This essay explores the ethical underpinnings and utility of diary designs as a component of a triangulated research strategy that challenges positivist approaches to research. Building upon the work of Critical, Feminist, and Indigenous researchers, we show how centering marginalized voices through storytelling and diary designs allows for the examination of short-term, nuanced processes and everyday experiences of diverse individuals. Using original data collected at the onset of the COVID-19 pandemic, we leverage diary research to explore emotional labor among local public sector employees to better understand how the method itself might reduce power imbalances with researchers, improve the quality of data, and support the well-being of participants. We found diaries led participants to pay heightened attention to their internal states and behavior, increasing their baseline levels of self-monitoring and in some cases altering the ways they coped with emotional exhaustion. Diaries centered the voices of participants by giving them repeated opportunities to provide frequent reports on the social and psychological particulars of ongoing events and experiences in the context of their daily lives. We use these findings to suggest a path forward for more compassionate, liberatory, and empathic research designs that blend methodologies to center the experiences of participants while being cognizant of the ethical impacts engaging in research can have on their lives. This paper explores the state of studies on social enterprise within Public Administration (PA) field, highlighting through a bibliometric analysis a community of 274 scholars contributing to 138 articles, grouped in six research clusters. We discuss three scenarios for SE-PA relationships: separation, cooperation, and integration into public administration & management (PAM) field alongside suggesting a future research agenda for SE in the PAM domain. While the positive aspects, but also pathologies, of performance measurement and management are today well known, we know less about the impact of NPM reform on governance. Using Bertelsmann SGI data (2009 and 2022) from 30 advanced democracies and a unique dataset measuring NPM reform in 14 countries, we study how core aspects of governing capacity have been impacted by, or triggered as responses to, public management reform. While the executive capacity of government has increased, NPM has not increased the accountability of executive government. Corruption prevention has increased between 2009 and 2022, while legal certainty has improved only marginally. [ABSTRACT FROM AUTHOR]

11. Constraints on Public Policy Design and Formulation: A Case Study on the Conservation of Natural Resources in Local Governments of the Amazonia, Peru.

The high rate of depredation of forest resources causes major climatic changes that affect the economic activities and health of populations, plunging them into poverty and social problems. The state is responsible for dealing with these problems, because it has the technical, legal, and economic power to do so. This research aims to identify the factors that limit the design and formulation of public policies for the conservation of natural resources at the level of local district and provincial governments in Peru. For this study, we used qualitative methodology and non-probabilistic sampling, as well as techniques such as unstructured interviews, focus groups, and documentary review; moreover, for data analysis, we applied the theoretical saturation design in grounded theory. The results show that the conservation of natural resources is not positioned as a priority public policy in municipal administrations; furthermore, the organic units of natural resources suffer financial restrictions, and not because of a lack of budget availability, but because of a lack of will and decision-making capacity of authorities and civil servants, as well as a lack of coordination between the different national governments. It concludes that there are conflicts of interest in public policy making, with abuse of power and corruption predominating. Furthermore, the complexity of addressing sustainability criteria and the inability to confront the environmental crisis mean that international summits and national norms are attenuated in the face of the problems of environmental degradation. Deforestation should be considered a major public priority problem because of its environmental, economic, social, and health impacts. The relationship between China (PRC) and the United States (USA) has reached an unprecedented level of tension, mainly due to economic and technological rivalry. This study introduces an original quantitative method, the Pentagon of Technological Competitiveness of Economy (PTCE) to measure the technological competitiveness of both countries from 2000 to 2020. The findings reveal that while the USA remains a global technological leader, the PRC is emerging as a formidable challenger. Although the USA still holds the lead, signs of decline are visible, while the PRC exhibits a remarkable upward trajectory in technological competitiveness. The findings provide actionable recommendations for policymakers. To reinforce its position as the unrivaled technological leader, the USA should prioritize enhancing capabilities in areas such as patents, scientific articles and the export of high technology and STEM-related products. For the PRC there is an unprecedented opportunity to surpass the USA in technological leadership by strategic investments in research, innovation and human capital development. The novelty of this research lies in two main areas: (i) its significant contribution to competitiveness analysis through the introduction of the PTCE method and (ii) its provision of a comprehensive assessment of the shifting technological dynamics between the USA and the PRC. 15. American management strategy in the British civil service: the post-1968 office work measurement crusade and the rise of managerialism.

