With the Green Deal, the von der Leyen Commission has put forward an ambitious agenda to transform the European Union towards climate neutrality. However, this commitment to environmental and climate policy has been tested by the numerous crises that have shaped her tenure. Historically, previous Commissions have often deprioritized environmental policy in times of crisis. In light of this, we examine the Commission’s leadership in the realm of environmental policy. Our analysis demonstrates that both the President and her Executive Vice President provided strong leadership and maintained a clear focus on the Green Deal. We further explore this leadership by examining the Commission’s actions in relation to four key Green Deal policies: the Climate Law, the Battery Regulation, the Methane Regulation, and the Nature Restoration Law. Our findings reveal that the rhetorical commitment to environmental and climate policy has translated into mostly ambitious policy proposals, marking a significant departure from the more restrained environmental ambitions of previous Commissions. Traditional Ecological Knowledge has historically been appropriated by White settler societies across the globe. It has an important role to play in environmental decision-making, particularly in climate policy. Due to past colonization and continued neo-colonial pressures, Indigenous women's Traditional Ecological Knowledge has an even less prominent position in environmental policies. Traditional Ecological Knowledge can help build local expertise, formulate research questions, and provide insights into community adaptation and monitoring. We explore the case of Canadian environmental policy, arguing that although Canadian rhetoric seems to consider Traditional Ecological Knowledge, both women's and otherwise, it rarely does so. When included, it is only done in a superficial manner within legal requirements. We suggest that the lack of attention paid to Indigenous women's Traditional Ecological Knowledge in Canadian environmental decision-making (1) ignores the disproportionate impacts that Indigenous women experience because of climate change, (2) perpetuates gender blindness, and (3) does not recognize the key insights that women's Traditional Ecological Knowledge can offer. To what extent and through which means do private actors shape public policy? Research into these questions has been complicated by actors' tendency to obscure or misrepresent their policy preferences and by the difficulty of operationalizing policy substance. This theory-building study uses qualitative methods and triangulation of multiple sources of evidence to mitigate these challenges. Confronted with puzzling patterns of variation in the design of state-level climate and renewable energy policies, I show how a two-dimensional framework attentive to the economically motivated preferences of business actors explains policy design. Drawing on policy texts, archival documents, and 111 policy-focused interviews, I find business preferences were fragmented, but that a single type of private actor, investor-owned utilities, ultimately prevailed in achieving their preferences in every case. I theorize the sources of their unmatched influence, and find that their distinctiveness is precisely what makes them powerful. Do banks price the risk of stranded fossil fuel reserves? To address this question, we hand collect global data on corporate fossil fuel reserves from 2002 to 2016, match it with syndicated loans, and subsequently compare the loan rate charged to fossil fuel firms — along their climate policy exposure — to other firms. We find that banks price climate policy exposure, especially after 2015. We also uncover that our main effect further increases for loans with longer maturity, that loan size to fossil fuel firms increases, and that ‛Green' banks also charge higher loan rates to fossil fuel firms. Climate policies are often evaluated using criteria that are heterogeneous and misaligned with the stated aims of these policies. By combining legal research methods with insights from economic theory, we systematically map and analyze the legal objectives of the European Union (EU) Emissions Trading System (ETS), a key climate policy instrument. We find that the EU ETS is shaped by a nuanced internal normative framework, the principal goal of which is emissions reduction, combined with three secondary goals of cost-effectiveness, economic efficiency and equity, and a meta-goal of coherence. Based on the contents and interrelations of these legal objectives, we formulate evaluation criteria that can be used to critically analyze and evaluate the EU ETS performance in a more comprehensive, transparent, and comparable manner. This paper discusses time-varying causalities between climate policy uncertainty (CPU) and green finance market, and filling the research gap in revealing their internal dynamic connections. Using rolling-window technique, the empirical findings demonstrate that CPU exert positive and negative impact on green finance market, represented by the green bond index (GBI) during certain time intervals, which do not entirely support theoretical basis. Similarly, the study also uncovers inconsistent conclusions regarding the influence from GBI to CPU among different causal periods, indicating the function of green finance in alleviating climate change is complex. These deviations between variables can be attributed to factors, such as early-stage green bond market, shifts in climate policies, the impact of COVID-19, and underlying macroeconomic fundamentals. The study identifies heterogeneities of the causal relationships in different time intervals, and the bidirectional influence under specific circumstances, offering fresh insights for existing theoretical framework. Several policy implications are thus provided from multiple aspects, such as standardization of green bonds, innovation of green financial instruments, and development of long-term climate governance strategies. Beneficial influence of female representation in implementing environment-friendly policies have been documented in recent studies. However, presence of factors such as corruption and bureaucratic red tapes, known to hinder development initiatives, raises question about whether women legislators can achieve the desired level of success with environmental policies. Based on our empirical analysis using cross-sectional data for 83 countries, we find evidence that the positive impact of women in parliament on climate