By treating the upper caste as an ethnographic category, this article shows what an endeavour of flipping the ethnographic gaze away from Dalits and onto the upper caste looks like. In studying upper caste victimhood, this article sees how being a victim acts as an important tool of mobilization and collectivization among upper castes. In interweaving cultural analysis and ethnography, I engage the complex relationship between regimes of affect, power, and caste as they implicate the production of a twisted, weaponized form of vulnerability. When contemporary Indian politics is saturated with narratives of upper caste pain, which thereby stand as a testimony to what it means to be a human, I understand upper caste affect via their wound to highlight the simultaneity of upper caste's humanity and their inhumanity. I argue that we should take seriously and examine upper caste 'woundedness' as it helps us better understand the embodied nature of caste and its relationship with violence. In doing so, I re-create modes of citation and knowledge production using a language which doesn't imagine the marginalized body to hold the burden of doing the work of pain, trauma, and violence. The article discusses the impact of job reservations on Indian public sector enterprises (PSEs) and discovers that, despite reservations being in existence since 1951, the majority of central government-owned manufacturing PSEs do not meet quotas. It states that the disproportionate representation of reserved categories in lower organizational tiers is the result of institutional constraints and discriminatory actions.

Assume that a member state of the international community has not recognized another state and at the same time, both states are members of a treaty in which the possibility of referring a dispute to the International Court of Justice is provided. Now, if one of these two states, based on its legal and political expediency, decides to file a lawsuit in the court due to the violation of the obligation(s) arising from the treaty in question, can the respondent state raise the preliminary objection of non-recognition before the court? This assumption can also be raised in the case of two states that have not recognized each other. To answer this question, the procedures of international courts, including the International Court of Justice and the International Criminal Court, have been examined in this article. The answer that can be given to the central question of the present article is that recognition is a political action with legal consequences. However, the legal consequences of recognition cannot normally lead to the declaration of incompetence or inadmissibility of the court, unless the handling of the dispute between two states depends on the examination of the issue of recognition and its consequences on the continuation of the litigation due to restrictions such as the reservation to the treaty or the lack of consent to establish treaty relations between the two contracting states. This study aims to develop web-based hospital management software. Several previous studies discovered some lack, such as manual queue calling, limited patient registration, difficult access to medical records, and the absence of reminders. In this study, we developed queue, reservation, medical record, reminder, and medical action modules. We expected that facilities could improve the operational efficiency of hospital services. The research stage starts with problem formulation, literature study, design determination, system development with five main modules, system testing, and the creation of research articles. The displacement of the dock wall after excavation is inevitable in the construction of anchor plate pile dock wall structures on soft soil foundations. For composite dock wall structures that use flexible walls such as diaphragm walls and anchor structures, the stress system of the structure is relatively complex, and the working conditions change in each stage of construction, resulting in different displacement trends of the structure. To ensure the requirements for the net width of the dock, the displacement control measures for each stage of the structure were proposed through the analysis of the working conditions and numerical calculation of the displacement of the dock wall and the anchor structure behind the wall. At the same time, the displacement was reserved based on the numerical calculation conclusion. Based on the actual monitoring data of construction, the reliability of numerical calculation was verified synchronously, and then a displacement control technology for docks can be developed for promotion. American Indian and Alaska Native populations in the United States face significant disparities related to opioid use disorder and opioid-related mortality. Inequitable access to medications and harm reduction strategies due to structural, societal, and geographical factors prevent Tribal communities from obtaining needed services, and further contribute to the opioid epidemic. One Tribal Healing Center in the Rocky Mountain region identified mobile outreach to build upon existing opioid prevention, treatment, and harm reduction efforts. The Healing Center purchased a mobile outreach vehicle and worked with a combination of clinical staff, peer recovery support specialists, and Tribal elders to reach identified high-risk areas on the reservation. As of December 2023, the mobile outreach vehicle has disseminated 150 Narcan kits, 150 Fentanyl testing strips, 20 self-care kits, and 500 brochures detailing Healing Center services. Preliminary results from this formative evaluation demonstrate the success of MOV efforts and the process required to purchase and launch an MOV campaign.

