How does unconditional income for families in poverty affect parental investments for their young children? Mothers in four US metropolitan areas were randomized to receive a monthly unconditional cash transfer of either $333 per month (high) or $20 per month (low) for the first several years after childbirth. During the first 3 years, high-cash gift households spent more money on child-specific goods and more time on child-specific early learning activities than the low-cash gift group. Few changes were evident in other core household expenditures. Compared with low-cash gift families, high-cash gift families reported lower rates of public benefit receipt and fewer were residing in poverty, although mean income and wealth remain low for the majority of families by year 3. Background: Evidence has documented racial wealth inequity as one of the key pathways linking structural racism and racial health inequity. Most prior studies on the wealth-health relationship use net worth as the measure of wealth. This approach provides little evidence on the most effective interventions as various types of assets and debt affect health differently. This paper examines how U.S. young adults' wealth components (e.g., financial assets, nonfinancial assets, secured debt, and unsecured debt) are associated with physical and mental health, and if the associations differ by race/ethnicity., Methods: Data were drawn from the National Longitudinal Survey of Youth 1997. Health outcomes were measured by mental health inventory and self-rated health. Logistic regressions and ordinary least square regressions were used to assess the association between wealth components and physical and mental health., Results: I found that financial assets and secured debt were positively associated with self-rated health and mental health. Unsecured debt was negatively associated with mental health only. The positive associations between financial assets and health outcomes were significantly weaker for non-Hispanic Black respondents. Unsecured debt was protective of self-rated health for non-Hispanic Whites only. For Black young adults, unsecured debt had more severe negative health consequences compared to other racial/ethnic groups., Conclusion: This study provides a nuanced understanding of the complex relationship among race/ethnicity, wealth components, and health. Prior to the 2014 Affordable Care Act (ACA) expansion, 37% of young adults ages 19-25 in the United States were low-income and a third lacked health insurance coverage-both the highest rates for any age group in the population. The ACA's Medicaid eligibility expansion, therefore, would have been significantly beneficial to low-income young adults. This study evaluates the effect of the ACA Medicaid expansion on the health, health care access and utilization, and financial well-being of low-income young adults ages 19-25. Using 2010-2017 National Health Interview Survey data, I estimate policy effects by applying a difference-in-differences design leveraging the variation in state implementation of the expansion policy. I show that Medicaid expansion improved health insurance coverage, health care access, and financial well-being for low-income young adults in expansion states, but had no effect on their health status and health care utilization. I also find that the policy was associated with larger gains in health coverage for racial minorities relative to their Non-Hispanic White counterparts. Background: Whether variation in Medicaid reimbursement fees influenced the impacts of the Medicaid expansions is not well understood., Objective: We examine whether changes in health care access associated with Medicaid expansion are different in states with comparatively high Medicaid reimbursement rates compared against expanding in states with lower Medicaid reimbursement rates., Design: Using a difference-in-difference-in-difference (DDD or triple-difference) regression approach, we compare relative differences in Medicaid expansion effects between lower and higher reimbursement states., Participants: 512,744 low-income adults aged 20-64 in the 2011-2019 Behavioral Risk Factor Surveillance System., Main Measures: Health insurance coverage status, unmet medical needs due to cost, regular source for health care, and a regular/scheduled checkup within the past year., Key Results: Medicaid expansion has significant and positive impacts on health coverage and access in both high- and low-fee states. In states with fee levels above the median Medicare-to-Medicaid ratios, expanding Medicaid eligibility reduced uninsurance rate by 15.2 percentage point (ppt, p < 0.01), shrank the cost-associated unmet medical need by 10.3 ppt (p < 0.01), improved access to usual source of care by 1.9 ppt (p < 0.1), and increased regular checkup by 14.4 ppt (p < 0.01), while such effects in low-fee states were 11.7 ppt (p < 0.01), 8.3 ppt (p < 0.01), 3.1 ppt (p < 0.1), and 12.3 ppt (p < 0.01), respectively. Our results suggest that Medicaid expansion effect on unmet medical need due to cost in higher-reimbursing states was 2.98 ppt (p < 0.05) larger than in lower-reimbursing states. Research has made clear that neighbourhood conditions affect racial inequality. We examine how living in minority neighbourhoods affects ease of access to conventional banks versus alternative financial institutions (AFIs) such as check cashers and payday lenders, which some have called predatory. Based on more than 6 million queries, we compute the difference in the time required to walk, drive or take public transport to the nearest bank versus AFI from the middle of every block in each of 19 of the largest cities in the United States. The results suggest that race is strikingly more important than class: even after numerous conditions are accounted for, the AFI is more often closer than the bank in low-poverty racial/ethnic minority neighbourhoods than in high-poverty white ones. Purpose: In this paper, the authors recap the history and evolution of ISSPP research in the USA with research teams that grew from one location in 2002 to seven teams at present. The authors also examine the unique context of public education in America by describing its governance, key policies and funding as well as increasing student diversity due to changing internal student demographics and global population migrations. In particular, the authors describe how decentralization in American public education that has led to long-standing systemic inequities in school resource allocations and subsequently to marked gaps in performance outcomes for children from poor communities, especially for those of color. These existing inequities were the reason the USA research team was the only national ISSPP team from the original network of eight countries that choose to study exclusively leadership in challenging, high needs schools that performed beyond expectations. Design/methodology/approach: The authors describe the common multi-case case study methodology (Merriam, 1988) and interview protocols employed in order to gather multiple perspectives on school success in high-needs communities and the principal's contribution to that success. Leithwood and Riehl's (2005) framework of core leadership practices for successful school leadership was used to analyze our data across all cases. Findings: The authors present key findings from cases across the USA and synthesize common trends across these findings. Research limitations/implications: The authors conclude the paper with a discussion of their overarching impressions from almost two decades of study, the importance of national and local context in examining school leadership and, lastly, suggestions for future research. Originality/value: This article contributes to findings from the longest and largest international network on successful leadership.

