Studies are largely optimistic about the ability of standardized procedures to constrain decision-makers' biases and produce more equitable results across fields. However, work that embraces standardization as an equalizing force stands in contrast to research on standardization and street-level bureaucrats, which asserts that standardized procedures are not self-actuating and cannot be understood apart from the environments in which they are used. I examine how frontline workers vary in their approach to an actuarial-based tool intended to standardize judgments. In a highly controlled decision-making environment, child welfare workers whose racial and sex characteristics afford them higher status report subverting the tool; conversely, workers in the same position whose ascriptive characteristics yield them lower status in terms of race and sex describe following the rules. In an environment where the same tool is adopted only ceremonially, all workers experience decision-making as unconstrained, regardless of their ascriptive characteristics. This work fills gaps in knowledge about how social status and organizational context intersect to affect rule abidance. Examining these dynamic relationships advances understanding of how organizations reproduce inequality and the limits and potential for standardization to transform social hierarchies. This paper applies the concept of racialization to an analysis of research on the child welfare system's racial disparities and its interactions with Black African immigrant families. This conceptual paper makes the argument that Black African immigrants are an important population of focus for U.S. child welfare system research, and that the use of a racialization lens is necessary to interpret the experiences of the increasingly diverse, Black-racialized population with the child welfare system. The article discusses potential developments involving kinship care policies and practices which were addressed at the Kinship Summit event in Albany, New York in September 2016, and it mentions collaborative partnerships, the needs of children, youth, and families, and gaps involving child welfare services in America. Continuity in kinship care is examined, along with kinship caregivers, the U.S. Temporary Assistance to Needy Families (TANF) program, and Voluntary Placement Agreements.

This paper addresses the experiences of US child welfare professionals during the COVID pandemic. Using an online survey, we report on a convenience sample of 444 child welfare workers. The majority reported receiving adequate guidance on staying safe; 86.3% were given access to face masks. Workers reported 75.8% of clients used masks; 10.7% reported contracting COVID through work. About 80% worried that child clients were more at-risk. Workers who felt the most supported and least at-risk were those with stay-at-home orders. In this paper, we apply the reproductive justice framework to discuss how gendered racism disadvantages pregnant and parenting young Black women aging out of foster care. Specifically, we highlight the reversal of Roe v Wade as reflective of the United States' long legacy of efforts to control Black women's reproduction. We then discuss the structural factors contributing to the reproductive injustices of young Black women aging out of care, including a lack of access to sexual and reproductive health education, barriers to educational attainment, and foster care-based relational and placement deficits. Purpose: This paper presents a re-analysis of the National Child Abuse and Neglect Data System (NCANDS) data presented by Briggs et al. (2022). Methods: We review five components of that article: The aims, variables, analytic strategy, analysis, and conclusions. Results: We conclude that several of the NCANDS variables used are invalid at the national level, and that this is sufficient to call the research into question. We find concerning issues in analytic strategy and analysis as well, many stemming from a failure to account for the serious underreporting of services in NCANDS, and the wide variability in data quality and consistency across states. We also found what we consider to be issues with their statistical analysis. Discussion: The reanalysis presented in this article shows no pattern of disparate within Child Protective Services (CPS) outcomes by race and, therefore, no support for the Briggs et al. claim of pervasive anti-Black racism within the CPS system. There is much discussion in the literature regarding the role public child welfare has played in disproportionately intervening with children and families of color, and debate regarding how this has impacted their wellbeing and the role systemic racism has played. The voice of individuals serving as regional and state-level administrators of public child welfare agencies regarding this topic and how to address existing inequities has been missing in this dialogue. This paper reports on semi-structured interviews conducted with sixteen such administrators regarding where they have observed these issues in their agencies and a wide array of strategies they believe have the best likelihood of promoting racial equity and antiracist practice in the child welfare system, with some describing approaches currently being implemented. Legal and relational permanence have long been viewed as a central outcome of child welfare services. Timely termination of parental rights (TPR) has been a cornerstone of these permanency efforts because TPRs facilitate permanency through adoption. Yet the number of adoption plans that are not finalized or sustained are not trivial. Over 2,000 youth emancipate from foster care each year and many more leave earlier but not before a TPR has occurred. Some states have passed legislation to allow reinstatements of parental rights. This paper reviews the range of factors state legislation includes, reviews scant existing literature on how TPRs may effect youth, and proposes several options for ways that unproductive TPRs can be reduced, and timely reinstatements increased. The Family Group Conference (FGC) is grounded in a rights‐based framework, whereby children and their families have the right and responsibility to be primary decision‐makers when child protection issues arise, and the statutory agency has the responsibility to convene the entitled members of the family network to lead the decision‐making. A distinct core component of FGC—private family time (PFT)—allows families to discuss the information and formulate their responses and plans privately during conferencing. This paper describes how a large child welfare agency in the United States adapted PFT in two ways: (1) including a parent advocate (PA) and (2) abbreviating the amount of time allowed for this discussion. Given the lack of empirical research on the PFT