As a percentage of the total global energy supply, wind energy facilities could provide 10% of the total global energy supply by 2050 as reported in IEA World Energy Outlook (2022). Considering this, a just transition to renewable and sustainable energy in South Africa is a genuine possibility if steps are taken immediately to achieve this. The Eastern Cape Province exhibits a strong wind resource which can be exploited towards expediting such a just energy transition. No research and related modelling have, to date, been undertaken in quantifying and relating the detailed P50 energy yield analyses of representative wind energy facilities in temporal and spatial dimensions to the occurrence of specific synoptic types in South Africa. To quantify this energy meteorology climatology for a suitably sized geospatial area in the Eastern Cape Province of South Africa (spatial focus area, latitude −30 to −35, longitude 20 to 30), the approach of using self-organising maps is proposed. These maps are used to identify the most common synoptic circulation types occurring in the Eastern Cape and can subsequently be mapped onto an equivalent time resolution wind energy production timeseries calculated based on probable wind energy facility sites. This paper describes comprehensive methodologies used to model the wind energy facilities, calculate with high confidence the P50 energy production, and then identify the predominant synoptic weather types responsible for the wind energy production in this spatial focus area. After quantifying the energy production, running a self-organising map software generates a purposely selected 35 node map that characterises archetypal synoptic patterns over the 10-year period. The synoptic types can be ranked by the highest energy production. It is shown that in this spatial area, monthly wind energy production is higher during the winter months. When the well-established high-pressure cells move northward, synoptic types associated with higher energy production are frequent and include tropical and temperate disturbances across South Africa, patterns resembling a ridging anticyclone off the west coast of South Africa and low-pressure cells occurring to the north and south. Low energy producing patterns show characteristics of the high-pressure cells moving southwards producing fine weather and mildly disturbed conditions. The purpose of this methodology is that it provides the foundation required to derive long-term frequency changes of these synoptic weather systems using global climate model ensembles and thus changes in wind energy production. Significance: South Africa is wrestling with increasing climate change impacts and how to respond. The 2022 IPCC Working Group II Report synthesises the latest evidence on climate change impacts, vulnerability and adaptation, and what this means for climate-resilient development. In this commentary, South African authors on the Report reflect on its key findings and the implications for the country. The commentary highlights challenges and opportunities for cities, the food-water-energy-nature nexus, knowledge and capacity strengthening (which includes climate services, climate change literacy, and indigenous and local knowledge), climate finance, equity, justice and social protection, and climate-resilient development pathways. The piece closes with a reflection on research gaps requiring attention and the importance of urgently ramping up climate action to secure a liveable future for all South Africans. Fingermark deposits are left on surfaces touched with the bare hands, and these traces can be exploited as potential evidence. While many methods exist for the detection of fingermarks on common substrates, significant ongoing research is being directed at improved sensitivity via new approaches or the optimization of existing methods. Research is also being directed at obtaining a more fundamental understanding of fingermark residues, their physical and chemical properties, and how they behave on various substrates over time. The aim is to improve detection success rates to increase the chance of developing and recording potentially identifiable fingermarks in any given situation. The fingerprint identification process – where recorded fingermarks are compared against known fingerprints to determine if there is a common source – has come under increased scrutiny over the last 15 years, particularly with respect to the perceived lack of fundamental research and the subjective nature of current practices. Related research is being pursued by a number of research groups around the world. The International Fingerprint Research Group (IFRG) holds biennial meetings to discuss current research related to fingermark evidence. Environmental forensic investigations can be complex because pollutants are often not visible, making it difficult to determine the types of pollutants and their source. Emergency scenarios require immediate action to protect environmental and/or human health, and having limited knowledge of these pollutants makes this complicated. Recent advancements in field-portable instrumentation pave the way for rapid on-site analyses for real-time monitoring of hazardous compounds at incident sites, thereby providing valuable intelligence to direct subsequent actions. Fires can pose significant risk to human and/or environmental health through the release of hazardous compounds in smoke or run-off water from firefighting activities. Monitoring the release of hazardous organic compounds from fires typically requires complex sampling and laboratory-based protocols. Results from such protocols are not immediately available to first responders. Site risk assessment and management would therefore benefit from accurate in-field identification of the release of hazardous organic compounds. A portable Gas Chromatograph - Mass Spectrometer (GC-MS) was evaluated for the identification of hazardous organic compounds in air and water samples at fire scenes. Preliminary results demonstrated that deployment of such instrumentation has the potential to provide first responders with a rapid on-site assessment tool, allowing for more proactive protection of environmental and human health. This article describes the role of nurses assisting people with degenerative illness in advance care planning (ACP) for a time when they may lose decision-making capacity. It looks at the concept of advance decisions to refuse treatment (ADRT), as defined in the Mental Capacity Act 2005, exploring the legal, ethical and philosophical ramifications of carrying out, or overriding, formerly expressed wishes of someone who has subsequently lost decision-making capacity. It uses an illustrative composite case study of an individual with Huntington's disease whose prognosis includes future deterioration in swallowing, together with consideration of whether to have or refuse a percutaneous endoscopic gastrostomy. The author, who as part of his role cares for people with neurodegenerative conditions, including Huntington's disease, discusses the difficulties and dilemmas that nurses experience with ADRTs, drawing on personal experience. He suggests that, rather than focusing on ADRTs, ACP may be most effective in preparing people and their surrogates to make real-time decisions, based on a shared understanding of the individual's values. The ability to detect and identify substances based on the volatile compounds (odors) they emit is relied upon heavily for numerous investigative purposes. Animals have an innate olfactory sensitivity and selectivity that out-performs current instrumentation. This has led to immense interest in their employment as chemical sensors for a range of applications, including forensic science, both as whole organisms and as sensing elements in biosensors. Using electrophysiological and calcium imaging assays, this research examined the response of Drosophila melanogaster olfactory receptors (ORs) to odor compounds significant in forensic science and assessed their potential utility as volatile compound sensors. This investigation illustrated the