Governments and regional agencies of the Pacific Islands are strengthening their commitment to sustainable oceans management through proactive policies and programs. The Blue Economy concept is increasingly being invoked, yet clarity on definitions and implementation steps remain vague. This paper reviews reports, academic literature and regional speeches to develop a Blue Economy conceptual framework which is then applied to three case studies from the fisheries sector – small scale fisheries, urban fish markets and onshore tuna processing. The cases illustrate an imbalance in attention paid to key components of the Blue Economy and missed opportunities for integration across scales, time and stakeholders with a few noteworthy exceptions. Issues of power, agency and gender remain weakly addressed even in the most recent initiatives. While clearly defining components of the Blue Economy provides a valuable tool for assessing coverage of key elements of sustainable ocean management, it is less obvious that the new label, Blue Economy, significantly advances practice beyond existing sustainable development frameworks. A proliferation in terms adds more complexity to an already challenging management space. Nevertheless, the conceptual framework is useful for structuring evaluations of practice, and helping to reveal missing ingredients necessary for the sustainable development of oceans.

Inshore fisheries are central to the rural economies and food supply of Pacific Island Countries (PICs), supplying food and serving as one of the few sources of cash for rural people. These fisheries are crucial elements in filling the shortfall in fish supply predicted to confront many PICs in the coming decades. No other production sector can fill the shortfall in supply in the medium term so securing a sustainable supply of fish from coastal fisheries is crucial.

Reconciling food security, economic development and biodiversity conservation is a key challenge, especially in the face of the demographic transition characterizing many countries in the world. Fisheries and marine ecosystems constitute a difficult application of this bio-economic challenge. Many experts and scientists advocate an ecosystem approach to manage marine socio-ecosystems for their sustainability and resilience. However, the ways by which to operationalize ecosystem-based fisheries management (EBFM) remain poorly specified. We propose a specific methodological framework-viability modelling-to do so. We show how viability modelling can be applied using four contrasted case-studies: two small-scale fisheries in South America and Pacific and two larger-scale fisheries in Europe and Australia. The four fisheries are analysed using the same modelling framework, structured around a set of common methods, indicators and scenarios. The calibrated models are dynamic, multispecies and multifleet and account for various sources of uncertainty. A multicriteria evaluation is used to assess the scenarios' outcomes over a long time horizon with different constraints based on ecological, social and economic reference points. Results show to what extent the bio-economic and ecosystem risks associated with the adoption of status quo strategies are relatively high and challenge the implementation of EBFM. In contrast, strategies called ecoviability or co-viability strategies, that aim at satisfying the viability constraints, reduce significantly these ecological and economic risks and promote EBFM. The gains associated with those ecoviability strategies, however, decrease with the intensity of regulations imposed on these fisheries.

Inshore marine resources play an important role in the livelihoods of Pacific Island coastal communities. However, such reliance can be detrimental to inshore marine ecosystems. Understanding the livelihoods of coastal communities is important for devising relevant and effective fisheries management strategies. Semi-structured household interviews were conducted with householders in Langalanga Lagoon, Solomon Islands, to understand household livelihoods and resource governance in fishing-dependent communities. Households were engaged in a diverse range of livelihoods. Fishing, shell money production and gardening were the most important livelihoods. Proximity to an urban centre influenced how households accessed some livelihoods. Perceptions of management rules varied and different reasons were cited for why rules were broken, the most common reason being to meet livelihood needs. Current models of inshore small-scale fisheries management that are based on the notion of community-based resource management may not work in locations where customary management systems are weak and livelihoods are heavily reliant on marine resources. An important step for fisheries management in such locations should include elucidating community priorities through participatory development planning, taking into consideration livelihoods as well as governance and development aspirations.
