We started as a crisis of high commodity prices, she quickly clarified the extent of the banking crisis and rapidly accelerated the financial crisis which culminated with the economic crisis, social and global, perhaps it was the heaviest one after the Second World - War. The consequences of this crisis was widely reflected in the deterioration of macroeconomic indicators of the budget, it appeared a significant decline in economic growth, a drop in revenues, an increase in unemployment and the fast increase of budget expenditures. The budget deficit and public debt grew at high rates, the cost and sources of financing of the economy became the most difficult and the most expensive. To stop the deterioration, the governments of many countries, regardless of their political spectrum supported the growth of aggregate demand, this process in many countries aggravated budget deficits. The primary task to overcome the crisis was a strategy that would ensure the sustainability of public finances in the countries affected by the crisis. The main difficulty faced was the global coordination such a global challenge. Researches can improve the profits of a company because of the potential capabilities of diversification with innovation performance or some have argued that the returns are increasing but this diversification has a very big risk. International expansion is very difficult to manage because there are a risk. Chief among them are economic and political risks because due to these risks by diversification of large firms are accustomed to the conditions of a market in competitive situations. The risk policy has to do with a government concentration creating much problem. The economic risk concerns exchange rates and market expansion line.

Within the living civilization and the Post-Modern society, knowledge and management became the main fundamental resource. Over the last decade there is a growing role in the schools and universities perception and the society by which extensive reforms have initiated in the university system. However, the arised question here is: Do we really possess the conditions, the research or sufficient safety, so that the science student can confront the growing demands trade market? Meanwhile the trade market and employers organize their tests, hence the question naturally comes, how does these capable students by their scientific capacity can influence in developing a) the universities they derive from b) on the whole universal managing system as a global phenomenon c) the real post-industrial society and if self- accomplishments have benefit of two-way? This analytical article focuses on some dilemmas and on some data as much empirical as real based on statistics about how the universities react and display under the influence of these management challenges. What are the solutions or measures in higher education (e.g University of Vlora) that prepare and prevent drastic extremity of intelligence loss in the trade market? Albanian language and its components have always been in constant change. Economic and political issues, religious changes and life styles have affected language as well. Albanian standard language is trying to maintain a high profile for its users. However, it is facing an enormous linguistic change. Dialects, sociolects and idiolects are some of the main sources that affect and enrich language. How language and its components interact with each other? How are dialects, Geg and Tosk, represented on standard Albanian language? How is the actual linguistic performance in relation to linguistic contexts? Albania is reforming its society and political mentality to better-fit new needs and responsibilities toward the European Union and western values the country always dreamed. Nevertheless, the political mentality of the past, which today is part of the process of political reformation, is slowing the process of integration toward western values. Political forces somehow are resisting the upgrade of their political mentality to these newer western political concepts. Albania had made big steps reforming the economy, and the political class is committed in making the country desirable for foreign investors as well as creating comforts for domestic ones. The importance of this work is the treatment of terrorism in some respects, historical development of the Albanian legislation connected to these acts. In what ways Albanian law is optimized from the first time facing with this crime until today. The spirit of cooperation with other countries to combat this crime consisted in the adoption of a comprehensive legislative package of Albanian Parliament, ratified by Parliament of the relevant conventions and signing of bilateral agreements with other countries with the goal of preventing terrorist acts. Current law of this country is not unique; it is one of the four laws which together constitute the country's Constitution. During the last fifty years, the contribution of the European Council was to achieve this prospectus as the one to promote democracy, the rule of law and protection of Human Rights. In its effort Albania responded really much to the changes occurring both within Albania and Europe too. After major changes in Central and Eastern Europe, the Council of Europe has played a primary role for countries that required adaptation to democratic life and simultaneously respect for Human Rights. But the development and consolidation of democratic stability occupied primary role and certainly had a substantial costs on people. In 1925 the Resident Chamber of International Justice which in its advisory opinion states: " a state that has undertaken so valuable international obligations is bound to make its legislation necessary changes to ensure the execution of accepted commitments " 1So up to where and to what extent the Republic of Albania has respected the following principles of law that except to opinions of instances of international law, on the other hand is one of the basic principles fixed in its Article 5.2 In our paper will present some necessary changes as well as radical for the legal system in order to achieve adequate stability and credibility in Europe! Recognizing ship operating which differ in their organizing way helps in prevention of human injuries ;loss of life and avoidance of damage to the environment,in particular to the maritime environment and its property. The main aim is developing English for Maritime and having the right communication in different, specific and also in dangerous situation at sea. This paper consist on recognizing deeply the IMO standard on sea level including the IMO convention; SOLAS convention, MARPOL as well as STCW certificate and code too. So, advancing knowledge, understanding properly the right message at the sea including proficiency in having adequate knowledge of English language in order to enable officers - new students to communicate with other ships - coast stations to perform the officers duties. A great importance is based on cooperation of standard Marine Communication Phrases and use of International English both in written and oral form.. Not only that,but also multilingual communication crew, including abilities to use the IMO standard with Marine Communication Phrases! Difficulties and progresses are evident, but the necessity and the particular availability of Modern and Post Modern time let upon us this task open
