Freshwater resources play a pivotal role in sustaining life and meeting various domestic, agricultural, economic, and industrial demands. As such, there is a significant need to monitor the water quality of these resources. Water quality index (WQI) models have gradually gained popularity since their maiden introduction in the 1960s for evaluating and classifying the water quality of aquatic ecosystems. WQIs transform complex water quality data into a single dimensionless number to enable accessible communication of the water quality status of water resource ecosystems. To screen relevant articles, the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method was employed to include or exclude articles. A total of 17 peer-reviewed articles were used in the final paper synthesis. Among the reviewed WQIs, only the Canadian Council for Ministers of the Environment (CCME) index, Irish water quality index (IEWQI) and Hahn index were used to assess both lotic and lentic ecosystems. Furthermore, the CCME index is the only exception from rigidity because it does not specify parameters to select. Except for the West-Java WQI and the IEWQI, none of the reviewed WQI performed sensitivity and uncertainty analysis to improve the acceptability and reliability of the WQI. It has been proven that all stages of WQI development have a level of uncertainty which can be determined using statistical and machine learning tools. Extreme gradient boosting (XGB) has been reported as an effective machine learning tool to deal with uncertainties during parameter selection, the establishment of parameter weights, and determining accurate classification schemes. Considering the IEWQI model architecture and its effectiveness in coastal and transitional waters, this review recommends that future research in lotic or lentic ecosystems focus on addressing the underlying uncertainty issues associated with the WQI model in addition to the use of machine learning techniques to improve the predictive accuracy and robustness and increase the domain of application., (© 2023. River Ganga covers around 26% of India's land area and sustains diverse ecosystems in this overly populated area. The globally accepted coherent approach of water quality indices (WQIs) and multivariate statistical models (principal component analysis (PCA) and cluster analysis (CA)) were applied on the dataset to evaluate the spatial-temporal variation and pollution source identification and apportionment. Twenty-two hydro-chemical parameters were analyzed by collecting the samples from 20 different vertically elevated monitoring locations for different seasons. The CA evaluation of data, grouped the monitoring locations into five clusters of varied water quality with human perturbations and geo-genic inputs. The PCA analysis of an extensive dataset indicated the seven significant principal components (PCs) explaining 93.0% of the total variance and finalized 8 water quality parameters out of preselected 22 to represent good aspects of the water quality. The seasonal variation in river water quality by the Canadian Council of Ministers for Environment Water Quality Index (CCMEWQI) showed the quality class at a marginal level in summer (62.16), monsoon (59.96), and post-monsoon (60.20) season, whereas in winters (71.18), water quality was in fair condition. The response of National Sanitation Foundation Water Quality Index (NSFWQI) classified the river water in medium quality class for summer, monsoon, post-monsoon, and winter season, respectively. The public's understanding of climate change has been plagued by poor communication, misinformation, and disinformation. Fortunately, there is a growing body of research on effective climate change communication strategies. A popular element of science communication is documentary film. Educational films produced for museums, planetariums, and other informal science education settings are especially important because they reach a more receptive audience. In making "A Place Like No Other," a fulldome documentary about climate change in Alaska, we employed best practices about climate change communication derived from the literature. Here we argue that producers of educational documentary film about climate change need to incorporate best practices established specifically for climate change to make their message more persuasive. Because of its highly politicized and controversial nature, climate change needs to be treated differently from other science topics. In this paper we review the scholarship on documentary film and its efficacy in causing attitudinal change. Existing research about educational film on climate change is limited but nonetheless shows that many fail to achieve their goal of motivating viewers. We identify strategies, such as employing incremental persuasion and connecting on values, that informed our filmmaking practice. To assess the efficacy of elements of our film, a ten-minute section that discusses ocean acidification was shown to a sample of undergraduates at the University of Alaska Anchorage. Pre- and post-surveys showed positive changes in awareness and attitudes. These results suggest that when these strategies are used, documentary films in an informal science education setting can create significant gains in educational and attitudinal goals.

Forestry activities in the Canadian Boreal region have increased in the last decades, raising concerns about their potential impact on aquatic ecosystems. Water quality and fluorescence characteristics of dissolved organic matter (DOM) were measured over a three-year period in eight Eastern Boreal Shield lakes: four lakes were studied before, one and two years after forest harvesting (perturbed lakes) and compared with four undisturbed reference lakes (unperturbed lakes) sampled at the same time. ANOVAs showed a significant increase in total phosphorus (TP) in perturbed lakes when the three sampling dates were considered and in DOC concentrations when considering one year before and one year after the perturbation only. At one year post-clear cutting DOC concentrations were about 15% greater in the perturbed lakes at ~15 mg C L-1 compared to 12.5 mg C L-1 in the unperturbed lakes. In contrast, absorbance and fluorescence measurements showed that all metrics remained within narrow ranges compared to the range observed in natural waters, indicating that forest harvesting did not affect the nature of DOM characterised with spectroscopic techniques. Multivariate statistical analysis showed lakes to be significantly different one year after the perturbation. These results confirm an impact of forestry activities one year after the perturbation. Best Management Practices and Beneficial Management Practices ("MP") are two ideational elements, that have emerged in water quality literature. This research explores the questions of where has the lesser utilized term 'Beneficial' emerged and why? To answer these questions, articles obtained from the Web of Science by searching keywords "Best MP"/"Beneficial MP" and "Water" are analyzed using bibliometric techniques through VOS Viewer including time trend of publications, and indicators including keywords, disciplines, institutions, geographies, influential authors and journals, and key funders of these two terms. This paper also employs document analysis and semi-structured interviews with key policy stakeholders. Beneficial Management Practices emerged in Canada (although the term was used in a few instances elsewhere) in Canadian government policy documents starting in 2003. The term 'Beneficial' refers to a lesser standard than "Best" and is exclusive to agricultural practices in risk and environmental farm policy; "Best Management Practices" refer to a wider set of practices (in other sectors like mining) utilized by a more substantive and diverse set of institutions (predominately American and significantly populated by universities). Explanations for the emergence of the term include that it is more 'honest,' it allows for more choices and trade-offs, it reflects the strong economic driver of agriculture, and several interviewees referred to it better reflecting the uncertainty of science. Aquatic monitoring programs are imperative for the functioning of the environmental impact assessment (EIA) process and a cornerstone for industrial compliance in Canada. However, in 2012, several leading pieces of federal environmental legislation (e.g., Canadian Environmental Assessment Act c.19, s. 52, 2012) were drastically altered, effectively weakening levels of environmental protection for aquatic ecosystems during project developments. This paper assesses the impact of CEAA 2012 on aquatic monitoring programs (and subsequent monitoring data reporting) across Canada for ten projects (five completed pre- CEAA 2012 and five completed post- CEAA 2012). Projects included four energy and six mining projects and were selected based on the following criteria: (i) representative of Canada's resource economy; (ii) project information was publicly available; and (iii) strong