This paper provides a systematic review of challenges to doing business in Africa. It complements the extant literature by answering two critical questions: what are the linkages between the ease of doing business and economic development; and what are the challenges to doing business in Africa? In providing answers to these questions, the nexus between the ease of doing business and economic development is discussed in six main strands, namely: wealth creation and sharing; opportunities of employment; balanced regional and economic development; Gross Domestic Product (GDP) and GDP per capita; standards of living and exports. Moreover, challenges to doing business are articulated along the following lines: (i) issues related to the cost of starting a business and doing business; (ii) shortage of energy and electricity; (iii) lack of access to finance; and (v) high taxes and low cross-border trade. This paper develops a model positing a nonlinear relationship between public investment and growth. The model is then applied to a panel of African countries, using nonlinear estimating procedures. The growth-maximizing level of public investment is estimated at about 10% of GDP, based on System GMM estimation. The paper further runs simulations, obtaining the constant optimal public investment share that maximizes the sum of discounted consumption as between 8.1% and 9.6% of GDP. Compared with the observed end-of-panel mean value of no more than 7.26%, these estimates suggest that there has been significant public underinvestment in Africa. [ABSTRACT FROM AUTHOR]

This paper uses annual balanced panel data to examine the Granger causal link between foreign direct investment (FDI) and economic growth (measured by real GDP growth) for 23 African countries covering the period from 1970 to 2011. Using recently developed panel econometric techniques the present paper takes into account non-stationary and cross-section dependency in the dataset when analyzing the growth-FDI nexus. The empirical results indicate two-way Granger causality link between FDI and economic growth. Furthermore, we show that this causal link is not homogeneous among individual countries in our sample. More specifically, we observe unidirectional causality from FDI to GDP growth in Egypt, Gabon, and Mauritania, and from GDP growth to FDI in Côte d'Ivoire, Kenya, South Africa and Zambia. Purpose -- The purpose of this paper is to examine the linkage between environmental challenges, multinational corporations (MNCs) activities, trade and energy in Africa; and further elaborate on the role of institutions, as an intervening variable. Design/methodology/approach -- In this study, the authors extended the Environmental Kuznets Curve (EKC) model by including indicators of the presence of MNCs, trade and energy in the basic EKC model that has measures of environmental pollution (CO2), economic growth (gross domestic product per capita) and its squared value. The role of institutions was also considered and included as an inter-mediating variable. This model was tested on a sample of 27 African countries, for the period 1996-2010. The systems GMM was applied for the empirical analysis. This approach was aimed at circumventing the possibility of reverse causality and endogenous explanatory variables-such as institutions. Findings -- Trade and MNCs' activities may not have much contemporaneous impact on the environment. However, their lagged values have adverse and significant influence on the current values of environmental challenge. This implies that environmental policies regarding trade and MNCs require time response lag. Energy was significant only at contemporaneous value but not at its lagged value. Institutional development helps to suppress the negative excesses (like pollution) from the activities of trade, MNCs and energy, and consequently reduce environmental pollution. Originality/value -- This paper included the role of institutions in the environmental pollution, trade, MNCs and energy debate. Purpose -- The purpose of this paper is to examine whether initial levels in GDP growth, GDP per capita growth and inequality adjusted human development matter in the impact of aid on development. In substance its object is to assess if threshold development conditions are necessary for the effectiveness of foreign aid in Africa. Design/methodology/approach -- The panel quantile regression technique enables us to investigate if the relationship between development dynamics and development assistance differs throughout the distributions of development dynamics. Findings -- Three main findings are established. First, with slight exceptions, the effectiveness of aid in economic prosperity (at the macro level) increases in positive magnitude across the distribution. This implies high-growth countries are more likely to benefit from development assistance (in terms of general economic growth) than their low-growth counterparts. Second, the positive nexus between aid and per capita economic growth displays nonlinear patterns across distributions and specifications, with the correlations broadly higher in top quantiles than in bottom quantiles after controlling for the unobserved heterogeneity. Third, the aid-human development nexus is negative and almost similar in