change policy outcomes is significant and most effective for countries with low levels of corruption. Depending on the model specification used, ranging from instrumental variable regressions to inclusion of controls to mitigate omitted variable bias, and matching models, we do find that the beneficial impact of women in parliament becomes insignificant and eventually might become negative with rising corruption. Thus, while women might be able to successfully propose a bill for and turn-into-law, environment-friendly policies in countries with low levels of corruption, the effort is nullified and might be reversed in case of countries with high corruption. The public choice literature has long considered the political economy of environmental regulation and has examined a variety of national and subnational governments' environmental policies aimed at adaption to climate change. However, there has been little attention paid to the determinants of environmental adaptive actions taken by indigenous governments. Given many indigenous peoples' heightened vulnerability to issues caused by climate change, it is important to understand when and why they take action to adapt to climate change and what obstacles may stand in the way. I argue that natural resource abundance, informational resource access, population vulnerability, and reliance on natural resources will impact whether indigenous governments enact policies to respond to climate change. Using an original dataset of tribal actions addressing climate change for 574 federally recognized tribal governments, I find that the amount of land, educational attainment, broadband access, and proportion of tribal members working in the natural resource industries are positively associated with the tribal government's responses to climate change. Motivated by the growing attention on climate change acceleration, we examine the interrelationships among corporate governance disclosure index, bank ownership structures, and bank climate change initiatives through the lens of a multi‐theoretical framework. We conduct a fixed‐effects and dynamic two‐step system generalized method of moments models over an extensive dataset. Based on panel data of 220 banks (2,785 observations) from 16 Sub‐Saharan Africa emerging economies between 2007 and 2022, the study observes that banks with higher levels of corporate governance disclosure index engage in more climate change initiatives. The study shows that ownership by institutional and foreign investors is associated with more bank climate change initiatives, while government ownership reduces climate change initiatives. Further, we document that director ownership has no impact on climate change initiatives. The study documents that the association between bank ownership structures and bank climate change initiatives is positively moderated by the extent of the corporate governance disclosure index. This moderating impact improves for banks with high corporate governance mechanisms. Finally, we show that the bank ownership structures‐climate change initiatives linkage and the moderating effect of corporate governance mechanisms on this nexus vary significantly across banks' operating periods. We identify corporate governance disclosure as the potential channel through which bank ownership structures and climate change initiatives are interlinked. Our findings call for banks to adopt and implement good governance disclosure to improve climate change initiatives. The findings make significant theoretical and regulatory contributions. Amid escalating climate challenges, we examine relationships between longtermism beliefs with policy-level and grassroots climate-protective attitudes and actions. Across four primary pre-registered studies (N = 4451) and two supplementary pilots (N = 1858), we find that a significant portion, approximately 25% of our participants, who endorse the longtermism ethical philosophy, report heightened climate change concerns. Furthermore, longtermists show stronger support for pro-climate policies, advocate for initiatives in line with climate justice for future generations and present-day minoritized groups and make proactive contributions to environmental causes and initiatives. Moreover, we find that responsibility to distant future generations drives these associations. Through a targeted intervention, we boosted intergenerational responsibility and increased donations to an environmental charity. These findings highlight how longtermism beliefs shape pro-environmental attitudes and actions, offering valuable insights for climate advocacy strategies and cultivating more widespread support for comprehensive environmental policies. In this introductory article we address the concepts of “common goods” and “multilevel governance” from a theoretical perspective, while at the same time, the different contributions to this monographic issue of the journal Gestión y Análisis de Políticas Públicas are presented. A series of articles which, as will be seen, deal with particular cases in which, against the common backdrop of environmental sustainability, sectoral policies are deployed on the basis of relational governance patterns and focused on the specific issues of water and the fight against climate change. As can be seen in the development of the text itself, the management of uncertainty and complexity emerges as a recurrent and crucial theme, justifying different institutional mechanisms to achieve consensus, where possible, involving a variable number of actors and territorial levels. This study explores the phenomenon known as the waterbed effect in the context of carbon emission reduction policies, focusing on a comparison between the EU-27 and China. This is an economic metaphor used to describe the migration of phenomena from one place to another following the implementation of restrictive policies, especially between regions with differing regulatory standards. Global trade dynamics play a crucial role, with trade relationships between the EU-27 and China influencing carbon emissions. Despite EU-27 efforts, the trade deficit with China has widened, leading to a disproportionate increase in emissions. Analysed data indicate the existence of a waterbed effect concerning carbon emissions between the two regions, potentiated by the redistribution of emissions due to disparities in environmental regulations and production outsourcing. Thus, the study reveals a correlation between trade imbalances and carbon emissions, with China's emissions