Die neue Regierung in Israel steht politisch so weit rechts wie keine andere vor ihr. Der Erfolg der rechtsradikalen Parteien und ihre Beteiligung an der Regierung sind Ergebnisse einer länger anhaltenden Transformation der politischen Landschaft Israels. Kennzeichnend für diese Entwicklung ist die Genese einer rechten Mehrheit, die mit einer Rechtsverschiebung des Mainstreams und der politischen Legitimierung des radikalsten Segments der israelischen Gesellschaft einhergeht. Der gemeinsame Nenner dieser Regierung ist ein antiliberaler Impetus, der auf eine Neuordnung des Staates hinausläuft. Die Regierung beabsichtigt, demokratische Mechanismen, ins­besondere das System von Checks and Balances, den Status des Obersten Gerichtshofs und den der Grundrechte, zu schwächen. Stattdessen sollen majoritäre Prinzipien gestärkt werden, die den Regierungsmehrheiten kaum mehr Schranken auferlegen. The new government in Israel is politically further to the right than any other before it. The success of the radical right parties and their inclusion in the government are the results of a long-term transformation of Israel’s political landscape. One characteristic of this development is the genesis of a right-wing majority, accompanied by a shift to the right of the mainstream, and the political legitimisation of the most radical segment of Israeli society. The common denominator of this government is its anti-liberal impetus, which amounts to a reorganisation of the state. The government intends to weaken democratic mechanisms, especially the system of checks and balances, the status of the Supreme Court, and that of fundamental rights. Instead, majoritarian principles are to be strengthened, placing few limits on government majorities. This disruptive approach also applies to the conflict with the Palestinians. Das Buch vergleicht zwei gegensätzliche Muster sozialer Zugehörigkeit in einem muslimischen palästinensischen Lager, Al-Jalil, und dem vor 2011 letzten christlichen palästinensischen Flüchtlingslager der Welt, Dbayeh. Durch seinen innovativen Fokus auf soziale Zugehörigkeitsprozesse, die auf dem ritualisierten Rhythmus des täglichen Lebens basieren, präsentiert und analysiert der Autor komplexe Diskurse, Praktiken, Erfahrungen und Emotionen des Lebens im Exil und vermeidet vereinfachende Erklärungen, die ausschließlich auf dogmatischen Auffassungen von Religion und Nationalität basieren. Die orthodoxe Lehrmeinung neigt dazu, die Unterschiede zwischen den Lagern hauptsächlich den verschiedenen Religionen zuzuschreiben. Diese Studie zeigt jedoch, wie moralische Selbstkultivierung, Frömmigkeit und Religiosität, Nationalität, Zuflucht und Politik miteinander in Beziehung treten und einen Großteil des täglichen Lebens in den Lagern bestimmen., Living in Refuge is a unique dense socio-historical portrait of two Palestinian refugee camps in Lebanon for which there is almost no recorded literature and that have changed greatly, especially after 2011 and the influx of Syrian refugees. The book compares two contrasting patterns of social belonging in one Muslim Palestinian camp, Al-Jalil, and what, before 2011, was the last Christian Palestinian refugee camp in the world, Dbayeh. Through its unique approach to social belonging processes based on the ritualized rhythm of daily life, it presents and analyses complex discourses, practices, experiences and emotions of life in exile, avoiding simplistic explanations solely based on dogmatic understandings of religion and nationhood. This study shows how moral self-cultivation, piety and religiosity, nationhood, refugeeness and politics are all embedded in each other and frame much of the camps’ daily life.