component, this qualitative exploratory study sought to understand the functions and perceived impacts of PA‐supported PFT during initial child protective services (CPS) conferences at which decisions of child removal or placement were being contemplated. PFT served multiple beneficial functions and impacted families in several positive ways: families gained greater awareness of safety concerns, felt empowered and confident in the preferred safety and service plan, became increasingly engaged and involved in the case decision‐making process and ultimately felt less apprehensive. Latinx families in the United States who are undocumented face challenges that worsened during the COVID-19 pandemic and negatively impacted child development and well-being. The purposes of this paper are to present this community's experiences from an ecosystemic perspective and provide guidelines and implications for child welfare professionals. This paper highlights findings from the first phase of an ongoing qualitative Youth Participatory Acton Research (YPAR) study with a group of students with foster care experience at a large public university in the Northeastern United States. The first phase of data collection consisted of a focus group designed and carried out by co-researchers, amongst themselves. Data was analyzed in two ways, by a faculty member and doctoral student, using thematic content analysis, and through a collaborative analytic process with student co-researchers using an adapted version of Carol Gilligan's, "Listening Guide" in which co-researchers created, analyzed and performed "I Poems" from the focus group transcript. Findings from each data analytic process were compared and contrasted; discrepancies amongst themes from each analytic process led to the merging and creation of new modified themes. Findings illuminate the barriers and facilitators to completion of high school, and applying to college for this cohort of students, as well as barriers and facilitators to retention once in college. Additionally, recommendations are made for university professionals to become more affirming of scholars connected to foster care systems. This study is unique in that it is the first known study to engage with college students with foster care experience in a participatory research process that centers their voices, concerns and priorities in both research design and data. As scholars and practitioners, we need to invest more in understanding what makes a successful foster care placement for children from Central America who are unaccompanied immigrants. In this paper, we draw on the experiences of service providers (n = 79) to share lessons learned working with unaccompanied immigrant children from Central America served through the Office of Refugee Resettlement's Long Term-Foster Care Program. Our results indicate that culturally responsive service delivery includes: supportive and lasting relationships with foster parents, a welcoming home environment, cultural orientation, cultivating independence, bilingual/bicultural staff, and safety protocols. Purpose: This paper aims to describe how a sense of normalcy for young people in foster care can be critical to their well-being. Design/methodology/approach: This paper reports on policy and practice efforts in the USA to promote normalcy for youth in care. The authors review policy that promotes normalcy and report on one organization's efforts to support these goals. Findings: COVID-19 has offered profound challenges to the goal of normalcy. Rise Above has adapted to meet the challenges. Racism has resulted in significant disproportionality and disparity in the US child welfare system. Being Black is not an inherent risk factor for child abuse and neglect yet Black children are almost twice as likely to be victims of substantiated abuse and neglect claims compared to other racial groups. Addressing the disproportionality within the child welfare system due to systemic racism falls squarely under the purview of bioethics. In this paper, we briefly review the impact of racism on child welfare. We then discuss some ethical considerations that mandatory healthcare reporters should think through when determining whether to report potential abuse and neglect. Specifically, we discuss the need for a broader consideration of what constitutes harm. We then present a hypothetical composite case to illuminate where and how bias can enter the process of referral to child protective services (CPS). We encourage thoughtful reporting with consideration of social and historical context and alternative explanations for worrisome findings. We recommend using evidence, avoiding assumptions by seeking clarification from families and ensuring internal consistency. When contemplating CPS referral, medical providers should feel empowered to ask questions if there is concern for potential bias. The ultimate goal is to protect children from harm. If there are clear safety concerns—they must be addressed. However, in the many cases where the safety concern is less tangible, we need to expand our considerations of the harms that can befall children, especially children of color. [ABSTRACT FROM AUTHOR]

• Close oversight by a Community Coordinator, relationships built with community partners, and the use of telehealth were creative solutions used by the Infant Toddler Court Teams during COVID-19 to support timely access to services. • This study builds on a companion paper that examined receipt and access to child health services at multiple Infant-Toddler Court Teams prior to and during the first year of the pandemic and details the challenges faced and the solutions identified by ITCT partners to support access to child services in the context of the COVID-19 pandemic within the US. • Understanding the challenges and solutions faced by the Infant-Toddler Court Team Community Coordinators during COVID-19 will be important for future pandemics or crises that impact care for child welfare involved children. This qualitative study examines Infant-Toddler Court Teams' (ITCT) responses to the impact of the COVID-19 pandemic on the accessibility and timeliness of services for children involved with an Infant Toddler Court Team (ITCT) within the United States. ITCTs utilize collaborative practice to improve, align, and integrate systems and build community capacity to improve outcomes for very young children and their families. This study reports findings from 350 transcripts of community partner interviews and an analysis of written case notes from ITCT Community Coordinators related to more than 700 instances of child service needs. We describe challenges faced and solutions and innovations developed by ITCTs to support and maintain child health services during the first year of the pandemic, as well as findings related to challenges associated