The purpose of this Commission is to explore explicit carbon-pricing options and levels that would induce the change in behaviors— particularly in those driving the investments in infrastructure, technology, and equipment—needed to deliver on the temperature objective of the Paris Agreement, in a way that fosters economic growth and development, as expressed in the Sustainable Development Goals (SDGs). This report does not focus on the estimation and evaluation of the climate change impacts that would be avoided by reducing carbon emissions. While the Commission also covers other policies relevant and important to carbon-pricing design and delivery on the Paris agreement, its primary focus is on pricing. This report has been prepared based on the Commission’s assessment of the available evidence and literature as well as on its members’ judgment, developed through their extensive international policy experience. While the commissioners are in broad agreement on the overall thrust of the arguments presented in the report, they may not necessarily support every single assertion and conclusion.

This paper evaluates the performance of energy policies in the Southern Common Market (Mercosur), a regional initiative consisting of Argentina, Brazil, Paraguay and Uruguay, but also considering Venezuela (full member since mid-2012) and Bolivia (full participation under negotiation since 2015). The methodology is based on a qualitative-quantitative approach. First, we provide a critical review of the literature on energy security. Then, we carry out a comparative analysis of energy policies in Mercosur countries, concluding that there is no harmonization between them. Next, we offer the new concept of socio-environmental-energy security (SEES) as a more suitable approach to deal with current challenges, providing a hybrid quantitative indicator-based approach to the SEES index. Ergo, after defining the indicators, selecting the data, carrying out a normalization process, assigning weights and aggregating data points, the SEES composite index is generated. We suggest that energy integration can contribute to better regional performance in terms of energy policies and that the SEES index can guide policy makers and investments, replacing the old-fashioned concept of energy security. The introduction of a tax on greenhouse gases aims to increase awareness of the real costs of economic activities across all stakeholders. In the absence of such tax, these activities generate negative externalities, a market failure that imposes costs on others, including future generations. Developing countries have increasingly contributed to climate change, and emission mitigation policies are therefore also required in these economies. Among the priorities in their political agendas, however, are to reduce income concentration and alleviate poverty. Climate policies should therefore be implemented without interfering with such social goals. This study uses a Social Accounting Matrix for Brazil in 2005 to analyse the impact of implementing a charge per tonne of CO2e emitted on income distribution in Brazil. The results differ as much in relation to the level of the applied tax as to the means whereby the revenue thus raised is recycled in the economy. Two option paths are simulated: direct transfer to low-income families and exemption from labour taxes. As complementary results, impacts on GDP, on employment levels, and on GHG emissions are also analysed. [ABSTRACT FROM PUBLISHER]

