The construction sector is vulnerable to safety risk incidents due to its dynamic nature. Although numerous research efforts and technological advancements have focused on addressing workplace injuries, most of the studies perform empirical and deterministic postimpact evaluations on construction project performance. The effective modeling of the safety risk impacts on project performance provides decisionmakers with a valuable tool toward incidents prevention and proper safety risk management. Therefore, this study collected Australian incident records from the construction industry from 2016 onwards and conducted discrete event simulation to quantitatively measure the impact of safety risk incidents on project cost performance. Moreover, this study investigated the correlation between safety risk incidents and the age of injured workers. The findings show a strong correlation between the middle-aged workforce and the severity of incidents on project cost overruns. The ex-ante, nondeterministic analysis of safety risk impacts on project performance provides insightful results that will advance safety management theory in the direction of achieving zero harm workplace environments., (© 2021 Society for Risk Analysis.)

Dynamic work environments in construction and civil infrastructure sectors remain susceptible to safety risks. Although previous research has resulted in improvements, there is currently a gap in measuring temporal impacts of safety risks quantitatively. Precise modeling of potential delays caused by safety incidents is vital for efficient management of risks and making informed decisions on project contingency. Toward this aim, the current research adopts a nondeterministic modeling method to simulate and quantify safety incidents and find correlations with project delays. Using a deductive approach, three research questions were formulated, and investigations conducted on Australian data collected from 2016 onwards. Quantitative impacts of safety risks on project completion times were numerically measured. Furthermore, safety risks were ranked based on their significance of temporal impacts on project performance. This paper contributes to the theory of safety management by developing a nondeterministic method to model impacts of safety risks at both industry and project levels. Timber as a structural material has been in use since the medieval period. Even today, there are many residential houses being built with timber frame in Australia. Wooden wharfs and bridges are common examples of timber structures in coastal regions of Australia. Humidity in such coastal regions is often high causing an increase in moisture level in the timber structures. Besides, over-loading, rot and decay, termites and borers, etc. cause damage to timber and presence of moisture either aggravates this or favours such causes. Hence, there has been an increased demand for repair and rehabilitation of heritage and important timber structures. Strengthening wooden structures with fibre reinforced polymers (FRPs) is becoming popular in the construction industry. The objective of this paper is to demonstrate the effect of moisture on the durability of the timber-FRP interface. After reviewing previous studies in the durability of the timber-FRP composite, it has been found that prolonged moisture exposure leads to premature debonding in the timber-FRP interface. A graphical representation of the effect of moisture on bond failure has been established through this research work after investigating the previous work of scholars. Immersive virtual reality (IVR) and mobile technologies have been identified as important in reimaging information delivery and pedagogy. This, coupled with evolving research in single (SUVR) and multiuser (MUVR) IVR environments, may enhance educational practice. However, there is limited research on the impact of such technologies on the learners' experience in authentic learning environments, such as building information modeling in architecture, engineering, and construction (AEC) workflows. This paper addresses this through a study of forty-eight participants recruited from a postgraduate construction course at an Australian University to answer a research question on how mobile MUVR is more useable than mobile SUVR when experiencing building information models. A within-subjects' experiment was performed using a mixed-methods approach assessing participant mobile IVR Usability on a 5-point Likert scale across four constructs and analysis of reflective sentiment and essays. The results show that when the participants moved from SUVR to MUVR, this significantly increased the overall perceived mobile IVR Usability. Combined with the qualitative analysis, these results suggest that MUVR influences mobile IVR Usability and an increase in learner experience. This study can be used as a launchpad for future research that will explore the causes of the evolution of the enhancement that MUVR provides, expanding beyond the scope of AEC education and industries.

With the increasing challenges facing professional engineers working in more complex, global and interdisciplinary contexts, different approaches to understanding how engineers practice and learn are necessary. This paper draws on recent research in the social sciences from the field of workplace learning, to suggest that a practice-theory perspective on engineers' professional learning is fruitful. It shifts the focus from the attributes of the individual learner (knowledge, skills and attitudes) to the attributes of the practice (interactions, materiality, opportunities and challenges). Learning is thus more than the technical "acquisition" and "transfer" of knowledge, but a complex bundle of activities, that is, social, material, embodied and emerging. The paper is illustrated with examples from a research study of the learning of experienced engineers in the construction industry to demonstrate common practices--site walks and design review meetings--in which learning takes place.

Purpose: The purpose of this paper is to examine the impact of experiential simulation-based learning of employee self-efficacy. Design/Methodology/Approach: The research approach is an exploratory case study of a group of trainees from the same organisation. Using a quasi-experiment, one group, pre-test-post-test design (Tharenou et al., 2007), a questionnaire with validated scales at Time 1 (T1) prior to training and Time (T2) three months after training were used. All scales had been validated by the researchers and had acceptable levels of reliability. In addition interviews are undertaken with the participants immediately at the end of the programme. Findings: The research found strong evidence of the positive impact of the training on skills transfer to the workplace with support from supervisors as key criteria. Research Limitations/Implications: There remains a need for additional studies with larger and more diverse samples and studies which incorporate control groups into their design. Practical Implications: This study provided support for the transfer of knowledge using simulation-based training and advances our limited knowledge and understanding of simulation-based training as a form of experiential (management) learning and development. Originality/Value: This is the first study to undertake a longitudinal analysis of the impact on self-efficacy in the workplace and as such adds to the research in this field.

Purpose: The purpose of this paper is to explore the definition, prevalence, antecedents, consequences and coping behaviours associated with apprenticeship bullying in the building and construction industry. Design/methodology/approach: The sample comprises 13 participants aged between 22 and 27 (M = 23.8, SD = 1.26) who were all men who had completed their apprenticeship within the past five years. Participants completed an individual semi-structured interview in which several themes and sub-themes were identified. Findings: Four characteristics (intention to harm, imbalance in power, repeated behaviours, target interpretation) and two types (personal, work-related) were identified by participants as fundamental to the definition of apprenticeship bullying. Being the target of bullying was found to be commonplace during an apprenticeship. Several antecedents were identified at the individual level (age, personality, physical appearance, work ethic, work performance) along with factors at the organisation level (culture and leadership style) that determined whether bullying would occur. The consequences of apprenticeship bullying included poor individual (personal and work-related) and organisational outcomes. Targets of apprenticeship bullying also tended to use avoidance coping. Originality/value: This study has provided clarification on the characteristics and behaviours associated with apprenticeship bullying, as well as identified the antecedents and consequences of apprenticeship bullying from the perspective of past apprentices in the building and construction industry.