public interest. Projects pre - and post- CEAA 2012 exhibited few apparent differences before and after environmental regulatory changes. However, wide discrepancies exist in numbers and types of parameters reported, along with a lack of consistency in reporting. Projects pre- CEAA 2012 provided more follow-up monitoring commitments. Although qualitative differences remain inconclusive, this paper highlights requirements for further assessment of aquatic monitoring and follow-up programs in Canada. Recommendations for the government to consider during reviews of the federal environmental assessment processes include (i) improved transparency on the Canadian Environmental Assessment Agency website (); (ii) creation of a legally binding standardized aquatic monitoring program framework to ensure that all Canadian aquatic ecosystems are monitored with equal rigour; and (iii) commitments and justification related to frequency of aquatic monitoring of water quality. This paper presents the conceptual framework of a holistic, intelligent decision-support system (IDSS) to plan, manage and optimize water quality monitoring programs (WQMPs) for surface waters. WQMPs are a crucial component of water management because information on water quality is essential when taking action such as legislative compliance, environmental projects, urban and infrastructure development. Planning, managing and optimizing WQMPs is a complex process and requires multiple variables, rules and subject matter expert knowledge. The specific goals of this paper were to (1) assess to what extent the subject domain (WQMPs) is deemed appropriate for an IDSS; (2) describe the design process of the conceptual framework; (3) present the main elements of the system architecture; (4) present two case studies that served as potential end users; (5) illustrate the applicability of the IDSS and (6) describe subsequent steps to further test the IDSS. The IDSS was developed on the premise that the proposed system could (1) improve quality, (2) capture undocumented expertise that is perishable or in short supply (tacit knowledge), (3) provide accessible expertise to novice users, (4) have a training effect on users, and (5) show that the system, even partially complete, could still be useful. Our initial assumptions regarding these points were validated through interviews with subject matter experts. The conceptual framework was designed based on a literature review, interviews with 44 subject matter experts from Europe, Canada and the United States, interaction with end users from two case studies in the Province of Quebec, Canada, and five information technology experts from Canada and Germany. The IDSS presented in this paper will facilitate the planning, management and optimization of WQMPs. It will be exportable to various watersheds and consider the WQMP planner's need to update the network rapidly if changes occur in human, financial and technical resources. The Three Gorges Reservoir (TGR) underwent staged impoundment of water from 135 m to 175 m between 2003 and 2010. Periodic water impoundment was divided into drainage (March to early June), low water level (June to August), impoundment (September to October), and high water level (November to February) period. However, the impact of the Three Gorges Dam (TGD) and staged impoundment on water quality, especially in the long term, remains unclear. Herein, hydrological, pollution load, nutrient, and biochemical indices were determined for the TGR during 1998-2018. The Canadian Council of Ministers of the Environment Water Quality Index, a K-means clustering algorithm, and the Mann-Kendall (MK) test were applied to this data to explore the spatial and temporal distribution of water quality. The results show that water quality was good overall, but it before the full impoundment stage (2010) was worse than after that. The low water level period had the worst water quality among the four periods, and spatially, midstream was worst. Among water quality indices, the median total nitrogen (TN) and total phosphorus (TP) were in the range of 1.505-2.303 and 0.071-0.176 mg/L, respectively, and these were the key pollution indices. In addition, due to differences in hydrological and hydrodynamic conditions, and the regional distribution of pollution sources, water quality in the TGR displayed temporal and spatial heterogeneity. TN, TP, potassium permanganate index (COD Mn ), five-day biochemical oxygen demand (BOD 5 ) and Escherichia coli (E. coli) were maximal during the low water level period, and TN, TP and E. coli were highest in midstream. MK test results revealed that nutrients pollution became worse midstream, and a gradual increase in TP caused severe algal blooms downstream. Wildfires can have severe and lasting impacts on the water quality of aquatic ecosystems. However, our understanding of these impacts is founded primarily from studies of small watersheds with well-connected runoff regimes. Despite the predominance of large, low-relief rivers across the fire-prone Boreal forest, it is unclear to what extent and duration wildfire-related material (e.g., ash) can be observed within these systems that typically buffer upstream disturbance signals. Following the devastating 2016 Fort McMurray wildfire in western Canada, we initiated a multi-faceted water quality monitoring program that suggested brief (hours to days) wildfire signatures could be detected in several large river systems, particularly following rainfall events greater than 10 mm. Continuous monitoring of flow and water quality showed distinct, precipitation-associated signatures of ash transport in rivers draining expansive (800-100,000 km 2 ) and partially-burned (<1-22 percent burned) watersheds, which were not evident in nearby unburned regions. Yields of suspended sediment, nutrients (nitrogen, phosphorus) and metals (lead, others) from impacted rivers were 1.2-10 times greater than from those draining unburned regions. Post-fire suspended sediment concentrations in impacted rivers were often larger than pre-fire 95% prediction intervals based on several years of water sampling. These multiple lines of evidence indicate that low-relief landscapes can mobilize wildfire-related material to rivers similarly, though less-intensively and over shorter durations, than headwater regions. In this paper, we use an integrated approach to carry out a comprehensive evaluation of water quality in the Beni Haroun (BH) dam, the largest surface water resource in Algeria. Several techniques have been employed under the same framework, including the Canadian Council Ministers Environment Water Quality Index (CCME-WQI), principal component analysis and factor analysis (PCA/FA), the K-means clustering, and the ordinary least square (OLS) analysis. A data set of 22 physicochemical parameters has been collected, over a period of 11 years, from three sampling stations: Ain Smara (ST1) and Menia (ST2), both located upstream of "Wadi Rhumel," and BH dam station (ST3), located at the dam site. The PCA/FA enables the identification of seven key factors that influence significantly BH dam water quality. The average values of CCME indices at the BH dam were 17, 40, 42, and 32 for drinking, irrigation, industry, and aquatic life purposes, respectively, which indicate poor water quality, according to the CCME categorization scheme. Besides, the K-means algorithm has been proven to be a very useful machine learning tool to detect that the major source of BH dam pollution is "Wadi Rhumel." Finally, OLS analysis, along with the Mann-Kendall test, highlighted the positive trend of BH dam's water quality.

Existing public policies mostly focus on public water systems, leaving aside the quality issues regarding private wells in small and rural locations. Establishment of affordable and accessible water quality monitoring services may ensure acceptable levels of all the parameters. This paper aims to explore (a) health risk because of chemical contaminants of private wells, (b) population perspective on well water quality and monitoring, and (c) to create a business model of a centralized water quality monitoring service. The results show potential problems with toxic levels of arsenic, barium, cadmium, chromium, lead, mercury, and selenium. About 5% of the province's population is at risk for potential exposure to contaminated private well water. The survey reinforces that the successful implementation of water testing laboratories for private wells is a shared responsibility between well owners and the government organizations, and almost three-fourths respondents were willing to share the cost up to certain limit. A business model including financial projections for a centralized water testing laboratory is presented. Drinking of unmonitored private well water is putting population health at risk. Either strong regulation with mandatory water testing or voluntary water testing with adequate government subsidy can ensure sustainable function of a centralized water testing laboratory., (© 2019 John Wiley & Sons, Ltd.)