Recently, there has been tremendous interest in deep and extreme poverty in the United States. We advance beyond prior research by using higher-quality data, improving measurement, and following leading standards in international income research. We estimate deep (less than 20% of medians) and extreme (less than 10% of medians) poverty in the United States from 1993 to 2016. Using the Current Population Survey, we match the income definition of the Luxembourg Income Study and adjust for underreporting using the Urban Institute's TRIM3 model. In 2016, we estimate that 5.2 to 7.2 million Americans (1.6% to 2.2%) were deeply poor and 2.6 to 3.7 million (0.8% to 1.2%) were extremely poor. Although deep and extreme poverty fluctuated over time, including declines from 1993 to 1995 and 2007 to 2010, we find significant increases from lows in 1995 to peaks in 2016 in both deep (increases of 48% to 93%) and extreme poverty (increases of 54% to 111%). We even find significant increases with thresholds anchored at 1993 medians. With homelessness added, deep poverty would be 7% to 8% higher and extreme poverty 19% to 23% higher in 2016, which suggests that our estimates are probably lower bounds. The rise of deep/extreme poverty is concentrated among childless households. Among households with children, the expansion of SNAP benefits has led to declines in deep/extreme poverty. Ultimately, we demonstrate that estimates of deep/extreme poverty depend critically on the quality of income measurement.

Using nationally representative survey data, this research note examines the association between immigrant legal status and poverty in the United States. Our objective is to test whether estimates of this association vary depending on the method used to infer legal status in survey data, focusing on two approaches in particular: (1) inferring legal status using a logical imputation method that ignores the existence of legal-status survey questions (logical approach); and (2) defining legal status based on survey questions about legal status (survey approach). We show that the two methods yield contrasting conclusions. In models using the logical approach, among noncitizens, being a legal permanent resident (LPR) is counterintuitively associated with a significantly greater net probability of being below the poverty line compared with their noncitizen peers without LPR status. Conversely, using the survey approach to measure legal status, LPR status is associated with a lower net probability of living in poverty, which is in line with a growing body of qualitative and small-sample evidence. Consistent with simulation experiments carried out by Van Hook et al. (2015), the findings call for a more cautious approach to interpreting research results based on legal status imputations and for greater attention to potential biases introduced by various methodological approaches to inferring individuals' legal status in survey data. Consequently, the approach used for measuring legal status has important implications for future research on immigration and legal status.

This study inquires whether a new structurally dispossessed class is developing in the United States. The new class proposition is derived from social theory and operationalized by two empirical characteristics: not in the labor force (NILF) and family income below poverty. The primary data source is the Current Population Survey over the years from 1968 to 2018, and threshold demographic criteria for class development is specified as increasing size and diversity. Because evidence is found to support the latter criterion but not the former, the proposition that a new class is developing is partially rejected. The analysis finds that new social components are joining the NILF/impoverished including men, Hispanics, college graduates, and young adults. Second, that the NILF/impoverished are politically active in terms of electoral participation, and no more likely than the total electorate to have voted for a populist Presidential candidate in 2016. NILF/impoverished recipiency of state transfers varies over time, increasing through the Great Recession, then receding. The current research investigates whether higher economic inequality disproportionately intensifies the financial hardship of low-income individuals. We propose that higher economic inequality increases financial hardship for low-income individuals by reducing their ability to rely on their community as a buffer against financial difficulties. This may occur, in part, because a frayed community buffer reduces low-income individuals' propensity to seek informal financial support from others. We provide empirical support across eight studies (sample size N = 1,029,900) from the United States, Australia and rural Uganda, through correlational and experimental data, as well as an instrumental variable analysis. On average across our studies, a 1 s.d. increase in economic inequality is associated with an increase of financial hardship among low-income individuals of 0.10 s.d. We discuss the implications of these results for policies aimed to help people living in poverty buffer against the adverse effects higher economic inequality imposes on them.

