Compensation of people affected by dam building can be unfair, leading to protests and delays. Several international guidelines exist for compensation procedures that aim at equitable and reasonable compensation. Different criteria and procedures have been proposed for valuation of lost assets and income. We investigated five dam-building projects in Thailand, and evaluated the compensation process and outcomes with a conceptual framework focused on recognition of values, representation of affected people, actual compensation and acceptance of the project and compensation by the affected people. We studied the representation and recognition of languages of valuation in the compensation negotiation processes, and outcomes of the compensation in terms of cash-for-land payments and acceptance of the projects by the affected people. We propose and applied a ‘Comparative Index’ to compare paid cash compensations in the five projects with average family income in the respective regions. The results show deficient representation, insufficient attention to multiple languages of valuation, low compensations for lost land and trees and low degrees of acceptance by the affected people.

Water management and distribution rules in flood-based livelihood systems (FBLS) have a key role in enhancing system-wide productivity and livelihoods. While such potential has to a certain extent been harnessed in DG Khan FBLS in Pakistan, it has not yet been fulfilled in the Tana River and Fogera FBLS in Kenya and Ethiopia, respectively. These three systems are considered among the major sources of water and food security in their respective regions by the local governments and communities. Drawing from 105 individual interviews with Pakistani FBLS farmers, the paper establishes that a package of water management and distribution rules have significantly contributed to (a) mitigating excessive upstream floodwater use, (b) reducing downstream water scarcity and (c) realizing nearly 4 tons ha−1 harvest of the major wheat crop across the upstream and downstream areas. This yield is about 20% higher than the country-wide average, and two-third of the maximum achievable. Furthermore, 86% of the upstream and three in four of the downstream farmers have managed to cover their livelihood needs that included health, school, housing, transportation, energy and food expenses. On the other hand, the analyses based on individual interviews with 94 and 147 FBLS farmers from Kenya and Ethiopia respectively, uncovered the negative consequences of the absence of a comprehensive package of water management and distribution rules. In Kenya, the downstream small-scale farmers that account for two-third of the Tana River FBLS population frequently suffer from floodwater scarcity. They could not cultivate the high return rice crop and their staple maize yield was low at about 1.25 tons ha−1 or 20% of the maximum attainable. Four in five reported poor livelihoods. The upstream large-scale farmers however often diverted excessive floodwater; over 90% usually grow rice as well as maize as a second crop for home consumption. The situation in Fogera is similar. The water distribution rules prioritized the upstream rice cultivation introduced a decade back to boost economic growth. This, as informed by 95% of the interviewed farmers, has caused downstream floodwater scarcity, about 30% maize yield reduction and livelihood deterioration. These findings on the impacts of water distribution rules can contribute to formulating investments that better achieve the productivity and livelihood potentials of FBLS across Africa and globally.

Context From 1999 onwards, China has initiated a large-scale landscape restoration project in the Chinese Loess Plateau, which has had profound but variable impacts on the local ecosystem services supply. The dynamics of ecosystem services throughout the restoration process remain poorly understood. Objectives To analyze the spatial and temporal dynamics in ecosystem services before and after the implementation of the land restoration project, and to understand trade-offs and synergies between multiple ecosystem services. Methods We used the InVEST model and statistical yearbook data to quantify the ecosystem services over the period 1990–2018 for the Yan’an area and applied the concept of ecosystem service bundles to understand the dynamics of 11 ecosystem services over its 13 constituent counties. Results A significant increase of fruit production, sediment retention, habitat quality, aesthetic landscape value, and learning and inspiration value was found over time in the Yan’an area, while a decrease of timber production and water yield was also observed. The majority of the county-level ecosystem service bundles were transformed from having a focus on timber production to aesthetic landscape value. The dynamics of ecosystem services change induced by land restoration was discovered to start with increasing regulating services at the expense of provisioning services, while cultural services exceeded regulating services and occupied the main proportion subsequently. Conclusion Both trade-offs and synergies were found between provisioning, regulating and cultural services. Implementation of the large-scale restoration project is recognized as a key driving force inducing change of ecosystem services, starting with an improvement of regulating services followed by a gradually evolving prominence of cultural services.

One of the strongest challenges for European agriculture is to simultaneously reduce its negative environmental impact and at the same time, remain competitive. A key aspect of the environmental impact is the ongoing soil degradation. Within the Soil Care project, sustainable agricultural practices were investigated that could improve soil quality, termed soil improving cropping systems (SICS); four plausible scenarios were developed with different levels of SICS uptake. In this study we aimed to evaluate how such SICS, through the different scenarios, impact crop yield, soil organic carbon content and land degradation (specifically erosion and soil water dynamics) across Europe, through the application of the PESERA and dyna-QUEFTS models. The Pan-European Soil Erosion Risk Assessment (PESERA) model simulates biophysical processes including above-ground biomass production, soil erosion risk, soil water deficit and soil humus content and was adapted and calibrated for Europe. The dyna-QUEFTS model calculates nutrient limitations and was used to calculate crop yields using PESERA output information. All four scenarios were run from current (2020) until 2050 and for two climate trajectories. Results indicate that the ‘Caring and Sharing’ scenario likely provides the best sustainability impacts (i.e. stable or increased SOC contents and reduced erosion) due to widespread uptake of SICS, compared to the ‘Race to the Bottom’ scenario, in which no SICS were taken up, although regional differences can be seen from the spatially explicit maps that the modelling produces. While, by necessity, the models are a simplification of the reality and assumptions and input data quality affect the results, a comparative analysis of the scenarios and their likely effect can still be made and will be helpful for agricultural policy development across Europe. In addition, the modelling tool provides the opportunity to further analyze which SICS are effective where and to explore the impacts of SICS implementation.