different sensitivities, selectivities, and sensing features of individual ORs and demonstrated that their employment for detection purposes is feasible. While further research expanding on this study will be required to demonstrate the performance characteristics that an OR-based detection system will ultimately possess, this research provides an encouraging first step towards the goal of utilizing isolated biological ORs as volatile compound sensors in forensic science. A Pyrolysis – Gas Chromatography – Mass Spectrometry (Py-GC-MS) method was developed for the analysis and profiling of crude and heavy fuel oil asphaltenes, for application in oil fingerprinting. Asphaltenes were precipitated from ten geographically different oils usingn-pentane, and analysed by Py-GC-MS. Alkane profiles and sulphur/aromatic profiles were used to compare the oils, and to correctly differentiate oils from different geographical regions. Py-GC-MS could not differentiate a weathered oil sample and a fresh oil sample from the same source. A proof-of-concept spectroscopic method for crude and heavy fuel oil asphaltenes was developed to complement existing methods for source determination of oil spills. Current methods rely on the analysis of the volatile fraction of oils by Gas Chromatography (GC), whilst the non-volatile fraction, including asphaltenes, is discarded. By discarding the non-volatile fraction, important oil fingerprinting information is potentially lost. Ten oil samples representing various geographical regions were used in this study. The asphaltene fraction was precipitated from the oils using excess n-pentane, and analysed by Attenuated Total Reflectance Fourier Transform Infrared Spectroscopy (ATR-FTIR). Based on visual interpretation of FTIR spectra along with peak height ratio comparisons, all ten oil samples could be differentiated from one another. Furthermore, ATR-FTIR was not able to differentiate a weathered crude oil sample from its source sample, demonstrating significant potential for the application of asphaltenes in oil fingerprinting. Purpose – The purpose of this paper is to examine the dilemma at the heart of nursing care – the striving for empowerment of people in nurses’ care with the responsibility to protect vulnerable adults from harm. In doing so, it argues that in difficult and borderline cases, capacity assessment is complex and ultimately based on a judgment involving interpretation, and welcomes the views of clinicians who have challenged the procedural test of capacity in the Mental Capacity Act (MCA). Design/methodology/approach – It presents an illustrative study of a person with acquired brain injury (ABI) resident in a nursing home, who had been assessed under the MCA and judged to have capacity regarding health and welfare decisions, who subsequently displayed a persistent and impulsive desire to leave the unit without thought of risk and vulnerability to herself, prompting safeguarding concerns, and a reassessment of her capacity. Findings – The paper asserts that supporting people with ABI during capacity assessments, as the MCA decrees, in a very structured way can create a false sense of “capacity”. It maintains that executive impairments in ABI, being difficult to assess in formal settings, are best undertaken over time, in real-life settings, with evidence from third parties. It welcomes the MCA’s desire to protect individual autonomy and avoid undue paternalism, through ensuring people are not deemed to lack capacity simply because they make an unwise decision. Originality/value – But it goes on to argue that in ABI it is often the fact of unwise decision making that is the prominent factor and main concern, particularly in regard to impulsive decision making. If nurses have to make a judgment as to how unwise decisions made with decision-making capacity are to be distinguished from unwise decisions made without it in people with ABI, then, the author concludes, a major area of difficulty for nurses is ascertaining when the presumption of capacity should be challenged, an area that an updated code of practice needs to clarify. In the past, forensic soil examination was a routine aspect of forensic trace evidence examinations. The apparent need for soil examinations then went through a period of decline and with it the capability of many forensic laboratories to carry out soil examinations. In more recent years, interest in soil examinations has been renewed due-at least in part-to soil examinations contributing to some high profile investigations. However, much of this renewed interest has been in organisations with a primary interest in soil and geology rather than forensic science. We argue the need to reinstate soil examinations as a trace evidence sub-discipline within forensic science laboratories and present a pathway to support this aim. An examination procedure is proposed that includes: (i) appropriate sample collection and storage by qualified crime scene examiners; (ii) exclusionary soil examinations by trace evidence scientists within a forensic science laboratory; (iii) inclusionary soil examinations by trace evidence scientists within a forensic science laboratory; and (iv) higher-level examination of soils by specialist soil scientists and palynologists. Soil examinations conducted by trace evidence scientists will be facilitated if the examinations are conducted using the instrumentation routinely used by these examiners. Hence, the proposed examination protocol incorporates instrumentation in routine use in a forensic trace evidence laboratory. Finally, we report on an Australian soil scene variability study and a blind trial that demonstrate the utility of the proposed protocol for the effective triage and management of soil samples by forensic laboratories. The detection of ignitable liquid residues (ILRs) at a fire scene can be valuable evidence to indicate if the fire may have been deliberately set. In this study, a commercially-available portable GC-MS, the TRIDION-9, was evaluated for the purpose of on-site fire debris analysis. The instrument, which incorporates a low thermal mass capillary GC and a miniaturised toroidal ion trap mass spectrometer, is designed to use solid-phase microextraction (SPME) as the default sampling method. Four ignitable liquids (petrol, mineral turpentine, kerosene and diesel) and seven substrates (nylon, polypropylene and wool carpet, rubber and foam underlay, untreated pine and polyurethane) were considered. After method optimisation, substrates were burned and spiked with 0.1 μL of ignitable liquid (mineral turpentine, kerosene, diesel fuel, and both neat and weathered unleaded petrol). Sampling was performed via passive headspace SPME adsorption over 3 min immediately followed by analysis using the TRIDION-9 (analysis time < 2 min). Field trials were performed on fire debris samples collected from an accelerated structural fire. The data from the portable GC-MS analyses permitted the detection and correct classification of ILRs in the majority of samples analysed. Overall, the TRIDION-9 was found to be well-suited to the field-based analysis of fire debris samples as a preliminary screen to provide rapid presumptive results for fire investigators. Document examination is an important forensic discipline and the legal system regularly needs the knowledge and skills of the scientific expert when questioned documents are involved in criminal or civil matters. Amongst the many aspects of the scientific examination of documents, elemental analysis can provide useful results. In this study, the evaluation of the analytical performance of a commercially available laser-induced breakdown spectroscopy (LIBS) instrument was conducted on office papers, writing inks, inkjet inks and laser printer toners. The paper sample set analysed consisted of 33 Australian paper specimens originating from the same production plant but representing different brands and/or batches. In addition, a total of 131 ink or toner samples were examined that included black and blue ballpoint inks, black inkjet inks, and black laser printer toners