The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured.

Germany and Canada differ significantly regarding their migration policy as well as the structures of the national labour markets and their educational systems. This paper aims to analyse how these differences affect the labour market outcomes of immigrants and the usability of foreign qualifications and work experiences by using the health and ICT sectors as example. The comparison focuses on the question how qualifications and work experience serve as signals and are screened for in the recruiting process of enterprises. The results show clear differences as well as several commonalities between the two compared countries.

This paper describes and discusses findings from an explorative study on multilingualism among university staff. In a project conducted in the University of Hamburg, 661 members of staff in administrative and technical roles have participated in a survey on their multilingual repertoires, on the usage of different languages as well as multilingual language practices in their daily work routine. The theoretical framework is informed by economic considerations on the value of languages (Grin, F. (2003). Language planning and economics. "Current Issues in Language Planning," 4(1), 1-66) as well as sociolinguistic work on language and employability (Duchêne, A., & Heller, M. (Eds.). (2012). Among other things, the descriptive statistics firstly exhibit a wide range of multilingual resources within the workforce with over 60 different languages that are spoken by the participants. Secondly, an extensive and regular usage of languages other than German (LOTG) can be seen with over 75% of the participants indicating to make regular use other languages at work. Thirdly, generally positive attitudes towards the usage of LOTG can be observed. Further analysis and a critical discussion, however, reveals that LOTG usage remains limited to using English in the vast majority of instances, reinforcing the hegemonic role of English (and in some cases French, Spanish and Italian) and disregarding actual linguistic diversity and migrant languages.

By analysing the childcaring experiences of female skilled workers from South Korea (hereafter, Korea) in Germany, this paper maintains that the challenges in labour market participation for highly skilled women, and especially those with children, should be understood in the context of their encounters with similar and different care and employment regimes between their home and host countries. On the theoretical level, this research confirms the argument that the migration of highly skilled workers should be contextualized not from a neoclassical perspective in which the maximization of economic profits takes priority, but from an institutional point of view in which social and cultural norms, practices, and policies in both the home and host societies are taken into consideration. Specifically, through a series of in-depth interviews conducted with skilled female migrants from Korea, this paper highlights the significance of taking the function of similar and different caring and employment regimes into account in explaining the challenges faced by highly skilled migrant women in labour market participation. On the empirical level, this paper sheds light on the migration experiences of skilled women from Asia as well as the (dis)integration processes of newcomers from third-national countries in Germany, with a focus on female migrants from Korea. In this paper, we assess the impact of international migration and the induced homecare service labor supply shock on fertility decisions and the labor supply of native females in Germany. Specifically, we consider the individual data of native women from the German Socio-Economic Panel and merge them with data on the share of female immigrants and other regional labor market characteristics. We provide evidence that areas with a high share of female immigrants are more likely to provide a larger amount of services related to household care and lower prices for such services. By controlling for unobserved individual characteristics, we find that an increase at the local level in the share of female immigrants positively affects the probability of having a child, induces women to work longer hours (intensive margin of labor supply) and reduces the number of hours they spend performing family duties (intensive margin of home production). The negative change in household working hours supports the validity of our results. These effects become stronger for (medium-) skilled women. [ABSTRACT FROM AUTHOR]

Against the growing demand for the STEM labour force, the study examines labour market returns to STEM qualifications among immigrants who arrived in Germany since the 1980s. Analysing the German microcensus data for years 2015 and 2016, we demonstrate that skilled immigrants with STEM qualifications largely attain better labour market outcomes in Germany compared to immigrants without STEM qualifications, thus narrowing the gap to their native-born counterparts. Male immigrants succeed in utilizing their STEM capital better than female immigrants, but all immigrants face difficulties in translating their STEM qualifications into STEM employment. Our analyses further focus on returns to various STEM qualifications, attesting that medical qualifications are especially beneficial for Germany's female immigrants. The analysis of heterogeneous effects of STEM qualifications across major migrant groups reveals that Eastern European male immigrants make the best of their STEM qualifications, whereas among women, STEM qualified from Turkey or MENA countries are the most successful. This article discusses the new asylum laws implemented in Germany from 2015 to 2020 and places them in the wider context of the bordering process developed in Europe to control migrants' mobility since the year 2011. 'Asylum packages' and the Integration Act combine a restriction of asylum rights with measures to quickly channel refugees into the German labor market. Focusing on a specific regulation that aims at integrated rejected asylum-seekers through vocational training programs—the Ausbildungsduldung —this article highlights the contradictions from the attempts to meet the German economic needs and the efforts to enforce migration control. Moreover, this work highlights how the moral economy of deservingness, which underpins the practices of confinement and selection of the migrant population, influences the new laws. Ultimately, the asylum realm is deprived of being the source of the right to stay, whose conditionality became anchored to the needs of the German economy. [ABSTRACT FROM AUTHOR]

Immigrants have been affected more than native-born ethnic majority populations by the negative economic consequences of the SARS-CoV-2 pandemic. This contribution examines whether they have also experienced higher levels of perceived job insecurity, reflected in a differential increase in financial concerns and the fear of job loss during the SARS-CoV-2 pandemic. This empirical study employs the SOEP-CoV survey, which assesses the socio-economic consequences of SARS-CoV-2. It is embedded in the ongoing German Socio-Economic Panel (SOEP). We present OLS models to compare perceptions of job insecurity across groups, capturing the situation before and during the pandemic. The analyses reveal that first-generation immigrants reported more financial worries, and they perceived a higher chance of job loss than second-generation immigrants and the native-born ethnic majority. This difference in economic concerns emerged only in the pandemic. Despite covering a wide range of conditions signaling objective risk of job loss, as well as individuals' means and resources for dealing with looming job loss, these disparities persisted in the empirical study. Considering group-membership-related feelings of acceptance and inclusion could provide a promising route for future inquiry that may allow the remaining gap in subjective job insecurity to be accounted for.