magnitude across distributions and specifications. Practical implications -- As a policy implication, there is need to improve management of aid funds destined for health and education projects in the sampled countries. Moreover, given the magnitude of the nexuses, while blanket aid initiatives could be applied for policies targeting the human development index (due to the absence of significant differences in the magnitude of estimated coefficients), such are unlikely to succeed for aid targeting economic prosperity at macro and micro levels. From the weight of the findings, given a policy of balancing the impact of aid, it could be inferred that low-growth countries would need more aid than their high-growth counterparts because of the less positive effects in the former countries. Originality/value -- This paper contributes to existing literature on the effectiveness of foreign aid by focussing on the distribution of the dependent variables (development dynamics). The African continent has grown by more than 4 percent yearly on average during the past decade. However, the link between this remarkable growth rate and poverty reduction is neither obvious nor simple. This paper focuses on the elasticity of poverty with respect to GDP growth at the sectoral level and takes into account the fact that economic growth may affect poverty directly as well as indirectly through sectoral labor share intensity. It develops a methodology that sheds light on the contribution of sectoral growth to poverty reduction country-by-country in Africa, guiding policy recommendations. As the composition of growth matters at least as much as its overall intensity, it is key to identify the sectors that have the strongest impact on poverty reduction and unleash their potential; if growth happens to concentrate in sectors with scarce pro-poor potential, like commodity-driven growth, redistributive strategies are necessary to compensate the weak effect on poverty. The study examines the twin deficits hypothesis in a sample of twelve African countries for the period between 1980 and 2009. These countries have experienced both the current account and the fiscal deficits, among others, that prompted an introduction of structural reforms. The paper explores long-run relationship between the series and their short-run dynamics within the context of endogenously determined structural breaks. The identified dates are generally associated with external factors that include commodity price boom and burst cycles that the countries heavily depend on. The estimated results for eight of the countries indicate that there is a positive relationship between the current account and fiscal deficits and therefore, support the twin deficits hypothesis. Results for the remaining four countries of Ethiopia, Kenya, South Africa and Uganda, on the other hand, show that the relationship between the two is negative. [ABSTRACT FROM AUTHOR]

In examining some big questions on African development, I provide evidence that the dynamics of some development indicators could support both endogenous and neoclassical growth theories in the convergence debate. This paper investigates convergence in real per capita gross domestic product and inequality-adjusted human development in 38 African countries, disaggregated into 10 homogenous panels based on regions ( Sub- Saharan and North Africa), income levels (low, middle, lower middle and upper middle), legal origins ( English common law and French civil law) and religious dominations ( Christianity and Islam). The main finding is that the income component of the Human Development Index moves slower than others in the convergence process, and thus requires a more focused policy intervention. Economic growth and poverty reduction now take the centre stage in most global policy discourse. This is coming at a time that the Sustainable Development Goals (SDGs) are fast gaining global relevance. Africa has witnessed the highest but non-inclusive level of growth in the last decade because the continent still grapples with high unemployment rate especially among the youths. This paper therefore examines some drivers of and constraints to growth and poverty reduction in Africa. The paper focused on Africa by using secondary data sourced from different such as the United Nations Development Programme (UNDP), Transparency International (TI), Institute of Economics and Peace (IEP) and National Bureau of Statistics (NBS) reports and Annual Abstract of Statistics. Analytical methods employed were mainly descriptive statistics and comparative statistics. Findings showed that economic growth recorded in the continent is a 'jobless' one advancing inequality and poverty. More so, 75 percent of countries with low human development are in Africa with the continent's consistent economic growth imparting insignificantly on the livelihoods of the people. In fact, 27 out of 54 African countries were reported to have GDP of less than $USD 2000 per capita. GDP growth in sub-Saharan Africa was estimated at 4.9 percent in 2013 and this increased to 5.3 percent in 2014 and further estimated to rise to 5.5 percent in 2015. The fight against inequality, poverty and unemployment is tantamount to aiming a moving target. Youth unemployment remains a component