originating from several manufacturing sources, models and/or batches. Results from the LIBS method were compared against those obtained using more established elemental profiling method such as laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS). LIBS demonstrated detectable and significant differences between different batches of the same brand as well as between different brands of paper, ink and toner samples. The LIBS method provided comparable discrimination powers for the selected sample sets when compared to those obtained using LA-ICP-MS (discrimination from 99.8 and 100% of the sample pairs, depending on the sample subset under examination). This article evaluates the ability of the Coordinated Regional Downscaling Experiment ( CORDEX) regional climate models ( RCMs) in simulating monthly rainfall variation during the austral summer half year (October to March) over southern Africa, the timing of the rainy season and the relative frequencies of rainfall events of varying intensities. The phasing and amplitude of monthly rainfall evolution and the spatial progression of the wet season onset are well simulated by the models. Notwithstanding some systematic biases in a few models, the simulated onset and end of the rainy season and their interannual variability are highly correlated with those computed from the reference data. The strongest agreements between the reference and modelled precipitation patterns are found north of about 20°S in the vicinity of the Inter Tropical Convergence Zone. A majority of the RCMs adequately capture the reference precipitation probability density functions, with a few showing a bias towards excessive light rainfall events. [ABSTRACT FROM AUTHOR]

Purpose -- The purpose of this paper is to give a brief background to the Deprivation of Liberty Safeguards (DoLS), and studies which factors Best Interests Assessors consider when making a judgement on Deprivation of Liberty. It examines some of the reasons why professionals may be under-using DoLS, including lack of knowledge, complex processes and paperwork, and the pejorative nature of the word "deprivation", and looks at a possible way forward. Design/methodology/approach -- The paper looks at the evidence to the House of Commons and House of Lords Committees on the Mental Health Act and Mental Capacity Act, as well as previous and current research papers. It examines the nuances of difference between restriction and deprivation, and the cumulative impact of several restrictions, which may, in fact, amount to a deprivation, illustrated by case studies from the author's own practice. Findings -- It makes the case that health and social care professionals should err on the side of caution, by making precautionary DoLS applications, arguing that MCA DoLS is a forerunner of good practice, and that good care planning allied to judicious application of the MCA leads to better, more robust and more defensible decision making. Originality/value -- And it points the way to a possible future, citing the recommendations of the Select Committee on the MCA for a clearer link between DoLS and the principles underpinning the MCA, and for simplifying and clarifying the legislative provisions and the associated paperwork. In the past, forensic soil examination was a routine aspect of trace evidence examination in forensic science. However, in Australia, the apparent need for soil examinations has diminished and with it the capability of forensic science laboratories to carry out soil examination has been eroded. In recent years, due to soil examinations contributing to some high profile investigations, interest in soil examinations has been renewed. Routine soil examinations conducted in a forensic science laboratory by trace evidence scientists can be facilitated if the examinations are conducted using the instrumentation routinely used by these examiners. Spectroscopic techniques such as visible microspectrophotometry (MSP) and Attenuated Total Reflectance (ATR) Fourier Transform Infrared spectroscopy (FTIR) are routinely used by trace evidence analysts for the colour and compositional analysis, respectively, of forensic items, including paints, fibres, inks and toners, tapes, adhesives and other miscellaneous examinations. This article presents an examination of the feasibility of using MSP and ATR-FTIR as a first step in the forensic comparison of soils with particular reference to Australian soil samples. This initial study demonstrates MSP and ATR-FTIR can effectively be used as a screening test for the discrimination of ''forensic-sized'' soil samples prior to submission for more detailed analyses by a soil expert. Purpose -- As a healthcare professional caring for people who lack capacity, the author has noted a wide variation in knowledge and awareness by staff of the Deprivation of Liberty Safeguards (DoLS). The purpose of this paper is to examine the DoLS and the background to their coming into being, describes their operation and qualifying requirements, and the continuing problems with their application nationwide. Design/methodology/approach -- Utilising a literature search of government papers, official reports of statutory bodies, and critical studies, it examines the central criticisms of DoLS, particularly the lack of a clear statutory definition of deprivation of liberty, and reports on the wide variation in knowledge of the legislation by staff in health and social care, and uneven application of the safeguards nationwide. Findings -- It cites evidence from studies showing that even professionals with high levels of expertise in the field find the legislation confusing, and presents testimony from legal experts that case law has failed to clarify the issues for professionals. Originality/value -- Finally, it argues that the legislation is now too complex to successfully amend, and tentatively suggests that, pending a government review to make the process more understandable, health care professionals make 'precautionary' applications for DoLS. The author argues that, notwithstanding its faults, the process is a worthwhile exercise in care planning and ensuring that people's care is in their best interests and the least restrictive available. The detection, comparison and identification of fingerprints remains one of the best means of linking an individual with a scene or an item related to a criminal investigation. While many methods exist for the detection and enhancement of fingermark evidence on common substrates, significant ongoing research is being directed at improved sensitivity via new approaches or the optimisation of existing methods. Current techniques may be ineffective for the detection of weak fingermarks, or may not reveal sufficient ridge detail to permit an identification. In addition, surfaces still remain where fingermark detection is problematic (e.g. human skin). The identification of fingermarks has come under significant scrutiny over the last decade, particularly with respect to the perceived lack of fundamental research and the subjective nature of current fingermark identification practices. Significant effort is being directed at these issues by a number of research groups around the world. The International Fingerprint Research Group (IFRG) holds biennial meetings to discuss current research and present research findings related to fingermark evidence. In every Intergovernmental Panel on Climate Change (IPCC) Assessment cycle, a multitude of scenarios are assessed, with different scope and emphasis throughout the various Working Group reports and special reports, as well as their respective chapters. Within the reports, the ambition is to integrate knowledge on possible climate futures across the Working Groups and scientific research domains based on a small set of "framing pathways" such as the so-called representative concentration pathways (RCPs) in the Fifth IPCC Assessment Report (AR5) and the shared socioeconomic pathway (SSP) scenarios in the Sixth Assessment Report (AR6). This perspective, initiated by discussions at the IPCC Bangkok workshop in April 2023 on the "Use