In case the application will be approved, the granted support will be used for lifelong, leisure and non-formal education in the Karvina region. The complete project application, which was submitted via the IS KP14 + portal, is in the annexes of this thesis.

Finances are an essential part of entrepreneurial activity without the entrepreneurial subject could not exist. The article focuses on the comparison of entrepreneurs' access to the financial support provided from EU funds, focusing on the Operational Programme Enterprise and Innovation (OPEI), which was implemented by the Ministry of Industry and Trade. The article focuses on an identifying differences in behavior, access and attitudes of small, medium and large enterprises in relation to the provided OPEI support. On the basis of the analysis and testing of the dependencies of the results of the questionnaire survey, it can be stated that the behavior of the beneficiaries varies from one category to another, the behavior of medium-sized enterprises is approaching rather the behavior and characteristics of large enterprises. Based on the answers received in the questionnaire survey, the areas in which the subjects' access differs (eg cluster membership) and areas where access is the same, such as the use of consultancy services, have been identified. The analysis confirmed that smaller businesses do not have the financial capabilities in particular to carry out more projects. The second part of the article aims to find the most appropriate model for identifying entrepreneurial subjects / projects that are potentially at risk of failure to default on project sustainability by assessing the financial health of beneficiaries of OPEI support that can be applied for the current and future programming period. The most suitable model that was identified is Taffler's model. Then the possibility of its application to the current and future programming period, both in the project run / administration phase and in the project application phase, is suggested.

The dissertation project Roma on the Czech countryside: Determinants of exclusion, potentials for inclusion deals with the situation of Roma in Czech rural municipalities. The starting motivation for the author's exploration of this topic has been information about the growing number of segregated localities in rural areas. In the local public discourses within the peripheral areas, this phenomenon has often been explained as the consequence of poverty-driven urban-rural migration. However, as the migration of socially excluded populations into disadvantaged areas stirs a lot of fears and negative emotions that provide a fertile ground for the spread of rumours, the author's preparatory research soon revealed that it is necessary to carefully distinguish between myths and reality. The author's desire to understand the complex processes behind the emergence of new Roma localities in rural areas required a combination of working methods: The author analysed the national policy and regulatory framework and realized empirical research in five micro-regions in different parts of the Czech Republic. The subject of this bachelor thesis is the economic inequalities in the European Union between 1999 and 2018, with the aim to analyze the impact of capital flows resulting from dividends and remittances paid out on the development of spatial disparities between national states. The first part of the thesis attempts to anchor the theme into the concept of the World system by I. Wallerstein with an overlap into the historical context, which formed the basis for today's polarization of Europe. The following is a brief description of the pros and cons of inequalities with the presentation of the European Union's efforts to address this problem. In the methodological part there are described the tools for the study of variability and capital flows. The empirical study applies methodological approaches to the specific data of gross domestic product and gross disposable income coming mainly from Eurostat. Green growth is resource-effi cient, cleaner economic growth and more resilient growth without slowing it. “Green growth’’ not only affects the quality of growth, but overall production. In this case, growth results from the investment in the upgrading of the entire production system to environmental and resource-saving processes and products. A prototype of this phenomenon is the climate-friendly ‘‘low-carbon economy.’’ Green growth is expected in implementation of Europe 2020 stratgey and can provide to harminized development and cohesion of old and new EU member states. Europe 2020 is the EU’s growth stratgey based on the growth of smart, sustainable and inclusive economy. The comparative study of green growth indicators and use of EU Structural Funds in 2007–2013 period in Baltics and Czech Republic and Slovakia was performed with the aim to defi ne the role of fi nancing from EU Structural Funds for enhancement of green growth in Baltic States, Czech Republic and Slovakia. The performed comparative assessment revealed that Czech Republic allocated the highest share of means form EU Structural Funds to enhance green growth. In terms of development of green growth indicators Czech Republic is also among the best performing countries following Estonia. The analysis of the use of EU Structural Funds in 2007–2013 in fi ve new EU member states indicated that the EU Structural Funds has positively infl uenced the development of RES in Baltic States, Czech Republic and Slovakia. The increase of renewable energy capacities in Baltic States, Czech Republic and Slovakia also contributed to the reduction of carbon intensity of economy, reduction of environmental pollution, climate change mitigation and energy import dependency.

The main aim of the thesis is to analyze how the town of Jindrichuv Hradec has used the European Union's financial resources during the program period 2007-2013. The thesis is divided into three parts, i.e. theoretical and practical part, and part of evaluation of outcomes of the thesis. The first goal of the thesis is a description of projects realized by the town of Jindrichuv Hradec, and funded by the European Structural and Investment Funds. These projects are compared to the strategic document of development of the town of Jindrichuv Hradec. The last part of the thesis fulfills its goals by giving recommendations for further development of the town of Jindrichuv Hradec.

My bachelor work deals with the evaluation of the use of EU structural funds in the Central Bohemia Region within the Regional Operational Program in Cohesion Region of Central Bohemia in the period 2007 - 2013. The description of the strategy and objectives of the program, the characteristics of the individual priority axes and areas of intervention during the subsidy system are given in the theoretical part. The practical part deals with the development of the use of structural funds in the Central Bohemia Region, where overall results achieved within the Regional Operational Program in Cohesion Region of Central Bohemia both from financial and technical point of view are evaluated. An analysis of the fulfillment of monitoring indicators at the level of priority axes and comparing actual results with expected targets in the program documents follows. In the final part an actual effects and impacts of program implementation on the population of the entire region of Central Bohemia are analyzed. The results of the Regional Operational Program in Cohesion Region of Central Bohemia and the comparison with other operational programs in the programming period 2007 - 2013 are given. There is also the evaluation of one of the failed projects and one of the most successful applicants on the contrary. The examples of completed projects are given.

