Over the past few decades, we have witnessed a surge in publicly funded pre-K programs in the United States. Today, policy makers in 45 states and the District of Columbia have adopted them. Combining information from twelve datasets, we use event history analysis (EHA) to examine the influence of a set of predictors on states' decisions to adopt public pre-K. Findings indicate that party dominance in the legislature, legislative professionalism, and unemployment rates are associated with pre-K adoption; regional proximity to previously adopting states is also significant. The authors discuss implications for policy makers and advocates considering future legislative action in the early childhood education sector, including the expansion of pre-K eligibility requirements.

Executive function skills are a set of cognitive processes that help individuals to engage in goal-directed behavior and have been linked to benefits in academic achievement and other learning-related outcomes. Recently, there has been interest in understanding how attending center-based preschool may relate to the development of executive function skills. This study used the nationally representative Early Childhood Longitudinal Study, Kindergarten Class of 2010-2011 (n [approximately] 9,270) to examine the association between preschool attendance and executive function skills in each grade of elementary school. The results of the analysis suggest small initial associations of preschool attendance with some subdomains of executive function (working memory) but not others (cognitive flexibility). These associations are heterogenous based on preschool type (i.e., public vs. private). The longitudinal analysis revealed rapid attenuation of initially positive associations, but also some indications of so-called "sleeper effects" emerged in late elementary school for working memory. Implications for research and policy are discussed.

Policy observers have expressed concern over whether misalignment between pre-K and K--12 has negative consequences for children. This study considers students' exposure to redundant content across the pre-K and kindergarten years. Specifically, it asks, to what extent are skills and concepts taught in kindergarten redundant with skills and concepts taught in one state's public pre-K program, and for whom is redundancy most likely? Overall, findings from teacher surveys show that about 37% of the language, literacy, and math content covered in kindergarten is redundant with content covered in pre-K. The highest rates of redundancy seem to occur for basic (rather than advanced) content items, including the identification of letters and sight words. Moreover, children from families who live at or below the poverty line experience significantly higher rates of redundant content. Implications for policy, practice, and future research are discussed.

We identify two issues in the work of Ouazad and Kahn (2022). Correcting either reverses the original result. The two changes are to use the correct FHFA conforming loan limits for each county and year and to compare the individual loan amount to that limit correctly. There is no evidence that lenders transfer climate risk by altering loan origination and securitization behavior. None of our results calls into question the value and importance of the O&K model as a test for adverse selection. Research Findings: The present study examined the transition practices reported by 59 pre-kindergarten (pre-k) and 186 kindergarten teachers in the rural Southeastern United States, and asked if transition practices related to skills at the beginning and end of kindergarten for 387 children. Analyses indicated kindergarten teachers offered more transition practices than pre-k teachers, and the transition practices children received varied depending on the students served. Pre-k settings with more students from families with low incomes were more likely to hold individual meetings with parents but less likely to offer classroom visits and orientations. Kindergarten teachers in schools with higher proportions of ethnically and racially minoritized students were more likely to engage in classroom visits and sharing individual child data. Although overall we found little to no association with child outcomes, data sharing on individual children was associated with higher literacy skills at entry to kindergarten. Practice or Policy: This study raises several future directions for policy and practice related to school transitions. Although most transition practices are designed to help children feel better about moving into kindergarten, it appears that some practices, such as data sharing, may also improve school readiness skills, making them a promising focus for future policy investments.

Research Findings: The purpose of this study is to advance our understanding of student-teacher ethnoracial matching in early elementary school by exploring two executive function outcomes -- working memory and cognitive flexibility. Drawing on nationally-representative, longitudinal sample of kindergartners (N = 18,170) from the Early Childhood Longitudinal Study -- Kindergarten Class of 2011, we relied on a fixed effects methodology and found student-teacher ethnoracial matching benefits on working memory skills, though not on cognitive flexibility. Observed associations for working memory are of similar size to those for academic achievement outcomes and are largest for Black and Latinx students. Policy or Practice: The benefits of student-teacher ethnoracial matching on academic outcomes--ranging from academic achievement to postsecondary attainment--are well documented. Yet, we know far less about the role of student-teacher ethnoracial matching on human development. This study helps to address this missing understanding of the importance of teacher diversity in supporting students' outcomes.

