This study takes a closer look at the deindustrialization of the South Indian city of Bangalore with respect to its former cotton mill sector, nearly two decades after the closure of the first three composite cotton mills in the city. The study views deindustrialization from sectoral, city‐ and community‐centric perspectives. As well as identifying Bangalore as a significant site within the 'bygone mills' discourse in India, the article contributes to the less‐researched theme of deindustrialization in the global South. It provides a detailed look into the city's mill‐scapes, from their rise in the late 19th and early 20th centuries to their demise in the early 21st century, through a mix of archival evidence, spatial analysis and an interrogation of the collective memory of millworkers and their families. Recent contributions to the literature on industrialization and development have confirmed that manufacturing continues to play a key role as a driver of economic development. As a corollary, these contributions highlight the importance of premature industrialization as a barrier to economic development and as one of the main sources of the middle-income trap. In this paper, we analyze the factors that may have hindered industrial development in the past four decades. In particular, we focus on the role of (non-Foreign Direct Investment) net capital inflows as a potential source of premature deindustrialization. We consider a sample of 36 developed and developing countries from 1980 to 2017, with major emphasis on the case of emerging and developing economies (EDEs) in the context of increasing financial integration. We show that periods of abundant capital inflows may have caused a significant contraction of manufacturing share to employment and GDP, as well as the decrease of the economic complexity index. We also show that the phenomena of "perverse" structural changes are significantly more relevant in EDE countries than in advanced ones and that they may similarly occur across EDE countries, regardless of structural differences in the way manufacturing contributed to their development. Based on such evidence, we conclude with some policy suggestions highlighting capital controls and external macroprudential measures taming international capital mobility as useful policy tools for promoting long-run productive development on top of strengthening (short-term) financial and macroeconomic stability. Instead of specifying the factors, we determine the turning points of inter-state deindustrialization and the difference in the rate of deindustrialization by applying both time-series and panel data methodology. The results suggest that the deindustrialization hypothesis is valid in 38 out of 50 states, DC, and the U.S. at the country level. Furthermore, our results show that deindustrialization curves in lower-income states reach a turning point at lower per capita income levels and at an earlier time-span compared to higher-income state groups. Our findings indicate that premature/early deindustrialization, which is commonly stated for developing countries in the literature is also valid for different regions in a developed country, the U.S. in our case. This study examines the risk of premature deindustrialization in latecomer developing countries in Asia, focusing on their manufacturing output ratio. Diverging from the literature that treats Asian economies as a group with comparative advantages in manufacturing, this empirical analysis adopts the latecomer index to demonstrate downward shifts in the latecomers' manufacturing–income relationship, implying a premature deindustrialization risk. Furthermore, it shows that the risk is higher for manufacturing trade-deficit countries (compared with trade-surplus countries) and for South Asian countries (compared with Southeast Asian countries). Therefore, Asian economies should improve their logistics performance for greater global value chain participation to avoid premature deindustrialization. [ABSTRACT FROM AUTHOR]

Recent research by economists has shown that deindustrialization is more severe in Sub-Saharan Africa and Latin America than it ever was in the Organisation for Economic Co-operation and Development (OECD). Nevertheless, most research on deindustrialization is focused on the former centres of Fordist manufacturing in the industrial heartlands of the North Atlantic. In short, there is a mismatch between where deindustrialization is researched and where it is occurring, and the objective of this paper is to shift the geographical focus of research on deindustrialization to the Global South. Case studies from Argentina, India, Tanzania and Turkey demonstrate the variegated nature of deindustrialization beyond the North Atlantic. In the process, it is demonstrated that cities in the Global South can inform wider theoretical discussions on the impacts of deindustrialization at the urban scale. [ABSTRACT FROM AUTHOR]