PurposeThis study examines the heterogeneous correlations between rural farmers' land renting behavior and their grain production when they experienced a significant price decline.Design/methodology/approachWe used well-timed panel data obtained from a two-round survey held in 2013 and 2017 among 621 households in the North China Plain. The empirical analyses were conducted by using the pooled ordinary least squares (OLS) and fixed effects models.FindingsRural tenants were having heterogeneous responses in land renting behavior and agricultural production when there was a price decline. A group of optimistic tenants (as professional farmers) were more likely to enlarge the farm scale for grain production through land rental markets but decrease variable investment levels (and subsequently decreased productivity) to cope with price decline. In contrast, nonprofessional farmers (the other rural tenants) were rather pessimistic about market performance, and they significantly decreased their grain production area to cope the price decline, but there was no decrease in grain productivity through reducing variable inputs.Originality/valueThis study contributes to the extant literature on the relationship between farmers' land renting-in behavior and agricultural production. By dividing the tenants into professional and nonprofessional farmers, we argue that there is a significant heterogeneous correlation between rural tenants' land renting behavior and grain production when farmers experience a price decline.

O aumento da frequência, intensidade e recorrência dos fogos rurais nos países do Sul da Europa, e em particular em Portugal, tem evidenciado a necessidade de definir uma estrutura de gestão florestal pós-fogo, que atue no risco de degradação dos ecossistemas a nível local, na prevenção de potenciais danos nos valores em risco a jusante, na promoção da regeneração florestal e na diminuição da frequência e severidade de incêndios futuros. Este artigo pretende discutir a(s) abordagen(s) à gestão florestal pós-fogo, através de uma revisão da literatura científica usando como termos de pesquisa ‘post-fire management’ e ‘forest’, e da análise dos discursos de agentes responsáveis pela operacionalização de projetos de gestão pós-fogo, financiados no âmbito do Programa de Desenvolvimento Rural em Portugal. Os resultados revelaram que a gestão florestal pós-fogo é um tema recente, de natureza complexa e dinâmica, que tem estado mais focado na componente ecológica. No entanto, existe um reconhecimento progressivo da importância de integrar novos aspetos, tais como a análise de custo-benefício e o envolvimento dos agentes.

This research used a qualitative and quantitative approach to classify factors influencing wheat farmers' social, economic, and environmental vulnerability in Khorasan Razavi province, Iran, from the perspective of elite wheat farmers and agricultural specialists, and then to establish some recommendations based on the results. To achieve the study objectives, in the qualitative part, in-depth interviews were held with 20 agricultural specialists in the field of wheat cultivation, and 9 elite wheat farmers were selected using a purposive sampling method. Using stratified random sampling, 391 wheat farmers participated in the quantitative part. From the agricultural specialists' viewpoint, the prime factor affecting vulnerability was the social factor “farm management”. The second factor was the environmental vulnerability factor “Sunn pest and heat”, and the final factor was the economic vulnerability factor “the costs of fertilizer, equipment, and machines and their maintenance”. In contrast, from the viewpoint of elite wheat farmers, the dominant factor affecting vulnerability was the economic factor “the costs of equipment, fertilizer, and machines and their maintenance”. Regarding social vulnerability, “Governmental support” was stressed and the most important environmental vulnerability factor was “Sunn pest and cold”. The results of confirmatory factor analysis were more in line with the views of agricultural specialists. According to the results, it is suggested that the agricultural extension system provides timely training to farmers in order to properly manage farms in times of crisis. The government should also compensate part of the costs of social and economic damage to farmers by providing free or low-interest loans.

Water harvesting techniques (WHTs) are important climate change adaptation measures to better manage rainwater for domestic and agricultural purposes, but which WHT to plan where is subject to sustainability considerations. Moreover, suitability of different WHTs varies from one location to another, depending on physical and socio-economic conditions. This study aimed to identify suitable sites for WHTs taking into account stakeholders’ sustainability criteria. In a participatory assessment framework, Geographic Information Systems and the “Simple Multi-Attribute Rating Technique” were combined to generate suitability maps and to guide sustainable WHTs investments. Steps included the calculation of a sustainability index for a set of traditional and newly introduced WHTs from the perspective of two stakeholder groups, farmers and decision-makers, and its integration with layers of biophysical constraints. An application of the framework in the Oum Zessar watershed, southeast Tunisia, shows that traditional techniques are the most suitable and sustainable for farmers and fall within the highly suitable class in 76.4% of the total area, while decision-makers prefer innovative techniques that are highly suitable in 80.4% of the watershed. The framework offers a scalable transparent process for knowledge integration in support of WHT investment decisions that can be adapted to other dryland areas.

