1. Quantifying the effects of attacks on health facilities on health service use in Northwest Syria: a case time series study from 2017 to 2019.

Abstract

BACKGROUND: Throughout the Syrian conflict, the Syrian government has intentionally attacked health facilities, violating International Humanitarian Law. Previous studies have qualitatively described health system disruptions following attacks on healthcare or established associations between armed conflict and health service utilisation, but there are no quantitative studies exploring the effects of health facility attacks. Our unprecedented study addresses this gap by quantifying the effects of health facility attacks on health service use during the Syrian conflict. METHODS: This retrospective observational study uses 18 537 reports capturing 2 826 627 consultations from 18 health facilities in northwest Syria and 69 attacks on these facilities. The novel study applies case time series design with a generalised non-linear model and stratification by facility type, attack mechanism and corroboration status. RESULTS: The study found significant, negative associations between health facility attacks and outpatient, trauma and facility births. On average, a health facility attack was associated with 51% and 38% reductions in outpatient, RR 0.49 (95% CI 0.43 to 0.57) and trauma consultations, RR 0.62 (95% CI 0.53 to 0.72), the day after an attack, with significant reductions continuing for 37 and 20 days, respectively. Health facility attacks were associated with an average 23% reduction in facility births, the second day after an attack, RR 0.77 (95% CI 0.66 to 0.89), with significant reductions continuing for 42 days. CONCLUSIONS: Attacks on health facilities in northwest Syria are strongly associated with significant reductions in outpatient, trauma and facility births. These attacks exacerbate the adverse effects of armed conflict and impede the fundamental right to health. The findings provide evidence that attacks on health facilities, violations of international humanitarian law by themselves, also negatively affect human rights by limiting access to health services, underscoring the need to strengthen health system resilience in conflict settings, expand systematic reporting of attacks on healthcare and hold perpetrators accountable.

3. Undergraduate Biology Lecture Courses Predominantly Test Facts about Science Rather than Scientific Practices

Abstract

Scientific practices are the skills used to develop scientific knowledge and are essential for careers in science. Despite calls from education and government agencies to cultivate scientific practices, there remains little evidence of how often students are asked to apply them in undergraduate courses. We analyzed exams from biology courses at 100 institutions across the United States and found that only 7% of exam questions addressed a scientific practice and that 32% of biology exams did not test any scientific practices. The low occurrence of scientific practices on exams signals that undergraduate courses may not be integrating foundational scientific skills throughout their curriculum in the manner envisioned by recent national frameworks. Although there were few scientific practices overall, their close association with higher-order cognitive skills suggests that scientific practices represent a primary means to help students develop critical thinking skills and highlights the importance of incorporating a greater degree of scientific practices into undergraduate lecture courses and exams.

5. Improving antibody language models with native pairing

Abstract

Current antibody language models are limited by their use of unpaired antibody sequence data and the biases in publicly available antibody sequence datasets, which are skewed toward antibodies against a relatively small number of pathogens. A recently published dataset (by Jaffe, et al) of approximately 1.6 x 10^6 natively paired human antibody sequences from healthy donors represents by far the largest dataset of its kind and offers a unique opportunity to evaluate how antibody language models can be improved by training with natively paired antibody sequence data. We trained two Baseline Antibody Language Models (BALM), using natively paired (BALM-paired) or unpaired (BALM-unpaired) sequences from the Jaffe dataset. We provide evidence that training with natively paired sequences substantially improves model performance and that this improvement results from the model learning immunologically relevant features that span the light and heavy chains. We also show that ESM-2, a state-of-the-art general protein language model, learns similar cross-chain features when fine-tuned with natively paired antibody sequence data.