Introduction: Safety is one of the critical and persistent challenges in the construction industry. Measuring safety performance could allow decision-makers to check safety production processes and enhance the health and safety environment., Method: This study developed a total-factor framework based on the global Data Envelopment Analysis (DEA) method to measure safety performance. The performance trend and influencing factors of pure technical efficiency and scale efficiency were separately investigated. The safety performance of construction employees in Australia was measured as a case study., Results: The results demonstrate that the safety performance in the Australian construction industry has been evidently enhanced, which is mainly promoted by the progress of pure technical elements. The scale factors did not play a positive and important role in driving the performance., Conclusions: The increasing regional differences in safety performance could be reduced by learning the practices from the benchmark construction industry, such as a young worker program, small business safety program, workplace mental health program, and advanced construction technologies., Practical Applications: The method can be utilized to measure safety performance and investigate the pathways to enhance performance without influencing production inputs and outcomes. Three-dimensional concrete printing (3DCP) is a sustainable and green approach for rapid construction with the ability to create complex shapes to preserve the intended aesthetic appearance for an affordable cost. Even after a decade of attempts, there are many limitations and challenges to applying this technology for constructions without borders. The lack of guidelines for mix designs, quality control procedures during extrusion, printing and building phases, compatibility of material with extruder, standard testing, and guidelines to verify suitability of mixture with respect to the application and exposure conditions and limited machine capacity are several areas to be addressed for applications without borders. The development of 3DCP applications as a sustainable and green technology is another challenging task due to high Portland cement consumption in 3DCP. However, reducing the high usage of ordinary Portland cement (OPC) with pozzolanic waste materials replacement and environmentally friendly cement indicates the direction of moving 3DCP into a sustainable pathway. The authors reviewed more than 200 refereed articles published on materials and techniques in 3DCP. Inconsistency in disseminating knowledge in research articles has hindered the creation of a monolithically connected chain of research efforts and findings in accelerating the development and adoption of this technology. This paper summarizes the common approach to developing 3DCP mix designs and identifies the key areas for the future development of materials and techniques and challenges to be addressed for the global adoption of 3DCP. The Australian construction industry is facing a mental health crisis; poor mental health indicators are significantly higher than the all-industry average. Despite a growing body of research into the mental health of the industry's workforce, concerns have been raised about its alignment with regulatory developments in this area. This raises questions about the relevance of research to support mental health policy development in Australia and evidence-based research on mental health policy relating to the construction industry. However, there has been no research to explore the extent of this problem. This paper addresses this knowledge gap by reporting the results of a systematic review of peer-reviewed mental health research using the PRISMA scoping review methodology. The results reveal significant misalignment between existing research and Australian government regulation in this area. A particularly low level of research–policy alignment is found in the areas of: violence and traumatic events at work, financial concerns, poor organizational change management, workplace injustice, and social support. The paper concludes with recommendations for new avenues of mental health research to address these gaps, enabling closer alignment between mental health research and regulatory reform. Despite efforts to promote gender diversity, the construction industry in Australia remains one of the most male-dominated industries. Women, compared to their male counterparts, progress more slowly and encounter major obstacles to career development in the construction industry. Existing research tends to focus on broad factors that impact women's career development in all career stages despite the fact that women's career priorities often change as they progress through different career stages. This study applied Super's career development model to investigate the influential factors on women's career development across four career stages: explore (precareer), establishment (early career), midcareer, and late career. By conducting a systematic review in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines, this research identified influential factors related to women's career development in the construction industry, namely, attitude, capability, interest, past experiences, family responsibilities, parental influences, role models, support, culture, organizational practice, and policies and regulations. Based on the women's empowerment framework, the identified factors were coded and synthesized into three dimensions: individual, relational, and environmental. The research finds there is a significant focus on providing relational and environmental support to women in construction, and less attention is given to individual factors. The review revealed that personal interest and parental perceptions in construction influence women's career development in precareer and early career stages, while masculine culture significantly impacts women's career development in all career stages. This study also summarizes the theoretical contributions and practical implications drawn from existing research on different stages of women's career development and provides guidance for further research. The construction industry is the primary focus for social procurement policies in many countries. However, there has been little research into the drivers of social procurement policy adoption in this industry. To help address this gap in research, this paper reports the results of semi-structured interviews with fifteen social procurement professionals who are implementing social procurement into the Australian construction industry. Results reveal interesting historical parallels with the implementation of environmental sustainability initiatives. However, social procurement has yet to become normalized. There appears to be a high level of homogeneity in industry practice and while there is considerable scope for innovation, this is constrained by the prescriptive and 'top-down' nature of social procurement policies in Australia which make it difficult for organizations to respond 'bottom-up' to actual community needs. It is concluded that the considerable untapped potential of social procurement policies to create social value currently depends on the intrapreneurial efforts of a small number of emerging social procurement professionals who are individually challenging the many institutional norms and practices which undermine the implementation of these policies into the construction industry. Purpose: In Australia, as in many other countries, refugees are over-represented in the ranks of the unemployed, under-employed and precariously employed and often become frustrated in their attempts to secure work. Despite the construction industry being a major potential source of employment for refugees, there has been a surprising lack of research into their experiences of securing work in the industry. Addressing this gap and also the general lack of voice for refugees in construction research, the aim of this paper is to explore the barriers refugees face in securing employment in the construction industry. Design/methodology/approach: This paper reports a survey of refugees who have worked or attempted to seek work in the Australian construction industry. Findings: Results show that the main barriers to securing employment in construction are: lack of local work experience; employer discrimination; employer failure to recognise previous qualifications, skills and experience