This paper argues that political brokers pay particular attention to household size, and the age distribution of its members, when allocating scarce indivisible social benefits. Because people usually share their income with other household members, allocating a social benefit to an individual member of a household with n voters is likely to bring more political support than allocating the same benefit to an individual member of a household with n-1 voters. Based on the main Argentine household survey and on personal interviews with 120 brokers, this paper shows that brokers effectively collect information on family size and age composition and allocate scarce temporary public works programs to families with more voters, unintentionally discriminating against families with children not old enough to vote. This paper introduces Emilia, a speech corpus created to build a female voice in Spanish spoken in Buenos Aires for the Aromo text-to-speech system. Aromo is a unit selection text-to-speech system, which employs diphones as units of synthesis. The key requirements and design criteria for Emilia were: to synthesize any text in Spanish into high-quality speech with a minimum corpus size. The text corpus was designed to guarantee the phonetic and prosodic coverage. A three-stage strategy was used: in the first stage, 741 sentences were designed with all of the syllables of Spanish spoken in Argentina, with and without stress, and in all positions within the word; in the second stage, 852 sentences were added to balance out the distribution of the diphones; and after a perceptual evaluation of the quality of synthesized speech, in the third and final stage, 625 sentences were added to achieve the specified unit coverage, and to introduce sentences with more complex syntactic and prosodic structures. Issues from all three corpus building stages are reported. The paper also presents the results from the quality perceptual evaluations of the synthesized voice. Emilia has a duration of three hours and 15 minutes; its speech quality synthesized with Aromo system is similar to the level obtained with commercial systems, with a real-time ratio less than one. 254. Rural Tax Evasion in Argentina: An Analysis of Tax Evasion Mechanisms and Social Relationships in the Córdoba Grain Market.

This paper uses a theoretical perspective based on the ideas of Foucault, critical criminology, and rural criminology, to examine how social relations influenced tax evasion mechanisms in agriculture in the province of Córdoba, Argentina. The paper's main contribution is to show how tax evasion mechanisms are deeply rooted in social relationships developed in the grain market. Through the analysis of thirty interviews, official statistics of tax evasion convictions, and administrative resolutions issued by the national tax agency, I argue that severe formal controls were unsuccessful in eradicating tax evasion because normative changes could not abruptly annul the social relations that made tax evasion in agriculture possible. On the contrary, tax evasion persisted, although some evasion mechanisms were left aside and new ones were created. Thus, it is necessary to stress the importance of a paper that studies economic crimes in geographic areas outside the global north, such as rural Argentina. [ABSTRACT FROM AUTHOR]

Purpose - This paper aims to estimate the impact of the 2000s commodity boom in the major Latin American economies. Design/methodology/approach - The author used a structural vector autorregresive analysis where the selection of variables is conditional on a New Keynesian Model for a small open economy. Findings - The evidence indicates that the Argentinean nominal exchange rate appreciated less while its output and inflation grew more than those of the other nations when subjected to commodity shocks. These results are interpreted as a more aggressive leaning-against-the-wind intervention by Argentina, probably to avoid the Dutch disease. Although the effects with regard to output were indeed stronger in Argentina, this was only at the expense of higher inflation and volatility suffered during the boom. Originality/value - At the time of the writing of this paper, no work had evaluated Argentinean underperformace to the manner in which its exchange rate policy was handled in comparison with the rest of the region during the boom. 258. Entrepreneurial Decisions and Problem-Solving: A Discussion for a New Perspective Based on Complex Thinking

- Abstract
This work addresses the importance of innovation in entrepreneurial and business education to ensure that students develop the ability to make complex decisions and solve complex challenges. The intention was to incorporate the complexity theory in decision-making and problem-solving in business and entrepreneurship. To achieve this, we present the results of the first phase of our project, aiming to scale the levels of complex thinking in university students, discuss the need for business and entrepreneurship students to develop complex thinking competency (including its sub-competencies of critical, systemic, scientific, and innovative thinking) in the complexity of the business environment, analyze the relevance of system elements, apply their inductive and deductive reasoning, and create appropriate and relevant solutions. Our findings suggest that an educational model focused on developing complex thinking and its four sub-competencies can enable entrepreneurs to integrate sustainable development, increase their social engagement and critical thinking, develop their imaginative intelligence and discursive and reflective skills, and thus improve their decision-making and problem-solving processes. In the future, we plan to extend this analysis to the behavior of real-life entrepreneurs. [For the full proceedings, see ED654100.]

