Growing consumption is both necessary to end extreme poverty 1 and one of the main drivers of greenhouse gas emissions 2 , creating a potential tension between alleviating poverty and limiting global warming. Most poverty reduction has historically occurred because of economic growth 3-6 , which means that reducing poverty entails increasing not only the consumption of people living in poverty but also the consumption of people with a higher income. Here we estimate the emissions associated with the economic growth needed to alleviate extreme poverty using the international poverty line of US $2.15 per day (ref.  7 ). Even with historical energy- and carbon-intensity patterns, the global emissions increase associated with alleviating extreme poverty is modest, at 2.37 gigatonnes of carbon dioxide equivalent per year or 4.9% of 2019 global emissions. Lower inequality, higher energy efficiency and decarbonization of energy can ease this tension further: assuming the best historical performance, the emissions for poverty alleviation in 2050 will be reduced by 90%. More ambitious poverty lines require more economic growth in more countries, which leads to notably higher emissions. Sustainable development aims to both alleviate poverty and protect the environment. Previous research has explored the connection between poverty and carbon emissions. However, in Sub-Saharan Africa, nearly half of the population lives below the international poverty line, hindering economic growth and sustainable development. Therefore, this current study aims to further explore different age groupings of poverty and economic growth relates to environmental pollution, in 43 Sub-Saharan African nations. This study addresses existing gaps by employing the Driscoll-Kraay (D-K) standard error technique and the method of moments quantile regression to examine the connections between variables, yielding significant findings. The results indicate that youth and middle age poverty has an inverse relationship with environmental pollution. In conclusion, this study emphasizes the critical importance of addressing poverty in the formulation of policies aimed at mitigating environmental pollution and promoting sustainable development in Sub-Saharan African countries. Insights from this research can inform policymakers and other stakeholders in designing more effective interventions, programs, and initiatives to combat both poverty and environmental degradation, ultimately leading to a better and more equitable environment., (© 2024. Energy poverty and climate change are major concerns for the emerging seven countries. Therefore, this study explores the economic growth impact on reducing energy poverty and ecological footprint in the emerging seven economies from 2000 to 2019. Energy poverty is measured using three disciplines: availability poverty, accessibility poverty, and affordability poverty. We applied a new dynamic method, "bias-corrected method of moments estimators (2021)," for long-run outcomes. This study used the environmental Kuznets curve-approach to measure economic growth's scale effect and technique effect to reduce energy poverty and ecological footprint. Importantly, the study explores the mediating role of politically stable institutions in mitigating environmental and energy poverty. Our findings validate that energy poverty and ecological footprint could not reduce at the initial stage of economic growth. However, the later development stage shows a positive effect on reducing energy poverty and ecological footprint. These results validated an inverted U-shaped Kuznets curve hypothesis for emerging seven. Further, the result found that strong political systems are more quick-witted and have the legislative power to swiftly implement beneficial policies to pull out of the vicious circle of energy poverty. This research investigated the association between financial inclusion, energy poverty alleviation, and economic development in South Asian countries and found significant connections. In order to make multilateral conclusions, we have created a panel of data for nations in South Asia and estimated not only the dynamic panel estimation but also the panel unit root, Kao (1999) estimates, and the ARDL tests for each country. A significant association between financial inclusion and economic development and poverty reduction is discovered by using dynamic panel estimates. Economic development has also been shown to have a favorable influence on energy poverty alleviation. According to the findings of the ARDL analysis, financial inclusion has a beneficial influence on economic development. Financial inclusion and economic growth have reciprocal causalities in energy poverty alleviation, as shown by the study's testing of this association. As a result, it is acceptable to infer that financial inclusion favors economic development and poverty reduction in South Asia. Poverty alleviation and energy saving are two major issues of sustainable development targets. Meanwhile, financial development (FD) is a powerful engine of economic growth, which is regard as a valid approach to contain the demand for energy consumption (EC). However, few studies link the three factors and explore the specific impact mechanism of poverty alleviation efficiency (PE) on the tie between FD and EC. Thus, we employ the mediation and threshold models to evaluate the influence of FD on the EC in China during 2010-2019 from the perspective of PE. We affirm that FD indirectly promotes EC through the channel of PE. The mediating effect of PE is responsible for 15.75% of the total effect of FD on the EC. Moreover, FD generates a significant threshold impact on the EC considering the change of PE. When the PE exceeds 0.524, the role of FD in promoting EC is strengthened. Ultimately, the outcome suggests policymakers need to prominent the trade-off between energy saving and poverty reduction during the fast evolution of financial system., (© 2023. The study aims to analyze the mediating role of environmental degradation (ED) in the association between energy consumption (EC) and poverty (POV) in Pakistan. For this purpose, data are collected from different sources such as the global economy and World Bank ranging from 1985 to 2017. Augmented Dickey-Fuller (ADF) test is used for testing the stationarity of data. Results of ADF depict that data are stationary at the level and first difference; so this study adopts the autoregressive distributive lag (ARDL) model bound test for analyzing the long-run and short-run relationship among the modeled variables. The study follows the steps of Baron and Kenny's (1986) method to test the mediation of environmental degradation between energy consumption and poverty. The study utilized the Sobel test and VAF to confirm the mediation. The results indicate a negative and significant impact of energy consumption on poverty. The findings revealed that ED partially mediates the long-run relationship between EC and POV. The study suggests that the government makes the energy accessible to the people to fulfill their basic needs which ultimately reduces poverty. Moreover, the government should make policies to improve the environment as the study found that environmental degradation significantly contributes to poverty.