Environmental policies that aim to enhance nature conservation, biodiversity, and well-being of Indigenous Peoples and Local Communities (IPLC) rely on knowledge integration and co-production processes that include both science and Indigenous and local knowledge (ILK) systems. While these processes are expected to safeguard the diversity of knowledge systems, uneven power relations among participants often prevent them from achieving this which can affect the legitimacy and usability of the outcomes of these processes. Using a case study in the Acre state (Brazil), where policy practitioners implemented the REDD+policy System of Incentives for Ecosystem Services in the Brazilian Kaxinawá Nova Olinda Indigenous Land, we investigate how participants manage challenges to safeguard knowledge diversity and usability during policy assessment and planning. Our findings show how, despite the use of participatory approaches, knowledge diversity ended up being compromised because policy practitioners were insufficiently attentive to power asymmetries and their implications. This, however, did not negatively affect the usability of the knowledge outcomes. Rather than focusing on the perfection of participatory methods, we call for a practical ethics that relies on culturally and ethically sensitive dialogues and that include continuous reflection. Such reflection will enable adaptation and improvisation to be able to respond to emerging power dynamics in an adequate and timely manner, thereby ensuring both the legitimacy and the usability of the outcomes of knowledge integration and co-production. The recently released Farm to Fork Strategy sets, for the first time ever, pesticide reduction goals at the EU level: 50% reduction in overall use and risk of chemical pesticides and 50% use reduction of more hazardous pesticides. However, little guidance is provided to achieve these targets. In this study, we compiled the characteristics and recommended application rates of 230 EU approved, synthetic, open-field use active substances and explored the potential of eight pesticide reduction scenarios (defined based on application rates, pesticide type, persistence, and hazard) to achieve the reduction goals. Our approach revealed that all 230 substances are potentially harmful to humans or ecosystems, and that only severe pesticide use restrictions such as full conversion to organic farming or allowing only low hazard substances will result in 50% reductions. Our results emphasis the need of an EC action plan on how to achieve and maintain the aimed reduction levels.

People living in arid and semi-arid areas with highly variable rainfall and unforeseeable periods of droughts or floods are severely affected by water shortages and often have insecure livelihoods. The construction of dams in wadies to harvest rainwater from small watersheds and to induce artificial groundwater recharge is one of the solutions available to overcome water shortages in the Western Desert of Iraq. The success of rainwater harvesting (RWH) systems depends heavily on their technical design and on the identification of suitable sites. Our main goal was to identify suitable sites for dams using a suitability model created with ModelBuilder in ArcGIS 10.2. The model combined various biophysical factors: slope, runoff depth, land use, soil texture, and stream order. The suitability map should be useful to hydrologists, decision-makers, and planners for quickly identifying areas with the highest potential for harvesting rainwater. The dynamics of ecosystem services change by land restoration was discovered, to start with increasing regulating services at expense of provisioning services, cultural services exceeding regulating services and occupied the main proportion subsequently. The most obvious change was observed in 2000, coinciding with the start of large-scale restoration activities. The implementation of the large-scale restoration project is recognized as a key driving force inducing these changes. Based on the results, it is recommended that the Yan’an government pays attention to local water resource management and timber supply.

Non-point source pollution from excessive use of fertilizers in agriculture is a major cause of the eutrophication problem in China. Understanding farmers’ decision-making concerning fertilization and identifying the influencing factors in this process are key to tackling overfertilization and related pollution issues. This paper reports a study on modelling decisions about fertilizer use based on data collected from 200 farmer households in the Three Gorges Reservoir area of China, using a well-fitted artificial neural network (ANN) with incorporated variance-based sensitivity analysis. The rate of fertilizer use estimated from the model is in good agreement with observed data. The model is further validated and tested by comparing the simulated and observed values. Results show that the model is able to identify the influencing factors and their interactions causing the variation in fertilizer use and to help pinpoint the underlying reasons. It is found that the farmers’ fertilization behavior is greatly affected by the area of cultivated land, followed by the interaction among farmers’ education level, annual income, and awareness of the importance of environmental protection. Future land consolidation is one of several ways to achieve more sustainable fertilization strategies.

