In this paper, the authors present the specifics of the management of economic entities in the field of agricultural production in the Republic of Serbia. In addition to the goals that all business entities are faced with, which are economic goals that are reflected in the realization of profits for the sake of business security for a long period of time and safe survival in a constantly turbulent environment, and legal goals that oblige first-class entities to operate in accordance with legal regulations, limiting conditions of freedom of management, in the form of respect for high ethical principles, are set before economic entities engaged in agricultural production due to the use of agricultural land that represents a good of general interest and a natural resource. This activity has a significant impact on human health and the environment. The authors used a survey of the owners of 40 agricultural farms and small businesses in the territory of the municipality of Ruma and other stakeholders, first of all buyers of goods of the surveyed economic entities, then extensive literate review and the method of comparative analysis. The results of the research show that for those economic subjects whose business requires the trust of citizens and protection of the environment, respect for high ethical principles in business, could be the tip of the scales that will determine their survival on the market. It has been shown that compliance with the rules of business ethics, in the long term, brings the business entity more profit, so compliance with those rules is becoming more and more universal. That is why agricultural producers follow the ethical principles of responsible business. The role of the Government of the Republic of Serbia could be crucial here with certain types of assistance, which would further improve the sustainable development of agricultural entities.

4. Organizational restructuring as a way to resolve the crisis caused by COVID 19, in agricultural sector

The crisis, as a negative deviation that is serious and can jeopardize the company's business usually doesn't occur suddenly, but gradually in individual areas, accumulating its effects. The crisis caused by the pandemic came suddenly and immediately caused a disruption of economic activities, without the possibility to predict and prevent it. It hit the agricultural sector with great intensity. The analysis of the business entities in agricultural sector in Serbia has shown that these entities suffered great damage and that it is necessary to take restructuring measures as soon as possible, primarily organizational ones. The results of the research showed that the crisis caused by COVID 19, mainly affected the entire long chain of participants in agriculture. Government measures, which included providing financial support and subsidies, are certainly welcome but not sufficient. The authors concluded that it is therefore necessary for companies to implement restructuring measures in order to ensure a speedy recovery.

5. Restitution of agricultural land in Serbia: Comparative legal aspects

The idea of returning the confiscated property to the previous owners in the Republic of Serbia arose as a process that included all the countries of Eastern Europe and other countries of the former Communist system in which mostly state property existed. Restitution is part of the transition process, which implies comprehensive changes in the state, including privatization of the state sector and market operations on the principles of private property, but also as a need to correct the injustice done to former owners of confiscated property. According to Serbian legislation, restitution is obligatory, but in practice it is very difficult and slow to realize, even though this process realizes one of the basic human rights of citizens described in the UN Universal Declaration of Human Rights - the right to free enjoyment of private property. In this paper, the authors analyze the possibilities of returning agricultural land, legal regulations and implemented solutions in practice, on the example of a unit of local self-government, on whose territory there is a state land fund that can be the subject of return.

6. Specificity of operation of general interest in the Serbia with special view on water management

In this paper, the author presents the specificities of economic entities performing activities of general interest. In the Republic of Serbia, the state is responsible for the regulating of organized and permanent performance and the development of activities of general interest. In Serbia, the state ensures performing this activity through public companies or capital companies of which it is the sole founder, but it is possible to allow performing the aforementioned activities by entrusting them to a third party. The author conducted a survey related to the necessary conditions for performing activities of general interest by entrusting to a third party a few dozen of economic entities in Serbia. The author considers that, with fulfillment of prescribed conditions, the successful performing activities of general interest can be carried out by privately owned economic entities, since state-owned enterprises have proved to be insufficiently efficient and economical in practice.