Abstract

Participatory approaches to science and decision making, including stakeholder engagement, are increasingly common for managing complex socio-ecological challenges in working landscapes. However, critical questions about stakeholder engagement in this space remain. These include normative, political, and ethical questions concerning who participates, who benefits and loses, what good can be accomplished, and for what, whom, and by who. First, opportunities for addressing justice, equity, diversity, and inclusion interests through engagement, while implied in key conceptual frameworks, remain underexplored in scholarly work and collaborative practice alike. A second line of inquiry relates to research-practice gaps. While both the practice of doing engagement work and scholarly research on the efficacy of engagement is on the rise, there is little concerted interplay among 'on-the-ground' practitioners and scholarly researchers. This means scientific research often misses or ignores insight grounded in practical and experiential knowledge, while practitioners are disconnected from potentially useful scientific research on stakeholder engagement. A third set of questions concerns gaps in empirical understanding of the efficacy of engagement processes and includes inquiry into how different engagement contexts and process features affect a range of behavioral, cognitive, and decision-making outcomes. Because of these gaps, a cohesive and actionable research agenda for stakeholder engagement research and practice in working landscapes remains elusive. In this review article, we present a co-produced research agenda for stakeholder engagement in working landscapes. The co-production process involved professionally facilitated and iterative dialogue among a diverse and international group of over 160 scholars and practitioners through a yearlong virtual workshop series. The resulting research agenda is organized under six cross-cutting themes: (1) Justice, Equity, Diversity, and Inclusion; (2) Ethics; (3) Research and Practice; (4) Context; (5) Process; and (6) Outcomes and Measurement. This research agenda identifies critical research needs and opportunities relevant for researchers, practitioners, and policymakers alike. 10. Participatory Action Research and Co-Researching as a Tool for Situating Youth Knowledge at the Centre of Research

Abstract

Too often youth from vulnerable communities see themselves talked about in academic research, but are rarely involved as co-researchers or co-authors of research. The purpose of this article is to share our reflections on engaging youth, their experiences and their perspectives on the multi-levels of impact of participatory action research methodologies, such as community-based action research or youth participatory action research. This article discusses more broadly how our participatory methodologies have impacted our co-researchers and ourselves. In it, we provide additional details about our past research projects, as well as theorizing those details in terms of how critical theory serves as a tool within participatory methodologies. We reflect on the experiences engaging participatory methodologies in two different contexts and examine the collective impacts, comparing and contrasting the findings. We draw on our field research: one researcher worked with co-researchers from Kakuma Refugee Camp, Kenya, and the other worked alongside youth co-researchers from an alternative secondary school in the USA. Two of our co-authors are also co-researchers, and they offer a deeper insight into how these methodologies impacted their lives.

Abstract

The digitization of the world has also led to a digitization of communication processes. Traditional research methods fall short in understanding communication in digital worlds as the scope has become too large in volume, variety, and velocity to be studied using traditional approaches. In this paper, we present computational methods and their use in public and mass communication research and how those could be adapted to professional communication research. The paper is a proposal for a panel in which the panelists, each an expert in their field, will present their current work using computational methods and will discuss transferability of these methods to professional communication.

Abstract

Atrophy of neurons in the prefrontal cortex (PFC) plays a key role in the pathophysiology of depression and related disorders. The ability to promote both structural and functional plasticity in the PFC has been hypothesized to underlie the fast-acting antidepressant properties of the dissociative anesthetic ketamine. Here, we report that, like ketamine, serotonergic psychedelics are capable of robustly increasing neuritogenesis and/or spinogenesis both in vitro and in vivo. These changes in neuronal structure are accompanied by increased synapse number and function, as measured by fluorescence microscopy and electrophysiology. The structural changes induced by psychedelics appear to result from stimulation of the TrkB, mTOR, and 5-HT2A signaling pathways and could possibly explain the clinical effectiveness of these compounds. Our results underscore the therapeutic potential of psychedelics and, importantly, identify several lead scaffolds for medicinal chemistry efforts focused on developing plasticity-promoting compounds as safe, effective, and fast-acting treatments for depression and related disorders.