with other types of services that reduced accessibility and timeliness. Understanding the challenges experienced and solutions developed can provide the child welfare field with insight and guidance on how to approach disruptions in care in the future and the persistent lack of service providers for court involved families. According to SAMHSA (2014), 1 of the 10 domains of a trauma-informed approach to child welfare relates to universal screening; however, costs of installation and implementation models are often unclear. This paper provides administrators of human service organizations with a fiscal example of the estimated cost of implementing screening with children in the custody of a public child welfare system. Findings show that the cost of installation and start-up are estimated at 208 USD per child while ongoing implementation/sustainability costs are 130 USD per child when implementation is universal to all children in custody. Discussion includes implications for practice and future research. Practice Points There are challenges and successful practices associated with developing trauma-informed child welfare systems (Akin et al., 2018), and public child welfare administrators benefit when they can understand potential costs of implementing new trauma-informed practices, such as screening. Understanding cost analysis is important for leaders across multiple levels of non-profit and human service organizations in order to make informed choices about policies and practices that balance input, output, and outcomes. Human service leadership teams should consider utilizing justice-enhanced cost findings to prioritize and select policies and practices that incorporate fiscal data with intervention data to address individual and structural challenges that maintain disadvantage, inequity, and marginalization. The overrepresentation of Black children has been observed in the child welfare system for nearly 60 years yet persists as un unresolved problem. Efforts to address this overrepresentation have been hampered by a persistent debate in the child welfare field regarding the factors that contribute to this problem. This debate concerns the extent to which racial bias in child welfare systems contributes to the observed racial disparities, or whether poverty and "disproportionate need" are the stronger causal factors. Although research supports both of these views, the persistence of this debate points to a larger problem in the child welfare field regarding how evidence is constructed, the hierarchies placed on evidence, and the lens through which evidence is generated and interpreted. This paper reviews the history of this debate, the harmful consequences that result, and a call to reevaluate how we understand the problem of racism that exists in child welfare systems. It has been 47 years since Billingsley and Giovannoni penned a pointed analysis of child welfare's failure of Black children the United States. This conceptual paper asserts that this failure will continue unless we take seriously the role that structural inequality plays in Black families' lives. It updates Billingsley and Giovannoni's paper by shifting the focus from children to families, grounding Black family well-being in a developmental model and constructing a racial equity approach to family resilience. The paper begins by establishing an empirical justification for focusing on Black families. This review of data on Black families further reveals early childhood to be a particular priority for intervention. The emerging model centers on Black families' ability to navigate and negotiate for their needs. The model components are malleable factors that work together to form a "supportive state" and resilient pathway. Implications for the model's compatibility with clinical family resilience models, two-generation approaches, and family-centered policymaking are discussed. [ABSTRACT FROM AUTHOR]

Child welfare agencies are increasingly required to leverage their limited resources to meet nearly limitless demands. As a result, agencies are searching for new opportunities to efficiently improve policy and practice, and advances in data availability and technology have brought increased attention to the utility of predictive modeling. While the literature has often highlighted the considerable potential of predictive models leveraging “big data”, discussions of the methodology and the associated best practices remain critically absent. To address this gap, this paper provides an illustrative case involving the development and testing of models used to predict the probability of whether U.S. foster children would achieve legal permanency. The models were trained and tested using a national administrative dataset of 233,633 foster care children that discharged from state child welfare systems in 2013. The optimal model, a boosted tree, predicted whether children would achieve permanency with 97.66% accuracy. Research on factors affecting parenting for Latino families with young children is predominately reported using the aggregate category, "Hispanic" which obfuscates the unique contexts and challenges of specific ethnic/racial groups. Aggregate reporting of results obscures the unique social, cultural and historical experiences that inform parenting behaviors of historically marginalized families. This paper explores within group differences for Mexican and Puerto Rican mothers vulnerable to child welfare involvement. Data were drawn from the National Survey on Child and Adolescent Well-being II—Restricted Release (NSCAW-II), a nationally representative sample of child welfare involved families. Puerto Rican mothers were found to have significantly higher rates of risk factors (e.g., unemployment, depression, and IPV) compared to Mexican mothers. Results from this study illuminate within-group heterogeneity among Latina mothers related to their vulnerabilities to child welfare involvement. The current paper uncovered the pertinent discourses and themes of and about adoption in the United States throughout the following time periods: 1850-1919, 1920-1959, 1960-1979, and 1980-present. Emergent discourses were placed in their historical context(s) and served to illuminate the conversations and movements that informed prominent adoption discourses, policies, and best practices throughout history. Through illuminating salient discourse and themes of adoption throughout history, a better understanding of how the perspectives that professionals, politicians, practitioners, and social scientists often hold as fundamental have the potential to change over time was afforded. A critical historical analysis provides a foundation for those working in the field of child welfare currently, and adoption specifically, to critically interrogate how their own philosophies, practices, conversations, and policy work may impact the pertinent discourses and themes of and about adoption throughout the 21st century. This paper reports results from a second study which examines the knowledge and training of child welfare professionals with regard to risk factors for fatal child maltreatment. This multi-state, online study (n = 619) shows that workers have gaps in their knowledge of risk factors for maltreatment-related deaths. The majority of workers had received training, but it had little impact on worker knowledge. Workers reported receiving a variety of trainings on risks for fatalities, with different sources, length of training, and foci. Workers who received training that focused on research-based risk factors had higher levels of knowledge than other workers. [ABSTRACT FROM AUTHOR]