Employment in the industrial sector has decreased in all advanced countries, even though the sector's share in the gross domestic product (gdp) has not changed or has decreased only slightly in many cases, mostly because of improvements in labour productivity. Simultaneously, services have not stopped growing, reaching a share in developed economies of around 75%, sometimes higher, both in employment and contribution to nominal gdp. These processes have been the subject of extensive literature developed on the concepts of "deindustrialization" and "tertiarization", and on their possible explanations. Though delayed, these two far-reaching trends have taken, or are taking place, also in countries classified as middle-income or developing countries, giving rise to the concept of "premature deindustrialization". Various explanations have emerged around these issues, all of which have qualified the two major trends as worrisome. A common explanation suggests an industry-services contrast, where the trade-off between them appears as "the villain of the story"--borrowing an expression from the traditional theatre. This paper aims to show that this view is oversimplifying and wrong. What is observed in almost all economies is a process of growing integration between the two sectors, instead of a confrontation between them, and everything indicates that they will only integrate further in the coming years. This study puts forward a model of a multisector economy and embeds it in a novel theoretical framework to address the relationship between commodity revenues and manufacturing output with a special focus on the role of the agricultural sector. The three-sector model lays the groundwork for analyzing policy choices in more complex sectoral settings. Based on the theoretical analysis, the study identifies the weight of the individual economic sectors in the public revenue generation as a determinant of the magnitude of rent seeking epitomized in the crowding out effect of investments in manufacturing. We find that enclave agriculture contributes to the deindustrialization pressure in the face of natural resource windfalls. The central finding of the multisector analysis is the conclusion that not diversification per se but rather a diversification with the substantial domestic factor or market orientation has the capability to limit the magnitude of deindustrialization. For the empirical validation of the theoretical findings, the study employs fixed effects, fully modified OLS, dynamic common correlated effects estimators and dynamic fixed effects estimators for the dataset of 113 developing and transition economies for 1963−2014 period. The estimations reveal that natural resource revenues correspond with a higher level of the manufacturing sector output. In the economies with a low level of economic diversification, commodity bonanza leads however to the shrinkage of the manufacturing. In the commodity revenue dependent settings, nevertheless, agricultural sector exports have a negative impact on the performance of the manufacturing sector. These findings are in line with the predictions of the theoretical model.

Current explanations of demand for anti-dumping protections focus on the role of the business cycle, and fluctuations in real exchange rates. However, empirical evidence supporting these explanations is based primarily on the experience of industrialized countries. Here, we examine anti-dumping petitions in a broader sample of thirty-four industrialized and middle income countries from 1978–2015. We also propose a new determinant of demand for anti-dumping petitions—changes in the pattern of industrial production between developed and developing economies over this period have contributed to deindustrialization in advanced economies and premature industrialization some developing countries. This article presents a model in which distributional conflict and cross-sectoral interactions between demand and supply side forces determine inflation in developing countries. We show that the standard macroeconomic policy recommendations of inflation targeting and balanced budgets (i) increase volatility by amplifying external shocks and (ii) can lead to premature deindustrialization. Large numbers of industrial zones have emerged in the urban outskirts of developing countries. Generally, these zones become economically efficient and environmentally unfriendly due to a lack of regulation and poor planning. Therefore, a restructuring of underperforming industrial areas is urgently needed. However, most restructuring processes lead to economic and social issues, such as deindustrialization and unemployment. Therefore, this study proposed a restructuring framework specific to the industrial areas in the urban outskirts and tested it in a case study in Shunde, China. In the framework, securing the existing industrial cluster is given sufficient attention, and the retained firms are relocated to dedicated resettlement sites before the demolition begins. As a result, the industrial clusters were successfully maintained after the restructuring. Moreover, the introduction of vertical factories allows for additional land supply and improves the environment to a great extent. Consequently, one world-class high-tech firm was added to the restructured areas. This paper finds that conditional convergence in per capita incomes, as a robust empirical regularity across countries, is absent in the post-1989 globalization era. The results show that conditional convergence is subject to some initial, returns-adjusted level of education, implying that it has become more challenging for developing countries to industrialize via technology catch-up from abroad. The lack of conditional convergence, together with the increasing importance of education, complements another strand of literature that provides evidence of growth-reducing structural change, a growing technology gap due to the skill-intensive nature of manufacturing, and their link to the premature deindustrialization phenomenon observed in many developing countries since 1990. To draw an explicit link between the lack of conditional convergence in the post-1989 period and the literature on premature deindustrialization, the analysis augments a Barro-type regression with the employment shares