The restructuring of Britain's civil service is understood mainly as a Thatcher- and Blair-era event rooted in neoliberal economic policies. Yet its roots reach back to the late 1960s and early 1970s. During that time, senior civil servants turned to American management strategy to advance the government's efforts to scale back the size of the service. This article explores these efforts via the activities of the Treasury's Management Services Division and its Head, John N. Archer. In 1969, Archer made a month-long visit to the United States to study American management techniques. Over the next few years, he and his colleagues attempted to implement one of these techniques in particular—Office Work Measurement—throughout the service. Derived from scientific management, OWM would, they believed, help cut the number of positions in the service. In tracing these efforts, the discussion sheds light on an under-analysed episode in Britain's civil service reform history. In turn, it argues that the OWM quest of the early 1970s played a heretofore under-emphasised role in the government's embrace of 'managerialism' and the implementation of civil service reforms. IMPACT: The article sheds light on the intricate trade-offs encountered by public managers when coping with competing priorities and navigating between social and financial sustainability. For public managers, the key takeaway lies in recognizing that achieving social–financial sustainability necessitates specific strategies, organizational structures, and tools in public organization. These elements must be integrated, for instance, into performance goals combining social–financial sustainability. As trade-offs are made in budgeting and financial management processes, participatory and collaborative approaches are essential for desired social–financial sustainability impacts. By identifying and highlighting these trade-offs, the article initiates a dialogue where various stakeholders—each with distinct roles, goals, and values—can converge. Sustainability is often studied as an environmental or economic issue with a strong focus on metrics. The social dimension has received little attention in public administration research, and even less is known about the social and financial sustainability nexus. This article provides empirical insights, illustrating that socially and financially sustainable local government requires deep understanding of the decision-making processes in financial management and budgeting with respect to how much to spend and on what. 18. Seen but not partisan: Changing expectations of public servants in Westminster systems.

Much has been written about the changing role of unelected public servants in Westminster systems of government and their relationship with elected officials and the public. However, there are no studies comparing how these three groups perceive the role, and what they expect from public servants. This article provides the findings from three surveys of public servants, politicians and the public in Canada to assess how they view the role of the public servant and how this compares to different conceptions in the academic literature. The study finds that all three groups support the principles of ministerial responsibility and non-partisanship but do not believe that public servants should be anonymous and free from public scrutiny. This raises the question of whether some aspects of the traditional public servant role can be altered while keeping others in place and suggests that advocates for altering the role of the public servant will be most successful if they focus on certain aspects while preserving others. Points for Practitioners: The principles of ministerial responsibility and public service non-partisanship are supported by the public, politicians, and public servants themselves. There is a desire among these three groups for public servants to become less anonymous, face more public scrutiny and engage more with external actors. The public and politicians' expectations surrounding public servants' political activities are still unclear, although a large majority of public servants believe they can be politically active outside of work. This study investigates the perception of internal audit effectiveness and its impact on the organizational performance of Moroccan public commercial enterprises (OMPAM). Utilizing a mixed-methods approach, the research draws on data from surveys and in-depth interviews with key stakeholders in Moroccan public enterprises. The findings validate the positive correlation between internal audit effectiveness and organizational performance, emphasizing the significant roles of strategic alignment and auditor independence. The results confirm that an effective internal audit function contributes to higher levels of productivity, profitability, and overall organizational health. Additionally, the study highlights the importance of internal audit in promoting transparent governance and mitigating risks associated with unethical practices and irregularities. However, it also acknowledges the challenges posed by resourceintensive and bureaucratic audit processes. This research provides empirical evidence supporting the critical role of internal audit in enhancing governance and accountability in the public sector, offering valuable insights for policymakers and practitioners aiming to optimize internal audit functions within public enterprises.