Benthic invertebrates are important trophic links in food webs and useful bioindicators of environmental conditions, but long‐term benthic organism abundance data across broad geographic areas are rare and historic datasets are often not readily accessible. This dataset provides densities of benthic macroinvertebrates collected from 1930 to 2019 during surveys in Lake Erie, a Laurentian Great Lake. The surveys were funded by the governments of the United States and Canada to investigate the status and changes in the benthic community. From the total of 21 lake‐wide and basin‐wide benthic surveys conducted in Lake Erie from 1929 to 2019, we were able to acquire data for 17 surveys, including species‐level data for 10 surveys and data by higher taxonomic groups for seven surveys. Our amassed Lake Erie dataset includes data from 11 surveys (including five with species‐level data) conducted in the western basin in 1930–2019, seven surveys (six with species‐level data) in the central basin, and eight surveys (seven with species‐level data) in the eastern basin (1973–2019). This Lake Erie dataset represents the most extensive temporal dataset of benthic invertebrates available for any of the Laurentian Great Lakes. Benthic samples were collected using Ponar or Shipek bottom dredges and taxa densities were calculated as individuals per square meter using the area of the dredge. Density data are provided for taxa in the Annelida, Arthropoda, Mollusca, Cnidaria, Nemertea, and Platyhelminthes phyla. Current taxonomy was used for most groups but, in a few cases, older taxonomic names were used for consistency with historical data. Analysis of this dataset indicates that eutrophication, water quality improvement, and dreissenid introduction were the major drivers of changes in the benthic community in the western basin, while hypoxia was a major factor in the central basin, and dreissenid introduction was the most important driver in the eastern basin. Considering the rarity of high taxonomic resolution long‐term benthic data for lake ecosystems, this dataset could be useful to explore broader aspects of ecological theory, including effects of eutrophication, hypoxia, invasive species, and other factors on community organization, phylogenetic and functional diversity, and spatial and temporal scales of variation in community structure. In addition, the dataset could be useful for studies on individual species, including abundance and distribution, species co‐occurrence, and how the patterns of dominance and rarity change over space and time. Freshwater ecosystems are biologically important habitats that provide many ecosystem services. Calcium concentration and pH are two key variables that are linked to multiple chemical processes in these environments, influence the biology of organisms from diverse taxa, and can be important factors affecting the distribution of native and non-native species. However, it can be challenging to obtain high-resolution data for these variables at regional and national scales. To address this data gap, water quality data for lakes and rivers in Canada and the continental USA were compiled and used to generate high-resolution (10 × 10 km) interpolated raster layers, after comparing multiple spatial interpolation approaches. This is the first time that such data have been made available at this scale and resolution, providing a valuable resource for research, including projects evaluating risks from environmental change, pollution, and invasive species. Industrial development within Canada's boreal zone has increased in recent decades. Forest management activities, pulp and paper operations, electric power generation, mining, conventional oil and gas extraction, nonconventional oil sand development, and peat mining occur throughout the boreal zone with varying impacts on water resources. We review impacts of these industries on surface water, groundwater, and wetlands recognizing that heterogeneity in the dominance of different hydrologic processes (i.e., precipitation, evapotranspiration, groundwater recharge, and runoff generation) across the boreal zone influences the degree of impacts on water resources. Through the application of best management practices, forest certification programs, and science-based guidelines, timber, pulp and paper, and peat industries have reduced their impacts on water resources, although uncertainties remain about long-term recovery following disturbance. Hydroelectric power developments have moved toward reducing reservoir size and creating more natural flow regimes, although impacts of aging infrastructure and dam decommissioning is largely unknown. Mineral and metal mining industries have improved regulation and practices, but the legacy of abandoned mines across the boreal zone still presents an ongoing risk to water resources. Oil and gas industries, including non-conventional resources such as oil sands, is one of the largest industrial users of water and, while significant progress has been made in reducing water use, more work is needed to ensure the protection of water resources. All industries contribute to atmospheric deposition of pollutants that may eventually be released to downstream waters. Although most industrial sectors strive to improve their environmental performance with regards to water resources, disruptions to natural flow regimes and risks of degraded water quality exist at local to regional scales in the boreal zone. Addressing the emerging challenge of managing the expanding, intensifying, and cumulative effects of industries in conjunction with other stressors, such as climate change and atmospheric pollution, across the landscape will aid in preserving Canada's rich endowment of water resources. Over the past decade, plastic pollution has been documented throughout the Laurentian Great Lakes basin. Here, we demonstrate the application of a published ecological risk assessment and management framework for microplastics in aquatic environments by comparing proposed thresholds for risk to monitoring data from the Great Lakes region. Our results suggest that there may be measurable risks from microplastics to aquatic communities in parts of the Great Lakes where current concentrations are relatively high. For example, 89% of surface water samples collected across the region exceed the proposed risk thresholds for food dilution toxicity. However, all sediment samples remain below the proposed risk thresholds. Accordingly, we suggest that an appropriate and necessary next step for management may include convening a working group of local experts to develop an ecological risk assessment and management framework for the region comprising thresholds of concern for microplastics in surface water and sediment. Ultimately, microplastic pollution should be addressed in the Great Lakes Water Quality Agreement to ensure coordinated and sustained efforts are taken by the governments of Canada and the United States to reduce their release and impact. The application of road salts for winter de-icing of roadways in cold regions has been demonstrated to increase chloride (Cl) concentrations in nearby surface waters and have a negative impact on aquatic organisms and processes. In addition to toxicity to aquatic organisms, high concentrations of Cl in lakes can alter mixing processes, resulting in prolonged anoxic conditions and associated water quality degradation. Elevated concentrations of Cl in freshwater environments in cold regions is a well-documented phenomenon, but few studies have undertaken a long-term evaluation of the impact of urbanization on lakes. In this paper, nine lakes in the Halifax region of Nova Scotia, Canada, were monitored over 35 years to observe Cl concentrations prior to, during, and after urbanizing development. Cl concentrations were observed to increase in most study lakes over the monitoring period and all nine exhibited seasonal trending in response to winter de-icing activities. Six of the lakes achieved a steady-state Cl level after an initial increase in response to development activities, two are potentially still in transition, and one was unaffected by development activities. Watershed land use was found to be a good predictor of the springtime concentration of Cl and can help to inform decision-making surrounding development activities. When the percent of developed land was 25% or more, the Cl concentrations tended to exceed Canadian freshwater quality guidelines for the protection of aquatic life. • Winter road salt application leads to elevated chloride levels in lakes and ponds. • Water bodies were studied over a 35-year period spanning pre- and post-development. • In urbanizing watersheds, lake chloride levels increased by a factor of 8 or more. • Most lakes fluctuate between a spring peak and fall minimum within a narrow range. • Chloride levels exceed water quality guidelines when watershed area is 25% developed. Benthic invertebrates are important