and employers not understanding the challenges they face. Government employment agencies and systems are also perceived to be of limited value and overly complex, in contrast to the activities of not-for-profit support agencies. Research limitations/implications: While the research is limited to Australia, the findings contribute an important and missing refugee dimension to the emerging body of research on construction social procurement. They also contribute unique sector-specific insights into the broader debate about refugee resettlement and employment. Further research is needed in other national contexts. Practical implications: Recommendations are made to address the barriers to employment identified including: initiatives to provide refugees with work experience in the industry; education to break-down negative stereotypes of refugees among employers; greater support for not-for-profits supporting refugees and reform of government and employment agency systems and procedures. Social implications: By enhancing understanding of the barriers to employment for refugees in construction and proposing solutions to reduce those barriers, this research contributes new insights into a growing global challenge of how we better integrate growing numbers of refugees into harmonious and prosperous societies. Originality/value: The findings are important in facilitating the smoother integration of refugees into society. Beyond the moral imperative, there are significant social, cultural and economic benefits which successful refugee integration brings to host countries and industries like construction which in many countries are now being required to employ refugees in their workforce as a condition of public sector contracts. Purpose The purpose of this paper is to review the use of various construction procurement systems in the past and present, specifically within the Australian construction industry and to overview the historical development of procurement both globally and in the Australian context through the existing literature.Design/methodology/approach The paper is an in-depth literature review of various construction procurement systems used in the past and present, both in general and within the context of Australian construction industry.Findings The findings suggest that even though relationship-based procurement (RBP) systems offer significant benefits to all project participants, they are unproved by many decision makers because of lack of robust theoretical concept and inability in demonstrating value for money (VfM) for public projects, which would be one of the factors causing move away from RBP in the future.Originality/value This review is one of its kind. This paper uses a combined method -- survey and semi-structured interviews -- to evaluate the perceived effectiveness of digital design environments for supporting architects' sustainable design practices. In most contemporary firms, architects' sustainable design aspirations are reliant on the use digital design tools and associated computational platforms. Past research, however, suggests that a level of uncertainty exists about whether these tools and platforms are sufficient for this purpose. To investigate this issue in an Australian context, architects were invited to take part in an online survey to identify general trends and perceptions, leading to a series of semi-structured interviews, to analyse the issues in detail. The survey results (n = 70) suggest that despite considering sustainable design an important objective in their design practice, participants believe that digital design tools require further development and improvement. Detailed interviews (n = 15) then identified specific factors affecting the usefulness of digital design tools. These results enhance our understanding of Australian architects' experiences using digital design tools. Despite substantial investments and efforts by governments, construction organisations, and researchers, the construction industry remains one of the most male-dominated industries in Australia, with women being underrepresented numerically and hierarchically. Efforts to attract and retain women in construction have been implemented inconsistently on an ad hoc basis. As part of a larger research project that focuses on retaining women in the Australian construction industry, this research conducts a systematic literature review (SLR) in accordance with the PRISMA guidelines. The objective is to explore the factors that influence women's careers and their experiences in the Australian construction industry that have been identified in the literature over the past three decades. Additionally, the findings are anticipated to inform future efforts to evaluate the effectiveness of current initiatives to retain women and develop a framework for enhancing women's experiences and retaining them in this profession. This SLR revealed that excessive and rigid work hours, gendered culture and informal rules, limited career development opportunities, and negative perceptions of women's abilities are the main factors and issues that cause women to leave the industry. Among these, rigid and long work hours seem to be the foremost factor to be prioritised. Understanding the roles of key variables in driving this cultural change is important to ensure that concrete progress is made. Australia's construction industry throughout the last two decades has seen an increase in the number of women pursuing careers. The percentage it has increased by between 1998 and 2020 is a disappointing 0.2% despite the research, strategies, and initiatives the Australian Government has implemented during the interval. The purpose of this study is to evaluate and support the legislative notion of required gender percentages on tendering documents and how this change could increase the number of women in public projects. A systematic literature review of scholarly sources from the database Scopus was applied to develop a thematic analysis of women in the industry. The results found four themes: underrepresentation, barriers to career, education pathways, and opportunities for employment. These themes reinforced the need to introduce legislation such as gender requirements for public projects. Connections made were that gender legislation would increase the number of job opportunities, more jobs would encourage all levels of education to promote women in construction, more women in construction would improve their underrepresentation, and thus make women-centric problems in the workforce a more common issue and more likely to improve. The paper concludes that to see an increase in the number of women in Australia's construction industry, the government must take enforceable legislative change. This change must start by creating legislation that requires organisations that want to tender with the government to have a minimum percentage of women in any proposed public works submission before it can be awarded. Fly-in Fly-out (FIFO) employment has become a fundamental feature of construction activity in the resources sector in Australia. Much of the existing FIFO research has focused on the production phase of resource projects, as opposed to the construction phase. The rosters in the construction phase are less sociable than those in the production phase. Production phase-focused FIFO studies have documented negative impacts on communities, work-life balance and on the mental and occupational health of workers. This paper presents findings from a qualitative study among electrical trades workers working a challenging FIFO roster while employed during the construction phase of the INPEX LNG Project in Darwin in Australia's Northern Territory. Results from 18 semi-structured interviews are used to examine these rosters from the perspective of workplace health and safety. Findings are linked to obligations placed on the Person Conducting the Business or Undertaking (PCBU) by work health and safety legislation. The paper concludes that it is doubtful that these workers' rosters complied with the obligations placed on the PCBU by the legislation. [ABSTRACT FROM AUTHOR]