of Africa's growth owing to persistent low productivity and underemployment in the informal sector. The resultant implication of this is manifested through persistent inequality, poverty, armed conflict and unchecked migration of young people to industrialised nations in search of the non-existing livelihood opportunities. This paper therefore recommends increased and monitored investments in critical infrastructural facilities. There is a need for multilevel and multinational partnership in the fight against corruption and social conflict to attract foreign direct investment. This research examines the causality (For the remainder of the paper, the notion of causality refers to Granger causality.) links among renewable energy consumption (REC), CO emissions (CE), non-renewable energy consumption (NREC), and economic growth (GDP) using an autoregressive distributed lag model based on the pooled mean group estimation (ARDL-PMG) and applying Granger causality tests for a panel consisting of 22 African countries for the period between 1990 and 2011. There is unidirectional and irreversible short-run causality from CE to GDP. The causal direction between CE and REC is unobservable over the short-term. Moreover, we find unidirectional, short-run causality from REC to GDP. When testing per pair of variables, there are short-run bidirectional causalities among REC, CE, and GDP. However, if we add CE to the variables REC and NREC, the causality to GDP is observable, and causality from the pair REC and NREC to economic growth is neutral. Likewise, if we add NREC to the variables GDP and REC, there is causality. There are bidirectional long-run causalities among REC, CE, and GDP, which supports the feedback assumption. Causality from GDP to REC is not strong for the panel. If we test per pair of variables, the strong causality from GDP and CE to REC is neutral. During the past decade, Uganda has become one of the world's fastest-growing economies, but the country's development needs have not yet been met, and the government's revenue sources are less than sufficient to satisfy them. Therefore, when oil was discovered in 2006, hopes were raised regarding Uganda's future, since the oil money could provide substantial funds enabling a transformation of the country. According to the latest figures, Uganda has 6.5 billion barrels of oil, which makes the country the third-largest oil holder in the SSA region (after Nigeria and Angola). Unfortunately, even though almost a decade has passed since the first oil was struck, production figures have remained at zero. Given the huge needs of Ugandan society and political rhetoric of Uganda as a developmental state, it is perplexing that it is taking so long to start extracting oil in the country. The major objective of this paper is to identify and analyse major causes of oil production delays (underdevelopment of infrastructure, environmental aspects, disputes with international oil companies, legal framework adjustments, and above all vast patronage network) as well as to contribute to a better understanding of recent dynamics in the Ugandan oil sector. This paper examines the relationship between defence burden and real gross domestic products in Nigeria, using annual time series data. This study uses Johansen's Cointegration approach to investigate the relationship between government's military expenditure (defence burden) and real gross domestic products, among other variables. In light of the lingering controversy on military expenditure and growth nexus, this paper contributes to the existing literature using time-series data from Nigeria, a country with high military spending over the years to re-investigate the impact of military expenditures on economic growth and the direction of causality between military spending and economic growth. Specifically, this study discusses the long run relationship between military expenditure and economic growth using Johansen cointegration approach. The key variables used in the study include: military burden (military expenditure), real GDP, real education expenditure, real health expenditure. The nature of the relationship that exists between military expenditure and economic growth as well as the cointegrating vector, taking into cognizance all other variables is focus of this paper. The results of the study show that increased defence burden is harmful to the Nigerian economy, and there exists a negative long-run relationship between defence burden and increase in the growth of real gross domestic products, the impact of defence burden remains negative both in the short-run and long-run respectively. It is not sufficient to have cuts in military expenditure, but such reallocation from defence should be directed towards productive investment in other sectors of the economy in order to generate economic prosperity and enhance the welfare of the citizens. Implications of having a negative effect of defence burden on growth rate of real Gross Domestic Products result in crowding-out of private sector investment, retards economic progress or growth rate of real gross domestic products, and therefore, is an ineffective tool to stimulate the growth of the economy in Nigeria. Military expenditure cannot be an effective tool of fiscal policy (government