surpassing those of the EU-27 in recent years. Efforts to curb emissions within the EU-27 are undermined by the waterbed effect, exacerbating global climate challenges. Moreover, the waterbed effect evolves into a "move the goalposts" phenomenon, emphasizing the need for comprehensive and collaborative climate policies. This analysis contributes to a deeper understanding of the complex dynamics between climate policy and the global distribution of carbon emissions, with notable implications for the development and future implementation of environmental policies worldwide. Addressing climate change requires a multifaceted approach, with EU-27 climate policies playing a crucial role. To effectively mitigate climate change, EU-27 policies must advocate for international agreements, contribute to global conservation efforts, and implement domestic policies with minimal economic impact. The climate crisis we are confronted with has worsened substantially compared to 15, 20, or 30 years ago, when the first assessments related to climate change were presented to the world's governments. This crisis, with its severe repercussions on the frequency and intensity of extreme weather phenomena, natural ecosystems, and imbalances in every country's economies and people's lives, demands immediate attention. To halt the continuous degradation of the environment, we must identify the effects and serious phenomena that are affecting the planet due to the emissions of gases in the atmosphere, where this decline started, and how fast it has been expanding. Climate models are an appropriate tool to study the influence exerted by the effects of increasing GHG levels and disturbance factors. The limitations and possibilities of the state in solving societal problems are perennial issues in the political and policy sciences and increasingly so in studies of environmental politics. With the aim of better understanding the role of the state in addressing environmental degradation through policy making, this article investigates the nexus between the environmental policy outputs and the environmental performance. Drawing on three theoretical perspectives on the state and market nexus in the environmental dilemma, we identify five distinct pathways. We then examine the extent to which these pathways are manifested in the real world. Our empirical investigation covers up to 37 countries for the period 1970–2010. While we see no global pattern of linkages between policy outputs and performance, our exploratory analysis finds evidence of policy effects, which suggest that the state can, under certain circumstances, improve the environment through policy making. The paper presents a systematic exploration of the linkages between environment impact assessment (EIA) and sustainable development goals (SDGs) in the Indian context through a critical analysis of the socio‐ecological impacts of development projects and the policy climate for environmental clearances. A conceptual framework portraying the interlinkages of the systemic disruptions in the socio‐ecological realms, policy challenges, and SDGs is developed, which argues for integrating the SDGs into the EIA framework in India. The paper argues that the legal fluidity and dilution in the design and enactment of EIA retrogrades the crucial socio‐political transformation required for achieving sustainability. The systematic literature review of empirical, conceptual, and grey literature, undertaken on Indian EIA, highlights its instrumental role as a political tool for achieving developmental sustainability. The paper concludes by highlighting the urgent need to mainstream ecological decision‐making into all governance processes for achieving the SDGs in a transforming society like India. While most literature on federal climate change policies has focused on failures to adopt broad policies, this article describes and explains successes in two important sectors. Regulations to improve the fuel economy of motor vehicles and efficiency standards for appliances and equipment have produced substantial reductions in greenhouse gas emissions, although they largely have other goals and hence can be considered implicit climate policies. We synthesize the existing literature with our analyses of case studies to offer three explanations for the adoption of effective policies in these two sectors. First, the policies delivered politically popular co-benefits, such as reducing consumers' energy bills, enhancing energy security, and promoting public health. Second, they gained business acceptance because they were narrow in their scope, avoided long-term economic costs, and helped industry cope with state-level regulations; industry often strategically tried to influence these policies rather than resist them. Third, the legislation that initiated and expanded these policies received bipartisan support, which was aided by co-benefits and business acceptance; more recently, these laws have been strengthened through the actions of Democratic administrations. This paper analyzes the importance of the melting of the Arctic ice for Mexico. The research examines the impacts of this process, the Mexican government’s environmental policies, citizen’s perception and the media’s approach to climate change and the melting of the Arctic ice. To obtain the results, an exploratory analysis was carried out, from which it was concluded that, despite the importance of the Arctic melting in the current climate crisis affecting all countries, and specifically Mexico, within the political agendas of the nation, the citizenry and the mass media, both climate change and the Arctic melting are secondary issues. Understanding the dynamics of air emissions is important in implementing efficient policies to combat climate change, and the convergence of air pollutants is a major concern for planners. Nevertheless, most of the existing evidence focuses on developed regions. In this paper, we analyse the evolution of the ecological footprint for the African continent, during 1970–2018. The Phillips and Sul (2007, 2009) panel club convergence approach is carried out. This framework allows us to test the null hypothesis of absolute convergence for a pool of data and to identify groups of countries that converge to the same steady state. Our results offer important insights into the emissions catch-up exhibited by these countries, but do not support the hypothesis that all countries of the African region converge to a single equilibrium. The empirical results strongly