Biodiversity loss remains one of the most pressing issues for global governance. This situation can be seen in Argentina and Chile through the effects of biodiversity loss caused by the introduction and expansion of beavers in Southern Patagonia. This case is interesting because, despite the Beagle conflict (i.e., the border dispute) between these countries some decades ago, nowadays Argentina and Chile are facing shared environmental problems and both are actively seeking solutions. The main question in this paper is, how did Argentina and Chile search for a solution to shared environmental problems caused by the expansion of beavers in Southern Patagonia? This paper tackles this question and presents the results of the conducted qualitative research. The results indicate that, in order to understand what Argentina and Chile are doing to achieve a solution to their shared environmental problems, research cannot be exclusively focus on domestic affairs. Instead, this issue requires taking into account how international dimensions influenced domestic policies. As this paper argues, in Argentina and Chile, international cooperation is a method of influencing biodiversity governance through funds granted by international organizations and international expert recommendations. - Abstract
The intention of the present paper is to show that people have a series of educational needs in the era of information, so that they can become competent digital citizens. These educational needs are evident in the policies promoted by the United Nations Educational, Scientific and Cultural Organisation, which were well known to Latin American governments of the decades from the 1960s to the 1990s. Therefore, it is to be hoped that the educational reforms of 1990s have elements based on the principles of education that they advanced, which emphasises the preparation of subjects in the digital era, based on advances in information and communication technology, focusing on the teaching and learning of computer science. 261. Persistent effects of natural disasters on human development: quasi-experimental evidence for Argentina.

This paper evaluates whether exposure to natural disasters very early in the life of a person has persistent effects on her human development outcomes in the case of Argentina. Using the microdata of the 2010 National Census of Population and the Disaster Inventory System's (DesInventar) records of the occurrence of natural disasters, we estimate a differences in differences model, exploiting geographical variation (between districts of Argentina) and temporal variation (between birth cohorts) in the occurrence of natural disasters. Fixed effects are considered by cohorts and districts, as well as control variables. We find that exposure to natural disasters during the first year of life significantly reduces the number of years of schooling achieved in 0.03 years and increases the chances of being unemployed when adult. Importantly, we find that the personal experience of a natural disaster goes beyond individual outcomes, increasing the chances of living in a multidimensionally poor household when adult. Exposure to natural disasters during gestation also has significant detrimental impact on these outcomes. In the context of climate change, in which an increase in the frequency and severity in the occurrence of natural disasters is expected, our results are a call of attention, indicating that it is of outmost importance to design and implement public policies towards increasing the country's preparedness and resilience to natural disasters. The remembrance of war and commemoration practices shape the collective memories of society and, as such, war has been one of the most productive topics in memory studies. Commemorating past wars is one of the ways of constructing a commonly shared memory that would enhance group cohesion and shape collective identity. This paper will provide three examples of sites of memory in reference to the Malvinas/Falklands War, one from each side of the dispute-- United Kingdom, Argentina and a third example from the actual territory of the Falkland Islands to illustrate how war memorials are an expression of patriotism, built to frame the deaths in terms of a national narrative of glorious sacrifice for cause and nation. Background: Understanding causes and contributors to maternal mortality is critical from a quality improvement perspective to inform decision making and monitor progress toward ending preventable maternal mortality. The indicator "maternal death review coverage" is defined as the percentage of maternal deaths occurring in a facility that are audited. Both the numerator and denominator of this indicator are subject to misclassification errors, underreporting, and bias. This study assessed the validity of the indicator by examining both its numerator—the number and quality of death reviews—and denominator—the number of facility-based maternal deaths and comparing estimates of the indicator obtained from facility- versus district-level data. Methods and findings: We collected data on the number of maternal deaths and content of death reviews from all health facilities serving as birthing sites in 12 districts in three countries: Argentina, Ghana, and India. Additional data were extracted from health management information systems on the number and dates of maternal deaths and maternal death reviews reported from health facilities to the district-level. We tabulated the percentage of facility deaths with evidence of a review, the percentage of reviews that met the World Health Organization defined standard for maternal and perinatal death surveillance and response. Results were stratified by sociodemographic characteristics of women and facility location and type. We compared these estimates to that obtained using district-level data. and looked at evidence of the review at the district/provincial level. Study teams reviewed facility records at 34 facilities in Argentina, 51 facilities in Ghana, and 282 facilities in India. In total, we found 17 deaths in Argentina, 14 deaths in Ghana, and 58 deaths in India evidenced at facilities. Overall, >80% of deaths had evidence of a review at facilities. In India, a much lower percentage of deaths occurring at secondary-level facilities (61.1%) had evidence of a review compared to deaths in tertiary-level facilities (92.1%). In all three countries, only about half of deaths in each country had complete reviews: 58.8% (n = 10) in Argentina, 57.2% (n = 8) in Ghana, and 41.1% (n = 24) in India. Dramatic reductions in indicator value were seen in several subnational geographic areas, including Gonda and Meerut in India and Sunyani in Ghana. For example, in Gonda only three of the 18 reviews conducted at facilities met the definitional standard (16.7%), which caused the value of the indicator to decrease from 81.8% to 13.6%. Stratification by women's sociodemographic factors suggested systematic differences in completeness of reviews by women's age, place of residence, and timing of death. Conclusions: Our study assessed the validity of an important indicator for ending preventable deaths: the coverage of reviews of maternal deaths occurring in facilities in three study settings. We found discrepancies in deaths recorded at facilities and those reported to districts from facilities. Further, few maternal death reviews met global quality standards for completeness. The value of the calculated indicator masked inaccuracies in counts of both deaths and reviews and gave no indication of completeness, thus undermining the ultimate utility of the measure in achieving an accurate measure of coverage. 266. Effects of neighbor shrub propagules and soils from shrubby patches on perennial grass germination in arid rangelands of the Patagonia Monte, Argentina.