This study explores the relationship between remittances received, education expenditure, energy use, income, poverty, and economic growth for a panel of the nine selected remittance-receiving countries (Bangladesh, China, Egypt, India, Indonesia, Mexico, Nigeria, Pakistan, and Philippines). World Development Indicator database is used for retrieving data from the period of 1990 to 2014. Panel cointegration technique is used to test the long-run relationship among studied variables. Furthermore, the autoregressive distributive lag (ARDL) model is applied to confirm the presence of a long-run and short-run relationship. The findings of the ARDL model indicate that remittances received positively influence economic growth, and there is a significant relationship between remittances received and economic growth during the long-run. Education expenditure, energy use, and income also positively and significantly impact economic growth during the long-run. In contrast, final household consumption used in this study as a proxy of poverty showed a significant negative effect on economic growth during the long-run, which indicates that increasing poverty will reduce economic growth; on the other hand, reducing poverty will boost economic growth in the selected countries during the long-run.

The study conducted with proposition that development needs to be participatory including both men and women. Different scholars came up with different explanations by raising the question why gender gap in different sectors The objectives of this paper are to: Analyze some relevant theories of development related to the causes of gender equality considering from different point of view; scrutinize using empirical data on gender participation by education, employment, health and political representation in Ethiopia corresponding to theories development; pinpoint the challenges and obstacles of gender equality in different sector in Ethiopia, assess the legal and policy frameworks of the Ethiopian government on gender. Methodologically, this paper a brief review is made on theories of development that provide justification mainly on the significance of gender equality for development and clarify the determinants of gender equality in different sectors. This easy is written by considering these theories of development as a basis of analysis corresponding to the empirical data on the situation of gender and development; on the challenges in realizing gender equality in Ethiopia. Finally, conclusion and recommendation is made by considering how theories of development with respect to gender and development in Ethiopia underpin with empirical evidences in the country. To supplement the literature interview is conducted and the result of relevant interviewee is narrated as case study in some sections.

This paper is a discussion of the relationship between women education and sustainable economic development in Kenya and its implications for curriculum development and implementation processes. The argument advanced in this paper is that the solution to the development problems in Kenya and other developing nations lies on women education. Indeed, women education is one of the initiatives that can propel Kenya in the achievement of Millennium Development Goals. In addition, women education can facilitate the achievement of Kenya Vision 2030 which aims at making Kenya a newly industrializing, middle income country providing high quality life for all its citizens by the year 2030. The paper provides recommendations on the way forward for women education in Kenya as well as the implications for curriculum development and implementation processes.

Field of education is associated with herculean task and innate responsibility of escorting societies forward. Across space and time, it has been an unambiguous synthesis that education should precede any progress or change. It helps humans to understand themselves and better their interaction with rest of the society. Hence the field of education and dissemination of knowledge is very much a pivotal entity in the evolution of human civilisation. No country in the globe over centuries could afford to flourish on the paths of growth and development while ignoring the crucial role of education. Country like India where in there has been a perpetual struggle over the decades to overcome perils of colonisation and social stigmatisation reflective in terms of poverty, unemployment and illiteracy. In order to overcome these bottlenecks 'knowledge dissemination' must spearhead the change. Apart from other funding inadequacies, infrastructural lacunae, education sector in India has also been grappling with certain innate contradicting and counterproductive structures. Hence in this paper we have made an effort to address and assess the nature and impact of these dichotomies over the field of Education in India.

