3. Business power, right-wing populism, and noisy politics: lessons from Brexit and Swiss referendums.

Abstract

This article contributes to debates on business power, noisy politics, and right-wing populism. The populist right weakens strategies of quiet politics, which many suggest has led to a steep decline of business power. I challenge this view and argue that a combination of innovative strategies and ample financial resources allow business associations to exercise power in this environment. Drawing on new empirical evidence, the article makes three central contributions. First, I suggest that the failure of Remain business advocacy in the 2016 Brexit referendum resulted from the constraints of administrative legislation (the PPERA), weaknesses in campaigning strategies, and the CBI leadership's decision to not register as a campaign organization. Second, while my regression analysis provides some support for Culpepper's quiet politics argument, the Swiss business federation Economiesuisse has won 90% of the referendum campaigns it has led, including many referendums with high issue salience against right-wing populists. Third, Economiesuisse shows that business strategies of 'loud voice' can be successful. 4. Structural adjustment and the political economy of capital flight.

Abstract

The financial haemorrhaging of lower income countries in the form of capital flight is a leading cause of global economic inequality. On an annual basis, trillions of dollars bypass the already starved fiscal spaces of nations mired in poverty, making their way instead to lucrative offshore bank accounts governed by secrecy jurisdictions. The present article relates this phenomenon to the institutional architecture of the global financial system and provides causal evidence that structural adjustment programmes implemented at the behest of international financial organizations amplify such capital flight. In particular, by isolating exogenous variation in policy conditionalities through the use of instrumental variables, we find that trade liberalization, financial sector reforms and privatization measures mandated by the International Monetary Fund in developing contexts substantially increase financial outflows occurring via current and capital account transactions. Our findings thus document the contribution that structural adjustment makes to an underappreciated facet of contemporary global inequality. [ABSTRACT FROM AUTHOR]

Abstract

This paper examines the macroeconomic and development policies to spur economic integration and growth in the Association of Southeast Asian Nations (ASEAN). It reviews how economic transformation and integration have fueled growth and job creation in the region. ASEAN's increased participation in global and regional value chains, with the People's Republic of China (PRC) as a regional hub, laid the solid foundation of regional production networks. However, with the changing role of the PRC in global value chains, the region needs to renew policy initiatives to address the development challenges and seize new growth opportunities with its single market goals. The analysis suggests the region requires strategic plans for infrastructure development, digitalization, and greater integration reinforced by the removal of trade barriers, increased labor mobility, and foreign direct investment mobilization. The region's successful future also depends on cooperative policy efforts around developing e‐government and digital value chains, strengthening micro‐, small‐ and medium‐sized enterprises and startups, and building smart cities. Abstract

National and international flows of knowledge are fundamental determinants of technological progress. In this article we review the existing literature on knowledge flows and we propose a method for estimating them, based on patent citations. Citations are links between inventions that reveal a learning process at the technological frontier. We use data for the period 1975-1996 for 147 subnational regions in Europe and North America. We find that geographical distance and technological differences constitute major barriers to knowledge flows. We also show that these flows may have positive, but small, effect on total factor productivity.

10. From isolation to revival: trade recovery amid global health crises.

Abstract

Background: The COVID-19 pandemic has highlighted the importance of designing effective trade recovery measures in response to global health events (GHEs). This study combines international trade risk management theory and multi-case comparative analysis of past GHEs to present a theoretical framework for designing national trade recovery measures for future events. Results: The research finds that during GHEs, trade risks shift to fundamental uncertainty, requiring spatial–temporal-subject dimension recovery measures. The study suggests changing the focus of trade recovery policy design from emergency-oriented and single-dimension measures to reserve-oriented and enduring-effect measures of comprehensive dimensions at micro- and macroeconomic levels. Conclusion: The study contributes to the debate on managing trade risks in times of crisis, where there is a need to develop effective trade recovery measures that account for the complexities of global trade and the unique challenges of GHEs. The findings provide practical guidance for trade officials and policymakers to design measures in response to GHEs to improve a country's overall trade recovery. [ABSTRACT FROM AUTHOR]