of Scenarios in AR6 and Subsequent Assessments", is intended to serve as one of the community contributions to highlight the needs for the next generation of framing pathways that is being advanced under the Coupled Model Intercomparison Project (CMIP) umbrella, which will influence or even predicate the IPCC AR7 consideration of framing pathways. Here we suggest several policy research objectives that such a set of framing pathways should ideally fulfil, including mitigation needs for meeting the Paris Agreement objectives, the risks associated with carbon removal strategies, the consequences of delay in enacting that mitigation, guidance for adaptation needs, loss and damage, and for achieving mitigation in the wider context of societal development goals. Based on this context, we suggest that the next generation of climate scenarios for Earth system models should evolve towards representative emission pathways (REPs) and suggest key categories for such pathways. These framing pathways should address the most critical mitigation policy and adaptation plans that need to be implemented over the next 10 years. In our view, the most important categories are those relevant in the context of the Paris Agreement long-term goal, specifically an immediate action (low overshoot) 1.5 °C pathway and a delayed action (high overshoot) 1.5 °C pathway. Two other key categories are a pathway category approximately in line with current (as expressed by 2023) near- and long-term policy objectives, as well as a higher-emission category that is approximately in line with "current policies" (as expressed by 2023). We also argue for the scientific and policy relevance in exploring two "worlds that could have been". One of these categories has high-emission trajectories well above what is implied by current policies and the other has very-low-emission trajectories which assume that global mitigation action in line with limiting warming to 1.5 °C without overshoot had begun in 2015. Finally, we note that the timely provision of new scientific information on pathways is critical to inform the development and implementation of climate policy. Under the Paris Agreement, for the second global stocktake, which will occur in 2028, and to inform subsequent development of nationally determined contributions (NDCs) up to 2040, scientific inputs are required by 2027. The Geoengineering Model Intercomparison Project (GeoMIP) has proposed multiple model experiments during phases 5 and 6 of the Climate Model Intercomparison Project (CMIP), with the latest set of model experiments proposed in 2015. With phase 7 of CMIP in preparation and with multiple efforts ongoing to better explore the potential space of outcomes for different solar radiation modifications (SRMs) both in terms of deployment strategies and scenarios and in terms of potential impacts, the GeoMIP community has identified the need to propose and conduct a new experiment that could serve as a bridge between past iterations and future CMIP7 experiments. Here we report the details of such a proposed experiment, named G6-1.5K-SAI, to be conducted with the current generation of scenarios and models from CMIP6 and clarify the reasoning behind many of the new choices introduced. Namely, compared to the CMIP6 GeoMIP scenario G6sulfur, we decided on (1) an intermediate emission scenario as a baseline (the Shared Socioeconomic Pathway 2-4.5), (2) a start date set in the future that includes both considerations for the likelihood of exceeding 1.5 °C above preindustrial levels and some considerations for a likely start date for an SRM implementation, and (3) a deployment strategy for stratospheric aerosol injection that does not inject in the tropical pipe in order to obtain a more latitudinally uniform aerosol distribution. We also offer more details regarding the preferred experiment length and number of ensemble members and include potential options for second-tier experiments that some modeling groups might want to run. The specifics of the proposed experiment will further allow for a more direct comparison between results obtained from CMIP6 models and those obtained from future scenarios for CMIP7. This project evaluated the fingermark imaging ability of several alternate image capturing devices selected for their potential to assist with the recording of fingermarks in difficult-to-reach locations commonly encountered at crime scenes, e.g. the inside surface of door handles. Four small form-factor non-DSLR camera systems — intraoral camera, borescope, fibre-optic camera and an iPhone — were evaluated under controlled conditions for their ability to image fingermarks with sufficient detail for identification. Evaluation was conducted using black powdered fingermarks and standard photographic test targets. A qualitative visual evaluation approach was also developed to gauge whether image quality was appropriate for fingermark identification. The results obtained indicated that most of the systems were capable of capturing fingermark details suitable for identification in controlled environments; however, the inherent contrast of the fingermark had an impact on the success of various imaging devices. The practicality and capability of alternate camera devices for fingermark recovery in pseudo-operational conditions is part of ongoing research. [ABSTRACT FROM AUTHOR]

Four small form-factor non-DSLR camera systems — intraoral camera, borescope, fibre-optic camera and an iPhone — were evaluated under controlled conditions for their ability to image fingermarks with sufficient detail for identification. Evaluation was conducted using black powdered fingermarks and standard photographic test targets. A qualitative visual evaluation approach was also developed to gauge whether image quality was appropriate for fingermark identification. The results obtained indicated that most of the systems were capable of capturing fingermark details suitable for identification in controlled environments; however, the inherent contrast of the fingermark had an impact on the success of various imaging devices. The Paris Agreement of COP21 set a goal of holding global average temperature increases to below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 °C. This is particularly relevant for the African context where temperatures are likely to warm faster than the global average and where the magnitude of change will be regionally heterogeneous. Most studies that provide information over Africa under specific global warming levels have used data from global models, however global models poorly resolve local scale forcing (e.g. topography) nor the internal climate variability of a region. Although downscaling using regional climate models can address these issues, we found only one paper that had used downscaled data for GWL studies over Africa. During 2018 the CORDEX-Africa campaign investigated the impact of 1.5 and 2 degrees of global warming over many regions of sub-Saharan Africa and compiled the results for a special issue of nine papers in ERL. This paper reports on some of the key regional findings of the analysis of 25 CORDEX downscalings, including the impact of the extra 0.5 degrees of warming between 1.5 and 2 degrees on particular extremes and the differences noted between the driving GCMs and downscaled results. The application of nanoparticles for latent fingermark detection has been reported in the literature over the past two decades. One of the nanoparticles that shows promise to become a routine technique is functionalised silicon oxide nanoparticles (SiO2 NPs). In a recent optimisation of the technique, the use of carboxyl-functionalised SiO2 NPs doped with luminescent ruthenium complex was proposed as a breakthrough for latent fingermark detection. In this study, the aforementioned functionalised SiO2 NPs were extensively evaluated. Modification and optimisation of the original detection parameters were performed to enhance detection quality and improve applicability. Various detection parameters were evaluated and assessed. A lower concentration of the functionalised nanoparticles