This paper reports world averages of measurements of $b$-hadron, $c$-hadron, and $\tau$-lepton properties obtained by the Heavy Flavour Averaging Group using results available before October 2023. In rare cases, significant results obtained several months later are also used. For the averaging, common input parameters used in the various analyses are adjusted (rescaled) to common values, and known correlations are taken into account. 3. Evaluating Explanations Through LLMs: Beyond Traditional User Studies

As AI becomes fundamental in sectors like healthcare, explainable AI (XAI) tools are essential for trust and transparency. However, traditional user studies used to evaluate these tools are often costly, time consuming, and difficult to scale. In this paper, we explore the use of Large Language Models (LLMs) to replicate human participants to help streamline XAI evaluation. We reproduce a user study comparing counterfactual and causal explanations, replicating human participants with seven LLMs under various settings. Our results show that (i) LLMs can replicate most conclusions from the original study, (ii) different LLMs yield varying levels of alignment in the results, and (iii) experimental factors such as LLM memory and output variability affect alignment with human responses. These initial findings suggest that LLMs could provide a scalable and cost-effective way to simplify qualitative XAI evaluation.

4. The Gerontocratization of Science: How hypergrowth reshapes knowledge circulation

Scientific literature has been growing exponentially for decades, with publications from the last twenty years now comprising 60% of all academic output. While the impact of information overload on news and social-media consumption is well-documented, its consequences on scientific progress remain understudied. Here, we investigate how this rapid expansion affects the circulation and exploitation of scientific ideas. Unlike other cultural domains, science is experiencing a decline in the proportion of highly influential papers and a slower turnover in its canons. This results in the disproportionate persistence of established works, a phenomenon we term the ``gerontocratization of science''. To test whether hypergrowth drives this trend, we develop a generative citation model that incorporates random discovery, cumulative advantage, and exponential growth of the scientific literature. Our findings reveal that as scientific output expands exponentially, gerontocratization emerges and intensifies, reducing the influence of new research. Recognizing and understanding this mechanism is crucial for developing targeted strategies to sustain intellectual dynamism and ensure a balanced and healthy renewal of scientific knowledge., Comment: 17 pages, 8 figures

We present an updated global analysis of beauty decays sensitive to the angle $\gamma$ of the Cabibbo-Kobayashi-Maskawa matrix and of $D$-meson mixing data in the framework of approximate universality for charm mixing. We extract the fundamental theoretical parameters determining absorptive and dispersive contributions to $D$ meson mixing and CP violation, together with the angle $\gamma$. The results for the charm mixing parameters are $x_{12} \simeq x = (0.402 \pm 0.044)\%$ and $y_{12} \simeq y = (0.627 \pm 0.021)\%$, while the two CP-violating phases are given by $\varphi_2^M = (1.9 \pm 1.6)^{\circ}$ and $\varphi_2^{\Gamma} = (2.7 \pm 1.6)^{\circ}$. Complexity science, despite its broad scope and potential impact, has not kept pace with fields like artificial intelligence, biotechnology and social sciences in addressing ethical concerns. The field lacks a comprehensive ethical framework, leaving us, as a community, vulnerable to ethical challenges and dilemmas. Other areas have gone through similar experiences and created, with discussions and working groups, their guides, policies and recommendations. Therefore, here we highlight the critical absence of formal guidelines, dedicated ethical committees, and widespread discussions on ethics within the complexity science community. Drawing on insights from the disciplines mentioned earlier, we propose a roadmap to enhance ethical awareness and action. Our recommendations include (i) initiating supportive mechanisms to develop ethical guidelines specific to complex systems research, (ii) creating open-access resources, and (iii) fostering inclusive dialogues to ensure that complexity science can responsibly tackle societal challenges and achieve a more inclusive environment. Following recent policy changes by X (Twitter) and other social media platforms, user interaction data has become increasingly difficult to access. These restrictions are impeding robust research pertaining to social and political phenomena online, which is critical due to the profound impact social media platforms may have on our societies. Here, we investigate the reliability of polarization measures obtained from different samples of social media data by studying the structural polarization of the Polish political debate on Twitter over a 24-hour period. First, we show that the political discussion on Twitter is only a small subset of the wider Twitter discussion. Second, we find that large samples can be representative of the whole political discussion on a platform, but small samples consistently fail to accurately reflect the true structure of polarization online. Finally, we demonstrate that keyword-based samples can be representative if keywords are selected with great care, but that poorly selected keywords can result in substantial political bias in the sampled data. Our findings demonstrate that it is not possible to measure polarization in a reliable way with small, sampled datasets, highlighting why the current lack of research data is so problematic, and providing insight into the practical implementation of the European Union's Digital Service Act which aims to improve researchers' access to social media data.