of manufacturing, agriculture and services. The results show that raising the employment share of manufacturing relative to agriculture and, especially, services, is the most effective way to induce conditional convergence and generate faster growth in per capita income. Purpose: The purpose of this study is to probe into the influence mechanism of financial opening onto industrial restructuring from the prism of financial development and examine the role of the credit market, capital market and currency market in transmitting the impact of financial opening onto industrial restructuring in both developed countries and developing countries. Design/methodology/approach: In the theoretical model, the indicator of financial opening was introduced in Cobb–Douglas production function formula. Using constant elasticity of substitution utility function, based on Engel's law, the optimal industrial structure in the economy was concluded. For the empirical analysis, data was collected from 36 developed countries and 34 developing countries during the period 2000 to 2019. Multiple mediator models with bootstrap techniques were used to identify the linkage between financial opening, financial development and industrial restructuring. Findings: First, there is a U-shaped relationship between financial opening and industrial restructuring. Second, financial development plays a mediating role in transmitting the effects of financial opening onto industrial restructuring mainly through the credit market at the global level. Third, developed countries are in a trend of "reindustrialization," while developing countries show a trend of "premature deindustrialization." Moreover, for developed countries, the capital market leads to reindustrialization, while the credit market and currency market contribute to deindustrialization. For developing countries, the capital market and credit market lead to deindustrialization, while the currency market contributes to industrialization. Originality/value: Unlike most previous researches, this paper focuses on examining three-variable relationship between financial opening, financial development and domestic industrial restructuring. Against the backdrop of the pandemic, monetary policy shifts of developed economies have led to an increase in cross-border capital flows, which will lead to the increasing risks for international financial markets and the reallocation of the global value chain. The post-2008 era saw a return of the manufacturing fetish, the idea that manufacturing constitutes the flywheel of growth without which no nation can thrive. Across the Global North and South, voices are calling to reverse deindustrialization and revive manufacturing. While today deindustrialization is met with anxiety, in the 1930s economists predicted deindustrialization but interpreted it as a liberating process leading to a post-industrial age based on material abundance and widespread economic security. Far from delivering this vision, deindustrialization actually produces a precarious economic order driven by labour precarity, economic stagnation and lost development opportunities for the Global South. What can be termed the Baumolian and Kaldorian frameworks, attribute this precarious reality to services' inability to replace manufacturing as a growth engine given their technologically stagnant nature. However, this article argues that, by focusing on the technical aspects of service economies, such views overlook the social limits of the capitalist economy and its historically specific conception of wealth, value. As capitalism matures, productivity becomes an increasingly inadequate form of augmenting social wealth as it results in great increases in physical output but counterintuitively undermines the expansion of value. Capitalism is underpinned by a secular movement towards declining dynamism, as it increasingly struggles to maintain its former economic vigour. Stagnation and heightened labour precarity are not merely the product of tertiarization but symptoms of capitalism's declining trajectory. [ABSTRACT FROM AUTHOR]

Industries, firms, and capital are geographically concentrated in the core regions of the countries which leads to regional disparities. Türkiye, as a developing country, suffers from high regional disparities, especially regarding east-west duality. In this context, this study analyzes the spatial concentration of the top firms in the regions of Türkiye (81 NUTS 3) in the 1999-2019 period, using the İstanbul Chamber of Industry’s top 500 and second 500 companies’ datasets. As one of the few studies conducted in this field, this study reveals important results. The differences regarding the spatial concentration of capital accumulation are decreasing in Türkiye; however, the level of capital accumulation disparities is quite uneven and high. The number of top firms is decreasing in the core regions of Türkiye, namely İstanbul (535 to 321), Ankara (73 to 58), and İzmir (104 to 76). Considering the decline in Turkey's largest companies, it is clear that these losses indicate a large loss of industrial assets. On the other hand, the number of firms among the top 1000 firms is increasing in the regions called Anatolian Tigers, namely Gaziantep (17 to 61), Kayseri (16 to 28), Sakarya (4 to 14) and Konya (10 to 22). The analyses show that the east-west duality has not changed but is restructured with the emergence of the New Industrial Spaces of Türkiye. Artificial intelligence (AI) provides many opportunities for social and economic empowerment in developing countries. However, when one thinks of Africa, robotics