Indigenous languages in poverty-stricken areas are often threatened by competition from the majority languages driving economic progress. Within the framework of the economics of linguistic exchanges, this paper discusses the possibility of transferring linguistic capital into economic capital, and the revaluation of minority languages to promote multilingualism in underdeveloped regions. A mixed-method approach (questionnaires, focused interviews, ethnographic observations) was adopted to investigate the linguistic use of and attitudes towards Hani, Mandarin and English among 142 Hani participants in Yuanyang County, China, and the dispositions of 1,395 participants outside Yuanyang towards four types of objectified linguistic products used in two submarkets. The qualitative and quantitative data from Yuanyang show that with a conservative monolingual attitude, young Hani are shifting from Hani to the national lingua franca, Mandarin, for socioeconomic reasons. However, outsiders favour the utilisation of multilingual resources in the submarkets of local tourism and sales of regionally specific products. The findings demonstrate that there is room for the revaluation of indigenous language in these submarkets, implying that minority and majority languages may coexist and develop in harmony if the local Hani and poverty alleviation workers can begin to transfer multilingual resources into economic capital in the submarkets.

Educational policy borrowing is almost the norm in today's policy making, partly because of globalisation, the rise in information and communication technology, and the involvement of external stakeholders in higher education governance. However, the reasons, applications, and results obtained from the adoption and implementation of borrowed policies may result in debates among educational stakeholders because of varying perspectives across contexts, and across individuals. This article discusses, from a general perspective, the perspectives of higher education stakeholders in Cameroon towards policy borrowing; and analyses a specific case of policy borrowing via the adoption and implementation of Bologna Process ideas in this context. The findings discussed in this paper, both from the general standpoint and in terms of this specific case, indicate that policy borrowing is a controversial phenomenon in Cameroon's higher education system. Although our contribution in this article is to the analytical strand of policy borrowing as a phenomenon, this article nonetheless has implications for the normative approach, considering that policy borrowing as a practice is part and parcel of today's policy making.

Public investment in education and training occupies an important proportion in Vietnam public budget, approximately 20%, equivalent to 5% GDP. Public investment in education and training has many positive benefits and impact on the economy and society by contributing to economic growth, by improving the national productivity, people's qualification and intellectual level well as reducing unemployment, poverty in a country. On the basis of an empirical analysis in Vietnam, this paper proposes several relevant recommendation for Vietnam government to improve the performance of public investment in education and training by making contribution to ensure suitable investment structure as well as uphold important role of education and training to the development of the economy and society.

Comparing China's 2006 and 2015 Africa policies, this article reveals how China's political discourse has become more confident, practical, and depoliticised. In particular, this paper shows how education is allocated, promised, and embedded in China's 'shared' agenda, which is centred on development co-operation and mutual learning. It then reflects on the extent to which China may move towards traditional donors. This paper concludes that, despite fragmented convergences in the discourse and an increased recognition of a Chinese model, China maintains its distinctive role and position in the post-2015 era.PuP

This paper examines the role of technical and vocational education and training (TVET) in Palestine through an economic and social development lens, and identifies the lessons learned. The paper discusses the effect of TVET on employment within the notion of decent work, poverty reduction, and empowerment of youth, within a context of marginalization, extracting lessons learned and policy implications to ensure equity and inclusion in TVET and labor markets. The paper also illustrates the effect of TVET on marginalized communities. The case and experience of Palestine can be of value to other countries from various perspectives. The analysis of the marginalized groups engaged in TVET could present a framework of measurement of the effect of TVET on these different groups within a marginalized context that could be of benefit to fragile and conflict-affected states elsewhere.

Purpose: To develop a conceptual framework that can be employed in secondary school agriculture classes on skills development for food security. Design/Methodology/Approach: The conceptual framework was developed from the findings of an earlier study by the authors on the effect of agricultural teaching approaches on skills development for food security. Qualitative data were collected and analysed through descriptive statistics. Findings: Skills development can be enhanced at the psychomotor domain of Bloom's taxonomy through integration of practical agricultural activities as guided by the conceptual framework. The skills developed at secondary school level can be timely applied for food security and nutrition which can ultimately reduce poverty and boost economic development in any country. Practical implications: The conceptual framework can be used as a guide to developing agricultural skills which can be the drivers of economic development in any country. Such a transition can be an avenue for ultimate achievement in eradicating extreme poverty and hunger by the year 2030. Theoretical Implications: The paper makes a contribution to the growing body of knowledge by highlighting practical learning opportunities that can be incorporated within the psychomotor domain. The hands-on-skills developed are applicable at meeting the four pillars of food security. Originality/value: In the current studies on secondary school agriculture a conceptual framework that incorporates learning at the psychomotor domain of Bloom's taxonomy is hardly found. When incorporated into the theory, the framework can be a guide to skills development for enhanced food security and nutrition.