Am 1. Februar 2022 präsentierte Amnesty International einen umfassenden Bericht, in dem es Israel vorwirft, an den Palästinenserinnen und Palästinensern Apartheid zu verüben und damit ein Verbrechen gegen die Menschlichkeit zu begehen. Der Am­nesty-Bericht reiht sich ein in eine Serie von Publikationen palästinensischer, israe­lischer und internationaler Menschenrechtsorganisationen, die in Israel bzw. den palästinensischen Gebieten nunmehr die Schwelle zur Apartheid überschritten sehen. Dabei gehen die Meinungen in den einzelnen Berichten darüber auseinander, in wel­chem Gebiet solche Verbrechen gegen die Menschlichkeit begangen werden. Die Bundesregierung sollte sich den Apartheid-Vorwurf nicht ohne sorgfältige Prüfung zu eigen machen, die gravierenden Menschenrechtsverletzungen, die der Amnesty-Bericht dokumentiert, aber ernst nehmen. On 1 February 2022, Amnesty International released a comprehensive report claiming that Israel is engaged in apartheid against the Palestinians and is thereby committing a crime against humanity. The Amnesty report is one in a series of publications by Pales­tinian, Israeli and international human rights organizations that see the thresh­old to apartheid having been crossed in Israel and/or the Palestinian territories, although it should be noted that opinions about where such crimes are being com­mitted differ from report to report. The EU and its member states should not adopt the apartheid claim without legal scrutiny. At the same time, they should take the grave human rights violations documented in the Amnesty report (and elsewhere) seriously. From spring 2019 until summer 2021, Israel was politically paralysed because no stable government could be formed. Four elections were necessary before a new gov­ernment took over on 13 June 2021. Not only was Benjamin Netanyahu replaced as prime minister after 12 years. A coalition was formed that covers almost the entire political spectrum. In the meantime, it has stabilised and its direction is becoming clearer. Nationally and internationally, the coalition has broken with the populist rhetoric of the Netanyahu government. At the same time, it is exploring different policies: Domestically, it is for the first time including an independent Arab party and has stopped the attacks on principles of liberal democracy. In its foreign policy, it is promoting rapprochement with the European Union (EU) and the Biden adminis­tration as well as more integration into the region. It is also trying to contain the conflict with the Palestinians through social and economic measures. But a political rapprochement is not in sight. A "point of no return" is looming, making a two-state solution impossible. (author's abstract)

Seit Frühjahr 2019 war Israel politisch gelähmt, weil keine stabile Regierung zustande kam. Vier Wahlen waren nötig, bis am 13. Juni 2021 eine neue Regierung die Geschäfte übernahm. Nicht nur wurde Benjamin Netanjahu nach zwölf Jahren als Premier abgelöst. Es wurde eine Koalition gebildet, die fast das ganze politische Spektrum abdeckt. Mittlerweile hat sie sich stabilisiert, und die Ausrichtung wird klarer. National und international hat die Koalition mit der populistischen Rhetorik der Netanjahu-Regierung gebrochen. Zugleich sucht sie nach anderen Politiken: Innenpolitisch integriert sie erstmals eine unabhängige arabische Partei und hat die Angriffe auf Prinzipien liberaler Demokratie gestoppt. Außenpolitisch wirbt sie für Annäherung an die EU und an die Biden-Regierung, aber auch um mehr Integration in die Region. Zudem bemüht sie sich, den Konflikt mit den Palästinensern durch soziale und wirtschaftliche Maßnahmen einzudämmen. Doch eine politische Annäherung ist nicht in Sicht. In this article, we aim to identify the actors and unpack the discourses and administrative practices used to increase current mobilities of people (Jewish immigrants, investors, tourist visitors, and evicted residents) and explore their impact on the continuity of the settler-colonial regime in pre-1948 Palestinian urban spaces which became part of Israel. To render these dynamics visible, we explore the case of Acre—a pre-1948 Palestinian city located in the north-west of Israel which during the last three decades has been receiving about one hundred Jewish immigrant families annually. Our findings reveal a dramatic change in the attempts to judaise the city: Mobility policies through neoliberal means have not only been instrumental in continuing the processes of displacement and dispossession of the Palestinians in this so-called ‘mixed city,’ but have also recruited new actors and created new techniques and opportunities to accelerate the judaisation of the few Palestinian spaces left. Moreover, these new mobility policies normalise judaisation of the city, both academically and practically, through globally trendy paradigms and discourses. Reframing migration-led development processes in cities within a settler-colonialism approach enables us to break free from post-colonial analytical frameworks and re-centre the native-settler relations as well as the immigrants-settlers’ role in territorial control and displacement of the natives in the neoliberal era.