support the existence of two convergence clubs. Our empirical findings have important implications for African policymakers in terms of mitigation policies, as the results suggest that a common environmental policy across the entire African continent is sub-optimal, since these regions have heterogeneous behaviours and move towards different equilibriums. Economic and social development, the state of the environment and a propensity for disasters are closely intertwined. Therefore, environmental policy integration (EPI) across development and disaster management (DM) policies and plans is important. Pakistan as a country is highly vulnerable to climate-induced environmental changes and associated disasters. In this paper, the extent to which its national environment and climate change policy, disaster risk reduction (DRR) policy as well as disaster management (DM) plans are aligned is established, based on a review of government documents and expert opinions. In this context, a particular emphasis is put on China's Belt and Road Initiative (BRI) that led the China–Pakistan Economic Corridor Plan (CPEC; 2017–2030). While environmental assessment (EA) is currently not conducted for any DM policies and plans, DM and EA are well integrated into provincial environmental protection acts, in national as well as most provincial DM plans. The European Union's (EU) proposed Carbon Border Adjustment Mechanism (CBAM) has gained attention as a potential policy tool to address carbon leakage and promote climate policy alignment in international trade. This paper examines the implications of the EU CBAM for Türkiye and conducts a SWOT analysis to evaluate Türkiye's strengths, weaknesses, opportunities and threats in the context of CBAM implementation. In the paper, firstly EU's environmental policy, European Green Deal (EGD) and CBAM are defined and examined in historical perspective. Secondly Türkiye's environmental policy on behalf of CBAM is explained. Then, the effects of EGD and CBAM on Türkiye's foreign trade is discussed. The last part is devoted to SWOT analysis. The analysis begins by exploring Türkiye's strengths including its domestic climate policies and diverse economy. The analysis also highlights the weaknesses that could challenge Türkiye's competitiveness under the CBAM. It identifies opportunities within the CBAM framework including incentives for green investments and collaboration for increased market access and also acknowledges potential threats such as trade disputes. We analyze the effect of strategic ambiguity and heterogeneous attitudes towards such ambiguity on optimal mitigation and adaptation. Pessimistic players tend to invest more in mitigation, while optimists favor adaptation. When adaptation is more expensive than mitigation, three types of equilibria can obtain depending on the level and distribution of ambiguity aversion: (i) a mitigation equilibrium, (i i) an adaptation equilibrium and (i i i) a mixed equilibrium with both adaptation and mitigation. The interaction between ambiguity attitudes and wealth distribution plays a crucial role for the aggregate environmental policy: a wealth transfer from pessimistic to optimistic agents increases total mitigation. A similar result applies to the choice of an optimal mitigation subsidy, which is shown to increase in optimism, but decrease following a transfer of income towards the more optimistic players. Finally, we show that under strategic ambiguity, the introduction of a non-binding standard can impact agents' beliefs about their opponents' behavior and as a result lower total equilibrium mitigation. Our results highlight the necessity to consider attitudes towards strategic ambiguity in the design of economic policies targeting climate change. The concept, and implementation, of coordinated global climate governance at the metropolitan level is one of the biggest challenges in most of the world's cities. Yet--ironically--it is also one of the most overlooked aspects of the international environmental agenda. Specifi- cally, one of the main challenges is to achieve coordination in decision making, as well as in the implementation of actions to homologate the objectives of the different government agendas at all levels, i.e. the constitution of climate and environmental policies not only at the federal level but also at the state and municipal level (in the Mexican case). This article reviews the link achieved between the nine municipal governments that make up the metropolitan area of Guadalajara (AMG) through PACmetro, which promotes coordinated climate governance and addresses the gaps in international mechanisms for climate change policies. The above, generated through the synergies of different agendas, through the Institute for Development Planning and Management (Imeplan). Imeplan has integrated different actors, from different levels, to carry out coordinated actions on urban climate policies in western Mexico that contribute to the construction of a common urban agenda. The conclusion shows the contributions of Latin American local governments to a coordinated climate governance according to local contexts and how the will of cities contributes to the strengthening of the link between global climate governance, the exercise of paradiplomacy between different public, private and hybrid actors towards a common urban agenda. Climate change impacts vary wildly across different geographical contexts and their effects are primarily felt on the local level, generating demand for local solutions. The local level plays a key role in the adaptation to climate change. Nevertheless, in most European countries adaptation has yet to be integrated comprehensively into local policy agendas. To further our understanding of this slow pace of local adaptation progress, we study 21 Swiss Alpine municipalities exposed to a variety of natural hazards and issues exacerbated by local climate change impacts. Building on established research on local natural hazard management and climate change adaptation, we expect four factors to play decisive roles, either on their own or in combination with each other: Past extreme events, risk exposure, perceived climate risk and existing adaptation policies at superordinate levels. We test these expectations using qualitative comparative analysis (QCA). We find that significant past extreme events and high perceived climate risk come close to being necessary conditions for local adaptation measures. High perceived climate risk on its own is also a