Foster parents are required to learn and to navigate a range of policies and regulations in order to make decisions that are in the best interest of the foster child. This paper reviews four policies and regulations (foster parent handbooks, pre-service and in-service training, respite care, and information on points of contact) intended to support family foster homes and examines whether these policies and regulations are available and accessible to the foster parents. Data were collected using a mixed methods research design, including an online search and a survey for child welfare administrators. Findings and implications for policy and practice are discussed. Child welfare, state educational, and local educational agencies are mandated to collaborate by (1) the Fostering Connections to Success and Increasing Adoptions Act of 2008 (FSA) and (2) the Every Student Succeeds Act of 2015 (ESSA). A focus of these collaborative partnerships is to promote the educational stability of children in foster care. High annual turnover rates that plague child welfare agencies are costly and disrupt services. Numerous studies have focused on aspects of the workplace and the characteristics of child welfare workers that may be associated with leaving. Fewer studies have explored the types of worker supports that agencies can offer to encourage retention. This two-study paper utilized data from public child welfare caseworkers to examine predictors of self-reported intent to stay and its association with actually staying at the agency. Results of Study 1 indicated that that self-reported intent to stay was a key predictor of staying (as was number of years on the job). Results of Study 2 indicated that self-efficacy, peer support, supervision, and organizational supports were key predictors of intent to stay. Newer workers differed somewhat from more experienced workers, providing an opportunity for reflection on how agencies can best support staff during different phases of their career. Background: Foster parents experience multiple challenges; however, managing problematic child behaviors can be especially difficult. Given the ecological nature of challenges associated with fostering, it is imperative that researchers identify means for combatting foster parent stress and factors that may contribute to placement disruption. Objective: The purpose of this paper is to examine the importance of social support for foster parents, in regards to confidence and satisfaction, as well as perceived challenges with fostering. Additionally, social support was evaluated as a moderator between reported child behaviors and foster parents' confidence and satisfaction with fostering. Method: This study included 155 licensed foster caregivers across the United States. Participants completed standardized measures (i.e., child behaviors, satisfaction and challenges as a foster parent, social support) through an online survey after being recruited via social media. Variables were analyzed through simple and hierarchal linear regressions. Results: Findings indicate that social support significantly predicted confidence and satisfaction as a foster parent; intensity of child behaviors is negatively associated with confidence as a foster parent and positively associated with an overall perception of challenges related to fostering; and social support moderates the relationship between perceived problem with child behaviors and perceived challenging aspects of fostering. Conclusion: This study indicates social support may be a protective factor for foster parents in regards to child behaviors and challenges associated with fostering. Purpose: The purpose of this paper is twofold: first, to identify the types of adaptations made by service providers (i.e. practitioners) during a large-scale US statewide implementation of SafeCare®, an evidence-based intervention to reduce child neglect; and second, to place adaptations within a taxonomy of types of adaptations. Design/methodology/approach: Semi-structured interviews and focus groups were conducted with 138 SafeCare providers and supervisors. Grounded theory methods were used to identify themes, specific types of adaptations and factors associated with adaptation. Findings: Adaptations were made to both peripheral and core elements of the evidence-based practice (EBP). The taxonomy of adaptations included two broad categories of process and content. Process adaptations included presentation of materials, dosage/intensity of sessions, order of presentation, addressing urgent concerns before focusing on the EBP and supplementing information to model materials. Content adaptations included excluding parts of the EBP and overemphasizing certain aspects of the EBP. Adaptations were motivated by client factors such as the age of the target child, provider factors such as a providers' level of self-efficacy with the EBP and concerns over client/provider rapport. Client factors were paramount in motivating adaptations of all kinds. Research limitations/implications: The present findings highlight the need to examine ways in which adaptations affect EBP implementation and sustainment, client engagement in treatment, and client outcomes. Practical implications: Implementers and EBP developers and trainers should build flexibility into their models while safeguarding core intervention elements that drive positive client outcomes. Originality/value: This study is unique in examining and enumerating both process and content types of adaptations in a large-scale child neglect implementation study. In 2014, the United States saw a greater than 50% increase in the number of unaccompanied children from Mexico and Central America arriving at the U.S./Mexico border, and unaccompanied children continue to migrate to the United States in consistent numbers. The dramatic increase of 2014 exposed gaps in policies aimed at supporting unaccompanied children as they await legal adjudication. This paper begins with a historic review of immigration policies in the United