used in the colloidal dispersion was determined to offer improved detection effectiveness. A combination of increased bath temperature and reduced immersion time was found to produce good overall results. A set of modified detection parameters was suggested for the use of the functionalised SiO2 NPs to detect latent fingermarks. Performance of the modified detection parameters was compared against that of the published detection method. Comparison experiments were carried out on fingermark specimens deposited on aluminium foil, transparent polypropylene plastic and green polyethylene plastic. Three donors (weak, average and strong) and two age intervals (ten days and three months) were considered in the comparison study. Evaluation of the results suggested that the overall performance of the modified method for latent fingermark detection was superior to that obtained using the previously published detection parameters. Forensic biometrics is the application of forensic science principles to physical and behavioral characteristics. Forensic biometrics is a secondary sub‐system in the forensic science "system of systems," which describes forensic science as a sub‐system in the larger criminal justice, law enforcement, intelligence, and military system. The purpose of this paper is to discuss biometrics in the military domain and integration into the wider forensic science system of systems. The holistic system thinking methodology was applied to the U.S. biometric system to map it to the system of systems framework. The U.S. biometric system is used as a case study to help guide other countries to develop military biometric systems that are integrated and interoperable at the whole‐of‐government level. ABSTRACT A comprehensive analysis of near surface (10-m and 850 hPa) long-term (1980-2015) austral summer mean wind speed trends over southern Africa and the surrounding oceans (10°-40°S and 10°W-50°E) is carried out. The climate forecast system reanalysis and the climate forecast system reanalysis version 2, the modern era retrospective-analysis for research and applications version 2, and the ERA-Interim products are used for the analysis. Trends are estimated using the Theil-Sen slope estimator and their significance tested with the Mann-Kendall test. Attribution of the wind speed trends to large scale circulation systems is determined from: (1) trends in 850 hPa geopotential height, surface pressure, and surface skin temperatures, (2) changes in the annual frequency of archetypal synoptic states generated by self-organizing maps from geopotential height data, and (3) the correlations of the wind speeds to the southern annular mode ( SAM) and El Niño Southern Oscillations ( ENSO) indices. There is an overall decline in wind speeds evident in all the reanalyses. Wind speeds reduce by an average 0.7 and 1.3 m s−1 at 10 m and 850 hPa, respectively, over the study period. Deceleration in midlatitude westerly and Atlantic south easterly winds are associated with a poleward shift in the subtropical anticyclone, a positive trend in the annual frequency of summer circulation weather types, and the weakening of the subtropical continental heat low. Fingermark enhancement reagents capable of molecular recognition offer a highly selective and sensitive method of detection. Antibodies and aptamers provide a high degree of adaptability for visualisation, allowing for the selection of the most appropriate visualisation wavelength for a particular substrate without the need for specialist equipment or image processing. However, the major hurdle to overcome is the balance between sensitivity and selectivity. Single-target molecular recognition is highly specific, purported to have better detection limits than chemical reactions or stains, and can provide information about the donor or activity, but often results in incomplete ridge pattern development. Consequently, the development and evaluation of multi-target biomolecular reagents for fingermark enhancement was investigated, with the focus on endogenous eccrine secretions. To assess the suitability of the immunogenic reagents for potential operational use, a variety of parameters (i.e., processing time, fixing and working solution conditions) were optimised on a wide range of non-porous and semi-porous substrates. The relative performance of immunogenic reagents was compared to that of routine techniques applied to latent marks and marks in blood, semen and saliva. The incorporation of these novel reagents into routine technique sequences was also investigated. The experimental results indicated that the multi-target immunogenic reagents were not a suitable alternative to routine detection methods or sequences, but may have promise as a "last resort" method for difficult substrates or cases. ABSTRACT This study evaluates the capability of regional climate models ( RCMs) in simulating extreme rainfall events over Southern Africa, and in reproducing the characteristics of widespread extreme rainfall events ( WERE) in the Western Cape (South Africa). We obtained simulation datasets of nine RCMs from the Co-ordinated Regional Downscaling Experiment ( CORDEX) and compared them with observation datasets from the Global Precipitation Climatology Project ( GPCP) and Tropical Rainfall Measuring Mission ( TRMM) as well as with the reanalysis dataset ( ERAINT) that forced the simulations. A self-organising map was used to classify the WEREs into 12 nodes. The contribution of each RCM to each node was compared with the contributions of GPCP, TRMM and ERAINT. Using ERAINT dataset, we analysed the synoptic-scale atmospheric condition associated with each node. The results show that, in simulating the spatial distribution of the extreme rainfall event over Southern Africa, only four RCMs perform better than the forcing reanalysis ( ERAINT) while two RCMs perform worse than the reanalysis. All the RCMs underestimate the threshold of extreme rainfall over Western Cape, poorly simulate the inter-annual variability of the WEREs ( r ≤ 0.3), but correctly reproduce the maximum frequency of the WEREs in Autumn (March-May). The WEREs in the Western Cape may be broadly grouped into four synoptic rainfall patterns. The first pattern links WEREs with tropical rainfall activities (tropical-temperate troughs); the second pattern shows isolated WEREs; the third and fourth patterns link WEREs with rainfall activities in the mid-latitudes (frontal systems) and over the Agulhas Current, respectively. While most RCMs overestimate the frequency of the first pattern, they all underestimate the frequency of the second pattern but simulate the frequencies of the third and fourth patterns well. The results of this study should help in improving the RCM simulations over Southern Africa and in downscaling impacts of climate change on extreme rainfall events over the region. Despite significant ongoing research, a substantial proportion of latent fingermarks remain undetected in casework. Therefore, to improve existing detection techniques and to allow the development of new approaches, it is important to gain a better understanding of detection mechanisms rather than solely focusing on method formulations. As a starting point, it is crucial to gain a deeper understanding of the fingermark residue itself. Even if the chemical composition is reasonably well understood, little research has been reported on the physical aspects related to the deposition of fingermarks and their interactions with the environment and underlying substrates. This study aimed at exploring various techniques that can be used for the non-destructive visualisation of fingermarks before applying detection techniques. Both light and electron microscopy were investigated. Phase contrast imaging and environmental scanning electron microscopy, coupled with energy-dispersive X-ray spectrometry, proved to be essential tools for the study of latent fingermark deposits. Investigations into the application of carboxyl-functionalised silicon oxide nanoparticles doped with a ruthenium complex (RuBpy-doped CES-SiO2 NPs) for latent fingermark