In den Jahren vor dem Sechstagekrieg entwickelte sich in der Bundesrepublik Deutschland eine palästinensische Diaspora, die nach 1967 einen wichtigen Einfluss auf die Palästina-Solidaritätsbewegung im Land erhielt. Arabischsprachige Quellen wie zeitgenössische Presseartikel oder spätere autobiographische Reflexionen werfen dabei nicht nur ein Licht auf das Entstehen dieser Diaspora. Sie zeigen auch, wie die Verbindungen zwischen palästinensischen Gruppen und der radikalen Linken in der Bundesrepublik zu vielfältigen Transferprozessen führten. Seit den späten 1960er-Jahren zirkulierten Argumente, Parolen und Symbole zwischen Orten wie Beirut und Heidelberg, die sich bald in antizionistischen, zum Teil auch antisemitischen Publikationen und Protesten wiederfanden. Vor diesem Hintergrund plädiert der Aufsatz dafür, Archive im Nahen Osten stärker als bisher einzubeziehen, um die transnationalen und globalen Bezüge der deutschen Zeitgeschichte besser zu verstehen., In the years leading up to the Six Day War, a Palestinian diaspora developed in West Germany that would have a pivotal influence on the Palestine solidarity movement in the country after 1967. Arabic sources, such as periodicals and autobiographical writings, not only shed light on the emergence of this diaspora but also illustrate how the ties between Palestinian groups and the West German radical left came to underpin a variety of transfer processes. Beginning in the late 1960s, arguments, slogans, and symbols that circulated between locations like Beirut and Heidelberg became part of anti-Zionist and sometimes also anti-Semitic publications and protests. Against this backdrop, the present article argues that a study of archives in the Middle East can provide a better understanding of the transnational and global dimensions of contemporary German history.

Israel has always claimed to be the only democracy in the Middle East. Yet the current government coalition is dominated by right-wing, ultra-Orthodox and national-religious parties advocating illiberal policies and seeking Jewish dominance across "Eretz Israel" - Israel itself and the occupied Palestinian territories. Accordingly, the government is working firstly to emphasise the Jewish elements in Israel's identity. It is secondly pushing ahead with settlement-building in and de facto annexation of parts of the occupied territories. Thirdly, it is steadily shrinking the spaces for Israel's civil society and human rights organisations. Germany and the EU should press Israel to comply with international law, improve the human rights situation and preserve spaces for civil society to thrive. In their policies, working towards respect for human rights and international law should no longer come second to conflict resolution. (author's abstract)

Israel nimmt seit jeher für sich in Anspruch, die einzige Demokratie im Nahen Osten zu sein. Allerdings dominieren in der aktuellen Regierungskoalition aus rechten, ultra-orthodoxen und nationalreligiösen Parteien Kräfte, die illiberale Positionen vertreten und die jüdische Dominanz im gesamten "Eretz Israel" (also in Israel und den besetzten palästinensischen Gebieten) akzentuieren wollen. Demgemäß bemüht sich die Regierung erstens, die jüdischen Elemente im Selbstverständnis Israels noch stärker zu gewichten als bislang. Zweitens treibt sie die Siedlungspolitik in den besetzten Gebieten und deren De-facto-Annexion voran. Drittens engt sie die Spielräume für Israels Zivilgesellschaft und Opposition zunehmend ein. Deutschland und die EU sollten gegenüber Israel auf die Durchsetzung internationalen Rechts, eine Verbesserung der Menschenrechtslage und die Bewahrung von Handlungsräumen für die Zivilgesellschaft hinwirken. Dabei sollte die Achtung menschen- und völkerrechtlich verbriefter Rechte einer Konfliktregelung nicht länger nachgeordnet werden. (Autorenreferat)