Although the rules contained in the three Vienna Conventions of 1969, 1978, and 1986 still constitute the framework for practice in the field of reservation to treaties, the development of the international community and with it the international system for the protection of human rights revealed a lack of clarity and some gaps in the Vienna regime of reservation which cannot be overlooked. Based on this, the European Court of Human Rights took the initiative and provided solutions to the practical difficulties imposed by previous conventions as well as developed new practices. Despite the opposition of several actors states to some of these practices, the great support given to the European monitoring bodies by the Inter-American Court of Human Rights and the United Nations human rights treaty bodies, in addition to the clarifications provided by the Human Rights Committee (HRC) concerning 'severability' theory to the International Law Commission (ILC), led to established practices of these bodies being codified. Codification took the form of guidelines in the 'Guide to Practice on Reservations to Treaties' which was adopted at the 63rd session of the ILC in 2011 after extensive study and debates, lasting nearly two decades, between members of the International Law Commission and within the Sixth Committee of the General Assembly. This paper examines the consequence of affirmative action for a "middle" ranked group on equity and the leader's overall performance or "efficiency." The literature on electoral quotas is invested in the equity question for disadvantaged groups, but is mostly silent on this issue. We use a randomized electoral quota for an intermediately ranked caste group (OBCs) in a large state in India to show that overall, such a quota does not affect delivery of public projects, or redistribute projects away from disadvantaged groups (SC/STs). Moreover, we show that when the group is large, the quota may in fact improve leader's performance. The improvement in overall performance does not come at a cost of lower allocation to the most disadvantaged group. We argue and provide suggestive evidence that when the group is large, such a quota for the group increases within-group electoral competition in villages. The result highlights that "efficiency" concerns regarding affirmative action may need reevaluation. It further justifies the targeting of electoral quota policy in India towards jurisdictions where the group is numerous. [ABSTRACT FROM AUTHOR]

IntroductionSuicide and suicide clusters within Native American Reservation communities are devastating to the entire community and increase individuals’ risk for suicide over the lifespan. The objective of this paper is to describe the Indigenous community-based participatory research protocol implemented in partnership with the Fort Belknap Indian Community in Montana, United States. The study protocol was developed to understand suicide risk and protective factors, and community-derived solutions, in a reservation community with history of a suicide cluster and high rates of youth suicide.MethodsIn this mixed-methods study, qualitative data from youth, adults, and service providers and quantitative data from 200 adolescents and young adults (aged 14–24 years) were collected in Fort Belknap, Montana from May – December of 2022. Qualitative data were collected first via in-depth interviews and focus groups. Survey questions included validated and pre-tested measures of factors youth experience across socio-ecological levels. Thematic analysis was applied to the qualitative data; and logistic regression models were used to examine relationships within the quantitative data.DiscussionThis study will add a multi-dimensional perspective to our current understanding of (1) risk and protective factors for suicide, community-derived postvention solutions, and insights on community assets, and (2) the current health and psychosocial status of youth in the Fort Belknap community. This study may serve as an exemplar of co-created, culturally safe solutions designed to address mental health resource gaps. Next steps include development of a suicide crisis response tool kit and a culturally aligned postvention intervention that will enhance individual, family, and community survivance.

The subject of research: theoretical and organizational aspects of personal military accounting at enterprises and directions for their improvement. The purpose of the study of issues of organization and maintenance of military records in Ukraine in the conditions of modern challenges and threats. Method or methodology for conducting research. The methodological basis of the research is the general scientific dialectical method, methods of induction, deduction. When studying the theory and current practice of military accounting at domestic enterprises, the methods of evaluation, comparison, comparison, grouping, and classification were used. When researching the normative and legal foundations of the organization of military accounting in Ukraine, its role in the implementation of the state's mobilization policy, the following were used: for the purpose of comprehensive knowledge of the object of research - dialectical method, methods of analysis and synthesis; to identify the advantages and disadvantages of various types of military accounting - the method of comparison and logical generalization; for the purpose of visual representation of the material, theoretical and practical provisions - a method of observation, generalization and graphic representation of data. The results of research and conclusions. The article examines current issues regarding the organizational and legal support of the organization and keeping military records in Ukraine. The peculiarities of the organization and maintenance of military accounting at enterprises were analyzed and critically evaluated, taking into account modern conditions. The components of the mechanism of effective interaction with the district (city) territorial centers of recruitment and social support in matters of military record keeping are defined, problems are outlined and ways to solve them are proposed.

Last month, the Indian parliament passed the 106th amendment to the Constitution. It inserted several provisions to the Indian Constitution, collectively providing for horizontal reservation of one-third of directly elected seats of the House of the People, the state legislative assemblies, and the Delhi legislative assembly for women. In this blog, I discuss the political motivations underlying the enactment of this amendment and argue that this amendment is an opportunistic attempt by the incumbent government to reap partisan benefits using the Constitution before the upcoming state and general elections. Such actions demystify the idea that constitutions are a place for high-order politics. The amendment shows that with enough numbers, constitutions could easily be reduced into a political tool for furthering dominant political interests.