The purpose of this paper is to introduce the special issue on poverty, schooling and research and to tease out and discuss some of the concepts that this kind of writing and research work provokes. We frame the issue, briefly introduce each paper and then discuss "keywords" in four sections: living/knowledge, justice/connection, weakness/education, and affect/anxiety.

This paper describes the Smart Beginnings Integrated Model, an innovative, tiered approach for addressing school readiness disparities in low-income children from birth to age 3 in the United States through universal engagement of low-income families and primary prevention in pediatric primary care integrated with secondary/tertiary prevention in the home. We build on both public health considerations, in which engagement, cost and scalability are paramount, and a developmental psychopathology framework (Cicchetti & Toth, Journal of Child Psychology and Psychiatry, and Allied Disciplines 50:16-25, 2009), in which the child is considered within the context of the proximal caregiving environment. Whereas existing early preventive models have shown promise in promoting children's school readiness, the Smart Beginnings model addresses three important barriers that have limited impacts at the individual and/or population level: (1) identification and engagement of vulnerable families; (2) the challenges of scalability at low cost within existing service systems; and (3) tailoring interventions to address the heterogeneity of risk among low-income families. Smart Beginnings takes advantage of the existing platform of pediatric primary care to provide a universal primary prevention strategy for all families (Video Interaction Project) and a targeted secondary/tertiary prevention strategy (Family Check-Up) for families with additional contextual factors. Residents of urban American neighborhoods facing economic hardship often experience individual and collective adversities at high levels. This study explores how racially diverse adults experience stress, adversity, and trauma, and how they cope and heal in the context of their environment. Following a critical realist grounded theory methodology, four focus groups were conducted with African American, White and Latinx participants (N = 21) within an employment service program. Participants identified key stressors ranging from financial and job challenges, violence, and trauma. To cope with and heal from adversity, they practiced positivity, named trauma and its effects, sought social connection, envisioned community-based resources, and addressed structural and systemic barriers. The data generated a theory of "a mutual process of healing self and healing the community" through intrapersonal, interpersonal, and structural change. We show that an information nudge increased the rate of American citizenship applications among low-income immigrants eligible for a federal fee waiver. Approximately half of the 9 million naturalization-eligible immigrants qualify for a federal programme that waives the cost of the citizenship application for low-income individuals. However, take-up of this fee waiver programme remains low 1-3 . Here we use a randomized field experiment to test the effectiveness of a low-cost intervention (a 'nudge') that informed low-income immigrants about their eligibility for the fee waiver. We find that the information nudge increased the rate of citizenship applications by about 8.6 percentage points from 24.5% in the control group to 33.1% in the treatment group (ordinary least squares regression with robust standard errors (d.f. = 933); P = 0.015; 95% confidence interval ranged from 1.7 to 15.4 percentage points). We found no evidence that the nudge was less effective for poorer or less educated immigrants. These findings contribute to the literature that addresses the incomplete take-up of public benefits by low-income populations 4-10 and suggest that lack of information is an important obstacle to citizenship among low-income immigrants who demonstrate an interest in naturalization.

In an increasingly mobile world, the integration of immigrants and displaced individuals is an important factor in creating cohesive and inclusive societies. Integration has different dimensions; this scoping review examines the conceptualization and measurement of economic integration among immigrants and refugees in the United States. Quantitative peer-reviewed journal papers measuring or conceptualizing the economic integration of first-generation documented adult immigrants or refugees in the United States, as well as relevant conceptual or theory papers on this topic, were included in the review. The search strategy included an online search of the Web of Science Core Collection, PsycINFO, Applied Social Sciences Index and Abstracts (ASSIA), and EconLit. Additional search strategies included scanning the reference lists of studies identified as relevant in the initial database search. An analysis of 72 studies included in the review using a data extraction table reveals seven key domains of economic integration: income and economic security, employment and occupational categories, assets and use of financial services, neighborhood and housing, health, education, and use of public assistance. Income and economic security emerged as the most common indicators of integration in the reviewed studies. Notably, less than half of the reviewed publications had a multidimensional approach to defining or measuring economic integration, and the majority of studies were focused on immigrants, with a smaller proportion dedicated to refugees. This review emphasizes the need for comprehensive frameworks in assessing economic integration among immigrants and refugees, reflecting the multifaceted nature of their economic integration experiences. In a recent paper, Reardon found that the relationship between family income and children's academic achievement grew substantially stronger in the 1980s and 1990s in the United States. We provide an international context for these results by examining the income-achievement association in 19 other Organisation for Economic Co-operation and Development countries using data from the Progress in International Reading Literacy Study and the Programme for International Student Assessment. First, we calculate and compare the magnitude of "income achievement gaps" across this sample of countries. Second, we investigate the association between the size of a country's income achievement gap, its income inequality, and a variety of other country characteristics. We find considerable variation across countries in income achievement gaps. Moreover, the U.S. income achievement gap is quite large in comparison to this sample of countries. Our multivariate analyses show that the income achievement gap is positively associated with educational differentiation, modestly negatively associated with curricular standardization, and positively associated with national levels of poverty and inequality.

