Will climate change stay below the 2 degree target in the 21st century on the basis of the COP 21 results? Looking into challenges and opportunities, this paper answers: To stay below the global 2dt is neither a real choice for the world society nor for businesses and civil societies in specific countries. It is a global guideline, scientifically developed for global negotiations, which should be broken down to national interests and actors. Key questions concerning the energy sector from the perspective of national interests are how to create and sustain a momentum for the inevitable energy transition, how to encourage disruptive innovations, avoid lock in effects, enable rapid deployment of energy efficiency and renewable energies etc. Or in other words: how to get to a competitive, economically benign, inclusive, low carbon and risk minimising energy system. With this background the paper argues that "burden sharing" is a misleading perception of strong climate mitigation strategies. It is more realistic to talk about "benefit sharing", using the monetary benefits and co-benefits of climate mitigation (e.g. energy cost savings, revenues from CO2-tax or emission trading systems) to help vulnerable national and international actors to adapt to the unavoidable climate risks. It has to be demonstrated on country level that the technologies and policy mix of strong climate mitigation and risk-minimising actions are indeed "benefit sharing" strategies which should be chosen anyhow, even if there was no climate change. For China and Germany this paper includes basic findings supporting this view. Bleibt nach den Beschlüssen von COP 21 der Klimawandel im 21. Jahrhundert unter dem 2 Grad Ziel? Dieses Papier argumentiert: Unter dem 2 Grad Ziel zu bleiben ist weder in globaler noch in nationaler Hinsicht ein reales Aktionsziel. Es handelt sich um eine globale Zielorientierung, die auf Basis bestmöglicher wissenschaftlicher Analysen für ein weltweites Klimaschutzregime entwickelt worden ist, aber auf nationale Interessen, Strategien und Akteure heruntergebrochen werden muss. Aus nationaler Perspektive ist zu fragen, wie eine Dynamik in Richtung der ohnehin notwendigen Transformation des Energiesystems erreicht werden kann: Wie können Innovationen ermutigt, Lock-in Effekte vermieden und die focierte Markteinführung von Effizienz und Erneuerbaren beschleunigt werden, um auf eine risikominimales Energiesystem rascher umzusteuern? Das Papier argumentiert, dass "Burden Sharing" eine irreführende Wahrnehmung dieses Transformationsprozesses darstellt. Es handelt sich vielmehr um einen komplexen Prozess des "Benefit Sharing", der mit einschließt, dass besonders verwundbaren Ländern und Akteuren die Anpassung an den unvermeidlichen Klimawandel erleichtert wird. Insofern gilt es nach COP 21 primär durch System- und Szenarienanalysen zu demonstrieren, dass nationale Strategien und Techniken des Klimaschutzes und der Risikominimierung ohnehin implementiert werden sollten, auch wenn es den Klimawandel nicht geben würde. Am Beispiel China und vor allem der Energiewende in Deutschland werden diese Thesen konkretisiert.

What is necessary to reach net zero emissions in the transport sector on a global level? To keep limiting global warming to 1.5° C within reach, the world has to decarbonise by mid-century, with every sector contributing as much as possible as soon as possible. This paper identifies what has to be done in road transport, aviation, and shipping to achieve net zero emission in the transport sector. For this purpose, it first sets the scene by providing an overview of the origins and impacts of the concept of net zero emissions in international climate policy as well as of the current state and future prospects of global transport emissions using currently available scenarios for low-emission and net zero transport. While for staying below 1.5° C, the basic approach to reducing transport emissions remains unchanged from what has been suggested in the past, the set, intensity and pace of actions as to shift fundamentally. Without first drastically reducing traffic volume and shifting transport demand to low-emission modes, reaching net zero transport will not be feasible: the amount of additional electricity required to fully electrify the sector with renewable energy is otherwise just too huge. After portraying key instruments for achieving net zero emissions in land transport, aviation, and shipping, this paper identifies key barriers for net zero transport. Based on this analysis, the authors recommend the following to be able to move transport to net zero: 1. Adapt Decarbonisation Strategies to Different Transport Sub-sectors; 2. Prioritise and Significantly Increase Investment in Zero-/low-carbon Infrastructure; 3. Massively Invest in the Development and Roll out of Zero-/low-emission Technologies; 4. Focus on a Just Transition to Overcome Social and Political Barriers; 5. Increase International Support and Cooperation.

In recent years many countries, including Austria, have commissioned citizen assemblies in response to the complex issue of climate change. Based on an explorative qualitative study, this paper examines the impact of climate assemblies on policy making and looks at elements that further or impede their impact. In addition, the paper identifies several other impacts of climate assemblies such as those on deliberative democracy and quality of discourse around contentious topics. The paper compares climate assemblies in France, Germany, Ireland and Scotland.