sufficient condition for local adaptation measures to be taken while its absence is sufficient for no local adaptation measures to be taken. Thus, the importance of climate risk perception exceeds our expectation as it has clearly been revealed to be the most important factor. Future research should focus on disentangling different levels of public risk perception further and investigate the role different levels of perception or acceptance among different actor groups play in climate policy decisions. • Extreme events and climate risk perception are important conditions for local climate change adaptation. • Climate risk perception among the populace is key to enabling local climate change adaptation. • Power of extreme events to enable policy change depends on contextual factors such as risk perception. The increasing intensity and frequency of climate impacts exacerbate pressures on front-line local communities. This calls for location-specific adaptation strategies. Alignment of strategies with respective National Climate Change Strategy is key for the overall sustainability of initiatives and local communities. The work presented in this paper examines the adoption and prioritization of climate adaptation policies at the local level based on a case study of the Adansi North District (AND) in Ghana. An assessment of the extent to which climate adaptation policies are captured and budgeted for was done via a review of the district's medium-term development and key political actors were interviewed to assess the level of priority they place on climate adaptation. Findings from the study reveal that 41% of the locally adopted policies directly align with stipulated national level policies. We attribute the adoption of climate policies in AND to local political actors having higher education which has afforded them good understanding of the climate change phenomenon, being experienced professionals and having to work within institutional rubrics that make climate policy formulation a requirement. However, little priority is given to these policies for implementation, mainly through the non-allocation of funds. We account for this with the weak environmental advocacy in the district and exchange between actors on adaptation. Furthermore, partisan actors who already wield veto powers and can promote policies that may not necessarily support adaptation measures, often do so, since their interest is to become popular among electorates who also prefer infrastructure over environmental policies. We conclude that although climate adaptation policies are fairly adopted and budgeted for in AND, they have not received commensurate priority for implementation. The concern to create cleaner and more ecosystem-friendly production processes has extended to the parking sector in Spain. Since the creation of the multi-level institutional framework for sustainable mobility management (mainly composed of the Infrastructure, Transport and Housing Plan 2012–2024, the Sustainable Urban Mobility Plans, Law 9/2006, and Law 9/2017), environmental considerations, including sustainable management certificates, have occupied a privileged place in public procedures for the management of parking structures and regulated surface parking facilities. Although there have been previous academic studies on the design and implementation of SUMPs and the growth of the parking sector, this article is novel in that it analyzes the market concentration of the parking sector in a scenario where climate change policies are crucial and the importance of sustainability certificates takes on a new meaning. Therefore, the objective of this article is to analyze whether the growing importance of environmental aspects has led to an increase in the concentration level of the parking sector in Spain. For this purpose, several concentration and stability indices are calculated. The results show that, although there are additional factors, the certification of a cleaner activity is relevant in the process of public tenders in the sector, which has served to strengthen the dominance of the most prominent companies in the sector that are in possession of environmental certificates. Recent research suggests that public support for climate action can be increased by bundling environmental policy with social and economic programs – the Green New Deal being one of the most widely known iterations of this strategy. Yet, party cue theory suggests that public support for the policy will be shaped by the strong Democratic associations of the proposal. In a preregistered survey experiment conducted among 1,203 residents of the rural western United States, I find strong evidence that the phrase 'the Green New Deal' functions as a partisan cue, lowering support for a bundled climate policy among rural residents by 9.1 percentage points. Emissions are directly linked to economic output and consequently subject to business cycle fluctuations. The present study analyses the interactions between climate policies and business cycles through the lens of a New Keynesian dynamic stochastic general equilibrium model. We compare a static cap-and-trade policy with a dynamically adjusting policy in terms of macroeconomic stabilisation, welfare and emissions price dynamics. The results of the quantitative evaluation suggest that a constant policy leads to lower aggregate volatility but is associated with larger welfare costs. Using longitudinal data from two household surveys in 2017 and 2019, we analyze attitudes toward climate change and climate policy in Germany. We find that nearly 20% of respondents state that they do not believe in climate change, and more than 30% are doubtful that climate change is mainly caused by human action. Moreover, we detect that political orientation is strongly correlated with these attitudes, as respondents inclined to Germany's right-wing populist party AfD are substantially more climate-skeptical and object to climate policies more frequently. Even though our results show that climate change skepticism increased between 2017 and 2019, coinciding with the rise of the Fridays for Future movement, AfD voters did not move further away from the average respondent during this period. Moreover, fixed-effects estimations show that the climate attitudes of voters who switch to AfD during the study period hardly change, indicating that the orientation towards the AfD does not change climate attitudes. In 2009, the Australian Senate rejected the government's ambitious Carbon Pollution Reduction Scheme. In