Redistribution for income equality is a contentious issue, with advocates citing increased economic stability and skeptics fearing potential negative impacts on economic growth. The United States (U.S.) faces notably high income inequality compared to the Organisation for Economic Co-operation and Development (OECD) average, with wealth concentrated in the top brackets. This paper critically examines the existing U.S. redistribution methods, including the taxation system and welfare programs, highlighting challenges such as the lack of tax progressiveness in top brackets and limited redistribution compared to European counterparts. Based on this overview, the study evaluates alternative redistribution strategies, including wealth and business taxes. The paper compares theory with insights from pilot programs in other countries. Finally, the paper argues for a universal basic income (UBI) set at per-capita welfare spending, positing that this approach can empower individuals to escape poverty traps, enhance productivity, and introduce a choice mechanism for welfare consumption. The article posits that the puzzles of stagnating poverty rates amidst high growth and declining unemployment in the United States can be substantially explained by polarized job markets characterized by job quality and job distribution. In recent decades, there has been an increased number of poor-quality jobs and an unequal distribution of jobs in the developed world, particularly in the United States. I have calculated measures of uneven job distribution indices that account for the distribution of jobs across households. A higher value of the uneven job distribution indices implies that there are relatively large numbers of households with multiple employed people and households with no employed people. Similarly, poor-quality jobs are those jobs that do not offer full-time work. Two-way fixed-effect models estimate that higher uneven job distribution across households worsens aggregated poverty at the state level. Similarly, good-quality jobs help households escape poverty, whereas poor-quality jobs do not. This paper suggests that eradicating poverty requires the government to direct labor market policies to be tailored more toward distributing jobs from individuals to households and altering bad jobs into good jobs, rather than merely creating more jobs in the economy. Introduction: Children living in poverty are at an increased risk for maltreatment. Social safety net (SSN) programs with antipoverty objectives may reduce child maltreatment through pathways such as reduced food insecurity, lessened caregiver stress, and improved caregiving behaviors and ability to meet children's basic needs. The objective of this study is to conduct a systematic review of evidence on the ability of SSN programs to reduce child maltreatment in the United States (U.S.)., Methods: This systematic review was conducted using PRISMA protocol. Among studies published between 1996-2022, the initial search returned 1,873 articles, and 27 papers were included in the final analysis. Abstracts were identified primarily on June 24th, 2022, and extraction and synthesis of data was conducted in 2022-2023., Results: Of the 27 papers assessed, 16 studies found that SSN programs were protective against child maltreatment. Three of the reviewed studies found no effect of safety net programs, 4 studies presented mixed findings, and 4 studies found adverse impacts in terms of child maltreatment outcomes. When restricting to high-quality studies only, 10 out of 12 found protective impacts and none found adverse impacts on child maltreatment., Discussion: SSNs are associated with protective effects against child maltreatment. Background: Improving perinatal mental health and care experiences and preventing adverse maternal and infant outcomes are essential prenatal care components, yet existing services often miss the mark, particularly for low-income populations. An enhanced group prenatal care program, "Glow! Group Prenatal Care and Support," was developed in California's Central Valley in response to poor perinatal mental health, disrespectful care experiences, and high rates of adverse birth outcomes among families with low incomes., Methods: Engaging Mothers & Babies; Reimagining Antenatal Care for Everyone (EMBRACE) is a pragmatic, two-arm, randomized, comparative-effectiveness study designed to assess depression (primary outcome), the experience of care (secondary outcome), and preterm birth (exploratory outcome) among Medi-Cal (California's Medicaid program)-eligible pregnant and birthing people, comparing those assigned to Glow! Group Prenatal Care and Support (Glow/GC) with those assigned to enhanced, individual prenatal care through the California Department of Public Health's Comprehensive Perinatal Services Program (CPSP/IC). Participating clinical practices offer the two comparators, alternating between comparators every 6 weeks, with the starting comparator randomized at the practice level. Participant-reported outcomes are assessed through interviewer-administered surveys at study entry, during the participant's third trimester, and at 3 months postpartum; preterm birth and other clinical outcomes are abstracted from labor and delivery records. Patient care experiences are further assessed in qualitative interviews. This article examines why liberation theology needs to be a core resource in religious education settings, especially in Catholic secondary schools. It will first touch on key tenets of liberation theology and the reasons why it was silenced and underused. It will then analyse poverty in the Jewish tradition as an interfaith resource and challenge. Next, the article will highlight three challenges of teaching liberation theology in secondary classrooms. In response to these challenges, the article will close with the benefits of teaching liberation theology in the classroom.