The aim of the thesis is to evaluate the problem of structural funds in the EU from the point of view of development in municipalities and rural areas. The thesis looks into European Regional Development Fund and European Agricultural Fund For Rural Development and it follows up with operational programs (Rural development IROP, INTERREG), which are from these funds financed the most, and also concerning its priorities. There is also mentioned current socio-economic situation of municipalities in Moravian-Silesian region. The second part of this thesis is focused on possibilities of development of selected municipality in the border area. It evaluates its current situation from the perspective of using EU funds. In the end it was elaborated a case study focusing on the development of tourism in the village and in its surroundings, which would correspond to the strategic development of the municipality and at the same time it gives a method for drawing up the project plan that could be used in the future.

The practical part of the bachelor thesis focuses on assessing and describing the current stage of the funding options for cultural events in this town. The last part describes three cultural institutions in terms of drawing funds from the European Union, the state and private resources. It also contains some options for the development and innovation of these three cultural institutions.

This thesis builds on the topic of my bachelor thesis which dealt with the use of EU funds in Luhačovice and the analysis of specific projects that were successfully completed. This piece of work introduces us to two major subsidies that have been recently implemented in this particular city. It is based on the reconstruction of two streets named Jurkovičova alej and Dr.Veseleho, which are the two very important historical aspects of the city. In addition to the characteristics, costing models and final evaluation, a questionnaire for the local residents has also been developed and evaluated. This research tells us if in fact the residents of Luhačovice are aware of the changes going on and how they perceive them. Their opinions of the effectiveness of the use of subsidies were also recorded. In the conclusion, we can find various numerical comparisons over the years, in particular when the city began to use EU funds and an outline of the possible developments in the near future.

The aim of my bachelor thesis is to test the hypothesis claiming that increase in the total allocation of European Structural and Investment Funds will foster economic growth and reduce unemployment in recipient countries. The econometric analysis has been based on a fixed effects method applied on annual panel data stemming from annual observations carried out in 26 EU Member States in a period 2004-2014, or in 21 EU Member States in a period 2000-2014. It has not been possible to verify the above mentioned hypothesis in the framework of a modified New Keynesian´s growth model and Fedeli´s (2014) unemployment model. The problem partly lies in the crowding out of public spending to alternative uses, which the European Commission cannot efficiently prevent.

Selected legal and economic problem purpose of drawing EU subsidies. Bachelor thesis. Brno: Mendel University, 2016. The aim of this thesis is to summarize problems related to drawing subsidies from European funds. The thesis is divided into two parts - theoretical (bibliographic search) and parctical. In the theoretical part, function, importance and basic principles of EU funds are described. Also, one section of the theoretical part deals with the problematics of submitting applications for cofinancing from the EU funds and also the problems, that can appear during drawing a financial help from the EU funds are mentioned. The parctical part is focused on two cases, in which some problems arised in relation to EU funds subsidy drawing. Conclusion of the thesis deals with individual problems of project and formulates recommendations for a better control in the field of EU funds subsidy drawing.

Diploma thesis deals with the topic of drawing of financial resources from Eu-ropean funds in the Czech Republic, Slovakia and Estonia. It focuses on pro-gramming period 2007-2013, which is together with the Cohesion policy pre-sented in the literature review. The part of results contains quantitative and system analysis of financial drawing from EU resources with the orientation on operational programmes for environment. The goal of this work is to evaluate the position of the Czech Republic in gaining from EU funds in 2007-2013 and to propose recommendation on improvement of current situation in following periods.

The aim of this bachelor thesis is to compare two, a "soft" (non-investment) and a "hard" (investment), projects which represent specific applicants' business objectives for funding grants from the EU. The thesis analyzes deriving from the structural funding of the EU in the programming period 2007 2013, it describes main pitfalls in deriving from these resources and evaluates them. The thesis also describes positive and negative aspects that come with this financial support. This bachelor thesis is divided into two parts a practical part and a theoretical part. The theoretical part describes the 2007 2013 funding programmes. The practical part is focused on the analysis of the operational programmes. It also evaluates positive and negative aspects that come with obtained funds, and the constraints associated with the project implementation.

This thesis deals with public procurement within Operational Programme Education for Competitiveness during the period 2007 2013. The introductory part of the thesis contains a brief description of Operational Programme Education for Competitiveness and its implementation into targets of regional politics. The following parts are dedicated to the public procurement in general and then in a specific envoronment of Operational Programme Education for Competitiveness. The fundamental part of the thesis illustrates process of supervision of the public contracts (ex-ante and ex-post), results of the checks and most frequent mistakes revealed during checks with a brief analysis of their causes and suggested steps to eliminate them in future. Next part of this thesis is aimed at ineligible expenditures caused by mistakes in public procurements. The final part contains a closer look at area of public procurement in the frame of current programming period 2014 and 2020.