Purpose: The purpose of this report is to demonstrate open and distance education (ODE) can support poverty alleviation. Taking the practices of the Open University of China (the OUC) as an example, this paper aims to reveal how open universities make contributions to local residents in rural and remote areas. Design/methodology/approach: Focusing on 25 poverty-stricken counties, the OUC had invested 58 million RMB to its learning centers in these counties from 2017 to 2020. The first one is to improve ICT and educational facilities in these learning centers. The second approach is to cultivate local residents with degree programs through ODE so as to promote local economic development. The third one is to design and develop training programs according to local context to meet the specific needs of local villagers. Findings: After 3 years working, cloud-based classrooms and computer rooms have been set up. Bookstores have been founded and printed books have been donated. Hundreds of thousands of digital micro lectures have been supplied to these learning centers which have been improved and fully played their functions. Nearly 50,000 local residents have been directly benefited. Village leaders have helped lift local residents out of poverty. Poverty-stricken villagers have been financed to study on either undergraduate or diploma programs. Local residents have improved their skills by learning with the training programs offered by the OUC. Originality/value: ODE is proved to be an effective way to eradicate poverty. Open universities are proved to be able to make contributions to social justice. By fulfilling its commitments to eliminate poverty within the national strategy framework, the OUC has built its brand nationwide.

This paper critically analyses key educational policy documents produced by the World Bank mainly from the mid-1980s to 2010 with regard to implementing major educational projects in Nepal. Using critical policy sociology as a methodological tool, the paper explores how a small Himalayan nation with per capita income of about US$730 (2014) plunged into neoliberal world order during the early 1980s. The paper argues that Bank's educational policy recommendations are guided by some underlying assumptions of neoliberalism mainly marketisation, privatisation, and decentralisation. The paper concludes that neoliberal orientation in education has almost no potential in addressing Nepal's development challenges.

The work reviews the ongoing controversy over work and play within the framework of a constructivist early childhood curriculum. Educators and parents with narrow perception of play view it as mere physical actions of walking, clapping and singing outside class work. However, educators who hold a constructivist epistemological view of child play see play as educative, and possessing ingredients for stimulation that foster an all-round development of children. The paper examines various dimensions of play and work within a constructivist early childhood education paradigm, with special reference to playful learning. The authors argue that teachers of young children need to conceptualize play with a supportive policy and procedural environment that meet the criteria for evaluational, relational and instrumental relevance. Some challenges associated with the use of playful learning in early childhood education centres in Nigeria and South Africa are highlighted.

It is a truth universally acknowledged that education and economic development go hand in hand. Not only is lack of education generally recognised as a cause of poverty, it has come to be recognised as one of three core "dimensions of poverty", alongside living standard and health (World Bank 2016). Despite strong economic growth throughout most of the so-called "developing world", poverty persists, and at levels which are causing many observers to doubt the meaning of "development". It thus becomes ever more important to understand the relationship between equity and development. Here, Stephen Roche introduces in this first general issue of International Review of Education, brief descriptions of some of the original papers contained in the Apr 2016 issue. The authors of the first paper--Chavanne Peercy and Nanette Svenson--examine "The Role of Higher Education in Equitable Human Development". The next article "Sustainable Development of Phillipine Coastal Resources: Subsidary in Ethnoecology through Inclusive Participatory Education" Focuses on adult education in the Phillipines. The paper applies the principles of ethnoecology (the study of the relationship between society and natural resources) to adult education for sustainable development. Specifically, the authors--Joey Ayala, Pauline Bautista, Marivic Pajaro, Mark Raquino and Paul Watts--describe and evaluate a pilot adult education initiative undertaken to help fisherfolk better manage marine resources. There are both moral and practical cases for making poverty eradication a central pillar of sustainable development. Sudhir Anand and Amartya Sen expressed the moral argument succinctly: "Sustaining deprivation cannot be our goal" (Anand and Sen 2000, p. 2030). In a companion study to their paper in this journal last year (Mayombe and Lombard 2015), Celestin Mayombe and Antoinette Lombard examine the efficacy of material and human resources in non-formal education and training centres in "The Importance of Material Resources and Qualified Trainers in Adult Non-Formal Education and Training Centres in South Africa". The issue also provides a short research note which takes a critical look at "The New Language of Instruction Policy in Malawi: A House Standing on a Shaky Foundation." This paper by Gregory Hankoni Kamwendo examines a new policy that positions English as the medium of instruction from the start of primary education in a country where English is not the main language of household communication and many teachers struggle to use English as a medium of instruction.