States aimed at supporting unaccompanied migrant children. An analytic review is provided of existing immigration policies in the Department of Homeland Security and the Office of Refugee Resettlement, highlighting the competing paradigms created by missions of security‐focused policy versus child‐centred policy. A close examination of the values that influenced policy development in this area is included, along with a discussion of how social work practice can infuse elements of social justice into immigration policy reform. This research contributes to social movement framing theory about frame variation, along with the social problems literature on child protectionism. I extend the theorizing on frames by arguing that frame variation can be a response to new agendas and goals of countermovements and opponents. Specifically, for opponents to rights activism, frame variation can be reaction to the assertion of rights for new protagonists, specifically their entry into new spaces. This study analyzes frame variation of the most deleterious child protectionist claims about stranger danger, assertions that the presence of racial, gender, and sexual others in public spaces will harm children. This paper is a content analysis of political flyers and messages developed by Religious Right campaigns at the state and municipal level between 1974 and 2013; these campaigns framed gay men and transgender woman as threats to children in classrooms and bathrooms. For both gay men and transgender women, these claims were most common at the start of rights advocacy. I argue that challengers make the most overt, deleterious arguments about harm to children when new groups initially advocate for legal rights and access to new spaces; as marginalized groups become more familiar and less "strange," challengers make more covert claims about these groups, as stranger danger claims have waning cultural and political resonance. Child welfare investigators have come to expect access to interview children at school as a means to ensure their own safety. Court cases have questioned if interviews at school without a warrant, court order, exigent circumstances, or parental consent violates the Fourth and Fourteenth Amendment rights of child and parents. This review paper uses the 2011 Supreme Court case, Camreta v. Greene, to set the stage for the need to conduct a review of relevant statutes and policies from all 50 states that regulate interviews at schools. Guidelines with variation in the amount of detail offered by each state leaves a need for further examination of what are best practice standards for child welfare investigators who interview children at school. • The Finnish Baby Box provides parents of newborns with a wide range of infant clothing and other basics. • The cardboard box in which the infant can sleep was emphasized by the media and commercial companies outside Finland. • The box preventing SIDS was advanced by private companies and the media. • This was less the case in Wales and Scotland, a result of their being governed by authorities with a "left" orientation. For over 80 years the Finnish state has provided expectant mothers with a cardboard box containing an extensive collection of clothing, bathing products for the baby, nappies, bedding and a small mattress. Numerous jurisdictions have implemented it in some form. We investigated through a critical case study methodology whether its translation into the liberal welfare states of Canada, UK, and USA experienced message distortion (the box as a means of preventing SIDS), commercialization, watering down of content; and separation from the complex of Finnish welfare state policies that support families with children. We find that only Scotland and Wales recognized the decommodification and equity roles played by the baby box. This study identified numerous barriers to building progressive public policy in Canada, UK, and USA: the structures and processes of the liberal welfare state, commercial interests that skew public policymaking and media logic that limits news reporting to the concrete and simple, eschewing complex analysis. This paper traces social work's historical and current relationships with three major child and youth serving carceral systems in the United States—the child welfare system, the juvenile justice system, and school policing. In each section, we examine the racialized origins of these systems and the current practices that perpetuate racial harm, particularly for Black children, youth and families. Given this knowledge, we consider if social work's stated professional values to oppose racism, injustice, and oppression can exist alongside the carceral practices that these systems perpetuate. Mentalization-based interventions show promise in improving mental health outcomes for children and parents through increasing a family's reflective functioning, or ability to mentalize. Mentalizing involves the ability to understand behavior in relation to mental states, such as thoughts and feelings, and typically develops within the context of secure attachment relationships. One area not given much consideration when training foster parents is their capacity to mentalize. This study evaluated Family Minds, a newly developed psychoeducational intervention for foster parents, designed to increase their ability to mentalize. The current paper reports on the development and preliminary empirical evaluation of Family Minds in a quasi-experimental study where 102 foster parents received either Family Minds or a typical foster parenting class, which served as a control group. Results indicate that parents who received Family Minds significantly increased their levels of reflective functioning as assessed with the Parental Reflective Functioning Questionnaire and a new Five-Minute Speech Sample procedure coded using the Reflective Functioning Scale, and revealed a tendency to show decreased levels of parenting stress on the Parenting Stress Index, while the control group showed no such improvements. These findings support the hypothesis that a short-term psychoeducational intervention may improve foster parents' ability to mentalize themselves and their children. These skills are very beneficial for foster parents, as they frequently deal with children who come into their home with challenging behaviors, attachment issues, and negative internal working models of relationships. For nearly four decades, child welfare policy and practice have focused on the achievement of legal permanence for children in foster care. Although federal child welfare policy has resulted in the movement of children from state custody to legally permanent adoptive or guardianship families, little is known about the quality and enduring nature of these placements. A significant challenge of the twenty-first century