The law of contract is changing. "Good faith" and "relational contracts" are used by parties more than ever before in commercial disputes. Yet, their definition and what it really means to act in good faith are still unsettled in the UK and Australia, reducing the (judicial and doctrinal) utility and impact of such conceptual tools. In contrast, the construction industry is trying to move forward in policy terms. Over the last 30 years, industry-led initiatives have been working to improve collaboration. In the UK and Australia, new collaborative frameworks contain express provisions asking parties to act with mutual trust and cooperation among other collaborative schemes. Examination of the judicial approach and industry initiatives demonstrates that there is – underpinning both – a project-centric approach (even if that is yet to be fully recognised or articulated). Purpose – The purpose of this paper is to explore behavioural factors which are perceived to influence corrupt action in the Australian construction industry. Design/methodology/approach – The paper draw on Rabl and Kühlmann’s Model of a corrupt action and the results of face-to-face interviews with 23 people working in the Australian construction industry. Findings – The results suggest that corruption is ambiguously defined yet perceived to be very common and primarily associated with personal gain rather than breaking the law. The main forms of corruption were identified as kickbacks, fraud and bribery and this behaviour is perceived to be driven by high goal feasibility, by conducive attitudes and supportive subjective norms and by high perceived behavioural control over being caught. Research limitations/implications – The research is based on a relatively small sample of 23 respondents and the use of snowball sampling may have meant that the respondents would tend to present a particular view of the industry. It is also important to point out that this research took place within a highly politicised environment coinciding the with launch of the third Royal Commission into corruption in the construction industry and is based on the respondent’s perceptions of corruption rather than incontrovertible evidence of corruption in practice. Nevertheless, given the care the authors took to avoid these biases, it does provide a useful window in the incidence and types of corruption in construction and the behavioural factors that might influence it. Practical implications – In terms of tackling corruption, it is recommended that greater attention be given to exploring the culture of the industry which appears to normalise corrupt behaviour and to the hidden informal “institutions” which appear to be undermining the many formal policies and procedures which have been put in place to tackle corruption in the construction industry. Social implications – The global construction industry has been identified by Transparency International as the most bribery-prone of 19 industries it rated. The cost is huge with scarce resources being diverted from much needed urban regeneration, community concerns about development being ignored, individual human rights being abused, productivity and efficiency being compromised and important environments, cultures and heritage being destroyed. In Australia, concerns about corruption in the construction industry have led to an unprecedented three Royal Commissions which have argued that there is a culture which encourages, accepts and rewards this behaviour. Originality/value – By using Rabl and Kühlmann’s Theory of a corrupt action this paper throws new light on how corruption is defined by members of the construction industry. The findings suggest that while formal technical and procedural solutions to corruption are important in addressing corruption they are likely to be undermined by strong cultures and informal institutions which dictate the “rules of the game” on the ground. There is a clear need to better understand how these informal institutions work to constrain formal rules devised to bring about reform. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to assess, compare and explain safety climate differences between the Indonesian and Australian construction industries. Design/methodology/approach: The paper reports a comparative safety climate survey of 415 construction personnel working in the Australian and Indonesia construction industries. Findings: Surprisingly, the results show that the safety climate in Indonesia and Australia are similar and that the differences in safety performance, safety climate must be interpreted within the context of wider health and safety norms, regulations, awareness, knowledge and typical work environments to make any sense. Research limitations/implications: This research contributes a missing international comparative dimension to the emerging research on construction safety climate. Indonesian studies are notably absent from this literature, despite the size of the country and the poor health and safety record of its construction industry. Similar comparisons between safety climate in other countries need to be made. Practical implications: This research allows construction managers operating across international boundaries to better understand the cultural and institutional context in which safety climate is developed. This will assist in the development of more culturally sensitive safety management strategies. Social implications: The construction industry's poor safety record has serious implications for both individuals working in the industry, their immediate families and the communities in which they live. By improving the safety record of the industry these impacts can be reduced. Originality/value: This research reveals, for the first time, the cultural and institutional complexities of comparing safety climate across different countries. The results contribute to safety climate research by highlighting the importance of cultural and institutional relativity in making international comparisons of health and safety research. The objective of this research was to present a platform to identify the optimal staffing of a multiskilled workforce in the construction industry. The novelty of our model is its capability in developing a customized and context specific multiskilled workforce staffing strategy that identifies the best compromise between multiskilling costs and benefits with consideration of unique features of different production environments. Another novelty of our multiskilled workforce staffing is its capacity to explore every possible schedule associate with every possible staffing strategy. Our model chooses the multiskilling staffing strategy corresponding to the schedule that leads to the best results in terms of cost and time. The paper examined optimal multiskilling staffing and scheduling and compared it with well-regarded existing multiskilling strategies in the construction industry, such as chaining and direct capacity balancing, using an optimization technique. The parameters of the optimization model were informed by a small hypothetical case and a real case off-site construction factory producing bathroom pods in Australia. Developed an optimal multiskilling staffing strategy continuously and in some cases significantly outweighed the existing well-regarded multiskilling strategies. The optimal multiskilling staffing strategy is highly context-specific and can be very complex because achieving it needs having an appropriate staffing platform. Subjective decision making on a multi skilling staffing strategy that does not deploy the workforce to the most appropriate workstations can lead to a significant productivity loss. The emergence of Building Information Modelling (BIM) has revolutionized the infrastructure construction industry by introducing real-time and collaborative information management tools to be used throughout the lifecycle of projects. The importance of BIM in this industry has been emphasized in previous research. However, strategies for the implementation of this system is still less explored, which requires more elaboration and validation. The purpose of this paper is to investigate such strategies considering all necessary dimensions of the BIM system in infrastructure construction projects. The findings are based on theoretical discussion and semi-structured interviews in a case study project in New South Wales, Australia. The results revealed that BIM integrates various elements of infrastructure construction, which include but are not limited to risk, time, cost, energy, safety, and sustainability. It was found that implementation strategies should focus on improving the contribution of the BIM system to infrastructure construction in terms of improved (1) integrity and automation, (2) collaboration, and (3) optimization. Identification