revenue and expenditure to regulate the economy), from the results of the study both short-run and long-run impact are negative, hence, the role of military sector should be limited to the maintenance of internal law and order as well as the defence of the country against any form of external aggression. This paper investigates the link between IMF-World Bank stabilisation-cum-structural adjustment programs and long-run economic performance in 18 African countries on a country-specific basis for the period 1960-2009. We employ a structural break approach to study the impact on long-run growth trajectories of the introduction of adjustment programs. The analysis reveals that only few countries have shown positive and sustained results. The traditional ( first-generation) Fund-Bank adjustment package is linked with sustained increase in Gross Domestic Product, export and investment growth rates only in two countries (Ghana and Uganda). Many African economies remained on their pre-reform growth paths whereas some others experienced growth deceleration, despite more-than-a-decade-long adjustment. Taken as a whole, countries in the CFA franc currency zone fared much worse than their non-CFA counterparts because of the different adjustment strategies pursued. This article discusses the potential contributions of African American migrants to the economic and cultural development of destination countries in Africa. The study explores the contributions of migrants to the gross domestic product (GDP), labor market, and fiscal impact—measures used by the International Labor Organization (ILO) to assess the impacts of migrants on the economy of a destination country. Migrants may share their own life experiences in community citizenship with traditional authorities when dealing with community issues. For example, land use-planning, allocation of urban-rural land, siting of sanitation facilities, health and safety of community, and community economic planning are within the competence of migrants given their education backgrounds and their decision to follow a traditional style of governance. African-American migrants present an opportunity to form backward linkages to sources of finance and investment capital in the country of origin. Our study found no existing institutional mechanism to grow these backward linkages, and there is no recognized privateprivate partnership between migrants and U.S. financial sources. Access to finance helps explain the link between the historical African slave trade and current gross domestic product.We first present mistrust, weakened institutions, and ethnic fractionalization as plausible historical channels linking the slave trade to modern finance and development.We then show (i) the slave trade is consistently linked to reduced access to the formal and trade credit needed by modern firms, (ii) this shortage particularly reduces capital investment in smaller firms not in business groups, and (iii) the slave trade cannot explain most other business obstacles, suggesting that long-term societal shocks are exceptionally important for finance. I use satellite imagery on night-time lights to measure growth across states and local government areas in Nigeria since the return of democracy in 1999. The data suggest that states in southern Nigeria have grown faster on average than states in the north. Using the Ordinary Least Squares, I estimate a relationship between change in night lights and real gross domestic product ( GDP) growth in Africa and use the coefficients to estimate GDP growth for states and local government areas in Nigeria over the period. Finally, I evaluate the effects of violence on growth in Plateau, Yobe and Borno states. I find that the crisis in Plateau state has resulted in slower growth compared with other states in the region. I also show that Yobe and Borno states had performed worse than other states in the north even before the outbreak of violence related to the Boko Haram sect. [ABSTRACT FROM AUTHOR]

The present study investigates the dynamic relationship between energy intensity and CO 2 emissions by incorporating economic growth in environment CO 2 emissions function using data of Sub Saharan African countries. For this purpose, we applied panel cointegration to examine the long run relationship between the series. We employed the VECM Granger causality to test the direction of causality amid the variables. At panel level, our results validate the existence of cointegration among the series. The long run panel results show that energy intensity has positive and statistically significant impact on CO 2 emissions. There is also positive and negative link of non-linear and linear terms of real GDP per capita with CO 2 emissions supporting the presence of environmental Kuznets curve (EKC). The causality analysis reveals the bidirectional causality between economic growth and CO 2 emissions while energy intensity Granger causes economic growth and hence CO 2 emissions, while across the individual countries, the results differ. A key goal of the COMESA Treaty () was to stimulate sustainable economic growth in the region through increased trade between member states. On the basis of a 1980-2010 annual panel dataset, we examine the contribution of COMESA integration to