15. An Exploration of the Moderating Effect of Motivation on the Relationship between Work Satisfaction and Utilization of Virtual Team Effectiveness Attributes: A Mixed Methods Study

Abstract

A unique challenge for organizations is in leading diverse, dispersed teams whose members are motivated to work independently, but are willing to collaborate. The purpose of this study was to gain an understanding of how nuanced variations in motivational patterns influences the relationship between work satisfaction and virtual team effectiveness. A sequential, mixed methods design was used to analyze and explain the moderating effects of motivational orientation on this relationship. In the first, quantitative phase, participating virtual team members completed an online survey with items comprising the five motivation source scales from the Motivation Sources Inventory, work satisfaction, and eleven variables measuring utilization of virtual team effectiveness attributes from the Virtual Teams Survey. Seven hypotheses were tested, with support found for three of the hypotheses. Work satisfaction and utilization of the virtual team effectiveness attributes were found to be positively correlated. Support was also found for hypotheses that the relationship between work satisfaction and utilization of the virtual team effectiveness attributes will be stronger for virtual team members (VTMs) with low self-concept external and / or moderate or high goal internalization patterns. In the second, qualitative phase, follow-up interviews were conducted to support and provide rationale for the quantitative results. Qualitative analysis of interviews revealed three major themes focused on concerns regarding team leadership, organizational support, and technology. Viewed in context with the quantitative results, the themes suggest that work satisfaction may be improved for most VTMs, regardless of motivation pattern, by strengthening leadership, aligning rewards with goals, and enhancing the technology used for team communication.

26. Are Water-Related Leadership Development Programs Designed to Be Effective? An Exploratory Study

Abstract

Water resource professionals and others involved in managing water resources face increasingly complex challenges. Effective leadership development programs are needed to produce water leaders who can address these challenges. Leadership programs must be designed not simply to increase participants' environmental and leadership knowledge but to develop in participants the requisite abilities and skills. This exploratory study determines the extent to which water-related leadership programs go beyond knowledge only, event-type workshops to determine what proportion are grounded in leadership theory, and employ developmental experiences with assessment, challenge, and support components. Results indicate that most water professionals and others seeking to develop 21st century leadership abilities and skills to manage water resources are not getting the developmental experiences they need. Water-related leadership development programs must be grounded in evidence-based theory; provide assessment, challenge, and support; and offer a variety of developmental experiences and the opportunity to learn from experience. There is an urgent need for new or revised leadership development programs for those interested in water resource management.

30. Digital mental health interventions for people with epilepsy: A systematic review.

Abstract

Although mental health difficulties are common in people with epilepsy, their assessment and treatment are rarely incorporated into routine medical care, with detrimental effects on quality of life. Several barriers to access traditional face to face interventions have been identified, including travel restriction and shortage of appropriately trained mental health clinicians. Digital mental health interventions offer the potential to improve access to mental health treatment. The main aim of the present study is to systematically review the empirical literature to identify what digital mental health interventions for adults, children and young people with epilepsy are currently available, as well as exploring if these interventions are effective in improving mental health and wellbeing. Searches were conducted using the MEDLINE, PsycINFO, Web of Science and Embase. The reference lists of papers collected were examined in order to identify any further relevant articles cited in peer-reviewed journals. A total of 1490 papers were identified; of these 11 were included in this review. The protocol was registered in the PROSPERO database (CRD42022318658) and the PRISMA 2020 statement was followed. Seven digital interventions were identified. All interventions were based predominantly on CBT and mindfulness techniques and showed promising results in reducing symptoms of depression, with some studies also reporting encouraging results in reducing anxiety and improving satisfaction with life and the quality of life of adults and children and young people with epilepsy. In summary, digital mental health interventions for people with epilepsy seem to be effective and have the potential to improve access to psychological interventions and reach underserved clinical populations. 31. Test–Retest Reliability and Precision of the Rotterdam Intrinsic Hand Myometer.