Question: Do shrubs negatively affect the germination of perennial grass species in regeneration microsites? We experimentally analyzed the effect of soils from plant patches dominated by two shrub species (Larrea divaricata and Schinus johnstonii) and their propagules on the germination of three co‐dominant herbivore‐preferred perennial grass species (Poa ligularis, Nassella tenuis and Pappostipa speciosa). Location: Patagonian Monte, Chubut Province, Argentina (42°07′ S, 64°59′ W; 43°06′ S, 65°43′ W; 42°29′ S, 66°34′ W). Methods: We conducted two simultaneous microcosm experiments. In the first experiment, we sowed perennial grass propagules of the three species alone and combined with non‐scarified shrub propagules in Petri dishes with three substrate types (filter paper, inert soil and soil from shrub patches). In the second experiment, we sowed perennial grass propagules of each species combined with scarified and non‐scarified propagules of both shrub species in Petri dishes with soil taken from plant patches dominated by L. divaricata and by S. johnstonii. Both experiments lasted 3 months. We calculated the germination proportion and mean germination time (MGT) of propagules for each perennial grass species in each treatment. Results: Propagules from neighboring shrubs had a clearer negative effect on grass germination compared with shrub soils. Shrub propagules negatively affected the germination proportion of P. ligularis and N. tenuis, and induced longer MGT in the three perennial grass species. The combination of S. johnstonii soil and propagules negatively affected P. ligularis and P. speciosa germination. The combination of L. divaricata soil and scarified propagules completely inhibited P. speciosa germination. Conclusions: Our results highlighted the complexity of interactions between shrubs with high phenolic contents (soils and propagules) and the germination of perennial grass species in arid environments. Schinus johnstonii soil and propagules had stronger effects on perennial grass germination than L. divaricata soil and propagules. The negative effects of shrubs on microsite quality and germination processes depended on the specific shrub/grass interaction. [ABSTRACT FROM AUTHOR]