Ill-health causes poverty. The effect runs through multiple mechanisms that span lifetimes and cross generations. Health systems can reduce poverty by improving health and weakening links from ill-health to poverty. This paper maps routes through which ill-health can cause poverty and identifies those that are potentially amenable to health policy. The review confirms that ill-health is an important contributor to poverty and it finds that the effect through health-related loss of earnings is often larger than that through medical expenses. Both effects are smaller in countries that are closer to universal health coverage and have higher social safety nets. The paper also reviews evidence from low- and middle-income countries (LMICs) and the United States (US) on the poverty-reduction effectiveness of public health insurance (PubHI) for low-income households. This reveals that PubHI does not always deliver financial protection to its targeted population in LMICs. Countries that have succeeded in achieving this goal often combine extension of coverage with supply-side interventions to build capacity and avoid perverse provider incentives in response to insurance. In the US, PubHI is effective in reducing poverty by shielding low-income households with children from healthcare costs and, consequently, generating long-run improvements in health that increase lifetime earnings. Aim: To conduct a discursive review on continuous glucose monitoring use among Black older adults and to address the issue of racial disparities in diabetes management and outcomes. Type 2 diabetes mellitus is a global health concern with significant complications and mortality rates. Black older adults are disproportionately affected. Initially designed for type 1 diabetes, continuous glucose monitoring has emerged as an innovative tool for type 2 diabetes mellitus management. Despite its potential, there are challenges related to adherence and digital literacy among Black older adults for managing Diabetes. Design: A discursive review. Methods: Searching literature in PubMed, Scopus, and Google Scholar for papers published from 2017 to 2023, we explored the use of continuous glucose monitoring in Black older adults with type 2 diabetes mellitus, examining barriers, facilitators and challenges. Discussion: We highlight recommendations from the literature which included barriers, facilitators, and cultural factors associated with continuous glucose monitoring use. Findings underscore the importance of addressing these challenges to reduce racial–ethnic disparities in type 2 diabetes mellitus management among Black older adults. Nurses and advanced practice registered nurses are at the forefront and can play a pivotal role in exploring and implementing interventions to promote access and proper use of continuous glucose monitoring among Black older adult patients with type 2 diabetes mellitus. This paper examines the issues surrounding low-income immigrants in the U.S. and the ways they shape the educational experiences of their young children. Using a multidisciplinary lens including sociology, family studies, education, and mental health, the authors analyse multiple perspectives towards the educational experiences of children in low-income immigrant families. After providing a sample case study focusing on the educational experiences of Burmese refugee parents with early elementary education (Grades K through 3) in the Midwestern United States, the authors frame desirable responses from policy and practice that would best support the educational experiences of young children in low-income immigrant families including (a) understanding cultural strengths, (b) creating a positive and inclusive classroom environment, (c) supporting bilingual and bicultural competencies, (d) providing immigrant families with leadership opportunities, (e) teacher professional development on mental health and poverty, and (f) building integrated supports for the family.

