Malgré la contribution de ce plan à la réduction significative des écarts de développement, il a pourtant été évalué négativement par plusieurs observateurs à cause de sa recommandation de relocalisation de quelques villages gaspésiens. A l'occasion du 50e anniversaire de ce plan de développement régional qui reste unique par son ampleur, ses méthodes et ses résultats, il fallait revisiter le BAEQ, et proposer un regard renouvelé qui met pour la première fois à contribution les perspectives croisées de chercheurs et d'acteurs. Le président du BAEQ, le notaire Georges-Henri Dubé, livre un témoignage inédit sur des aspects jusque-là ignorés dont on n'a pas finie de découvrir le riche héritage.