the prevailing narrative surrounding these events, the Labor government, under Prime Minister Kevin Rudd, made a series of strategic errors that led to the scheme's – and ultimately, Rudd's and the Labor Party's – downfall. However, by taking a closer look at of some aspects of Australia's parliamentary system, including the norms of partisan voting and the numbers game in parliament, a different story is apparent. A counter-narrative is that the Rudd Labor government's approach was reasonable at the time, but that institutional factors and election outcomes presented significant obstacles to passing climate legislation of any kind. Correcting this narrative will enable a better understanding of the political circumstances in which environmental policies are enacted in Australia, a country with the potential for regional policy leadership on climate change. As polices to curb carbon emissions are not implemented similarly across countries, a so-called "carbon leakage" may offset domestic carbon reductions at the global level by redirecting CO2-intensive production to places with less stringent environmental regulation. This article uses a standard gravity model with panel data to assess whether a tightening in environmental policy plays as an incentive to offshore highly polluting activities. Our results show no evidence of carbon leakage through international trade, as stringent environment policy leads generally to a reduction in CO2 emissions embodied in traded goods and services, both at aggregate and sectoral levels. However, we do find evidence of carbon leakage when considering imports from countries with the most stringent environmental policy, suggesting the need for economies committed to carbon neutrality targets to tackle the issue of global cooperation on climate policy. This study fills a gap in the relevant literature by exploring the linear and nonlinear effect of energy productivity on environmental degradation based on economic growth, trade openness, and energy consumption variables for the case of Cyprus, over the period from 1990Q1 to 2018Q4. To the best of our knowledge, this is the first study attempt to conduct this nexus for Cyprus, so the empirical findings are likely to shed light on and open a new debate on the subject of environmental sustainability. The empirical findings of the nonlinear autoregressive distributed lag approach revealed that the outcomes of energy productivity instigated a positive (negative) impact on the atmosphere, where a 1% upsurge in positive shock of energy productivity decreased CO2 emissions (CO2E) by 0.265%, and a 1% rise in negative shock caused a 0.837% increase in pollution in the long run. GDP is positively related to pollution in both shocks. Trade results disclosed that trade openness stimulated a positive (negative) influence on the atmosphere. A 1% increase in positive shock of trade openness decreased CO2E by 0.268%, and a 1% growth in negative shock instigated a 0.423% rise in pollution in Cyprus. These results are consistent and supported by both linear and nonlinear techniques. As a part of its long-term climate policy goals, policymakers in Cyprus should invest in energy productivity and R&D that embraces cleaner technology innovations and prioritize cross-cutting environmental technology policies to combat climate challenges. Climate change policies and the green energy transition have renewed colonial structures and injustices for Indigenous peoples in land-use conflicts, but not without resistance. This article explores epistemic controversies in a legal struggle concerning impacts from wind energy infrastructure on Southern Saami reindeer herding and culture in Norway. The article draws on courtroom ethnography and diverse written material concerning a court case between the wind energy company Fosen Vind DA and the Southern Saami reindeer herders in Fovsen Njaarke Sïjte. The findings show that the parties' competing claims to truth rely on different knowledge systems and worldviews concerning what Southern Saami reindeer herding is an ought to be. However, beyond onto-epistemological struggles between the "Indigenous" and the "Western", Fosen Vind DA and the Norwegian state strategically ignored all knowledges that threatened capitalist and green colonial interests. The Fosen case illustrates how Indigenous peoples can contest dominant knowledge regimes and colonial presumptions about their livelihoods, culture, and rights through the legal system. However, the Norwegian state's reluctancy to respect the outcome of the Supreme Court verdict reveals that asymmetric power relations continue to pave the way for colonial dispossession of Saami landscapes, epistemes, and human rights in the green energy transition. This issue of the IDS Bulletin brings together a range of empirically grounded studies that add to - and challenge - contemporary debates on climate and environmental justice. Despite a growing focus on justice dimensions of climate and environmental change, we argue that there are still 'blind spots' in mainstream debates that warrant increased attention. In this brief introduction, we point to three in particular: first, a persistent failure to recognise diverse contexts and knowledges; second, a continuing failure to sufficiently appreciate the deep-seated contestations around climate and environmental justice; and third, the risks associated with 'recovery' and 'emergency' mindsets driving climate and environmental policy agendas. The articles in this collection illustrate and exemplify these issues in different ways and from a variety of methodological, philosophical, and interdisciplinary approaches and positionalities. We argue for a reframing of climate and environmental justice debates and suggest some key principles to make these 'hidden' aspects more visible in policy and practice. [ABSTRACT FROM AUTHOR]