trophic links in aquatic food webs and serve as useful bioindicators of environmental conditions because their responses integrate the effects of both water and sediment qualities. However, long‐term data sets for benthic invertebrate assemblages across broad geographic areas are rare and, even if collected, historic data sets are often not readily accessible. This data set provides densities of benthic macroinvertebrates for all taxa collected during lake‐wide surveys in Lake Ontario, a Laurentian Great Lake, from 1964 to 2018. This information resulted from surveys funded by the governments of the United States and Canada to investigate the status and changes of Lake Ontario benthic community. Of the 13 lake‐wide benthic surveys conducted in Lake Ontario over the course of 54 yr, we were able to acquire taxonomic data to the species level for 11 of the surveys and data to the group level for the other two surveys. Density data are provided for taxa representing the Annelida, Arthropoda, Mollusca, Cnidaria, Nemertea, and Platyhelminthes phyla. Univariate and multivariate analyses revealed that the compositional structure of Lake Ontario invertebrate assemblages differed markedly by depth and were also significantly altered by the Dreissena spp. invasion in early 1990s. The introduction of invasive dreissenids has changed the community historically dominated by Diporeia, Oligochaeta, and Sphaeriidae, to a community dominated by quagga mussels and Oligochaeta. Considering the rarity of long‐term benthic data of high taxonomic resolution in lake ecosystems, this data set could be useful to explore broader aspects of ecological theory, including effects of different environmental factors and invasive species on community organization, functional and phylogenetic diversity, and spatial scale of variation in community structure. Lake water quality plays a vital role in the lake ecosystem, including biotic (for living creatures, such as plants, animals, and micro-organisms) and abiotic interactions. In this research, various types of machine learning (ML) methodologies, such as classification and regression tree (CART), chi-squared automatic interaction detector (CHAID), C5 tree, quick, unbiased, and efficient statistical tree (QUEST), along with multilayer perceptron (MLP) neural network, and radial basis function (RBF) neural network, are employed to predict the concentration of water quality parameters (P, EC, TDS, pH, DO, NH3, SO4, and θ). Lake Erie is situated at the international border of the USA and Canada. The C5 tree and QUEST tree are used to classify data and predict the number of groups, while the other methods are used to predict the concentration of water quality parameters in the form of a 3-year moving average. The greater matching between the observed and predicted data of dissolved oxygen (NSE = 0.978, bias = 0.126) shows that the CART decision tree has higher accuracy in correctly detecting the concentration of this parameter. The C5 tree could identify 33 groups correctly out of 36 total groups, which shows better accuracy for the C5 tree in classifying the data for this parameter. [ABSTRACT FROM AUTHOR]

Industrial control charts are used in manufacturing to quickly and robustly indicate the status of production and to prompt any necessary corrective actions. The library of tools available for these tasks has grown over time and many have been used in other disciplines with similar objectives, including environmental monitoring. While the utility of control charts in environmental monitoring has been recognized, and the tools have already been used in many individual studies, they may be underutilized in some types of programs. For example, control charts may be especially useful for reporting and evaluating data from regional surveillance monitoring programs, but they are not yet routinely used. The purpose of this study was to promote the use of control charts in regional environmental monitoring by surveying the literature for control charting techniques suitable for the various types of data available from large programs measuring multiple indicators at multiple locations across various physical environments. Example datasets were obtained for Canada's Oil Sands Region, including water quality, air quality, facility production and performance, and bird communities, and were analyzed using univariate (e.g., x-bar) and multivariate (e.g., Hotelling's T2) control charts. The control charts indicated multiple instances of unexpected observations and highlighted subtle patterns in all of the example data. While control charts are not uniquely able to identify potentially relevant patterns in data and can be challenging to apply in some monitoring analyses, this work emphasizes the broad utility of the tools for straightforwardly presenting the results from standardized and routine surveillance monitoring. Cold regions involve hydrological processes that are not often addressed appropriately in hydrological models. The Cold Regions Hydrological Modelling platform (CRHM) was initially developed in 1998 to assemble and explore the hydrological understanding developed from a series of research basins spanning Canada and international cold regions. Hydrological processes and basin response in cold regions are simulated in a flexible, modular, object-oriented, multiphysics platform. The CRHM platform allows for multiple representations of forcing data interpolation and extrapolation, hydrological model spatial and physical process structures, and parameter values. It is well suited for model falsification, algorithm intercomparison and benchmarking, and has been deployed for basin hydrology diagnosis, prediction, land use change and water quality analysis, climate impact analysis and flood forecasting around the world. This paper describes CRHM's capabilities, and the insights derived by applying the model in concert with process hydrology research and using the combined information and understanding from research basins to predict hydrological variables, diagnose hydrological change and determine the appropriateness of model structure and parameterisations. Effective determination of water quality and water pollution assessment is crucial and challenging processes. Evaluating water quality in rivers, researchers have referred to various statistical, probabilistic and stochastic methods to obtain efficient information from the monitoring network. As data are greatly random, the information content can be obtained by utilizing various methods including but not limited to the "entropy." Monitoring is a difficult process due to high measurement costs, while it is also difficult to optimize the network in terms of time, space, and especially the variable to be monitored. In the presented study, it is aimed to create an effective approach to be used in optimizing the monitoring network by determining the "prior" variables by entropy that measures the uncertainty by using all the data without time difference. The presented study proposes an alternative method to define the water quality variables that should be monitored much more frequently. Study is exemplified for demonstrating its potential use in a case study level, Grand River in Canada, by assessing water quality data obtained from 15 water quality monitoring stations. Results showed that BOD, Cl, and NO2-N among examined 8 different variables are as the "prior" variables should be monitored. It is being proven that the prior variable that should be monitored for optimization of the network can be easily determined with the information obtained from the data statistically evaluated with entropy, and it can be stated as an effective method for managers to use in the decision-making process. Background: An estimated four million and 43 million people in Canada and the USA use private water supplies. Private water supplies are vulnerable to waterborne disease outbreaks. Private water supplies in Canada and the USA are often unregulated and private water management is often a choice left to the owner. Perceptions of water quality become important in influencing the adoption of private water stewardship practices, therefore safeguarding public health. Methods: We conducted a systematic literature review to understand factors that shape perceptions of water quality among private water users. We searched six computer databases (Web of science, Medline, Scopus, EBSCO, PubMed and Agricola). The search was limited to primary peer-reviewed publications, grey literature and excluded conference proceedings, review articles, and non-peer review articles. We restricted the search to papers published in English and to articles which published data on surveys of private water users within Canada and the USA. The search was also restricted to publications from 1986 to 2017. The literature search generated 36,478 records. Two hundred and four full text were reviewed. Results: Fifty-two articles were included