In the face of the predicted and actual severity of climate change, there has been considerable interest in understanding what does and does not work to increase the ability of human and environmental systems to adapt to changing climate. This paper presents an evidence gap map and examines evidence on adaptation between 2007 and 2018. We analyse evidence related to the effectiveness of adaptation measures. The evidence gap map is derived from systematically and exhaustively reviewing adaptation-related high-quality evidence from evaluation and research in developing countries, from both peer-reviewed and grey literature. The resulting literature was mapped onto a conceptual framework that included the type of intervention, the sector of activity and types of outcome measured. We examined 464 papers in detail. The results show that there is a large share of adaptation-related evidence on agriculture, and within it on the economic returns of technological and nature-based solutions. The main evidence gaps include a scarcity of evidence on adaptation interventions in the water sector, and on measures aimed at reducing exposure to climate events. We also note there is a scarcity of studies that examine social and institutional outcomes of climate-change adaptation interventions. Not surprisingly, there are few studies that use experimental designs. Most studies use quasi-experimental designs and multivariate analyses. For countries, donors and development actors, a comparison of the project/investment portfolio with the available evidence in the form of an Intervention Heat Map (IHM) indicates whether the portfolio operates in evidence-rich or evidence-scarce fields. It helps prioritizing the generation of new evidence for climate change adaptation, either through rigorous impact evaluations or through evidence synthesis such as meta-analyses or in-depth reviews. This study provides this systematic overlay of the evidence gap map with the CCA portfolios of the GCF and Germany’s bilateral commitments in international development cooperation (German Cooperation).In concordance with the evidence, the IHM shows that much of the CCA portfolios cover agriculture and the sector relating to society, economy and health and promotes adaptive capacity. However, these projects/investments are also aiming to improve the enabling environment, where there is a lack of evidence, suggesting a possibility to improve upon and generate further evidence in the future. Furthermore, the IHM shows few project/investment interventions in the GCF and German Cooperation portfolios aimed at adoption of CCA and decreasing exposure of shocks and stressors as well as intervention types in the water and land use and built environment sectors, and project/investment interventions related to financial and market mechanismsand built infrastructure and structural interventions. Compared to the evidence, while there is a wealth of information on adoption and some on financial mechanism, these aforementioned limited project/investment interventions are also gaps in evidence. The allocation of funds is balanced among sectors but also seems to more match the nature of the intervention types.The current evidence base on CCA suggests that efforts should be directed towards improving the evidence base in the water sector, which is one of the most important in CCA. Finally, given that the CCA portfolios examined mostly are aimed at outcomes within the enabling environment, evidence regarding these interventions should be improved. This is also the case for other areas where projects/investments are allocated but evidence is lacking. Mit Blick auf das prognostizierte und tatsächliche Ausmaß des Klimawandels ist es von großem Interesse, zu verstehen, welche Maßnahmen die Anpassungsfähigkeit menschlicher und ökologischer Systeme an den Klimawandel erhöhen und welche nicht. In der vorliegenden Studie wird eine Evidence Gap Map (EGM - Karte der Evidenzlücken) erstellt, die anschaulich zeigt, wo Evidenz zur Effektivität von Anpassungsmaßnahmen verfügbar ist und wo Lücken bestehen. Sie ist das Ergebnis einer umfassenden und systematischen Analyse von qualitativ hochwertiger Evidenz zwischen 2007 und 2018. Die Daten stammen aus Evaluierungen und Forschungsarbeiten zu Maßnahmen in Ländern mit niedrigem und mittlerem Einkommen, aus begutachteter sowie aus grauer Literatur. Diese Literaturquellen wurden in einer konzeptionellen Matrix abgebildet, die Interventionstypen, Anpassungssektoren und Kategorien der Wirkungen umfasst. Insgesamt wurden 464 wissenschaftliche Arbeiten im Detail ausgewertet. Dabei wurde deutlich, dass ein Großteil der Evidenzdaten zur Anpassung an den Klimawandel in der Landwirtschaft und hier vor allem zu den wirtschaftlichen Erträgen technologischer und naturbasierter Lösungsansätze zu finden ist. Die zentralen Evidenzlücken zeigen sich vor allem in geringen Erkenntnissen über Anpassungsinterventionen im Wassersektor und über Maßnahmen mit dem Ziel die Exposition gegenüber Klimaereignissen zu verringern. Außerdem gibt es nur eine geringe Anzahl an Studien, die die sozialen und institutionellen Wirkungen von Anpassungsmaßnahmen im Zusammenhang mit dem Klimawandel untersuchen. Erwartungsgemäß setzen nur wenige Untersuchungen experimentelle Designs ein. Die Mehrzahl der Studien arbeitet mit multivariaten Analysen oder quasi-experimentellen Designs. Zusätzlich wird eine Innovation eingeführt: Im Idealfall sollten Projekte/Investitionen in der internationalen Entwicklungszusammenarbeit evidenzbasiert und effektiv gestaltet werden. Ein Vergleich des Projekt-/Investitionsportfolios mit den verfügbaren Evidenzen in Form einer Intervention Heat Map (IHM - Karte der Interventionsmaßnahmen) signalisiert den beteiligten Ländern, Gebern und Entwicklungsakteuren, ob ihr Portfolio in evidenzstarken oder evidenzschwachen Bereichen agiert. Dies unterstützt sie dabei, Prioritäten bei der Generierung neuer Evidenz für Maßnahmen zur Anpassung an den Klimawandel zu setzen, entweder durch wissenschaftliche, rigorose Wirkungsevaluierungen oder durch Evidenzsynthese wie Meta-Analysen oder vertiefende Reviews. Die vorliegende Studie bietet diese systematische Verknüpfung der EGM mit dem Investitionsportfolio des Green Climate Fund (GCF) und dem bilateralen Projektportfolio Deutschlands zur Anpassung an den Klimawandel in der internationalen Entwicklungszusammenarbeit. Die IHM verdeutlicht übereinstimmend mit den vorliegenden Evidenzdaten, dass viele Projekte/Investitionen der Portfolios zur Anpassung an den Klimawandel den Landwirtschaftsbereich und den Sektor mit gesellschaftlichem, wirtschaftlichem