22. Social protection of young families as a factor of trust in the state: sociological view

The institution of the family is the foundation of modern Russian society, a prerequisite for stability and well-being of the state. The article analyses the impact of state social policy on institutional trust of young family Russians on the basis of sociological research data in an innovative way. These results of the survey have showed that the formation of confidence of youth in the state and social well-being of young families need more significant systemic and comprehensive government support measures. The authors reasonably conclude that it is necessary to revise the principle of direct dependence “state support – trust of youth” in relation to this social category, since young married couples have their own particular matrix of values and relationships in the “I – family – state” triad. These factors dictate the need to adjust the package of social protection (support) measures for families with consideration to their real requests: strengthening the economic component (reduction of bureaucratic barriers, tax burden, support for small and medium-sized enterprises and firms that are led, as a rule, by representatives of young married couples); organising a network of centres for specialised psychological assistance to pregnant women and their husbands, then psychological and pedagogical accompaniment of parents; targeting information state policy (with an emphasis on the parental channel), as well as through programmes of educational shifts of youth camps (formation of knowledge among young generations of Russians even before marriage about the state policy of family protection (support), social trust and confidence in their well-being in the future). At the same time, the results of the study emphasise the need for a constant sociological analysis of the effectiveness of the public policy and social protection (support) as a measure of managerial influence on youth and young families – a mobile and ever-changing stratum of civil society.

Today, good governance not only forms the focal point of the development discourse but is included as a basic component in the development policy of developed and developing countries. Good governance, despite its increasing importance to researchers, development agents, policy makers and international support agencies, is far from a 'finished product'. Although it is a dynamic concept that can be investigated analytically and systematically. Therefore, the present research was explained with the aim of investigating good governance and structural interpretive modeling of its components. The present study was conducted in the first half of 2023. The review of the subject literature showed that good governance includes the government and governance as a powerful institution, within the framework of the constitution, civil society, the private sector, committed citizens, and the international or global institutional structure. It is also inclusive and promotes participation and interaction in an increasingly complex, diverse, and dynamic national and international environment. Therefore, the meaning of good governance cannot be limited to a time frame. Cultural heritage, traditional values, environmental realities, political culture, and economic structure should be considered in defining and determining the characteristics of good governance. In the governance component modeling section, using a new analysis under the title of interpretive structural modeling, which is the innovation of the study, the relationships between the set of components were determined and based on their influence and dependence, the "corruption control" component was determined as a linked component, that is, any action regarding this, in addition to directly affecting other components, components can also affect the component itself in the form of feedback from other components. This means that the good governance of basic justice is realized in the shadow of corruption control. The word that is lost and expected by all the justice demands of human society. This key finding is in line with the historical and lasting sentence of the leader who said: "You cannot clean the glass with a dirty napkin".

As global practice shows, the fundamental mechanism for optimizing the activities of public authorities is strategic management, which involves the development and introduction of the latest technology to optimize their functioning and contributes to the formation of positive trends in the innovative development of the entire public administration system. Therefore, this article, based on the analysis of modern problems in the formation of strategic management in the development of the public sphere, demonstrates the expediency of using the strategic management methodology in the development of the public sphere to ensure its effective formation. The main strategic management tasks of state authorities are determined, solutions to which must be derived in compliance with the criteria of effectiveness and social responsibility. The need to change the management culture in the public sector is substantiated – in particular, the introduction of a strategic approach to management in the activities of state authorities is encouraged. The place and role of strategic management in the organization of the activities of state administration entities is defined. The main tasks of the strategic management of state authorities are also outlined, solutions to which must be carried out in compliance with the criteria of efficiency and social responsibility. The main stages of strategic management in the public sphere are characterized, the observance of which enables state authorities to quickly solve organizational problems and, in general, ensure the effective functioning of the public administration system at all levels. The key conditions for the effective work of state authorities in Ukraine are identified, and both modern innovative strategic management tools and the possibilities of their use in domestic state authorities are analyzed. It is substantiated that the analysis of strategic alternatives and the justification of strategy is conceptual task of strategic management, the achievement of which requires the use of an interrelated set of tools. The main directions of the development of the system of management of the activities of public sphere entities are studied, and it is emphasized that this should change in accordance with general trends in the development of management science. The implementation of strategic approaches should become a priority area of implementation for the new concept of public sector management. The stages of the strategic management of public sector entities are also proposed, taking into account their purpose and role in the development of the country and the objective of reforming the general public administration sector.

