Les gouvernements des pays démocratiques tentent depuis plus de trente ans de mettre sur pied des politiques de réduction des émissions de gaz à effet de serre afin d’éviter un réchauffement planétaire dont les conséquences seraient catastrophiques. Ils ont largement échoué jusqu’à présent. Une des raisons de cet échec est sans doute la difficulté de faire accepter par l’électorat des politiques de tarifications du carbone réellement efficaces. Cette étude se penche sur un exemple de plateforme électorale centrée autour de l’imposition d’une taxe sur le carbone, celle du Parti libéral du Canada lors des élections fédérales canadiennes de 2008. Deux analyses de contenu sont réalisées. La première l’est à partir des communiqués de presse du Parti libéral du Canada et du Parti conservateur du Canada, l’autre, à partir des articles de journaux de cinq quotidiens canadiens. Ce mémoire, basé sur le concept de cadrage, permet de mieux comprendre l’impact de la crise économique de 2008 sur la couverture médiatique de la proposition libérale. Il montre que les médias ont majoritairement analysé la taxe pour ses impacts sur l’économie et non sur l’environnement. Ils ont majoritairement jugé que ces impacts étaient négatifs. Ils se sont aussi très largement inspiré des arguments des deux principaux partis politiques pour parler de la taxe sur le carbone ce qui remet en doute la capacité des médias d’agir de façon indépendante en contexte électoral. Ce résultat suggère cependant que les partis politiques disposent d’une certaine marge de manoeuvre quand vient le temps de mettre sur pied des stratégies de communication pour des politiques de lutte aux changements climatiques., For more than 30 years, the governments of developed democratic countries have unsuccessfully tried to implement public policies to reduce green house gas emissions. One reason for this failure can be attributed to the fact that it’s extremely difficult to present carbon pricing policies in a way that will generate voters support. This master thesis analyzes one of the few instances in which a political party centered its platform around a carbon tax proposal. The Liberal Party of Canada proposed this tax during the 2008 Canadian federal election. The present research paper contains two content analysis. The first contains all the press releases published during the campaign by the two main Canadian federal parties, the Liberal Party of Canada and the Conservative Party of Canada. The second analysis includes articles published by five Canadian major newspapers. The present research paper, based on framing theory, provides insight into the strong influence that the 2008 economic crisis had or has on the liberal tax press coverage. A major finding revealed is that journalist evaluation of the tax was primarily based on the impact it had on the Canadian economy and not the environment. This evaluation led them to conclude that the tax would have a negative impact on the economy and was therefore not a good policy while neglecting to account for environmental impact. Most of the arguments presented by the media, both for and against the tax, were largely inspired by the arguments of the two major parties. This brings doubt to the idea that the media can act independently during election campaigns. It also suggests that political parties have some leeway when designing communication strategies for carbon pricing policies.

La question de la sécurité en Arctique fait régulièrement la une des journaux. Ancien épicentre stratégique, la région peine à se départir de cadres d’analyse traditionnels qui ne prennent pas en compte ses mutations récentes : changements climatiques, bien sûr, mais aussi ouverture progressive aux activités, intégration aux grands réseaux mondiaux… Ces mutations viennent largement renouveler les enjeux de sécurité dans la région. Alors que les sciences politiques et les Relations Internationales dominent les études de sécurité, un pan de littérature commence toutefois à émerger, s’attachant à remettre le territoire au cœur de l’analyse. Ce travail vient alors souligner la pertinence d’une analyse géopolitique de la sécurité dans la région, à la lumière des enejux actuels. Security in the Arctic is regularly mentionned as a major issue. It was a strategic hotspot during the Cold War, but inherited analitycal frames tend to be less relevant. Terrestrial boundary issues are now limited to the small unhabited rock that is Hans Island, maritime boundaries are being negociated under the legal frame of the Montego Bay Convention. Yet, new security challenges are emerging now that the region is undergoing major transformations. The progressive opening-up of the ocean opens new perspectives, both economic and political. From climate change to a progressive economic integration to global networks, security issues are therefore to be completely rethought. Analyzing litterature tackling security issues in the Arctic, this paper aims at understanding what are the main drivers to srategic shifts in security policies in the Arctic region. Following a brief historical overview of security issues in the region, the paper analyzes security discourses in the region through the main analytical frames of Security studies. It finally underlines that even tough security studies usually belong to the realm of International Relations and Political Science, however, some recent publications are starting to put forward a territorial approach to security issues. This paper would like to underline the relevance of a geopolitical approach regarding the Arctic region specifically, given the major changes that the region is going through currently.