Am Unabhängigkeitstag im Mai 2016 verkündete das Israelische Zentralbüro für Statistik, dass sich die israelische Bevölkerung seit der Staatsgründung 1948 verzehnfacht hat. Führende Zeitungen des Landes bejubelten die Tatsache, dass die Bevölkerungszahl von ursprünglich 800.000 auf nahezu 8,5 Millionen gestiegen ist. Der Grund dafür ist die höchste Geburtenrate in der westlichen Welt. Diese wiederum ist darauf zurückzuführen, dass der Staat die jüdische Mehrheit im Land bewahren und fördern will. Die Kehrseite davon ist die Diskriminierung in Israel lebender Minderheiten, denn sie werden als demographische Bedrohung empfunden. Das gilt nicht nur für Palästinenser, sondern auch für die wachsende Zahl von Gastarbeitern, die Arbeitskräfte aus den palästinensischen Autonomiegebieten ersetzen, und von Flüchtlingen aus Afrika, deren rechtliche Eingliederung in das israelische Staatsbürgerschaftssystem nicht vorgesehen ist. Ein weniger exklusiver Zugang zur Staatsbürgerschaft und ein gesicherter Rechtsstatus nichtjüdischer Bevölkerungsgruppen dürften erst dann möglich werden, wenn sie nicht mehr als Bedrohung angesehen werden. This study examines the ways in which social media is used to promote intergroup dialogue and reconciliation in the context of the protracted, ethnopolitical conflict between Israeli-Jews and Palestinians. We focus on content analysis of posts and comments on a Facebook page named "Tweeting Arabs" which was established and is administered by Palestinian citizens of Israel. This page states that its’ main goal is to publicize opinions, thoughts and beliefs of Palestinians, enabling the moderate voice to be heard and encouraging dialogue between Israeli-Jews and Palestinians. The analysis is based on a data set containing posts and comments collected from “Tweeting Arabs” since the page was founded in November 8th 2014 and until December 4th 2014. This data set contains 85 posts which gained a total of 9657 "likes", and 461 "shares", as well as 3565 comments and replies to these posts. Our findings reveal that while posts that presented the narrative of Palestinian suffering were mostly followed by negative comments from Israeli-Jews, posts that brought up the Palestinian moderate and peace seeking voice elicited higher Jewish–Israeli acceptance and sympathy. The research adds to our understanding of Facebook as a dialogue provoking platform that enables users from different ethnopolitical groups in divided and conflicted societies to perform peacebuilding actions. Palestinians frequently present a harmonizing and homogenizing we-image of their own national we-group, as a way of counteracting Israeli attempts to sow divisions among them, whether through Israeli politics or through the dominant public discourse in Israel. However, a closer look reveals the fragility of this homogenizing we-image which masks a variety of internal tensions and conflicts. By applying methods and concepts from biographical research and figurational sociology, the articles in this volume offer an analysis of the Middle East conflict that goes beyond the polar opposition between “Israelis” and “Palestinians”. On the basis of case studies from five urban regions in Palestine and Israel (Bethlehem, Ramallah, East Jerusalem, Haifa and Jaffa), the authors explore the importance of belonging, collective self-images and different forms of social differentiation within Palestinian communities. For each region this is bound up with an analysis of the relevant social and socio-political contexts, and family and life histories. The analysis of (locally) different figurations means focusing on the perspective of Palestinians as members of different religious, socio-economic, political or generational groupings and local group constellations – for instance between Christians and Muslims or between long-time residents and refugees. The following scholars have contributed to this volume: Ahmed Albaba, Johannes Becker, Hendrik Hinrichsen, Gabriele Rosenthal, Nicole Witte, Arne Worm and Rixta Wundrak. Gabriele Rosenthal is a sociologist and professor of Qualitative Methodology at the Center of Methods in Social Sciences, University of Göttingen. Her major research focus is the intergenerational impact of collective and familial history on biographical structures and actional patterns of individuals and family systems. Her current research deals with ethnicity, ethno-political conflicts and the social construction of borders. Angesichts der Instabilität im Nahen Osten betonten Israels Premierminister Benjamin Netanjahu und Kanzlerin Angela Merkel bei den gemeinsamen Regierungskonsultationen im Februar 2016, dass es nicht die Zeit für große Fortschritte im israelisch-palästinensischen Friedensprozess sei. Doch fördert das Festhalten an der Zweistaatenregelung als bloßes Mantra, bei dem konkrete Umsetzungsschritte unterbleiben, die Verfestigung der Einstaatenrealität unter israelischer Dominanz. Dies macht eine Konfliktregelung letztlich unmöglich. In den Bevölkerungen nimmt die Zustimmung zu einer Zweistaatenregelung