In Central Western Argentina (CWA), the incorporation of cultigens by hunter-gatherer populations has been much discussed. This paper explores the relationship between population dynamics, subsistence change, and burial patterns driven by the process of land use intensification and increasing reliance on maize. We hypothesize that territorial behavior emerged in the context of population growth and competition for resources with a high probability of failure, as expected in an arid environment. To evaluate this hypothesis, we explore four lines of inquiry in southern Mendoza (CWA): 1) the frequency of radiocarbon dates to estimate population dynamics; 2) the Juvenile Index as a fertility rate proxy; 3) the stable isotopes on human bone (δ 13C co , δ 15N, δ 13C ca) to reconstruct diet; and 4) burial patterns as an estimate of territorial control. Our results partially support our hypothesis: During an early stage, when maize started to appear in the diet, the population was increasing, and cemeteries emerged along with some signs of violence. The hypothesis is not supported in a second period, when maize consumption and population were highest, but large cemeteries disappeared. In light of this evidence, the effect of maize on human societies was not uniform and irrevocable, and the adoption of maize by human foragers contributed to a new and diverse set of human-environment relationships. The global forest industry is focused on developing waste valorization technologies. Regional resources use in biorefineries could be a strategy to improve profitability and mitigate the environmental impact of the involved industrial sectors, adding a new value chain to the forest industry. This study develops the mass and energy balance for bioethylene and lignin production from industrial pine sawdust (IS), a primary wood processing in Argentina. The proposed production process is composed of: (i) sodaethanol pretreatment to remove the lignin; (ii) simultaneous saccharification and fermentation (SSF) to convert the cellulose to glucose and then to ethanol; (iii) ethanol recovery (95%); (iv) ethanol dehydration to bioethylene and; (v) bioethylene recovery through an ethylene tower and stripper. In the proposed process, 107 kg of bioethylene per ton of dry sawdust could be obtained, recovering 208 kg of lignin. Energy consumption is about 1885 MW h t-1 of dry sawdust. The highest consumption is in pretreatment and ethanol recovery processes, which can be reduced by 42%. Regarding economic assessment, the internal rate of return (IRR) and net present value (NPV) were 10.08% and 5.21 MM USD, respectively. Sensitivity analysis shows that the most influential parameters are lignin and bioethylene market prices and energy and enzyme costs. [ABSTRACT FROM AUTHOR]

This paper aims to characterise the modifications caused by the Pampas fox (Lycalopex gymnocercus) to the bones and teeth of its prey in the Espinal and Dry Chaco environments, in central Argentina. Plant remains, invertebrate remains, and vertebrate bones and teeth were recovered from a set of more than 180 faeces. From an actualistic perspective, we evaluated the taphonomic signature of this predator in the remains of snakes, birds and mammals recovered in its faeces. We achieved a high rate of taxonomical identification and recovered remains of exotic and native fauna, such as Ovis aries and Lagostomus maximus, respectively. The most remarkable aspects recorded in this taphonomic study were a high frequency of breakage, a low frequency of tooth marks (only observed in large prey), and a high frequency and intensity of digestion damage. The information generated in this study contributes to the evaluations of accumulating agents in archaeological and palaeontological sites of South America. [ABSTRACT FROM AUTHOR]

Despite significant progress has been made towards crop yield prediction with remote sensing, there exist knowledge gaps on (1) the impacts of temporal resolution of imaging frequencies on yield prediction, (2) transferability of the models among different genotypes and test sites, and (3) translation of these research developments to crop breeding that benefit farmers. Existing research predominantly provides an on-site perspective, frequently missing the complexities of real-world applications. The objectives of this paper are to investigate the transferability and generalization capabilities of yield prediction models for crop breeding across test sites located in North and South Americas. Toward that goal, we tested different machine learning techniques including Random Forest Regressor (RF), Gradient Boosting Regression (GB), and Deep Neural Networks (DNN) for soybean yield prediction with experiments conducted in different climate and growth conditions. A novel transfer learning approach was proposed for genotype selection and categorizing soybean yield for screening high-yield varieties. Furthermore, we studied the effect of temporal resolution on yield prediction, focusing on the critical development stages and optimal aerial survey frequencies for precise yield prediction using large 31,404 sample data. Results demonstrated that the combined dataset of Argentina and United States representing different climate regimes provided the highest performance with an R2 of 0.76 using RF and GB algorithms. The classification approach was proven to be most useful for crop breeding as demonstrated by accurately identifying the high-yielding genotypes. Increasing temporal sampling of key phenological stages significantly improved yield prediction. Although transfer learning yielded promising outcomes across trials within Argentina the efficacy of transferring models from Argentina to the United States was limited, attributed to significant seasonal and climate variations. This study pioneered the use of transfer learning for model adaptability in real-world breeding scenarios, training and transferring models within the South and North Americas, providing actionable insights and strategies for the breeding community, aiming to facilitate improved decision-making for agricultural productivity. The Salado and Verde streams constitute the two main seasonally available freshwater courses that flow into the Atlantic coast of the Río Negro province (continental Patagonia, Argentina, 42° South). This would have favored their use in the past as corridors for human circulation between the coast and the interior. This paper presents the results of the technomorphological and geochemical analyses of the obsidian artifacts recovered in the area to constrain mobility. The results allow us to propose the existence of toolkit reconditioning or replacement activities, and the identification of different sources of provenance of the obsidians (Sacanana, Telsen, and Portada Covunco, distant up to 800 km from the study area), reinforcing the hypothesis of a coast–inland circulation, with the possible existence of circuits of exchange of this raw material. 275. Effects of Forbush Decreases on the Global Electric Circuit.