does not spring immediately to mind as the most relevant application of AI, considering that the continent typically has high unemployment and fast-growing populations. Nevertheless, some countries in Africa have embraced robotics on the basis that it has an important role to play in their economic development. In this article, we explore this role and the ways in which Africa can best exploit the opportunities afforded by intelligent automation and robotics. This special issue explores the intertwining reconfigurations of labour and welfare in the Global South by bringing together eight empirical studies of different national and transnational contexts and three commentaries. It asks how Global South people and states alike have come to prioritize market logics as guiding principles for welfare systems, moving away from collective risk-pooling towards individual responsibility, and how this reorientation is connected to the restructuring of labour. In this introduction to the special issue, we discuss the genealogies of the social question and review the growing academic discussion on the changing landscape of welfare in the Global South. We then underscore how the contemporary social question is predominantly framed in the terms of people's capacity for market participation in the specific empirical contexts discussed by our authors. The framing of the social question as such, and the accompanying solutions to it, we argue, disregards politics, political economy and social justice at the cost of the more urgent social question that confronts the increasingly asymmetrical power relations between labour and capital. The article examines prospects for policy to enhance contemporary economic development. Shortcomings of mainstream economic analyses are evident since the Cold War, with failure to establish policy doctrines engaging with developing countries' structural transformation: on average, not industrialisation, but servicization: capital and labour moving from agriculture to services. Faster-growing countries show greater servicization, yet overtly services-focused strategies are rare, and policy doctrine and economic analysis focuses on industrialisation. Literature searches show that servicization is largely ignored, reducing possibilities for policy-supported growth. Demonstrating this, the article argues that "internal" aspects of mainstream data and theory create severe confirmation bias, explaining this failure. Unequal exchange in international trade lies at the crossroads of all the major contradictions of the current global capitalist system: class, spatial and ecological. Countering unequal exchange can offer the basis for a broad global social coalition demanding a new international economic and ecological order. It can unite the claims of social and ecological movements around a common agenda where global social justice meets global environmental justice. The objective conditions are provided by the common ground of concrete interests that binds together various political and social actors in the global South and North who are harmed by corporate neoliberal globalisation. Building the subjective conditions, however, requires overcoming theoretical reductionisms and political sectarianisms that contribute to the fragmentation of social struggles. The role of the real exchange rate (RER) in explaining long-run processes of catching-up and falling-behind continues to be a question of central importance among alternative theories of growth and distribution. Existing empirical evidence suggests a positive association between exchange rates in levels and growth, especially in developing countries, though a currency depreciation has adverse effects. While these two elements have been separately incorporated into demand-led growth theories, a comprehensive assessment of the dynamic interaction between them is still missing. This article attempts to fill such a gap in the literature by developing an export-led growth model in which price and non-price competitiveness respond to the level and variation of the RER. In equilibrium, relative prices and the fundamentals of the productive structure are simultaneously determined. A more depreciated exchange rate and higher non-price competitiveness are associated with a higher rate of growth. It is shown that the interplay between a destabilizing force from the goods market, and a stabilizing mechanism from the labor market, might give rise to persistent and endogenous long-run cycles of structural change. The model is used to revisit the historical experience of East Asia (EA) and Latin America (LA) in the post-war period. We show our system fits crucial stylized facts, particularly the tendency of LA to have a more appreciated RER, its lower non-price competitiveness and dynamic economies of scale, and stronger distributive conflict, resulting in less growth and greater volatility. Industrial policies pursued in many developing countries in the 1950s–1970s largely failed while the industrial policies of the Asian Miracles succeeded. We argue that a key factor of success is industrial policy with export orientation in contrast to import substitution. Exporting encouraged competition, economies of scale, innovation, and local integration and provided market signals to policymakers. Even in a large market such as India, import substitution policies in the automotive industry failed because of micromanagement and misaligned incentives. We also analyze the risk tradeoffs involved in various industrial policy strategies and their implications on the twenty-first-century industrial policies. While state