This PhD sets and explores the possibilities of « dialogue of knowledge » between scientists and local communities about resilience strategies implementations for climate coastal risks adaptation. This dialogue focuses on questions of paradigmatics representations, values and materials issues. This dialogue of knowledge, advocated by scientific community and claimed by wide audience, is increasingly needed due to complex societal problems related to climate change and different world visions. The technocentered rationality has always been an approche which dominate in the responses to the challenge of adaptation. However, in the name of integrated gouvernance, this approach is more and more contested by local communities due to their strong engagement in proposing socially co-constructed alternatives. In the first paper « Communicating risk through a DSS: a coastal risk centered empirical analysis » our research focus on the conflict of representation between scientists and local stackeholders about the probabilistic nature of coastal risk and the impacts mitigation options. Thus, a dialogic communication, based on taking into account heuristic values of local actors, is necessary. In the second paper « L'utilisation du concept polysémique de résilience: une analyse empirique en milieu côtier » our research focus on the choice of meaning of resilience concept through public policy of coastal risk management. This concept, considering its history and evolution through its various disciplinary practices, has raised, in addition to problem of polysemy due to its high use, a lack of consensus on the suitable definition. In the third paper «Vulnérabilité et résilience, entre conceptions déterministes et non déterministes : les sciences du risque côtier à la croisée des chemins », it is to questionne the choice of models and approaches used by reseachers to analyse and intervene on the coastal system. Building on the two first papers, this pape ris an unique proposition of paradigmatic tilt in the conceptual and operational processing of socio-ecosystems gouvernance. This way of presentation (thesis structured by papers) is done in accordance with required principles and technics of redaction approved by academic world (here, the University of Versailles Saint-Quentin-en-Yvelines). The three papers are closely linked in their respective thematic. This explain the coherence of the conducted research and the obtained results. In the methodology, the research is built/base on an empirical approach starting from an theorical approach related to the concepts studied. The method of datas collection is semi-structured interviews, focus group, with a thematic questionnaire. The method of datas processing is done by coding these latter in ATLAS.ti. The method of datas analysis is done by iterative grounded theorisation. The targeted audience is the scientific involved in the THESEUS project and the coastal communities lived in three experimental coastal settings of the project (Gironde in France, Santander in Spain and Cesenatico in Italia). In the conclusion, it is first admitted that paradigmatic tensions can compromise the efficacity of decision support system process and the need of consensus between heuristics on the coastal risk ; second, the same paradigmatic conflicts have some consequences in the operational deployment of resilience concept and it requires a dialogue about the signification of this concept in an epistemologically robust way. Finally, it is primordial to found a neat articulation between the choice of meaning, the operational deployment and the paradigmatic representations underlying the displayed concepts.; Cette thèse pose et explore ici les possibilités de « dialogue des connaissances » entre scientifiques et communautés locales concernant la mise en place des stratégies de résilience en vue de l'adaptation aux risques côtiers attribués aux changements climatiques. Ce dialogue porte sur la question des représentations paradigmatiques, des valeurs et des enjeux matériels. Ce dialogue des connaissances, prôné au sein de la communauté scientifique et réclamé par le public large, s'impose de plus en plus vu la complexité des questions de sociétés liées au climat et aux visions du monde différentes. La rationalité technocentrée a toujours dominé dans les réponses aux défis liés à l'adaptation. Cependant, au nom de la gouvernance intégrée, cette approche est de plus en plus battue en brèche par les communautés locales du fait de leur fort engagement dans la proposition