factors such as WWII, nationalism, regional politics, civil war, Boko Haram Insurgency, and politics have also influenced the development of strategic communication. The sixth generation (6G) wireless communication network is expected to provide wide-ranging coverage, short latency, cost effectiveness, lower power consumption, and a high level of security. The Quality of Service (QoS) can be improved with the help of proper resource management by utilizing Artificial Intelligence and Machine Learning procedures. The proposed Hybrid Quantum Deep Learning (HQDL) model which comprises of Convolution Neural Network (CNN) and Recurrent Neural Network (RNN). The CNN achieves network reconfiguration, resource distribution and slice collection while RNN is utilized for error proportion, load balancing etc. The future model QoS performance is evaluated by utilizing numerous indefinite devices, slice features and congestion environments.
