Understanding spatially correlated floods and modeling joint hazard associated with threshold exceedances across multiple locations is crucial for accurate estimation of continental‐scale portfolio risk. This work uses a non‐parametric copula‐based spatial simulator to analyze peak floods across the United States to derive the first‐of‐its‐kind continental portfolio risk estimates at the 10‐ and 100‐year return levels. We find significant interdependence in floods across the nation, revealing the recurring pattern of extreme events affecting the Northeast, Central, West, and Northwest United States in the same year. The stochastic simulator effectively manages high‐dimensional data and offers reliable uncertainty estimates for both spatially dependent floods and the aggregated flood losses at the continental level. El Niño‐Southern Oscillation and Atlantic Multidecadal Oscillation are identified as statistically significant tele‐connectors of aggregate loss. This research aims to advance the understanding of compound continental flood hazard and the potential large‐scale climate teleconnections that lead to such compound floods. This knowledge helps determine how likely it is for major annual floods to occur all across the country in the future. Consequently, an understanding of what drives such total annual flood losses each year and their relation to climate conditions is of strategic importance. Large‐scale climate patterns can influence where, how much, and how often it floods in a given year. The coincidence of many such events in a year across the country is an example of a compound flood hazard, whose aggregate loss is of interest. This study uses a stochastic model for simulating multiple floods across the United States while preserving information as to their co‐occurrence. The model also calculates the likelihood of combined flood losses, along with its uncertainty. The key patterns in the ocean and the atmosphere that lead to these widespread losses are then identified. Dam failure can cause extraordinary flooding. Water and wastewater treatment plants, electricity generation facilities, bridges, highways, population centers, and other dams often lie downstream of a dam. If poorly maintained, aging dams can be overtopped by extreme rainfall events, and long-term loss of critical infrastructure services for many communities and regions may result. Such events are now more likely as the climate changes. How should we prioritize dams that need immediate attention and retrofit or remove them? Losses from a dam failure could exceed the infrastructure's replacement costs, through cascading effects in multiple sectors such as electricity, transportation, water supply, and environmental services. The existing dam hazard classification frameworks in the US and many other countries do not formally characterize "hazard hotspots" considering these impacts. Given that there are over 90,000 dams at different stages of repair, maintenance, and budgetary constraints, a systematic approach is needed to rank their potential failure hazard and allocate resources for risk mitigation. In this paper, we synthesize an approach for preliminary ranking of the priority areas of concern. The approach is scalable over many regions for rapid assessment of magnitude and exposure of a dam failure. The estimation of the consequences of a dam failure, including its financial losses, as well as affected critical infrastructures and population, is explored using publicly available dam break and consequence tools as well as national infrastructure data sets. Stochastic precipitation generators (SPGs) are often used to produce synthetic precipitation series for water resource management. Typically, an SPG assumes a stationary climate. We present an hourly precipitation generation algorithm for nonstationary conditions informed by the global climate model (GCM) forecasted average monthly temperature (AMT). The physical basis for precipitation formation is considered explicitly in the design of the algorithm using hourly pressure change events (PCE) to define the relationship between hourly precipitation and AMT. The algorithm consists of a multivariable Markov Chain and a moving window driven by time, temperature, and pressure change. We demonstrate the methodology by generating a 100‐year, continuous, synthetic hourly precipitation time series using GCM AMT projections for the Northeast United States. When compared with historical observations, the synthetic results suggest that future precipitation in this region will be more variable, with more frequent mild events and fewer but intensified extremes, especially in warm seasons. The synthetic time series suggests that there will be less precipitation in the summers, while winters will be wetter, consistent with other research on climate change projections for the Northeast United States. This SPG provides physically plausible weather ensembles for water resource studies involving climate change. Drinking-water contaminants pose a risk to public health. When confronted with elevated levels of contaminants, individuals can take actions to reduce exposure. Yet, few studies address averting behavior due to impaired water, particularly in high-income countries. This is a problem of national interest, given that 9 million to 45 million people have been affected by water quality violations in each of the