Reservoir construction projects are frequently met with fierce opposition. Consequently, to mitigate any potential negative impacts, environmental and social impact assessments are usually mandatory. Stakeholder perspectives are often only implicit in such assessments, and the medium-term effects of mitigating actions are assessed at the aggregate level, which fails to take into account unequal disaggregated impacts. In this paper, we design and apply an agent-based model (ABM) built on stakeholder information to conduct an ex ante assessment of the impact of a reservoir construction project in southern Thailand over a 30-year period for individual agents. We incorporate stakeholders’ knowledge into the ABM on the basis of primary data collected during the 2016–2018 period, including workshops with affected farmers to assess their interests and concerns, in-depth interviews with farmers in nearby districts to assess farming behaviors, and the expert opinions of policymakers to assess the relevant regulations and processes. In a case study for which the model was established, the results predict that, overall, farmers will have more farm income if the dam is built. We find that affected people require a standard of living similar to that provided by their previous livelihood as soon as possible after resettlement. By simulating the impacts on individual agents, we conclude that the compensation for relocation offered to affected farmers is not sufficient for sustainable resettlements. Facilitating compensation may increase the speed of project implementation and lead to better outcomes for everyone, including affected communities, whereas failure to reshape the current compensation policy leaves everyone more disadvantaged.

Despite formal recognition of the need to incorporate multiple values in the assessment of ecosystem services, the operationalisation of a consistent integration of different types of values is still limited. This article assesses stakeholders’ perception and monetary (economic) values of ecosystem services delivered by the Kilombero wetland in Tanzania. A mixed-methods approach was employed, which included deliberative elements (diverse stakeholder focus groups) to recognise stakeholders’ perceptions on important ecosystem services alongside a survey to collect data on household characteristics, land use, status of ecosystem services and economic values of six provisioning ecosystem services (paddy production, maize production, water for domestic use, fishing, firewood and thatch grass). Findings revealed that stakeholder groups perceived the importance of ecosystem services differently. Analysis of the six provisioning ecosystem services in economic terms showed that paddy production generated the highest share of monetary value of about 56%. Furthermore, the study found out that there were differences in perceived and monetary values generated; for instance, paddy had much higher economic values than people acknowledged. The combined use of deliberative and monetary values is imperative in the assessment of ecosystem services as it will provide specific and complementary roles in supporting a management plan for the wetland ecosystem. The sustainability of the ongoing Campaign-Based Watershed Management (CBWM) program in Ethiopia is questionable due to poor planning and implementation of the Soil and Water Conservation (SWC) structures. This study uses an empirically based, agent-based model to explore the effect of six scenarios on both area of land covered by, as well as the quality of SWC structures in three Kebeles (villages) of Boset District. The analysis revealed that integrating multiple interventions enhanced SWC most in all Kebeles. Furthermore, increasing the commitment of local government through capacity building generated most effect and yet required the lowest investment. Motivating farmers, introducing alternative livelihood opportunities and establishing and strengthening micro-watershed associations had limited, but differential influence on the outcomes across the Kebeles. However, all alternative scenarios had some added value compared to doing business as usual. Hence, in order to enhance the outcomes and sustainability of the ongoing CBWM program in the study area and other similar localities, it is crucial to pay much more attention to increasing the commitment of local government actors through capacity building. This empowers local government actors to (1) plan and more efficiently implement the program in consultation with other local actors, and (2) integrate locally sensitive need-based adaptation of the program.

Although barley production is vulnerable to the impacts of climate change, households in the Gamo Highlands of Ethiopia rely on barley for their diet and allocate most of their highly-fragmented land to barley production. Moreover, farmers alter land management practices as a strategy to adjust to climate change and variability. However, to what extent land fragmentation and land management jointly influence the technical efficiency of barley production is unknown. In addition, it is unidentified whether technical efficiency is uniform across multiple separated plots. In this study, we adapted two stochastic frontier panel models on plot-level cross-sectional data to investigate this. The model results indicate that fragmentation influences the effect of land management practices on efficiency. The study found that efficiency was not uniform across different plots and for different farmers and showed the existence of large yield gaps. To close these gaps, policies designed to address the specific components of inefficiency need to be implemented.