The suppression of high-energy cosmic rays, known as Forbush decreases (FDs), represents a promising factor in influencing the global electric circuit (GEC) system. Researchers have delved into these effects by examining variations, often disruptive, of the potential gradient (PG) in ground-based measurements taken in fair weather regions. In this paper, we aim to investigate deviations observed in the diurnal curve of the PG, as compared to the mean values derived from fair weather conditions, during both mild and strong Forbush decreases. Unlike the traditional classification of FDs, which are based on ground level neutron monitor data, we classify FDs using measurements of the Alpha Magnetic Spectrometer (AMS-02) on the International Space Station. To conduct our analysis, we employ the superposed epoch method, focusing on PGs collected between January 2010 and December 2019 at a specific station situated at a low latitude and high altitude: the Complejo Astronómico El Leoncito (CASLEO) in Argentina (31.78°S, 2,550 m above sea level). Our findings reveal that for events associated with FDs having flux amplitude (A) decrease ≤10%, no significant change in the PG is observed. However, for FDs with A > 10%, a clear increase in the PG is seen. For these A > 10% events, we also find a good correlation between the variation of Dst and Kp indices and the variation of PG. Using agenda-setting theory and content analysis, this study examines the coverage of Argentina's 2009 emblematic Audiovisual Communication Services Law (ACSL). The law, which sparked a legal battle between the government and that nation's most powerful media corporation, aimed to democratize the airwaves and to increase plurality and inclusion. To explore the sources used in the stories covering the law, data were collected from three national newspapers' online publications (Clarín, La Nación, and Página/12), between 1 March 2009, and 29 October 2013. Each newspaper's online database was employed to identify articles about the ACSL. Results from the analysis suggest that the quantity of sources varied significantly across the three papers. Further analysis revealed that at the beginning of the controversy all newspapers used similar sources, but as the discussion progressed, Página/12 (liberal, more supportive of the law) tended to use more government officials while La Nación and Clarín (conservative, opposed to the law) tended to use oppositional leaders, unnamed sources, and media organizations associated with the conglomerates. 277. Real exchange rate and export surge episodes: What sectors take advantage of the real exchange rate stimulus?

What are the main characteristics of sectors that take advantage of the real exchange rate stimulus after a large and long-lasting devaluation? We aim to answer this question by analyzing the development of export sectors in Argentina during 2003–2008, after the crisis and large devaluation of 2002. This six-year period shows the highest number of sectors with export surge episodes from 1980 to 2015. We find, first, that the probability of export surge episodes increased 2.5% by each standard deviation of the higher labor intensity index during the large and long-lasting devaluation period because non-tradable costs prevail in their production function. Second, we show that export surges are more likely to occur in sectors related to already competitive sectors (mainly upstream sectors). Finally, the new export volumes in those sectors show persistent dynamics despite the end of the period of currency competitiveness, a signal of trade hysteresis. • This paper aims to unpack the connection between RER levels and the take-off and development of export sectors in a developing economy. • We found a positive effect of RER on the probability of export surge episodes by taking advantage of the theoretical channel through which the RER should affect export performance. • Labor-intensive sectors showed a higher probability of an export surge episode during the stable and competitive RER period (2003–2008). • We were also able to establish the relevance of productive linkages to already competitive sectors on the probability of an export surge episode during the RER stimulus. In particular, we found evidence that sectors supplying inputs to already competitive industries (upstream linkage) are more likely to achieve export surges. • We evaluated the subsequent performance of the sectors that had an export surge episode during 2003–2008 once the exchange rate stimulus ended. We find evidence of persistence in their export levels compared to the rest of the export sectors, favoring the hypothesis of sunk costs or learning by exporting effects that generate hysteresis in trade. A child’s disability increases childcare demands causing two opposing effects on the mother's labor supply: while some types of disability require additional time spent reducing labor supply, othersrequire additional expenses increasing labor supply. This paper studies the effect of a child's disability on mothers' labor supply using data from the 2019-20 IPUMS MICS of Argentina. Four measures of disability are used: children with a functional disability (based on Washington Group criteria); children with functional difficulties for seeing, hearing, or walking; children with difficulties in the remaining functional domains; and children with a disability certificate or pension. The results suggest that having a child with disability certificate or pension reduces a mother's probability of participating in the labor force. No significant effect is found for mothers of a child with a functional disability. However, this arises from two opposing effects: a negative effect on mother’s labor supply of children with difficulties for seeing, hearing, or walking and a positive effect on mothers of children with difficulties in the remaining functional domains. The evidence also shows heterogeneous effects depending on the mother’s education. 279. Analysis of Carbon Neutrality in Major Latin American Countries and the Inspiration for China.