in the final review. Several factors were found to influence perceptions of water quality including organoleptic preferences, chemical and microbiological contaminants, perceived risks, water well infrastructure, past experience with water quality, external information, demographics, in addition to the values, attitudes, and beliefs held by well owners. Conclusions: Understanding the factors that shape perceptions of water quality among private water users is an important step in developing private water management policies to increase compliance towards water testing and treatment in Canada and the USA. As many jurisdictions in Canada and the USA do not have mandatory private water testing or treatment guidelines, delineating these factors is an important step in informing future research and guiding policy on the public health of private water systems. Both climate and land use changes can influence water quality and quantity in different ways. Thus, for predicting future water quality and quantity trends, simulations should ideally account for both projected climate and land use changes. In this paper, land use projections and climate change scenarios were integrated with a hydrological model to estimate the relative impact of climate and land use projections on a suite of water quality and quantity endpoints for a Canadian watershed. Climatic time series representing SRES change scenario A2 were generated by downscaling the outputs of the Canadian Regional Climate Model (version 4.1.1) using a combination of quantile–quantile transformation and nearest neighbor search. The SWAT (Soil and Water Assessment Tool) model was used to simulate streamflow, nitrogen and phosphorus loading under different climate and land use scenarios. Results showed that a) climate change will drive up maximum monthly streamflow, nitrate loads, and organic phosphorus loads, while decreasing organic nitrogen and nitrite loads; and b) land use changes were found to drive the same water quality/quantity variables in the same direction as climate change, except for organic nitrogen loads, for which the effects of the two stressors had a reverse impact on loading. Canada is home to more lakes than any other nation, but there is a fragmented and limited understanding of the ecological status of these water bodies. Zooplankton are excellent bioindicators of lake health, given their central food web position. To date, many studies have investigated the effect of individual stressors on zooplankton communities, mediated through changes in water quality (e.g., macronutrients, temperature, or chemicals). Increasingly, stressors act simultaneously in lakes, often over extended periods of time. As part of the NSERC Canadian Lake Pulse Network project, pelagic zooplankton were sampled in 624 lakes across Canada, spanning six continental drainage basins. We evaluated the effect of 40+ environmental variables on zooplankton diversity and community composition, considering both taxonomic and functional approaches. We also tested specific hypotheses on the relationships between zooplankton communities and environmental conditions, including eutrophication, calcium, chloride, and fish predation. We found that lake morphometry variables were among the most important predictors of zooplankton diversity, while water quality metrics were more critical in explaining variation in community composition. Our results also reveal significant heterogeneity across Canada, with contrasting effects of environmental drivers among continental watersheds, highlighting that response models cannot be assumed to apply universally. Drinking water insecurity in small and rural, remote, or otherwise marginalized communities in Canada is pervasive and complex with multiple dimensions and impacts. These communities face challenges such as variable source water quality, lack of resources, inappropriate treatment technologies, lack of access to training, difficulties retaining qualified personnel, and ineffective governance structures. Currently, there is a gap in the academic literature with respect to drinking water security assessment frameworks or tools for small and rural, remote, or otherwise marginalized communities, particularly in high income countries. Thus, the objective of this study is to introduce a framework for assessing drinking water security, from headwater to consumer, in the context of small and rural, remote, or otherwise marginalized communities. An indicator-based framework has been developed to evaluate drinking water security, prioritize actions and investments, and support decision-making. The framework builds on expert knowledge and a critical review of security, sustainability, and performance indices of water supply and treatment processes obtained from the literature. The framework is organised into four dimensions of drinking water security from headwaters to consumer: upstream watershed security; source water security; community needs and engagement; and treatment and distribution infrastructure. A list of relevant indicators for each dimension has been compiled to support framework application in a format that is accessible to decision-makers in small and rural, remote, or otherwise marginalized communities. Diatom cultures can help answer taxonomic, biogeographic and ecological questions on a local and global scale. Unialgal cultures are derived from a single cell and provide abundant material for morphological and molecular analyses. The link between the historic morphological species concept and molecular data is becoming increasingly important with the use of eDNA metabarcoding. Additionally, cultures provide insights into the life cycle of diatoms and thereby complement taxonomy and species ecology. In this study, we present an approach to extract benthic diatoms from an environmental sample to generate unialgal cultures. We explored diatom diversity in preserved assemblages and by culturing as many different taxa as possible from benthic freshwater samples taken on the same day from the Bow River in Calgary, Canada. With both methods we found a total of 221 different benthic diatom taxa, of which 182 were identified in the preserved diatom assemblages. Interestingly, an additional 39 taxa only appeared in the cultures. In total 129 strains were cultivated, representing 71 different taxa. This study includes pictures of living cells demonstrating the additional merits of unialgal cultures, as they provide information on plastid details, auxospores and endosymbionts. Both, the identification of the diatom assemblages and the generation and identification of strains provide the foundation for additional water quality assessment tools, taxonomic insights, and molecular references libraries. Purpose: Surveillance monitoring programs can provide fast, relatively low-cost, synoptic information on key water quality drivers and help inform land management decisions. Here, we evaluate longitudinal changes in the geochemical composition and metal speciation of deposited sediment over a 967 km reach of a large glacier-fed river and its key tributaries in central Alberta, Canada. In particular, the work provides a basis to understand how a major urban conurbation influences the geochemical composition and trace element properties of deposited sediment. Methods: The concentrations and spatial distribution of major elements and sediment-associated metals (As, Cd, Cr, Cu, Pb, Hg, Ni, Zn) were determined and compared to consensus-based threshold effect concentrations (TEC). Metal partitioning to geochemical properties of sediment was evaluated by sequential extraction. Results: Levels of Cr exceeded the TEC in 28% and 20% of the samples in the North Saskatchewan River and tributary samples, respectively. One Ni sample (3%) also exceeds the TEC on the main stem of the North Saskatchewan River. No consistent downstream increase in major element or trace metal concentrations was observed. The majority of Cr was bound to the largely non-bioavailable silicate phase thus highlighting the importance of parent geology as a source of metals to receiving streams. Conclusion: The results of this surveillance monitoring provide preliminary data on the distribution and speciation of sediment-associated metals in the North Saskatchewan River and thereby address an evidence gap common to many large river basins in Canada. Some wetlands in the northern Great Plains support hundreds to thousands of late-stage tadpoles providing important sources of recruitment to the Wood Frog (Lithobates sylvaticus) population while many other wetlands produce none. Relationships between water quality and late-stage tadpole abundance were determined to identify the water quality parameters associated with tadpole abundance. Water samples were collected, and late-stage tadpole abundances were assessed once each year in late June for 12 years in 26 wetlands. Catch or abundance was the number of tadpoles captured in 30 min with a