development on non-porous surfaces were reported in previous studies. These studies suggested that an optimised NP-based method demonstrated advantages in fingermark selectivity and sensitivity. To continue the series of research into using RuBpy-doped CES-SiO2 NPs for fingermark detection, the versatility and overall practicality of the optimised SiO2 NP-based reagent for latent fingermark detection and enhancement was evaluated. When the optimised NP-based method was used in a repeated fashion (application of multiple NP treatment cycles), it was found that the overall fingermark detection quality increased across the evaluated fingermarks without a high risk of overdevelopment. The possibility of incorporating the optimised NP-based reagent for potential operational use (e.g., at crime scenes) was successfully demonstrated via spray application on three test surfaces (aluminium foil, transparent polypropylene film and green polyethylene film). It was also shown that further enhancement of "spray-detected" fingermarks was achievable via subsequent treatment using the NP-based reagent in a colloidal dispersion bath. Additionally, the compatibility of the optimised NP-based method with two-step cyanoacrylate fuming for latent fingermark detection was evaluated. It was concluded that the two techniques are not compatible for application in a fingermark detection sequence. While encouraging results were demonstrated in this study, further optimisation and comparison will be required before the multiple-treatment and spray-treatment approaches can be considered for operational implementation. Background: Blowflies have relevance in areas of forensic science, agriculture, and medicine, primarily due to the ability of their larvae to develop on flesh. While it is widely accepted that blowflies rely heavily on olfaction for identifying and locating hosts, there is limited research regarding the underlying molecular mechanisms. Using next generation sequencing (Illumina), this research examined the antennal transcriptome of Calliphora stygia (Fabricius) (Diptera: Calliphoridae) to identify members of the major chemosensory gene families necessary for olfaction. Results: Representative proteins from all chemosensory gene families essential in insect olfaction were identified in the antennae of the blowfly C. stygia, including 50 odorant receptors, 22 ionotropic receptors, 21 gustatory receptors, 28 odorant binding proteins, 4 chemosensory proteins, and 3 sensory neuron membrane proteins. A total of 97 candidate cytochrome P450s and 39 esterases, some of which may act as odorant degrading enzymes, were also identified. Importantly, co-receptors necessary for the proper function of ligand-binding receptors were identified. Putative orthologues for the conserved antennal ionotropic receptors and candidate gustatory receptors for carbon dioxide detection were also amongst the identified proteins. Conclusions: This research provides a comprehensive novel resource that will be fundamental for future studies regarding blowfly olfaction. Such information presents potential benefits to the forensic, pest control, and medical areas, and could assist in the understanding of insecticide resistance and targeted control through cross-species comparisons. Laser-induced breakdown spectroscopy (LIBS), X-ray fluorescence spectroscopy (XRF) and scanning electron microscopy/energy dispersive X-ray spectroscopy (SEM/EDX) are compared in terms of their discrimination power when applied to Australian soil specimens. SEM/EDX and XRF are frequently used in forensic laboratories for the elemental analysis of paint and glass, and for miscellaneous examinations. LIBS is an emerging technique for forensic applications, with a number of researchers promoting its use for the elemental profiling of glass fragments. In this study, 29 soil specimens were analysed, with 12 specimens coming from the Canberra area and the remaining 17 specimens from other sites around Australia. As very good discrimination results were obtained for each of the analytical methods, any of these elemental analysis techniques, available in a trace evidence laboratory, could be used as part of a wider examination protocol to differentiate soil specimens. Among the different types of nanoparticles (NPs) proposed for fingermark detection, silicon oxide nanoparticles (SiO2 NPs) are arguably the most promising due to their unique characteristics. In this study, carboxyl-functionalised SiO2 NPs doped with luminescent ruthenium complex-RuBpy-doped CES-SiO2 NPs-were further studied to investigate their effectiveness for latent fingermark detection. A modified version of the functionalised SiO2 NPs with a lower amount of surface functionalisation is proposed for improved fingermark detection effectiveness. A shaking incubator was also incorporated into the fingermark detection process to offer a more viable treatment approach in comparison to the previously published method. The shaking incubator offered a more robust application approach, as well as improved fingermark detection quality. To gain an insight into fingermark detection effectiveness relative to benchmark techniques, the performance of the optimised RuBpy-doped CES-SiO2 NPs was compared to that of a benchmark fingermark detection method-cyanoacrylate fuming (CAF) followed by luminescent dye staining. Relative fingermark detection effectiveness across the two techniques was evaluated via the treatment of 1724 fingermark specimens. It was concluded that, in general, the benchmark method provided superior detection results. It was evident that the SiO2 NPs are less affected by donor variability but are more dependent on substrate types. Such characteristics are encouraging as they could be favourable to practitioners in casework scenarios where the substrate is known but donor variability is obscure prior to fingermark processing. Variation in body size, especially mass, is a function of local environmental conditions for any given species. Recent recorded decreases in body size of endotherms have been attributed to climate change in some cases. This prediction is based on the trend of smaller body size of endotherms in warmer climates (Bergmann's rule) and it implies genetic responses rather than phenotypic flexibility. Alternatively, selection for smaller body size or lower mass could be explained by the starvation-predation hypothesis, where lighter individuals have a higher probability of escaping pursuing predators, such as raptors. Evidence that climate warming is driving patterns of size selection in birds in recent times has been mixed. We inspected data on 40 bird species contributed by bird ringers to the South African Ringing Scheme (SAFRING) for changes in body mass and condition as a function of time (year), minimum temperature of the day of capture, maximum temperature of the previous day, and rainfall data in the south-western Cape Floristic Region (fynbos) around Cape Town, South Africa, for the period 1988–2015. The region shows a warming trend over the study period (0.035 °C yr−1). Interannual body mass and condition change were poorly explained by year or temperature. High daily minimum temperature explained loss of body condition for four species, whereas evidence from recaptured birds indicated negative effects of increasing maximum daily temperature, as well as rain. For the alternative hypothesis, because raptor abundance is stable or only weakly declining, there is little evidence to suggest these as a driver influencing mass trends. Any decrease in body mass over the study period that we observed for birds appear more likely to be plastic responses to stress associated with temperature or rainfall at this time, rather than systematic selection for smaller body size, as predicted by Bergmann's Rule. Oil fingerprinting is concerned with determining the chemical profile of a spilled oil to determine its origin, whether that be a vessel, well or other source. Asphaltenes are typically discarded in this process even though they are considered refractory in comparison to the volatile fraction and