Over the past 15 years, the suicide rate among members of the U.S. armed forces has doubled, with the greatest increase observed among soldiers in the Army. This increasing rate is paralleled by a smaller increase in the general U.S. population, observed across both genders, in virtually every age group and in nearly every state. An empirical question exists: What is the extent or degree to which the suicide trend in the Army is unique to that service, relative to what is observed in the general U.S. population? The Army has typically attempted to address this question by standardizing the general population to look like the Army on demographic characteristics. However, given the rise in suicide rates over the past decade, the Army wanted to better understand whether standardization based solely on age and gender is enough. Expanding the characteristics on which the general population is standardized to match the Army could be useful to gain a better understanding of the suicide trends in the Army. However, such a change also brings with it some challenges, including the lack of readily available data in the general U.S. population. In addition, even an expanded set of characteristics still results in having a large number of unmeasured factors that cannot be included in this type of analysis. In this study, the authors explore how accounting for age, gender, race/ethnicity, time, marital status, and educational attainment affects suicide rate differences between soldiers and a comparable subset of the general U.S. population.

TNTP, an organization committed to ending educational inequities by promoting the recruitment, training, and retention of high-quality teachers, implemented its Teacher Effectiveness and Certification (TEACh) initiative in three urban school districts. The authors investigated each district program's implementation and costs, the effects of TEACh on the recruitment and retention of teachers, and the relative performance of those teachers.

U.S. Army military intelligence analysts work in increasingly complex and dynamic operational environments requiring intangible competencies, such as critical thinking and adaptability. This report describes the development and implementation of a process to assess key analytic competencies and proficiency of the U.S. Army's analysts in the 35F military occupational specialty and the design of a protocol for ongoing evaluation.

This pilot evaluation of Startup Tech — a program built around an innovative, applied curriculum that aims to teach creative problem-solving and technical skills in the context of developing and pitching a new web-based business idea — assesses whether 12th-grade students experienced either improved self-efficacy or changes in their college and career plans during the year in which they were in the program.

Prior research has examined peer programs with respect to specific peer roles (e.g.; peer support) or specific health/wellness domains (e.g.; exercise/diet), or have aggregated effects across roles and domains. We sought to conduct a systematic review that categorizes and assesses the effects of peer interventions to promote health and wellness by peer role, intervention type, and outcomes. We use evidence mapping to visually catalog and synthesize the existing research. We searched PubMed and WorldCat databases (2005 to 2015) and New York Academy of Medicine Grey Literature Report (1999 to 2016) for English-language randomized control trials. We extracted study design, study participants, type of intervention(s), peer role(s), outcomes assessed and measures used, and effects from 116 randomized controlled trials. Maps were created to provide a visual display of the evidence by intervention type, peer role, outcome type, and significant vs null or negative effects. There are more null than positive effects across peer interventions, with notable exceptions: group-based interventions that use peers as educators or group facilitators commonly improve knowledge, attitudes, beliefs, and perceptions; peer educators also commonly improved social health/connectedness and engagement. Dyadic peer support influenced behavior change and peer counseling shows promising effects on physical health outcomes. Programs seeking to use peers in public health campaigns can use evidence maps to identify interventions that have previously demonstrated beneficial effects. Those seeking to produce health outcomes may benefit from identifying the mechanisms by which they expect their program to produce these effects and associated proximal outcomes for future evaluations. Using a variety of methods, RAND has constructed a broad and detailed picture of the mental health support landscape for metro Detroit veterans, and identified areas where critical gaps remain.

We examine a range of options for recruiting teachers into a nationally representative survey panel. Recruitment strategies considered include a telephone-based approach and the use of promised incentives and pre-incentives of varying amounts and forms. Using a randomized experiment, we evaluate the effectiveness of five separate recruitment strategies and conduct a cost-benefit analysis. Our preferred strategy is one that uses a US$10 gift card as pre-incentive (it yielded a 27% rate of successful recruitment a cost of US$78 per recruited teacher). Statistical comparisons indicate that no other technique was superior to this strategy in terms of recruitment rate or cost-effectiveness. Efforts at refusal conversion after the initial approach were mostly ineffective. A comparison across demographic type characteristics of enrolled panelists and nonrespondents shows no substantial differences for any recruitment strategy considered. Hence, the potential for recruitment-level nonresponse to induce large bias into findings from surveys administered to the panel is minimal.
