Global trends towards an increase in the number and complexity of cyber-attacks led to the actualization of the issue of information and telecommunication systems (ITS) security. In particular, it is important to sectoral ITS, which are critically important for the functioning of society, the socio-economic development of the state and ensuring the informational component of national security. Taking into account the needs of national security and the need to introduce a systemic approach for solving the problem of critical infrastructure protection, at the national level, creating a security system is one of the priorities in the reforming of the defense and security sector of Ukraine. Thus, there is a need to develop methods and models for the ITS categorization as critical information infrastructure to ensure the national security of Ukraine. The paper presents a method for calculating the level of criticality of sectoral ITS, which, due to the use of a structural-logical and functional model for determining the functional profile of the sectoral ITS security, as well as a functional model for calculating the quantitative criterion for assessing the security of ITS, allow to increase the accuracy of the decision to categorize ITS as critical. The use of the developed method makes it possible to make a decision to categorize ITS as critical, taking into account the properties of information (such as confidentiality, integrity, availability, observability). In addition, an experimental study of the proposed method was carried out on the example of the ITS of the National Confidential Communication System (NCCS), which was used to check the adequacy of the methodʼs response to changes in input data. Using the method of calculating the criticality of sectoral ITS, the calculation of the criticality ranks for the functionality disruption of components, subsystems and systems of NCCS was carried out; the calculation of the quantitative indicator of the severity of the consequences of the functionality disruption of NCCS, as well as the quantitative indicator of the rank of criticality of NCCS was calculated and a conclusion was made regarding the NCCS criticality. The relevance of the issue, related to building an information infrastructure of technology transfer, is predetermined by the transformation of information into the most important resource of technological cooperation. At the same time, its effective functioning requires investment support on a regular basis. This paper addresses the establishment of regularities in the process of investing in the development of the information infrastructure of technology transfer and determining the rational volumes of these investments. This study was carried out in the context of the regional market, which is due to the territorial specificity of market processes, the peculiarity of information interaction among economic agents in a separate market. The study results have identified the following patterns: the lower the transaction costs of technology transfer participants, the more productive the functioning of the information infrastructure; the more active the cooperation between the participants of technology transfer, the more investment revenues in the development of this infrastructure. Taking into consideration these patterns, a simulation model of the process of investing in the development of the information infrastructure of technology transfer has been built. The proposed model was tested using an example of the real estate market in the Prydniprovskyi economic region of Ukraine. As a result of the simulation experiment, the optimal level of costs for the development of the information infrastructure for technology transfer has been established. It makes up 20 % of all available investment funds in this market. The proposed model could be adapted for other regional markets. The results of this study could be useful for the system of state and regional management since they substantiate the directions of innovation policy formation and promote the development of technology transfer under the conditions of certain territorial systems. Development and implementation of Current Research Information Systems (CRIS) is one of the most transparent and practical approaches to curate research information on a national level. The process of building and implementing such systems is a complex and time consuming where successful results heavily depend on the established research information infrastructure of a country, the interoperability of the systems and the quality of the information which reside in them. The purpose of this paper is to analyse the existing Ukrainian Research Information Infrastructure and identify which databases could be reused and integrated with a national Ukrainian Current Research Information System (URIS). The analysis showed that there are functional databases and registries that collect data on research activities and could be used as a data sources for the URIS. In particular, the Unified State Electronic Database on Education is a potential data source on higher educational institutions, the National Repository of Academic Texts — on metadata on research output, internal database of the National Research Foundation of Ukraine and database on research projects maintained by Ukrainian Institute of Scientific Technical and Economic Information — on projects. Secondly, it was identified that Ukrainian research infrastructure lacks complete, up-to-date registry on researchers. This article examines the development of a national strategy for the information society in the realities of Ukraine. The contemporary trend of civilizational development is the informatization of society and all aspects of its life. The development of concepts for the functioning of the information society for Ukraine is becoming the crucial assignment of socio-political development of the contemporary state, which should be based on science, innovation and advanced