of seven technical and managerial implementations strategies is the core contribution of this research. Purpose – The purpose of this paper is to export the role of professional bodies within the property industry in Australia in bringing about gender equality. In particular the policy objectives of the various professional bodies is analysed and contrasted with the level of genres equality demonstrated within the governance structures of the organisations at national and regional level. Design/methodology/approach – The paper analyses the annual reports of the leading property professional bodies in Australia to identify any gender equity policy objectives and to identify the balance between male and female representation in the governing boards of the associations. Findings – The research shows that while a few organisations have made some statements regarding the need for change to a more inclusive property industry these objectives are not reflected within the governance structure of the organisations. It is therefore evident that significant attitudinal and structural change will be required to bring about equality within the property industry. Research limitations/implications – The research is limited to the Australian property and construction industry and the relevant boards at national and state level. Practical implications – The paper highlights the need to address gender inequality at the senior management level within the professional associations that govern the property profession. The professional associations are uniquely placed to show leadership in promoting gender equality and should be adopting policy within the organisations charter to being about a shift in attitudes to women within management roles in the property industry. Social implications – The issue of gender equity is highly topical and this paper adds to the research in this area. It highlights the important role that professional associations could take in bringing about change, but reveals that many professional bodies have a worse gender balance at the governance level than many of their member firms. The main focus of this paper is to discuss advancements in concrete technology, particularly in the use of Geo- Polymer Concrete (GPC) for the purpose of construction in Australia. Geo-Polymer Concrete is environmentally friendly but yet strong enough for major construction projects. This includes the utilization of GPC for selected structural components such as load-bearing walls. In addition, this paper explores the future of GPC in the Australian construction industry. The paper investigates the benefits or otherwise of the successful utilization of GPC in the Australian construction and engineering industry. Furthermore, the Australian construction industry has the potential to gain a valuable insight into the benefits of GPC as an alternative to other materials. Managing supply chain performance is essential for value generation to stakeholders. Nonetheless, this process has become overly complicated due to environmental concerns that lead to policy changes, customer preferences, and business activities. Reverse logistics is an environmentally friendly practice that can be critical in improving the environmental performance of construction operations. This paper examines the perceived role of reverse logistics practices on supply chain performance criteria—for example, cost, quality, time, flexibility, and environment. Semistructured in‐depth interviews were conducted with 15 senior industry experts from South East Queensland, Australia. Interview transcripts were analyzed by coding, categorizing, and identifying the interconnected relationships among concepts. In general, the experts perceive that reverse logistics practices significantly reduce the sourcing cost of materials compared with new materials. When used materials meet industry specifications, they are expected to have a similar performance without affecting the construction time or the overall quality of the project while protecting the environment. Nevertheless, the flexibility is found to be somewhat difficult. It is likely that reverse logistics can be instrumental in construction should the industry uptake be substantial with an emphasis on used material quality and acceptance criteria. Poor safety is a perennial problem for the construction industry worldwide. The concept of safety climate has been strongly linked to safety performance, yet inconsistent methodologies make international comparisons problematic. In addressing this gap in research, a comparative safety climate survey of 515 construction operatives and managers in Australia, Indonesia, and China is presented using a standardized tool. The results highlight interesting similarities and differences between safety climate in each country and question taken–for–granted assumptions that safety climate in countries with relatively mature regulatory structures like Australia are more positive than in less developed countries like Indonesia and China. Results also highlight the intermediating effects of factors such as management commitment and cultural differences in shaping safety climate. Highlighting the potential value of theories of new institutionalism and cultural and ethical relativism, the paper concludes by raising important new practical, theoretical, and methodological questions about the merits and challenges of making international comparisons of safety climate, even when using standardized measurement tools. Purpose The purpose of this paper is to identify possible agents and levers to trigger the development and implementation of work place health promotion programs (WHPPs) in the Australian construction industry. Unlike most large workplaces and most high-risk workplaces, these programs are rarely found in the construction sector.Design/methodology/approach Qualitative interviews with 80 trades workers and site-based and off-site construction managers are used to reveal perceptions of the impact of WHPPs and ill-health and poor health behaviors on site activities with a view to identifying leverage points to introduce WHPPs in construction.Findings Unhealthy lifestyle behaviors are seen as impacting on sites in three main ways: productivity (broadly defined), safety and interpersonal relations. Results also reveal specific roles and levers for different actors in the supply chain and a clear desire for a collective, industry-based response to identified health problems.Practical implications High levels of chronic diseases in the construction industry means firms within the sector must make a concerted attempt to change patterns of behavior or face significant long-term health implications for their workforce. Reducing levels of health and longevity of the workforce, mean work performance, productivity and participation is likely to decline.Originality/value Although construction workers are recognized as one of the workforces at most risk for life limiting diseases such as Type 2 diabetes and cardiovascular disease, relatively little work has investigated health and well-being considerations for construction workers. Suicide is a significant health problem that is known to disproportionately affect those employed in manual occupations, including construction workers and tradespeople. Universal General Awareness Training (GAT) was part of a multi-component suicide prevention program in the Australian construction industry. The program's aims were to increase awareness of mental health and suicide, reduce stigma, and encourage help-seeking and help-offering behaviours. This paper sought to examine the effectiveness of the GAT program in shifting suicide beliefs. Pre- and post-training survey data of 20,125 respondents was obtained from a database of GAT evaluation results between 2016 and 2018. Generalized estimating equation (GEE) models were fitted to examine belief changes, and predictive margins and their SEs were computed. Mean differences in belief change were obtained for the overall sample, and by occupation. Modest but significant favourable shifts in three of the four beliefs assessed were observed following GAT. Managers and professionals showed greater propensity to shift beliefs, and Labourers and Machinery Operators and Drivers showed least. Results suggest that GAT can successfully shift some beliefs regarding suicide and mental health at least in the short term, but highlight the need to tailor communication to vulnerable occupational groups.

