Paid carers play an important role in helping older adults with care needs to remain living in their own homes. This paper examines changes in the home care field, specifically the emergence of self‐employed care entrepreneurs ('microentrepreneurs'). To do this, it employs Bourdieu's concepts of field, capital and habitus. Drawing on 105 semi‐structured interviews with stakeholders working in home care, the paper describes how the interaction of changes to field structures, and altered practices of care have challenged the taken‐for‐granted acceptance of traditional, transactional forms of care provision. This process has been highly dependent on local state actors, their ability to mobilise relevant forms of capital and the factors which shaped their habitus. It should be seen within the context of changes to local field structures and the hierarchical classification processes which underpin them. These changes threaten the distribution of capital in the home care field in ways that are beneficial to microentrepreneurs. Bourdieu might categorise these developments as 'partial revolutions', which do not challenge the fundamental axioms of the field. Social enterprises, which are businesses with social objectives, have been championed by the UK government as an opportunity to deliver more innovative, socially oriented, and commercially sustainable public services. However, very little is known about them, especially in a social care context. This paper therefore aims to answer the following three questions: (1) What are care social enterprises?, (2) What are their distinctive qualities?, and (3) How can they contribute to the adult social care sector? It presents evidence from a "mapping" of care social enterprises in three English local authorities, and from interviews with 35 stakeholders from across the social care and social enterprise sectors. Drawing on an institutional logics framework, we explore the influence of different norms, goals, and practices on care social enterprises and the extent to which they are aligned with those of the public, private, and not-for-profit sectors. We found that their unique combination of business and social logics, along with an entrepreneurial mindset, may make them more flexible, innovative, and able to diversify their income than public and not-for-profit care organisations. They were also considered more trustworthy than private care services. However, their competing social and business logics can create internal tensions and bring uncertainty about what organisational model they are. These tensions can make it challenging for us to define what a care social enterprise is and in turn for social enterprises to promote themselves and attract funding. [ABSTRACT FROM AUTHOR]

Integrated care systems (ICS) in England are partnerships between different health and social care organisations, to co‐ordinate care and therefore provide more effective health and social care provision. The objective of this article is to explore the role of the 'Voluntary, Community and Social Enterprise' (VCSE) sector in integrated care systems. In particular, the paper aims to examine recent experiences of the voluntary sector in responding to the Covid‐19 pandemic, and the lessons that can be learnt for integrated care provision. The article focuses on the case of Oxfordshire (UK), using a mixed methods approach that included a series of semi‐structured interviews with key informants in health and the VCSE sector as well as online surveys of GPs and organisations in the VCSE sector. These were complemented by two contrasting geographical case studies of community responses to Covid‐19 (one urban, one rural). Data were collected between April and June 2021. Interviewees were recruited through professional and community networks and snowball sampling, with a total of 30 semi‐structured interviews being completed. Survey participants were recruited through sector‐specific networks and the research arm of doctors.net.uk, with a total of 57 survey respondents in all. The research demonstrated the critical role of social prescribing link workers and locality officers in forging connections between the health and VCSE sectors at the hyper‐local level, particularly in the urban case study. In the rural case study, the potential role of the Parish Council in bringing the two sectors together was highlighted, to support community health and well‐being through stronger integrated working between the two sectors. In this paper we investigate the "Young Farmer Problem" in Europe with a specific focus on how it applies in England. The paper is intended as a discussion paper and represents a forerunner to a more comprehensive study of the raw Farm Business Survey data conducted through a Phd. Recent reforms of the European Union's (EU) Common Agricultural Policy (CAP) have specifically targeted young farmers for increased support; with young farmers being seen as more innovative, entrepreneurial and amenable to change. Furthermore, the EU has stated that the "generational renewal" of agriculture is critical for the long term viability of the sector. This paper investigates the business performance and entrepreneurial behaviour of younger farmers in England through empirical analysis of Farm Business Survey (FBS) data, and finds some evidence to support the notion of higher levels of performance among younger farmers. Farmers in the 35 - <45 years age group showed consistently higher levels of overall productivity, profitability and investment. Additionally, the results show that younger farmers demonstrate