What is Wrong with Our System? Right at the very beginning of the pandemic, Slovenian philosopher Slavoj Žižek published a monograph about his thoughts on the first few weeks of the new situation. In it, he presents both his personal experience of the pandemic and his opinions on the overall changes that it might subsequently bring forth. As many times before, he once again calls for a new global order, basing his calls on the faults of the current system that the pandemic revealed in their entirety. He calls that world order “new communism” rooting it primarily in the need for solidarity and more executive power given to global organisations such as the World Health Organisation, as well as a more active role of the state during crises. Co jest nie tak z naszym systemem? Na samym początku pandemii COVID-19 słoweński filozof, Slavoj Žižek, opublikował książkę ze swoimi przemyśleniami na temat pierwszych kilku tygodni nowej sytuacji. Przedstawia w niej zarówno swoje osobiste doświadczenie pandemii, jak i opinie na temat ogólnych zmian, które może ona wywołać. Ponownie wzywa do utworzenia nowego globalnego porządku, wskazując na wady obecnego systemu, które w całości ujawniły nowe realia. Filozof nazywa ten światowy porządek „nowym komunizmem”, zakorzeniając go przede wszystkim w potrzebie solidarności i większej władzy wykonawczej przyznanej globalnym organizacjom, takim jak Światowa Organizacja Zdrowia, a także bardziej aktywnej roli państwa podczas kryzysów.

This article attempts to provide an alternative perspective on the US-China trade war by integrating power transition theory and the concept of soft power in examining the nature of the trade war and conditions that fuelled it. The discussion also includes the possibility of the emergence of a new global order led by China beyond the trade war. This study used a qualitative approach by analysing primary and secondary sources such as speeches of representatives from both China and the US, books, journal articles, newspaper articles and research by both national and international organisations. The findings revealed that the main trigger of the trade war was not trade deficits or unfair practices, as other literature has suggested, but rather a desire by the US to prevent the decline of American hegemony. We argue that there are three reasons why China cannot form a new global order and replace the US as a global hegemon within the next decade. First, following the trade war, there is growing wariness about Chinese firms and investments, globally. Second, China’s soft power is relatively ineffective, and its culture less appealing to Third World countries as compared to the US’s. Finally, unlike the US, China does not have a strong and expansive network of allies supporting its quest for global leadership.

Ideas promoted by the leaders of the main global powers have a terrible, great influence on public opinion. The American president Donald Trump is such a leader: through the force of his current position and through new media broadcast, he not only influences and leads the public opinion, but also imposes his way within the USA relations on foreign policy, defense security and economy. He might use hard power, negotiation or only the simple expression of his opinion/intention on certain facts/situations. The study of political discourse allows us to observe the American president from multiple perspectives: as a simple person, as an orator (analyzing the used vocabulary and the predilection for a certain style or another), but, more interesting for our readers, as a negotiator and policy maker (describing his specific argumentation and strategy of persuasion). The study of the ideas contained within the discourses can help us identify and follow the evolution of the main directions or changes within those American foreign policy and security which are generated by the current president. Finally, the chapter Conclusions and consequences - a general overview on how the USA interacts with different states/international organizations/important political entities and its impact on the security environment of our area of interest might present importance for our readers. Globalization as an economic phenomenon has benefitted sex trade, which is a transnational market based on the idea that the owners of the capital and merchandises look for the most profitable conditions to reproduce it. Sexual slave work makes it easy to obtain a very high return, as the “manager” does not feel any obligation to pay “workers” any money as they belong to him/her given that the business implies that women and girls are to pay their debts, which were not previously agreed on in an egalitarian business relationship, but acquired in a forced deceitful way. From this approach, the present paper intends to show how girls and women trafficking with the purpose of sexual exploitation is enhanced in the globalized environment given the easiness that emerges within the diffuse boundaries among countries and local legal frameworks which mix with international ones to favor transnational mafias that, under the shelter of legal activities like modeling, au pairing, tourism, etc., capture women and girls and transfer them to countries where they become illegal, isolated and deprived.