Criticality is the ability to question current theories and practices in any sector to make them more receptive to social realities. Empathy is the ability to identify with what someone else is thinking or feeling. Empathy forms the foundation for welfare state and its liberal social welfare programmes. The state-led development strategies during the post-war period stemmed from a belief in the idea of welfare state and in the redistribution of resources and opportunities in favour of the deprived groups. The market-led globalisation process has put brakes on the scope of welfare provisions even in democratic societies. The public-funded stimulus packages during the recent economic crisis helped save economies from market failure and reinforced the need for state intervention even for an efficient functioning of markets. Based on an analysis of global trends and Indian context, this paper argues for the need of the educational processes to develop criticality in thinking and empathy in action to help develop a support base for public policies benefiting the poor and the disadvantaged.

After decades of decline, African higher education is now arguably in a new era of revival. With the prevalence of knowledge economy discourse, national governments in Africa and their development partners have increasingly aligned higher education with poverty reduction plans and strategies. Research capacity has become a critical development issue; and widening participation to doctoral education is seen as an instrument for enhancing this capacity. Against this backdrop, this paper presents a review of emerging initiatives and policies that have some bearing on the PhD in select sub-Saharan African nations, namely Ethiopia, Ghana and South Africa. The findings show a shared optimism about the economic value of higher education, and explicate divergences and convergences in the framing of problems and policy responses related to doctoral education across the three nations. In the conclusion we reflect on challenges and policy omissions in the pursuit of the African PhD.

As developing countries continue to battle poverty despite strong economic growth, understanding the relationship between equity and human development becomes increasingly important. In this context, equity is not equivalent to equality for any specific outcome such as health status, education or income. It is an objective ideal whereby people's achievements are increasingly dependent upon personal effort, choice and initiative rather than predetermined characteristics such as race, gender and socioeconomic background. As such, equity becomes an issue of moral equality based on the belief that people should be treated as equals, with equal access to life chances. This ideal pursues equal access to public services, infrastructure and rights for all citizens, including the right to education. While evidence suggests that education builds healthier, richer, more equitable societies, research on this has focused predominantly on primary and secondary schooling. The authors of this paper begin with an extensive review of existing research and relevant literature. In the second part of their article, they then report on their own study which furthers the discussion by exploring connections between tertiary education and development using equity as a reflection of human development--a holistic extension of economic development. After extracting relevant data from a number of available world reports by the United Nations, the World Bank and other organisations, they carried out a cross-national statistical analysis designed to examine the relationship between tertiary enrolment levels and a composite equity variable. Their results indicate a strong association between higher post-secondary education levels and higher levels of social equity.

A slew of participatory and community-demand-driven approaches have emerged in order to address the multi-dimensional nature of poverty in developing nations. The present study identifies critical factors responsible for poverty alleviation in India with the aid of fuzzy cognitive maps (FCMs) deployed for showcasing causal reasoning. It is through FCM-based simulations that the study evaluates the efficacy of existing poverty alleviation approaches, including community organisation based micro-financing, capability and social security, market-based and good governance. Our findings confirm, to some degree, the complementarity of various approaches to poverty alleviation that need to be implemented simultaneously for a comprehensive poverty alleviation drive. FCM-based simulations underscore the need for applying an integrated and multi-dimensional approach incorporating elements of various approaches for eradicating poverty, which happens to be a multi-dimensional phenomenon. Besides, the study offers policy implications for the design, management, and implementation of poverty eradication programmes. On the methodological front, the study enriches FCM literature in the areas of knowledge capture, sample adequacy, and robustness of the dynamic system model., Competing Interests: We hereby declare that none of the authors have any conflict of interest on this paper.