Today, about 50% of US elementary schools have a pre-kindergarten (pre-K) program located in the building. This article systematically reviews the empirical literature on principal leadership of pre-K programs in elementary schools. We collected studies using academic database searches, scanning reference lists of relevant articles, and consulting with experts in the field. Our efforts yielded 16 sources for review. Using thematic synthesis, we analyzed the data to reveal key findings related to principal leadership of pre-K programs. There has been limited scholarly attention to principal leadership in the pre-K context. Prominent themes in the existing literature on the topic include (1) a common framing of the "colliding" worlds of pre-K and K-12 education, (2) principals' beliefs about pre-K, (3) the scope of principal responsibility for pre-K programs, and (4) principal preparation to lead pre-K programs. We unearthed limited evidence on the topic but charted a path for future research on pre-K principal leadership. Future research should focus on the design of principal capacity building efforts that have direct, positive impacts for students.

The purpose of this study is to shed light on the use of data in early education settings--specifically, North Carolina's Pre-K program. In this mixed-methods study, we draw upon in-depth interviews and survey data to examine (1) the types of data available to educators in Pre-K, (2) the ways in which data are intended to be used, (3) how data are reportedly used, and (4) the facilitators and inhibitors of effective data-driven decision making. Our findings reveal that Pre-K settings are data-rich environments, often with informal data collected through developmental screening tools and formative assessment systems. We find that engagement with and use of these data for instruction is variable. Finally, we find data sharing between grades is inconsistent, but an important factor predicting data sharing is co-location of Pre-K programs within elementary school buildings. We consider our findings in the context of existing academic literature and discuss the implications for policy and practice.

The purpose of this study was to conduct a pilot randomized controlled trial to evaluate the efficacy of an intervention for enhancing the language development of young children enrolled in home visiting programs. The participants were 59 children (18-30 months old) enrolled in one of three types of home visiting programs. Children's language skills were assessed pre- and post-intervention with the Preschool Language Scale. To estimate the impacts of the intervention on children's language scores, we conducted a two-level hierarchical linear model. Results from this model provide promising evidence for the benefits of using systematic parent-implemented language interventions.

Introduction: While living donor liver transplantation (LDLT) serves as the predominant method of adult liver transplant (LT) in the Republic of Korea (ROK), it represents a minority of LT in the United States (US). A survey was conducted to gain insight into these nations' anesthetic management. Methods: An electronic questionnaire was distributed to directors of LT anesthesiology overseeing LDLT programs in both countries between May 2021 and October 2021. Results: The response rate was 93.0% (100% [37/37] in the US and 80% [16/20] in the ROK). Both countries mainly adhered to deceased donor LT recipient management practices, including the frequency of routine pulmonary artery catheter use, transesophageal echocardiography, and point‐of‐care coagulation monitoring. Differences were observed in early extubation of recipients (US vs. ROK: 39.7% vs. 14.7% of all cases), participation in donor selection meetings (88.9% [32/36] vs. 6.3% [1/16], p < 0.0001), application of the Enhanced Recovery After Surgery donor protocol (69.4% [25/36] vs. 12.5% [2/16], p < 0.0001), and cell saver usage for donors (94.4% [34/36] vs. 18.8% [3/16], p < 0.0001). More ROK programs implemented simultaneous donor/recipient anesthesia supervision by a single anesthesiologist. In recent years, a debate over kindergarten has ensued. We refer to the actors in this debate as "developmentalists," on the one hand, and "academic advocates," on the other. Developmentalists argue that kindergarten should be centered on child-initiated play and intentional teaching through play, art activities, and hands on activities. Academic advocates argue that young children are capable of learning academic content in kindergarten and that academic instruction is necessary to help some students "catch up" before formal schooling begins. In this paper, we identify the key policy organizations engaged in this debate and analyze the ways they construct their arguments and critique the positions of their opponents. We find that, when discussing their vision for kindergarten, developmentalists and academic advocates share similar goals and views. However, when we analyze the ways the two agendas discuss kindergarten as it is practiced today, clear divisions emerge. Specifically, the agendas use different types of causal narratives to describe the problems with kindergarten and how it got that way. We conclude with a discussion of policy implications and directions for future research.