Grounded in social information processing and social exchange theories, this study explores the effect of team power distance orientation on the indirect relationship between ethical leadership and affective commitment through workplace bullying. Based on a sample of 289 public servants nested in 59 teams in Vietnam, the affective commitment of public servants is positively related to ethical leadership while having a negative association with workplace bullying. We found evidence for the moderation effect of high team power-distance orientation. The findings highlight the importance of contextual values in understanding how ethical leadership mitigates the adverse impacts of workplace bullying. [ABSTRACT FROM AUTHOR]

There has long been calls for improving the link between strategic planning and performance management. Despite such calls, there are few empirical studies of how performance management system design is related to performance information use in public sector organizations, which can be important for implementing and evaluating strategies to improve public sectors organizations' performance. Utilizing data from 135 public sector organizations consisting of municipalities, counties, central government owned higher education institutions, and agencies in Norway, this paper analyzes how strategy formulation and performance measurement system design relate to purposeful performance information use. Multivariate analysis with partial least squares path modeling (PLS-PM) found a positive relationship between formal strategic planning and logical incrementalism with performance measurement system design as well as a positive relationship between performance measurement system design and performance information use. There were no significant direct relationships between formal strategic planning or logical incrementalism and performance information use, or between organizational size or government sector and performance information use. The article aims to evaluate the influence of the Civil Service Law through the concept of public value in the regional government of Piura, 2023, according to the perception of the servants, using a survey among 76 workers at the main offices the Regional Government of Piura. Piura. A conceptual variation is proposed by which subjective aspects such as meritocracy, institutional trust, legitimacy and perception of ethics of the public function are inherent and enriching the notion of public value. The sample was chosen by non-probabilistic convenience sampling. It was known that according to the Pearson correlation coefficient, the meritocracy dimension and the trust dimension present a moderate correlation, as does the case between the meritocracy dimension and the legitimacy dimension, although the public ethics dimension and the public satisfaction dimension present a weak correlation. It is concluded that the added public value must be measured through variables of political intersubjectivity, giving reality to the rationality of political efficiency provided for in the Law. This indicates that it is not possible to increase public value in the action of officials while the offering process (and most likely user) perceive tedious and bureaucratic processes that generate inefficiency, lack of ethics and even corruption. The constant social demands of citizens reflect the state's inability to channel resources and respond efficiently, creating a climate of ungovernability. In this context, the study aims to analyze public management as a determining factor in strengthening governance in Peru, given the importance of the role it plays in the country's social development. The methodology used was qualitative research, a bibliographic review study based on the interpretative paradigm, of a documentary type, using as a data collection technique the inquiry, selection, review and interpretation of scientific articles in relation to the research topic. The results obtained show that, in public management there are determining factors in the country's governance: leadership, human talent management, planning operations, diagnosis, public policies, quality of processes, ethics, transparency, management audit, citizen participation, quality management, social responsibility and continuous improvement. Concluding that the success of public management depends on these factors, which positively intervene in the efficiency and effectiveness of management, which lead to the strengthening of governability, seeking balance between the State's offerings and the needs of the population. This article addresses and analyzes the measures that currently exist in Chile for gender mainstreaming through the case of the Ministry of Culture, Arts and Heritage, focusing on the National Cultural Heritage Service. Through a qualitative study carried out in 2022, we sought to understand and deepen the mechanism that is most successfully configured, for which semi-structured interviews have been carried out with experts and senior State officials who work in the matter, and a documentary review in order to review the strategies, achievements and challenges faced in the exercise of measures to implement the gender approach in the institution's policies. The main findings of the research are related to the identification of an incentive system that has been institutionalized within public services and has been studied as a good practice of gender focus in the State. Termed here as Street-Level Policy Innovation, this study shifts attention to public managers' role in policy change processes during which local street-level implementation adaptations are later formally adopted as a new policy instrument. The study develops an analytical framework drawing on the case of the Free Sidewalk program in Mexico. In summary three processes emerge such as the re-design of implementation arrangements, the accumulation of evidence, and the adoption of the experimented instrument as a formal policy change. - Abstract
Governance, developed as a model that enhances the participation of actors in management approaches, encompasses the involvement of stakeholders in the development and implementation of policies through different mechanisms. A succinct statement expressing that the emergence of new theories and management approaches, influenced by social and economic reasons, has replaced the traditional understanding of public administration, spans an extensive period. Indeed, changes in management during political processes and the simultaneous development of democratic approaches have influenced the methodology of public management. The necessity to redefine and redevelop theories has arisen due to the encounter of environmentally developed theories with local dynamics in the implementation phases. This transformation has triggered the development of theories in the application variances, involving both external factors and internal factors such as local and cultural reflexes. In this cycle, governance has emerged as a reflection of participatory democracy with its principles, arising from the assertion that social factors are neglected in management. Among these principles, the principle of participation in governance, emphasizing the involvement of the state, private sector, and civil sectors in governance within the framework of neo-liberal policies, has gained prominence. The approach, while globally emerging in the 90s, has become more pronounced in Turkey since the 2000s. Legislative and policy regulations, which can also be interpreted as a result of external and internal factors within the scope of democratization and freedoms, have become more noticeable, especially from this date. The governance regulations implemented in Turkey after 2000, primarily focusing on five-year development plans, have been attempted to be analyzed through descriptive texts transformed into legislation, depicting the stages of participation in civil society, and how it is included in public policies, referring to source texts. The present work presents as a research problem the importance of efficiency, planning, and principles of good management aiming at capillarity and equity to generate greater access and quality of services. The objective of this article was to identify the expansion of the Family Health Strategy in Brazil between 2007 and 2020, and which variables may explain this evolution. This is a descriptive, ecological research, developed between 2007 and 2020 in Brazil; its variable of interest was the estimated population coverage of this strategy (%). An increase in the coverage of the Family Health Strategy was observed in all regions of Brazil between 2007 and 2020, especially in the Northeast region. At the state level, this coverage showed a significant positive relationship with the following variables: towns with fewer than 40,000 inhabitants and monthly income inferior to half a minimum salary. The Brazilian version of the Family Health Strategy seeks inspiration from the best and most successful health models to achieve high performance and efficiency to provide equity and access to health services. Previous research finds that grant spending can improve the standing of politicians and institutions with some in the public. It is unclear whether this effect holds for federal agencies as well, which are largely responsible for allocating these funds. We develop a theory that links agency grant spending to the likelihood of an individual supporting the awarding federal agency, with the expectation that this relationship is conditioned by the citizen's partisan identification. Using a survey experiment, we find that an increase in federal grant spending, from agencies that they politically oppose, is associated with Republicans offering a more negative evaluation. 41. Developing Perceived and Experienced Identity: How Leadership Training Affects Leadership Identity.