past 34 years. No national analysis has focused on the extent to which communities reduce exposure to contaminated drinking water. Here, we present an assessment that sheds light on how communities across the United States respond to violations of the Safe Drinking Water Act, using consumer purchases of bottled water. This study provides insight into how averting behavior differs across violation types and community demographics. We estimate the change in sales due to water quality violations, using a panel dataset of weekly sales and violation records in 2,151 counties from 2006 to 2015. Critical findings show that violations which pose an immediate health risk are associated with a 14% increase in bottled water sales. Generally, greater averting action is taken against contaminants that might pose a greater perceived health risk and that require more immediate public notification. Rural, low-income communities do not take significant averting action for elevated levels of nitrate, yet experience a higher prevalence of nitrate violations. Findings can inform improvements in public notification and targeting of technical assistance from state regulators and public health agencies in order to reduce community exposure to contaminants. Low‐flow events can cause significant impacts to river ecosystems and water‐use sectors; as such, it is important to understand their variability and drivers. In this study, we characterise the variability and timing of annual total frequency of low‐streamflow days across a range of headwater streams within the continental United States. To quantify this, we use a metric that counts the annual number of low‐flow days below a given threshold, defined as the cumulative dry days occurrence (CDO). First, we identify three large clusters of stream gauge locations using a Partitioning Around Medoids (PAM) clustering algorithm. In terms of timing, results reveal that for most clusters, the majority of low‐streamflow days occur from the middle of summer until early fall, although several locations in Central and Western United States also experience low‐flow days in cold seasons. Further, we aim to identify the regional climate and larger scale drivers for these low‐streamflow days. Regionally, we find that precipitation deficits largely associate with low‐streamflow days in the Western United States, whereas within the Central and Eastern U.S. clusters, high temperature indicators are also linked to low‐streamflow days. In terms of larger scale, we examine sea surface temperature (SST) anomalies, finding that extreme dry years exhibit a high degree of co‐occurrence with different patterns of warmer SST anomalies across the Pacific and Northern Atlantic Oceans. Water data play a crucial role in the development and assessment of sustainable water management strategies. Water resource assessments are needed for the planning, management, and the evaluation of current practices. They require environmental, climatic, hydrologic, hydrogeologic, industrial, agricultural, energy, and socioeconomic data to assess and accurately project the supply of and demand for water services. Given this context, we provide a review of the current state of publicly available water data in the United States. While considerable progress has been made in data science and model development in recent years, data limitations continue to hamper analytics. A brief overview of the water data sets available at the federal level is used to highlight the gaps in readily accessible water data in the United States. Then, we present a systematic review of 275 websites that provide water information collected at the state level. Data platforms are evaluated based on content (ground and surface water, water quality, and water use information) along with the analytical and exploratory tools that are offered. Wev discuss the degree to which existing state‐level data sets could enrich the data available from federal sources and review some recent technological developments and initiatives that may modernize water data. We argue that a national water data portal, more comprehensive than the U.S. Energy Information Administration, addressing the significant gaps and centralizing water data is critical. It would serve to quantify the risks emerging from growing water stress and aging infrastructure and to better inform water management and investment decisions. Evolving patterns of droughts and wet spells in the conterminous United States (CONUS) are examined over 555 years using a tree-ring-based paleoclimate reconstruction of the modified Palmer drought severity index (PDSI). A hidden Markov model is used as an unsupervised method of classifying climate states and quantifying the temporal evolution from one state to another. Modeling temporal variability in spatial patterns of drought and wet spells provides the ability to objectively assess and simulate historical persistence and recurrence of similar patterns. The Viterbi algorithm reveals the probable sequence of states through time, enabling an examination of temporal and spatial features and associated large-scale climate forcing. Distinct patterns of sea surface temperature that are known to enhance or inhibit rainfall are associated with some states. Using the current CONUS PDSI field the model can be used to simulate the space–time PDSI pattern over the next few years, or unconditional