child welfare system is how to ensure the well-being of children currently living with adoptive parents or guardians. This paper discusses child welfare policy and trends related to post-permanency well-being, including the decrease in Title IV-E foster care caseloads nationwide and the simultaneous increase in Title IV-E adoptive and guardianship caseloads. We highlight the needs of a twenty-first century child welfare system, including increased federal efforts to ensure child permanence and well-being after legal adoption or guardianship has been achieved, as well as more rigorous longitudinal and interdisciplinary research focused on the post-permanency adjustment of children and their families. This paper reports results of mixed methods, population survey of housing instability, and homelessness. Child welfare personnel conducted the Quick Risks and Assets for Family Triage ( QRAFT), a three-question screening tool intended to identify housing instability and homelessness. The QRAFT requires users to assess family housing history, current housing arrangement, and current housing condition, on a four-point scale from 'asset/not a risk' to 'severe risk.' The QRAFT was completed among 6828 families undergoing new child maltreatment investigations. Approximately 5.4% of families demonstrated significant to severe housing problems; approximately one-third exhibited moderate housing risk. Housing problems and homelessness were significantly associated with the outcome of child welfare investigations; among families with substantiated child welfare determinations, 21% demonstrated significant to severe housing risk, a significantly higher proportion than among families where the investigation outcome was unsubstantiated or differential response (i.e., voluntary services). Of significant to severe housing risk families, 15.7% later met eligibility criteria for a supportive housing intervention, suggesting that housing concerns combined with substantial parent and child functional difficulties. Qualitative data indicated the QRAFT was perceived as easy to administer, effective as a screening tool, and useful to 'apply the housing lens' early in child welfare involvement. Inadequate housing and homelessness represent significant barriers to family stability and child development. An accumulating body of evidence documents the relatively high risk of family separation among families experiencing housing instability and homelessness, the extent of housing problems experienced by families involved in the child welfare system, and the disproportionately high rates of homelessness among youth aging out of foster care. Vulnerable youth and families interact frequently with various social service programs intended to mitigate multifaceted and multilevel risks, however, systems efforts and resources are rarely coordinated and results to date are mixed. We introduce 13 papers that are part of a burgeoning, increasingly sophisticated body of scholarship that inform coordinated responses to inadequate housing experienced by families involved in child welfare and related interventions. We note emergent themes and state a pressing need for research that accounts for ecological and contextual influences, examines the differential impact of housing and service interventions, identifies critical ingredients of effective housing and service interventions, and positions for scale-up. We distill findings into a set of observations and recommendations that align with best intentions to improve quality of life and promote well being among some of society's most vulnerable individuals. Family break-up is common in families experiencing homelessness. This paper examines the extent of separations of children from parents and of partners from each other and whether housing and service interventions reduced separations and their precursors among 1,857 families across 12 sites who participated in the Family Options Study. Families in shelters were randomized to offers of one of three interventions: permanent housing subsidies that reduce expenditures for rent to 30% of families' income, temporary rapid re-housing subsidies with some services directed at housing and employment, and transitional housing in supervised facilities with extensive psychosocial services. Each group was compared to usual care families who were eligible for that intervention but received no special offer. Twenty months later, permanent housing subsidies almost halved rates of child separation and more than halved rates of foster care placements; the other interventions did not affect separations significantly. Predictors of separation were primarily homelessness and drug abuse (all comparisons), and alcohol dependence (one comparison). Although housing subsidies reduced homelessness, alcohol dependence, intimate partner violence, and economic stressors, the last three variables had no association with child separations in the subsidy comparison; thus subsidies had indirect effects via reductions in homelessness. Unintentional child injury is a significant public health concern and leading cause of death among children. Though the majority of unintentional injuries are preventable, few interventions target child injury hazards. Since many unintentional injuries occur in the home, home visiting may be an effective method for modifying unsafe home environments. In this paper, we examined whether a behavioral parenting program conducted in the home would reduce home safety hazards among families who were in the child welfare system or at risk for child maltreatment. Paired t-tests were used to analyze the change in number of safety hazards, as measured by the Home Accident Prevention Inventory-Revised, across four types of rooms. Significant reductions in home hazards were demonstrated across room type after program participation. Results suggest that families at risk for child maltreatment can have significant reductions in home safety hazards following program participation. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to describe the development and implementation of a longitudinal evaluation of a statewide intervention (Title IV-E Waiver Demonstration Program) in a statewide child welfare agency using multiple methods for data collection and analysis. This longitudinal evaluation design was developed using guidelines from the Administration for Children and Families (ACF) regarding outcomes, process and cost. The specific design and data collection procedures were developed over time by the evaluation team in collaboration with the state child welfare agency. Data were collected using electronic surveys with various samples, interviews with regional and executive managers, data downloaded from the state's Management Information System, and regional case evaluations. State child welfare agencies are constantly evaluated by the communities in which they are located. However, these evaluations are typically reactive without positive feedback. In our evaluation of the Title IV-E Waiver Demonstration Project, a trusting partnership developed between the state child welfare agency and our university-based evaluation team, which resulted in more efficient use of data by the child welfare agency and in research by the evaluation team on key issues. More than 340 Citizen Review Panels (CRPs) continue to engage thousands of volunteers across the United States to improve their state and local child protection services (CPS) systems. Despite sharing a common federal mandate, they differ widely across states in their structure and function. Very little is known about their effectiveness. Available evidence points to persistent challenges of capacity to fulfill their mandate, and difficult relationships with their respective CPS systems. This paper outlines the actions at the federal level in the development of CRPs, and argues that the mandate is largely misunderstood, the panels are neglected as institutions, and consequently, severely underutilized. • The Indian Child Welfare Act is a federal law that applies to American Indian children and families involved in the child welfare system. • Evidence on ICWA effectiveness was overall generally positive, with some mixed results across outcomes, including foster care placement, adoption, and reunification. • Implementation issues included child welfare employee characteristics and actions, logistical challenges, assessment issues, and stakeholder interaction. This paper is a systematic review of studies that examined the implementation and/or effectiveness of the Indian Child Welfare Act (ICWA). ICWA was enacted in 1978 in response to the disproportionate number of American Indian children in non-American Indian out-of-home placements and to enhance the stability of American Indian families and tribes. Searches of 7 bibliographic databases and 3 advocacy organization websites yielded 408 studies completed since November 1978. Following duplicate removal and double-independent screening based on a priori inclusion criteria, 16 studies were included for review. Studies on the effectiveness of ICWA were mixed, though numerous positive results were found. Several studies found that children were placed with relatives or tribal affiliates in accordance with ICWA. One study also found active efforts to prevent the break-up of the family. Studies on the implementation of ICWA found limited capacity for many ICWA programs, improvements from cultural training, underfunding for many programs, lack of tracking systems, use of qualified experts, communication with tribes, and identification practices for American Indian children. Noteworthy facilitators of ICWA implementation included use of Child and Family Service plans and case worker training on ICWA. Barriers to ICWA included cultural differences between tribes and the child welfare system, lack of a specific unit dedicated to American Indian child welfare, and a lack of American Indian foster homes and tribal resources to respond to notices. This paper discusses a three-phased service model assessed using Family Group Decision Making (FGDM) conferences with informal kinship caregivers and their families. Gain scores were compared between Phase 2 (case management only) and Phase 3 families (case management with conference). Phase 3 families had higher gain scores than the Phase 2 families on measures of parenting stress, social support, family needs and child well-being, but the differences were not statistically significant. Despite some reductions in recent years, African American children in the United States continue to be disproportionately placed into out-of-home care. This paper describes a secondary analysis of data collected by Minnesota's African American Disparities Committee to identify whether factors in the casework process were contributing to Minnesota's extreme rates of disproportionality. The study, first described in a 2005 Minnesota Department of Human Services report, identified over 200 non-Hispanic, non-immigrant, white and African American child neglect cases substantiated in 2001 in four counties. Cases were then followed until case closure or for at least 18 months following the time of report to detail the casework process. This analysis used recursive partitioning to more accurately identify primary factors and potential interactions related to worker decision-making. African American and white children were matched by type of neglect, gender, age group, and county using administrative data. After rigorous data cleaning, 81 matched pairs were identified from a final sample of 180 cases. The progress of the children through the system was evaluated for potential race-based differences in the decision to refer a child for ongoing placement. Number of children, age, history of maltreatment, and report source were associated with placement decisions. Logistical regression follow-ups did not identify race-based interaction effects on placement decisions. However, African American cases statistically differed from white counterparts on presence of biological father and number of children in the household, identity of the perpetrator, parental and household risk factors, and whether an informal placement was arranged by police, some of which were associated with placement. Between 1968 and 2013, the poverty rate of young children age 0 to 5 years fell by nearly one third, in large part because of the role played by anti-poverty programs. However, young children in the U.S. still face a much higher rate of poverty than do older children in the U.S. They also continue to have a much higher poverty rate than do young children in other developed countries around the world. In this paper, we provide a detailed analysis of trends in poverty and the role of anti-poverty programs in addressing poverty among young children, using an improved measure of poverty, the Supplemental Poverty Measure. We examine changes over time and the current status, both for young children overall and for key subgroups (by child age, and by child race/ethnicity). Our findings can be summarized in three key points. First, poverty among all young children age 0–5 years has fallen since the beginning of our time series; but absent the safety net, today's poverty rate among young children would be identical to or higher than it was in 1968. Second, the safety net plays an increasing role in reducing the poverty of young children, especially among Black non-Hispanic children, whose poverty rate would otherwise be 20.8 percentage points higher in 2013. Third, the composition of support has changed from virtually all cash transfers in 1968, to about one third each of cash, credit and in-kind transfers today. [ABSTRACT FROM AUTHOR]