consistently higher levels of engagement with agri-environment schemes. This study concurs with the findings of Zagata and Sutherland (2015) in the need to improve targeting on the basis of age specifically in order to isolate the under 40 age group which is the focus of European policy and in the need to separate new entrants from inheritors in the assessment of young farmers; an objective which necessitates the analysis of raw data and the conduction of original research within the topic area. This paper and, importantly, the original research which will be conducted through the accompanying Phd will address the fifth research objective of the Research platform proposed by Zagata and Sutherland (2015) to test the characterisation of young people and new entrants tofarming, as entrepreneurial innovators sympathetic to and amenable with the goals of the CAP. This paper draws on interview data gathered as part of a broader study around issues of equity and schooling. It features the voices of the Executive Director and four Head Teachers from one of England's top performing academy chains, ‘CONNECT’. The notion of neoliberal responsibilisation is drawn on to examine, first, the ways in which Head Teachers describe their work and, second, the chain's expectations of them as CONNECT leaders. Responsibilisation of the self was apparent in Head Teachers' construction of themselves as ideal neoliberal workers – performing and enterprising subjects who readily accept the business principles and results-orientation of their ‘data-driven’ environment. Responsibilising of Head Teachers by the organisation was evident in the rigorous ‘non-negotiable’ standards and accountabilities at CONNECT that they were expected to comply with. These non-negotiables cultivated and rewarded Head Teachers’ entrepreneurial identity of achievement motivation. The paper illustrates how such neoliberal responsibilisation is both a crucial and highly troubling element in the work of academy chains as new modalities of state power. [ABSTRACT FROM PUBLISHER]

Coase's publication of "The Lighthouse in Economics" (1974) sparked a polarizing debate over his claim that government intervention is not necessary for the existence of a private lighthouse market. The purpose of this paper is to reframe this debate by asking the following question: why was nationalization the outcome of lighthouse regulation? We answer this question by utilizing the Austrian theory of interventionism to illustrate how regulation of the lighthouse market distorted the entrepreneurial market process. We argue that the nationalization of the lighthouse market in England and Wales was a result of prior government failure to exclude private lighthouses from the market, not a failure of the entrepreneurial market process to privately provide lighthouses. Our paper investigates a comprehensive sample of 574 English corporate insolvency cases, including direct liquidation cases. In contrast to other insolvency procedures, liquidations perform poorly on average and fail to produce satisfactory repayments to creditors. We run multinomial Logit regressions to explain the choice between liquidation and reorganization. We obtain three main results. First, we confirm that size matters: distressed firms owning low assets have higher chances of being liquidated immediately. Second, the presence of secured creditors decreases the risk of direct liquidation. This provides a clue that in England, the most-informed creditors adapt their strategies and turn away from the less-performing procedures. Third, we find that the likelihood of administration—which appears nowadays as the main alternative to direct liquidation—significantly depends on the proportion of fixed/current assets owned by the firms. This paper provides the first full-population analysis of changes in the entrepreneurial status of farmers during the mid-nineteenth century: between being employers or sole proprietors with no workforce. Using a unique dataset of all farmers and workforces in the 1851-81 English and Welsh censuses, this paper explores the effects of changes in agriculture on entrepreneur choices. A short 'Golden Age' was followed by increasing technical changes and the onset of agricultural depression causing an important shift in agricultural entrepreneurial activity: initially the employer proportion increased slowly, but from the 1860s employers reduced labour and more worked as sole proprietors. Our findings show that farmers were adaptable and resilient to change through shifts in entrepreneurial status and/or greater involvement of the family, supporting the conclusions of earlier researchers who took an optimistic interpretation of flexibility and robustness of farmers. The paper explores time-persistence in interregional differences of self-employment rates in England and Wales in the 1921–2011 period by using census data. The results suggest a strong path-dependence in entrepreneurship as past self-employment rates have strong bearing on future ones. However, there is also some rank mobility reflected in the upward movements of London boroughs and downward movements of primarily coastal areas. Governments formulate public policy to address perceived problems. Sometimes governments need to respond quickly, say, to a health crisis. One policy domain, however, rarely sees a crisis and that is small business. Governments might, therefore, be expected to take a long-term, evidence informed and rational approach, learning from the success of practitioners and policies implemented by other governments and seen to be successful. However, our review of 50 years of small firms policy in England suggests that it has been poorly conceived, short term and without strategic coherence. Part of the reason may be that small firms ministers spend an average of just 19 months in post and are driven by a desire to do something to make their mark. We conclude that this somewhat irrational approach to policy making is driven by a self-imposed "pressure to act swiftly". [ABSTRACT FROM AUTHOR]