Introduction: Depression is a global concern, with a significant number of people affected worldwide, particularly in low- and middle-income countries. The rising prevalence of depression emphasizes the importance of early detection and understanding the origins of such conditions., Objective: This paper proposes a framework for detecting depression using a hybrid visualization approach that combines local and global interpretation. Purpose: This paper presents a re-analysis of the National Child Abuse and Neglect Data System (NCANDS) data presented by Briggs et al. (2022). Methods: We review five components of that article: The aims, variables, analytic strategy, analysis, and conclusions. Results: We conclude that several of the NCANDS variables used are invalid at the national level, and that this is sufficient to call the research into question. We find concerning issues in analytic strategy and analysis as well, many stemming from a failure to account for the serious underreporting of services in NCANDS, and the wide variability in data quality and consistency across states. We also found what we consider to be issues with their statistical analysis. Discussion: The reanalysis presented in this article shows no pattern of disparate within Child Protective Services (CPS) outcomes by race and, therefore, no support for the Briggs et al. claim of pervasive anti-Black racism within the CPS system. In this paper, we present the results of a scoping review in which we examined the scientific literature (2010–2021) on faith-based organizations (FBOs) working within the field of poverty alleviation, focusing on the way studies define and use the term FBO. Fifty-two relevant studies were identified and included. Our research shows that the term FBOs is primarily used in American studies. Moreover, there is no broad consensus on the exact definition or meaning of the term nor on its scope. Because of this lack of consensus and the inherent shortcomings of the term, we suggest to replace the term FBO by the term "religion-based solidarity initiatives" (RSIs), We define RSIs as: "Initiatives that, from a religious inspiration, aim at organizing collective action for and/or providing support or services to people in vulnerable positions." Poverty is a global problem, and fighting it is a historical task faced by humanity. The outbreak of poverty crises has a certain cyclicality, and the development of economic research may react to poverty cycles. To validate this view, we take the United States as an empirical example and establish a quantitative research architecture based on the bibliometrics and econometrics. In the first place, we conduct a bibliometric analysis of selected search terms relevant to poverty cycles. After that, the time-series data in the actual economy are collected for reflecting the trends and fluctuations in economic activity affected by poverty cycles. Meanwhile, with both bibliometric and economic data, a detrending measure via the band-pass (BP) filter is performed to estimate cycles. Finally, the Granger causality tests are implemented to explore the interaction between poverty cycles and economic research directly. As a supplement, this paper also provides a quantitative evaluation analysis, namely impulse-response functions, to investigate the influence of economic variables on bibliometric ones. Public perception of poverty is assumed to have a significant effect on the legitimacy and viability of welfare policies. The paper compares the public perceptions of poverty in the United States and in East-Central Europe and tests whether they reflect the individualism–structuralism dimension. It examines attributions for poverty in a preselected county in each area. Primary data collection is carried out using the methods of systematic data collection. These methods first certify a certain level of cultural competence in the field of interest, then provide reliable results with the use of a significantly smaller sample than mainstream social science methods. The paper concludes that the structural and individual explanations of poverty are endorsed to the same extent in both countries. Public perception of poverty does not reflect the differences of the welfare systems. The distinction between the two examined areas is sharpest with respect to health and health care-related items, to the family size, and to the role of friends. Traditional "head count" measures of poverty at advanced older ages understate the risk of falling into poverty because of survivorship bias due to the income-mortality gradient, which indicates that people in poverty have higher mortality rates than people with higher income. Survivorship bias is a form of sample selection bias. This paper presents a supplementary measure for poverty at older ages, based on an adaption of a model for correcting survivorship bias in rate of return data for mutual funds. Using U.S. longitudinal data from the Health and Retirement Study (HRS) for 1996 and 2002–2012 for the same cohort, we develop a new estimate of poverty at older ages that suggests that traditional cross-sectional measures understate the risk of falling into poverty by roughly a quarter. This paper augments our understanding of the geography of work and opportunity in the United States, examining employment projections for a set of occupations deemed to have a particularly 'bright outlook' in the coming decade. Drawing labour and feminist geography insights into regional studies, this paper combines several sources of socioeconomic data to examine critically, first, the regional patterns of projected employment; and, second, how good these jobs really are. It finds that access to these jobs will be highly uneven across the United States; many of these jobs pay well below average, often not paying regional living wages; and patterned disadvantages are likely to hamper improved pay and conditions. It is argued that the mismatch between the optimistic rhetoric and the actual empirics shows that deep changes must be made for there to be a bright outlook for US employment futures. Social workers who feel having a legitimate mandate to carry the social justice core value of their profession must first grasp the depth and breadth of poverty. These workers must then comprehend the sociopolitical underpinnings of welfare policies intended to benefit their clients. This paper explored the scope of poverty in the United States; assessed antipoverty policies in relation to their failure to produce long-term self-sufficiency outcomes for recipients; and discussed two appropriate social work interventions – empowerment practice and social advocacy – for working with marginalized populations, including welfare recipients. It is concluded that, because the American welfare state is fundamentally flawed, people living in poverty may experience difficulties reaching their full potential if stranded for too long on the rolls of means-tested benefits. The aim of this paper is twofold: (a) to define a new concept, the welfare loss that a society experiences due to the segregation of the demographic groups that comprise it and (b) to propose measures that quantify this phenomenon satisfying a set of normative