Abstract

Diese Dokumentation präsentiert die Ergebnisse des „Workshops zur Ausarbeitung der Gebäudemerkmale und deren Erfassung“ vom 20.01.2023, welcher am Leibniz-Institut für ökologische Raumentwicklung e.V. (IÖR) in Dresden (Deutschland) im Rahmen des Citizen Science Projektes „Colouring Dresden“ mit lokalen Akteuren realisiert wurde. Das Projekt wird vom IÖR gemeinsam mit den Partnern Sächsische Landesbibliothek - Staats- und Universitätsbibliothek Dresden (SLUB) - Regionalportal Saxorum, Bund Deutscher Architektinnen und Architekten (BDA), Zentrum für Baukultur Sachsen (ZfBK), Technische Sammlungen Dresden (TSD)/ DLR_School_Lab TU Dresden und der Zentralbibliothek der Städtische Bibliotheken Dresden (SDB) umgesetzt. Schwerpunkt der Projektidee ist das Erfassen und Erforschen von Gebäudemerkmalen in einer zentralen Plattform "Colouring Dresden". Ziele des Workshops waren neben einer Demonstration der Plattform „Colouring Dresden“ und der Erläuterung von im Projekt relevanten Typen an Gebäudemerkmalen die Spezifizierung der Gebäudemerkmale für die Erfassung im Projekt., Das dieser Dokumentation zugrunde liegende Vorhaben wurde mit Mitteln des Bundesministeriums für Bildung und Forschung im Rahmen des Citizen Science Wettbewerbs "Auf die Plätze! Abstract

In recent years, the issue of high groundwater levels has caught attention. Unfavorable consequences of high groundwater levels are especially damage to buildings, infrastructure, and the environment. Processes that lead to high groundwater levels are hydrological (heavy or extended rainfall and flood events), or anthropogenic (reduced groundwater extractions, interaction with sewer networks, hydraulic engineering measures, structural interventions in the water balance, and mining activities). Several different map products have been prepared for the information of inhabitants and for planning purposes, and also methods for damage and risk analysis related to high groundwater levels have been developed. Groundwater management measures and structural measures are available to reduce the risk related to high groundwater levels. An operational management system could be combined from existing components, but operational forecasting systems for high groundwater levels are—different to flood forecasting systems—not yet common practice. A better understanding of the processes and the development of integrated approaches for modeling, design, planning, forecasting, and warning, as well as improvement of interdisciplinary collaboration between different organizations, are recommendations for the future. 13. Learning from and for rare floods in Dresden – how public officials interpret damage simulation results at the building type level

Abstract

Public officials in Dresden are concerned about learning from and for rare flood events like the Elbe river flood in August 2002. This is interesting because research on individual as well as organizational learning from rare events indicates that this kind of learning faces significant difficulties (e.g., overestimation of rare events for decision-making based on “emotionalized event experience”). Up to now, only little is known what and how public officials in Dresden specifically learn from and for rare floods. Therefore, the paper follows an exploratory purpose in line with principles of qualitative social research. Firstly, the paper explores dealing with rare floods with reference to a conceptual framework that highlights relations between regulative, normative, and cognitive institutions on the one hand and learning of public officials on the other. Secondly, it adopts a single case study design in Dresden with embedded sub-cases that are defined with reference to organizations of FRM. The case study shows, among others, that regulations like the Floods Directive are important for justifying FRM with regard to rare flood events which is less obvious than it sounds. However, public officials display different interpretations of the term “rare flood event”, for instance, in the context of analysing the consequences of floods on the building stock. Furthermore, the case study findings indicate that public officials may follow alternative approaches to sustain commitment in the context of rare flood events (systematic versus pragmatic approach).

Abstract

The impacts of floods on housing are increasing due to more frequent and severe weather events as well as the ongoing development of settlements in flood-prone areas together with the rising vulnerability of assets at risk. Therefore, the improvement of the resilience properties of buildings to better cope with flooding has become a key issue towards more flood resilient cities in European research in recent years. The implementation of flood resilience technologies (FReT) on the individual property scale provides a previously untapped potential to reduce flood damage to buildings due to insufficient transparency of their effects. To overcome this obstacle, the paper presents a four-step extension of a synthetic approach for flood vulnerability analysis to provide evidence on the potential effects of FReT uptake concerning flood damage mitigation. The proposed approach has been integrated in the GIS-based flood damage simulation model HOWAD to support the assessment of FReT alternatives. The simulation of flood damage to buildings in the case study Heywood, Greater Manchester (United Kingdom) revealed the potential of the extended approach to determine the consequences of FReT implementation on building scale.