The full population of England and Wales employers and own-account business proprietors is estimated using population censuses 1851–1911. The main contribution of the article is a method of mixed single imputation to overcome the challenge of non-responses to the census 1851–1881. This method is compared with alternatives. Downloads of all data allow replication. The method is used to track trends in proprietor numbers and entrepreneurship rates to reassess the 'decline of Victorian entrepreneurship', onset of the 'U'-shaped trough of the twentieth century, the 'climacteric' of 1901, and compositional changes by sector and sex. There is strong sector and gender diversity, with changes in female participation major drivers of overall trends. Proprietor numbers show slow increases of employers, and rapid rise and then decline of own-account, with a turning point after 1901. Many public health systems in high- and middle-income countries are under increasing financial pressures as a result of ageing populations, a rise in chronic and non-communicable diseases and shrinking public resources. At the same time the rise in patient mobility and concomitant market in medical tourism provides opportunities for additional income. This is especially the case where public sector hospitals have a reputation as global centres of excellence. Yet, this requires public sector entrepreneurship which, given the unique features of the public sector, means a change to professional culture. This paper examines how and under what conditions public sector entrepreneurship develops, drawing on the example of international patients in the UK NHS. It reports on a subset of data from a wider study of UK medical tourism, and explores inward flows and NHS responses through the lens of public entrepreneurship. Interviews in the English NHS were conducted with managers of Foundation Trusts with interest in international patient work. Data is from seven Foundation Trusts, based on indepth, semi-structured interviews with a range of NHS managers, and three other key stakeholders ( n = 16). Interviews were analysed using a framework on entrepreneurship developed from academic literature. Empirical findings showed that Trust managers were actively pursuing a strategy of expanding international patient activity. Respondents emphasised that this was in the context of the current financial climate for the NHS. International patients were seen as a possible route to ameliorating pressure on stretched NHS resources. The analysis of interviews revealed that public entrepreneurial behaviour requires an organisational managerial or political context in order to develop, such as currently in the UK. Public sector workers engaged in this process develop entrepreneurship – melding political, commercial and stakeholder insights – as a coping mechanism to health system constraints. This article offers a new perspective on what it meant to be a business proprietor in Victorian Britain. Based on individual census records, it provides an overview of the full population of female business proprietors in England and Wales between 1851 and 1911. These census data show that around 30% of the total business population was female, a considerably higher estimate than the current literature suggests. Female entrepreneurship was not a uniform experience. Certain demographics clustered in specific trades and within those sectors employers and own-account proprietors had strikingly different age, marital status and household profiles. A woman's life cycle event such as marriage, motherhood and widowhood played an important role in her decision whether to work, the work available to her and the entrepreneurial choices she could make. While marriage and motherhood removed women from the labour force, they had less of an effect on their levels of entrepreneurship. Women who had young children were more entrepreneurial than those who had none, and entrepreneurship rates rose with the arrival of one child and continued to rise the more children were added to the family. Recent policy emphasis on market mechanisms to drive up the performance of education systems has resulted in rising fees and increased competition in higher education in England, and in the creation of different types of self-governing state-funded schools run independently of municipal authority in compulsory schooling. University sponsorship of Charter Schools in the US raises issues which this article examines in relation to university sponsorship of academies in England. The article provides a quantitative overview of university sponsorship of academies over the last decade and explores how the policy context has shaped the discursive construction of sponsorship by the institutions concerned. Different patterns of sponsorship linked to institutional position and differentiated discourses of 'sponsorship' consistent with 'academic entrepreneurship' are identified. The discursive function of sponsorship is argued to extend to a legitimation of the policy itself reflected in increasing government pressure on universities to sponsor academies.