The operation of companies on the domestic or international market implies, a well - organized company whose function is based on efficient business and, on the fiduciary duty of the owner and management, which is at the same time a challenge, but also a great responsibility in view of the interests of all constituents. The disadvantage or loss of these features in organizing the companies, leads to significant lagging of the company in relation to its competitors and the continuous weakening of economic power can lead to the collapse, which is the hardest blow to the investors but also the recognition of the manager that he was not successful. The agriculture is one of the most important sector of activity in Serbia, in the last hundred years, in terms of the volume of production and the number of engaged population, which is why sustainable business in this area is necessary.

In this paper, the authors analyze the importance of the continuity of business of economic entities engaged in agricultural activity in the Republic of Serbia. Since Serbia is an agricultural country with a significant share of agriculture in the domestic GDP, significant impact of agriculture on the environment, nutrition and health of people, the state has an undoubted interest in the good business operations of economic entities in agriculture, but also an obligation towards this sector of the economy. In the research of the period from 2020 to 2023, the authors came to the knowledge that domestic business entities need knowledge and financial incentives in order to constantly adapt to changes in the market caused by external influences. Since the state, as well as the owner of a business entity that performs agricultural activity, is interested in the continuity of business in the agricultural activity, the authors concluded that it is necessary to provide such a policy that will stimulate the existence of a safe shareholder/owner of economic entities, improve standards in this activity and enable sustainable, continuous operation of these economic entities in the long term. In the global competition in agriculture, countries must allocate considerable financial resources in order to create preconditions for the continuous development of agriculture. Bearing in mind the unfavorable competitive position, the low investment rating, insufficient foreign direct investments, the Republic of Serbia can see its development opportunity in the application of public-private partnership in agriculture. Cooperation models are conditioned by investor plans and regulations created by the state. The mutually significant and complex relationship between the private and public partner beside economic and legal aspects, also acquires significant social and political dimensions. That is why through public-private partnership operations, there is an opportunity to improve the operations of economic entities. The authors conducted a survey of business entities in the territory of Srem, analyzed a successful case and concluded that the mentioned partnership can lead to an improvement in the competitiveness of business entities in the field of agriculture. In this paper, the authors discuss the responsibility for material deficiencies of goods, with reference to the organic agriculture products, given the specific and highly demanding production system and the growing demand for organic products in developed countries and in Serbia. An integral part of everyday life is the risk that the goods purchased are more or less materially defective. Organic production methods involve the usage of natural processes and substances, and limit or completely eliminate the use of synthesized agents. Also, producers inevitably suffer from various external influences. The desire of consumers is to buy products which use natural ingredients that are obtained on the basis of natural procedures. Research in this paper has shown that in the creation of an organic product may occur material defects that more or less impair its essence. Therefore, this paper analyzes such shortcomings and also recommends how customers can act when they find themselves in this situation. [ABSTRACT FROM AUTHOR]

In this paper, the authors analyze the status of the holder of the right to restitution of the confiscated land in relation to the holder of the right to lease the land subject to restitution and thus the rank of application of regulations on agricultural land in the restitution procedure in the Republic of Serbia. The return of property confiscated during the communist period is part of the transition process, which implies comprehensive changes in the state, including privatization of state-owned property and market operations on the principles of private property and competition, but also a need to correct injustice to former owners. According to the regulations of the Republic of Serbia, restitution is mandatory, but in practice it is realized very slowly, especially when the subject of restitution is the return of agricultural land, although this process realizes one of the basic human rights of citizens, defined in the international agreement, the UN Universal Declaration of Human Rights, the right to free enjoyment of private property. In this paper, the authors analyze the conditions for the return of agricultural land e.g., the conflict of interest of the owner of the returned property and the holder of the right to lease on the returned property, and the implemented solutions in practice, on the example of a local government unit. Uspeh u prelasku sa tradicionalnih na obnovljive izvore energije u izraženoj je vezi sa visokim nivoom ekološke svesti stanovništva, a da bi se dosegao taj nivo i da bi održivi razvoj prerastao iz teorijskog ideala u realan oblik funkcionisanja savremenog društva, prelazak na obnovljive izvore energije i postizanje energetske efikasnosti ne smeju ostati isključivo u domenu nadležnosti državnih institucija i organa vlasti, nego se moraju prihvatiti i sprovoditi na svim nivoima, od institucionalnog kao najvišeg, pa sve do individualnog, odnosno nivoa pojedinca, kome održivi razvoj ne treba da bude nametnuta obaveza nego dobrovoljan i stvaran način života. Naročito važnu ulogu u promovisanju obnovljivih izvora energije imaju lokalne samouprave, budući da upravo one predstavljaju sponu između države i njenih građana, i stoga je prevashodno njihova obaveza rad na edukaciji i informisanju stanovništva putem promovisanja obnovljivih izvora energije i koncepta energetske efikasnosti na svim nivoima. Nažalost, mora se konstatovati da aktivnosti lokalnih samouprava u Republici Srbiji na tom polju takoreći i ne postoje, ili su sporadične, nesinhronizovane i kratkog veka. Predmet istraživanja ove doktorske disertacije jeste uspostavljanje adekvatnog metodološkog postupka za utvrđivanje ciljnih grupa stanovništva koje su relevantne za adekvatan razvoj strategije promovisanja obnovljivih izvora energije i energetske efikasnosti na nivou lokalne samouprave.