economic growth in the region using instrumental variables GMM regression in the framework of a cross-country growth model. Contrary to a priori expectation, we find no significant empirical support for a positive growth impact, as yet, on the region from the integration. Growth in capital stock, population, world GDP and the level of openness to international trade turned out to be the most robust drivers of growth in the COMESA region over the period. This paper assesses the aid-development nexus in 52 African countries using updated data (1996-2010) and a new indicator of human development (adjusted for inequality). The effects of Total Net Official Development Assistance (NODA), NODA from the Development Assistance Committee (DAC) and NODA from Multilateral donors on economic prosperity (at national and per capita levels) are also examined. The findings broadly indicate that development assistance is detrimental to GDP growth, GDP per capita growth and inequality adjusted human development. The magnitude of negativity (which is consistent across specifications and development dynamics) is highest for NODA from Multilateral donors, followed by NODA from DAC countries. Given concerns on the achievement of the MDGs, the relevance of these results point to the deficiency of foreign aid as a sustainable cure to poverty in Africa. Though the stated intents or purposes of aid are socio-economic, the actual impact from the findings negates this. It is a momentous epoque to solve the second tragedy of foreign aid; it is high time economists and policy makers start rethinking the models and theories on which foreign aid is based. Africa is an emerging, frontier economy that is gradually becoming a gold miner of the fourth industrial revolution (industry 4.0) to achieve speedy economic growth and development. Through the transmission channel of technological drive that relies on the penetration of modern communication means (information and communication technology [I.C.T.]). It is on this basis that this study examines the performance of I.C.T., economic growth and development in Africa. In capturing I.C.T. performance; penetration of I.C.T. indicators – mobile telephone, fixed-line telephone and Internet access subscriptions are used as measurements and reduced to a single index through principal components analysis (P.C.A.). Economic growth and development is measured with the real gross domestic product and the human development index (H.D.I.), respectively. The data for this study were sourced from the international telecommunication union (I.T.U.) and world development indicators from the World Bank databases. The results show that mobile telecommunication is growing faster than other telecommunication indicators and I.C.T. penetration has positive impacts on economic growth and development in Africa. The study, therefore, recommends that simultaneous investments are required in the fixed-line and Internet access telecommunications in Africa in order to fully tap into the optimal impetus of I.C.T. penetration for economic growth and development in Africa. This study investigates the relationship between military expenditure, state fragility and economic growth at regional economic communities of African countries. With a balanced panel of 34 African countries spanning 1990–2015. The variables of interest for this study include military expenditure, state fragility and economic growth. To measure economic growth, real gross domestic product per capita serves as the proxy, while state fragility is measured by the state fragility index, and military expenditure by military expenditure as a percentage share of GDP. We utilise: panel causality and cointegration test; and the generalised method of moments (GMM) estimation techniques. The causality results suggest a feedback relationship among our variables of interest and this justified the use of GMM. Our analysis suggests that the effect of military expenditure on growth is negative at Africa level with significant regional economic level differences, and this effect is influenced in the presence of state fragility. This imply that there exist complementary effects between military expenditure and state fragility on growth. A cut in military expenditure and a consideration of other means of dealing with fragility issues as an alternative to joint regional militarised intervention of regional governments of African countries is recommended. Purpose This study aims to examine the quantitative effect and direction of Chinese Foreign Direct Investment (FDI) on economic growth in Africa using a sample of 20 African countries from 2003 to 2012 with data obtained from United Nations Conference on Trade and Development and the World Bank.Design/methodology/approach The study used panel least squares regression, specifically fixed effect model to examine the quantitative effect of Chinese FDI on economic growth in Africa. The study also used Granger causality test to examine whether a causal relationship exists between economic growth and China’s FDI in Africa.Findings The study finds that a 1 per cent increase in China’s FDI stock in Africa significantly increases Africa’s gross domestic product (GDP) growth by 0.607 per cent, all things being equal. Furthermore, the study finds