Abstract

The purpose of this study was to determine the test–retest reliability and precision of Rotterdam Intrinsic Hand Myometer (RIHM) in healthy adults. Twenty-nine participants originally recruited via convenience sampling at a Midwestern state fair returned approximately 8 days later for retest. An average of three trials for each of the five intrinsic hand strength measurements were collected using the same technique that was used during initial testing. Test–retest reliability was assessed using the intraclass correlation coefficient or ICC (2,3) and precision was evaluated using the standard error of measurement (SEM), and the minimal detectable change (MDC 90)/MDC%. Across all measures of intrinsic strength, the RIHM and its standardized procedures had excellent test–retest reliability. Index finger metacarpophalangeal flexion demonstrated the lowest reliability, and right small finger abduction, left thumb carpometacarpal abduction, and index finger metacarpophalangeal abduction tests had the highest reliability. Precision, as evidenced by SEM and MDC values, was excellent for tests of left index and bilateral small finger abduction strength and acceptable for all other measurements. Test–retest reliability and precision of RIHM across all measurements was excellent. These findings indicate that RIHM is a reliable and precise tool in measuring intrinsic strength of hands of healthy adults, although further research is needed in clinical populations. Abstract

We examine how contextual factors affect farmer perspectives on collaborative environmental management in Arizona, Nebraska, and Pennsylvania, U.S., through a qualitative and comparative study. In doing so, we explore how contextual factors identified in foundational collaborative environmental governance research play out specifically in three agricultural cases. Findings from this study reveal four key cross-case themes from farmer perspectives on collaboration: (1) prior participation , (2) flexible agenda, (3) willingness to learn , and (4) agency influence. Further, we find positions that are more open or closed on each theme are shaped by three contextual factors: farmer interdependence with non-farmers, the nature of salient water resource issues, and protection from versus vulnerability to regulatory agencies. ABSTRACTThe Vatican’s Commission on Spirituality Sub-Group’s 2022 document, Towards a Spirituality for Synodality, offers a vision of a synodal ecclesial life. Central to this vision is the conviction that marginalised groups need to play an equal and active part in that life. This paper reflects on how this inclusion might extend to trans people. It argues that the synodal life of the Church, as envisioned by the CCSG, can include providing a space for the creative overcoming of historical dynamics that alienate trans people from the truths of our own lives, and that the Church fulfils its vocation to synodality in doing so. It concludes by suggesting a model of accompaniment in ‘synodal solidarity’ to facilitate this.

Abstract

Modeling infectious diseases has been shown to be of great importance and utility during the ongoing COVID-19 pandemic. From today’s globalized information landscape, however, a plethora of new factors arise that have not been covered in previous models. In this paper, we present an agent-based model that reflects the complex interplay between the spread of a pathogen and individual protective behaviors under the influence of media messaging. We use the Rescorla-Wagner model of associative learning for the growth and extinction of fear, a factor that has been proposed as a major contributor in the determination of protective behavior. The model space, as well as heterogeneous social structures among the agents, are created from empirical data. We incorporate factors like age, gender, wealth, and attitudes towards public health institutions. The model is able to reproduce the empirical trends of fear and protective behavior in Germany but struggles to simulate the accurate scale of disease spread. The decline of fear seems to promote a second wave of disease and the model suggests that individual protective behavior has a significant impact on the outcome of the epidemic. The influence of media in the form of messages promoting protective behavior is negligible in the model. Further research regarding factors influencing long-term protective behavior is recommended to improve communication and mitigation strategies. [ABSTRACT FROM AUTHOR]

Abstract

Background: The current Coronavirus disease 2019 (COVID-19) outbreak is associated with significant mortality, especially in patients suffering from end stage renal disease (ESRD) and hemodialysis patients. Several previous studies reported an over-risk of arterial and venous thrombosis, in particular pulmonary embolism and venous thrombosis of catheter in COVID19 patients in intensive care unit. However, arteriovenous fistula (AVF) thrombosis has rarely been reported yet in these patients. AVF thrombosis is a serious complication that impacts significantly patients outcome. Here, we aim to describe characteristics and prognosis of a cohort of COVID-19 hemodialysis (HD) patients presenting with AVF thrombosis.Methods: In the Ile de France region (Paris area) during the March 11th–April 30th 2020 period, fistula thrombosis cases were collected among COVID-19 hemodialysis patients in seven dialysis units and in interventional vascular departments. These patients’ characteristics were analyzed through a review of the patient’s medical records.Results: Seventeen patients were included in our study (median age 69 years). Ten patients (59%) were men. Ten patients (59%) were diabetic and 88% had a high blood pressure. The mortality rate in these patients was 47%. All thrombosis treated with a declotting procedures (64%) were successfully cleared, but with early relapse in 36%.Conclusion: Our study highlights AVF thrombosis as a severe complication in COVID-19 hemodialysis patients that contributed to the severity and accelerated death.