und gesundheitlichem Bezug abdecken und Anpassungsfähigkeiten fördern. Diese Projekte/Investitionen zielen jedoch auch auf die Verbesserung des förderlichen Umfelds ab, wozu bisher Evidenzlücken existieren. Dies weist auf eine künftige Möglichkeit zur Optimierung und Generierung weiterer Evidenzen hin. Darüber hinaus bildet die IHM nur wenige Projekt-/Investitionsmaßnahmen in den Portfolios des GCF und der deutschen Entwicklungszusammenarbeit ab, die auf eine Aufnahme von Anpassungsaktivitäten an den Klimawandel, eine Reduzierung der Exposition gegenüber klimatischen Schocks und Stressoren sowie Interventionen in den Bereichen Wasser- und Landnutzung, sowie bebaute Umgebung ab-zielen. Ebenso wenige richten sich auf Projekte/Investitionen im Rahmen von Finanz- und Marktmechanismen, Infrastrukturmaßnahmen und strukturellen Interventionen. Gemessen am Evidenzumfang gibt es zahlreiche Evidenzen bezüglich der Aufnahme von Anpassungsmaßnahmen und einige zu Finanzmechanismen. Die vorgenannten begrenzten Projekt-/Investitionsmaßnahmen weisen jedoch ebenfalls Evidenzlücken auf. Die Mittelzuweisung ist sektoral ausgewogen, entspricht aber auch mehr den unterschiedlichen Interventionstypen. Der aktuelle Stand der Evidenzbasis zu Anpassungsmaßnahmen an den Klimawandel verdeutlicht, dass diesbezügliche Aktivitäten auf eine Verbesserung der Evidenzlage im Wassersektor, einem zentralen Bereich der Anpassung an den Klimawandel, ausgerichtet werden sollten. Angesichts der Tatsache, dass die untersuchten Portfolios zur Klimawandelanpassung auf Wirkungen im Rahmen eines förderlichen Umfelds ausgerichtet sind, sollte die Evidenzlage bei diesen Interventionen verbessert werden. Dies gilt auch für andere Bereiche, in denen Projekte/Investitionen vergeben werden, für die jedoch keine oder wenige Evidenzen vorliegen.

This paper addresses the importance of the implementation and enforcement of the energy efficiency measures for ships. These measures are frequently referred to and used as a tool for carbon mitigation by reducing greenhouse gas emissions from ships in order to protect the Earth’s climate. Moreover, these measures can also play an important role in climate adaptation. The purpose of this paper is to look briefly at the current and expected impact of the ships’ energy efficiency measures developed under auspices of the International Maritime Organization, i.e.: the Energy Efficiency Design Index (EEDI) and the Ship Energy Efficiency Management Plan (SEEMP) on climate change mitigation. Both of them, EEDI and SEEMP became mandatory measures after the adoption of amendments to the Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL), and their entry into force in 2013. Furthermore, those measures were also the first legally binding tools relating to climate change, adopted since the Kyoto Protocol.

Civic energy cooperatives play an essential role in shaping the transformation of the German energy system. They contribute significantly to the decentralised expansion of renewable energy and to the acceptance of the energy transition. This paper aims to shed light on the role of civic energy cooperatives as change agents in the energy transition. A civic engagement approach was chosen because in addition to their economic orientation, civic energy cooperatives are known for their social component with a focus on the common good. The paper will demonstrate the civil society potential of civic energy cooperatives, despite their economic activity and profit motives. The paper will also present the concept of change agents from transformation research and demonstrate the value of the concept for situating civic energy cooperatives within the social context of the energy transition.

In Planungsprozessen werden Fragestellungen hoher Komplexität und Konfliktträchtigkeit verhandelt. Eine Vielzahl von Akteuren entwickelt unterschiedliche Bedarfe hinsichtlich räumlicher Entwicklungen, die in Planungsprozessen in Einklang gebracht werden müssen. Ziel des Beitrags ist es aufzuzeigen, inwiefern bilanzierende Ökosystemdienstleistungsanalysen im Rahmen von Partizipationsprozessen und informellen Planungsinstrumenten eingesetzt werden können. Bei der Bilanzierung werden sowohl die Leistungen von Ökosystemen (Angebot) als auch ihre Bewertung durch verschiedene Interessengruppen (Nachfrage) berücksichtigt. Anhand eines Forschungsprojekts zur Bewertung und Wahrnehmung von Grün- und Freiflächen in der Region Rhein-Neckar werden in diesem Beitrag Möglichkeiten und Grenzen der bilanzierenden Ökosystemdienstleistungsanalysen für partizipative Planungsprozesse aufgezeigt. Anhand der Projekterkenntnisse reflektieren wir die bei der Durchführung, Umsetzung und Kommunikation aufgetretenen Herausforderungen. Wir erörtern, inwiefern und im Rahmen welcher Planungsschritte die Methode als informelles Werkzeug in Beteiligungsprozessen genutzt werden kann. Wir argumentieren, dass bilanzierende Ökosystemdienstleistungsanalysen eine fundierte und multidimensionale Kommunikationsbasis darstellen können, um zur Versachlichung von Wahrnehmungs- und Bewertungsunterschieden in planerischen Diskussions- und Aushandlungsprozessen beizutragen. In planning processes, issues of high complexity and conflicts are negotiated. Perceptions and requirements of different actors need to be reconciled in planning processes. To negotiate these different perceptions and requirements, public participation is obligatory in planning processes. However, as participation still faces many challenges with regard to acceptance and understanding of determining factors, there is a need for further participation procedures. This paper aims to show to what extent ecosystem service analysis can be used in the context of participation processes and informal planning instruments for transdisciplinary communication. By budgeting, both ecosystem services supply and the demands of different stakeholder groups from for example spatial planning and civil society are taken into account. Based on a completed research project on the valuation of green and open spaces in the Rhine-Neckar region - in which ecosystem service analysis has been applied - this paper highlights opportunities and limitations of a relational budgeting ecosystem service analysis. We reflect on the obstacles and challenges encountered during application and implementation. Based on this, we argue that relational budgeting ecosystem service analysis can provide a sound and multidimensional basis for communication that can contribute to the objectification of differences in perception and valuation in discussion and negotiation processes in planning.