Purpose: The purpose of this paper is to identify and prioritise the safety and health practices, which are suitable to improve labour productivity in building construction projects, and to investigate the association between company profiles, project characteristics and the safety practices. Design/methodology/approach: The study adopted a mixed-method research design which involves two phases. In Phase I, qualitative data were collected and analysed to identify safety and health practices. In total, 19 experts who have experience in building construction projects were involved in the interviews. During Phase II, quantitative data were collected from contractors that are involved in the delivery of building projects using questionnaires which were administered via face-to-face interviews. After analysing the quantitative data, the safety and health practices were prioritised and the relationships between the practices and company profiles were investigated. Findings: Safety and health policy, safety and health plan and hazard analysis are found to be the three most important practices that can improve productivity in building construction projects. The results of Spearman correlation analysis revealed that the level of implementation of the safety and health practices increases with project costs. Company experience and company size are positively associated with safety and health practices. Project delay is negatively correlated with safety and health practices. Originality/value: The study provides useful information for international developers and contractors who want to do the construction business in Australia. Furthermore, contractors involved in the construction of building projects in Australia can implement the identified safety and health practices to improve labour productivity. BACKGROUND: The paper is a research review focusing on occupational safety in the construction industry. OBJECTIVE: The purpose is to present research that highlights the areas of occupational safety and risks and to identify areas where research is lacking. METHODS: 146 articles from scientific journals, mainly covering the construction industry in Europe, Canada, USA, Australia and Japan have been studied. The findings are presented under 11 categories: accident statistics; individual factors; legislation and regulations; ethical considerations; risk management; leadership, management, organization; competence; safety design; cost-benefit calculations; programs and models; and technical solutions. RESULTS: The research is dominated by initiatives from researchers and government authorities, while the construction industry only appears as the object for the research. There is a scarcity of research on integrated systems encompassing subcontractors, as well as a lack of research with sociological perspectives on accidents. Furthermore, only a few studies have applied a gender perspective on safety in construction, i.e. there is a need of further research in this particular area. CONCLUSIONS: A range of initiatives have been taken to increase safety in the construction industry and the initiatives are mainly reported to be successful. Purpose – The purpose of this paper is to investigate the current skills gap in both generic and skill areas within the construction industry in Queensland, Australia. Design/methodology/approach – An internet-based survey was administered to collect the opinions of construction employees about the workplace-training environment and their perceptions towards training. The survey intended to address the following research questions, specifically in relation to the construction industry. Findings – The survey results reveal that whilst overall participation in workplace training is high, the current workplace training environments do not foster balanced skill development. The study reveals that in the current absence of a formal and well-balanced training mechanism, construction workers generally resort to their own informal self-development initiatives to develop the needed role-specific theoretical knowledge. Research limitations/implications – The findings of the research are based on the data primarily collected in the construction industry in Queensland, Australia. The data are limited to a single Tier 2 construction company. Practical implications – The findings of this study can be utilised to suggest improvements in the current (or develop new) workplace training initiatives. Social implications – The research suggests that workplace training has positive relationship with career growth. The results suggest that in the construction industry, employees are generally well aware of the importance of workplace training in their career development and they largely appreciate training as being a critical factor for developing their capacity to perform their roles successfully, and to maintain their employability. Originality/value – This paper is unique as it investigates the current skills gap in both generic and skill areas within the construction industry in Queensland, Australia. Purpose – The game-based learning has been used very successfully in some areas of formal education. In construction management, there is an increased uptake of games in teaching and learning. Focusing on a bidding game, the purpose of this paper is to evaluate its ability in enhancing students’ learning. The specific objectives are to: examine the effectiveness of the game as a teaching mechanism; explore students’ learning experience, preference and motivation to participate in the game; and identify the relationship between game features and students’ learning experience and overall satisfaction. Design/methodology/approach – This paper adopted a survey research design. A questionnaire survey was conducted in two universities in Australia, involving 100 students in the gameplay. Findings – The results show that the overall student feedback is positive with the vast majority of the students enjoying the learning experience. Students from both institutions have indicated their preference for group-based game sessions. However, the students have divergent opinions about the game incentive and motivation. It is found that there are significant correlations between some of the game features and students’ learning experience and overall satisfaction. Practical implications – The bidding game clearly has potential for adaptation in construction bidding-related courses. Educators could consider incorporating the significant game features towards improving students’ learning experience and overall satisfaction. Originality/value – Given there are limited studies that aimed at evaluating educational games, the student feedback in this research should facilitate more critical and reflective process for incorporating similar form of games in teaching construction management and bidding-related courses. Building operations use 45% of the total energy in Australia, and Net-Zero Energy Buildings (NZEBs) are instrumental in achieving net zero emissions by 2050. However, research reveals that various factors hinder NZEB adoption in Australia, and it is imperative to contextualise the barriers, thereby highlighting clear gaps that can be addressed to enhance the implementation of NZEB in Australia. This study presents a systematic literature review and bibliometric analysis to examine the barriers that hinder the implementation of NZEB contextualised within the Australian building industry. The paper's novelty resides in its contextualisation of barriers to NZEB thereby highlighting clear gaps that can be addressed to enhance the implementation of NZEB in Australia. Emergent results reveal the most impactful barriers experienced and the inter-relatedness between barriers and their effects on each other. These identified barriers are also compared with comparable countries, including the UK, China, Italy and the US. New insight and knowledge acquired provide a basis for assessing potential solutions to the main barriers. Findings show that a lack of knowledge, climate issues, and cost issues, in addition to government policy factors, are considered primary barriers encountered by the industry, hindering the achievement of NZEBs. Organizations play an essential role in fostering a diverse and inclusive work environment. Despite attempts to encourage gender diversity in the workplace, the construction industry in Australia remains one of the most male-dominated industries. Existing research tends to focus on identifying barriers to gender equality and women's career development, with limited exploration of organizations' current initiative implementation. To fill this research gap, this study aims to examine how organizations implement initiatives affecting gender equality and women's career development in the Australian construction industry. This study applied the women's empowerment framework and conducted a thematic analysis of diversity, inclusion, and equality policies, strategies, action plans, corporate reports, annual reports, and websites within the context of gender equality and women's career development in construction companies. Through a comprehensive analysis, the study identifies prevalent practices and initiatives related to gender equality initiatives in the construction industry, synthesizing them into six themes: flexible working arrangements, inclusive and anti-discriminatory culture, promoting career development, recruitment, and promotion, shared caring responsibility, and strategic commitments. The findings also revealed areas for improvement, giving recommendations on how to further empower women in the construction industry through enhanced gender diversity initiatives. This study sheds light on the current state of gender diversity and