Pesticides are heavily used in agriculture to reduce crop losses due to pests, weeds and pathogens. The intensive and long-term use of pesticides raises major health and environmental concerns since a substantial part of applied pesticides does not reach the target and is distributed into the environment instead. Exposure data (i.e. data on occurrence and levels of different pesticide residues), a pre-requisite to perform comprehensive and cumulative pesticide risk assessments, are scarce and fragmented, especially for soil. As analysing all EU soils for pesticide residues is not realistic, the contamination status of EU soils has to be inferred. Given pesticide use data limitations, the representative uses of the active substances (a.s.) allowed in the EU market, which cover different application schemes and recommended application rates, can be used as a proxy to estimate the type and amount of pesticide residues in EU soils. These representative uses are also considered in the calculation of predicted environmental concentrations in soil (PECs), the closest to a soil quality indicator when it comes to residues in soils of currently used pesticides. Although both pesticide representative uses and PECs are publicly available, this information is presented for individual a.s., in respective EU dossiers, which up to now were never compiled into a database and explored as such. Therefore, our study provides the first predictions on the total pesticide content in EU soils, calculated for 8 different crops (i.e. cereals, maize, root crops, non-permanent industrial crops, permanent crops, grapes, dry pulses-vegetables-flowers, and temporary grassland), 3 EU regions (i.e. Northern, Central and Southern Europe), and 2 pesticide use scenarios (i.e. all pesticides applied and no herbicides used). Such predictions are integrated into the Soil Quality Mobile App SQAPP, a recently launched and freely available tool that integrates existing soil quality information (covering both soil properties and soil threats) and provides tailored recommendations to improve soil quality. Furthermore, we present soil quality thresholds for all these crop-region-use combinations in terms of the number of active substances and the total pesticide content expected in soil. Our results indicate a much higher variety of products allowed in cereals than in other crops, yet the highest pesticide load is expected in dry pulses-vegetables-flowers and in grapes. At the most heavy use scenario (i.e. all allowed substances are applied, at the same time, and at the worst recommended use patterns), pesticide input can exceed 1,200 kg a.s. ha-1 year-1 (dry pulses-vegetables-flowers). Pesticide input is expected to be the highest in Southern Europe, and the lowest in Northern Europe or Central Europe, depending on crop type. Predicted pesticide levels in soil were in line with application data, with the highest contents in dry pulses-vegetables-flowers, and in Southern Europe. Predictions-based thresholds resulted in very low soil protection, especially when compared to measured data in literature, and measurement-based thresholds. Finally, our results reinforce the need of monitoring and surveillance programs for pesticide residues in soil, proper risk evaluation procedures for mixtures, as well as the need to establish threshold methodologies for pesticides.

Bayesian Belief networks (BBNs) are a useful tool to account for uncertainty and can be used to incorporate stakeholder understandings of how a system works. In this study, BBNs were applied to elicit and discuss local stakeholders’ concerns in conflicts over water resource planning in two cases in southern Thailand. One concerned the construction of a dam proposed by a top-down project. The other concerned a bottom-up participatory process at the catchment scale to assess the need for water resources interventions and explore perceptions on alternative design options. In the top-down project, the responses of participants during the elaboration of the BBN showed that potentially affected stakeholders were particularly concerned about limited consultation and lack of shared benefits, which led them to oppose the dam project. In the bottom-up project, local stakeholders expected and agreed with the benefits of a dam, proposing to locate the dam upstream of community land. The BBN method did not facilitate dialogue in the top-down dam-building project because no alternative design options could be discussed and potentially affected stakeholders did not want to discuss compensation because of mistrust and differences in valuation of effects. In the bottom-up project, the BBN method did facilitate dialogue on alternative intervention options and their effects. The replicable BBN framework can support policy-makers to better understand water conflict situations in different stages of planning. Its application supports exploring a wider repertoire of options, enlarging the scope for more inclusive and sustainable solutions to water resource conflicts.

Summarization: Soil improvement measures need to be ecologically credible, socially acceptable and economically affordable if they are to enter widespread use. However, in real world decision contexts not all measures can sufficiently meet these criteria. As such, developing, selecting and using appropriate tools to support more systematic appraisal of soil improvement measures in different decision-making contexts represents an important challenge. Tools differ in their aims, ranging from those focused on appraising issues of cost-effectiveness, wider ecosystem services impacts and adoption barriers/opportunities, to those seeking to foster participatory engagement and social learning. Despite the growing complexity of the decision-support tool landscape, comprehensive guidance for selecting tools that are best suited to appraise soil improvement measures, as well as those well-adapted to enable participatory deployment, has generally been lacking. We address this gap using the experience and survey data from an EU-funded project (RECARE: Preventing and REmediating degradation of soils in Europe through land CARE). RECARE applied different socio-cultural, biophysical and monetary appraisal tools to assess the costs, benefits and adoption of soil improvement measures across Europe. We focused on these appraisal tools and evaluated their performance against three broad attributes that gauge their differences and suitability for widespread deployment to aid stakeholder decision making in soil management. Data were collected using an online questionnaire administered to RECARE researchers. Although some tools worked better than others across case studies, the information collated was used to provide guiding strategies for choosing appropriate tools, considering resources and data availability, characterisation of uncertainty, and the purpose for which a specific soil improvement measure is being developed or promoted. This paper provides insights to others working in practical soil improvement contexts as to why getting the tools right matters. It demonstrates how use of the right tools can add value to decision-making in ameliorating soil threats, supporting the sustainable management of the services that our soil ecosystems provide. This study is focused on understanding sources and patterns of vulnerability of wheat smallholder farmers in Northeast Iran. We conducted a farm household survey and recorded multiple environmental and socio-economic attributes of 391 wheat smallholder farmers. A Vulnerability Scoping Diagram and Principal Component Analysis served to identify key factors determining wheat farmer's vulnerability. Also, we performed a cluster analysis to classify wheat farmers into three vulnerability types. Although drought affects all types as main environmental stressor, only for Cluster 2 was it the key vulnerability factor. For Clusters 1 and 3 socio-economic vulnerability components prevailed: for farmers categorized in Cluster 1 land consolidation was the main problem, while the current wheat import policy was the key problem for Cluster 3 farmers. Multiple tailored policies are needed that reduce the vulnerability of wheat farmers in all clusters. Supportive government policies should for example focus on avoiding price distortions from wheat imports for Cluster 3, land consolidation for Cluster 1 and collective tackling of pests and weeds for Cluster 2. Simultaneous provision of farm advisory services will benefit farmers of Clusters 1 and 3, while availability of improved seeds (drought-tolerant varieties) and other inputs will lower the environmental vulnerability of all farmers.