The global climate change agreement completed on December 12, 2015 in Paris set a collective target to cap greenhouse gas emissions in order to limit the temperature increase to 2 degrees Celsius with a goal to get as close as possible to 1.5 degrees above pre-industrial levels. These goals were to be accomplished through a “bottom up” mechanism for national policy approaches in which states made their own choices about how they would meet climate targets. This paper examines why and how an agreement was possible in 2015 when it had not been before. What was different in Paris, or leading up to Paris, so that the parties involved successfully came to an agreement when it was not possible in Copenhagen? This paper presents a problem definition and issue framing perspective to examine the shift in the discussion in Paris from the burdens of climate action to opportunities climate action offered for economic and development models. It provides a road map to understand the role of key stakeholders, including governments, the business community, civil society, and subnational actors in the making of the climate agreement.

Schools play an important role in achieving climate protection goals, because they lay the foundation of knowledge for a responsible next generation. Therefore, schools as institutions have a special role model function. Enabling schools to become aware of their own carbon footprint (CF) is an important prerequisite for being able to tap the substantial CO2 reduction potential. Aiming at the direct involvement of students in the assessment process, a new assessment tool was developed within the Schools4Future project that gives students the opportunity to determine their own school’s CF. With this instrument the CO2 emissions caused by mobility, heating and electricity consumption as well as for food in the school canteen and for consumables (paper) can be recorded. It also takes into account existing renewable energy sources. Through the development of the tool, not only a monitoring instrument was established but also a concrete starting point from which students could take actions to reduce Greenhouse Gas (GHG) emissions. This paper presents the tool and its methods used to calculate the CF and compares it with existing approaches. A comparative case study of four pilot schools in Germany demonstrates the practicability of the tool and reveals fundamental differences between the GHG emissions.

ZUSAMMENFASSUNG (English further below): Angesichts der sich beschleunigenden Klimakrise wird die Bedeutung der Kernkraft, die derzeit ca. 10 % der weltweiten Stromproduktion ausmacht, für den zukünftigen Energieträgermix diskutiert. Einige Länder, internationale Organisationen, private Unternehmen sowie Forscher:innen messen der Kernenergie auf dem Weg zur Kli­ma­neutralität und zum Ende fossiler Energien eine gewisse Bedeutung bei. Dies geht auch aus Energie- und Klimaszenarien des IPCC hervor. Dagegen legen die Er­fahrun­gen mit der kommerziellen Nutzung der Kernkraft der letzten sieben Jahr­zehnte nahe, dass ein solcher Pfad mit erheblichen technischen, ökonomischen und gesell­schaftlichen Risiken verbunden ist. Der vorliegende Diskussionsbeitrag erör­tert Ar­gumente in den Bereichen „Technologie und Gefahrenpotenziale“, „Wirt­schaftlich­keit“, „zeitliche Verfügbarkeit“ sowie „Kompatibilität mit der sozial-ökolo­gischen Transformation“ und zieht dann ein Fazit. Technologie und Gefahrenpotenziale: In Kernkraftwerken sind jederzeit katastro­phale Unfälle mit großen Freisetzungen radioaktiver Schadstoffe möglich. Dies zei­gen nicht nur die Großunfälle, z. B. die Ka­ta­strophen von Tschernobyl und Fukushima, sondern auch eine Vielzahl von Un­fäl­len, die sich seit 1945 in jedem Jahrzehnt und in jeder Region, die Kernenergie nutzt, ereignet haben. Von in Planung befindlichen SMR-Reaktorkonzepten („Small Modu­lar Reactors“) ist keine wesentlich größere Zuver­lässigkeit zu erwarten. Darüber hinaus besteht permanent die Gefahr des Miss­brauchs von waffenfähigem Spaltmaterial (hochangereichertes Uran bzw. Plu­to­nium) für terroristische Zwecke oder andere Proliferation. Die Endlagerung hoch­radio­aktiver Abfälle muss aufgrund hoher Halbwertszeiten für über eine Millio­n Jahre sicher gewähr­leistet werden; die damit verbundenen Langfristrisiken sind aus heu­tiger Per­spektive nicht überschaubar und weisen zukünftigen Generationen erheb­liche Las­ten zu. Wirtschaftlichkeit: Die kommerzielle Nutzung von Kernenergie war in den 1950er Jahren ein Nebenprodukt militärischer Entwicklungen und hat seit dieser Zeit nie­mals den Sprung zu einer wettbewerbsfähigen Energiequelle geschafft. Selbst der laufende Betrieb von älteren Kernkraftwerken wird heute zunehmend unwirtschaft­lich. Laufzeitverlängerungen sind technisch und wirtschaftlich riskant. Beim Neubau von Kernkraftwerken der aktuellen 3. Generation muss mit Verlusten in Höhe meh­rerer Milliarden US-$ bzw. € gerechnet werden. Zusätzlich fallen erhebliche und der­zeit weitgehend unbe­kannte Kosten für den Rückbau von Kernkraftwerken und die Endlagerung radioak­tiver Abfälle an. Energiewirtschaftliche Analysen zeigen, dass die Einhaltung ambitio­nierter Klimaschutzziele (globale Erwärmung 1,5° bis unter 2 °C) ohne Kernenergie nicht nur möglich, sondern auch unter Berücksichtigung von Systemkosten mit erneuerbaren Energien kostengünstiger ist. Hierzu kommt, dass Unfallrisiken von Kernkraftwerken