simulations can be used to derive estimates of spatially concurrent PDSI patterns and their persistence and intensity across the CONUS. Ensuring safe water supply for communities across the United States is a growing challenge in the face of aging infrastructure, impaired source water, and strained community finances. In the aftermath of the Flint lead crisis, there is an urgent need to assess the current state of US drinking water. However, no nationwide assessment has yet been conducted on trends in drinking water quality violations across several decades. Efforts to reduce violations are of national concern given that, in 2015, nearly 21 million people relied on community water systems that violated healthbased quality standards. In this paper, we evaluate spatial and temporal patterns in health-related violations of the Safe Drinking Water Act using a panel dataset of 17,900 community water systems over the period 1982-2015. We also identify vulnerability factors of communities and water systems through probit regression. Increasing time trends and violation hot spots are detected in several states, particularly in the Southwest region. Repeat violations are prevalent in locations of violation hot spots, indicating that water systems in these regions struggle with recurring issues. In terms of vulnerability factors, we find that violation incidence in rural areas is substantially higher than in urbanized areas. Meanwhile, private ownership and purchased water source are associated with compliance. These findings indicate the types of underperforming systems that might benefit from assistance in achieving consistent compliance. Abstract: Roof rainwater harvesting (RWH) has the potential to augment water supplies for urban and suburban uses throughout the United States (U.S.). Studies of the performance of RWH at the building and city scales in the U.S. are available, but a countrywide overview of the potential performance of RWH at the county scale has not been done before. Three approaches were taken: (1) assess the viability of RWH in terms of the rainfall that could be captured in relation to the water demand in each county (excluding agriculture), (2) evaluate the performance of a “typical” domestic RWH system across all counties with metrics related to its ability to supply the potable and nonpotable demand, and (3) evaluate the effect of adding a 50% rainwater reuse component to the analysis. We find RWH could be a viable supplemental water source in the U.S., particularly in counties of the Pacific Northwest, Central, and Eastern regions (percent demand covered >50%). Low population density counties have the potential to meet their annual water needs with RWH, while high‐density counties could only source a small portion (~20%) of their annual demand with RWH. Typical RWH systems in counties in the Central and Eastern U.S. performed better than in Western counties. Adding a reuse component can be a key factor in making RWH attractive in many areas of the country. Storage and controlled distribution of water have been key elements of a human strategy to overcome the space and time variability of water, which have been marked by catastrophic droughts and floods throughout the course of civilization. In the United States, the peak of dam building occurred in the mid-20th century with knowledge limited to the scientific understanding and hydrologic records of the time. Ecological impacts were considered differently than current legislative and regulatory controls would potentially dictate. Additionally, future costs such as maintenance or removal beyond the economic design life were not fully considered. The converging risks associated with aging water storage infrastructure and uncertainty in climate in addition to the continuing need for water storage, flood protection, and hydropower result in a pressing need to address the state of dam infrastructure across the nation. Decisions regarding the future of dams in the United States may, in turn, influence regional water futures through groundwater outcomes, economic productivity, migration, and urban growth. We advocate for a comprehensive national water assessment and a formal analysis of the role dams play in our water future. We emphasize the urgent need for environmentally and economically sound strategies to integrate surface and groundwater storage infrastructure in local, regional, and national water planning considerations. A research agenda is proposed to assess dam failure impacts and the design, operation, and need for dams considering both paleo and future climate, utilization of groundwater resources, and the changing societal values toward the environment. Recent advances in paleoclimatology have revealed dramatic long-term hydroclimatic variations that provide a context for limited historical records. A notable data set derived from a relatively dense network of paleoclimate proxy records in North America is the Living Blended Drought Atlas (LBDA): a gridded tree-ring-based reconstruction of summer Palmer Drought Severity Index. This index has been used to assess North American drought frequency, persistence, and spatial extent over the past two millennia. Here, we explore whether the LBDA can be used to reconstruct annual streamflow. Relative to streamflow reconstructions that use tree rings within the river basin of interest, the use of a gridded