have the ability to provide valuable information in oil fingerprinting. A heavy fuel oil was exposed to evaporative and photochemical conditions to determine if the asphaltene fraction and asphaltene profiling were influenced by weathering. It was found that although evaporative weathering had a strong effect on the volatile fraction of the oil, it had no influence on the asphaltene fraction, and profiling of the asphaltene fraction using previously published methods was still possible. When the oil was exposed to photo-oxidative conditions using natural sunlight, the mass of the asphaltene fraction increased significantly. Attenuated Total Reflectance - Fourier Transform Infrared (ATR-FTIR) analysis demonstrated that the oxygen level in the asphaltene fraction also increased with photochemical weathering compared to evaporative weathering alone. Even though the asphaltene fraction changed under photo-oxidative conditions, it could still be used for source determination using previously published ATR-FTIR and pyrolysis GC-MS methods for profiling of the asphaltene fraction. In the second part of this study, possible impacts of climate change on Surface Solar Radiation (SSR) in Southern Africa (SA) are evaluated. We use outputs from 20 regional climate simulations from five Regional Climate Models (RCM) that participate in the Coordinated Regional Downscaling Experiment program over the African domain (CORDEX-Africa) along with their 10 driving Global Climate Models (GCM) from the Coupled Model Intercomparison Project Phase 5 (CMIP5). Multi-model mean projections of SSR trends are consistent between the GCMs and their nested RCMs. However, this consistency is not found for each GCM/RCM setup. Over the centre of SA, GCMs and RCMs project a statistically significant increase in SSR by 2099 of about + 1 W/m2 per decade in RCP4.5 (+ 1.5 W/m2 per decade in RCP8.5) during the DJF season in their multi-model means. Over Eastern Equatorial Africa (EA-E) a statistically significant decrease in SSR of about − 1.5 W/m2 per decade in RCP4.5 (− 2 W/m2 per decade in RCP8.5) is found in the ensemble means in DJF, whereas in JJA SSR is predicted to increase by about + 0.5 W/m2 per decade under RCP4.5 (+ 1 W/m2 per decade in RCP8.5). SSR projections are fairly similar between RCP8.5 and RCP4.5 before 2050 and then the differences between those two scenarios increase up to about 1 W/m2 per decade with larger changes in RCP8.5 than in RCP4.5 scenario. These SSR evolutions are generally consistent with projected changes in Cloud Cover Fraction over SA and may also related to the changes in atmosphere water vapor content. SSR change signals emerge earlier out of internal variability estimated from reanalyses (European Centre for Medium-Range Weather Forecasts Reanalysis ERA-Interim, ERAIN) in DJF in RCMs than in GCMs, which suggests a higher sensitivity of RCMs to the forcing RCP scenarios than their driving GCMs in simulating SSR changes. Uncertainty in SSR change projections over SA is dominated by the internal climate variability before 2050, and after that model and scenario uncertainties become as important as internal variability until the end of the 21st century. We compare ensemble mean daily precipitation and near‐surface temperatures from regional climate model simulations over seven Coordinated Regional Climate Downscaling Experiment domains for the winter and summer seasons. We use Taylor diagrams to show the domain‐wide pattern similarity between the model ensemble and the observational data sets. We use the Climatic Research Unit (CRU) and the University of Delaware gridded observations and ERA‐Interim reanalysis data as an additional observationally based estimate of historical climatology. Taylor diagrams determine the relative skill of the seven sets of simulations and quantify these results in terms of center pattern root‐mean square error and correlation coefficient. Results suggest that there is good agreement between the models and the CRU, in terms of their respective seasonal cycles, as shown in Taylor diagrams and bias plots. There is also good agreement between both gridded observation sets. In addition, downscaled ERA‐Interim precipitation is closer to observations than raw ERA‐Interim precipitation. Single metal deposition (SMD II) is a fingermark detection technique based on the use of colloidal gold. The technique has been simplified and optimised over the years to become more reliable, sensitive and user-friendly. Physical developer (PD) is a well-established detection method based on silver deposition from a redox solution. This study presents an extensive comparison of SMD II against PD for fingermark detection on porous substrates. The two techniques were compared as (i) standalone methods, (ii) in sequence after the application of routine amino acids reagents (1,2-indanedione/zinc followed by ninhydrin), and (iii) after the substrates have been wet. More than 1000 fingermark specimens were processed. Overall, the performance of SMD II was judged to be inferior to that of PD; therefore, SMD II cannot be recommended as a valid replacement for fingermark detection on porous substrates. Indanedione/zinc and ninhydrin application negatively impacts on SMD II performance and the technique gave inconsistent results across the selected range of porous substrates. Moreover, the detected fingermarks lacked contrast making their visualisation difficult. However, even if PD remains the technique of choice, SMD II showed significant potential. It proved to be less affected by donor variability and it can be applied on both porous and non-porous substrates. It did not lead to uncontrolled background staining that commonly occurs with PD. Physical Developer (PD) is an underutilized technique for the development of latent marks on porous surfaces that have been wet, or as a subsequent technique in a development sequence. It is a multistep technique that works by selectively reducing silver ions to silver metal at nucleating sites in fingermark residue. Its use is associated with a plethora of issues, largely surrounding the inherent instability of the working solution. Recently, one of the components of the working solution, Synperonic N, has ceased production, and the recommended replacement is Tween 20. Metal-Organic Frameworks (MOFs) are porous crystalline structures, currently used as sensors, separation membranes, and as catalysts. Due to their physicochemical and optical properties, they have been recently proposed for fingermark detection. This study further explored their potential for fingermark detection. Natural fingermarks, as well as charged and protein-enriched marks, were used to test the efficiency of the technique. Various parameters, such as precursor concentration, pH, immersion time and detection protocols, were investigated and optimised. The performance of the optimised MOF-based method was then compared to that of routinely used techniques. The results obtained indicated that MOFs can effectively detect fingermarks, especially protein-rich marks such as marks contaminated with body fluids. However, after comparison and evaluation against benchmark techniques, results were judged to be inferior to those from currently employed detection methods. However, with further research and optimisation MOFs may be promising as an alternative to current powder suspension techniques. [ABSTRACT FROM AUTHOR]