interventions may be needed to develop some new capabilities and industries, trade protectionism is neither a necessary nor a sufficient tool and will most likely be counterproductive. Throughout the 20th century and in the first decades of the 21st century, the geospatial dynamic exhibiting the highest rate of change globally corresponds to urban expansion surrounding metropolitan areas and large cities. Around intermediate-sized cities, there have also been rapid changes in their geographical space, but study in these areas has had less academic attention and development. Considering this context, this article intends to analyze the dynamics in the periurbanization of communes with intermediate-sized cities. In this study, three geographical criteria were defined for the definition of the study area and seven geospatial indicators of sociodemographic, socioeconomic and land occupation categories, with the purpose of determining the composition of the periurbanization process. Finally, the discussion presents a perspective on the dynamics of periurbanization, the interpretation of future projections identifying three geospatial phenomena and a proposal for a geospatial chorematic model with the composition of periurbanization, based on three subregional intermediate-sized cities in the Metropolitan Region of Santiago de Chile. Purpose: The purpose of this study is to examine the relationship between the productive structure and the size of the informal economy in Latin American countries. Design/methodology/approach: The study employs econometric techniques for panel data covering the period from 2002 to 2017 and considering 17 Latin American countries. The evidence presented is based on the informal economy data generated by Medina and Schneider (2018) who estimate the size of the informal economy using a structural equation model and the share of manufacturing in total employment as a measure of the size of the manufacturing sector. Also, the study addresses the possible endogeneity bias in the relationship studied and makes the conclusions more robust, thus avoiding spurious correlations that weaken the findings. Findings: The results indicate that most industrialized Latin American countries are associated with a smaller size of the informal economy. Practical implications: The findings have important policy implications, as they suggest that Latin American economies need to switch the structure of the economy toward more sophisticated productive structures if they want to reduce the size of the informal economy. Thus, more efforts should be deployed to policies to diversify and upgrade economies. Does dependency theory no longer offer an analytical and conceptual framework for the study of underdevelopment under the dynamics of modern globalization and the new international division of labor? Has the emergence of newly industrialized countries and a rising proportion of higher value-added manufacturing in the Global South cast the notions of subordination, peripherality, and dependence into the dustbin of history? These questions are today answered affirmatively by a broad consensus. In contrast to this widely-held assertion in the current development discourse, this study aims to bring these notions back to critical development studies by offering an up-to-date and analytically valid theorization of dependency in today's Global South. Taking the historical-structural dependency perspective as a point of departure, the study revisits the notion of dependent development by drawing on a set of conceptual insights derived from Schumpeter's theory of innovation, Global Value Chain analyses, and a class-relational articulation of the developmental state. In doing so, the study shows how core and periphery activities have clustered in time and space, leading to polarization in today's global economy, and how new forms of dependency have been spatially reproduced along hierarchically-structured global value chains through the interplay of transnational corporations, states, and classes. Energy is a key factor in the production and industrialization process in developing countries. This article aims to analyse the effect of energy policies on industrial development across 25 sub-Saharan African countries from 1996 to 2020. For this purpose, a new industrial development indicator and the Driscoll–Kraay estimation method are used. Results reveal that the implementation of energy policies promotes industrial development. Indeed, public energy policies and, more specifically, public investments in energy capital have a positive impact on the growth rate of the industrial sector's value added per capita. These results remain robust when using the generalized method of moments. In terms of policy implications, the results of this research suggest that the strengthening of existing public energy policies and the implementation of new policies with a focus on investments in energy capital accumulation are necessary to drive sustainable industrial sector development in sub-Saharan Africa. In this paper, we take stock of recent debates in scholarly work and actual policymaking practice on industrial policy. Moreover, the paper identifies how developing countries are responding to structural trends such as digitalization, decarbonization and recalibration of global production, which are shaping the future of industrial development, and the scope of industrial policy. These trends are compounded with short-term effects from post-pandemic recovery, international conflict, and macroeconomic instability. Furthermore, the paper examines trends in industrialized countries