In this paper author presents the legal nature of cooperatives, the importance of association of individual economic entities in cooperatives, the importance of the continuity of business of these entities, especially those whose activities are related to agriculture in Serbia, since according to official data, more than half of the population in Serbia directly or indirectly subsist on agriculture. One of the characteristics of modern markets is that classical competition is increasingly giving way to cooperation that can significantly improve the competitiveness of businesses. Of course, this does not mean that any cooperation contributes to improving competitiveness, but only that which is established between "compatible" business partners. Cooperatives are associations of individuals who cooperate with the aim of achieving economic, social and cultural benefits for the cooperative and its members. Their cooperation is achieved on generally accepted principles. In researching the history of cooperatives, the author has come to the realization that various types of cooperatives in the developed world, a very widespread modality of cooperation between micro-business entities and are an important component of private sector development. The issue of corporate social responsibility has been legitimated for the first time in German Law in 1937. with the adoption of the Law on joint stock companies, that resulted in incorporation of state's interest in share companies. This was the first time that a formal state was nominated as one of the constituents interested in the company's operations. The issue of corporate social responsibility, from the standpoint of theory and institutional later, began to be discussed about with the advent of crisis, stock exchange and the stock market scandals, as one of the segments of corporate governance, when it was admited that the company still has an impact on the country in various forms operations. The level to which companies adhere to recognized rules of corporate social responsibility is an increasingly important factor for investment decisions. If countries want to fully take advantage of global capital market and to attract long - term capital, respect of the rules of corporate social responsibility must be credible and it should strive to esteem internationally recognized principles and good practice. In order to remain competitive in a changing world, companies have to bring innovations in its business, practices and adapt it to meet new demands and seize new opportunities. In parallel, the governments of the countries have a great responsibility for shaping an regulatory framework that provides for sufficient flexibility to allow markets to function effectively and respond to the expectation of economic agents. Although the normative framework of Serbia, is not far behind in the area of corporate social responsibility in modern trends of this regulations in the environment, yet, it is still facing up with undeveloped business and in particular the jurisprudence practice, especially when it comes to responsibilities of the controlling shareholder, management boards, auditors etc.