ab. Als Alternativen haben Einstaaten- oder Konföderationsmodelle derzeit zwar noch geringere Realisierungschancen. Deutsche und europäische Politik sollte dennoch kreative und konstruktive Aspekte solcher Modelle ausloten, die es erlauben, nationalen Identitäten sowie individuellen und kollektiven Rechten kooperativ Geltung zu verschaffen. Priorität muss allerdings sein, bei den Konfliktparteien durch eine Veränderung der Kosten-Nutzen-Kalküle den politischen Willen zu generieren, überhaupt eine Konfliktregelung herbeizuführen. How can intergroup contact programs affect conflict-ridden communities besides improving the outgroup attitudes of participating individuals? We address this question by examining the effects of an intergroup contact intervention on ingroup dynamics that may mitigate intergroup conflict. We also examine how outgroup attitudes and psychological resources mediate such effects. We present the results from a difference-in-differences design with 149 Jewish and Arab-Palestinian youth, some of whom participated in an intergroup contact and sports program operated by a nongovernmental organizations in Israel. Our main outcome is one’s tendency to censure ingroup members’ provocations toward the outgroup. As expected, we find a positive impact of the program on ingroup censuring. However, this result is only marginally significant. We find a positive effect of program participation on outgroup attitudes among Jewish youth as expected. To our surprise, among Arab-Palestinian youth, we find a negative effect on outgroup attitudes. Exploring the underlying processes and group-based differences further, we find that outgroup regard mediates the effect of intergroup contact on ingroup censuring for Jewish youth. We find no evidence for mediation among Arab-Palestinian youth but a positive association between ingroup censuring and psychological resources. These results suggest that the psychological conditions of ingroup censuring may differ by group. We discuss implications for peace-building interventions in societies with groups in conflict. On the occasion of their joint government consultations in February 2016, Prime Minister Benjamin Netanyahu and Chancellor Angela Merkel stressed that this was not the time for making major progress in the Israeli-Palestinian peace process, given the instability in the Middle East. However, merely adhering to a two-state settlement as a mantra without taking any concrete steps to implement it effectively reinforces the one-state reality under Israeli dominance. Ultimately, this will make settling the conflict impossible. Popular support for a two-state solution is waning on both sides. While at present alternative one-state or confederate models have even slimmer chances of being realized, Germany and the EU should nevertheless explore the creative and constructive aspects of these models, which would enable the two sides to maintain their national identities as well as realize their individual and collective rights. Their priority, however, should be to alter the cost-benefit calculation of the parties to the conflict, so as to generate the political will for bringing about a settlement at all. (Autorenreferat)

On Independence Day in May 2016, the Israel Central Bureau of Statistics announced that the Israeli population had increased tenfold since the State’s establishment in 1948. Leading national newspapers rejoiced that the population has multiplied from an initial 800,000 to almost 8.5 million, a figure ascribable to the highest birth rate in the western world among other facts, such as Jewish immigration. This, in turn, can be attributed to the fact that the state seeks to preserve and promote the country’s Jewish majority. The downside of this policy is the discrimination of minorities living in Israel, which are deemed a demographic threat. This applies not only to Arab Israelis, but also to the growing number of foreign workers who replace labour forces from the Palestinian territories, and to African refugees whose legal integration within the Israeli citizenship system is not foreseen. Less exclusive access to citizenship and the secure legal status of non-Jewish population groups is likely only to be possible if they are no longer viewed as a threat. (Autorenreferat)