nicht versicherbar sind und Schäden daher immer sozialisiert werden müssen. Die in aktu­ellen Diskussionen genannten SMR-Konzepte („Small Modular Reactors“) und die Konzepte der sogenannten „Kernkraftwerke der 4. Generation“ (nicht-Leichtwasser-gekühlt) sind technisch unausgereift und weit von kommerziellen Einsätzen entfernt. Zeitliche Verfügbarkeit: Angesichts des stagnierenden bzw. in allen Kernkraftstaaten (außer China) rückläufigen Kernkraftwerksbaus, Planungs- und Bauzeiten von zwei Jahrzehnten (und mehr) sowie absehbar geringen technischen Innovationen kann Kernkraft in den für die Bekämpfung der Klimakrise relevanten Zeiträumen von zwei bis maximal drei Jahrzehnten keine Rolle spielen. Die Anzahl des Baubeginns von Kernkraftwerken ist bereits seit 1976 rückläufig. Aktuell befinden sich lediglich 52 Kernkraftwerke im Bau und nur wenige Länder versuchen den Einstieg in die Kern­energie. Traditionelle Hersteller wie Westinghouse (USA) und Framatome (Frank­reich) sind finanziell angeschlagen und nicht in der Lage, im nächsten Jahrzehnt eine große Anzahl an Neubauprojekten in Angriff zu nehmen. Kernkraft in der sozial-ökologischen Transformation: Die größte Herausforderung der großen Transformation, d. h. von sozial-ökologischen Reformen in Richtung zu einem gesellschaftlich gestützten zukunftsfähigen, klimaneutralen Energiesystem, liegt in der Überwindung der Widerstände („Lock-in“) des alten, von fossilen Kraftwerken dominierten Energiesystems. Kernenergie ist nicht geeignet, diesen Transforma­tionsprozess zu unterstützen, sondern blockiert diesen sogar: durch Innovations- und Investitionsblockaden. Nuklearer Wasserstoff ist weder aus technischen noch aus ökonomischen Gründen eine Option zur Steigerung der Auslastung von Kern­kraftwerken. Japan ist ein plastisches Beispiel für Transfor­mationsresistenz. In Deutschland schreitet die Atomwende zwar durch die Abschal­tung der letzten sechs Kernkraftwerke (2021 bzw. 2022) voran, jedoch sind weitere Schritte zu einem voll­ständigen Atomausstieg notwendig, u. a. die Schließung der Atomfabriken in Lingen und Gronau. Die Atomwende ist auch eine notwendige Be­dingung für eine erfolg­reiche Endlagersuche. Fazit: Im vorliegenden Diskussionsbeitrag wird eine Vielzahl von Argumenten ge­prüft und am bestehenden Stand der Forschung abgeglichen. Dabei bestätigt sich die Einschätzung der Scientists for Future aus dem Diskussionsbeitrag „Klimaver­trägliche Energieversorgung für Deutschland“ vom Juli 2021, dass Kernenergie nicht in der Lage ist, in der verbleibenden Zeit einen sinnvollen Beitrag zum Umbau zu einer klimaverträglichen Energieversorgung zu leisten. Kernkraft ist zu gefährlich, zu teuer und zu langsam verfügbar; darüber hinaus ist Kernkraft zu transformationsresis­tent, d. h. sie blockiert den notwendigen sozial-ökologischen Transformationspro­zess, ohne den ambitionierte Klimaschutzziele nicht erreichbar sind. ENGLISH: In light of the accelerating climate crisis, nuclear energy and its place in the future energy mix is being debated once again. Currently its share of global electricity ge­n­eration is about 10 percent. Some countries, international organizations, private businesses and scientists accord nuclear energy some kind of role in the pursuit of climate neutrality and in ending the era of fossil fuels. The IPCC, too, includes nuclear energy in its scenarios. On the other hand, the experience with commercial nuclear energy generation acquired over the past seven decades points to the significant technical, economic, and social risks involved. This paper reviews arguments in the areas of “technology and risks,” “economic viability,” ’timely availability,” and “com­patibility with social-ecological transformation processes.” Technology and risks: Catastro­phes involving the release of radioactive material are always a real possibility, as il­lustrated by the major accidents in Three Mile Island, Chernobyl, and Fukushima. Also, since 1945, countless accidents have occurred wherever nuclear energy has been deployed. No significantly higher reliability is to be expected from the SMRs (“small modular reactors”) that are currently at the plan­ning stage. Even modern ma­thematical techniques, such as probabilistic security analyses (PSAs), do not adequa­tely reflect important factors, such as deficient secu­rity arrangements or rare natural disasters and thereby systematically underestimate the risks. Moreover, there is the ever-present proliferation risk of weapon-grade, highly enriched uranium, and plutonium. Most spent fuel rods are stored in scarcely protected surface containers or other interim solutions, often outside proper con­tainment structures. The safe storage of highly radioactive material, owing to a half-live of individual isotopes of over a million years, must be guaranteed for eons. Even if the risks involved for future generations cannot be authoritatively determined to­day, heavy burdens are undoubtedly externalized to the future. Nuclear energy and economic efficiency: The commercial use of nuclear energy was, in the 1950s, the by-product of military programmes. Not then, and not since, has nuclear energy been a competitive energy source. Even the continued use of existing plants is not economical, while investments into third generation reactors are pro­jected to require subsidies to the tune of billions of $ or €. The experience with the development of SMR