Agriculture is a significant factor in the economy of the Republic of Serbia, first of all taking into account the size and quality of agricultural land, and considering the fact that investments by tenants in state-owned agricultural land are at a very low level. Therefore, there have been amendments to the law that regulate the matter of agricultural land, in order to create opportunities for improving agriculture, by increasing investments in agricultural land owned by the Republic of Serbia, introducing new technologies, increasing the income, increasing productivity and efficiency in agriculture, and recruit additional labor. In order for an investment to achieve the goal for investors and the state in a sociological sense, the law regulated long-term lease of land for thirty years, in a way that ensures the economic efficiency of tenants interested in land cultivation, prevailed the elimination of deficiencies and barriers that prevent the efficiency of agricultural land management, and more efficient use of land, prescribing sanctions for unfounded use of agricultural land, the possibility of using land free of charge when legal requrimenets arise. In order to further motivate the potential tenant, the Law regulated the active identity in the case of the right to lease the lease and the right of priority lease agricultural land, and in the process of transparency of the procedure, it was prescribed that the procedure for determining the right of priority lease is realized through a public call and procedure conducted by a local government unit in whose territory the land is located. There is no doubt that agriculture is an important factor of economic activity in the Republic of Serbia, taking into account the size and the quality of agricultural land. Therefore, the need for irrigation of agricultural land should be given appropriate significance, considering the uneven distribution of precipitation during the agricultural season, as well as the continuous climate changes in the country and in the region. Republic of Serbia is characterized by fragmentation of agricultural properties, a large number of land parcels with relatively small areas, that complicates and requires higher costs of irrigation of the plots and the construction of irrigation systems. A large number of plot holders (owners and users) of relatively small areas, usually do not have enough necessary financial resources nor has sufficient credit capacity to independently build an adequate irrigation system and thus contribute to a better yield in agricultural production, for themselves and on the state level. Financing of irrigation in crop production is insufficient to motivate agricultural producers to become seriously engaged in this activity. Considering all aforementioned, it is obvious that there is a need for normative and practical editing issues of irrigation in agriculture, organized by specific organizations, established by the owners or users of agricultural land, for the sole purpose of meeting the needs for irrigation of land in order to control the quality of production and the provision of better yields. Dairy industry keeps developing some new, enriched dairy products, which have proved themselves as very good. The dairy products, as we know from ancient times, have started to develop into a new generation of dairy products with different characteristics and better nutritive and health value. The whey beverages also belong to this group -- a byproduct which had been thrown away for a long time as waste or has been used as a fodder. Thus, down to the present day, there has been developed a whole range of whey beverages, whether they were produced by native sweet or acid whey, by deproteinized whey, of fresh whey diluted with water, fermented whey, or the powdered beverages with addition of different flavours. There are also alcoholic beverages, as the whey beer or wine, as well as the beverages of low alcohol (less than 1.5%). Uspeh u prelasku sa tradicionalnih na obnovljive izvore energije u izraženoj je vezi sa visokim nivoom ekološke svesti stanovništva, a da bi se dosegao taj nivo i da bi održivi razvoj prerastao iz teorijskog ideala u realan oblik funkcionisanja savremenog društva, prelazak na obnovljive izvore energije i postizanje energetske efikasnosti ne smeju ostati isključivo u domenu nadležnosti državnih institucija i organa vlasti, nego se moraju prihvatiti i sprovoditi na svim nivoima, od institucionalnog kao najvišeg, pa sve do individualnog, odnosno nivoa pojedinca, kome održivi razvoj ne treba da bude nametnuta obaveza nego dobrovoljan i stvaran način života. Naročito važnu ulogu u promovisanju obnovljivih izvora energije imaju lokalne samouprave, budući da upravo one predstavljaju sponu između države i njenih građana, i stoga je prevashodno njihova obaveza rad na edukaciji i informisanju stanovništva putem promovisanja obnovljivih izvora energije i koncepta energetske efikasnosti na svim nivoima. Nažalost, mora se konstatovati da aktivnosti lokalnih samouprava u Republici Srbiji na tom polju takoreći i ne postoje, ili su sporadične, nesinhronizovane i kratkog veka. Predmet istraživanja ove doktorske disertacije jeste uspostavljanje adekvatnog metodološkog postupka za utvrđivanje ciljnih grupa stanovništva koje su relevantne za adekvatan razvoj strategije promovisanja obnovljivih izvora energije i energetske efikasnosti na nivou lokalne samouprave.