Brazil occupies a unique position among the major greenhouse gas ( GHG) emitting countries due to its low per-capita energy-related GHG emissions (2.4 tons CO
2 in 2014), attributable to abundant clean energy sources. Recently, deforestation in Brazil has slowed considerably, to the point where forestry has ceased to be the major source of emissions. Brazil has reduced its overall GHG emissions by 41% from 2005 to 2012, and its total GHG emissions per capita decreased from a high in 2004 of 14.4 tCO2 e to an estimated 6.5 tCO2 e in 2012. Brazil faces the challenge of building upon its historically low energy-related GHG emission levels through new decarbonization strategies, while pursuing higher living standards for its population. There is a huge potential to further reduce national GHG emissions through the implementation of a wide spectrum of mitigation measures. While several observers from the scientific community have a different view, Brazilian government considers that the country has been playing both a pioneer and a leader role in ambitious climate action, including the submission of a quite ambitious intended nationally determined contribution, and a constructive role played in COP21, joining the High Ambition club at the end of the negotiations. To improve the security of investors in the petroleum industry and to bestow transparency and reliability to its licensing process, the Brazilian Government has recently implemented a Strategic Environmental Assessment (SEA) to evaluate the potential environmental effects of oil and gas exploration and production activities before the concession of areas. To provide robustness to SEA's analysis stage, this paper aims to propose an innovative methodological approach to map the environmental vulnerability of the area under study, considering selected environmental receptors. This approach combines two techniques, one analytical and the other spatial: environmental risk analysis and spatial analysis. To better illustrate it, this paper presents a case study of the Solimões Sedimentary Basin. Findings show that the approach was able to indicate the more suitable areas inside the SEA region for the development of the O&G upstream activities, as well as to map the vulnerability of each analyzed environmental receptor, to the complete chain of activities, from the exploration for resources until the decommissioning of facilities. This hybrid technique proved to be suitable to the levels of detail required by SEAs and may allow the Government's goals with it to be achievable, including the environmental issues earlier, in its sectorial PPPs. A diversidade de suas origens oferece argumentos ricos contra o utilitarismo e o produtivismo desenvolvimentista, e poderia ser uma base fértil para elaboração de alternativas rumo a um desenvolvimento adequado social e ambientalmente. Esse trabalho se propõe a apresentar essas abordagens por meio de consulta à bibliografia pertinente e análise das ideias de intelectuais entrevistados, na França e no Brasil. Alguns conceitos e referências ganham importância nesse esforço, como: autonomia, respeito ao meio ambiente, simplicidade, convivialidade, justiça social, e ‘qualidade de vida’. Referências empíricas são apresentadas para apoiar o discurso de validade e aplicabilidade das propostas ‘decrescentistas’; um sistema socioprodutivo específico – a comunidade ribeirinha da Ilha de Cinzas, no Pará – é considerado e avaliado segundo os critérios identificados. Os valores promovidos pelo decrescimento poderiam ser orientadores pertinentes rumo a um desenvolvimento alternativo, local, autônomo e respeitoso das identidades dos territórios, inclusive - e sobretudo – nos países ditos em desenvolvimento (pensando no Brasil). Essas mudanças precisariam ser alavancadas por vetores fortes e institucionalizados (política ou economia), mas certamente necessitariam também de um forte engajamento da sociedade civil, de uma mudança cultural e de uma aproximação entre os dois mundos das ciências - naturais e sociais - para finalmente estar a serviço do mundo real. The degrowth ideias are a radical critics to the mainstream occidental growth discourse. The diversity of its origins offer rich arguments against the utilitarism and productivism, supposedly aiming at development, and it could be a fertile basis to elaborate alternatives to an adequate social and environmental way of life. This work aims at presenting such approaches – through the review of the literature and through the analysis of contemporary ideas of selected interviewed intellectuals, in France and in Brazil. Some concepts and references gain importance in this effort, such as: autonomy, environmental respect, conviviality, simplicity, social justice and ‘quality of life’. Empirical references are presented to support the discourse of validity and applicability of the degrowth proposals; a specific socioproductive system - the riverine community of the Ilha das Cinzas, in the state of Pará – is considered and evaluated with the selected criteria. The values promoted by degrowth could be pertinent guidelines towards an alternative development, local and autonomous, respectful of territorial identities, inclusively – and mainly – in the so-called ‘developing countries’. These changes may need to be pushed by strong and institutionalized vectors (such as politics or economy), but they might require a huge engagement of the civil society, a cultural shift and an approximation of the two worlds of sciences – the natural and the social ones – in order to attend the real one.

Explora-se a interação entre convergência de renda e padrões de consumo, aspectos frequentemente negligenciados ou mal representados em exercícios de cenários. Questões metodológicas tratam da conciliação entre dados provenientes de pesquisas domiciliares, balanços energéticos e Contas Nacionais. A representação das preferências de consumo das famílias em um modelo de equilíbrio geral computável híbrido é discutida, seguida de uma aplicação para o Brasil. Esta pesquisa busca identificar em que medida uma maior consciência ambiental no consumo das famílias pode contribuir para a redução de emissões de gases de efeito estufa em 2050. Mudanças de comportamento relativas ao uso de energia, mobilidade, alimentação, demanda por bens duráveis e geração de resíduos são simuladas. Elas são contrastadas com um cenário de referência no qual o consumo das famílias é definido a partir de padrões e tendências vigentes. Esta tese apresenta e discute o impacto de mudanças de estilo de vida sobre o crescimento econômico, competitividade, geração de emprego, distribuição de renda, poder de compra e nível de consumo das famílias, entre outros. Mudanças estruturais decorrentes da transição são igualmente dignas de atenção. Este trabalho fornece recomendações para a implementação de estratégias de desenvolvimento de baixo carbono com objetivo de articular a agenda climática e outras prioridades socioeconômicas no Brasil. This thesis provides insights on how to adequately embark income, consumption and lifestyles trends in energy-economy long-term projections for developing countries. It focuses on income convergence and consumption patterns, often overlooked or misrepresented in scenario exercises. Methodological issues address the reconciliation of data from household surveys, energy balances and national accounts. The appropriate representation of household preferences in a hybrid computable general equilibrium framework is also discussed, followed by an application to the Brazilian case. The research seeks to identify to what extent increased environmental awareness on household consumption can contribute to reducing greenhouse gases emissions up to 2050. Behaviour shifts regarding energy, transport, food and durable goods consumption, as well as waste generation, are simulated. They are contrasted with a reference scenario in which household consumption is defined by current trends and standards. The thesis presents and discusses the impacts of lifestyle changes on economic growth, competitiveness, employment, income distribution, households` purchasing power and consumption levels, among others. The structural shifts that stem from the transition are also worthy of note. This work provides policy recommendations for low-emissions development strategies aiming at articulating climate objectives with other social and economic priorities in Brazil.