Abstract

The development of vaccines and therapeutics that are broadly effective against known and emergent coronaviruses is an urgent priority. We screened the circulating B cell repertoires of COVID-19 survivors and vaccinees to isolate over 9,000 severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2)-specific monoclonal antibodies (mAbs), providing an expansive view of the SARS-CoV-2-specific Ab repertoire. Among the recovered antibodies was TXG-0078, an N-terminal domain (NTD)-specific neutralizing mAb that recognizes diverse alpha- and beta-coronaviruses. TXG-0078 achieves its exceptional binding breadth while utilizing the same VH1-24 variable gene signature and heavy-chain-dominant binding pattern seen in other NTD-supersite-specific neutralizing Abs with much narrower specificity. We also report CC24.2, a pan-sarbecovirus neutralizing antibody that targets a unique receptor-binding domain (RBD) epitope and shows similar neutralization potency against all tested SARS-CoV-2 variants, including BQ.1.1 and XBB.1.5. A cocktail of TXG-0078 and CC24.2 shows protection in vivo, suggesting their potential use in variant-resistant therapeutic Ab cocktails and as templates for pan-coronavirus vaccine design.

39. Improving antibody language models with native pairing

Abstract

Existing antibody language models are limited by their use of unpaired antibody sequence data. A recently published dataset of ∼1.6 × 106natively paired human antibody sequences offers a unique opportunity to evaluate how antibody language models are improved by training with native pairs. We trained three baseline antibody language models (BALM), using natively paired (BALM-paired), randomly-paired (BALM-shuffled), or unpaired (BALM-unpaired) sequences from this dataset. To address the paucity of paired sequences, we additionally fine-tuned ESM (evolutionary scale modeling)-2 with natively paired antibody sequences (ft-ESM). We provide evidence that training with native pairs allows the model to learn immunologically relevant features that span the light and heavy chains, which cannot be simulated by training with random pairs. We additionally show that training with native pairs improves model performance on a variety of metrics, including the ability of the model to classify antibodies by pathogen specificity.

41. Ranchers’ Use of Drought Contingency Plans in Protective Action Decision Making

Abstract

Drought contingency planning is an increasingly common tool in the ranchers’ climate adaptation toolboxes, but its effect on drought response has not yet been evaluated. We use cognitive models of protective action decision making and planning to explore the effects of having a drought plan on the use of drought early warning information and drought response (and timing). Results of a cross-sectional, probability-based survey of livestock producers affected by a 2016 flash-drought are used to describe the characteristics of operations with drought plans and provide evidence of whether having a plan predicts drought information use and response. While larger operations are more likely than others to have plans for drought, having a drought plan appears to play a unique role in ranchers’ use of information and decision making regardless of operation size. Findings suggest that encouraging the use of drought contingency planning may improve ranchers’ adaptive capacity. Increased use of planning may also increase the effectiveness of communicating risk and early warning information, by making such information more actionable by decision makers.

Abstract

Recently it was proposed that plasma-catalytic NH3synthesis with excited N2allows for conversions beyond thermal equilibrium. We show that this is indeed possible with experimental data for Ru catalysts at temperatures above 300 °C, resulting in significant thermal activity for NH3synthesis. The resulting NH3concentration is determined by competition between, on the one hand, dissociative adsorption of ground-state N2and adsorption of plasma-generated N radical species with subsequent hydrogenation to NH3, and on the other hand, thermal-catalytic decomposition of NH3. At temperatures below 300 °C, plasma-catalytic ammonia synthesis is attributed to adsorption of N radicals, generated in the plasma, with subsequent hydrogenation to NH3. These findings imply that catalysts with thermal activity are not suitable for plasma catalysis, aiming at conversion beyond equilibrium, as these also catalyze the reverse decomposition reaction.

