This article develops a reflection on collective mandates in the Brazilian political system and analyzes the possible contribution to local development, based on practices that encourage deliberative citizenship. The case study was based on the analysis of posts made by the Collective Mandate Alto Paraíso de Goiás (CMAPG) on the group's official Facebook page for 39 months. Based on a set of indicators proposed by the Getulio Vargas Foundation's Social Management Studies Program (SMSP), which aims to analyze deliberative citizenship in practice, we evaluate the performance of CMAPG in the "discussion process" category, evaluating the following criteria: disclosure of communication channels, quality of information, spaces for transversality, plurality of the promoting group, existing agencies, inspection agencies and relationships with other participatory processes. We use Content Analysis and Critical Discourse Analysis (ACD) as methodological resources. We have theoretical discussions on deliberative democracy and digital democracy. We have identified several elements in the discussion process conducted by CMAPG that contribute to deliberative citizenship and enable articulation between social actors, favouring local development. This paper discusses how the theme policy of communication had treated by the Workers’ Party (PT) over the years in its government plans. The analysis comprises 25 years, between 1989 and 2014. During this period were held seven elections for the Brazilian president, and four terms were elected Luiz Inácio Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016). It is adopted as a methodology a documental research and content analysis of the proposals submitted by the PT candidates. The study reveals inconsistencies between party orientations in this field and government practices, as well as evidence that the PT’s commitment to regulate communication was fading with each disputed election. The party itself has recently recognized that one of the misconceptions committed during the four terms of office was not to have democratization of the media as one of the priority tasks. The Lula da Silva's foreign policy (2003-2010) was subject to controversy. Debate arose among groups who argued that it was "contaminated by anti-Americanism and ideological orientation" and those who believed that the country only acted in a pragmatic way. This controversy seems to be another chapter of divergent views on Brazil-US relations that has been manifested, at least, since the proclamation of the Republic in Brazil in 1889. The article analyzes and compares economic and political data of the presidential terms of Fernando Henrique Cardoso (1995 -2002) and Lula da Silva (2003-2010) verifying the influence of the alleged 'anti-Americanism' in the latter. The main objective of this research article is to highlight the constitutional and legal norms that, in Brazil, came to structure the system of integral protection of children and adolescents, as well as the context of public policies instituted to give them concrete effectiveness in the social environment to which they are directed. The method used concerns the legal and doctrinal analysis, as well as criticism of the dismantling of such public policies by governmental determinations, in actions that are inconsistent with these fundamental norms, notably with regards to the vulnerability of the conditions of child labor and the exposure of these boys and girls, now, to contagion by the coronavirus due to the current pandemic. The guiding question can be expressed as follows: in what way is it possible to reverse or, at least, minimize such a scenario of aggression against the fundamental human rights of children and adolescents? As a finding, it is emphasized that the solution to confront the problem is made up of public policies of the State, which must distance themselves from political and ideological injunctions of governments. Objective To develop a method to assess the cost of extending the duration of maternity leave for formally-employed women at the national level and apply it in Brazil, Ghana and Mexico. Methods We adapted a World Bank costing method into a five-step method to estimate the costs of extending the length of maternity leave mandates. Our method used the unit cost of maternity leave based on working women's weekly wages; the number of additional weeks of maternity leave to be analysed for a given year; and the weighted population of women of reproductive and legal working age in a given country in that year. We weighted the population by the probability of having a baby that year among women in formal employment, according to individual characteristics. We applied nationally representative cross-sectional data from fertility, employment and population surveys to estimate the costs of maternity leave for mothers employed in the formal sector in Brazil, Ghana and Mexico for periods from 12 weeks up to 26 weeks, the WHO target for exclusive breastfeeding. Findings We estimated that 640 742 women in Brazil, 33 869 in Ghana and 288 655 in Mexico would require formal maternity leave annually. The median weekly cost of extending maternity leave for formally working women was purchasing power parity international dollars (PPP$) 195.07 per woman in Brazil, PPP$ 109.68 in Ghana and PPP$ 168.83 in Mexico. The links between Brazil and African countries go far beyond official political or economic relations and date back to the beginnings of Portuguese colonisation in the New World. They are bound by the painful history of many centuries of slavery, but also the influence of the African population on Brazilian culture, religion and society. Today, Brazil is the country with the second largest population of African descent after Nigeria, yet Brazil’s policy towards Africa seems largely short-term. The aim of the following article is to show the evolution of Brazil’s policy towards Africa in these dimensions from a historical perspective, with particular emphasis on the changes in its dynamics in the 21st century and its inclusion in a broader strategy of the country’s international activity. This research note contributes updated and extended point estimates of the ideological positions of Brazilian political parties and novel estimates of the positions of all presidents since redemocratization in 1985. Presidents and parties are jointly responsible for the operability of Brazil's version of coalitional presidentialism. Locating these key political actors in a unidimensional left–right space over time reveals rising challenges to the institutional matrix, particularly since 2013. Ideological polarization among parties has sharply increased, presidents have become more distant from Congress, and the political center has become increasingly vacated.