The objective of this study is to assess the existence of gendered climate change adaptation practices of smallholder farmers in the Gamo Highlands of Ethiopia. We hypothesized that smallholders’ adaptation practices are gendered because of land fragmentation and gendered division of labour. To explore this, we considered sustainable land management practices as a tool for sustainable adaptation and assessed the effect of land management practices deployed and land fragmentation on intra-household time allocation. The results indicate that although land fragmentation increased hours worked by men and women significantly, fragmentation increased the working hours of men more than women. Application of a larger number of sustainable land management practices increases the mean working hours of women, but leaves unaffected the working hours of men, implying that adaptation practices are gender-biased. Therefore, this study can guide land management decisions by pointing out that fragmentation results in long working hours and adaptation practices may disproportionately affect women.

Abstract: Land use and climate change are recognized as two major drivers affecting surface streamflow. On the Chinese Loess Plateau, implementation of several land restoration projects has changed land cover in recent decades. The main objectives of this study were to understand how streamflow evolved on the Loess Plateau and how land use and climate change have contributed to this change. In this study, we selected 22 hydrological modelling studies covering 25 different watersheds in the Loess Plateau and we performed a meta-analysis by using the hydrological and metrological data collected from these studies. The results indicate a streamflow decrease in 41 of a total of 52 case studies whereas precipitation change was found to be non-significant in the majority of the cases. Streamflow reduction was estimated to be -0.46mm/year by meta-analysis across all case studies. Land use change was estimated to have 63.52% impact on the streamflow reduction whereas climate change accounted for 36.48% of the impact. Using meta-regression, an increasing soil and water conservation area was found to be positively correlated to streamflow reduction. We conclude that in the Chinese Loess Plateau, streamflow shows a decreasing trend and land restoration is the major cause of this reduction. To the knowledge of the authors, this is the first study that estimates streamflow dynamics across many watersheds on the entire Loess Plateau.

Household food security among smallholder farmers is sensitive to a variable and changing climate, requiring farmers in the Gamo Highlands of Ethiopia to adopt new land management practices to improve food security. Agricultural land in the Gamo Highlands is highly fragmented. The extent to which land fragmentation (LF) moderates the food security effects of sustainable land management (SLM) practices is unknown. This study used probit and Poisson models to explain this relationship. The study found that food insecurity was severe during the food shortfall season. LF provides more potential opportunities for improving food security than challenges. Furthermore, SLM practices had both positive and negative effects on food security and their effects were conditioned by the magnitude of LF. Reducing severe LF through the assembly of small parcels into larger heterogeneous plot clusters could enhance food security by exploiting synergies between adaptation practices and LF.

A study was carried out to assess if the visual soil assessment method (VSA) would allow recognizing differences between soils receiving organic matter (OM) amendments and similar control soils, by the observation of visual soil quality indicators’ score. 36 practices were identified across 8 pedoclimatic zones. These fields/plots were paired with nearby control fields/plots, without OM amendments, sharing similar farming features. A survey, comprising a VSA of the soil structure status, surface ponding, signs of erosion, earthworm counts and soil stability (slake test), complemented by measurements of soil organic matter (SOM) and permanganate oxidizable organic carbon (LOC) content, soil pH, penetration resistance and texture, on soils of both management system groups (OM addition and Control), was performed in 2016. Correlations of the visual soil quality indicators’ score with SOM, LOC, other soil properties and climate variables and indices were calculated within each group; the correlations between soil properties, and between soil properties (SOM and LOC) and climate variables were also calculated. A statistically significantly higher proportion of soils of the OM group had a good score for “soil structure and consistency” and “soil porosity”. These differences are not directly explained by non-inherent soil properties. No statistically significant Spearman’s correlation coefficients were observed between “soil structure and consistency” and either soil properties or climate variables; concerning “soil porosity”, distinct statistically significant correlations were observed between the two groups with different climate variables and indices. Correlations between the scores of the visual soil quality indicators and climate variables were found to follow the same directions of correlations of LOC content with the same climate variables, although the latter correlations were weak. Mean SOM and LOC content, were slightly higher in the OM group, although differences were not statistically significant. A high linear correlation between LOC (mg/g) and SOM (%) (r = 0.65, n = 26) exists within the Control group, but not within the OM group (r = 0.20 and n = 26). When the relationship of SOM and LOC content with visual soil quality indicators’ score was studied, statistically significant correlations were only observed between SOM and “earthworm count” within the Control group (rs = 0.44), and between LOC and “soil colour” within the OM group (rs=-0.52). Both LOC content and LOC status (ranked as a function of LOC content and soil texture), had only negative statistically significant correlations with visual soil quality indicators’ score, questioning their worth as stand-alone soil quality indicators.