'Nachdem es in Israel und den palästinensischen Gebieten seit Beginn der Zweiten Intifada im September 2000 zu einer neuen Spirale von Gewalt und Gegengewalt gekommen war, holte Israel im Frühjahr 2002 zu einer der größten Militäroperationen in seiner Geschichte aus und griff weite Teile der palästinensischen Autonomiegebiete an. Aus sozialwissenschaftlicher Sicht stellen sich zwei Fragen, eine normative und eine empirische: War die 'Operation Schutzschild' ein berechtigter Krieg, und aus welchen Gründen wurde er von Israel geführt? Der Aufsatz strebt einen Beitrag zur Klärung der normativen Frage an, indem versucht wird, die 'Lehre vom gerechten Krieg' auf den vorliegenden Fall anzuwenden. Um zu einer Erklärung des israelischen Verhaltens zu gelangen, wird auf der Basis des Konzepts des 'subjektiven Zweckrationalismus' geprüft, ob sich die 'Operation Schutzschild' als rational verstehen lässt, wenn man das offiziell von Israel betonte Ziel zugrundelegt, für die Sicherheit israelischer ZivilistInnen zu sorgen. Weiterhin wird die von KritikerInnen Scharons vorgebrachte Hypothese geprüft, ob Israel mit seiner Kampagne das Ziel verfolgte, die Besatzung zu festigen. Ergebnis der Untersuchung ist zum einen, dass die 'Operation Schutzschild' gemäß der 'Lehre vom gerechten Krieg' nicht als berechtigter Krieg angesehen werden kann. Zum anderen erweist sich die Erklärung, dass der Kampagne primär das Ziel der Zementierung der Besatzung zu Grunde lag, als plausibel, während dem Ziel der Terrorismusbekämpfung nur eine sekundäre Rolle zugemessen werden kann.' (Autorenreferat), 'After a new period of violence in Israel and the Palestinian Territories had occurred since the eruption of the Second Intifada in September 2000, Israel started in spring 2002 one of its major campaigns in its history by waging war on large parts of the Palestinian Autonomous Territories. From a social scientist's point of view, two questions arise, one ethical and one empirical. Firstly, was 'Operation Defensive Shield' a legitimate war; secondly, what reasons drove Israel to wage this war? The article aims at contributing to an answer of the ethical question by examining the case on the basis of the 'Just-War Theory'. The attempt to find an explanation of the Israeli behaviour is based on the concept of 'subjective rationalism'. Two hypotheses are examined. Firstly, it will be asked whether the Israeli campaign can be comprehended as a rational action assuming that the aim was, as officially declared by Israel, to improve the security situation of Israeli civilians. Secondly, the hypothesis presented by Sharon's adversaries will be examined, i.e. whether the military action was guided by the aim of tightening the occupation regime in the Palestinian Territories. The result of the normative analysis is that 'Operation Defensive Shield' was not a just war. The empirical analysis comes to the conclusion that the campaign can be plausibly explained as an action primarily based on the aim of strengthening the occupation, whereas the aim of combatting Palestinian terrorism only played a secondary role.' Kultur- und Bildungsangebote geben der Flüchtlingsbevölkerung die Möglichkeit, ihre Konfliktperspektive zu kommunizieren, ihre Identität zu definieren und kulturelle Praktiken zu bewahren. Wie kann Auswärtige Kultur- und Bildungspolitik (AKBP) im Sinne der Flüchtlinge in den Flüchtlingslagern des Libanon aktiv werden? Die Studie bietet eine kritische Auseinandersetzung mit der Rolle von Kulturarbeit auf der Basis der Erfahrungen und Debatten zweier Flüchtlingsgemeinschaften im Libanon: die palästinensischen Flüchtlinge, die schon Jahrzehnte im Land sind sowie die syrischen, die aufgrund der aktuellen Krise in ihrem Herkunftsland im Libanon Zuflucht suchen. Obwohl es sich um zwei Flüchtlingsgemeinschaften im selben Land handelt, unterscheiden sich die kulturelle Situation, die Problemlagen und Herausforderungen z.T. sehr. Dies belegt, dass Kulturakteure die Kontexte, Herausforderungen und bestehenden Kulturangebote kennen sollten. Die Studie macht deutlich, dass die Rolle von Kulturarbeit vor allem in der Bereitstellung von Freiräumen besteht, die kritische, kreative (und auch politische) Auseinandersetzung ermöglichen. Wesentlich dabei ist, dass Grundvoraussetzungen für Kulturarbeit zur Verfügung gestellt werden, zum Beispiel geeignete Räume. Ein Engagement in diesem Bereich kann dort am meisten für eine Flüchtlingsgemeinschaft leisten, wo es anerkennt, dass Themen der Identität und die Auseinandersetzung mit alltagsweltlichen und politischen Fragen zentral an die Existenz einer Flüchtlingsgemeinschaft geknüpft sind.