d’alternatives socialement co-construites. Dans le premier article « Communicating risk through a DSS: a coastal risk centered empirical analysis », nos recherches portent sur le conflit de représentations opposant scientifiques et acteurs locaux à propos de la nature probabiliste du risque côtier et des options de mitigation des impacts. Ainsi, une communication dialogique, basée sur la prise en compte des heuristiques de valeurs des acteurs locaux, est nécessaire. Dans le deuxième article « L'utilisation du concept polysémique de résilience: une analyse empirique en milieu côtier », nos recherches portent sur le choix de sens à propos du mot résilience à travers les politiques publiques de gestion du risque côtier. Ce concept, eu égard à son histoire et son évolution à travers ses différents usages disciplinaires, a posé, outre le problème de polysémie liée à sa forte utilisation, un manque de consensus sur le sens adéquat. Dans le troisième article «Vulnérabilité et résilience, entre conceptions déterministes et non déterministes : les sciences du risque côtier à la croisée des chemins », il s’agit de questionner les choix de modèles et d’approches utilisés par les chercheurs pour analyser et intervenir sur les systèmes côtiers. Construisant sur les résultats des premiers articles, cet article constitue une proposition unique de basculement paradigmatique dans le traitement conceptuel et opérationnel de la gouvernance des socio-écosystèmes complexes. La forme de présentation adoptée (thèse par articles) est faite dans le respect des principes et techniques rédactionnels requis, approuvée dans le monde académique (ici l'université de Versailles Saint-Quentin-en-Yvelines). Les trois articles sont étroitement liés par leurs thématiques respectives. Ceci explique la cohérence de la recherche menée et des résultats obtenus. Dans la méthodologie, la recherche s'appuie sur une démarche empirique en partant d’une démarche théorique ayant trait aux concepts étudiés. La méthode de collecte de données est les entretiens semi-directifs, focus groupe, muni de questionnaires thématiques. La méthode de traitement des corpus empiriques s’est effectuée par le codage dans ATLAS.ti. La méthode d’analyse des corpus est faite par l’approche théorisation ancrée itérative. Le public cible est les scientifiques du projet THESEUS et les communautés côtières de trois sites d'expérimentation du projet (Gironde en France, Santander en Espagne et Cesenatico en Italie). Dans la conclusion, d'abord il a été admis que les tensions paradigmatiques compromettent l'efficacité des systèmes d'aide à la décision et la nécessité d’un consensus entre heuristiques sur le risque côtier ; ensuite, les mêmes conflits de paradigmes ont des conséquences dans le redéploiement opérationnel du concept de résilience et qu'un dialogue sur le sens du concept puisse être établi de façon épistémologiquement robuste ; enfin, il est primordial que soit établi une articulation fine entre choix de sens, déploiement opérationnel et représentations paradigmatiques sous-jacentes aux concepts déployés.

Les littoraux du fleuve St-Laurent sont au cœur de l’attractivité touristique du Québec, mais sont aussi des espaces qui seront fortement touchés par les changements climatiques. C’est donc à partir d’une approche basée sur une conceptualisation tripartite de l’espace que l’article analyse les représentations de l’espace à partir de deux discours étatiques que sont la stratégie de mise en valeur du Saint-Laurent touristique et la stratégie d’adaptation aux changements climatiques. Cette approche s’intéresse à la manière par laquelle les acteurs « problématisent » l’adaptation aux changements climatiques dans les deux stratégies à l’étude, de façon à mieux comprendre les convergences et les divergences d’intérêts, les alliances et les oppositions qui permettent d’éclairer les problèmes de mise en œuvre. The shorelines of the St. Lawrence River are a core touristic attraction in Quebec, but they also represent spaces that will be strongly affected by climate change. This paper is based on a multi-conceptualization of space to analyze the representations embedded in two state discourses : The Tourism Development Strategy for St. Lawrence River and the Climate Change Adaptation Strategy. Thereafter, the paper discusses how actors 'problematize' adaptation to climate change in those two discourses, to better understand the similarities and differences of stakeholder interests, alliances and oppositions to contribute solving implementation problems.