Adaptation to the impacts of climate change has become an increasingly important policy field in recent years, but it is complicated due to ambiguous responsibilities. To ensure the coherence of adaptation policies, cooperation is necessary between sectors as well as between administrative levels. As such, fragmentation between both sectors and levels is a huge challenge for the successful formulation and implementation of climate change adaptation policies. Bridging actors who coordinate actions across levels and sectors play an important role in overcoming this challenge. Through means of social network analysis, I investigate which actors occupy key bridging roles in the multi-level and federalist arrangement of Swiss climate change adaptation governance. I analyse a two-mode network of actors and climate change adaptation measures, conducting a complete inventory of all measures and policies carried out in the context of the Swiss adaptation strategy as well as all actors involved in their design, funding and implementation. I find that federal governmental actors occupy the most important bridging roles. However, for the most part, they seem more focused on building cross-sectoral ties than on building cross-level ties. The Swiss Federal Office for the Environment (FOEN) stands out as the one national authority that managed to establish almost as many cross-level ties as cross-sectoral ties through the coordination of an adaptation funding programme. Thus, while adaptation measures will primarily be implemented on the municipal level, higher level actors still have a vital role to play in promoting municipal efforts, fostering collaboration and reducing fragmentation. Nature has always had an important symbolic function in the ideology of the far right, reflected, in many cases, in the calls for local environmental protection that form an integral part of their nationalist and protectionist narratives. However, research also suggests that the far right uses green issues to gain legitimation and enter the mainstream political discourse. Our aim is to study how green issues are communicated by Slovakia’s far-right political party, Kotlebovci – Peopleʼs Party Our Slovakia. We analyze party members’ speeches in the Slovak national parliament and argue that green issues are used as a proxy for communicating the party’s ideological positions and to push other elements of the far-right agenda. The transition to cleaner energy technologies and sustainable development requires the commitment and collaboration of the public and private sectors. Among such collaborations, public-private partnership (PPP) refers to the convergence and complementarity between public and private actors and represents an organizational arrangement for addressing strategic sustainability challenges such as reducing carbon emissions and plays a relevant role in transforming the sector after energy reforms. The rigidity of PPP schemes introduces certain limitations in adapting to the energy transition and sustainability needs. As a result, several hybrid schemes have emerged from PPPs, which are focal points in this paper. This article aims to contrast PPPs with emerging hybrid PPPs to facilitate their understanding. It contributes to the academic dialog on recognizing the relevance of emerging forms of collaboration in tackling contemporary issues. The review's primary outcome is a framework of PPPs and hybrid PPPs and the critical challenges for advancing the energy transition and sustainable development. The contributions from this study may help policymakers to design suitable tools for incorporating hybrid PPPs in climate change policies and institutional frameworks. The findings suggest developing mechanisms through which PPPs and hybrid PPPs foster cleaner technologies, thus improving energy efficiency and access and strengthening energy security strategies. Further work is needed to address key research issues related to (i) mechanisms for the institutional alignment of hybrid PPPs, (ii) assuring reciprocity and commitment, (iii) knowledge management, and (iv) capacity-building. This paper presents the effects derived from the application of local policies and measures on the update of the circulating vehicle fleet of the city of Madrid in terms of greenhouse gases and urban pollutants emissions. The identification of said effects has been possible thanks to the use of Vehicle Fleet Characterization Studies (VFCS), which have been applied to Madrid for the last 10 years. It explores the evolution of several indicators, such as fleet age or urban emissions, through the analysis of the results obtained in the VFCS performed in 2013, 2017 and 2022. These studies help decisively in the evaluation of traffic emissions, thus being a compelling tool in the elaboration of the urban inventories. They constitute a cornerstone in the assessment of the city environmental issues and the decision-making process to reduce the environmental impact and minimize transport-related problems. The results show that the renovation of the fleet has diminished the emission of nitrogen oxides and particulate matter, improving the air quality. However, the emissions of carbon dioxide stay almost unaffected, which suggests that the climate change policies should be oriented towards the decarbonization of the road traffic, mainly by switching to electric vehicles or low-carbon fuels. Environmental policy advocates are increasingly proposing 'bundled' clean energy policies to combat climate change while also creating jobs and transforming the economy. While such strategies may broaden the appeal of climate policies, these broad constituencies create challenges for policy communicators – how do messages about different aspects of the policy, coming from different messenger groups, influence public support for clean energy policies? This study uses a modified conjoint survey experiment (n = 2145) to test how the interaction between message frames (addressing climate change vs. creating jobs) and sources (business, environmental, or labor groups) influenced policy support for clean energy policies. Results show that job creation frames from business or environmental groups were most effective. We find evidence that certain message/source combinations work across partisanship divides: messages that were effective for one partisan group did not backfire – and often also increased policy support – when presented to the other group. While existing literature points to a number of factors that shape subnational support for climate policy, the extant scholarship has struggled to illustrate a clear and convincing explanation for subnational support of climate policy efforts and whether that support is meaningful. By looking to the United States, where subnational actors have an important role in environmental policy development and implementation, we find that legislators' ideology and membership in the minority party determines sponsorship of climate bills. Specifically, liberal legislators with the fewest opportunities to signal efficacy to their constituents are the most likely to support subnational climate change policy efforts. In the 2021 