con­cepts suggests that these are prone to lead to even higher electricity costs. Lastly, there are the considerable, currently largely unknown costs involved in dismant­ling nuclear power plants and in the safe storage of radioactive waste. Detailed ana­lyses confirm that meeting ambitious climate goals (i. e. global heating of between 1.5° and below 2° Celsius) is well possible with renewables which, if system costs are consi­dered, are also considerably cheaper than nuclear energy. Given, too, that nuclear power plants are not commercially insurable, the risks inherent in their operation must be borne by society at large. The currently hyped SMRs and the so-called Generation IV concepts (not light-water cooled) are techno­logically immature and far from commercially viable. Timely availability: Given the stagnating or – with the exception of China – slowing pace of nuclear power plant construction, and considering furthermore the limited innovation potential as well as the timeframe of two decades for planning and con­struction, nuclear power is not a viable tool to mitigate global heating. Since 1976, the number of nuclear power plants construction starts is declining. Currently, only 52 nuclear power plants are being built. Very few countries are pursuing respective plans. Traditional nuclear producers, such as Westinghouse (USA) and Framatome (France) are in dire straits financially and are not able to launch a significant num­ber of new construction projects in the coming decade. It can be doubted whether Russia or China have the capacity to meet a hypothetically surging demand for nuclear en­ergy but, in any event, relying on them would be neither safe nor geopolitically de­sirable. Nuclear energy in the social-ecological transformation: The ultimate challenge of the great transformation, i. e. kicking off the socio-ecological reforms that will lead to a broadly supported, viable, climate-neutral energy system, lies in overcoming the drag (“lock-in”) of the old system that is dominated by fossil fuel interests. Yet, make no mistake, nuclear energy is of no use to support this process. In fact, it blocks it. The massive R&D investment required for a dead-end technology crowds out the devel­opment of sustainable technologies, such as those in the areas of renewables, energy storage and efficiency. Nuclear energy producers, given the competitive en­viron­ment they operate in, are incentivized to prevent – or minimize – investments in renewables. For obvious technical as well as economic reasons, nuclear hydrogen – the often-proclaimed deus ex machina – cannot enhance the viability of nuclear power plants. Japan is an exhibit A of transformation resistance. In Germany the end of the atomic era proceeds, and the last six nuclear power stations will be switched off in 2021 and 2022, but further steps are still needed, most importantly the search for a safe storage facility for radioactive waste. By way of conclusion: The present analysis reviews a whole range of arguments based on the most recent and authoritative scientific literature. It confirms the assessment of the paper Climate-friendly energy supply for Germany – 16 points of orien­tation, pub­li­shed on 22 April 2021 by Scientists for Future (doi.org/10.5281/zenodo.4409334) that nuclear energy can­not, in the short time re­maining before the climate tips, meaningfully contribute to a climate-neutral energy system. Nuclear energy is too dangerous, too expensive, and too sluggishly deploy­able to play a significant role in mitigating the climate crisis. In addition, nuclear en­ergy is an obstacle to achieving the social-ecological transfor­mation, without which ambitious climate goals are elusive.

Purpose The purpose of this paper is to investigate information dissemination related to the United Nations’ Sustainable Development Goals (SDGs) on German local governmental websites in metropolitan areas. With the growing importance of urban areas for sustainable development, the Association of German Cities recommended an official commitment to the SDGs of all cities. In this paper, the author analyzes which cities report about their commitment to the SDGs on their governmental websites, what thematic information with regard to the SDGs is published on these websites and the role of partnerships and citizen participation in relation to the SDGs. Design/methodology/approach Content analysis of local governmental websites of the 15 largest German cities was conducted in July 2018. Findings The SDGs found their way into several German cities and their corresponding governmental websites. The most prevalent topics linked to the SDGs are education, climate protection, fair trade, energy and mobility. The cities have different strategies in informing about the goals. Most cities emphasize the role of citizen participation and partnerships on their websites. Research limitations/implications The analysis of websites can only provide a snapshot of reality as the content changes permanently. Further, a limited number of cities were considered which should be expanded in future research. Originality/value This study shows examples of German cities raising awareness on the SDGs and demonstrates gaps in doing so. It can help other cities in identifying possibilities and opportunities to deal with the SDGs and raise awareness on them by publishing related information on governmental websites.