The climate is changing, the average temperature on Earth is rising, the EU is concerned and Poland is developing. Despite the fact that the country is trying to make up economically for lost time under Communism, it still has to comply with a demanding EU climate policy. The task is not easy, particularly keeping in mind how heavily coal-dependent the Polish economy is. Consequently, Carbon Capture and Storage (CSS) appears to be a perfect solution. However, the closer the technology is examined, the more its charm fades away. This paper analyzes CCS technology in terms of the likelihood of its application in Poland. After placing CCS in the European context, examining attitudes held by Polish stakeholders, reviewing the Polish public debate, and scrutinizing Polish society’s beliefs about the technology, the paper concludes that chances for CCS implementation in Poland are virtually nonexistent. La littérature en science politique sur les changements climatiques identifie les clivages au sein de l’opinion publique comme contribuant à l’inaction des politiques sur la question climatique. Comprendre l’ampleur de cette polarisation et les axes sur lesquels elle se décline est une première étape essentielle pour adresser cette polarisation. Ce mémoire cherche à décrire comment se décline l’évolution de la polarisation de l’opinion publique au Canada autour des changements climatiques et comment elle a évolué pendant la dernière décennie. La revue de littérature identifie trois principaux axes de polarisation autour de la question climatique au Canada : le soutien pour un parti politique, l’idéologie politique et la région. Les données utilisées sont tirées d’une série de sondages menés tous les ans entre 2011 et 2021 à travers le Canada par le professeur Erick Lachapelle. Trois mesures de l’opinion sur la question climatique sont utilisées pour observer la polarisation : la croyance aux changements climatiques et en ses causes anthropogéniques, la perception d’une menace et le soutien pour une taxe carbone. L’analyse des résultats combine des analyses descriptives et des régressions linéaires multivariées. Ces analyses montrent une polarisation principalement partisane et idéologique, mais également régionale, qui oppose les provinces pétrolières au reste du Canada. L’opinion publique s’est de plus en plus polarisée pendant la dernière décennie, mais principalement autour du débat sur la taxe carbone. De plus, la polarisation partisane était particulièrement marquée lorsque les changements climatiques étaient saillants dans les débats politiques lors des élections fédérales de 2015 et 2019., The political science literature on climate change identifies public opinion polarisation as significantly contributing to policy inaction on the climate issue. Understanding the extent of this polarization and the axes along which it occurs is an essential first step in addressing it. This paper seeks to describe how the polarization of public opinion in Canada around climate change has evolved over the past decade. The literature review identifies three main axes of polarization on the climate issue in Canada: support for a political party, political ideology and region. The data used is drawn from a series of surveys conducted annually between 2011 and 2021 across Canada by Professor Erick Lachapelle. Three measures of opinion on the climate issue are used to observe polarization: belief in climate change and its anthropogenic causes, threat perception and support for a carbon tax. The analysis of the results combines descriptive analyses and multivariate linear regressions. These analyses show a mainly partisan and ideological polarization, but also a regional polarization, which pits the oil-producing provinces against the rest of Canada. Public opinion has become increasingly polarized over the past decade, but mainly around the carbon tax debate. Moreover, partisan polarization was particularly pronounced when climate change is salient in the political debate during the 2015 and 2019 federal elections.

Esse trabalho visa verificar se há ocorrência de alterações nas tendências de índices de detecção de mudanças climáticas derivadas da temperatura do ar em 54 estações meteorológicas convencionais (EMC’s) na Amazônia brasileira. Foram utilizados dados das séries diárias de temperatura máxima e mínima do ar, com durações mínimas de 30 anos. Empregou-se o software Rclimdex 1.9.0 no processamento e controle de qualidade de 16 índices estatísticos, adotando nível de significância de 10% (p < 0,10). Os resultados obtidos indicam um aquecimento significativo nos últimos anos na Amazônia brasileira, com aumento nas porcentagens de dias quentes (temperaturas máximas superiores a 25 °C) e noites quentes (temperaturas mínimas superiores a 20 °C), redução das ondas de frio (friagens) e redução da amplitude térmica diária (com maior influência do aumento das temperaturas mínimas quando comparado com as máximas). As maiores alterações são observadas nas regiões de transição com o bioma Amazônico, principalmente com o Pantanal e Cerrado, permitindo associar a ocorrência desses processos com as anomalias na TSM (Temperatura Superficial do Mar) e com as atividades antrópicas desenvolvidas nessas regiões de transição. Les Alpes sont particulièrement concernées par les effets des changements