This article analyses the evolution of Chinese political foreign policy and its strategy in approaching developing and less developed nations. In this context, the relationship between China and Latin America appears to reveal the practice of the Beijing Consensus when considering their interests: China needs natural resources and new markets for its products, and Latin America needs financial aid and loans to develop its infrastructure and provide social programmes. The absence of the US in the region and the rise of political movements denouncing the American imperialism of the Washington Consensus are all factors that contribute to the expansion of Chinese influence. All these considerations allow a discussion concerning the new role of China in developing countries as an expression of a new emerging order in which China is assuming an important role. The European Union (EU) is one of the world's leading donors in official development assistance (ODA) to give a strong weight in the relationship with recipient partner countries, in particular with those that are more dependent on it. Besides the material weight of its funding, the EU has retained historical ties and influence in diplomatic, political and economic terms in many of its ODA recipient partner countries (particular in Sub-Saharan Africa). Since the 2000s, the EU development policy has not only undergone major structural changes in its institutional framework but also has started to face a new international aid scenario. This paper explores why a normative-based EU development policy is being challenged by reformed EU institutions and a new global order, and how the EU is attempting to respond to this context in face of the deepest recession since the end of the Second World War. O objetivo deste estudo foi analisar os efeitos do financiamento da China em infraestrutura no Paquistão, tendo em vista os impactos econômicos neste país, dentro de uma análise histórica dos investimentos diretos externos chineses de 1965 até 2018. A hipótese aponta que os investimentos diretos chineses passaram a atuar de maneira eficaz no setor de infraestrutura paquistanês, auxiliando o Paquistão a crescer e se desenvolver economicamente. Como variáveis explicativas a serem analisadas será apresentada a formação histórica do Paquistão, mostrando sua centralidade institucional, bem como os baixos gastos do governo em infraestrutura e a histórica relação entre China-Paquistão. Entende-se, também, que os investimentos diretos chineses foram capazes de ampliar a cooperação de Islamabad com Pequim. A partir deste cenário, a priorização na agenda paquistanesa das relações com a China foi capaz de incluir, cada vez mais, Islamabad na pauta prioritária da região, sendo este estado um dos mais importantes estrategicamente para os interesses chineses. De acordo com isso, será debatido o processo da constituição da economia no recém-formado Estado-nação do Paquistão, tendo como marco inicial o ano de 1965 até o fim do século XX. Assume-se que a forte centralização institucional do setor militar acabou atrasando as políticas públicas mais inclusivas e capazes de solucionar os problemas voltados, especialmente, a infraestrutura. Além disso, visa-se contextualizar o histórico das relações do Paquistão com a China, através de cooperação em nível bilateral, bem como multilateral. Por fim, objetiva-se analisar o impacto dos investimentos diretos externos chineses no desenvolvimento da economia do Paquistão no século XXI. Conclui-se com essa pesquisa: que a formação econômica do Paquistão teve desde seu início o exército como principal instituição estatal; elevados gastos em defesa e segurança tendo como principal justificativa o fator indiano e o controle de grupos insurgentes internamente; a posição de país periférico é identificada como um fator de alta dependência da política interna as condicionantes externas como, por exemplo, a intervenção norte-americana; os investimentos diretos externos chineses desde o princípio tiveram na infraestrutura seu principal eixo de parceria estratégica a “Entente-Cordiale”; a participação cada vez maior do Paquistão nas instituições ligadas ao Sul Global como, por exemplo, a OCX e o AIIB; e por fim, os investimentos diretos externos chineses auxiliaram o Paquistão a crescer e se desenvolver, pois deram suporte em setores estratégicos para este país. The purpose of this study was to analyze the effects of China's infrastructure financing in Pakistan, focusing on the economic impacts in this country, within a historical analysis of Chinese foreign direct investment from 1965 to 2018. The hypothesis points out that Chinese direct investment passed to act effectively in the Pakistani infrastructure sector, helping Pakistan grow and develop economically. As explanatory variables to be analyzed will be presented the historical formation of Pakistan, showing its institutional centrality, as well as the low government spending on infrastructure and the historical relationship between China and Pakistan. It is also understood that Chinese direct investments were able to expand Islamabad's cooperation with Beijing. From this scenario, prioritizing the Pakistani agenda of relations with China has been able to increasingly include Islamabad in the region's priority agenda, making it one of the most strategically important states for Chinese interests. Accordingly, the process of constitution of the economy in Pakistan's newly formed nation-state will be debated, starting with the year 1965 until the end of the twentieth century. It is assumed that the strong institutional centralization of the military sector has delayed more inclusive public policies capable of solving problems, especially infrastructure. In addition, this studyaims to contextualize the history of Pakistan's relations with China through bilateral as well as multilateral cooperation. Finally, the objective is to analyze the impact of Chinese foreign direct investment on the development of Pakistan's economy in the 21st century. From this research, it is concluded: that the economic formation of Pakistan had from the beginning the army as the main state institution; high defense and security spending with the Indian justification and the control of insurgent groups internally as the main justification; the position of peripheral country is identified as a factor of high dependence on domestic policy on external conditions, such as, for example, the North American intervention; Chinese direct foreign investments since the beginning had the main strategic partnership in the infrastructure “Entente-Cordiale”; the increasing participation of Pakistan in institutions linked to the Global South, such as SCO and AIIB; and finally, Chinese foreign direct investments have helped Pakistan to grow and develop, as they have supported strategic sectors for this country.