Dieses Wuppertal Paper befasst sich mit folgenden Leitfragen: Wie wichtig sind Stadtwerke für die Energiewende? Was sind dabei die besonderen Beiträge von Stadtwerken? Hier ist insbesondere zu berücksichtigen, dass kommunal betriebene Kraft-Wärme-Kopplungs-Anlagen (KWK-Anlagen) ein wichtiger Komplementär zum Ausbau der erneuerbaren Energien darstellen und dass kommunale KWK-Anlagen inzwischen einen nennenswerten Beitrag zur Sicherstellung der Residuallast liefern. Zudem geht es um die Leitfrage, welche Rahmenbedingungen die Rolle von Stadtwerken als zentrale Akteure der Energiewende und insbesondere als Betreiber von KWK-Anlagen erschweren. Vor dem Hintergrund der skizzierten Problemlage und der dargestellten Leitfragen behandelt dieses Wuppertal Paper folgende fünf Schwerpunkte: 1. Der komplexe und extrem dynamische Ordnungsrahmen für Stadtwerke zeigt, dass ständige Anpassungen erforderlich sind, um langfristig wirtschaftlich tätig sein zu können. 2. Hier wird die Bedeutung von Stadtwerken für die kommunale Energiewende herausgearbeitet. Der zentralen Zukunftsperspektiven der Energieeffizienz, der dezentralen Kraft-Wärme-Kopplung und erneuerbaren Energien kommt hier eine tragende Rolle zu. Kommunalpolitische Entscheidungsträger nahmen dies zum Anlass, vermehrt Rekommunalisierungen zu betreiben. 3. Die energiewirtschaftliche Bedeutung von Stadtwerken wird dargestellt. Dabei wird auch der dezentralen und demokratisch legitimierten Kontrolle von kommunalen Unternehmen Rechnung getragen. Die Rückbesinnung auf die Gestaltungsmöglichkeiten von kommunaler Energiepolitik hat deutschlandweit zu einem regelrechten Gründungsboom neuer Stadtwerke geführt, weil mit eigenen Unternehmen dem Primat der kommunalen Politik in Energiefragen wieder mehr Geltung verschafft werden kann. Die Motive zur Gründung kommunaler Stadtwerke sind vor allem energie- und klimapolitischer sowie wirtschaftlicher Art. 4. Bislang zu wenig Beachtung wurde der Bedeutung der Kraft-Wärme-Kopplung für den Klimaschutz und das Gelingen der Energiewende geschenkt. Es wird daher in diesem Wuppertal Paper auch gezeigt, dass die KWK als Komplementär erneuerbarer Energien und für die Entwicklung intelligenter Netze ein wichtiger Bestandteil ist. Für Stadtwerke spielen die Aspekte des KWK-Ausbaus und des Lastmanagements zudem eine wichtige wirtschaftliche Perspektive. In einem energiewirtschaftlichen Problemabriss zur Wirtschaftlichkeit der KWK wird zudem die aktuelle Situation im Bereich der Stromerzeugung durch konventionelle Kraftwerke im Allgemeinen und der KWK im Besonderen dargestellt. Dass hier gerade die systemrelevanten modernen Gas(heiz)kraftwerke zu Gunsten von klimaschädlichen Kohlekraftwerken zunehmend vom Netz gehen, stellt hier das Hauptproblem dar. 5. Abschließend wird der bundespolitische Handlungsbedarf formuliert, um dem Stellenwert der KWK im Spannungsfeld zwischen Strommarkt und Energiewende künftig besser gerecht werden zu können. Zur Verdeutlichung einzelner Problemlagen und Handlungsoptionen sollen die an zahlreichen Stellen angeführten Praxisbeispiele einen Beitrag leisten. This Wuppertal Paper addresses the following questions: How important are municipalities for the energy transition? What are the specific contributions of public utilities? This is especially important to note that local combined heat and power plants (CHP plants) are an important complement to the development of renewable energy sources and that municipal CHP systems now provide a significant contribution to ensuring the residual load. In addition, it comes to the main question, which make it difficult environment, the role of public utilities as key actors in the energy revolution, and especially as the operator of CHP plants. Against the background of the problem outlined above and taking into account of the key questions this Wuppertal Paper covers the following five topics: 1. The complex and extremely dynamic regulatory framework for public utilities shows that constant adjustments are needed in order to be economically active for a long term. 2. Here, the importance of public utilities for municipal energy policy is worked out. The central prospects of energy efficiency, decentralized combined heat and power plants and renewable energy play an important role. On the one hand this is a reason for municipal decisionmakers to increase remunicipalisation and on the other hand provides opportunities for public services to develop new business cases in the energy sector. 3. The energy-economic importance of public utilities is subsequently shown in relation to their decentralized and democratic legitimacy control as a municipal company. The rediscovery of the possibilities of local energy policy in Germany led to a veritable boom in establishing new public utilities. The reason for this is, that policy maker can use their own company to improve the possibilities on energy issues. The motives for the establishment of municipal utilities are primarily energy and climate policy and economic nature. So far, the importance of Cogeneration for climate protection and the success of the energy transition was paid too little attention. Therefore, it is also shown in this Wuppertal Paper that cogeneration play a complementary role with renewable energy and are an important component for the development of intelligent electicity networks. For municipal utilities aspects of the cogeneration expansion and load management also play an important economic perspective. 4. In an energy-economic problem outline of the economics of CHP, the current situation is represented in the field of power generation by conventional power plants in general and the CHP in particular. That the systemically important modern gas (thermal) power plants shall be in favor of environmentally harmful coal power plants increasingly from the network represents the main problem, which leads to the formulation of the nationwide need for political action in the last step. 5. Finally, the deduction of policy recommendations are formulated. In the interplay between the electricity market and the targets of the "German Energiewende" (energy transformation) it needs to be clarified which market structures promote the combined heat and power generation. To clarify individual problems and options for action, there are similar practices in many places.