dip-net. The catch of tadpoles was variable both among wetlands and over the long-term for individual wetlands, and ranged from 0 to several hundred individuals. Wood Frog tadpoles were especially sensitive to sodium and chloride concentrations. At Cl concentrations less than 5 mg/L, occupancy for late-stage tadpoles was 84%, and declined by about 8% for each 5 mg/L increase in Cl to 40.1 mg/L Cl, the maximum concentration associated with the detection of tadpoles. Optimal water quality for late-stage Wood Frog tadpoles included low concentrations of Na (x ¯ = 8.1 mg/L), and Cl (x ¯ = 4.2 mg/L) relative to total dissolved solids and other ions, and high concentrations of phosphorus. In a landscape where ion concentrations in wetlands can range over 3 orders of magnitude, water quality analyses suggest that abundant Wood Frog tadpole populations occur in wetlands dominated by snow-melt runoff with its characteristic low ion concentrations. Lacustrine groundwater discharge (LGD) can be an important pathway for delivering pollutants to lakes but this pathway is often poorly characterized. Evaluating the potential impact of LGD on lake water quality requires understanding the magnitude and spatial variability of LGD, as well as understanding the age and flow paths of the discharging groundwater (e.g., recharge area, groundwater flow paths, and travel times). This study first compares LGD rates along two ~40 km shoreline lengths of a large glacial lake, Lake Simcoe, Canada, that were independently estimated via a radon‐222 (222Rn) field survey and via regional scale groundwater‐surface water modelling. Backward particle tracking analysis is then used to examine the age and flow paths of the LGD and thereby assess the potential for the LGD to deliver anthropogenic pollutants to the lake. The field and modelling results compare well with respect to the magnitude and spatial variability of LGD. However, the comparison highlights the need for well‐defined hydrogeological characterization if regional scale models are to be applied for LGD estimation. The particle tracking analysis indicates large variation in the groundwater flow path lengths and travels times (>1000 years to <50 years) for LGD along the shoreline. This illustrates that the LGD along different shoreline areas has varying potential to deliver anthropogenic pollutants to the lake. The study findings demonstrate the benefits of comparing independent field measured and model‐simulated LGD estimates, and moreover suggest that it may be possible, in some cases, to use existing regional scale groundwater‐surface water models, purpose‐built for other water resource and quality objectives, to conduct preliminary evaluation of LGD contributions to lakes. Preliminary model‐based evaluation would enable field efforts aiming to quantify and manage LGD to be better targeted rather than relying solely on regional scale field techniques that are often highly resource intensive. Nonylphenol, octylphenol, and nonylphenol ethoxylates are manmade compounds that are only discharged in the environment due to anthropogenic activities. The objectives of this study were to determine the current concentrations of these substances in the Canadian freshwater environment and to determine if past regulatory actions were beneficial to the environment. Freshwater samples (n = 241) were collected and analysed for 4-nonylphenols (NP), nonylphenol monoethoxylate (NP1EO), nonylphenol diethoxylate (NP2EO), and octylphenols at 35 sites in Canada from 2014 to 2019 with individual compound concentrations ranging from 1.29 to 477.22 ng/L. In addition, 18–65% of the samples were reported to be under the laboratory detection limit, depending on the compound. Sampling sites were categorised into five groups based on the dominant activities present upstream in their watersheds: mixed use sites; municipal waste water treatment plant (MWWTP)-associated sites; textile mill-associated sites; urban; and reference sites. All four compounds in the study were detected more frequently in urban and MWWTP-associated sites than at other locations. Additionally, there is a statistically significant (p < 0.05) downward temporal trend in NP concentrations in Canadian surface waters from 2014 to 2019. In examining the impact of climate change on binational governance of the Great Lakes between 2012 and 2019, this article evaluates the extent to which Canada and the U.S. have implemented the objectives in the climate change impacts annex—Annex 9—to the 2012 Great Lakes Water Quality Agreement (GLWQA), in cooperation with diverse networks of governmental and nongovernmental actors. It also examines whether action taken thus far to implement Annex 9 indicate a marked improvement in adaptive capacity in addressing climate problems in the Great Lakes Basin. The author argues that the effectiveness of climate action in the Great Lakes Basin depends not only on the domestic efforts of the U.S. and Canadian governments, the responsible parties in implementing binational water agreements. It also hinges on whether they have the institutional capacity and the political will required to help fund and coordinate the actions of the several heterogeneous networks. Between 2012 and 2019, significant progress was made in the areas of information-sharing, network-building, and capacity-building for more effective measurement, monitoring, and analysis of climate change impacts in the Great Lakes Basin. However, the Parties have not yet developed a long-term binational framework for action supporting climate change adaptation and resilience. In the meantime, First Nations and municipal and other networks are implementing their own community-level resilience plans, but these actors cannot fully compensate for weak federal leadership and inadequate human and financial resources. The oxidation of sulfides present in mine tailings may generate acidic leachate and result in the discharge of contaminants such as metals, derived from mine wastes into the environment. For mine sites in regions with a humid climate such as the Doyon-Westwood mine, Abitibi, Quebec, acid mine drainage (AMD) is often inhibited using the low gas diffusivity of water to control the oxygen flux reaching the tailings. A management technique of increasing importance is a combined approach of water table level control and the judicious use of a monolayer cover to limit oxygen ingress to sulfidic tailings. The objective of this study was to evaluate the effects of design parameters such as the cover material grain size and thickness, the presence of an anti-evaporation layer, and the position of the water table on the performance of the technique, and to evaluate the long-term oxygen consumption by the low-sulfide cover material. Twelve laboratory columns replicating a monolayer cover made of desulfurized tailings placed over reactive tailings were subjected to monthly wetting–drainage cycles and were monitored for over a year before being dismantled. The cover materials and leachates were chemically analysed to characterize and extrapolate the evolution of water quality, and oxygen movement into the system. The results indicated that the level of the water table was the most important factor influencing the effectiveness of the cover. Furthermore, it appears that although residual sulfides from the cover consumed most of the oxygen flux, this advantage is of short duration (up to 4.7 years). Unbalanced exploitation of renewable and non-renewable resources by industrial, agricultural, and other economic sectors are depleting these resources across the world. Environmental pollution and degradation are adversely affecting socio-economic conditions. Thus, an urgent and ambitious action is required to rehabilitate nature by striking a balance between environmental quality and human uses of natural resources. To relieve the unsustainable practices, decoupling nature from growing demands for economic exploitation has been proposed. However, a feasible procedure is required to decouple unsustainable economic practices from the environment. This article illustrates the complexity of applying decoupling in the context of discharging hazardous chemicals in transboundary water resources, and more specifically in the Great Lakes, between Canada and the United States. Small farm reservoirs are abundant in many agricultural regions across the globe and have the potential to be large contributing sources of carbon dioxide (CO2) and methane (CH4) to agricultural landscapes. Compared to natural ponds, these artificial waterbodies remain overlooked in both agricultural greenhouse gas (GHG) inventories and inland water global carbon (C) budgets. Improved understanding of the environmental controls of C emissions from farm reservoirs is required to address and manage their potential importance in agricultural GHG budgets. Here, we conducted a regional-scale survey (∼ 235 000 km 2) to measure CO2 and CH4 surface concentrations