climatiques. La hausse moyenne de la température y est deux fois supérieure à celle constatée au niveau mondial (Beniston, 2012). Les changements climatiques impactent en profondeur les pratiques touristiques, sportives et plus largement récréatives en montagne. On pense en premier lieu à l’élévation de la limite pluie-neige et à la raréfaction de la ressource que représente la neige (Gonseth, 2013) qui amènent les sociétés de remontées mécaniques à investir de manière importante dans la production de neige de culture afin de pérenniser la pratique du ski et du snowboard (Abegg, 2011 ; Clivaz et al., 2015). Mais les changements climatiques ont aussi des répercussions importantes pour les autres pratiques sportives et récréatives en montagne, notamment en été (randonnée, escalade, alpinisme, etc.). Observer les effets des changements climatiques sur les pratiques récréatives de la montagne peu aménagée s’avère complexe. Dans ce cadre, un projet de recherche-action participative exploratoire, présenté dans cette contribution, a été mené en 2019 avec pour objectif à la fois de faire un bilan sur les données existantes en matière de fréquentation de la montagne peu aménagée et d’étudier la faisabilité d’une démarche associant les acteurs de terrain dans l’observation de l’évolution de cette fréquentation. Cette contribution est l’occasion de revenir sur ce projet et de montrer les défis et les difficultés liés à cette démarche volontairement collaborative, notamment en la mettant en perspective avec le programme d’observation français Refuges Sentinelles (RS) dont elle s’est inspirée. Plus généralement, il s’agit aussi de s’interroger sur les enjeux de connaissance, tant pour les acteurs de la recherche que pour les acteurs de terrain (gardiens de refuge, guides et accompagnateurs en montagne), liés à une démarche de recherche collaborative. Les résultats en termes de données collectées ou d’enjeux identifiés (évolution de la fréquentation, du rôle des gardiens, des types de clientèle, etc.) ne font pas partie de l’objet de cette contribution, même s’ils pourront être évoqués ponctuellement afin d’exemplariser le propos.D’un point de vue méthodologique, nous nous baserons en grande partie sur le rapport final du projet de recherche-action participative que nous avons mené (Obin et al., 2020), sur un mémoire d’étudiant portant sur la faisabilité du programme Refuges Sentinelles et de la démarche à mettre en place (Berthet, 2014) ainsi que sur les comptes rendus des différentes séances et manifestations liées à ce programme. Nous avons complété ces sources par un entretien semi-directif réalisé en ligne, en janvier 2021, avec le responsable scientifique de ce dernier, entretien qui portait spécifiquement sur le thème de la méthodologie collaborative déployée. The Alps are particularly affected by the effects of climate change. The average temperature increase is twice as high as that observed at the global level (Beniston, 2012). Climate change is having a profound impact on tourism, sports and, more broadly, recreational activities in mountain regions. First of all, this concerns the rise in the rain-snow limit and the increasing scarcity of snow (Gonseth, 2013), leading ski lift companies to invest heavily in the production of artificial snow in order to sustain the activities of skiing and snowboarding (Abegg, 2011; Clivaz et al., 2015). However, climate change also has important repercussions for other sports and recreational pursuits in these regions, especially in summer (hiking, climbing, mountaineering, etc.). Observing the effects of climate change on recreational activities in less-developed mountain regions proves complex. In this context, an exploratory participatory research-action project, presented in this paper, was carried out in 2019 with the objective of both taking stock of existing data on the use of less-developed mountain regions and studying the feasibility of an approach involving field actors in the observation of the evolution of this use. This contribution is an opportunity to look back at this project and to show the challenges and difficulties linked to this deliberately collaborative approach, in particular by putting it into perspective with the French observation program “Refuges Sentinelles” (RS) (Sentinel Hut Program) from which it was inspired. More generally, it is also a question of examining the knowledge issues, for both research and field actors (hut keepers, mountain guides and leaders), linked to a collaborative research approach. The results in terms of data collected or issues identified (changes in visitor flows, the role of hut keepers, types of clientele, etc.) are not part of the subject of this contribution, even if they are mentioned from time to time in order to illustrate the topic.Our methodology is based on the final report of the participatory research-action project we conducted (Obin et al., 2020), on a student thesis on the feasibility of the Sentinel Hut program and of the approach to be implemented (Berthet, 2014), as well as on the minutes of various sessions and events related to this program. We supplemented these sources with a semi-structured interview conducted online in January 2021 with the scientific leader of this program, focusing specifically on the theme of the collaborative methodology utilised.