Among the biggest challenges facing our civilization is slowing down the rate of climate change and improving air quality in cities. This cannot be achieved in isolation from the sustainability and intensification of relevant research. The aim of this Special Issue: Current Trends in Emission Control and Forecasting of Air Quality and Climate Changes is to publish selected high-quality papers from the 15th Scientific Conference POL-EMIS 2020: Current Trends in Air and Climate Protection—Control Monitoring, Forecasting, and Reduction of Emissions (19–21 October 2020, Wroclaw) and other papers related to the development of: low-emission fuels, industrial technologies, and energy generation, including renewable energy sources (RES); technology for reducing/eliminating emissions from low municipal sources and transport; innovative methods of waste gas purification; emission and immission control methods (including odors); prospective ways of counteracting climate change; indoor air protecting methods; development of mathematical modeling of air quality; new directions in forecasting the effects of air pollution and climate change and air quality management.

Major societal challenges like energy efficiency, climate change and resource scarcity trigger and influence continuous change processes worldwide, nationwide, but also on all regional levels. They force regions to think about (a more) sustainable development. As the transformation processes necessary for sustainable development are complex there is a need for actors willing to engage and support sustainability transitions. Higher education institutions (HEIs) are often expected to be one of these supporters on the regional level. The central aim of this paper is to show by the use of an example, that HEIs are able to provide impulses for sustainable transformation. Following Pflitsch and Radinger-Peer (2018:918) HEIs can play different roles in regional sustainable transition; the authors use two dimensions to distinguish these roles – depth and autonomy: - As to depth HEIs’ roles can be “comprehensive, involving diverse actors and approaching sustainability with a holistic perspective” or “more fragmented and passive, but also more focused on specific topics”. - As to autonomy the roles can be “autonomous, the university defining its own focus and priorities through interacting with a broad range of regional actors” or “more directed, the university working on topics that are relevant from the perspective of the regional or federal-state government”. Using this rough classification the HEI in our example focuses on a “specific topic” and it is interacting with other regional respectively local actors on a topic that is not only relevant from the perspective of most German cities and their citizens but also from the national and federal government’s perspective. The paper starts with a short systemisation of transfer channels and missions of HEIs. It starts with a description of transfer channels used by the two traditional missions of HEIs – education and research. Afterwards the concept of “third mission” is introduced and distinguished from a possible fourth mission of HEIs – the concept of “co-creation for sustainability”. Afterwards it deals with important concepts and approaches which are characteristic elements of “co-creation for sustainability” – transformative research, participatory action research (PAR), urban living labs and student service learning. The “specific topic” that serves as an example is introduced after that: it is about the problem of local economy in urban neighbourhoods. Local economy will be defined, its problems resulting from the functional change of urban neighbourhoods are sketched and the arising necessity of strengthening local economies will be discussed. We show the methodological concept that is used to develop strategies and specific measures for strengthening local economy. The paper shows that the elements of this concept are typical approaches of transformative sciences. Afterwards concrete examples stemming from an urban neighbourhood which is part of the city of Viersen (Northrhine-Westphalia, Germany) is used to show, how the approach works in practise. The paper ends trying to explain, why projects like this give an example of HEIs’ impulses for sustainable development in their regional surrounding. Furthermore, the usefulness, but also the shortcomings and further research necessities of the approach will be discussed.

Climate-economic modeling often relies on macroeconomic integrated assessment models (IAMs) that in general try to capture how the combined system reacts to different policies. Irrespective of the specific modeling approach, IAMs suffer from two notable problems. First, although policies and emissions are dependent on individual or institutional behavior, the models are not able to account for the heterogeneity and adaptive behavior of relevant actors. Second, the models unanimously consider mitigation actions as costs instead of investments: an arguable definition, given that all other expenditures are classified as investments. Both are challenging if the long-term development of climate change and the economy shall be analyzed. This paper therefore proposes a dynamic agent-based model, based on the battle of perspectives approach (Janssen [1]; Janssen and de Vries [2]; Geisendorf [3, 4]) that details the consequences of various behavioral assumptions. Furthermore, expenditures for climate protection, e.g., the transition of the energy system to renewables, are regarded as investments in future technologies with promising growth rates and the potential to incite further growth in adjoining sectors (Jaeger et al. [5]). The paper analyzes how a different understanding of climate protection expenditures changes the system’s dynamic and, thus, the basis for climate policy decisions. The paper also demonstrates how erroneous perceptions impact on economic and climate development, underlining the importance to acknowledge heterogeneous beliefs and behavior for the success of climate policy.