that a causal link exists between GDP growth in Africa and China’s FDI and the nature of causality is unidirectional.Practical implications The study recommends that to stimulate Chinese FDI in Africa, free visas must be given to Chinese investors coming into the continent, low tariffs should be imposed on inputs and intermediate goods from China and grant of business operation permit to Chinese investors must be made less bureaucratic.Originality/value This research has not been presented to any journal for publication and is originally written by the authors. We analyse the relationship between public debt, economic growth and inflation in a group of 52 African economies between 1950 and 2012. The results indicate that the limits of public debt are negatively related to economic growth and exhibit, from a given level of debt, an inverted U behaviour regarding the relationship between economic growth and public debt. Briefly, the high levels of public debt are coincident with reduced rates of economic growth and rising levels of inflation. Our results for three specific geographical areas resemble those of the overall analysis, despite some differences. In North African countries, the growth rates of the gross domestic product ( GDP) and inflation also show an inverted U behaviour as the ratio of public debt/ GDP increases. The highest rate of economic growth is recorded when the ratio of public debt/ GDP is below 30% of GDP and corresponds to an average inflation rate of 5.33%. An identical behaviour of the GDP growth rates and inflation also appears in Sub-Saharan countries until the third interval (60-90%). However, the highest growth rate of the GDP and GDP per capita is registered when the public debt/ GDP ratio is in the second interval (30-60%). For the countries of the Southern Africa Development Community, the highest average rate of economic growth (6.8%) is similar to North African countries, when the ratio public debt/ GDP is below 30% of GDP, with an average inflation rate of 11%. This study complements existing literature by examining the nexus between energy consumption (EC), CO emissions (CE), and economic growth (GDP; gross domestic product) in 24 African countries using a panel autoregressive distributed lag (ARDL) approach. The following findings are established. First, there is a long-run relationship between EC, CE, and GDP. Second, a long-term effect from CE to GDP and EC is apparent, with reciprocal paths. Third, the error correction mechanisms are consistently stable. However, in cases of disequilibrium, only EC can be significantly adjusted to its long-run relationship. Fourth, there is a long-run causality running from GDP and CE to EC. Fifth, we find causality running from either CE or both CE and EC to GDP, and inverse causal paths are observable. Causality from EC to GDP is not strong, which supports the conservative hypothesis. Sixth, the causal direction from EC to GDP remains unobservable in the short term. By contrast, the opposite path is observable. There are also no short-run causalities from GDP, or EC, or EC, and GDP to EC. Policy implications are discussed. [ABSTRACT FROM AUTHOR]

We know less about growth and poverty based on numbers in African economies than we would like to think. Numbers are soft, and data availability is sparse, sporadic, and uneven. For researchers and data users, whether engaged in inferential or descriptive statistics, the message is that studying Africa by numbers can be misleading. Measurement is increasingly at the centre of debates in African economic development. Some remarkable upward revisions of GDP, which are signs of statistical systems improving, caused the declaration of a statistical tragedy in Africa. Despite two decades of unprecedented economic growth, Africa has yet to see its economic gains translated into positive social outcomes. By adopting a life-cycle approach, this article presents a new tool, the African Social Development Index (ASDI), which aims at measuring the levels and patterns of human exclusion in six key dimensions of well-being, for different groups of population. The results of the ASDI will be instrumental in mapping and assessing the impact of social policies in reducing human exclusion, in line with Africa's aspirations of achieving an inclusive and sustainable development, and 'leaving no one behind'. This article analyzes the impact of mobile telephony on economic growth in Africa. It uses panel data on 36 African countries over the period 1995 to 2010, and estimates an econometric model made up of two equations-one expressing output as a function of mobile telephony, and the other, a demand function, reflecting the possibility of a reverse causation from the former to the latter. Given the importance of telecommunication in the development process and the dire state of fixed-line telephones in Africa, the explosive growth in mobile telephony on the continent could potentially contribute to addressing some of the important challenges it faces today, including the lack of robust economic growth and of poverty alleviation. Employing panel data estimation procedures, this study finds evidence that supports the view that increased mobile penetration contributes to the growth rate of real gross domestic product ( GDP).