The primary aims of fingermark detection research are to improve the quality and increase the rate of detection of identifiable impressions. This is usually performed through the development of new methods and technologies to provide alternatives to or improve current procedures. While research of this nature is important to pursue, it fails to address the underlying question related to the factors that affect the detection of a latent fingermark. There has been significant research that has examined the differences between techniques, donors and fingermark age, as well as the composition of latent fingermarks. However, they tend not to focus on determining how these factors influence the quality of the developed mark. This study involved the development and evaluation of over 14,000 natural fingermarks deposited on a variety of surfaces to examine the effect of substrate, age, donor variability (both inter- and intra-), depletions and type of finger on fingermark development. Fingermarks were deposited on four substrates (two non-porous and two porous) and developed with either indanedione-zinc (IND-Zn) or cyanoacrylate followed by rhodamine 6G staining (CA+R6G). Three independent assessors graded each mark on the quality of development using an absolute scale proposed by the UK Centre for Applied Science and Technology (CAST). The data generated from these assessments were then analysed for trends or other useful insights. The results from this work reaffirm that individual substrate characteristics (and the choice of development technique) play a significant role in determining the number and quality of marks developed. It was found that fingermarks were more likely to be detected on porous substrates and to also be of a higher quality than on non-porous. The effect of fingermark donor variability was also explored, with significant differences observed between donors and within donors. This research shows that current detection techniques do not detect all available fingermarks, reinforcing the need for further research into the fundamentals of fingermark detection in order to gain a better understanding of the techniques currently used. In a previous publication we described a systems approach to forensic science applied in the military domain. The forensic science 'system of systems' describes forensic science as a sub-system in the larger criminal justice, law enforcement, intelligence, and military systems, with quality management being an important supporting system. Quality management systems help to ensure that organisations achieve their objective and continually improve their capability. Components of forensic science quality management systems can include standardisation of processes, accreditation of facilities to national/international standards, and certification of personnel. A fit for purpose quality management system should be balanced to allow organisations to meet objectives, provide continuous improvement; mitigate risk; and impart a positive quality culture. Considerable attention over the last decades has been given to the need for forensic science quality management systems to meet criminal justice and law enforcement objectives. More recently, the need for the forensic quality management systems to meet forensic intelligence objectives has been considered. Hand sanitizers have seen a rapid increase in popularity amongst the general population and this increased use has led to the belief that hand sanitizers may have an effect on subsequent fingermark detection. Based on this hypothesis, three alcoholic and two non-alcoholic hand sanitizers were evaluated to determine the effect they had on the detection of fingermarks deposited after their use. The following fingermark detection methods were applied: 1,2-indanedione-zinc, ninhydrin, physical developer (porous substrate); and cyanoacrylate, rhodamine 6G, magnetic powder (non-porous substrate). Comparison between hand sanitized fingermarks and non-hand sanitized fingermarks showed that the alcohol-based hand sanitizers did not result in any visible differences in fingermark quality. The non-alcoholic hand sanitizers, however, improved the quality of fingermarks developed with 1,2-indanedione-zinc and ninhydrin, and marginally improved those developed with magnetic powder. Different parameters, including time since hand sanitizer application prior to fingermark deposition and age of deposited mark, were tested to determine the longevity of increased development quality. The non-alcoholic hand sanitized marks showed no decrease in quality when aged for up to two weeks. The time since sanitizer application was determined to be an important factor that affected the quality of non-alcoholic hand sanitized fingermarks. It was hypothesized that the active ingredient in non-alcoholic hand sanitizers, benzalkonium chloride, is responsible for the increase in fingermark development quality observed with amino acid reagents, while the increased moisture content present on the ridges resulted in better powdered fingermarks. To support fingerprint expert opinion, this research proposes an approach that combines subjective human analysis (as currently applied by fingerprint practitioners) with a statistical test of the result. This approach relies on the hypothesis that there are limits to the distortion caused by skin stretch. Such limits can be modelled by applying a multivariate normal probability density function to the distances and angle formed by a marked ridge characteristic and the two closest neighbouring minutiae. This study presents a model tested on 5 donors in total. The "expected range" of distortion in a within-source comparison using 10 minutiae was determined and compared to between-source comparisons. The expected range of log probability densities for within-source comparisons marked with 10 minutiae was determined to be from -33.4 to -60.0, with all between-source data falling outside this range, between -83 and -305. These results suggest that the proposed generated metric could be a powerful tool for the assessment of fingerprint expert opinion in operational casework. [ABSTRACT FROM AUTHOR]

Physical developer (PD) is a fingermark development technique that deposits silver onto fingermark ridges. It is the only technique currently in routine operational use that gives results on porous substrates that have been wet. There is a reasonable understanding of the working solution chemistry, but the chemical constituent(s) contained in fingermark residue that are specifically targeted by PD are largely unknown. A better understanding of the PD technique will permit a more informed selection of alternative or complementary detection methods, and greater usage in operational laboratories. Recent research by our group has shown that PD does not selectively target the lipids present in the residue. This research investigated the hypothesis that PD targets the eccrine constituents in fingermark residue. This was tested by comparison of PD and indanedione-zinc (Ind-Zn) treated natural fingermarks that had been deposited successively, and marks that had been deposited with a ten second interval in between depositions. Such an interval allows for the regeneration of secretions from the pores located on the ridges of the fingers. On fingermark depletions with no time interval between depositions, PD and Ind-Zn treated depletions successively (and comparatively) decreased in development intensity as the amount of residue diminished. Short time intervals in between successive depletions resulted in additional secretions from the pores intermittently occurring, the increased development of which was visualised by treatment with both PD and Ind-Zn. The changes in development intensity were seen with both techniques on the same split depletions in a series, comparably and proportionately. These results indicate that the components targeted by PD are contained in the material excreted by the friction ridge pores through its mirrored development with Ind-Zn. Repetition of the experiments on marks that only contained eccrine material showed good Ind-Zn development but poor results with PD. This indicates that there are other constituents contained in "natural" fingermarks that are required to be present for PD to be able to target constituents in the eccrine sweat. It may be that the required constituents in the natural residues are non-water soluble, and that these protect the eccrine constituents from solubilisation in the aqueous washes employed in the PD method. Further research is being undertaken to determine whether PD is targeting specific compounds in the pore secretions, or a mixture of compounds consisting of the eccrine material, epidermal lipids and sebaceous lipids typically present in latent fingermark residues.