Abstract

The aim of this study was to estimate the incidence of COVID-19 disease in the French national population of dialysis patients, their course of illness and to identify the risk factors associated with mortality. Our study included all patients on dialysis recorded in the French REIN Registry in April 2020. Clinical characteristics at last follow-up and the evolution of COVID-19 illness severity over time were recorded for diagnosed cases (either suspicious clinical symptoms, characteristic signs on the chest scan or a positive reverse transcription polymerase chain reaction) for SARS-CoV-2. A total of 1,621 infected patients were reported on the REIN registry from March 16th, 2020 to May 4th, 2020. Of these, 344 died. The prevalence of COVID-19 patients varied from less than 1% to 10% between regions. The probability of being a case was higher in males, patients with diabetes, those in need of assistance for transfer or treated at a self-care unit. Dialysis at home was associated with a lower probability of being infected as was being a smoker, a former smoker, having an active malignancy, or peripheral vascular disease. Mortality in diagnosed cases (21%) was associated with the same causes as in the general population. Higher age, hypoalbuminemia and the presence of an ischemic heart disease were statistically independently associated with a higher risk of death. Being treated at a selfcare unit was associated with a lower risk. Thus, our study showed a relatively low frequency of COVID-19 among dialysis patients contrary to what might have been assumed.

Abstract

ABSTRACT:Grasslands are some of the most endangered ecosystems in the world because of row- crop expansion, urban expansion, encroachment of invasive trees and shrubs, and climate change, among other factors. Ecologists emphasize the need for vegetation heterogeneity within remaining grasslands as an important indicator of ecosystem health. Because private landowners are the predominant managers of grasslands in the Great Plains, the owners' assistance in maintaining and restoring prairie ecosystems is essential. This study explicates four ranches within the Great Plains whose owners manage specifically for heterogeneity. Multiple case study analysis revealed three themes: (1) managing a prairie ecosystem is not the same as running a pasture, (2) good grassland management is good for everyone, and (3) partnerships are critical. Findings from rancher interviews suggest that it takes more than a mindset to conserve and restore the prairie—it takes proactive management for vegetation heterogeneity. The four ranchers participating in this study consider livestock production compatible with managing for vegetation heterogeneity. Managing for a broader suite of species is considered mutually beneficial to their business.

45. Correlates of Student Performance during Low Stakes Simulation.

Abstract

Abstract Background Simulation plays a vital role in nursing education, however, modifiable factors influencing students' simulation performance have not been sufficiently examined. The purpose of this study was examine relationships among anxiety, self-efficacy, nursing knowledge, and performance during simulation. Methods The study used a mixed-methods design. Anxiety, self-efficacy, academic achievement, and performance during simulation were measured quantitatively; correlations between key variables were calculated. Qualitative data were collected during post-simulation debriefing and triangulated to inform quantitative findings. Results Significant relationships were identified between knowledge of nursing care and simulation performance. Student qualitative reports of heightened anxiety and lack of confidence and uncertainty contrasted from quantitative measures. Potential reasons for this finding were explored. Conclusions The relationship between knowledge of nursing care and simulation performance supports the effectiveness of simulation as a means to evaluate the application of knowledge in a clinical laboratory setting. Further research is needed to explain the complex relationships between anxiety, self-efficacy, and performance during simulation. 46. The impact of postoperative complications on health-related quality of life in older patients with rectal cancer; a prospective cohort study.