This paper examines how child welfare workers in England, Norway and the USA (California) perceive children's participation building on 91 qualitative interviews. First, analysing the data using Hart's ladder of children's participation, we found that all Norwegian workers perceived children's participation as some form of decision‐making, whereas 40% of English and 35% of US workers embraced views of children's participation that can be considered token or non‐participation. Second, we coded the data for main themes and found that child welfare workers in all three countries perceived children's participation as hearing the child's opinion and information gathering. The themes of age, maturity and ability to form an opinion also emerged from the data. English workers' reflections about children's participation were more nuanced than their Norwegian and US counterparts; and US workers understood children's participation as children providing valuable information during the investigation of a case more frequently than workers in England and Norway. Purpose Despite the existence of minimum age laws for juvenile justice jurisdiction in 18 US states, California has no explicit law that protects children (i.e. youth less than 12 years old) from being processed in the juvenile justice system. In the absence of a minimum age law, California lags behind other states and international practice and standards. The paper aims to discuss these issues. Design/methodology/approach In this policy brief, academics across the University of California campuses examine current evidence, theory, and policy related to the minimum age of juvenile justice jurisdiction. Findings Existing evidence suggests that children lack the cognitive maturity to comprehend or benefit from formal juvenile justice processing, and diverting children from the system altogether is likely to be more beneficial for the child and for public safety. Research limitations/implications Based on current evidence and theory, the authors argue that minimum age legislation that protects children from contact with the juvenile justice system and treats them as children in need of services and support, rather than as delinquents or criminals, is an important policy goal for California and for other national and international jurisdictions lacking a minimum age law. Originality/value California has no law specifying a minimum age for juvenile justice jurisdiction, meaning that young children of any age can be processed in the juvenile justice system. This paper reports the results of a quantitative 42-item survey that explored foster, adoptive, and kinship parents' (N = 160) utilization of different types of respite services (formal, informal, and a mixture of formal and informal), as well as their impressions of the impact of respite care on aspects of their lives related to family cohesion and stability, caring for their children, and their personal wellbeing. An exploratory cross-sectional, survey design was used to assess both the formal and informal respite care experiences of the foster, adoptive, and kinship caregivers. Two-tailed Fisher's exact tests were used to examine the relationship between the type of respite received and caregivers' respite experiences. Findings indicated that parent experiences differed depending on the type of respite services they received. Specifically, parents who used a mixture of formal and informal respite reported positive experiences related to respite more frequently than the other two types of respite groups, while those who received only informal respite reported less benefit than others. Parents who used formal respite (either alone or mixed with informal respite) reported greater stress reduction. The greatest increase in family stability was reported by parents who received a mix of informal and formal respite. While this study revealed clear benefits for families to using both informal and formal respite services, the findings suggest that formal respite care was helpful to parents regardless of whether used alone or in combination with informal care. • Private Child Welfare Agencies (PCWAs) perform while navigating dynamic contexts. • Little empirical evidence identifying complexity factors impacting PCWA performance. • We found PCWAs strategies managed their inter-dependent and self-organizing nature. This paper studies the performance outlook of private child welfare agencies (PCWAs) from a complexity theory lens. We argue that even though these agencies play a key role in delivering safety net services for families, while navigating dynamic environments, there is little empirical evidence identifying concrete complexity factors (i.e., inter-dependence, unpredictability and self-organization) and examining their impact on agency performance. To address this gap, we first conceptualize PCWAs as complex systems as they exhibit the three factors of interest. Then, we operationalize inter-dependence as the number and diversity of services provided, fiscal unpredictability based on managerial report, and self-organization as agency use of inter-organizational ties requiring heavy investment of agency resources. This study presents results from a survey data analysis of 229 PCWA managers in six states in the United States. Results show PCWAs efforts to adapt to organizational complexity can also pose a burden in meeting the needs of consumers and frontline staff. Nonetheless, external accountability through accreditation and a transformational leadership style that is characterized by compassion and attention to front-line workers' individual needs and goals may be promising strategies to manage the inter-dependent and self-organizing nature of private child welfare systems. According to a 2018 report by the United States Department of Health and Human Services, more than 400,000 students live in foster care. Among other obstacles to success, involvement in the child welfare system is associated with negative school outcomes, including school instability, disproportionate placement in restrictive special education settings, and risk of school disengagement. Educational professionals, such as teachers, administrators, school psychologists, counselors, social workers, and paraprofessionals, are positioned to help reduce risks of school failure and promote educational resilience for students in foster care by providing safe and supportive school services. When engaging in the provision of school-based services, there are several legal obligations which educators must follow in order to uphold the rights of students in foster care and promote student resilience. The purpose of this paper is to review the extant literature regarding educational professionals' legal obligations when serving students in foster care.