AbstractIn 1982 Italy issued ecu-denominated Treasury bonds: the first of a series of issues—followed by Spain, Greece, and France only in the second half of the 1980s—officially aiming at contributing to reduce inflation and ease trading agents with foreign payments. In fact, it was much more than this. It was a small but significant signal that an economic elite was committed to curbing ever-demanding and opaque political pressures to increase public spending and trade-unions to raise wages, both deemed as crucial flaws to be fixed before international competitiveness could be restored. It represented one building block of a wider strategy concerning the use of the external constraint in domestic policymaking and in the attempt to increase the role of Italy in the making of European integration. The paper aims to reconstruct the interconnections between the events that accompanied such choice and the theoretical and intellectual background of the group of key economists that implemented this strategy. The contested alliance of state and finance embodied in public debt forms a nexus that has shaped the emergence of capitalism, and has also strengthened and transformed as capitalism developed. The state’s recourse to debt is the foundation for the emergence of a powerful financier class, but this powerful class of financiers has also come to depend on the state to provide the fodder for its continual growth. This paper investigates the key role of this nexus in constituting the international monetary hierarchy and by ordering relations between advanced capitalist countries and enforcing the financial subordination of the periphery through a comparative-historical analysis of British hegemony in the 19th century and US hegemony in the 20th century. The economic crisis generated by the COVID-19 pandemic was fundamentally different from those of the past, with unforeseen implication on supply chains and European trade. As the literature regarding the pandemic is vast bibliometric techniques were used to find the most influential themes and authors. The aim of this paper is to test if cascading failure is possible when shocks arise in European trade.

Abstract

The goal of this literature review is first of all to help define, characterise and contextualise the phenomena that make up Industry 4.0 (I4.0), the servitisation of manufacturing and re-shoring; and secondly to explore the strong interactions between them. We conduct a systemic literature review to identify, synthesise, assess and interpret the findings of past studies to address the research question analysed here. Industry 4.0 technologies (I4.0Ts), and particularly increased digitisation, has made for the configuration of new business models and the servitisation of the economy in the context of a new paradigm of competition. This digital servitisation is conducive to networking and enhances the role of proximity. Together with other concurrent factors (changes in relative costs, agglomeration economies, the skills and expertise in data management required by I4.0Ts) this is favouring re-shoring. Technology is always present to a greater or lesser degree as an explanatory factor in re-shoring. The increasing cognitive complexity of technical solutions is enhancing proximity constraints. More frequent, more intense contacts are needed between customers and suppliers in a production set-up that is increasingly customised.

50. Overcoming Recession and Financial Instability in a Global Financialised Economy? The Contribution of the ‘Crank Heretic’ Robert Eisler.

Abstract

Recurrent shocks — be it geopolitical instability, pandemics, financial crises or climate change and climate transition effects — pose difficulties to permanently ensure a prosperous economy. The writings of Robert Eisler represent an early attempt to design an economic system to permanently stabilise the price level, to solve unemployment and prevent economic crises. Against the backdrop of the Great Depression of the 1920s, Eisler proposed an extensive reform package including public work programmes financed by debt monetisation, the introduction of a parallel currency to level out price level fluctuations as well as instruments for exchange rate stabilisation. Eisler’s work demonstrates the seminal insights that national economies are embedded in a global financial system and that any attempts to reform financial systems require international cooperation in order to be effective. Notwithstanding, Eisler is largely ignored both by monetary reformers and conservative economists, who, if at all aware of his work, declared him a ‘monetary heretic’. This paper analyses Eisler’s entire set of reform ideas for the first time and positions it within current economic policy discourses on the limits to monetary policies, on effective demand and public work programmes and the need to consider international capital when drafting monetary reform proposals.