China launched a New Global Strategy in 2013. This strategy was introduced for the first time in a Xi Jinping’s travel to Kazakhstan, but until 2015 it was not formally published. This New Global Strategy includes a commercial expansion and a geostrategic plan to improve global China’s position. Although, this strategy is an example of public China’s diplomacy, this diplomacy takes corporate image from Silk Road UNESCO’s project that seeks to promote its business global spread. The first strategic objective of China is ruling of World, changing global governance rules in its own benefit., El proyecto chino que arrancó de la Ruta de la Seda de la UNESCO y que nada tiene que ver con él, fue presentado en 2013 durante el viaje del presidente Xi Jinping en Kazajstán y fue publicado oficialmente en 2015. Es un plan de expansión comercial y geoestratégico esencial en la voluntad de China por reforzar su papel como potencia mundial. Al mismo tiempo es un exponente excepcional en la forma de hacer de la diplomacia china, que haciendo suya una marca comercial de la UNESCO, la ha convertido en su mejor instrumento para su expansión comercial, la cual trata de cambiar las normas de gobernanza mundial para intentar así dominar el mundo.

Resumo A União Europeia (UE) é um dos maiores doadores mundiais de ajuda pública ao desenvolvimento (APD) a conferir um peso importante à sua relação com os países parceiros beneficiários, em particular com aqueles que são mais dependentes da ajuda concedida. Além do peso material do seu financiamento, a UE mantém laços históricos e influência diplomática, política e econômica em muitos dos países receptores de ajuda ao desenvolvimento (particularmente os da África Subsaariana). Desde os anos 2000, a política de desenvolvimento da UE não só tem sofrido grandes mudanças estruturais em seu quadro institucional, mas também começou a enfrentar um novo cenário de ajuda internacional. Este artigo explora os motivos pelos quaius a política de apoio ao desenvolvimento está sendo desafiada por instituições da própria UE, e como a organização está tentando responder a esse desafio, no contexto da mais profunda recessão econômica desde o fim da Segunda Guerra Mundial.

Dissertação de mestrado em Relações Internacionais, As sucessivas crises económicas e alteração da nova ordem mundial que vem sendo implementada desde o início do século XXI obrigaram a uma reestruturação das políticas do Estado em matéria de Cooperação Internacional para o Desenvolvimento. A articulação com o setor privado e suas empresas, com poderio financeiro e cada vez mais envolvido com a responsabilização pública/social dos seus empreendimentos, tem sido apontada por vários organismos internacionais como uma estratégia para dar novo impulso a esta ferramenta de política externa. Numa análise à realidade portuguesa, a presente dissertação conclui que em Portugal, apesar de reconhecidos os benefícios desta aproximação por ambas as partes, os programas implementados neste sentido por parte do setor público respondem a imposições internacionais e ainda não se traduzem em propostas concretas a um setor privado com uma crescente consciência social e manifesta disponibilidade para colaborar com os objetivos nacionais de cooperação internacional para o desenvolvimento., The successive economic crises and changes in the new world order that have been implemented since the beginning of the 21st century have forced a restructuring of the State's policies on International Cooperation for Development. The articulation of the private sector and its companies, with financial power and increasingly involved in the public / social accountability of its enterprises, has been pointed out by several international organizations as a strategy to give new impetus to this foreign policy tool. In an analysis of the Portuguese reality, the present dissertation concludes that in Portugal, while recognizing the benefits of this approach by both parts, the programs implemented in this direction by the public sector respond to the international impositions and still not translating into concrete proposals for a national private sector with a growing social awareness and able to cooperate with the national objectives of international cooperation for development.