Research shows that leadership identity is important for public managers' behavior, but has until now relied primarily on self-reports. Arguing that leadership identity is a relational concept, this article compares the managers' experienced leadership identity with the corresponding follower perceived leadership identity and followers' role perceptions of their leaders. Further, we test whether leadership training affects these concepts. Panel data from 911 municipal employees and their 84 managers confirms that managers experience that they have a more dominant leadership identity relative to their employees' perception, but that employees see their managers as having a more dominant leadership identity after the managers' participation in leadership training. Data from 171 managers and their 1,572 employees in another municipality further show that many employees emphasize the professional role of their manager. Our study implies that public managers should consider prioritizing leadership training to strengthen their followers' perceptions of them as leaders. [ABSTRACT FROM AUTHOR]

The article proposes a novel way of conceptualising knowledge management in public sector by highlighting the social process of knowledge formation, where knowledge for public policies emerges and takes shape. This approach aims to overcome three main criticisms levelled at knowledge management, namely its excessive internal focus, solving tame organisational problems, and focusing on data over meanings. We take knowledge formation to be a social process in which information is collected, interpreted, and shared. We expand and contribute to the ongoing debate on KM in public sector by integrating insights from administrative sciences, organisation studies, and political science. The suggested approach provides an opportunity to understand the diverse conceptions regarding the role of information and the nature of knowledge in organisational decision-making and policy-making that complements the organisation-centric and instrumentalist approach to KM.