and diffusive fluxes across 101 small farm reservoirs in Canada's largest agricultural area. A combination of abiotic, biotic, hydromorphologic, and landscape variables were modelled using generalized additive models (GAMs) to identify regulatory mechanisms. We found that CO2 concentration was estimated by a combination of internal metabolism and groundwater-derived alkalinity (66.5 % deviance explained), while multiple lines of evidence support a positive association between eutrophication and CH4 production (74.1 % deviance explained). Fluxes ranged from -21 to 466 and 0.14 to 92 mmol m -2 d -1 for CO2 and CH4 , respectively, with CH4 contributing an average of 74 % of CO2 -equivalent (CO2 -e) emissions based on a 100-year radiative forcing. Approximately 8 % of farm reservoirs were found to be net CO2 -e sinks. From our models, we show that the GHG impact of farm reservoirs can be greatly minimized with overall improvements in water quality and consideration to position and hydrology within the landscape. We developed a holistic intelligent decision-support system (IDSS) to provide decision-support for all steps in planning, managing and optimizing water quality monitoring programs (WQMPs). The IDSS is connected to a previously developed database, EnkiTM. The IDSS integrates tacit and explicit knowledge on WQMPs to standardize decision making and to make decisions transparent and transferable. The optimization features of the IDSS were tested on a lake and a river WQMP from two case studies in Canada. We illustrate how the IDSS provides decision support to understanding the underlying rationale of the existing WQMPs, validating and storing data, selecting optimization procedures proposed in the literature, applying the optimization procedures and finalizing the optimization procedure. We demonstrated that the IDSS/EnkiTM is necessary to take and document decisions during all phases of a WQMP to obtain a clear idea of when and why changes are made and determine actionable tasks in the optimization process. Frame Lake, located within the city of Yellowknife, Northwest Territories, Canada, has been identified as requiring significant remediation due to its steadily declining water quality and inability to support fish by the 1970s. Former gold mining operations and urbanization around the lake have been suspected as probable causes for the decline in water quality. While these land-use activities are well documented, little information is available regarding their impact on the lake itself. For this reason, Arcellinida, a group of shelled protozoans known to be reliable bioindicators of land-use change, were used to develop a hydroecological history of the lake. The purpose of this study was to use Arcellinida to: (1) document the contamination history of the lake, particularly related to arsenic (As) associated with aerial deposition from mine roaster stacks; (2) track the progress of water quality deterioration in Frame Lake related to mining, urbanization and other activities; and (3) identify any evidence of natural remediation within the lake. Arcellinida assemblages were assessed at 1-cm intervals through the upper 30 cm of a freeze core obtained from Frame Lake. The assemblages were statistically compared to geochemical and loss-on-ignition results from the core to document the contamination and degradation of conditions in the lake. The chronology of limnological changes recorded in the lake sediments were derived from 210Pb, 14C dating and known stratigraphic events. The progress of urbanization near the lake was tracked using aerial photography. Using Spearman correlations, the five most significant environmental variables impacting Arcellinida distribution were identified as minerogenics, organics, As, iron and mercury (p<0:05; nD30). Based on CONISS and ANOSIM analysis, three Arcellinida assemblages are identified. These include the Baseline Limnological Conditions Assemblage (BLCA), ranging from 17-30 cm and deposited in the early Holocene >7,000 years before present; the As Contamination Assemblage (ACA), ranging from 7-16 cm, deposited after ~1962 when sedimentation began in the lake again following a long hiatus that spanned to the early Holocene; and the Eutrophication Assemblage (EA), ranging from 1-6 cm, comprised of sediments deposited after 1990 following the cessation of As and other metal contaminations. The EA developed in response to nutrient-rich waters entering the lake derived from the urbanization of the lake catchment and a reduction in lake circulation associated with the development at the lake outlet of a major road, later replaced by a causeway with rarely open sluiceways. The eutrophic condition currently charactering the lake--as evidenced by a population explosion of eutrophication indicator taxa Cucurbitella tricuspis-likely led to a massive increase in macrophyte growth and winter fish-kills. In the last decade, Lake Erie, one of the great lakes bordering Canada and the USA has been under serious threat due to increased phosphorus levels originating from agricultural fields. Large scale watersheds contributing to Lake Erie from the USA side are being simulated using hydrological and water quality (H/WQ) models such as the Soil and Water Assessment Tool (SWAT) and the results from the model are being used by policy and decision makers to implement better management decisions to solve emerging phosphorus issues. On the Canadian side, modeling applications are limited to either small watersheds or one major watershed contributing to Lake Erie. To the best of our knowledge, no efforts have been made to model the entire contributing watersheds to Lake Erie from Canada. This study applied the SWAT model for Northern Lake Erie Basin (NLEB; entire contributing basin to Lake Erie). Various provincial, national and global inputs of weather, land use and soil at various resolutions was assessed to evaluate the effects of input data types on the simulation of hydrological processes and streamflows. Twelve scenarios were developed using the input combinations and selected scenarios were evaluated at selected locations along the Grand and Thames Rivers using model performance statistics, and graphical comparisons of time variable plots and flow duration curves (FDCs). In addition, various hydrological components such as surface runoff, water yield, and evapotranspiration were also evaluated. Global level coarse resolution weather and soil did not perform better compared to fine resolution national data. Interestingly, in the case of land use, global and national/provincial land use were close, however, fine resolution provincial data performed slightly better. This study found that interpolated weather data from Environment Canada climate station observations performed slightly better compared to the measured data and therefore could be a good choice to use for large-scale H/WQ modeling studies. Vegetated buffer strips (VBSs) are widely encouraged as a cost-effective strategy to address phosphorus (P) pollution associated with agricultural production. However, there is a lack of evidence in the effectiveness of these measures for tackling diffuse P pollution in cold-climate regions under concentrated runoff flow conditions. This research aimed to investigate the effects of VBSs on reducing P concentrations in surface runoff at three different watersheds in Manitoba, Canada. Surface runoff samples were collected in four sub-catchments from each watershed by installing paired weirs at 0.5-m and at 5-m into the VBSs along the expected runoff flow path. In addition, P concentrations were measured in soil samples collected within and outside of the runoff flow path to gain further insight into P dynamics within VBSs at each study site. The results indicate that VBSs had little or no significant effect on reducing the concentration of P forms in surface runoff in the majority of situations, resulting in reduced runoff losses of total, dissolved and particulate P concentrations in only 23, 12 and 12% of the situations, respectively. In addition, Olsen extractable P concentrations in VBS soils were not significantly different from field soils both within and outside of the flow path. The ineffective P retention by VBSs in this region is likely associated with the fact that the majority of the runoff flow is concentrated through small portions of VBSs and occurs during snowmelt when biogeochemical processes responsible for P retention in VBSs are limited. Further research is needed to develop alternative management practices that enhance P retention during concentrated snowmelt runoff events in such cold-climate regions. [ABSTRACT FROM AUTHOR]