Leveraging data from two nationally representative cohorts from the ECLS-K (Early Childhood Longitudinal Study--Kindergarten), we examine the types of transition practices that schools use to ease children's adjustment to formal schooling. The transition to kindergarten is a critical juncture in a child's life that entails a host of social, behavioral, and academic changes. We find a modest increase between the two cohorts in the number of transition practices that schools offer children and their families, although we also find that fewer of these practices are offered in traditionally underserved schools. We conclude with a discussion of the implications of these findings and suggest areas for future research.

Despite growing interest in the importance of nonacademic skills for student success, very few studies have examined the extent to which schools and teachers are associated with gains in these outcomes. This descriptive study adds to the nascent literature by examining the amount of school- and teacher-associated variation in kindergarten students' executive function (EF) skill gains. Leveraging direct EF assessment data from a nationally representative sample of 10,800 public school kindergarteners, the analysis reveals no variation in EF gains among teachers within schools but substantial variation across schools. Additionally, it shows that school-associated variation in EF and academic achievement are weakly correlated, suggesting that some schools are associated with increases in student achievement but not with EF skills and vice versa.

Kindergarten readiness assessments are commonly used in schools nationwide. Prior work shows that the use of such assessments for class placement decisions has increased in recent years. This article uses the Early Childhood Longitudinal Study of 2011 to explore whether the use of readiness assessments for such purpose predicts differential sorting of students across classrooms by prior academic ability. Results from multilevel models as well as other sensitivity analyses suggest that the use of readiness assessments for classroom placements is predictive of slightly higher cross-class ability sorting, particularly in English/language arts. The implications for policy and practice are discussed.

Research Findings: Kindergarten Entry Assessments (KEAs) -- assessment tools used at the beginning of kindergarten to provide educators with a snapshot of children's readiness for school -- are increasingly being adopted by states across the country. The purpose of this study is to examine the implementation of North Carolina's KEA through analysis of data from an exploratory qualitative study during the initial years of implementation (2015-2018). We conducted interviews with state- and county-level administrators as well as kindergarten teachers. Our findings focus on the intervention itself, the process of data use, the organization and political context surrounding implementation, and potential outcomes of the KEA. Policy and Practice: Implications for policy and practice are identified, including the need to design KEAs to cover a holistic range of domains, for professional development to focus on use of data in addition to collection of data, and for KEA implementation to embed principles of continuous improvement. Tens of thousands of landslides were generated over 10, 000 km2 of North Canterbury and Marlborough as a consequence of the 14 November 2016, MW7.8 Kaikōura Earthquake. The most intense landslide damage was concentrated in 3500 km2 around the areas of fault rupture. Given the sparsely populated area affected by landslides, only a few homes were impacted and there were no recorded deaths due to landslides. Landslides caused major disruption with all road and rail links with Kaikōura being severed. The landslides affecting State Highway 1 (the main road link in the South Island of New Zealand) and the South Island main trunk railway extended from Ward in Marlborough all the way to the south of Oaro in North Canterbury. The majority of landslides occurred in two geological and geotechnically distinct materials reflective of the dominant rock types in the affected area. In the Neogene sedimentary rocks (sandstones, limestones and siltstones) of the Hurunui District, North Canterbury and around Cape Campbell in Marlborough, first-time and reactivated rock-slides and rock-block slides were the dominant landslide type. These rocks also tend to have rock material strength values in the range of 5-20 MPa. In the Torlesse 'basement' rocks (greywacke sandstones and argillite) of the Kaikōura Ranges, first-time rock and debris avalanches were the dominant landslide type. These rocks tend to have material strength values in the range of 20-50 MPa. A feature of this earthquake is the large number (more than 200) of valley blocking landslides it generated. This was partly due to the steep and confined slopes in the area and the widely distributed strong ground shaking. The largest landslide dam has an approximate volume of 12(±2) M m3 and the debris from this travelled about 2.7 km2 downslope where it formed a dam blocking the Hapuku River. The long-term stability of cracked slopes and landslide dams from future strong earthquakes and large rainstorms are an ongoing concern to central and local government agencies responsible for rebuilding homes and infrastructure. A particular concern is the potential for debris floods to affect downstream assets and infrastructure should some of the landslide dams breach catastrophically. At least twenty-one faults ruptured to the ground surface or sea floor, with these surface ruptures extending from the Emu Plain in North Canterbury to offshore of Cape Campbell in Marlborough. The mapped landslide distribution reflects the complexity of the earthquake rupture. Landslides are distributed across a broad area of intense ground shaking reflective of the elongate area affected by fault rupture, and are not clustered around the earthquake epicentre. The largest landslides triggered by the earthquake are located either on or adjacent to faults that ruptured to the ground surface. Surface faults may provide a plane of weakness or hydrological discontinuity and adversely oriented surface faults may be indicative of the location of future large landslides. Their location appears to have a strong structural geological control. Initial results from our landslide investigations suggest predictive models relying only on ground-shaking estimates underestimate the number and size of the largest landslides that occurred.

