To create the landslide activity map, we implemented and tested the procedure to fully utilise the 6-day repeatability of the Sentinel-1 constellation in three pilot areas in Slovenia for the observation period from 2017 to 2021. The interferometric processing of the Sentinel-1 images was carried out with ENVI SARScape, while the interpretation of the persistent scatterers InSAR data was done in three steps. In the first step, a preliminary interpretation of the landslide areas was performed by integrating the PS InSAR data into a GIS environment with information that could be relevant to explain the movement patterns of the PS InSAR points. In the second step, a field validation was performed to check the PS InSAR in the field and record the potential damage to the objects indicating the slope mass movements. In the third step, the deformations were identified, and areas of significant movement were determined, consisting of clusters of at least 3 persistent scatterers (PS) with a maximum spacing of 10 m. The landslide activity map was created based on the landslide areas categorised into four classes based on the geotechnical analyses, yearly velocity data obtained by PS InSAR, and validation of annual velocity data obtained by in-situ and GNSS monitoring and field observation. A total of 21 polygons with different landslide activities were identified in three study areas. Activities toward better understanding and reducing landslide disaster risk are an important part of the voluntary commitment written into the ISDR–ICL Sendai Partnerships 2015–2030. The present study highlights of the learning by doing approach implemented in the case of Potoška planina landslide, which poses a threat for community of Koroška Bela. For the first time in Slovenia, a cooperative team has been established for the purpose of raising awareness and understanding of landslide risk in the community. In addition, a combination of indoor and outdoor training sessions provides both theoretical and practical exercises on how landslides may be identified, together with their key characteristics and methods for landslide monitoring. In order to evaluate the effectiveness of this team, which is made up of different sectors, a questionnaire was drawn up. The responses to the questionnaire showed that understanding of landslide hazards among the members of cooperative team is significantly better than it was before the group was established. The present research proposes a methodology whereby, through cooperative team trainings and mutual cooperation among relevant stakeholders and local authority, important steps toward understanding landslide risks can be achieved, which in particularly is important for local communities and is sure to become a focal point in the coming years, in parallel with the increasing scarcity of financial resources available at the local level. In Slovenia, rainfall-induced landslides lead to considerable damages, even causing human losses. In order to reduce the impact of this kind of landslide, several researchers analyzed rainfall-induced landslides in this country, but to date, no rainfall thresholds have been developed for a landslide warning system at national scale. In this paper, the definition of rainfall thresholds for rainfall-induced landslides in Slovenia is presented. The thresholds have been calculated by collecting approximately 900 landslide data and the relative rainfall amounts, which have been collected from 41 rain gauges. To define the thresholds, an existing procedure characterized by a high degree of objectiveness has been used. This approach is based on a software that was developed for a test site with very different characteristics (Tuscany, central Italy). At first, a single national threshold has been defined; subsequently, the country was divided into four zones, on the basis of the major river basins. The effectiveness of the thresholds has been verified by the use of several statistical parameters and it resulted in quite good performances, even if with some uncertainties, probably due to the quality of the available data. Besides the setting of a threshold system, usable for civil protection purposes at national scale, an additional outcome of this work was the possibility of applying, with good results, a methodology defined for another region, therefore testing its degree of exportability in different settings. A prototype of a low-cost GNSS (Global Navigation Satellite System) monitoring system was installed on a deep-seated landslide in north-western Slovenia to test its performance under field conditions. The system consists of newly developed GNSS stations based on low-cost, dual-frequency receivers and open-source GNSS processing software. It automatically receives GNSS data and transmits them over the Internet. The system processes the data server-side and makes them available to the end user via a web portal. The detected surface displacements were evaluated through a comparison with the network of classic geodetic measurements. The results of a nine-month monitoring period using seven GNSS stations provided a detailed insight into the spatial and temporal pattern of deep-seated landslide surface movements. The displacement data were correlated with precipitation measurements at the site to reveal how different parts of the landslide react to rainfall. These data form the basis for the further development of an early-warning system which will help to manage the risk the landslide poses to the local population and infrastructure.