proxy poses a novel challenge. The gridded series have high spatial correlation, since they rely on tree rings over a common radius of influence. A novel algorithm for reconstructing streamflow using regularized canonical regression and inputs of local and global covariates is developed and applied over the Missouri River Basin, as a test case. Effectiveness in reconstruction is demonstrated with reconstructions showing periods where streamflow deficits may have been more severe than during recent droughts (e.g., the Civil War, Dust Bowl, and 1950s droughts). The maximum persistence of droughts and floods over the past 500 years far exceeds those observed in the instrumental record and periods of multidecadal variability in the 1500s and 1600s are detected. Challenges for an extension to a national streamflow reconstruction or applications using other gridded paleoclimate data sets such as adequate spatial coverage of streamflow and applicability of annual reconstructions are discussed. • A new US hydroeconomic model quantifies water stress accounting for infrastructure. • A third of US counties are unable to meet their water demands from renewable sources. • Water stress is greatly overestimated by metrics based only on local runoff. • Reservoirs reduce both total water supply failure and its intra-annual variability. • Over 40% of counties overcome deficits during dry months due to existing reservoirs. Water stress in many regions is a consequence of precipitation that is spatially and temporally distant and the cumulative effects of withdrawals, inter-basin transfers, and reservoirs. Most maps of "water risk" do not account for the role of infrastructure and rely on local runoff metrics, which may be a poor proxy for experienced water stress. We present a new spatial and multi-sectoral optimization model of resource networks, applied here to water resources in the United States. The model, AWASH, includes a detailed representation of surface water and reservoirs, and relates water risk directly to failures to meet water demand as a function of climate. We find that considering the role of water conveyance and storage infrastructure in managing supply leads to a radically different picture of water risk, with substantial reductions due to both types of infrastructure – up to 60% reduction in risk due to conveyance and 38% due to storage. Summary A new drought index is introduced that explicitly considers both water supply and demand. It can be applied to aggregate demand over a geographical region, or for disaggregated demand related to a specific crop or use. Consequently, it is more directly related than existing indices, to potential drought impacts on different segments of society, and is also suitable to use as an index for drought insurance programs targeted at farmers growing specific crops. An application of the index is presented for the drought characterization at the county level for the aggregate demand of eight major field crops in the conterminous United States. Two resiliency metrics are developed and applied with the drought index time series. In addition, a clustering algorithm is applied to the onset times and severity of the worst historical droughts in each county, to identify the spatial structure of drought, relative to the cropping patterns in each county. The geographic relationship of drought severity, drought recovery relative to duration, and resilience to drought is identified, and related to attributes of precipitation and also cropping intensity, thus distinguishing the relative importance of water supply and demand in determining potential drought outcomes. • In some U.S. counties, up to 50% of unsewered homes use straight pipes. • Straight pipes have received little attention from regulators or researchers. • Lack of funding precludes quantification and discourages reporting. Roughly ¼ of U.S. residents (80 million people) lack access to sanitary sewers and are required to treat their wastewater through a permitted onsite wastewater treatment system (OWTS). The vast majority use conventional septic systems with subsurface infiltration, which work well under most conditions. However, certain geologic conditions (e.g., impermeable soil, high water table) can preclude use of septic systems, requiring investment in expensive advanced OWTS. The confluence of lack of sewer, unsuitable geology, and poverty can lead households to have no feasible option for treating wastewater. In many such communities households discharge raw sewage onto the ground through what are commonly called "straight pipes." Here, we present the first effort to synthesize available evidence documenting the scope of straight pipe use in the U.S., including estimates of close to 50% straight pipe use in some counties. Despite reports that straight pipes are widespread and troubling preliminary evidence of adverse health effects, there has been no national effort to estimate the use or impacts of straight pipes. There are various disincentives that discourage the reporting of straight pipes by both residents and government actors. We propose ways to improve quantification of straight pipes and increase knowledge of their adverse effects. We identify the characteristics of areas with large proportions of straight pipes and describe the role of new and pending government programs in encouraging reporting and providing solutions.