Children with higher levels of executive function (EF) skills consistently demonstrate higher levels of academic achievement. Despite the consistency of these associations, fundamental questions remain about whether efforts to improve an individual child's EF skills result in corresponding improvements in his or her academic performance. In the absence of experimental evidence, developmentalists have used repeated measures designs to test the nature, magnitude, and direction of the associations between EF skills and academic achievement. In contrast to previous studies, this study described how between- and within-person associations between EF and achievement address different questions. Using data from a subsample of participants (N = 6,040) from the Early Childhood Longitudinal Study--Kindergarten, 2010-2011 (ECLS-K:2011) cohort, we estimated a series of latent growth curve models with structured residuals to test the between and within-person associations between 2 dimensions of EF (working memory, cognitive flexibility) and 2 domains of academic achievement (math, reading). Whereas between-person associations between EF and achievement were large (f = 0.55-0.91), the within-person associations were small (ßs = -0.10-0.25). Within-person effects of earlier reading achievement on later EF skills was the most consistent finding. Results were unchanged when analyses were repeated using the subset of children who were eligible for free and reduced-price lunch, a proxy for low socioeconomic households. Results are discussed with respect to interest in improving EF skills as a means for facilitating school outcomes.

Recent research has demonstrated that elementary school leaders, under pressure to meet benchmarks set by state and federal governments, have begun "staffing to the test," moving to tested grades and subjects teachers whose previous students made substantive learning gains. This is particularly true in lower-performing schools or schools that recently experienced a drop in performance, as measured by the grade they received from the state accountability system. What is not known, however, is how widespread this phenomenon has become. Moreover, little is known about whether and how performance data is used by administrators of high schools, where scheduling complexity is amplified by graduation requirements, larger enrollments, and credentialing requirements that mandate teachers to be certified in all the subjects that they teach. By surveying high school principals in Florida and Texas, this article attempts to fill this gap.

Increasing school-based parental involvement—which has links to improved student outcomes like academic achievement—is a core area of focus in many preschool programs. Yet, little research to date has examined what the association is between attending preschool and school-based parental involvement in early elementary school. This study addresses this gap by drawing on nationally-representative data from the Early Childhood Longitudinal Study-Kindergarten Class of 2010 to 2011 (N = 18,174) to examine the association between preschool attendance and measures of school-based parental involvement in early elementary school. The findings reveal consistent positive associations between preschool attendance and school-based parental involvement. There is little evidence of variation in associations based on the type (e.g., private and Head Start) or location (e.g., center-based and school-based) of the preschool program. Responding to a robust body of literature suggesting that children's early educational experiences are critical, policymakers have implemented and expanded the provision of full-day kindergarten (FDK) in recent decades. Most studies have focused on the effectiveness of FDK on child academic assessments or test scores, but none have examined FDK and the link to executive function skills. Moreover, little work exists on the effectiveness of FDK for children with disabilities. The purpose of this study is to build on these incipient lines of research by estimating the effect of FDK on the executive function skills of children with disabilities. Drawing on data from a nationally representative sample of children with disabilities (n = 2,120) from the Early Childhood Longitudinal Study-Kindergarten Class of 2010-2011, we find significant positive effects of FDK on working memory (SD = 0.14) and cognitive flexibility (SD = 0.14) for children with disabilities in kindergarten. Despite significant immediate effects, the benefits of FDK rapidly fade by the end of 2nd grade. Practice or Policy: Policy implications and directions for future research are addressed.