towards the explicit use of industrial policies to promote and safeguard strategic national interests. All these factors result in an increasingly complex environment around industrial development which should open opportunities and challenges for developing countries. We offer some recommendations for industrial policy in developing countries, in ways that balance between national interests, the scope for regional coordination and collaboration, the international governance around industrialization, and the commitments of the global community towards the UN 2030 Development Agenda and its associated Sustainable Development Goals (SDGs). As developed economies have substituted away from manufacturing towards services, so too have developing countries--to an even greater extent. Such sectoral change may be premature for economies that never fully industrialised in the first place. This article presents evidence that countries with smaller manufacturing sectors substitute away from manufacturing to a larger extent, suggesting a trade channel through which falling international relative prices of manufacturing lead price-taking developing economies to substitute accordingly. Contrary to predominant neoliberal ideology that argued higher economic growth rates would eventually lead to better results in terms of income distribution, the last three decades witnessed high economic growth rates accompanied by rising income inequalities in most countries worldwide. Abundance of natural resources in several developing countries had significant implications for their economic growth and subsequent income inequality levels. Further, neoliberal globalization manifested itself in increased foreign direct investment and trade openness impacted world economies significantly. This research examines the effects of natural resource dependency, neoliberal globalization, and state-institutional factors alongside the internal development model on income inequality in a set of 96 developing countries for the period 1980–2010. Models for Prais–Winsten regressions with panel corrected standard errors show that within the internal development model, population growth rates are the most significant factor in influencing income inequality levels. Natural resource dependency is equally important and is positively associated with increasing inequalities. More detailed analyses of different types of energy-rich countries reveal varying results exemplifying the importance of exploring how different types of natural resources might affect income inequality levels rather than their sheer magnitude. Consistent with previous research, foreign direct investment indicates a robust positive association with increasing income inequalities whereas trade openness exhibits a negative association signifying the positive effect deindustrialization that took place in advanced countries might have had on developing countries. Finally and counterintuitively, democracy is associated with higher income inequalities whereas institutional quality is negatively associated with income inequality. [ABSTRACT FROM AUTHOR]

The submitted paper is a literature review responding to the still existing controversy in the literature regarding the net result of structural changes in employment. These are caused by factors affecting labour demand and supply and can take either the form of polarized employment structure or professional upgrading. The objective of the paper is to explain the impacts of these incentives on individual skill groups of workers. These incentives act in mutual interaction and in a given institutional context. The polarized structure of employment can be rather seen in countries, which intensively trade with newly industrialized countries and invest in them then in countries with a lagging pace of growth in the supply of skilled workers, significant inflow of migrants, and finally, countries with more flexible labour markets. Purpose -- The research aim of the article is the analysis of advanced/developed and developing countries in the context of sustainable development, using invariant coordinate system in energy units, as well as the impact of structural changes in the economy affect the possibility of transition to sustainable development and creation post-industrial society. Research methodology -- In order to achieve the aim were applied the method of socio-economic systems power changes analyzing in the frame of structural economic Kaldor model of GDP and the energy flows models. Finding -- The advanced countries have seen a trend of "zero growth" and a decrease in useful energy production in the last 10 years. These countries have high labor productivity, technological level and diminishing potential for sustainable development. China is in the stage of "growth and development" and has great potential. Data calculated by the authors of the article correlates with the findings of the Kaldor model. Research limitation -- The initial interpretation of the calculated data of France, Germany, Japan, USA, European Union and China was made. Countries have been analyzed in the period from 1990 to 2019. The data of the Central Statistical Office of EU and the World Bank were used. Practical implications -- The results of the study can be used to further planning and design of transition to sustainable development for advanced and developing countries. Originality/Value -- within the framework of the approach, an invariant coordinates system in energy units is proposed and the main parameters for assessing the potential of growth and sustainable development for advanced countries were formed.