inclusion efforts within construction companies and provides practical recommendations for policymakers, industry stakeholders, and organizational leaders who seek to foster more inclusive and equitable work environments. Purpose: In Australia, national harmonisation of occupational health and safety (OHS) regulation was pursued through the development of model Work Health and Safety legislation. The model Work Health and Safety Regulations specify that construction works above a threshold cost of AU$250,000 are deemed to be construction projects requiring the appointment of a principal contractor with duties relating to OHS planning and coordination. The purpose of this paper is to explore the effectiveness of the monetary threshold as a suitable trigger for specific OHS planning and coordination duties. Design/methodology/approach: Interviews were conducted with 46 Australian construction industry stakeholders, including union representatives, employer groups, construction firm representatives and regulators, as well as four international construction OHS experts, to explore perceptions about the effectiveness of the monetary threshold. Two construction scenarios were also modelled to test for variability in operation of the threshold by geographical location of works and design conditions. Findings: The monetary threshold was perceived to be subject to two forms of capture problem, reflecting inadvertent capture of low risk works or failure to capture high risk works. Organisations were also reported to deliberately split contracts to avoid capture by the threshold. The cost-estimate modelling revealed inequalities and variation in the operation of the monetary threshold by geographic location and design specification. Practical implications: The analysis suggests that limitations inherent in the use of a monetary threshold to trigger duties relating to OHS planning and coordination in construction works. Opportunities to use more sophisticated risk-based mechanisms are considered. Originality/value: The study explores a fundamental challenge of risk-based OHS regulation, i.e., how to ensure that workers' health and safety are adequately protected without creating an unnecessarily high regulatory burden. The transition to a sustainable economy is inevitable as population and consumption continue to grow, ecosystems decline as a result of increased business activity and resources are stretched to a limit. The survival of businesses is very much dependent on their ability to adapt and transition to a business model that addresses important sustainability 'megaforces' such as climate change, energy and fuel, material resource scarcity, water scarcity, population growth, urbanisation, wealth, food security, ecosystem decline and deforestation. This paper examines the relationship between the output levels in the mining sector and various non-mining sectors in an attempt to understand the role of the mining sector in Australia. The unobserved components time series model is used to estimate the effects of the output gap and the growth regime in the mining sector on the output level of each of several non-mining sectors. Overall, the estimates obtained do not suggest an overwhelmingly positive effect running from the mining sector to other production and services sectors, implying that the trickle-down effect of the mining boom may be a myth. To fulfil the hunger for sustainable development, Australian construction sector seems to contemplate toward green design. Green-Star environmental rating system, one of the active building rating systems in Australia, has also been employed in New Zealand, and South Africa. To help engineers and designers obtain comprehensive visualisation on sustainable projects, this paper develops a model to evaluate energy consumption and greenhouse-gas emissions based on typical Australian commercial building alternatives. From that, this paper explains how to achieve points for “Energy” and “Life-cycle impacts” categories of this rating system. The model uses GaBi 8.1 platforms and shows relationships between building's energy consumption, and greenhouse-gas emissions released during the building lifetime. This paper provides insight into life-cycle greenhouse-gas emissions assessment for several typical commercial building fabrics in Australia. The developed model can also be conveniently modified to automate calculations for other credits under the Green-Star environmental rating system, and other environmental rating systems around the world. The study suggests that designers should consider the inverse relationship between building envelopes' total R-value with energy consumption and greenhouse-gas emissions. Another finding shows that materials used for building envelopes play a significant role to manage energy consumption as well as greenhouse-gas emissions amount during the building's life-cycle. Statistics on causes of death gathered by the Australian Bureau of Statistics (2010) report that suicide was the leading cause amongst young men in Australia between the ages of 15-24. The figures have been similarly high for over a decade. In Australia these alarming statistics have led to the funding of a range of programmes tackling youth suicide and more recently programmes that are aimed at improving help-seeking behaviours of young men. The programme reported in this paper is one such programme that is working with young men in the building and construction industry who are regarded at even greater risk of poor mental health outcomes. The research that was undertaken uncovered some of the impact of a universal programme on improving the protective factors of young men in this industry. Young men can present themselves in a very positive light as robust and resilient human beings, contrary to much of the research that has been undertaken with a focus on young men in building and construction and living in rural and remote communities. This paper presents the findings of an evaluation of the mandatory Construction Induction Training initiative (CIT). The paper details a pilot study conducted in 2010 with the commercial construction sector and a subsequent study in 2011 of the housing and civil sectors conducting business in the metropolitan area of Perth and in regional Western Australia. The international literature on safety training evaluations and the impact on safety performance is reviewed. We argue that formal evaluation of safety training and evidence of a link with safety culture improvement is limited. The analysis of the study includes discussion of the transfer of safety knowledge through training participation into the construction safety culture. The findings include evidence of a decreasing trend in work-related injuries and significant support for the CIT. Participants were supportive of the mandatory nature of the CIT and believed that the training had not only increased their personal safety awareness but had also contributed to a positive improvement in the safety culture in construction worksites and in the industry. Although the training has been designed for construction workers there is evidence of extended uptake of the CIT as a generic safety course for preparation for those wishing to work in the other industry sectors. Purpose Due to the complicated nature of houses, the driving factors of the residential construction output can be investigated from different perspectives of interests. However, little research has provided an insight of the trend of the residential construction output from a cross-disciplinary perspective. The purpose of this paper is to identify the long-run equilibrium types of residential construction output, including external equilibrium, solo-market equilibrium and dual-market equilibrium.Design/methodology/approach A vector error correction model is applied into longitudinal data in the eight Australian states and territories to overview the regional variations of the residential construction output.Findings The empirical results show that the equilibrium of regional residential construction outputs in New South Wales and Victoria are determined by the external factors; the equilibrium in Western Australia is dominated by the construction market; and the equilibriums in the other five states and territories are influenced by both construction and house markets.Research limitations/implications The simplified approach may overlook the detailed explanation of the external factors, such as regional population, economy, policy and so forth. Given this limitation, future studies can introduce the correspondingly variables as per research interests.Originality/value Implementing the existing research into residential construction output and house supply, this research provides a simplified approach that demonstrates the linkage between construction and real estate sectors to identify the long-run equilibriums across regions. Purpose Young Australian workers are at elevated risk of mental health and alcohol and other drug related problems. The purpose of this paper is to examine the relationship between alcohol and drug (AOD) use, psychological wellbeing, and the workplace psychosocial environment among young apprentices in the construction industry.Design/methodology/approach A cross-sectional survey of a cohort of 169 construction industry apprentices in their first year of training was undertaken. The survey included measures of psychological distress (K10), quantity/frequency measures of alcohol and illicit drug use, and workplace psychosocial factors.Findings Construction industry apprentices are at elevated risk of AOD related harm and poor mental health. Levels of psychological distress and substance use were substantially higher than age/gender equivalent Australian