Winter snow and ice can have a significant impact on our mobility, whether on foot or by car. Alongside plowing, arguably the greatest tool in combating snow and ice is salt. The most commonly used salt for winter maintenance is Sodium Chloride (NaCl), the same salt used in food and water softeners, is applied to roads, sidewalks, and parking lots as it is an effective deicer when temperatures are between 0°C and -12°C. Studies have shown that deicing with salt reduces accidents by 88% and injuries by 85% (Salt Institute 2017). The effectiveness of road salt, as well as its relative affordability, means that as much as four million tonnes may be applied annually in Canada for deicing (Environment Canada 2012). However, while salt is relatively inexpensive to purchase, there are a number of external costs that are becoming increasingly apparent. These include corrosion of vehicles and infrastructure like concrete, bridges, and water mains; damage and staining to the interior and exterior of buildings; impacts to roadside vegetation and soils; and the contamination of fresh water. In fact, the environmental impacts are such that it prompted Environment Canada to propose that winter salt be considered a toxic substance primarily due to the quantity that is applied annually (Environment Canada 2001). The Lake Simcoe watershed, approximately 3,400km2 in size, is situated just 20km north of Toronto, Ontario, with the southern portion of the watershed being considered part of the Greater Toronto Area (GTA), the most populous metropolitan area in Canada. As part of the GTA, the Lake Simcoe watershed has experienced and continues to experience considerable growth, and with this growth comes an increase in the amount of impervious surfaces requiring winter salting. Indeed, chloride has been showing a strong increasing trend in the urban creeks and in Lake Simcoe itself over the last 30 years. Even rural creeks are showing an increasing trend, albeit not as severe, nor are the concentrations of chloride reaching the same levels (LSRCA 2015). The highest chloride level recorded in a Lake Simcoe tributary was 6,120mg/l in the winter of 2013. Chloride guidelines for the protection of aquatic ecosystems utilize a guideline of 120mg/L for chronic exposure and 640mg/L for acute exposure (CCME 2011). While the high value recorded in the Lake Simcoe tributary greatly exceeds these guidelines, it is still drastically lower than values being recorded in larger, intensively urbanized catchments such as Cooksville Creek in Mississauga, Ontario, which sees concentrations in excess of 20,000 mg/L, the concentration of sea water, nearly every winter (Credit Valley Conservation personal comm). Similarly, in July of 2011 a small population of Atlantic blue crabs, a marine species, was found surviving in Mimico Creek in Toronto (Toronto Star: May 26, 2012). That a marine species was able to survive in this fresh water creek in summer demonstrates that the impacts of winter salt are not just limited to winter but are impacting shallow groundwater and thus summer baseflow, maintaining high chloride concentrations year round. The same is being seen in some urban creeks in the Lake Simcoe watershed, with summer baseflow concentrations exceeding the chronic guideline and trending upwards (LSRCA unpublished). While not yet as extreme as rivers in the more densely urbanized parts of the GTA, these examples foreshadow what is in store for Lake Simcoe rivers if current winter salt practices continue along with the projected urban growth. During the winter of 2012 an estimated 99,300 tonnes of salt was applied in the Lake Simcoe watershed, an amount that equals nearly 250kg of salt per capita, or ~3 times the average person's body weight in salt. This estimate was generated through a survey of local road agencies along with the total area of commercial/institutional parking lots within the watershed. The exercise served to highlight a knowledge gap around application practices and rates in commercial/institutional parking lots. The majority of road agencies were found to record annual volumes, application dates and rates whereas literature values range from 10-40% of the salt applied in a catchment come from commercial/institutional parking lots (Perera et al, 2009; Trowbridge et al, 2010; Lake Simcoe Region Conservation Authority, 2015), and a survey of winter maintenance contractors cite an average value of approximately 58g/m2/application (Fu et al, 2013) (Figure 1). While these values were used in the estimation as they were the best available, observational data suggested these may be on the conservative side (Figure 2). Therefore, monitoring of a 14 ha commercial lot was undertaken for the winters of 2014/15, 2015/16, and 2016/17 to better quantify the amount of salt coming from this type of land use. The winters of 2014/15 and 2016/17 saw similar applications of 1,067 and 1,010 tonnes applied respectively, while the mild winter of 2015/16 saw 556 tonnes applied. While the amounts varied somewhat each winter, the impacts downstream were consistent. Maximum concentrations recorded in the melt water reached 3.5 to 4 times the salt concentration of sea water every winter, equating to chloride concentrations of 70,000mg/L to 85,000mg/L; two orders of magnitude above the water quality guideline. As with most parking lots constructed in the last two decades, the runoff from this parking lot is captured in a stormwater pond prior to entering the receiving watercourse. Interestingly, the winter salt also caused persistent chemical stratification in the permanent pool of the pond. The pond was monitored with continuous monitors for the ice free period of 2015 and 2016 (April to December) during which the bottom water chloride concentration remained distinct from the surface chloride concentration, indicating stratification (Figure 3). This has two significant implications; first of which is that this pond, and therefore many other ponds like it, may not be functioning as designed which is leading to diminished performance (McEnroe 2012, Marsalek 2003). Second is that ponds are acting as salt reservoirs, slowly releasing salt year round and contributing to river chloride concentrations that continually exceed the chronic exposure guideline and thereby exposing aquatic life to harmful concentrations during sensitive life cycle stages. To determine the extent to which the catchment land use type impacts stormwater ponds, chemical profiles were measured on three ponds in February 2017. The catchments included the 24.6 ha commercial catchment with 14 ha of salt application surface, an institutional catchment (14.3 ha) with 6 ha of salt application area that includes parking lots and roads, and a 16.4 ha residential catchment with 3 ha of salt application area comprised of tertiary municipal roads. Interestingly, all three ponds showed chemical stratification, with the severity of the stratification and highest chloride concentrations relating to the amount of salt application area in the catchment. The residential pond yielded a maximum chloride concentration of 3,115mg/L in the bottom waters, the institutional yielded 16,144mg/L, and the commercial yielded 25,530 mg/L with chloride concentrations in the bottom 0.5m of the pond exceeding that of sea water. The maximum chloride concentration recorded in the receiving watercourse downstream of the commercial lot was measured at 5,406 mg/L, well in excess of the acute guideline of 640 mg/L. These results highlight that commercial parking lots are not only receiving a significant volume of salt but are also having the most dramatic impacts on receiving stormwater infrastructure and watercourses. Federalism often creates additional decisions for interest groups in Neoinstitutionalism; interest determining how best to advocate for their policy recommendations groups; federalism; Great in the legislative process. Should they focus their advocacy at the Lakes; water quality local, state, or national level of government? This article examines interest group behaviors in water quality policy in the Great Lakes region from 1960 to 2000. I evaluate the reasons for interest group decisions about which level of government to target, using historical analysis of Great Lakes water quality policy in the United States and Canada. The results of this analysis show that in many cases groups are influenced in their decision-making based on the level of government that has the greatest jurisdiction over the policy, supporting a neoinstitutional argument. This analysis employs a stochastic cost frontier to estimate relationships between source water quality, production costs, and cost efficiency in Canadian municipal water treatment facilities. Data for the analysis are obtained primarily from a census of water providers that contains detailed information on operational costs, source water quality, and treatment technologies. Results show water quality, as measured by turbidity, is a significant determinant of production costs. The estimated elasticity for turbidity is 0.1, with a 95% confidence interval of 0.06 to 0.14. We find no significant differences in cost efficiency across regions, treatment technologies, output, or turbidity levels. [ABSTRACT FROM AUTHOR]