CONTEXT The sustainability of the ongoing national Campaign-Based Watershed Management (CBWM) program in Ethiopia is questionable due to poor planning and implementation practices. OBJECTIVE This study analyzes farmers' decision-making in the CBWM program, and mutual learning and collective decisions among local actors in Boset District - Ethiopia. METHODS Role-Playing Game (RPG) was the main method of the study. In order to collect pertinent information during the game sessions, observation of farmers' behavior and group discussions were used. Descriptive statistics and qualitative analysis were employed to analyze game outputs. RESULTS AND CONCLUSIONS Results show that farmers prefer to collectively work on private farmlands rather than on communal land. Furthermore, participation of farmers in campaign works was higher under a default-scenario (with control instruments), than under a willingness-scenario (without control instruments). In making decisions on their level of participation in campaign works, farmers followed the decisions of a fellow farmer they considered more knowledgeable. However, the participation of farmers in the maintenance of Soil and Water Conservation (SWC) structures was more or less the same under both scenarios. Both farmers' level of participation in campaign works and maintenance decisions were influenced by their proximity to the CBWM intervention areas (i.e. micro-watersheds) as well as their awareness and motivation. The commitment of local government actors was also crucial to enforce and encourage the farmers to participate in the program. Based on farmers' decisions in the RPG, none of the two scenarios simultaneously enhance the total land area covered with SWC structures and income of farmers. An important benefit of this game was that it stimulated mutual learning and collective decisions on micro-watersheds to be treated and alternative management strategies for the CBWM program. This revealed that there is a need to (1) motivate farmers through capacity building, (2) enhance the commitment of local government actors, and (3) introduce participatory planning to enhance mutual learning and collective decisions for sustainable watershed management. SIGNIFICANCE While directly applicable to the study area, these recommendations and the RPG (as a toolkit) are essential to enhance the outcomes and sustainability of collective watershed management initiatives in other parts of the world.

Payment for Ecosystem Services (PES) approaches can potentially be used to protect and enhance the provision of ecosystem services. However, there is a need to assess the costs and effectiveness of such voluntary schemes. In particular there is a need for PES schemes to enhance climate regulating services in agricultural systems. In this paper we combine a choice experiment with a marginal abatement cost approach to determine the heterogeneity in cost-effectiveness of sequestration policy schemes in the UK farming sector. The results in general suggest that farmers show an aversion to drastic changes in land management activities but they can be encouraged to adopt relatively less restrictive activities through appropriate compensations. The results indicate that agricultural schemes can deliver carbon abatement at costs comparable to the official UK carbon price. This suggests that carbon sequestration in soils through land use changes and alternative land use management should be considered in UK policy developments to achieve carbon mitigation targets.

Global drylands face a host of urgent human and environmental challenges with far-reaching impacts. Improving smallholder agriculture remains a key development pathway to tackle these challenges. The dryland development paradigm (DDP), introduced in 2007, presented a highly influential framework for dryland development based on systems research. This paper empirically derives a new, updated DDP. It assesses recent, cutting-edge dryland science, combining literature review with qualitative and quantitative analysis of research published by the world's largest dryland science and development research initiative. The new DDP comprises eight characteristics that are distilled into three integrative principles: Unpack, Traverse and Share. The new DDP is applied and tested to identify key dryland knowledge and development gaps. A future research agenda is then elucidated, grounded in a research in development approach, in which research anchored in the three integrative principles is embedded within the context it seeks to improve. Supported by greater trans-disciplinarity and knowledge co-production, operationalization of the new DDP can deliver both novel scientific insights and development impact in line with the aspirations of the 2030 Sustainable Development Goals.

Climate change impacts are a serious threat to food provisioning, security and the economy. Thus, assessing agricultural suitability and yield reduction under climate change is crucial for sustainable agricultural production. In this study, we used two sub-models of the agro-ecological decision support system MicroLEIS (Terraza and Cervatana) to evaluate the impacts of climate change on land capability and yield reduction of wheat and sunflower as major rainfed crops in different Mediterranean soil types (in Andalucia, Southern Spain). The Terraza sub-model provides an experimental prediction for the bioclimate deficiency and yield reduction, while the Cervatana sub-model predicts the general land use suitability for specific agricultural uses. Sixty-two districts in Southern Spain were modeled and mapped using soil data and the A1B climate scenario (balanced scenario) for three 30-year periods ending in 2040, 2070 and 2100, respectively. Our results showed that the majority of agricultural soils were suitable for wheat production, and less for sunflowers, especially under projected climate change scenarios. Extreme impacts of climate change were observed in the soil types Typic Xerofluvents and Calcic Haploxerepts, where the land capability was reduced from Good and Moderate classes to the Marginal class. This was especially observed in sunflower crops by 2100. Yield reduction of sunflower was much higher than the reduction for wheat, especially under the projected climate periods, where the results for 2100 showed the severest effect on crop yields with about 95% of the sunflower area showing yield reductions. This high variability of the evaluation results demonstrates the importance of using soil factors, climate and crop information in conjunction in decision-making regarding the formulation of site-specific soil use and management strategies.