population norms. Job stress, workplace bullying, and general social support accounted for 38.2 per cent of the variance in psychological distress. General social support moderated the effects of job stress and bullying on psychological distress. Substance use was not associated with psychological distress. However, workplace social support accounted for 2.1 per cent of the variance in AUDIT-C scores, and 2.0 per cent of the variance in cannabis use. Workplace bullying explained 2.4 per cent of the variance in meth/amphetamine use.Practical implications Construction trades apprentices are a high-risk group for harmful substance use and poor mental health. Study results indicate that psychosocial wellbeing interventions are warranted as a harm reduction strategy.Originality/value This is the first study of its kind to describe a cohort of Australian construction trade apprentices in terms of their substance use and psychological wellbeing. Purpose The purpose of this paper is to address the gap in knowledge by exploring the role of customers and vendors in diffusion of modern equipment technologies into the construction industry.Design/methodology/approach To address the need to consider both vendors and customers in the innovation diffusion process and the need for in-depth cross-sectional studies, semi-structured interviews were undertaken with 147 participants including 85 vendors and 62 customers of modern construction technologies at company, project and operational levels in Australia and North America. Thematic analysis and an analytic hierarchy process illustrate the critical role of both customers and vendors in the diffusion process of modern equipment technologies.Findings A new conceptual model is presented which classifies modern equipment technology customers into four categories: visionaries (group I); innovators (group II); pragmatists (group III); and conservatives (group IV) based on the way in which they interact with vendors in the innovation diffusion process. The results also reveal that there is a significant emotional/affective aspect of innovation diffusion decisions which has not been recognised in previous research.Originality/value The major contribution of this study is that it analyses the role of both vendors and customers in the equipment technology diffusion process at three different levels (strategic, project and operational) in large corporations and small-to-medium-sized businesses. The findings not only advance construction innovation research beyond traditional linear models of innovation, but also provide new knowledge which enable customers and vendors to interact more effectively in the diffusion of new construction equipment technologies. Eco-efficiency as an important indicator for sustainability assessment can describe an integrated manner of economic growth, resource conservation and environmental protection. However, the current research could not correctly assess eco-efficiency and mostly utilize qualitative methods. This paper presents a new method called slacks-based Data Envelopment Analysis (DEA) to assess eco-efficiency based on directly and systematically dealing with the slacks of reducing resource consumption and minimizing environmental impacts, together with adding production value. Two DEA models are respectively, defined using inter-temporal and window benchmark techniques, so as to compare eco-efficiency results in temporal and spatial dimensions and then identify production benchmarks and gaps. Efficiency change and technological change, which are two driving forces for eco-efficiency change, are also investigated through a production-theoretical decomposition analysis. Data from the Australian construction industry from 1990 to 2013 are employed to specify the two DEA models. The research results illustrate that the construction industries in the Australian regions showed significant increases in eco-efficiency during the research period, but the gaps among them were increased due to the severe underperformance of technological change. This research primarily provides a innovative pathway for accurate eco-efficiency assessment and quantitative identification of reducing resource consumption, minimizing environmental impacts and adding production value. Purpose The purpose of this paper is to explore the barriers to entry for Indigenous businesses into the Australian construction industry.Design/methodology/approach A national survey was conducted with 33 Indigenous businesses operating in the Australian construction industry.Findings The findings show that Indigenous enterprises face similar challenges to many small non-Indigenous enterprises wishing to enter the industry. These include adjusting to unique construction industry cultures and practices, breaking into existing business networks and building social capital and being under-cut by industry incumbents and competitors when tendering for projects. These barriers are similar to those faced by other non-Indigenous social enterprises, although Indigenous enterprises do appear to experience relatively greater difficulty in starting-up their businesses and in securing sufficient capital, finance and assistance to enable them to scale-up and tender for normal work packages at a competitive price.Research limitations/implications The results are limited to Australian Indigenous businesses. The survey does not allow a comparison of non-Indigenous and Indigenous businesses, although comparison of results with existing non-Indigenous research into small to medium-sized firms in construction does allow some tentative insights. These need to be explored further.Practical implications These results indicate that there are significant barriers to be addressed within the Australian construction industry if government indigenous procurement policies are to achieve their stated aims of increasing the number of Indigenous firms in the industry. The results also have important implications for Indigenous businesses and for non-Indigenous firms operating in the Australian construction industry.Social implications This is an important gap in knowledge to address if countries like Australia are to redress the significant inequalities in income and health suffered by Indigenous populations.Originality/value In countries like Australia, with significant Indigenous populations, governments are seeking to address persistent disadvantage by using new social procurement initiatives to create quasi construction markets for Indigenous enterprises to participate in the construction industry. While there is an emerging body of research into the barriers facing mainstream small to medium-sized enterprises and, to a lesser extent, social enterprises in construction, the barriers to entry facing Indigenous construction enterprises have been largely ignored. This paper contributes to the literature on the changing nature of work and employment by focussing on the commercial and residential segments of the construction industry in one Australian state. Three key drivers of change in work and employment are identified and discussed: a changing competitive environment, technological advances in building methodologies and materials and a series of workforce-related issues. The findings are analysed through a theoretical lens which allows for a characterization of the nature, direction and extent of change in the industry. This combination allows for a characterization of the nature, direction and extent of change in the industry. Using interviews with key industry informants we identify and highlight reconfigurations of work and employment. A key finding of the study is that while technological advances are likely to give rise to some form of job destruction and deskilling, current developments are following an evolutionary rather than discontinuous trajectory of change. Recent research undertaken revealed that a significant positive relationship exists between quality and safety performance. A major limitation of this research, however, was the nature of the sample; it was heterogeneous (i.e., a combination of U.S. and international projects) and the sample was restricted to 18 projects. Building upon initial research, this paper re-examines the association between quality and safety using a homogeneous sample of 569 projects, which were derived from an Australian construction company with an annual turnover in excess of $1 billion Australian dollars (AU$). A total of 19,314 nonconformances and 17,783 injuries were used to determine the validity and reliability of previous research. A weak association between quality and safety performance was found (p < 0.01). The p-values did not indicate any significant association between first aid and quality rates, except for the injury rate and rework frequency per million scope, which yielded an r-value of 0.307 and p-value 0.046 that is significant at 0.01 level. An association, however, between injuries and rework was identified (r² = 0.70). The discrepancy between this research's findings and that of previous work led to an examination of the issues of using ratios in correlation analysis. Thus, the statistical and arithmetic issues associated with the use of ratios are discussed, and it is recommended that estimating the relationships between quality and safety should be examined using regression techniques or analysis of covariance. Linear regression, therefore, was performed with the injury data as the dependent variable, and rework frequency and personnel hours as the independent variables. The regression results demonstrated that there is a significant association between injuries, and rework and personnel hours; it was revealed that both predictors accounted for 68.2% of the explained variability in injury frequency.