Brazil, Mexico, Argentina and Chile are four large developing countries in Latin American that are going on their development stage comparable to China. Getting insight into the carbon emissions and the effectiveness of the carbon neutrality policies in these countries are expected to be beneficial for China s carbon neutrality aspirations. With the data of the national "fossil fuel carbon emissions and terrestrial carbon balance of the four countries from 1990 to 2016, this paper examined the individuality and commonality in the carbon emission and carbon sequestration features and the driving forces. Thereafter, based on a systematic and comprehensive review of policy planning related to long-term emission reduction goals in the four Latin American countries, the scenario analysis method was used to evaluate the carbon emission reduction effectiveness and carbon neutrality of each country from 2017 to 2050. It is found as follows. ➀ The economic growth and demographic expansion were the two most important factors that pushed the fossil fuel carbon emissions in all the four countries. The improvement in energy utilization intensity in Mexico, Argentina and Chile had the effect of mitigating carbon emissions. Deforestation deviated Brazil and Argentina from their carbon neutrality goals while Mexico and Chile s terrestrial ecosystems had sequestered amount of carbon from the atmosphere to offset their fossil fuel emissions, by which Chile is nearing its carbon neutrality. ➁ The scenario analysis suggested that the current policies might facilitate Brazil to commit its 2025 and 2030 goals and close to its 2050 carbon neutrality goal. The current policies may also support Argentina commit its 2030 goal and Chile commit its 2050 carbon neutrality goal. However, there are challenges to Argentina's 2050 goal and Mexico's all intermediate goals. In light of these results, China's carbon neutrality strategies should prioritize three aspects: optimizing the energy structure, promoting energy efficiency, and enhancing terrestrial carbon sink sequestration. Limno-terrestrial tardigrades of Argentina had been studied starting in 1908 and for a long time by European researchers, most frequently in the Patagonian region (incl. the Land of Fire). Starting during the 1980s, Claps, Rossi and collaborators published many surveys, studying other regions also, but with taxonomic criteria at that time. Since the 2000s, methodical and continuous studies using more modern criteria, have been carried out at the National University of La Pampa, contributing to the faunistic, taxonomic and ecological knowledge (including new species descriptions). This paper provides a comprehensive list of the limno-terrestrial tardigrade fauna reported from Argentina, with pertinent evaluations, owing to a careful study of every pertinent piece of literature since 1908, also solving some problems of discordance between the main past checklists. Summarizing, 39 genera and 119 species are present; of these, 72 represent records accepted by the literature, while 47 are records questioned in the literature but which represent distinct taxa surely present in Argentina; 14 additional taxa, instead, are clearly dubious. The authors also report the correct genus assignment to Viridiscus rufoviridis (du Bois-Reymond Marcus, 1944), which now becomes Barbaria rufoviridis comb. nov. [ABSTRACT FROM AUTHOR]

A decade ago an exploration of civil society in South Africa, Tajikistan and Argentina highlighted its role in supporting democratization. Despite continuing global autocratic trends since then, South Africa and Argentina have remained vibrant democracies with strong civil societies. Tajikistan, in contrast, remains autocratic, and civil society has apparently weakened in recent years. However, at the grassroots level a combination of traditional grassroots organizations and Internet organizing provides a more complex picture of the relationships between local participation, ties with other civil society organizations, democratization and development. 282. Optimal allocation of phase-switching devices for dynamic load balancing.