Using nonequilibrium computer simulations, we study the response of ferromagnetic nanofilaments, consisting of stabilized onedimensional chains of ferromagnetic nanoparticles, under external rotating magnetic fields. In difference with their analogous microscale and stiff counterparts, which have been actively studied in recent years, nonequilibrium properties of rather flexible nanoparticle filaments remain mostly unexplored. By progressively increasing the modeling details, we are able to evidence the qualitative impact of main interactions that can not be neglected at the nanoscale, showing that filament flexibility, thermal fluctuations and hydrodynamic interactions contribute independently to broaden the range of synchronous frequency response in this system. Furthermore, we also show the existence of a limited set of characteristic dynamic filament configurations and discuss in detail the asynchronous response, which at finite temperature becomes probabilistic.

13. Geometry-induced Implicit Regularization in Deep ReLU Neural Networks

It is well known that neural networks with many more parameters than training examples do not overfit. Implicit regularization phenomena, which are still not well understood, occur during optimization and 'good' networks are favored. Thus the number of parameters is not an adequate measure of complexity if we do not consider all possible networks but only the 'good' ones. To better understand which networks are favored during optimization, we study the geometry of the output set as parameters vary. When the inputs are fixed, we prove that the dimension of this set changes and that the local dimension, called batch functional dimension, is almost surely determined by the activation patterns in the hidden layers. We prove that the batch functional dimension is invariant to the symmetries of the network parameterization: neuron permutations and positive rescalings. Empirically, we establish that the batch functional dimension decreases during optimization. As a consequence, optimization leads to parameters with low batch functional dimensions. We call this phenomenon geometry-induced implicit regularization.The batch functional dimension depends on both the network parameters and inputs. To understand the impact of the inputs, we study, for fixed parameters, the largest attainable batch functional dimension when the inputs vary. We prove that this quantity, called computable full functional dimension, is also invariant to the symmetries of the network's parameterization, and is determined by the achievable activation patterns. We also provide a sampling theorem, showing a fast convergence of the estimation of the computable full functional dimension for a random input of increasing size. Empirically we find that the computable full functional dimension remains close to the number of parameters, which is related to the notion of local identifiability. This differs from the observed values for the batch functional dimension computed on training inputs and test inputs. The latter are influenced by geometry-induced implicit regularization.

While sanctions in political and economic areas are now part of the standard repertoire of Western countries (not always endorsed by UN mandates), sanctions in science and culture in general are new. Historically, fundamental research as conducted at international research centers such as CERN has long been seen as a driver for peace, and the Science4Peace idea has been celebrated for decades. However, much changed with the war against Ukraine, and most Western science organizations put scientific cooperation with Russia and Belarus on hold immediately after the start of the war in 2022. In addition, common publications and participation in conferences were banned by some institutions, going against the ideal of free scientific exchange and communication. These and other points were the topics of an international virtual panel discussion organized by the Science4Peace Forum together with the "Natural Scientists Initiative - Responsibility for Peace and Sustainability" (NatWiss e.V.) in Germany and the journal "Wissenschaft und Frieden" (W&F) (see the Figure). Fellows from the Hamburg Institute for Peace Research and Security Policy (IFSH), scientists collaborating with the large physics research institutes DESY and CERN, as well as from climate and futures researchers were represented on the panel. In this Dossier we document the panel discussion, and give additional perspectives. The authors of the individual sections present their personal reflections, which should not be taken as implying that they are endorsed by the Science4Peace Forum or any other organizations. 17. Solitary-wave solutions of Benjamin-Ono and other systems for internal waves. II. Dynamics

Considered here are two systems of equations modeling the two-way propagation of long-crested, long-wavelength internal waves along the interface of a two-layer system of fluids in the Benjamin-Ono and the Intermediate Long-Wave regime, respectively. These systems were previously shown to have solitary-wave solutions, decaying to zero algebraically for the Benjamin-Ono system, and exponentially in the Intermediate Long-Wave regime. Several methods to approximate solitary-wave profiles were introduced and analyzed by the authors in Part I of this project. A natural continuation of this previous work, pursued here, is to study the dynamics of the solitary-wave solutions of these systems. This will be done by computational means using a discretization of the periodic initial-value problem. The numerical method used here is a Fourier spectral method for the spatial approximation coupled with a fourth-order, explicit Runge-Kutta time stepping. The resulting, fully discrete scheme is used to study computationally the stability of the solitary waves under small and large perturbations, the collisions of solitary waves, the resolution of initial data into trains of solitary waves, and the formation of dispersive shock waves. Comparisons with related unidirectional models are also undertaken.