The Naga Foundation aims to implement durable re-greening interventions to increase local soil sustainability and regional water availability. When this is done on a large enough scale such landscape changes may also lead to positive regional climate impacts. Naga is developing a plan to re-green 15 large areas in Eastern Africa, creating a so-called hydrological corridor. Four potential hydrological corridors have been identified in Kenya and Tanzania, all four of them around Mount Kilimanjaro. To select the most promising corridor, a method was developed to support a decision in a situation where few data are available. The method is based on maps, models and literature from four different disciplines concerning soil, water, climate and social institutions. The findings favour the Tanzanian corridors and especially the Tanzania-East one, to start with re-greening projects. In that region many applicable land management options combine with a high potential for restoring soil organic matter, the highest rainfall recycling potential exists in the more favourable long rains season, while finally also the Tanzanian governments both at national and at local level seem more dependable for supporting hydrological corridor implementation.

Substantive stakeholder engagement is increasingly recognized as essential for effective water resource development. Infrastructure development projects and strategies are however typically designed by engineers first before initiating discussions about impacts with stakeholders. In altering this sequence, designing meaningful participatory planning processes needs careful attention. This requires an innovative approach taking into account the institutional and discursive structure of the negotiation arena. This study uses eight features of participation and related micro-politics questions to scrutinize the design process of two water resource development projects in Thailand. The research shows that in one case some of the affected stakeholders were excluded, and in the other case, a lack of trust made one village obstruct the design process from the start. In both cases, the capacity to facilitate the negotiation about alternative designs and compensation was deficient. It is concluded that participation should be institutionalized and facilitated in a way that fosters accountable representation by all stakeholders, builds trust, and recognizes stakeholder interests and knowledge. The approach taken helps to understand the outcomes of the planning process and is useful to design planning processes that foster the accountable representation of all stakeholders and the recognition of their interests and knowledge.

Addressing water scarcity in dryland areas requires identification of promising water-saving practices. This paper reviews the effect of land management and water use practices on Water Productivity (WP) in Uzbekistan and makes an inventory of strengths and constraints. Peer-reviewed articles were screened for various local practices including furrow, deficit and drip irrigation. The performance of practices was analysed using the WP concept, defined as ratio of crop yield per unit of water consumed (irrigation water supply and evapotranspiration). Strengths, weaknesses, opportunities and threats (SWOT) of selected practices were studied by conducting semi-structured interviews with local stakeholders in Tashkent province. This scoping process showed that overall drip irrigationhas the highest potential to improve WP in comparison with deficit and furrow irrigation, with a WP supply and WP evapotranspiration for cotton of 1.44 and 1.70 kg m−3, respectively. An excess use of irrigation water is not necessarily leading to increased cotton yield. There is an opportunity to decrease the gap between low and high values of WP, which vary from 0.12–1.44 kg m−3 for cotton. Low water use efficiency rates of furrow irrigation are one of the key-issues to resolve for improved water management. The return on investment of drip irrigation is viable for private farms growing fruit and vegetables, which is mainly due to government support through export trade agreements and favorable policy incentives. WP values of deficit irrigation within 0–25% water stress shows that its water saving potential is high, but with certain yield reduction. The high risk of crop yield reduction is a trade-off between yield and adopting deficit irrigation. To conclude, the large gap between low and high WP values can be minimized with economically affordable technology. Beyond the technical improvements of each water-saving practice, it is also crucial to better design the system of policy incentives supporting users of the practices. Although the paper focused on Uzbekistan, the results can be beneficial to other semi-arid regions and the scoping process can be replicated elsewhere.

This study assessed farmers&rsquo, perceptions of the outcomes of the Campaign-Based Watershed Management (CBWM) program in Ethiopia, and how this influences their willingness to participate in the program. Key informant interviews, a household survey, and the Google Earth Engine were used to collect and analyze the relevant data. Results show that farmers&rsquo, perceived outcomes of the CBWM program hardly motivated them to participate in the program. Particularly, farmers were not motivated by the physical effects of the program, because of the limited direct benefits to individual households, and destruction of previously developed micro-watersheds by frequent runoff and human and animal disturbances. Similarly, farmers were not motivated by the economic effects of the program, because of the limitations/absence of benefit-sharing mechanisms and resultant conflicts among farmers. The only motivating outcome of the program concerned its effect on personal capacities, which was particularly appreciated in localities that were vulnerable to erosion. The results of the study suggest the need to (1) better integrate actions at watershed level to come to effective water runoff control, (2) enhance the participation of all local actors to come to more effective area closure initiatives with transparent benefit-sharing mechanisms, and (3) give much more emphasis to capacity building as a cross-cutting component in the program. Hence, in order to enhance the willingness of farmers to genuinely participate in the CBWM, the program should adopt a more participatory and integrated approach.