A cluster sampling method is used to conduct a questionnaire survey on all nursing undergraduates of a school in 2018 who are using the online reservation management platform. The questionnaire included three questionnaires: General information, the operation and use of the online reservation management platform and the satisfaction of the online reservation platform. The survey comprehensively understand students' understanding of the after-school opening of the nursing laboratory, as well as their feedback on the operation of the online reservation management platform and satisfaction with its use, analyzes students' new needs and suggestions for the reservation platform. Analysis and research indicate that students' overall satisfaction to reservation management platform is relatively high, but need to further optimize the reservation platform, pay more attention to the personalized requirements of students' autonomy, improve the reservation information level, provide students with more efficient, more quickly reservation service, provide strong support for training high-quality nursing personnel. Load balancing is vital for the efficient and long-term operation of cloud data centers. With virtualization, post (reactive) migration of virtual machines (VMs) after allocation is the traditional way for load balancing and consolidation. However, it is not easy for reactive migration to obtain predefined load balance objectives and it may interrupt services and bring instability. Therefore, we provide a new approach, called Prepartition, for load balancing. It partitions a VM request into a few sub-requests sequentially with start time, end time and capacity demands, and treats each sub-request as a regular VM request. In this way, it can proactively set a bound for each VM request on each physical machine and makes the scheduler get ready before VM migration to obtain the predefined load balancing goal, which supports the resource allocation in a fine-grained manner. Simulations with real-world trace and synthetic data show that our proposed approach with offline version (PrepartitionOff) scheduling has 10%–20% better performance than the existing load balancing baselines under several metrics, including average utilization, imbalance degree, makespan and Capacity_makespan. Following the disasters of World War II and ratification of the United Nations Charter in order to maintain international peace and security, "human rights" became an international legal issue, thus new approach create in international law. The current descriptive-analytic study sought to understand the effects of this approach on the evolution of the nature, structure and norms of the international law over the past seven decades. From the point of nature, acceptance of human as the subject and consequently humanization of international law and placing human beings as the beneficiaries have been the most fundamental important influences. From the point of Structure, the government's relationship with individuals (especially its citizens) is out of the monopoly of national sovereignty and the international community is also held accountable for protecting fundamental rights. In addition, the scope of international legal norms has also evolved, including developments in the areas of treaties, diplomatic protection, consular access, and humanitarian law.

Reliability is one of the main characteristics of ecosystem, its ability to effectively maintain its structure and perform functions without fail when environmental conditions change due to natural or anthropogenic negative impacts. It is shown that in the assessment of ecosystems, the leading role belongs to environmental monitoring to determine the condition of ecosystem components and identify the possibility of ensuring reliability. Methodical approaches to environmental monitoring have been developed. Mechanisms of ensuring and principles of reliability assessment of different types of ecosystems are considered. The main attention is paid to the recovery, reservation and conditioning of ecosystems under the influence of negative factors. To quantify the ability of ecosystems to recover, it is proposed to use appropriate criteria, which are determined by certain calculation formulas. With insufficient reliability of ecosystem elements due to the actions of negative factors, its reliability is ensured by reservation at the expense of additional means and capabilities. In the case of agroecosystems, which are artificially created biotic groups of organisms that are supported by humans, it is an integrated approach using the theory of ecosystem reliability that expands the range of means to study their effective functioning. It is noted that the increase in the reliability of the agroecosystem is provided by the use of its reliable elements, as well as special systems for ensuring recovery and reservation. It is emphasized that the application of reliability theory in the study of agroecosystems contributes to the management of their functional efficiency for obtaining environmentally safe products. Does political affirmative action undermine or promote development, and for whom? We examine Scheduled Areas in India, which reserve political office for the historically disadvantaged Scheduled Tribes. We apply a new theoretical framework and dataset of 217,000 villages to evaluate the overall impact of affirmative action on development, as well as its distributional consequences for minorities and non-minorities. Examining effects on the world’s largest employment program, the National Rural Employment Guarantee Scheme, we find that reservations deliver no worse overall outcomes, that there are large gains for targeted minorities, and that these gains come at the cost of the relatively privileged, not other minorities. We also find broader improvements in other pro-poor policies, including a rural roads program and general public goods. Contrary to the expectations of affirmative action skeptics, our results indicate that affirmative action can redistribute both political and economic power without hindering overall development.

The Stadium Management System is a software or online solution that is developed to help the students in any department to reserve the stadium online and in a fair way and to help the stadium management staff to have clear observation of overall stadium utility also the students are able to communicate through a chat system that have been designed throughout this research to help them to find opponent team or if they need any extra player. In the Stadium Management system, the users are divided into two main types according to their position which are admin and representative. Each user has access to different pages and functions according to their position, which are assigned and controlled by the admin. This system will overcome the manual reservation of the stadium and it will eliminate the available conflicts between departments.