Abstract

Objectives As result of the aging population and increasing rectal cancer incidence, more older patients undergo treatment for rectal cancer. This study compares treatment course, postoperative complications, and quality of life (QOL) between older and younger patients with rectal cancer and evaluates the impact of postoperative complications on QOL in the elderly. Materials and Methods Patients with rectal cancer participating in a prospective colorectal cancer cohort and referred for radiotherapy between 2013 and 2016 were included. QOL was assessed with the cancer questionnaire of the European Organisation for Research and Treatment of Cancer (EORTC QLQ-C30) before treatment and at three, six, and twelve months. Outcomes were compared between older patients (≥ 70 years) and younger patients (< 70 years) and stratified by presence of postoperative complications. Results In total, 115 (33%) older patients and 230 (67%) younger patients were included. Compared to younger patients, older patients underwent significantly more often short-course radiation with delayed surgery (6.1% and 19.1% respectively) and less often chemoradiation (62.6% and 39.1% respectively), and were more likely to undergo a Hartmann procedure with permanent stoma (3.5% and 13.0% respectively) instead of sphincter-sparing surgery (43.9% and 29.6% respectively). Postoperative complication rates were similar (38.5% in older patients versus 34.7% in younger patients). Older patients had worse physical functioning at six and twelve months after diagnosis compared to younger patients. Presence of postoperative complications had a significant stronger impact on physical- and role functioning in older patients. Conclusion Older patients undergo more often a tailored treatment approach for rectal cancer than younger patients. With this tailored approach, similar postoperative complication rates and QOL are achieved. However, postoperative complications have a larger negative impact on physical- and role functioning in older patients which indicates a need for better prediction of postoperative complications in the elderly. 47. Developing Water Leaders as Catalysts for Change: The Nebraska Water Leaders Academy

Abstract

Managing water resources is increasingly complex and dynamic. Sustaining freshwater ecosystem services in the face of increasing challenges and emerging threats is a supreme leadership challenge. Leadership development program designers should look to social science theories and methods to prepare leaders to catalyze the change necessary to meet future challenges. This paper provides evidence that a new generation of water leaders is needed; and correspondingly, there is a need for new leadership development programs. The Nebraska Water Leaders Academy and its evaluation is presented as a case study of a successful program training leaders in social science‐based skills in order to produce catalysts of change. The Academy is theoretically grounded in transformational leadership, champions of innovation, civic capacity, and entrepreneurial leadership. The Academy employs a process‐based curriculum with developmental experiences that includes key components of assessment, challenge, and support. Formative assessment provides constructive feedback from participants and guides the development of future sessions and curriculum. Summative assessment is used to gauge participants’ leadership knowledge, skills, and behaviors, and evaluate the instructional methods used in the Academy. Results of pre‐ and post‐Academy assessments of participants from both the participants’ and raters’ perspectives indicate statistically significant increases in transformational leadership behaviors, champion of innovation behaviors, civic capacity, entrepreneurial leadership behavior, awareness of Nebraska water issues, and engagement with Nebraska water issues.

The question is whether international law – specifically, amending the Outer Space Treaty – offers a way off that path and away from what some consider the inevitability of space warfare. This article addresses the challenges to amending the Outer Space Treaty as a way to slow down or abate what seems a fast-moving policy train, and offers suggestions regarding alternatives.

50. Socioecological Determinants of Drought Impacts and Coping Strategies for Ranching Operations in the Great Plains

Abstract

In Great Plains rangelands, drought is a recurring disturbance. Ranchers in this region expect to encounter drought but may not be adequately prepared for it. Efforts to encourage drought preparedness would benefit from a better understanding of the conditions under which managers make decisions to minimize the impacts of drought. We tested the direct and moderating roles of the drought hazard and the social-ecological context on drought impacts and response. This study was conducted with ranchers in western and central South Dakota and Nebraska following the drought that began in 2012. We surveyed ranchers regarding the effects of the drought and their responses and used multimodel analysis to explore the relationships among measures of drought preparedness, drought response, and drought impacts. Drought severity was the primary predictor of all impacts, but specific types of impacts were varied depending on the operation’s enterprise mix, resources, and management. The socioecological characteristics of the ranch system predicted drought response actions taken, by either providing the necessary resources and capacity to take action or creating sensitivity in the system that required action to be taken. We conclude with recommendations for learning from current drought experiences in order to better adapt to future drought events.