properties. In aggregating the well-being losses (gains) of the groups derived for being concentrated in low-status (high-status) organizational units, this paper embraces the distributive approach adopted in the literature on economic deprivation and poverty. The advantages of these measures are shown by exploring the welfare losses that the United States has experienced from 1980 to 2012 due to occupational segregation by both gender and race/ethnicity. Our analysis shows that our measures reveal certain aspects of the phenomenon that do not emerge when using overall segregation measures. Thus, for example, while nothing seems to have changed in U.S. labor market in the last decade according to some well-known overall segregation measures, the social welfare loss due to segregation has actually increased. Nearly three decades since the passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, federal cash assistance to families in poverty in the United States has entered political discourse once more with the Biden Administration's introduction of the American Families Plan. At the heart of this discussion are theories of change that derive from the family and developmental sciences. As a result, scientists in these fields have a duty to understand the history of the last reform and the consequences it has since had for children in poverty. In this paper, I review the history of perspectives toward government social assistance programs, as well as extant research demonstrating the mechanisms through which maternal employment and federal cash assistance impact child wellbeing. Background. Chronic stress and depression disproportionately affect families experiencing poverty, and likely contribute to disparities in early childhood developmental outcomes. Developing strategies to address chronic stress and depression may help mitigate these disparities. Early Head Start (EHS) and Head Start (HS) programs provide an important platform to address the disproportionate burden of stress and mental health issues experienced by EHS/HS families. However, few low-literacy, broad, scalable interventions improve parents' knowledge and attitudes around these topics. Objectives. We examined parents' knowledge and attitudes regarding stress and depression before and after a train-the-trainer (TTT) intervention delivered to 28 EHS/HS agencies across the United States. Methods. Following a TTT workshop, 18 agencies chose to deliver the stress training to 1,089 parents and 5 chose to deliver the depression training to 670 parents. Participating parents completed paper assessments at baseline and 3 months following the training. Paired T-tests and chi-square analyses tested whether responses significantly improved over time. Results. At baseline, 37.2% of parents reported feeling stressed most of the time and 13.4% reported feeling depressed most of the time. Following the trainings and reinforcement activities, parents' knowledge, attitudes and self-reported behaviors significantly improved, including willingness to seek help for depression, avoidance of negative health-risk behaviors and utilization of healthy stress management practices. At follow up, 18.6% of parents reported feeling stressed most of the time and 11% reported feeling depressed. Conclusion. Rising poverty in suburbs has led to increased interest in how well suburban safety nets function. Apart from public assistance programs, community-based nonprofit health and human service organizations play a central role in suburban efforts to address racial and economic inequalities. Understanding how nonprofit services are distributed across the suburban and urban landscape, therefore, is critical to assessing how communities may be able to address need. In this paper, we examine the presence and volatility of nonprofit health and human service expenditures in suburban and urban counties across the United States from 2000 to 2017. We find the nonprofit safety net to be more responsive in urban centers than in suburban places, and less robust in suburban areas experiencing high rates of poverty or with a larger share of residents who are Black. Nonprofit health and human service spending also appears less countercyclical than is commonly understood. In this paper, factors associated with poverty among refugees were explored using a nationally representative sample in the United States. Relying on the social exclusion theory,) a refugee integration framework was selected as a conceptual framework of the study. Poverty was calculated based on households' income (income poverty) and deprivation in three domains of education, health, and housing (multidimensional poverty). Multivariate models of the study identified limited English language proficiency as the strongest predictor of both income and multidimensional poverty among refugees. As pressure increases to support social justice, coalitions try to understand their role in oppression while implementing practices to create equitable environments. Twenty-six education-focused community coalitions in the United States participated in the study. Coalition interviews and membership rosters are used to evaluate the degree to which these coalitions engage in community engagement practices conducive to empowerment. Involvement practices emphasize communication strategies and participatory design structures. Systems change practices emphasize agenda-setting processes and a level of awareness of structural sources that create social marginalization. This work investigates how these two practices create empowerment. This study uses fuzzy-set qualitative comparative analysis to examine the impact of community poverty, coalition age, government representation, coalition size, school district size, and coalition governance on involvement and systems change practices. The results demonstrate combinations of these conditions in four mutually exclusive solutions for involvement practices and two mutually exclusive solutions for systems change practices. The paper ends by identifying cases that coincide with these solutions and how communities thoughtfully configure their collaborations to coincide with empowerment theory. This paper undertakes a comprehensive analysis of multidimensional poverty in the United States over the last decade. It provides estimates of multidimensional poverty over more than a decade, from 2008 to 2019, which covers the Great Recession and the recovery following the recession when major policy changes such as the Affordable Care Act were implemented. For the first time, spatial trends in estimates of multidimensional poverty are also provided. We measure annual poverty levels in 4 regions, 50 states and examine the relation between multidimensional poverty and neighborhood characteristics. We find that on average, 13 percent of the United States population was multidimensional poor. Poverty rates were high in the South and the West and among young adults, immigrants and Hispanics. Alternative indices of multidimensional poverty show consistent trends; multidimensional poverty in the United States rose between 2008 and 2010 and then gradually declined. However, more than a quarter of individuals with incomes above the poverty threshold