Customer rephasing is one of the most efficient techniques for balancing loads, reducing losses, and improving electricity quality. Traditionally, phase changes were performed by an operator, interrupting the supply during the process. Instead, a more recent approach proposes using phase switching devices that dynamically and imperceptibly transfer the customer load from one phase to another. Although this solution requires an extra investment related to these devices, it preserves the balance over time. This paper presents a new method to determine the minimum number of devices that should be installed and find their optimal allocation. The method is based on genetic algorithms and only uses data from the substation and a fraction of the customers, requiring less than 50% of penetration of smart meters to fix the imbalance problem. A new control algorithm for the switching devices is also proposed. It was designed to reduce the load imbalance while maintaining the number of changes per customer to a minimum, reducing device degradation. The method was validated through simulations using data from Tucumán province, Argentina. With at least 40% of the customers measured, it is possible to allocate the switches to less than 20% of customers and correctly reduce the load imbalance. [ABSTRACT FROM AUTHOR]

Bemisia tabaci is a complex of species, which is considered the most common and important pest of a wide range of crops belonging to many different botanical families. In Argentina, this species is recognized as a vector of geminiviruses, and Middle East-Asia Minor 1, Mediterranean, New World and New World 2 have been found to coexist in the same area. Landscape elements, like habitat patch area and isolation, define the habitat configuration and have a direct effect on insect populations between and within host patches. In this paper, we analyse the effect of potato patch configuration on the distribution and abundance of B. tabaci. Potato patches were identified using Landsat TM5 and TM7 images, and a supervised classification was performed to quantify the spatial distribution of the patches in the whole study area. Potato patch metrics were estimated using Fragstats 4.4. Generalized linear mixed models were employed to analyse the relationship between whiteflies and landscape configuration, through a multimodel inference approach, finding that B. tabaci abundance and landscape metrics were very variable. After a multimodel selection process, we found that perimeter-to-area ratio and Euclidean distance between patches were the variables that best explained whitefly abundance in potato patches. This paper is an ethnographic case study of COVID-19 emergence in Santo Tomé (South America, NE Argentina, ≂25,000 inhabitants). Based on interviews with healthcare personnel, we describe local containment and prevention policies in a context of national lockdown measures. We reconstruct a tree diagram of infections, index cases and close contacts that spread infection locally. In parallel, fieldwork in a sample of impoverished subsistence agricultures and fishermen allows us to describe drought and fresh food production decline during confinement as convergent ecocrises (pluralea interactions) with the SARS-CoV-2 outbreak. The core idea of the article, which emerged from ethnographic fieldwork evidence, is that in the context of climate change, the sudden onset of an infectious disease interacts with convergent ecocrises. This paper presents a new approach for detecting deforestation using Sentinel-1 C-band backscattering data. It is based on the temporal analysis of the backscatter intensity and its correlation with the scattering behavior of deforested plots. The backscatter intensity temporal variability is modeled with a logistic function, whose lower and upper boundaries are, respectively, set based on the representative backscatter values for forest and deforested plots. The approach also enables the identification of the date of each deforestation event, corresponding to the inflection point of the logistic curve that best fits the backscatter intensity time series. The methodology was applied to two forest biomes, a tropical forest at Iguazu National Park in Argentina and a temperate forest in the Brăila region in Romania. The optimal flattening parameter was 0.12 for both sites, with an F1-score of 0.93 and 0.71 for the tropical and temperate forests, respectively. The temporal accuracy shows a bias on the estimated date, with a slight delay of 2 months. The results reveal that the Sentinel C-band data can be successfully used for deforestation detection over tropical forests; however, the accuracy for temperate forests might be 20 pp lower, depending on the environmental conditions, such as rainfall, snow and management after logging. This paper is an analysis and reflection of the results of the project "State Capacities for a Post Pandemic Municipal Agenda", from the call Pisac Covid 19. Argentine Society in the Post Pandemic; promoted by the National Agency for the Promotion of Research, Technological Development, and Innovation (Agencia I+D+i) of the Argentine Republic. The article is based on the advances and developments made by the research teams of the project and the progress made in some lines of work for the design of national public policies for LGs. This paper first presents the hypotheses and methodology of the research project. It then outlines the characteristics of the current situation of cities, their challenges, and capacities in a global context of accelerated and deepened transformations due to the pandemic and, in the following section, the main characteristics of local governments in Argentina. Subsequently, the results of the study are presented in relation to the different dimensions of the local governments studied and the profiles identified. Finally, models of local governments are proposed, resulting from the analysis and combination of the profiles previously identified, for the design of strategies to strengthen these capacities in the current context. Then, the paper explores the narratives of various contemporary Buddhist leaders and personalities from the scientific field to identify the different argumentative modalities that support the compatibility between Buddhism and science. From this conceptual scheme, the last section of the article analyzes the stories of committed practitioners of Buddhist centers formed in Argentina in recent decades to investigate the modalities of reception and appropriation of this discourse. Peri-urban vegetable cropping areas, such as horticultural farms, provide several ecosystem services, such as the provision of fresh food. However, food supply must be estimated on the basis of the current and potential demand of future populations, taking into account the landscape carrying capacity towards sustainable agricultural planning. From this perspective, the study aimed at estimating the resilience of the "Agri-food Region of Central Córdoba" (ARCC) and its role in supporting the provisioning of ecosystem services, such as proximal services, provided by the diversified agricultural landscape in the peri-urban area of Córdoba (Argentina). A direct field survey has been carried out to collect data on the main species and types of crops, the annual productivity, and the area covered by each species and type of horticultural crops. The data have been statistically elaborated to test the spatial and temporal variability of productivity as well as the spatial autocorrelation. In relation to crop diversification, a total of 30 vegetable species have been recorded in the diversified farms under study, with 15 species identified as the most frequent crops as on the basis of the area dedicated to each vegetable species sampled in the farms (in %). The productivity of 30 species has been integrated into a single value of "vegetable crop productivity mean" (kg/m
2 ), proposed and measured in this study, which has been 3.46 kg/m2 . It can be a useful monitoring indicator in diversified production contexts. The estimated food supply (ton/year) of vegetable crops for the 170 farmlands has been 72,881 ton/year. An accurate measurement of the biomass harvested on a given surface area can be useful to assign productivity data to the pixel of each land use/cover class, providing accurate input data for remotely sensed-based models supporting decision-making on food provision in peri-urban systems. In this sense, the paper proposes a methodological framework that can be useful worldwide when up-to-date official productivity data are not available, but they are a necessary basis for planning, decision-making, and the implementation of public policies. Thus, diversity in farming systems can combine high ecological and socio-economic benefits, in terms of ecosystem service provision and sustainable food production. [ABSTRACT FROM AUTHOR]- Published

