The sophistication and diversification of mission equipment for surveillance and reconnaissance is leading to a demand for large-capacity public data links. Overseas, a T4 class(274Mbps) common data link was applied to the Global hwak, a high-altitude unmanned aerial vehicle, and various research and development are being conducted in Korea. In this paper, we propose a structure in which pilot is additionally applied to improve SNR performance while minimizing data transmission rate loss in the DVB-S2 frame structure, which is a european satellite broadcasting standard, for high-capacity transmission of T4 class or higher in the common data link. For the performance evaluation of the proposed structure, the performance of the DVB-S2 was compared and analyzed by simulating the UAV data link channel environment. As a result of simulation, 0.15% of transmission rate loss occurred at T4 class transmission rate compared to DVB-S2 in the proposed structure, but improved SNR reception performance of 0.2~0.3dB was confirmed in the UAV channel environment. AThis paper measured real sea area for performance analysis according to distance from west sea and south sea of Korea. The performance of the underwater OFDM system was analyzed by comparing the performance of the West and South Seas by adjusting the number of data repetitive transmissions and the pilot symbol placement interval parameters based on the real-sea data measured from the distance and Data rate of the West and South Sea vessels. In conclusion, when comparing the performance of the South Sea at the Data rate and distance, the BER performance of the South Sea was similar at the 5 km South Sea and 1 km West Sea under the same conditions. Placement interval of pilot symbol at 10 km of South Sea and 3 km of West Sea is      and the number of times the PRB is        repeated. Vessel traffic volume and vessel traffic service (VTS) operator workloads are increasing with the expansion of global maritime trade, contributing to marine accidents by causing difficulties in providing timely services. Therefore, it is essential to have sufficient VTS operators considering the vessel traffic volume and near-miss cases. However, no quantitative method for determining the optimal number of workstations, which is necessary for calculating the VTS operator staffing level, has yet been proposed. This paper proposes a new, microscopic approach for calculating the number of workstations from vessel trajectories and voice recording communication data between VTS operators and navigators. The vessel trajectory data are preprocessed to interpolate different intervals. The proposed method consists of three modules: Information services, navigational assistance services, and traffic organization service. The developed model was applied to the Yeosu VTS in Korea. Another workstation should be added to the current workstation based on the proposed method. The results showed that even without annual statistical data, a reasonable VTS operator staffing level could be calculated. The proposed approach helps prevent vessel accidents by providing timely services even if the vessel traffic is congested if VTS operators are deployed to a sufficient number of workstations. Modern communication technologies have vastly increased the reach and influence of political rumors, with negative consequences for democratic political systems globally. Rumor communication can be theorized as a form of political talk that helps citizens grapple with the uncertainty inherent in politics, form opinions, and build solidarity with others. The present study examines how one type of communication technology--instant messaging platforms--might facilitate forms of rumor communication that can influence participation in and knowledge about politics. Using original panel survey data from the 2017 South Korean election, we find that rumor communication on the popular instant messaging platform KakaoTalk predicts increased campaign participation, but not campaign knowledge. Further, political rumor communication on instant messaging platforms appears to exacerbate participatory inequality between those with weak and those with strong political interest and ideology.