The majority of Muslim nations, including Malaysia, ratified the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), with the exception of those provisions that conflict with Islamic teachings, particularly those that deal with Islamic family law. This article discusses conflicting issues that are related to the provisions of Article 16 (1) of CEDAW and Islamic family law in Malaysia such as gender equal rights to marriage, equal rights in divorce-related matters, and equal position between mother and father towards their children. The Islamic family law of Malaysia, the international treaty (CEDAW), and authoritative jurisprudence books as well as contemporary Islamic law texts were all examined as part of this study using a content analysis method. CEDAW’s blanket definition of the discrimination against women and make the same demands disregards of the local and social values of the Malaysian society is inappropriate. The CEDAW’s proposal for amending Islamic family law regarding marriage, divorce and parental rights in Malaysia should not be entertained because it is contradicting with the Islamic and local values uphold by the Malaysian society especially the Muslims. Programs of forced settlement and assimilation during the Reservation or Resettlement period disrupted many aspects of Niitsilapi lifeways. At the same time, however, they also strengthened the identity of the Blackfoot people as they resisted absorption into Euro-American culture. This persistence is seen in the continued use of and adoration for horses. While many elements of nomadic life were taken away in the late nineteenth and early twentieth centuries, there emerged a new Niitsitapi horse culture adapted for settled life. Through consultation with tribal elders and traditional horsemen and -women, this article explores the continued investment in horsemanship by the Niilsitapi people in the US and Canada. Brave New World, written by Aldous Huxley is well known novel of the modern English literature. It belongs to the dystopian genre of writing, which means that it portrays an undesirable or frightening society. Written between two world wars and influenced by the scientific advances of that era, it prophesied the use of science by totalitarian state to keep the society under control. The purpose of this paper is to analyze the brave new world society and its reflection in our modern society. Using various sources, mainly books, articles and essays from other authors, this study gives an analysis of the society which Huxley portrayed in his novel. It tells about the characters, structure of the society, its development and current affairs. As a conclusion, this paper shows that the society in Brave New World, judged by contemporary standards of human rights, is a totalitarian one and that the humans live in an oppressive regime where their individual rights are suppressed and punished. The number of tourists during and after COVID-19 was examined; Statistics are presented related to the number of tourists who visited Bulgaria for the period from January to December 2021; January to June 2022. Visits to Bulgaria as a tourist destination are considered in comparison to visits by tourists from other countries. Abstract Background American Indian and Alaska Native (AI/AN) youth face stark inequities in opioid misuse, social support, and suicide attempt. This study examined trends in these behavioral measures among AI/AN students in New Mexico (NM). Methods Using the NM oversampled Youth Resiliency and Risk Survey (NM-YRRS, 2009 – 2019: odd years), prevalence estimates of opioid misuse, social support (SS), and suicide attempt for AI/AN high school students were generated. Trends over time were assessed via linear regression of weighted proportions according to Peter Armitage. Stratified trends by demographics were also employed. Results While the prevalence of suicide attempt did not change significantly over time, it was consistently higher among females (2011–2019), those who misused opioids, received low social support, had a mother with less than high school education, had a C, D, or F for academic performance, and non-straight students relative to their counterparts. In particular, the prevalence of suicide attempt among AI/AN students who reported opioid misuse in 2009 was significantly higher by 25.4% than their counterparts who did not report opioid misuse (35.8% vs. 10.4%.) A significant decreasing trend over time (2009–2017) was observed for opioid misuse (16.1%↓8.8%, p-value = 0.0033), including when stratifying by sex (males: 15.9%↓9%, p-value = 0.002; females: 16.2%↓8.6%, p-value = 0.012). Youth with high maternal education exhibited significant decline in opioid misuse (13.5%↓6.7%, p-value = 0.019; 2011–2017.) Although new ecotourism indeed developed from the last years of the twentieth century, it has been receiving considerable attention from the whole society, because of its superiority compared to other types of tourism in terms of responsibility for people, nature, and environment. Ecotourism is becoming popular as visitors begin to pay more attention to minimizing their impact on the beautiful lands they come across. Vietnam has become an ideal place to provide many eco-tourism experiences for tourists interested in the environment. Tram Chim is one of the National Parks in Vietnam that has excellent potential to develop this type of ecotourism as it is considered a “small part“ of the ancient wetland ecosystem. Tram Chim National Park - Ramsar area is of international importance, ranking 2,000th in the world and 4th in Vietnam. Tram Chim National Park attracts many tourists because of its beautiful natural landscape and rare red-crowned crane and many other plants and animals in the Red Book. This article outlines the potentials, current status, strengths, weaknesses, opportunities, and challenges in ecological tourism development. On that basis, propose some orientations and solutions to promote ecotourism development in Tram Chim National Park in the next time.