Introduction: Non-communicable diseases (NCDs) disproportionately affect low- and lower-middle income countries (LLMICs) where 80% of global NCD related deaths occur. LLMICs are the primary focus of interventions to address development and poverty indicators. We aimed to synthesise the evidence of these interventions' impact on the four primary NCDs (cardiovascular disease, diabetes, chronic respiratory disease and cancer) and their common behavioural risk factors (unhealthy diets, physical inactivity, tobacco and alcohol use)., Methods: We systematically searched four online databases (Medline, Embase, Web of Science and Global Health) for primary research conducted in LLMICS, published between January 1st 1990 and February 15th 2016. Studies involved development or poverty interventions which reported on outcomes relating to NCDs. We extracted summary level data on study design, population, health outcomes and potential confounders., Results: From 6383 search results, 29 studies from 24 LLMICs published between 1999 and 2015 met our inclusion criteria. The quality of included studies was limited and heterogeneity of outcome measures required narrative synthesis. One study measured impact on NCD prevalence, one physical activity and 27 dietary components. The majority of papers (23), involved agricultural interventions. Primary outcome measures tended to focus on undernutrition. Intensive agricultural interventions were associated with improved calorie, vitamin, fruit and vegetable intake. However, positive impacts were reliant on participant's land ownership, infection status and limited in generalisability. Just three studies measured adult obesity; two indicated increased income and consequential food affordability had the potential to increase obesity. Overall, there was poor alignment between included studies outcome measures and the key policy options and objectives of the Global Action Plan on NCDs., Conclusions: Though many interventions addressing poverty and development have great potential to impact on NCD prevalence and risk, most fail to measure or report these outcomes. Current evidence is limited to behavioural risk factors, namely diet and suggests a positive impact of agricultural-based food security programmes on dietary indicators. However, studies investigating the impact of improved income on obesity tend to show an increased risk. Embedding NCD impact evaluation into development programmes is crucial in the context of the Sustainable Development Goals and the rapid epidemiological transitions facing LLMICs.

To build a well-off society in an all-round way, eliminate poverty, improve people's livelihood and improve the level of social and economic development in poverty-stricken areas is the frontier issues of the government and science and technology workers at all levels. As most of the production of Chinese herbal medicine by the biological characteristics of their own and the interaction of natural ecological environment factors, showing a strong regional character.the Ministry of Traditional Chinese Medicine and the State Council Poverty Alleviation Office and other five departments jointly issued the "China Herbal Industry Poverty Alleviation Action Plan (2017-2020)", according to local conditions of guidance and planning of Chinese herbal medicine production practice, promote Chinese herbal medicine industry poverty alleviation related work In this paper, based on the relevant data of poverty-stricken areas, this paper divides the areas with priority to the poverty alleviation conditions of Chinese herbal medicine industry, and analyzes and catalogs the list of Chinese herbal medicines grown in poverty-stricken areas at the macro level. The results show that there are at least 10% of the poor counties in the counties where the poverty-stricken counties and the concentrated areas are concentrated in the poverty-stricken areas. There is already a good base of Chinese herbal medicine industry, which is the key priority area for poverty alleviation of Chinese herbal medicine industry. Poverty-stricken counties, with a certain degree of development of Chinese medicine industry poverty alleviation conditions, the need to strengthen the relevant work to expand the foundation and capacity of Chinese herbal medicine industry poverty alleviation; 37% of poor counties to develop Chinese medicine industry, the basic conditions of poverty alleviation. The LED initiatives were planned to magnify economic development, share the alleviation objectives, and incorporate previously excluded groups in social and economic life. Section 152 of the Constitution of the Republic of South Africa (1996) outlines the primary objectives of the local government (municipalities); Subsection (1) stipulates that (a) municipalities must provide a democratic and accountable government for local communities; (b) ensure to provide services to local communities sustainably; (c) promote social and economic development. This paper focuses on youth community members' perceptions of LED in the Mpembeni and Bazaneni local areas. The sample also included municipal officials within the Big 5 Hlabisa Local Municipality. The paper's primary aim is to analyse initiatives toward poverty mitigation within the Big 5 Hlabisa Local Municipality. Qualitative methods were employed to collect and analyse data obtained from the youth community members and municipal officials with the LED department. Qualitative data were collected from the youth community members through questionnaires and from the municipality staff through interviews. The analysis of qualitative data was conducted through thematic analysis. This study and the identified problem were developed to analyse the possibility of LED initiatives to mitigate the poverty level and unemployment rate. For over two decades of democracy, "South Africa is still battling with the issues of poverty, inequality, unemployment, and hunger" (Stats SA, 2017). The study findings confirm South Africa's remaining battle with the elevated level of poverty in rural areas and the high youth unemployment rate.