Eventos de perda de controle de poço em atividades de perfuração na E&P offshore possuem riscos relacionados a fatores tecnológicos, humanos e organizacionais que não foram superados pela indústria internacional e tampouco por órgãos reguladores. O Plano Nacional de Contingência ainda não está suficientemente implementado no Brasil para lidar com acidentes de relevância nacional, conforme apurado em entrevistas realizadas com diversos atores relevantes do setor. As Avaliações Ambientais de Área Sedimentar podem permitir uma maior participação social no que se refere à percepção do risco inerente às atividades petrolíferas e promover o envolvimento de diversos agentes em ações de contingência e limpeza de áreas atingidas. The analysis of regulatory documents from several countries and of the state-of-theart of scientific literature on the subject has provided inputs to the design of policy tools for prevention and response to oil spills in the marine environment in Brazil. Accidents like blowouts in offshore drilling activities are due to risks related to technological, human and organizational factors that have not been overcome by the international industry nor by regulators. The National Contingency Plan is not yet sufficiently implemented in Brazil to deal with accidents of national relevance, as highlighted in interviews with key stakeholders. The Environmental Assessment of Sedimentary Area should contribute to a greater social participation in the perception of the risk inherent in oil activities and to promote stakeholders’ involvement in contingency actions and cleaning of affected areas.

A abordagem tradicional implica em continuadas intervenções localizadas e corretivas, pós-eventos, exigindo investimentos cada vez maiores para implantação de estruturas capazes de comportar o aumento de vazões gerado pela urbanização, com consequentes transtornos para a própria área urbana já instalada. Esses esforços não evitaram que inundações continuem a provocar grandes prejuízos em todo o mundo, indicando a necessidade de uma mudança na estratégia de manejo das águas pluviais, passando de uma análise custo-benefício simplificada das obras estruturais de controle de enchentes para uma abordagem de gerenciamento do risco aplicado a um plano de manejo de águas pluviais, com a internalização do risco residual, considerando as diversas incertezas inerentes ao processo de formação das cheias, como as mudanças climáticas e o próprio desenvolvimento urbano. A presente pesquisa aplica o gerenciamento de risco de inundações para análise da eficiência de projetos como ferramenta essencial para o planejamento do território e avaliação da resiliência urbana. Urban flooding is still, in many cases, treated as a straight consequence of excess rainfall, without considering the watershed functioning as an interdependent system and its interfaces with the development of the territory occupation. The traditional approach implies continuous localized and corrective interventions, post-events, requiring increasingly large investments for the implementation of structures able to accommodate the increased runoff generated by urbanization, with consequent disturbances to the urban area already installed. These efforts have not prevented floods from continuing to cause major damage worldwide, indicating the need for a change in stormwater management strategy from a simple cost-benefit analysis of structural flood control measures to a risk management approach applied to a stormwater management plan, with residual risk internalization, regarding uncertainties inherent in flooding process, such as climate change and urban development. The present research applies flood risk management to analyze the efficiency of urban drainage interventions as an essential tool for territory planning and urban resilience evaluation.

Dessa forma, propõe-se que o planejamento energético nos países em desenvolvimento seja regional, incorporando as dimensões social e ambiental da energia. Com foco nos países do Mercosul, considerando inclusive Venezuela (2012) e Bolívia (2015), faz-se uma análise comparada geral em termos quantitativos e qualitativos dos mercados e da infraestrutura física dos países do bloco (e da América do Sul, como um todo). Em seguida, analisa-se o papel que as instituições regionais, como o Mercosul e a UNASUL, desempenha na área de energia, mostrando que sua contribuição para a integração energética da região é muito pequena. A seguir, é proposto um índice híbrido (SEES index) para avaliar a evolução das políticas energéticas do Mercosul no período 1990-2010. Posteriormente, usa-se o modelo OSeMOSYSSAMBA para simular quatro cenários de integração regional do setor elétrico, escolhido como exemplo dada a sua relevância. Por fim, conclui-se que a integração energética do Mercosul deve ser promovida, uma vez que reduz a necessidade de ampliação da capacidade de geração de energia elétrica e os impactos socioambientais dos projetos na área de energia. This thesis presents an overview of concepts and policies related to energy security and regional integration. Follows a proposal that energy planning in developing countries becomes regional, incorporating both social and environmental dimensions of energy. Focusing on Mercosur countries, including Venezuela (2012) and Bolivia (2015), a general comparative analysis is carried out, not only in quantitative and qualitative terms of the markets, but also of the physical infrastructure of the member countries (and of South America, as a whole). Then, comes an analysis of the role that regional institutions, such as Mercosur and UNASUR, have played in energy integration, showing that their contribution is very small. Next, a hybrid index (SEES index) is proposed to assess the evolution of Mercosur’s energy policies in the period 1990-2010. Follows the application of OSeMOSYS-SAMBA model to simulate four scenarios for the integration of the power sector, used to illustrate the case due to its relevance. Finally, we conclude that Mercosur’s energy integration should be promoted, since it reduces both the need to invest in the extansions of power supply and the socio-environmental impacts associated to electricity projects in the region.