Durch die Entwicklung der Kommunikationstechniken und die Umwandlung der politischen Systeme haben die Medien in den arabischen Ländern in den letzten zwei Jahrzehnten einen weiten Einfluss gewonnen. Die meisten arabischen Regime hatten bis in die neunziger Jahre hinein die Massenmedien in ihren Ländern komplett unter ihrer Kontrolle. Die lokalen Fernsehsender wurden vom Staat kontrolliert und kaum jenseits ihrer Grenzen empfangen. In den neunziger Jahren haben neue Techniken beispielsweise das Internet oder direkt empfangbares Satellitenfernsehen die virtuellen Räume über den lokalen, nationalen und regionalen Horizont hinaus erweitert. Die grenzüberschreitende Kommunikation etwa durch Satellitenfernsehsender hat Konsumenten die Möglichkeit gegeben, sich in globale Diskurse einzuschalten und die Grenzen der autoritären Informationskontrolle zu überwinden. Im Jahr 1979 unterschied William A. Rugh zwischen drei verschiedenen Typen der arabischen Presse: Erstens die "mobilisierte Presse", die im Besitz und unter der Kontrolle des revolutionären Regimes wie im Irak, Libyen, Syrien und im Sudan ist. Zweitens die "loyalistische Presse", die in Privatbesitz ist und gleichzeitig das politische System unterstützt, und drittens die "pluralistische Presse", die in freien Mediensystemen wie im Libanon und zum Teil auch Marokko und Kuwait vertreten. Diese Einteilung ist immer noch in Gebrauch und kann mit einigen Modifizierungen auch auf den Radio- und Fernsehsektor übertragen werden. In den letzten zwei Jahrzehnten hat sich die Lage in den Mediensystemen einzelner Länder zu diesen Kategorien teilweise geändert: Nach dem friedlichen Putsch gegen seinen Vater im Juni 1995 hat der Emir von Katar, Scheich Hamad bin Khalifa Al Thani , das loyalistische Mediensystem in seinem Land zum pluralistischen System umgewandelt. Er schaffte dabei das Informationsministerium ab und leitete 1996 die Gründung eines Satellitenfernsehsenders unter dem Namen Aljazeera ein. Scheich Hamad bin Tamer Al Thani, der Vorsitzender des Aljazeera- Netzwerks , erklärt den Grund für die Abschaffung des Informationsministeriums in seinem Land wie folgt: „The Ministry of Information… is the Ministry that controls the news media, be it television, radio or newspaper…We don’t see that a Ministry of Information has any positive role to play in future media projects. “ Niemand hat damals vorhergesehen, wie groß die Wirkung dieses, für ein undemokratisches Land seltenen Schrittes, auf die Medienwelt in der arabischen Welt sein würde. Andererseits hat die Konkurrenz zwischen den direkt empfangbaren ausländischen und den staatlichen Sendern manche arabischen Staaten gezwungen, den heimischen Geschäftsleuten - wie beispielsweise in Saudi-Arabien - die Möglichkeit zu geben, moderne Fernsehsender zu gründen, etwa "Middle East Broadcasting Center" (MBC) im Jahr 1991 (und Alarabiya 2003). Aber „wie die meisten Presseorgane ist auch der überwiegende Teil der privaten Sender ››loyalistisch‹‹ [geblieben, Anm. d. Verf.]“ Im letzten Jahrzehnt hat die Entwicklung im Medienraum der arabischen Welt mit der Begleitung großer Ereignisse in der Region eine neue Wende erlebt. Die großen politischen Ereignisse in der islamischen Welt und im Nahen Osten beispielsweise der Afghanistan- und Irak-Krieg in den Jahren 2001 und 2003 sowie die palästinensische Intifadah (2000) haben große internationale Aufmerksamkeit auf sich gezogen. Es wurden zahlreiche arabische und arabischsprachige ausländische Sattelitenfernsehsender gegründet und etabliert, wie DW-TV Arabiya (Deutschland 2002), Alhurra (USA 2004), France 24 (Frankreich 2006), Rusiya Al-Yaum (Russland 2007), BBC Arabic (Großbritannien 2008), CCTV International Arabic (China 2009). Da der Einfluss der mobilisierten Medien in manchen arabischen Ländern nach der Etablierung und Verbreitung der pluralistischen Medien in anderen arabischen Ländern sowie die ausländischen arabischsprachigen Satellitenfernsehsender gering geworden sind, wurden für diese Studie drei verschiedene Satellitenfernsehsender ausgewählt, die derzeitig die Kategorien der Satellitenfernsehsender in der arabischen Welt vertreten: Aljazeera Channel als Vertreter der pluralistischen Medien; Alarabiya Channel als Vertreter der loyalistischen Medien; und Alhurra Channel als Vertreter der ausländischen arabischsprachigen Medien. Da die Satellitenfernsehsender die Grenzen der Länder überschritten und damit auch ein großes Publikum sowohl in der arabischen Welt als auch auf der ganzen Welt erreicht haben, spielen sie eine entscheidende Rolle bei der Beeinflussung der Ansichten der Öffentlichkeit im Hinblick auf die wichtigen Fragen in der Region, wie dem israelisch-palästinensischen Konflikt. Diese Arbeit wirft einen Blick auf die Berichterstattung der drei ausgewählten Sender im Allgemeinen und insbesondere auf deren Nahostberichterstattung.