This paper examines the presence of a contagion effect between Chinese and G20 stock markets as well as its intensity over a recent period from 1
st January 2013 to 7 April 2022. The empirical study is conducted using the time-varying copula approach. The obtained results show strong evidence of a contagion effect between China and all countries except United States America, Argentina and Turkey during the COVID-19 period. In particular, the Chinese stock market exhibits the highest level of dependence with the Asian and European stock markets in addition to the greatest variability in dependence. Triggered by the spread of the Coronavirus and the lockdown of universities in spring 2020, universities were required to provide infrastructure for digital teaching within a very short time. Further, all university members needed to develop knowledge and skills for teaching online. This paper presents data from the cross-cultural CRTS-Study (Coronavirus-Related Teaching Situation Study), which compares the experiences, attitudes and needs of university teachers in Germany and Argentina during the first lockdown in the context of the Coronavirus pandemic. The study has been carried out in spring 2020 as a cross-sectional online survey study with university teachers in Germany and Argentina (N = 728). The overall picture reveals a mostly successful implementation of online teaching for university teachers in both countries, with Argentinian university teachers reporting a slightly more positive perspective and slightly higher self-efficacy beliefs in online teaching when compared with the German colleagues. The results of regression analysis hint at the relevance of prior personal experience and institutional support for self-efficacy beliefs in online teaching for both samples. In conclusion, individual experience and training as well as supportive institutional conditions seem to be relevant for the development of digital teaching at universities in both countries.