remained multidimensional poor. This underscores the fact that income does not always capture deprivation experienced by individuals. This study adopts a critical discourse analysis (CDA) approach to problematize the representation of victims in the online educational messaging on sex trafficking promoted in the US "end-demand" movement. The websites of 20 US anti-trafficking groups are analyzed. While these website-based messages are positioned to educate the public about sex trafficking, they are predominately framed toward problematizing sex work and essentializing women with racialized and marginalized identities in sex work, with no discursive recognition of intersectional structural inequalities (e.g., racism, sexism, poverty, homo/transphobia) that lead to trafficking. These ideologically charged messages, when presented as "facts," further the anti-sex work sentiment among the public, powerfully (re)produce and sustain the public (mis)perception equating "anti-sex trafficking" with "anti-sex work," and legitimize the carceral feminist anti-trafficking practice that primarily criminalizes, censors, and oppresses the agency, behaviors, and needs of structurally marginalized communities. This paper calls attention to how injustice may be (re)produced in the way trafficking is represented and how representational injustice may translate into material consequences, further subjecting already marginalized groups to criminalization and surveillance. Through incorporating representational justice into our conceptualization of racial and social justice, we may (re)build an anti-trafficking framework that is structurally competent, rights-inclusive, and centered on humanization. This paper seeks to explore and depict the implicit force of classism impacting social work practice and discourse using the example of white rural poverty. The demographics and the specific psychosocial needs of this population will be explored. Cultural attitudes toward the white rural poor will also be examined, as well as the origin of the negative and pejorative sentiments that exist toward this population. Social work's participation in perpetuating these negative biases and stereotypes will be addressed, both currently and historically. The historic examples illustrated herein are social works' participation in the national eugenics movement and the efforts to eradicate hookworm in the early 20th century. These historic examples will be used as the backdrop to the examination of classist beliefs. By using boundary theory and the concept of implicit biases, this paper seeks to demonstrate the creation of belonging or not-belonging based on class standing. Using composite case material from this writer's own experience as a clinician working in primarily impoverished rural enclaves, this paper will highlight the risk of practicing clinically without acknowledging the implicit class bias at play in a cross-class dyad. This paper examines the major changes to the face of poverty in Great Britain over the past few decades, assessing the role of policy, and compares and contrasts this with the patterns seen in the United States, using harmonised household survey data. There are various commonalities between the countries, including a shift in the composition of those in poverty towards working‐age households without children, who have not been the focus of policy attention. There are also big differences, with a steadily increasing share of poverty in Great Britain – but a stable share in the United States – found in households with an adult in paid work. This perhaps explains why the anti‐poverty focus in Great Britain is now squarely on the plight of working households, while in the United States it is focused on labour force participation among the low skilled – even though, as we show, the United States has, for decades, been accustomed to in‐work poverty comprising a significantly higher proportion of overall poverty than in Great Britain. Introduction: While evidence has been established on the impact of medical appointment non-attendance on the healthcare system and patient health, previous research has not focused on how poverty and rurality may influence patient experiences with non-attendance. This paper explores patient perceptions of non-attendance among those experiencing poverty in a rural U.S county to better inform providers to the context in which their patients make attendance-related decisions. Methods: Using a grounded theory approach, we conducted semi-structured interviews with 32 U.S. low-income adults in the rural Western U.S. who recurrently missed primary care appointments. We also used a questionnaire to assess individual characteristics related to health, resiliency, personal mastery, medical mistrust, life chaos, and adverse childhood experiences. Results: Participants identified 3 barriers to attending appointments: appointment disinterest, competing demands, and insufficient systems. Appointment disinterest stemmed from physical and mental health issues, misalignment between needs and treatment, and comfort with the provider. Competing demands included family responsibilities, employment, and relationships. Finally, participants reported that current scheduling and transportation systems were helpful but insufficient. To provide further context, participants also reported low overall health, moderate levels of medical mistrust, life chaos, and mastery, moderate to low resilience, and very a high number of adverse childhood experiences. Conclusions: Results point to the need for modified structures that allow low-income patients more control over their personal health and highlight opportunities for clinics to address patients' lack of interest and fear in the medical encounter. There has been a growing discussion in recent years about rising inequality in the U.S. Yet, this discourse, in focusing on the fortunes of the top 1%, distracted attention from the design of policy initiatives aimed at improving socio-economic conditions for the poor. This paper examines the development of anti-poverty politics and policy in the US during the Obama era. It analyses how effective the strategies and programmes adopted were and asks how they fit with models of policy change. The paper illustrates that the Obama administration did adopt an array of anti-poverty measures in the stimulus bill, but these built on existing programmes rather than create new ones and much of the effort was stymied by institutional obstacles. This paper contributes to debates on economic inequality and ethnic and racial dimensions of social policy by focusing on the US racial wealth gap and assessing in what ways the private wealth management industry has contributed to this gap and reinforced white supremacy. The combined effects of the private wealth management industry reproducing whiteness and the industry being embedded in whiteness act as a barrier to developing a wider understanding of the savings and investment behaviour of people of colour. The paper addresses the role of public policy in closing the gap for investment advice, whether it should become a direct provider, or a facilitator to encourage the wider engagement of existing market participants.