Studying how we explore the world in search of novelties is key to understand the mechanisms that can lead to new discoveries. Previous studies analyzed novelties in various exploration processes, defining them as the first appearance of an element. However, novelties can also be generated by combining what is already known. We hence define higher-order novelties as the first time two or more elements appear together, and we introduce higher-order Heaps' exponents as a way to characterize their pace of discovery. Through extensive analysis of real-world data, we find that processes with the same pace of discovery, as measured by the standard Heaps' exponent, can instead differ at higher orders. We then propose to model an exploration process as a random walk on a network in which the possible connections between elements evolve in time. We investigate a tantalizing symmetry on Catalan objects. In terms of Dyck paths, this symmetry is interpreted in the following way: if $w_{n,k,m}$ is the number of Dyck paths of semilength $n$ with $k$ occurrences of $UD$ and $m$ occurrences of $UUD$, then $w_{2k+1,k,m}=w_{2k+1,k,k+1-m}$. We give two proofs of this symmetry: an algebraic proof using generating functions, and a combinatorial proof which makes heavy use of the cycle lemma and an alternate interpretation of the numbers $w_{n,k,m}$ using plane trees. In particular, our combinatorial proof expresses the numbers $w_{2k+1,k,m}$ in terms of Narayana numbers, and we generalize this to a relationship between the numbers $w_{n,k,m}$ and a family of generalized Narayana numbers due to Callan. Some further generalizations and applications of our combinatorial proofs are explored. Flavour mixing and CP violation as measured in weak decays and mixing of neutral mesons are a fundamental tool to test the Standard Model (SM) and to search for new physics. New analyses performed at the LHC experiment open an unprecedented insight into the Cabibbo-Kobayashi-Maskawa (CKM) metrology and new evidence for rare decays. Important progress has also been achieved in theoretical calculations of several hadronic quantities with a remarkable reduction of the uncertainties. This improvement is essential since previous studies of the Unitarity Triangle did show that possible contributions from new physics, if any, must be tiny and could easily be hidden by theoretical and experimental errors. Thanks to the experimental and theoretical advances, the CKM picture provides very precise SM predictions through global analyses. We present here the results of the latest global SM analysis performed by the UTfit collaboration including all the most updated inputs from experiments, lattice QCD and phenomenological calculations., Comment: 24 pages, 7 figures, 11 tables

45. The Concept of Decentralization Through Time and Disciplines: A Quantitative Exploration

Decentralization is a pervasive concept found across disciplines, including Economics, Political Science, and Computer Science, where it is used in distinct yet interrelated ways. Here, we develop and publicly release a general pipeline to investigate the scholarly history of the term, analysing 425,144 academic publications that refer to (de)centralization. We find that the fraction of papers on the topic has been exponentially increasing since the 1950s. In 2021, 1 author in 154 mentioned (de)centralization in the title or abstract of an article. Using both semantic information and citation patterns, we cluster papers in fields and characterize the knowledge flows between them. Our analysis reveals that the topic has independently emerged in the different fields, with small cross-disciplinary contamination. Moreover, we show how Blockchain has become the most influential field about 10 years ago, while Governance dominated before the 1990s. In summary, our findings provide a quantitative assessment of the evolution of a key yet elusive concept, which has undergone cycles of rise and fall within different fields. This paper reports world averages of measurements of $b$-hadron, $c$-hadron, and $\tau$-lepton properties obtained by the Heavy Flavour Averaging Group using results available before April 2021. In rare cases, significant results obtained several months later are also used. For the averaging, common input parameters used in the various analyses are adjusted (rescaled) to common values, and known correlations are taken into account. The averages include branching fractions, lifetimes, neutral meson mixing parameters, CP violation parameters, parameters of semileptonic decays, and Cabibbo-Kobayashi-Maskawa matrix elements., Comment: 568 pages. Is a sample rich enough to determine, at least locally, the parameters of a neural network? To answer this question, we introduce a new local parameterization of a given deep ReLU neural network by fixing the values of some of its weights. This allows us to define local lifting operators whose inverses are charts of a smooth manifold of a high dimensional space. The function implemented by the deep ReLU neural network composes the local lifting with a linear operator which depends on the sample. We derive from this convenient representation a geometrical necessary and sufficient condition of local identifiability. Looking at tangent spaces, the geometrical condition provides: 1/ a sharp and testable necessary condition of identifiability and 2/ a sharp and testable sufficient condition of local identifiability. The validity of the conditions can be tested numerically using backpropagation and matrix rank computations.

In this work, we consider the case of a strongly coupled dark/hidden sector, which extends the Standard Model (SM) by adding an additional non-Abelian gauge group. These extensions generally contain matter fields, much like the SM quarks, and gauge fields similar to the SM gluons. We focus on the exploration of such sectors where the dark particles are produced at the LHC through a portal and undergo rapid hadronization within the dark sector before decaying back, at least in part and potentially with sizeable lifetimes, to SM particles, giving a range of possibly spectacular signatures such as emerging or semi-visible jets. Other, non-QCD-like scenarios leading to soft unclustered energy patterns or glueballs are also discussed. After a review of the theory, existing benchmarks and constraints, this work addresses how to build consistent benchmarks from the underlying physical parameters and present new developments for the PYTHIA Hidden Valley module, along with jet substructure studies. Finally, a series of improved search strategies is presented in order to pave the way for a better exploration of the dark showers at the LHC., Comment: Uniform notation, fixed typos, improved numerical analysis, added references, comments welcome