technologies, as well as culture and creativity. Domestic digital capital is in the process of formation, while digital technologies are the driving force of socio-economic development, due to the large-scale penetration of information and communication technologies everywhere. A characteristic resource of the information society is characterized by accurate, reliable, truthful and timely information. The expansion of the use of digital platforms, blockchain technology and artificial intelligence stimulates the creation of a digital economy in Ukraine. The development of the information society requires the integration of digital and business ecosystems. The creation of information infrastructure within business ecosystems, the expansion of services and intangible production as a result of advancement in the field of technology will guide to the transformation of Ukrainian society and the achievement of a high level of informatization. The article reveals that the anthropogenic impact on the environment in Ukraine, including land resources, is constantly increasing. Modern use of Ukraine's natural resources does not meet the requirements of rational nature management – the proportion of the plowed land in Ukraine is the highest in the world. Limited and irregular systematic data on the state of soils does not contribute to effective activities in industries that use soil as the main mean of production. Much time has passed since the period of continuous soil survey in Ukraine, so its' data is outdated. Therefore, there is a need for a new survey using modern methods and methodologies, innovative technologies and devices for monitoring the condition of soils, including the use of remote sensing. Ukraine has a multi-level system of environmental monitoring in all natural and geographical areas, taking into account various forms of anthropogenic impact; the state system of environmental monitoring is an integral part of the national information infrastructure compatible with similar systems of other countries; environmental monitoring is carried out at four levels: local, regional, national and global; the current system of environmental monitoring in Ukraine uses various methods and criteria for assessing the state of the environment, including soils, environmental monitoring is carried out irregularly; there is no normative-legislative base of the newest organizational and information technologies application to ecologically balanced nature use,including landuse. To improve the process of environmental monitoring in Ukraine, it is proposed to introduce a system of public administration in this area, which includes the following stages:goal setting, establishing a form of government, improving regulations and laws on soil monitoring. The article is devoted to the study of cybersecurity as a component of the national security of the state. It has been established that the development of information and telecommunication technologies testifies to the progress of society but also determines the security risks of their use. In particular, this refers to a cyberattack and other cyberthreats. It has been determined that cybersecurity should be understood as the protection of the vital interests of a person and citizen, society and the state when using cyberspace. An important role in ensuring such a security is played by the cyberthreat protection mechanism, which provides for the development and adoption of a cybersecurity strategy, the creation of a national cybersecurity system, strengthening of the security and defense sector's capabilities to effectively combat military cyberthreats, cyberterrorism, and ensuring cyberprotection of state electronic information resources and information infrastructure. The existence of the Cybersecurity Strategy of Ukraine and other acts as the legal basis for countering cyberthreats has been noted. In turn, the national cybersecurity system provides for the activities of the Ministry of Defense of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the Security Service of Ukraine, the National Police of Ukraine, the National Bank of Ukraine, and intelligence agencies. In turn, in France, Finland, Germany, the central place in the cybersecurity system belongs to the National Cybersecurity Agency, the National Cybersecurity Center, and the Cyberdefense Center, respectively. Despite Ukraine's significant steps towards increasing cybersecurity in the state, there is no public-private cooperation in this area. Due to this, authorized entities should establish cooperation with the non-state sector and establish effective institutional and legal instruments for such cooperation. At the same time, the issue of public-private cooperation in the field of cybersecurity is relevant for all states of the world in view of the global nature of existing cyberthreats. The article includes analysis and generalizations about international and national experience as well as regulatory requirements for the organization and performance of occupational monitoring for radiation exposure (category A personnel), filling of the national dose registries. It is shown that for practical reasons it is justifiable to provide universal individual monitoring of category A personnel, regardless of the expected dose of radiation. The establishment and functioning the national dose registry should not be limited to the mechanical collection and accumulation of data of non-guaranteed quality. Instead, both a quality management program and a scientific and methodological center should become components of the dose monitoring and registration system ensuring the quality and reliability of data on occupational exposure. Besides the dose records, the data sets should include information about methods used, work conditions, employees' health status. Information exchange infrastructure and data protection policies should be built in accordance with national approaches under the auspices of the State Agency for E-Governance in Ukraine.