German federal election, Alliance 90/The Greens received its best result so far. The outcome was based in part on a popular party leadership, government participation in different coalition formats on the state level, and an increasing salience of environmental and climate policies with which the party is strongly associated. After the election, the Greens became part of a novel three-party coalition with Social Democrats and Liberals where the party finds itself in a more influential role than in its first federal coalition with the spd. The opinion polls placing Alliance 90/The Greens above 20 percent before the election and its continuously growing membership base indicate a new centrality of the party in the German party system, as well as the potential to further increase its vote share. In the context of the COVID-19 pandemic, an infectious disease linked to environmental deterioration, this article analyzes the Ecuadorian public policies on climate change as a guarantee of the human right to a healthy environment, through documentary research based on the behaviorist theory of public policies. The deductive method and the documentary analysis technique were used. Ecuador has incorporated regulations on the adaptation and mitigation of climate change, and has implemented plans and programs to eliminate greenhouse gases. However, environmental policy requires state attention, generating investment in environmental matters for national financing (public-private). Abstract: While the effects of climate change will impact most Americans, they will likely have a disproportionate influence on the socioeconomic well-being of marginalized communities. Few researchers, however, have investigated public support for policies aimed at ameliorating climate-related disparities. Fewer still have considered how political and (critically) pre-political psychological dispositions might shape environmental justice concern (EJC) and subsequently influence policy support—both of which, I argue, could present roadblocks for effective climate communication and policy action. In this registered report, I (1) propose and validate a new measure of EJC, (2) explore its political correlates and pre-political antecedents, and (3) test for a link between EJC and policy support. In addition to psychometrically validating the EJC scale, I find that pre-political value orientations are associated with EJC, which, in turn, mediates the effects of pre-political values on taking action to mitigate the unequal effects of climate change. Environmental policy with uncertainty is often posed as a choice between price and quantity instruments. Adding flexibility to fixed policy instruments can improve outcomes. Roberts and Spence noted the efficiency advantages of matching emissions allowances supply to the marginal damage schedule. We propose an implementable approach to making that match, an approach we call "price-responsive supply," which treats prices and quantities as simultaneously determined in the allowance auction. For competitive environments, price-responsive supply outperforms fixed-price and fixed-quantity instruments. Price-responsive supply can enhance the performance of real-world regulatory environments through an automatic adjustment mechanism that responds instantaneously to new information about abatement costs. We demonstrate the improved performance of price-responsive supply in experiments and simulations. A price-responsive supply schedule, while offering efficiency advantages, also translates the cost-lowering effects of other, coincident policies into accelerated reductions under an emissions cap, thereby helping to resolve the waterbed effect. When President Biden took office in January 2021, it was widely expected that he would reverse Trump-era policies and take steps to address climate change, racial justice, and rising inequality. Then-candidate Biden made strong commitments to addressing the climate crisis, including stating that "the Green New Deal is a crucial framework for meeting the climate challenges we face." But with the parties evenly split in the Senate, this meant legislating ambitious climate policy would be difficult. This article analyzes the Biden Administration's climate and environmental justice initiatives in its first year. The Biden administration successfully advanced some environmental policy through legislation but relied primarily on ambitious executive orders and with a particular focus on integrating equity and justice considerations into climate and environmental policy, while encountering challenges from Republican state officials. This study explores how climate policy uncertainty (CPU) affects research and development (R&D) investment of heavy emitter firms in the United States during 2000–2019. Our empirical evidence indicates that while CPU exerts a positive impact on R&D investment of general firms, it seems to be a completely different story for heavy emitter firms. After a battery of sensitivity tests, we find a robust negative impact of CPU on R&D investment of heavy emitters, suggesting that those firms play a "wait‐and‐see" strategy in response to changes in environmental policies until more is known to make decisions. However, such behavior is not observed in light emitters. Even among heavy emitters, we show that the impact of CPU is only pronounced in heavy emitters with more technology uncertainty. Further analyses show such an impact varies with management sentiment, managerial ability, and firm maturity. The paper seeks out to investigate how varying degree of convexity of climate change damage function affect economic output and the dynamic response of macroeconomic variables to shocks under different environmental policy regimes. In an economy featuring nominal rigidities and monopolistically competitive firms together with climate change mitigation policy and firm abatement effort, the results show that the choice of damage function affects long-term growth of the economy and the performance of climate mitigation policy. A highly convex climate damage function has a significant contractionary effect on economic output and by extension consumption and private investment. This result stands irrespective of the environmental policy put in place. The impact of exogenous shocks on the macroeconomic variables is higher than the degree of convexity of the damage function. Cap-and-trade policy compresses the response of macroeconomic variables to these shocks, irrespective of curvature of the damage function.
